n Thursday, October 7, Rialto Unified School District (RUSD) and Assembly Majority Leader Eloise Gomez Reyes broke ground on district’s forthcoming the International Healing Garden. “It’s no surprise we’re recognizing and awarding the RUSD with $1 million. This check is part of the California state budget; it’s coming straight out of the budget because the State of California recognizes the value in having an International Healing Garden in the city,” said Reyes.

ancy was a native of Southern California, born in Orange, April 3, 1953, and was a resident of Rialto since 2014. She died on September 23rd. She is preceded in death by parents Darlene and James Killebrew, stepfather Richard Given, and brother Gregory. She is survived by her husband Christopher and sisters Patti, Jeannie, Marybeth, and Gale, and brothers Michael, Scott, and Rick, and their families, and many close and dear friends.

Nancy served her country through her service in the United States Air Force from 1976 to 1980, at Ramstein, Germany

serving on the General’s staff, and at Wright–Patterson AFB, Ohio in the Foreign Technology Division. During her Air Force career, she earned many prestigious awards. Upon leaving the Air Force and coming to Northern California, she was employed at GTE Government Systems (General Dynamics) in Mountain View where she met Chris and they were married in 1988 and settled in Fremont. After five years in Fremont, Chris’ work took them to England for five years. While in England, Nancy volunteered at the RAF Lakenheath post office, and was also a real estate agent, selling homes in the East Anglia area. Upon returning from England, they settled in Northern Virginia, where they lived for 15 years before coming back to Southern Nancy, cont. on next pg.

For the past five or so years, our district has been busy implementing gardens into all of our schools where students can plant and grow produce, which is then incorporated into our nutrition services,” said Edgar Montes, vice president of RUSD board of education. The healing garden is set to feature a large teaching area, dock walkway, a bridge, waste water treatment demonstration space, drip irrigation demonstration, an amphitheater, Japanese garden, citrus trees, eating areas, and a waterfall.

“It’s possible that in two years we could be ready for the official grand opening. We’re getting ready for the site to start its grading process, which will be followed by fencing and infrastructure drainage,” said Brian Montez, Grounds Maintenance Supervisor at RUSD.

As of October 2021, eight RUSD schools have been recognized as Green Ribbon schools for excellence in health, wellness, environmental and sustainability education.

While in Virginia, Nancy had a number of vocations, including work scheduler for United Airlines at Dulles Airport, certified tax preparation agent for Jackson-Hewitt, and office manager for a large optometry practice. She embraced the opportunity to work and never met a job she didn’t like. Nancy belonged to various organizations, such as the Women’s Club of Rialto and The Rialto Historical Society. As a member of St. Peter’s Episcopal Church in Rialto, she served on the Altar guild, published the weekly bulletins, served as pledge secretary, and supported many outreach programs and charity activities. Nancy loved local sports and was a big Los Angeles Dodgers and Rams fan, and even owned her own official Rams helmet.

Nancy always met life head on, enjoying the good, and taking the bad in stride. She loved life and loved welcoming people into her life. Her faith was an inspiration to all who knew her, and that will not end with her passing. Viewing for family only will be Monday October 18th from 5 to 7 pm at Green Acres Mortuary, 11715 Cedar Avenue, Bloomington. A service will be held on Tuesday October 19th at 10am at St. Peter’s Episcopal Church, 777 N. Acacia Avenue, Rialto. Burial will be at the National Cemetery, Riverside, following the service. There will be no reception due to COVOD-19 restrictions. Any flowers received will be given to the Rialto Post Acute Care Center and to St. Peter’s Episcopal Church.

Reyes legislation to ensure students complete financial aid applications signed b y Gover nor

A

ssembly Majority Leader Reyes (D-San Bernardino) joined Governor Gavin Newsom at California State University, Northridge for the signing of AB 469, a bill authored by Majority Leader Reyes to implement the requirements that high school seniors complete and submit the Free Application for Federal Student Aid (FAFSA) or the California Dream Act Application (CADAA). AB 469 is a follow up to AB 2015 of 2018 which required that school districts provide information to students on how to properly complete and submit the FAFSA and CADAA applications. Additionally, Majority Leader Reyes worked with Governor Newsom to include in the 2021-2022 state budget funding and requirements related to completion of these important applications, which have a demonstrated impact on the future of higher education success of high school students. A student who wants financial assistance to attend college must complete the FAFSA to access institutional, state, and federal aid, such as, grants, work-study jobs, student loans, and critical finan-

cial aid resources like the Community College Promise Program. Similarly, the CADAA provides an opportunity for undocumented and nonresident documented students to apply for and receive state aid. “Higher education is a life changing experience that uplifts entire families and communities to build intellectual capital and wealth,” said Assemblymember Reyes. “Too often, high school students and their families may believe that college is out of reach, but the completion of financial aid applications increases the likelihood they will attend college and makes the dream of higher education more tangible. The evidence is clear – students who fill out a financial aid application in their senior year are 63% more likely to go to college. AB 469 ensures all students—including our first-generation, low-income, and undocumented students—get the support they need to submit critical forms for financial aid. The bill prioritizes protections for undocumented students and equips local educational agencies with the resources they need to implement the bill at the local

level. AB 469 was supported by groups such as the Dolores Huerta Foundation, Mi Familia Vota, BLU Educational Foundation and The Education Trust – West. “I support policy like this because I was a student who benefited from getting assistance when applying for the California Dream Act for the first time as a high school senior,” said Beatriz, a student at CSU Channel Islands who works at a Dream Resource Center. “If it wasn't for the help I received that day when filling out the Dream Act, I would not have been successful in transitioning from community college.” “We are very excited to see the Governor sign AB 469 (Gómez Reyes),” said Dr. Christopher J. Nellum, Executive Director of The Education Trust-West. “Now that California has a statewide policy to ensure that every high school senior submits a financial aid application, we must ensure the spirit of that policy becomes reality for students across the state. That means making sure that our schools and districts have the

data capacity to implement this requirement successfully. AB 469 (Gomez Reyes) will supplement the budget agreed upon by both the Governor and the Legislature, and move us a step closer to being all-in for financial aid.” AB 469 adds additional cleanup provisions to the state budget language to ensure effective implementation, including language to link data to the Cradle-to-Career Data System and to define the types of non-profits that are qualified to assist students with applications. COVID-19 has exacerbated the inequities students face when applying to college, including completing financial aid forms. According to an Ed Source analysis, California saw an 11% decrease in FAFSA applications and a 45% decrease in CA Dream Act Applications since the outbreak of the pandemic. Many eligible students do not complete a financial aid form because they believe they are ineligible, have no information on how to apply, or thought that the forms were too much work. Unfortunately, a disproportionate number of those of local investor and entrepreneur David Friedman of Realicore Real Estate Group, Destiny Muse of Grounded along with the nonprofit Youth Action Project (YAP) and its empowering work through its Black and Brown Economic Empowerment Partnership (BEEP) that supports young people who are working to redevelop their communities. “Reinvesting matters to this region. If we can find a way to develop our local region that makes it attractive for residents to stay, to retain our local talent, the County will thrive,” noted Tremaine Mitchell, cofounder and executive director, YAP.

This bill will build upon AB 2015’s efforts by making sure students not only receive information about the FAFSA/CADAA but also ensure all students submit a financial aid form so they can access critical financial aid resources needed to attend college. AB 469 ensures effective implementation of the requirement in the Governor’s Budget for LEA’s to ensure high school seniors complete the FAFSA or CADAA before graduating. This bill is a California Latino Legislative Caucus priority bill that supports the Legislature’s intent to make higher education accessible to all California students, regardless of their immigration status. The measure garnered bipartisan support in the Legislature and will take effect January 1, 2022. an Bernardino County welcomed hundreds of business, government, and community leaders to its State of the County | Regional Business Summit held at the Toyota Arena on Wednesday. The event, hosted by Board of Supervisors Chairman Curt Hagman, featured a breadth of information encompassing County data, interviews with business leaders as well as updates on County programs and initiatives that made a difference in keeping residents safe and healthy and helping businesses to thrive. The Board of Supervisors each delivered a message on critical areas of success in County programs that included education and workforce, economic development and foreign trade, public safety, healthy communities, and increasing equity. Included in these programs was the recognition that San Bernardino County became the first county in California to declare racism a public health crisis. “Our hope is that the equity element group and the conversations that it is conducting will help us to grow a more fair, just and more prosperous community for everyone in San

Bernardino County,” said Supervisor Rutherford. “While this past year has tested each and every one of us, it has not slowed down the pace of progress. Billions of dollars are being invested in San Bernardino County in technology, transportation, healthcare, and new entertainment venues,” said Chairman Hagman. Chairman Hagman and the County’s new Chief Communications Officer Martha GuzmanHurtado teamed up to share more news on these developments including an update on the TopGolf entertainment experience being built in Ontario -- the first in Southern California, as well as The Boring Company’s plans for an underground transit loop that will shuttle thousands of passengers between Ontario International Airport and the Rancho Cucamonga Metrolink station. A subsequent video reported on investments in the County by Brightline West, Starlink and General Atomics Aeronautical. These innovations were followed by an interview with Ken Ramirez, chairman, San Manuel Mission

Band of Indians, who shared more on the tribe’s economic and philanthropic investments including creation of more than 7,000 local jobs. “San Manuel’s goal is to keep philanthropy dollars in local communities, so that everyone has a chance at success,” said Ramirez. Chairman Hagman also shared a video featuring the work of County-based MP Materials, the only integrated rare earth mining and processing site in North America, and KIGT, the only and first African- American manufacturer of electric vehicle charging stations. These firms exemplify the County’s burgeoning electric transportation infrastructure that benefits the nation and world. The final business video focused on small business success and young business leaders. “Many of these businesses are founded by young people who are born here, grow up here, and are now ready to invest here because they believe in what San Bernardino County has to offer. In many ways they are community champions,” said Hagman. The video highlighted the work

SB Symphony retur ns to live perfor mance on October 23

F

ollowing a hybrid season that included three digital performances viewed around the world, the San Bernardino Symphony Orchestra is preparing to return live with “Home,” an inspiring and uplifting celebration of the American spirit. Returning on October 23, 2021 at 7:30 p.m. to the historic California Theatre of the Performing Arts – their home for the past 93 years - the concert will include excerpts from Dvorak’s “New World Symphony,” the spiritual “Going Home” by William Arms Fisher, the music of Duke Ellington, Harold Arlen and Yip Harberg’s original orchestrations for “Somewhere Over the Rainbow,” and Scott Bradley’s virtuosic cartoon music from “Tom and Jerry.” Shared Maestro Parnther, “We are going to breathe life into music that has either been inspired by America or written by historic figures who have contributed to our rich culture and vast musical heritage.” The San Bernardino Symphony will pay tribute to music that is specifically “American” from many genres; symphonic, jazz, film score, popular music, Broadway, opera, and cartoon music. Maestro Parnther has also commissioned a new work called “Impermanence” by composer Chanda Dancy to pay tribute to

loved ones lost during the pandemic. Featured at the concert will be Metropolitan Opera soprano Alannah Garnier singing “Summertime” from Porgy and Bess. Also featured will be 15-year old singing virtuoso, Maya Rose Clayton, on the original orchestrations of “Somewhere Over the Rainbow” as sung by Judy Garland at the age of 17 in the 1939 film, The Wizard of Oz. The San Bernardino Symphony Chorus, directed by Dr. Lesley Leighton, opens the concert with world premiere of a new rendition of “America, the Beautiful” and closes the concert with Leonard Bernstein’s “Make Our Garden Grow” from the operetta Candide. Between these pieces, expect some surprises. "This gorgeous, truly inspired concert is not to be missed," said Symphony Board of Directors President Dean McVay. "We were incredibly gratified with the audience response to our digital concerts, and we believe this triumphant return to beautiful music in a Covid-safe environment is just what our community needs." McVay ‘s reference to Covid safety recognizes the Symphony’s full vaccination policy for all concert attendees, musicians, and staff. “The San Bernardino Symphony

will require patrons to provide proof of full vaccination status in order to attend its concerts and a negative COVID-19 test will not be accepted as a substitute,” explained McVay, adding “Our Board of Directors considered all the alternatives and unanimously determined this was the most effective way to ensure the health and safety of our beloved patrons, artists and staff.” Concert attendees will need to provide proof of a valid vaccination by either photo, paper or documents from their healthcare provider and show a matching photo I.D. Patrons must be fully vaccinated (two shots for Pfizer and Moderna; one for J&J) at least two weeks before being permitted to enter the California Theatre for Symphony performances. Children are not excluded from this requirement, and masks will be required while indoors. Upcoming December Concert The Symphony will return to the California Theatre for the final concert of their 92nd performance season December 11, 2021 at 7:30 p.m. for “Strauss, Price, and Archuleta.” This concert will include Richard Strauss’ vibrant tone poem, Don Juan. Renowned pianist Dr. Karen Walwyn will perform Florence Price’s historymaking Piano Concerto. In the second half, nationally recognized recording artist David Archuleta will perform holiday favorites and original songs with his trademark warmth, charm, and lyricism.

2022 Season Follows While the 2022 season is scheduled for all live concerts, it will represent a hybrid in terms of location. This is because statefunded renovations will be underway at the California Theatre. The Symphony will perform its March 12 Concert “Romeo and Juliet vs. West Side Story” at the Theatre, then take its next two concerts – a May 14 Chamber Concert and a June 11 piano event, as well as a September 10 jazz concert - to the theater at San Bernardino Valley College. Valley’s Mission/Spanish Revival structure was designed by John Paxton Perrine, the same architect who created the plans for the California Theatre and, in fact, was built a year earlier as part of the Work Progress Administration led locally by Symphony founder James Guthrie. Perrine also designed a number of iconic movie and performance venues, including the Lincoln Theater in south Los Angeles which, from the 1920s through the 1950s, saw live performances by the leading Black performers of the era, including Duke Ellington, Lionel Hampton, Billie Holliday, and the Nat King Cole Trio. A community-wide patriotic concert is also planned for performance July 2 on the lawn at Valley College, and plans are in place to make this a full day event featur-

ing artists from throughout the region which will culminate with the evening’s Symphony performance. Said San Bernardino Valley College Chancellor Diana Z. Rodriguez, “We are delighted to be able to continue our longstanding tradition of working with the Symphony to produce quality musical programming for our region. Our partnership is vital to the educational and cultural viability of our community.” The Symphony will return to the California Theatre post-renovations on October 29, 2022 for a concert featuring the Alfred Hitchcock film scores of Bernard Herrman (Psycho, The Birds, North by Northwest). The season will end December 17, 2022 with Cirque de Noel featuring the internationally renowned Cirque de la Symphonie troupe performing to orchestral classics. “This will be our biggest year to date,” said Maestro Parnther, “and it only portends the magic that is planned for the future.” Tickets for the remaining 2021 performances are available online a t www.sanbernardinosymphony.org or by calling the box office at (909) 381-5388. Whether I was a student figuring out how to solve the situation or organizing the scenarios for future EMTs, it was always a blast to be hanging out in that department.” Goodkind’s time at CHC was brief but led to lifelong friendships, including with many of the faculty and instructors. In 2009, Goodkind left CHC, earning an associate of arts degrees in both psychology and liberal studies. rafton Hills College (CHC) alum Laura Goodkind crossed the finish line for Team USA on the world stage in Tokyo during the 2020 Paralympic Games. It was the second appearance (Goodkind’s first was 2016) at the Paralympics for the rower and 2009 CHC graduate. During both the 2016 Rio and 2020 Tokyo Par-

alympics, Goodkind competed in the mixed double sculls event and placed tenth in their event for both Games. Goodkind began college at CHC and initially pursued psychology. The CHC alum eventually switched over to the College’s renowned EMT program, becoming certified as a level-1 EMT. Some of Goodkind’s fondest

memories of CHC were in the program, calling them the “best instructors ever.” “I have some amazing memories with the EMS Department and was able to become a Skills Instructor for a bit after completing the course,” Goodkind said. “While a student and instructor, my favorite days were Over the Hill, when we set up as true-to-life

It was after CHC that Goodkind began rowing. In 2014, the athlete became exceptionally ill as a result of secondary complications from a swallowing disorder, developing sepsis and septic shock that same year. It was that illness, however, that began the rower’s path toward Paralympic glory. “A dietician recommended that I hang out with people like me and I realized she meant people with physical differences,” the rower said. “She didn’t want me to engage in sports as my vitals were all over the place, and I didn’t want to attend a support group, so we had

to compromise.” Goodkind searched for paralympic sports clubs in the area. The CHC alum began playing different sports and with that, Goodkind’s vitals began to improve But the rower’s trajectory toward the Paralympic Games was far from seamless. In 2015, Goodkind became homeless -- but the alum's love for sports never wavered. “I attended two different events, one for table tennis and one for rowing that year,” said Goodkind. “Both sports had staff telling me I might be able to fast track it to (the 2016 Rio Paralympic Games).” The Paralympian could choose only one -- and the idea of traveling all over the world in beautiful locales to row was ultimately the deciding factor. The Paralympian expressed gratitude to all of the people who lent their support over the years, including all of those who cheered Goodkind on at CHC. For the current and future students at CHC, Goodkind said, just one piece of advice should take them far: believe in yourself. “We are more than our situations or labels,” Goodkind said. “We can rise above any situation at any time, make our own path, our own destiny.”
