RUSD opens public input as school r edistricting election map moves forward

The Rialto Unified School District will soon have a new system for electing school board members and welcomes public input to inform the process. The RUSD is moving from what is known as at-large elections to by-trustee area elections, beginning with the next school board member election in November 2022. The District will be working to create a map of by-trustee voting areas over the next several months.

The Rialto Unified School District is currently in the process of redrawing the District’s elections map to move from at-large to by-trustee area elections, a process governed by the California Voting Rights Act (CVRA). The process is governed by the California Voting Rights Act (CVRA), which took effect in January 2003. The CVRA prohibits the use of at-large elections when such an election system: “impairs the ability of a protected class to elect candidates of its choice or its ability to influence the outcome of an election.” The goal of the CVRA is to ensure Input, cont. on next pg.

n Saturday, Oct. 9, Inland Empire Walk Like MADD hosted by City of Rialto in support of the Myles Edward Scott Act will be held at Joe Sampson Park at 7 am. At the Jan. 19, 2022, meeting, the Board of Education will select the final trustee area map and vote on changing the election method. hosts, and residents in unincorporated communities to understand the parameters of our vacation rental ordinance,” said Board of Supervisors Vice Chair Dawn Rowe. “This new website will serve as an invaluable tool for increasing compliance and reducing complaints related to the shortterm rental industry.” “Tourism is the bread and butter of many mountain businesses, and short-term rentals play a vital role in bringing tourists to our mountains,” Second District Supervisor Janice Rutherford said. “At the same time, we must ensure rental properties don’t become nuisances to neighborhoods. The new website helps strike that balance by providing information and resources for renters, rental owners, and residents as well.”

The new website has an interactive map so residents and visitors can see where permitted short-term rentals are in the county and provides information on how to report an unpermitted property being used as a short-term rental. There are also several answers to frequently asked questions on the site. A “how-to” video on the website helps prospective operators learn how to obtain a permit and there is information available about how to remain in compliance to protect their investment. Caden Center The Finley Diaries: Childr en’s book teaches g r ea t less on th at ever yo ne s ho uld be loved

A

few days ago I did something that I haven’t done in many years. I read a children’s book. Specifically, The Finley Diaries: Adopted by Justene Alpert. Alpert is a former Rams cheerleader, an actress and now, of course, an author. She sent the book to us so we could read it, enjoy it, and review it. Because who doesn’t like a feel good children’s book? The Finley Diaries is about a dog named, as the title suggests, Finley. Finley is in a pound and dreams everyday of finding a forever home with treats and blankets galore. But, he notices he does not have some traits other dogs who get adopted have. He isn’t a big dog, but he’s not an adorable small puppy either. He also doesn’t have smooth fur, it’s rather scruffy. These things lead Finley to believe that he won’t ever be

adopted. However, that changes when Tara (who is actually Justene in the real world, because this is partly based on a true story) shows up to the pound. She comes to Finley’s cage and feels a connection with him. She decides to adopt Finley. She then gets Finley some toys, food, and everything Finley had dreamed of in the pound. But Finley realizes there’s one thing he appreciates most that he never dreamed of, and that is an owner that loves him like Tara. The story ends with an adorable cartoon drawing of Tara and Finley together snuggling on a bed with a “To Be Continued...” hint on the final page (part 2 coming soon?). So, overall, The Finley Diaries: Adopted will teach young kids that no matter how you look you

deserve to be loved and appreciated, and that you can live through great things you never even thought to imagine. Reading this little story was so much fun and I hope to indeed see a part 2 very soon. I give The Finley Diaries: Adopted 5 out of 5 dog bones! Letter to the editor Democrats climate action comes with hefty price tag but reneges on substance

O

ver the past few weeks, there has been considerable wrangling and conflict over the specific provisions of the Bipartisan Infrastructure Bill and the Build Back Better Act at Capitol Hill. The $3.5 Trillion dollar package is the focal point of the Biden Agenda and has become a critical fight for climate action and investment in greening the United States infrastructure. Despite this becoming a central pillar of climate action from Democrats, both packages however include provisions that are not only unnecessary but downright harmful to the environment and limit many communities ability to fight for

change. For example, both bills include billions of dollars in fossil fuel subsidies. The Bipartisan Infrastructure Bill includes $25 billion in new fossil fuel subsidies and the Build Back Better Act also includes another $15 billion in direct funding. Further, these direct subsidies exclude funding within the Clean Electricity Performance Program (CEPP) which is poised to be a key program within the package for a transition to clean energy. While the CEPP includes significant investment in zero emission

energy infrastructure and electrification in the Build Back Better Act, it also provides payments for the generation of electricity from fossil fuels and greenwashed technologies including carbon capture and storage, combustion technologies, biomass, and biofuels. Instead of Distributed Renewable Energy for working class communities, the CEPP program is funneling money and resources into false solutions to our energy crisis that allow polluters to escape responsibility. Unfortunately, false solutions are included in both packages. These schemes have allowed big polluters to pay their way out of being held accountable

As an organization on the frontlines of the climate crisis, we have seen the damage that these neoliberal programs can do to environmental justice communities. The warehousing battle here has highlighted how wealthy developers can pay to pollute and greenwash projects that spew thousands of tons of carbon emissions but write these emissions off through purchasing offset credits. This further exacerbates environmental racism by allowing big corporations to pollute environmental justice communities and give dollars that don’t benefit these same areas.

While the dollars allocated in these bills are crucial, it is difficult to swallow billions of dollars in oil subsidies and neoliberal climate solutions which fail to address the key political structures that threaten to destroy our climate. Climate Action needs to not only create new sources of clean energy but pull the regulatory levers of state authority to decarbonize all sectors of our economy while providing investment and resources in neglected communities like the Inland Valley region. Probation brings hygiene kits, resources to reentr y and at-risk population

n a continued effort to alleviate COVID-19 within the atrisk and reentry population, the San Bernardino County Probation Department distributed another 176 hygiene kits this weekend. Probation Officers also offered housing services and program resources to those in need.

On Saturday, Oct. 2, Probation staff contacted probationers living at parks and hotels through the West Valley. Unlike a routine Probation compliance operation, the objective of this event was to distribute hygiene kits, provide resources to reduce the transmission of COVID-19, and improve the overall wellness of probationers who were at-risk or recently released back into the community from prison or jail. “Our goal is to hand out as many enhanced hygiene kits as we can to the at-risk and reentry population. We are very aware of the daily challenges they face and we want them to know that this Probation Department is working with the County to help in every way we can,” Chief Probation Officer Tracy Reece said. Aguilar Announces $777,000 for Inland Empire Housing Ser vices

ep. Pete Aguilar announced that Neighborhood Housing Services of the Inland Empire (NHSIE) received $273,122 and Neighborhood Partnership Housing Services, Inc. (NPHS) received $504,450 in federal grant funding from NeighborWorks America through its Housing Stability Counseling Program (HSCP). NeighborWorks is a congressionally-chartered and funded nonprofit created to help address affordable housing issues. “In Congress, one of my top priorities is addressing the affordable housing crisis in the Inland Empire and throughout California. This funding will help homeown-

ers and families access housing counseling and other key resources to make sure more families in our community can achieve and sustain the dream of homeownership,” said Rep. Aguilar. “We are appreciative of the support of Congressman Aguilar as we continue our work of providing the tools needed to help preserve homeownership and housing stability in the Inland Empire. Now, more than ever, the pandemic and social inequities have highlighted the health and economic challenges faced by many families in our communities. As a HUD-Approved Housing Counseling Agency, we will use this award to support the de-
