t the end of September, Rialto Unified School District students made history by earning over $2 million in scholarships to four-year universities. “We are here with over 30 colleges and universities that will be conducting on the spot admissions and granting scholarships. Today we hope to see around 1,000 students from the Rialto Unified School District and surrounding districts come out to experience this opportunity. This year we are anticipating getting 200 to 300 students accepted into a university. We are confident we will have 2 million dollars in scholarship offers,” said Dr. Alan Rowe, United Action College Network (U-CAN). On September 17, A.B. State utility officials should stay committed to retiring gas-fired plants, Inland Empire residents and Califor nia communities argue

nland Empire residents expect to join community members from Los Angeles, Oxnard, and Northern California on Thursday October 10 to speak out against the California Public Utilities Commission’s (CPUC) proposed decision to allow four ‘once-through-cooling’ plants set to retire to continue operating and polluting communities across the state. The CPUC recommended in September that four gas-fired plants in Southern California, slated to be retired in 2020, be allowed to keep operating up to three additional years. They are also considering procurement that might include the development of new gas plants

Resident Jessica Gutierrez, 28, agrees. She lives within a three mile radius of the Century and Drews Gas Substations and the Agua Mansa Gas Plant. Gutierrez says that pollution from these plants, mixed in with the toxicity of railyard and cement plant emissions, only make it more difficult for residents to breathe. “We already have cement plants and rail yards out here,” expressed Gutierrez. “We have freeways and gas plants. I feel really excited and it’s a great opportunity because I didn’t know a lot about these colleges or universities prior to attending the college fair. Having the opportunity to directly speak to the admissions directors has been very helpful,” said Rialto High School Senior Diana Salazar. The granted scholarships will assist students’ college tuition and living expenses. “It feels good to be accepted into a college. This was my first application and it feels good to follow in my parents’ educational footsteps,” said Carter High School Senior Miles Williams.

California is experiencing a severe homeless and mental health crisis. Our local hospital emergency rooms are experiencing a significant increase in congestion from a new type of patient. Many social workers at our regional trauma centers are reporting that individuals are taken to or proceeding to the emergency room and requesting services that are not related to physical injuries or illnesses. Instead, they are arriving in the emergency department seeking assistance for psychiatric crises that may or may not rise to the level which requires acute psychiatric hospitalization. Assemblymember James Ramos has taken the lead in responding to this crisis, and I am relieved to learn that mental health and hospital congestion is an issue that is now receiving greater attention from our state policy makers. As one part of the behavioral health continuum of care, Assemblymember Ramos highlighted his interest in combating the stigma of mental health by raising awareness of this issue and connecting people with the mental health services and help they need through the appropriate use of Crisis Stabilization Units. In my professional capacity as a medical social worker, I have regularly utilized the Crisis Stabilization Units in San Bernardino County.

In an effort to provide a compassionate and safe discharge from the hospital, social workers connect these patients with resources aimed at reducing nonmedical readmissions. We provide these patients with County support services such as Crisis Residential Treatment and Crisis Stabilization Units as an option to use when individuals are not experiencing a medical emergency but still require attention for a psychiatric episode. The mental health crisis we currently see is not just a local issue. This crisis is visible regionally and throughout the State of California. Crisis Stabilization Units are part of the continuum of care that contribute to the more effective use of clinically appropriate resources and provide a more costeffective treatment option when compared to hospitalization. Crisis Stabilization Units or CSUs also act as an urgent care for those experiencing a psychiatric crisis. Patients are seen by a clinician and a psychiatrist to evaluate their immediate needs. CSUs can provide up to 23 hours of care to stabilize a person. CSUs provide medication or a brief intervention before ensuring that the patient is directed to a clinically appropriate level. If patient care needs are high, they are provided access to high level care through Crisis Residential Treatment. If the patient care needs are lower, they can be provided with an appointment at a behavioral health clinic or a follow-up evaluation with their own physician. Crisis Residential Treatment (CRT) is another level of care that allows a patient, who may not require inpatient hospitalization but still needs a higher level of care, to live in a safe treatment environment. At this level, treatment is provided, and the person is stabilized and later discharged to an appropriate level of care. I support Assemblymember Ramos in his effort to make mental health treatment a central component of our public health and for his advocacy in seeking funding to develop additional resources to serve this population in crisis.

Hispanic Heritage Month: Obligations By Dr. Lily Rivera Speech given at LULAC Council 3190 9/28/19 Event, Riverside, CA Halloween is all about scary images that cause us no fear. Christmas is more about an obligation to give gifts than a celebration of the gift God gave us. Thanksgiving has become more about football and Black Friday than about gratitude. We can't let this happen to Hispanic Heritage Month. You and I have a duty to make this month more than mariachis and swirling folklorico skirts. I believe the month imposes several major obligations upon us and that meeting them will bring us more benefit than art exhibits and tamale festivals. I'd like to introduce the first obligation by reviewing a little bit of our history in this nation. I bet you can name the largest ethnic group in the United States. I'm sure you can name the group that, in spite of all our progress, still has one of the highest dropout rates, highest imprisonment rates, and highest poverty rates. But, can you name a Hispanic inventor? A Hispanic composer? A Hispanic chemist? Do you even know we have them? That several have won Nobel prizes; that many have patented work that forms the basis for life-changing advancements in science and technology? When you think of this nation's history, do you think of the Pilgrims who arrived in 1620; or do you think of Ponce de Leon, who arrived in Florida over 100 years before that? Do you think of Lewis and Clark who, in 1804 crossed what we now call the United States; or do you think of Cabeza de Vaca, who traveled from Florida to the California Coast 267 years before them? Are you aware that thousands of Hispanics fought in this nation's Civil War---in all branches of the military, on both sides—some achieving the ranks of colonel, brigadier general, and admiral? Are you aware that the 1849 California Constitution stipulated that all official documents must be printed in Spanish and English, that it was signed by 48 men, 8 of whom were Hispanic? Do you know that 30 years after that first constitution, after the discovery of gold brought over three hundred thousand immigrants predominantly of European stock, a second constitution was created? This time, 138 men signed that document. This time, not a single one was Hispanic. Is it any surprise that the 2nd constitution eliminated the stipulation that all official documents should be bilingual. When we celebrated the 25th anniversary of the end of the Vietnam War, my local newspaper ob-

served that day by publishing four full pages of stories about men who served in that war. I read names like Kimball, White, Lockwood. We know that nearly 60,000 Americans died in that war and we know that one in every five was a Hispanic soldier. Yet, not one, not one Garcia, Rodriguez, or NuĂąez was mentioned in those four pages of coverage. More recently, Ken Burns was highly praised for his PBS series on World War II. Five miles from here lies an area known as South Colton, the Mexican barrio of Colton. It's a very small area, a mere 1-1/3 square miles in size. Four hundred twenty-one (421) young men from that small barrio fought in World War II. Not once in his 14 hours of film did Ken Burns mention the role they and thousands of other Hispanics played in that war. Not once did he mention our own Casa Blancaborn Ismael Villegas or any of our other 16 Hispanic Medal of Honor recipients. I point out these voids in our knowledge, these uncelebrated heroes and explorers, this failure to include us in documentaries and the press because this omission does us great harm. What is reported or not reported in the media is tomorrow's historical evidence. If today's newscasts, periodicals, documentaries mention only the crimes Hispanics commit and the failures they experience, that is all that the world will know about us. Worse, if our deeds are not applauded, if our achievements are not celebrated, if our contribution to this nation is not lauded today, our grandchildren will have nothing to honor about us tomorrow. We have an obligation to put the positive elements of our role in this nation's history front and center, especially to our children. There's a second obligation imposed upon us by Hispanic Heritage Month. At the beginning of this event, we joined in the pledge of allegiance. The pledge concludes with noble ideals, that this nation is "indivisible, "that it offers "liberty and justice for all". The problem is that this is not yet true. Take the concept of indivisibility. The last two years have taught us that we are wrong to believe that this country is indivisible. We have learned that hateful rhetoric constantly repeated will easily divide us. The concept of "liberty" is another unrealized promise. Do we really have complete liberty if the color of our skin triggers a traffic stop? If our presence is considered an "infestation"? How much liberty do we have to succeed in life when we are not the neighbor of choice or the preferred job applicant? President Trump announced his

appointment of his latest National Security Advisor saying the man would do a great job, that he even "looked the part." How much liberty to advance, to participate in decision-making positions do we enjoy if we don't "look the part." Finally, think of the phrase, "justice for all". How just is a system that time and again is shown to charge us with crimes and incarcerate us at a higher rate than the average white person experiences. How much justice is revealed by school statistics that show that Hispanic students are suspended or expelled much more readily and for longer periods of time than fellow white students charged with the same infractions? Indivisible, with liberty and justice for all. The contradiction of those words with the reality of Hispanic lives provides our 2nd obligation: We must address these disparities. The sponsors of today's event LULAC of Riverside set the example for how to do this. They write letters, they visit elected official, they speak at council meetings, They present evidence to everyone of the injustice that still exists and they propose solutions, fight for corrective measures. In his proclamation of Hispanic Heritage Month, Governor Newsom encourages us to "recommit ourselves to rejecting all forces that oppress our fellow Californians." He would be proud of the work done by LULAC of Riverside. I find a 3rd obligation from Hispanic Heritage Month. The obligation arises because our nation's children are standing among us, constantly receiving messages about their identity and who is valued in our society. One of my heroes was a man widely recognized for his contribution to social justice. He was a tremendous proponent of college attendance and many people credited him for their degrees. I greatly admired him and his work, except for one thing. As part of his presentation to young people, he often gave them t-shirts that said, "Don't be a pendejo. Go to college." I cringed every time I saw him pass out those shirts. In English, the word pendejo simply means "a stupid person" but it is a highly offensive and demeaning term in Spanish. I understand the intent of the message on the tshirts, I too want everyone to attend college, but I often wonder how people who never went to college feel when they see such messages. Are they pendejos? Our parents didn't go to college. Are they pendejos? In his proclamation, Governor Newsom reminds us that all of us have value. Volunteer dental event provides near ly $1.5 million in oral health care

he California Dental Association Foundation’s volunteer dental clinic, CDA Cares, provided $1.46 million in charitable dental services to 1,626 people at the National Orange Show Events Center in San Bernardino Sept. 27-28. During the two-day event, dentists and dental professionals performed 10,412 procedures, including fillings, extractions, cleanings, limited dentures and limited root canals. Additionally, the clinic provided patients with oral health education and resources for future dental care. “CDA Cares is a rewarding experience for everyone involved, from patients who receive muchneeded dental care to volunteers who consider it a privilege to serve,” said CDA President Del Brunner, DDS. “It’s not only the charitable dental services that are provided, but how each patient is treated with dignity and respect that makes each clinic special.”

More than 1,400 volunteers donated their time and services at the event, including health professionals — dentists, dental hygienists, dental assistants, dental students, nurses and lab technicians — and hundreds of community volunteers who assisted with registration, translation, data entry and guiding patients.

Words to Think About: The Prodigal Father

The Gospel of Luke in Chapter 15 is well known for the prodigal son parable. The word “prodigal” is unique. It was attached to the parable in 1515 A.D. It has a basic Latin meaning of “lavish.” It was attached to the son for his wild living. Abundantly. He lived a lavish selfish life until his inheritance was gone. However, as Father Michael Denk says; “The parable could easily be called the Prodigal Father.” Jesus saw Him as God. Our Father God is lavish in His love, His mercy and His forgiveness. He is generous, mercy, forgiving without recrimination, if necessary, repeatedly. His nature was extended from the beginning of homo sapiens. To each and every one; you and me. Our Father God’s love, mercy and forgiveness is for eternal, forever, beyond time. It is inclusive and universal. Jonathon Osteen preached a sermon on Father’s Day based on Luke 15. I confess to plagiarism to some of it, plus my own comments. He obviously equates God as Jesus did. He also equates Jesus’

Father with his own Dad. The challenge for us today is for us to see our God as our Dad was when we were growing up, and us as the father we hope we were and are. Our Heavenly Father sees us as His children. He forgives our mistakes. He does not judge us as vagrants, but as needy children. Whether we fail or succeed, He is on our side. Remember this event in the life of Jesus? He first came out to a meeting by the River Jordan to be baptized. When He steps from the water, a voice is heard from heaven. The voice of His Father. “This is my beloved Son, with whom I am well pleased.” This Father is our Father also. I am reminded that at that time, Jesus had not performed any miracles. He had not raised anyone from the grave. Jesus had not healed any lepers. He had not turned water into wine. He was just a common carpenter with His earthly father. We all are God’s children. He is pleased with us. Maybe not with some things we do. But He loves us anyway. I remember an event that involved my daughter Pamela as she was trying to learn how to drive. She was at the wheel and forgot the brake and ran smack into a wall. That ended the lesson for the day. I drove home. Pam felt that I was going to chastise her. She put on five extra pairs of shorts. I just acted as if nothing had happened. I was her Dad and knew she had not wrecked on purpose. Besides, I loved her, mistake or not. So is God with us, when we mess up. The most loved verse of Scrip-

ture in the New Testament is John 3:16. “For God loved the world, (everyone) that He (God) gave His (God) only begotten Son (Jesus) that whosoever believes in Him (God) shall not perish but have everlasting life.” Our Father loves each of us, no doubt about it. Young or old, good or bad, believers or doubters. All of us are our Father’s children. Pope Francis I also speaks of God as our Father. In his book, Mercy, he records a Catholic who says she has begged God so often for mercy, she was sure He was tired of her prayers. His answer was simple. “Our Father is never too tired to grant forgiveness.” Why? Because He is our Father. Even Jesus was doubtful at times. When He was on the cross He said, “My God (Father) why have You forsaken me?” That happens to all of us at times. The best answer is found in the Gospel of Luke, Chapter 15. The parable was told by Jesus. The role of the father is representative of our heavenly Father. The characters are two brothers and their father. The famous painter Rembrandt has graphically painted the family. I have a print of the scene of the father greeting the lost son, with his brother looking on. The original is in the Hermitage Museum in St. Petersburg, Russia. The parable begins with one of the sons demanding his share of the inheritance that his father had bequeathed to his sons. The father agrees to the demand, I’m sure reluctantly. The son takes off for the Las Vegas of the day. He engages in

notorious living. Gambling, parties, women, drunkenness and above all squandering his inheritance. The parable is graphic. He ends up penniless; without a cent to his name. Obviously, those that benefited from his generosity, were nowhere around to help him out. He is starving, jobless and friendless. His only recourse is to go to a pig farm and gather slop to eat. Starving, he begins to remember his old home. He comes to his senses and reminds himself that the servants there have plenty to eat. That brings up the most moving incident in the parable. The father is constantly looking for his way-

ward son. He sees him way down the road and HE RUNS TO MEET HIM, and gathers him in His arms. Jonathan Osteen gives an insight into this scene. He says words to the effect, that the Father doesn’t remind His son of what he had done: disgracing himself, humiliating his family, losing his inheritance, etc. The information is for us. God does not remind us of our short comings. The father gave a party. Got the fatty lamb, set the table. “My son is back.” God’s view for us. E. Stanly Jones said, “Jesus is the best photograph God ever had taken.” Remember God’s Love, Mercy, and Forgiveness. Amen. Selah. So be it.

t’s a sports fan’s favorite month of the year: it’s October, and every major league is playing. NHL? Check. NBA? Check. MLB? Check. NFL? Check. You name the sport, it’s going on. So, let’s see what we should expect this October. We start out with a new NBA and NHL season. The NBA had the most insane offseason, and the hype has never been bigger. With the league’s balance restored every team is hungry to prove they’re the best. With preseason already under the way, NBA fans couldn’t be more excited. Meanwhile, on the ice, a couple games are already underway in the regular season. Promising young stars like Connor McDavid and veterans like Alex Ovenchkin are ready to lead their teams to the

Stanley Cup. We move on to the NFL and MLB seasons, both in full swing. The NFL is now through week 5, and a surprise is at the top, the 49ers. However, we are still seeing the Patriots grinding away as they aim towards yet another Super Bowl. As for the MLB, it’s postseason time. A little “bold” prediction here, the Dodgers are going to the World Series and losing. History will repeat itself, the Dodgers will get no type of Hollywood ending, but a team like the Astros could be in a good spot to win another World Series. And that is why October is a sports fan’s dream! Who will be crowned a champion, who will get off to a slow start, a fast start, will underdogs prevail? We will see as this October rolls on.

County Schools’ Dowdy to receive National Lifetime Achievement Award

renda Dowdy, homeless education project manager for San Bernardino of Superintendent County Schools, will receive the 2019 Sandra Neese Lifetime Achievement Award at a national conference in Washington, D.C., in November. Dowdy will be honored at the 31st annual National Association

for the Education of Homeless Children Conference on Nov. 3. For the past 13 years, Dowdy has worked in County Schools’ Children Deserve Success program, working with liaisons of the county’s 33 school districts in homeless education to provide services for students and families. San Bernardino County is home to more than 33,000 students iden-

tified as homeless as defined by the federal McKinney-Vento Act. Dowdy has led efforts through County Schools to provide backpacks with school supplies, clothing and personal hygiene items for students. She also has helped raise and coordinate distribution of college scholarships for high school graduates annually.

any people have a difficult time in finding an effective mental health counselor. Just like everything in life, you have your good counselors and you have your not so great counselors. The key is to find someone that will help you solve your current mental health problems. Here are a few suggestions on how to find a good mental health counselor for your mental health recovery. 1. Talk to your doctor or primary care physician. Your medical or family doctor is a great source in finding a good counselor. Explain to your doctor your problems and he or she can put you in the right direction in seeking the proper help. 2. Go to your local hospital. Your local hospital is another source you can use to find a good coun-

selor. A hospital is also a good source of finding many different mental health programs in your area. Hospitals know a lot of good counselors and programs in your area and they can lead you in the right direction. 3. Ask your friends and relatives for advice. Use your network of friends and relatives to see if any of them know of any good counselors in your area. Many churches and nonprofit agencies have a variety of mental health programs in your area. Asking the people who run these programs can lead you in the right direction.

4. Join a local support group. Go to a support group in your area and ask if anyone knows of a good counselor that could help you with your mental health issues. 5. Always ask for someone who has a good reputation. Remember that finding a counselor to help you depends on how you interact with the counselor and how they interact with you. It may take a couple of tries to find the right person, but do not give up. Finding a good counselor will pay off in the long run, so be persistent in finding the right person for you. 6. Always find a counselor that you can work with. The key components of having an effective mental health counselor is affordability and the ability to effectively talk to your counselor. If you do not see any improvement in your mental health condition after a couple of months of working with your current counselor, you may want to find someone else.

he Humane Society of San Bernardino Valley will be hosting their annual Casino Night and Dog House Auction “Howler-ween” Party on Saturday, October 12, 2019 from 4:30 pm – 9:30 pm at 374 West Orange Show Road, San Bernardino. Certainly, many of us have “made it”, but we are not representative of the millions for whom equity and prosperity are still unrealized dreams. There are also those who are resentful of a period that highlights Hispanics. This was vividly communicated to me at a school board meeting in a nearby city. My friend, a member of the Board, announced that she would like to read the district's Hispanic Heritage Proclamation. No sooner had she begun to read the statement when a fellow board member called out, "Oh Elisa you read that last year. We don't need to hear it again." Elisa stopped reading, looked over at her colleague for several seconds, then quietly said, “I'm on line 5“, and went right on reading. To defeat resentment, we must be like Elisa and plow right on. There is a square in the middle of Washington, D.C. just a few

blocks from the Capitol. In the middle of that square stands a statue of the man who led the Union's naval forces during the Civil War. His name was Admiral David Farragut, son of American patriot Jorge Antonio FarragutMesquida. Admiral Farragut was charged with securing Alabama's Mobile Bay. As his fleet approached the entrance to the bay, one of his ships was destroyed by a mine. All his other ships held back from entering the harbor for fear that the bay was riddled with mines, called torpedoes at the time. Farragut refused to let that fear stop him and his ships. He is credited with the words, "Damn the torpedoes. Full speed ahead!" I leave you with those famous words as you strive to meet the obligations set by this month. Damn all criticism and all obstacles before us. Full speed ahead proclaiming our value to this nation and assuring our children embrace their heritage with pride. Que viva Hispanic Heritage Month!
