Dear Friends, The year 2021 began with the good news of the arrival of Covid-19 vaccine made in India, which is truly a successful example of Aatm Nirbhar Bharat. We at IEEMA are also working hand in hand with the government to make the Indian electrical industry fully Aatm Nirbhar. Thus as part of this initiative, IEEMA members have begun an engagement with BHEL India for each product division of IEEMA; to discuss their needs for regular purchases, import substitution items, R & D and other opportunity areas. During the webinar conducted by the Department for Promotion of Industry and Internal Trade (DPIIT) namely Udyog Manthan for promoting Quality and Productivity in Indian Industry. We highlighted the key challenges concerning the Quality and Productivity of the Electrical Equipment Industry. The Industry requires support for R & D and testing facilities. We also request support from the Government in giving importance to Quality and finding alternative to L1 based procurement. Great strides have been made in power generation and transmission capacity over the years, with significant focus on renewable and grid capacity building. However, the power distribution companies (Discoms), involved in the last leg of the electricity chain, now need to adopt IoT, AI and Smart Grids to make distribution systems efficient and economical. It’s time to focus on the distribution sector for getting 24X7 quality power. Thus IEEMA is coming up with the 4th edition of Distribuelec scheduled from February 16-20, 2021 to be held virtually is designed to bring Power Distribution stakeholders – DISCOM, Consumer, Electrical Operational Technology (OT) and Information Technology (IT) – on one platform to conduct business. The event will allow domestic and international customers to connect with Exhibitors. The event will remove the limitation of participation of travelling to a physical location and will increase the number

of visitors manifold. The platform will have advanced facilities for all participants to visiting multiple exhibitors depending on their specific. Dear Members, The Remission of Duties or Taxes on Export Products (RoDTEP) Scheme replaced MEIS (Merchandise Exports from India) Scheme with effect from 1 January 2021. The RoDTEP Scheme came into existence because USA filed a complaint against India at the WTO stating that export subsidies like the MEIS scheme given by the Government of India (GOI) gave undue benefits to Indian exporters and was against the WTO rules. India lost the case at WTO and had to come up with a new WTO-compliant scheme to help Indian exporters. The RoDTEP Scheme was approved by the Union Cabinet on 13th March 2020 and it is effective from January 2021. In the RoDTEP scheme is expected to be more acceptable at the WTO as the reimbursement rates are based on actuals and minutely linked to all input taxes and duties paid by exporters. These include embedded taxes, such as local levies, coal cess, mandi tax, electricity duties and fuel used for transportation, which are not exempted or refunded under any other existing scheme. At present, GST and import/customs duties for inputs required to manufacture exported products are either exempted or refunded. However, certain taxes/duties/levies are outside GST, and are not refunded for exports.

The RoDTEP Scheme aims to refund all those taxes and levies which are presently disallowed. Tax assessment is set to become fully automatic for exporters. Exporters will enjoy lower rates of interest on capital loans, higher insurance cover, financial incentives on exports. Increased loan availability for exporters and provision of credit at reduced interest rates to MSMEs. The MoF will be working towards reducing the clearance time at airports and ports to decrease delays in exports. Exporters will be able to monitor the clearance status realtime via a digital platform. Implementation of the scheme would make India a WTO-compliant exporter in the international market and the process as assured by government seems to be simpler and more transparent for exporters.
