IHSAA UPDATES

IHSSN announces new 2019-20 TV arrangement In August, the Iowa High School Sports Network (IHSSN) announced a new distribution plan that will allow boys’ state events to be viewed by a much larger statewide audience. IHSSN is the exclusive rights holder for specific broadcast, marketing, and media events of the Iowa High School Athletic Association, including championships in football, wrestling, basketball, track and field, soccer, and baseball. The IHSAA neither owns nor operates IHSSN. The new network plan will be an over-the-air broadcast on six affiliates throughout the state for the IHSAA’s state football finals, state wrestling finals and state basketball finals. Those events also will be streamed live for free on ihssn.com. The broadcasts will be available on the stations’ digital channels. Those channels are accessed by subscribing to a local cable company that provides access to the digital channels or by having a television antenna (attic, wall mount or table top) in your home.

The breakdown of the 2019-20 plan is as follows below, with updates as they become available at ihssn.com... ONLINE: All games and all rounds of IHSSN broadcast events available at ihssn.com, with the exception of early rounds of the state wrestling tournament. Check ihssn.com/ live for broadcast times and details. Livestream now available to viewers anywhere on internet-connected devices. TELEVISION: The IHSSN will use six over-the-air broadcast affiliates in 2019-20 to carry state football finals, state wrestling finals, and state basketball finals. Those channels are available via antenna or a digital provider (cable or satellite) that provides access to: KDSM 17.1 or 17.3 from Des Moines, KFXA 28.2 from Cedar Rapids, NPTM 42.2 from Omaha, NPTH 44.2 from Sioux City, KXLT 47.1 or 47.2 from Rochester, and WQAD 8.3 from the Quad Cities.

Inside IHSAA award selections, nominations The IHSAA is proud to offer numerous awards and honors for administrators, member schools, their supporters and assistants, and Halls of Fame for former student-athletes and coaches. However, these awards are only made possible by the considerations and nominations provided by schools through the Member School Link at iahsaa.org.

NOMINATION: Ideas may come from anywhere, but nomination forms for awards must come from member school administrators.

Award categories: Bernie Saggau Award of Merit, School Administrator Award, Friend of School Award, Morris D. Kelley Award for public address announcers, Sports Media Award for media members, and Sports Medicine Award for school sports medicine providers.

APPROVAL: The IHSAA’s Board of Control, made up of elected and appointed school administrators, has the say on whether to approve or deny commitee award and Hall of Fame selections.

Hall of Fame categories: Football for players, Wrestling for players and coaches, Basketball for players and coaches, and Officials. The process follows four independent steps: Winter 2019-20

SELECTION: Each award process and Hall of Fame has a selection committee who parses through the nomination forms and makes decisions on who to recommend as picks.

Golf Burr’s steady rounds seals fall title, Waukee repeats in 4A POLK CITY, Iowa – Waukee wrapped up an exceptional decade of golf and Linn-Mar, Marion was able to crown its first ever state golf medalist following the Class 4A fall golf state meet at Tournament Club of Iowa on October 11 and 12. After all four of the IHSAA’s classifications had competition shortened to 18 holes due to rain in the 2018-19 school year, Class 4A opened up the 2019-20 championship schedule with outstanding play over all 36 holes on the premier Polk City course. Sixteen players shot 79 or better on Day 1, and a breezy Day 2 produced great scores and a thrilling team race. Waukee held on for its sixth state championship as a team, with every title coming over the last 10 falls. Coach John Kotz’s Warriors repeated after winning the 18-hole contest at Brown Deer in 2018. Waukee used scores from Matthew O’Brien, Jackson Starr, Joshua Nichols, Charles Andrews III, and were joined by teammates Jack Utsler, and Charlie Steer for the win. Every last stroke mattered, too: Valley, West Des Moines came in just one shot behind Waukee when all the scores were tallied, 649 to 650. Southeast Polk and Pleasant Valley were close in the trophy hunt with 654 scores as teams. Dowling Catholic, W.D.M., Ames, and Cedar Falls all finished within 10 strokes of Waukee as well. This marked the second time Waukee had repeated as state champion, adding to wins in 2010, 2012, 2015, 2016, and 2018. Linn-Mar junior Dillon Burr took home the individual state title by six strokes after firing 73 in back-to-back rounds. That score was good enough for second-place after Day 1, just one stroke behind Pleasant Valley’s Jack Roemer, but Burr was championship-level consistent on Day 2, shooting par on 15 of

the 18 holes. That took him clear of Cedar Rapids, Washington sophomore Nile Petersen, who claimed runner-up honors, and Roemer, a junior who shot 152 total. Valley’s John Boettcher and Pleasant Valley’s Jack Dumas rounded out the top five, both shooting in the 70s on both days. Linn-Mar had previously had Dillon Burr an individual finish as runner-up on three separate occasions, but Burr marked their first state golf champion. His margin of victory was the largest in 4A since 2016. Waukee also won by one stroke at Tournament Club of Iowa back in 2012. The first official date of spring practice is set for March 16. The championship site for next fall’s Class 4A tournament was announced in January, and will be Des Moines Golf & Country Club.

Cross Country Dallas Center-Grimes wins first title, Dowling, Tipton, Madrid repeat in Fort Dodge FORT DODGE, Iowa – The 41st year of co-ed state cross country championships saw a cool day and close times with great crowds turning out for the debut of individual ticketing at Lakeside Golf Course. Brief breakdowns on the November 2 state meet to follow… CLASS 4A: Dowling Catholic, W.D.M won its eighth state team championship and fourth of the last five years by placing its top four runners in the top 20 of a fast 4A field. The Maroons were led by Sam Hall, who claimed runner-up honors after being caught from behind by sprinting Max Murphy of Pleasant Valley just meters from the finish line. Murphy won in 15:29.3 thanks to that kick, edging out Hall (15:29.5) individually, but finishing one spot behind for team trophies. Dubuque, Hempstead finished third as a with Ryan Winger, Owen Maloney, and Mason Suarez finishing in the top 11 for team scoring.

CLASS 2A: Tipton repeated as team champion with junior Caleb Shumaker leading the charge against familiar River Valley Conference opponents and securing vital team points with his third-place finish. Shumaker followed Camanche’s Dylan Darsidan and Bellevue’s Brady Griebel through the chute, but it was enough for the Tigers (78) to edge Des Moines Christian (82) and Monticello (106) on the medal CLASS 3A: Dallas Center-Grimes won its first team title stand. by just one point, edging out Clear Creek-Amana after a close post-race count. Coach Matt Pries’s squad placed three of CLASS 1A: Madrid didn’t sweep 1A trophies like it did in the top 10 runners, and the scoring Mustangs finished within 2018, but coach Kelley Grothus’s team did more than enough 65 seconds of leader Aidan Ramsey. Football Dramatic runs, championship resurgences highlight 2019 playoffs at UNI-Dome CEDAR FALLS, Iowa – The final weekend helped sum up an exciting 2019 football season with some powerhouse programs staying on top of Iowa high school football, some returning to power, new communities joining the championship fun, and one team playing for the legacy and health of their long-time head coach. Those were the storylines from the finals at the UNI-Dome, but there were so many essential details in the 2019 regular season and postseason at schools across the state. The second season of the RPI for at-large playoff qualifiers delivered more predictable results, with five highly-seeded district champions rolling to titles and four squads finishing the season unbeaten. Brief UNI-Dome highlights from each class follows… CLASS 4A: Dowling Catholic won its state-record seventh straight football title, topping city rival Valley in a tense and physical 21-16 game. The West Des Moines powers were locked in on each other since their regular season meeting, with Dowling running back Gavin Williams providing the difference in the finals with 141 yards and two TDs rushing. CLASS 3A: Epworth, Western Dubuque rebounded from a runner-up finish in 2018 to finish as undefeated and undisputed champ of 3A. Coach Justin Penner’s squad shut down previously unbeaten Solon, which played a thrilling 43-36 semifinal with Sergeant Bluff-Luton the week prior. CLASS 2A: OABCIG (Odebolt, Arthur, Battle Creek, Ida Grove) won its first football title in high-scoring fashion, led by star quarterback Cooper DeJean, who led the state in total offense (4,838 yards, 66 TDs passing and rushing). CLASS 1A: West Lyon won its fifth state title and first since 2013 after a thrilling semifinal with rival West Sioux and dominant championship against top-seeded Van Meter. The Wildcats drove to northeast Iowa for four straight playoff rounds and still proved to be the top team in a loaded 1A. CLASS A: With head coach Bob Sanger, in his 52nd season at West Hancock, Britt, battling cancer and watching from a suite seat, the Eagles held on against upstart Grundy Center and won their first title since 1996. The old-school squad ran to their fans and Sanger after the win shouting, “Sanger Strong!” EIGHT-PLAYER: Against a tough Audubon squad appearing in its first title game since 1979 in Class 3A, Don Bosco, Gilbertville and coach Colby Yoder won their fourth final in the last seven years. Board of Control minutes Approved records from IHSAA board meetings from Aug. 9, 2019 SYNOPSIS OF THE MINUTES OF THE MEETING OF THE BOARD OF CONTROL OF THE IOWA HIGH SCHOOL ATHLETIC ASSOCIATION AUGUST 9 & 10, 2019 The Board of Control of the Iowa High School Athletic Association (IHSAA) met August 9 and 10, 2019, at Riverside Casino and Golf Resort in Riverside, Iowa, pursuant to notice. Board of Control members present were Chairperson Greg Darling, Vice Chairperson Rod Earleywine, Treasurer Barb Schwamman, Brent Cook, Greg Dockum, Dave Wiebers, Scott Kibby, Paula Wright and Ryan Wise (non-voting). Association staff members present were Executive Director Tom Keating; Associate Director Brett Nanninga and Assistant Directors Todd Tharp, Chad Elsberry and Jared Chizek. Legal Counsel Brian Humke was also present (Saturday only). CALL TO ORDER - The meeting was called to order by Chairperson Darling at 8:05 a.m. APPROVAL OF MINUTES - (MM-S) Earleywine-Schwamman to approve the June 10, 2019 and July 10, 2019 minutes. Motion carried unanimously. CONSENT ITEMS FINANCIAL REPORT – Executive Director Keating presented June 30, 2019 statement of financial position and statement of budgetary activities, the spring sports financial report, and the investment committee minutes from the June 10, 2019 meeting. 2019-20 INSURANCE RENEWALS – Executive Director Keating presented insurance renewals for the Concussion Insurance, Post-Season Tournament Play Policy, Property, Automobile, Inland Marine, Worker’s Compensation, General Liability, Crime, Umbrella Liability, Cyber Liability, Fiduciary Liability, Directors and Officers Liability and Employment Practices Liability coverage. 2019-20 IHSAA HANDBOOK AND FALL SPORTS MANUAL – The administrative staff presented the 2019-20 Handbook and 2019 Fall Sports Manual. REVOCATION OF OFFICIAL’S LICENSE – Executive Director Keating shared he had revoked an official’s license as a result of being charged with a felony. APPROVAL OF CONSENT ITEMS - (MM-S) Cook-Wiebers to approve all consent items as presented and reviewed. Motion carried unanimously. IOWA HALL OF PRIDE – Associate Director Nanninga provided information on the Iowa Hall of Pride, particularly the technology upgrades. TECHNOLOGY REPORT — Executive Director Keating reiterated the switch/access point proposal that was approved earlier and shared with the Board his desire to have a tech audit within the next calendar year. IHSSN REPORT — Executive Director Keating provided an update on the Iowa High School Sports Network. INFORMATION AND DISCUSSION ITEMS 1) Director of Officials Curtis shared the most recent fall sports ejection report. 2) Assistant Directors Tharp and Chizek discussed the current football RPI and planned process for pairings at the conclusion of the regular season. 3) Assistant Director Chizek provided information on the upcoming state cross country meet. 4) Executive Director Keating and Assistant Director Chizek provided a report on the classification committee meeting held October 1 and shared a draft of a survey that will be sent to school administrators across the state in the coming weeks. 5) The administrative staff provided information on the recently held district athletic director meetings. 6) Executive Director Keating presented several articles recently published from the NFHS. 7) Executive Director Keating reported on an incident involving a coach and an official that occurred during a football game between Dowling Catholic and Des Moines, Lincoln. Director Wise also shared that the State Board of Education voted against the previous version of the Seclusion and Restraint rules at their September meeting but unanimously noticed the 108 day start of the new version of the rules at their November meeting. I.A.S.B. REPORT - Board member Dockum shared the state convention held November 19-21 was a success. Dockum also reported the session presented by Executive Directors of the IHSAA, IGHSAU, IHSMA and IHSSA was well received. IHSSN REPORT — Ken Krogman provided an update on the high school football playoff coverage, including statistics regarding streaming viewership. Over 200,000 people have viewed some part of the semi-finals and finals. Ken also shared info regarding the television coverage of the playoffs. Ken shared information regarding plans to televise ICCA (cheer) championships, plans to discuss televising music events, plans to add a video board at state track to allow viewing of field events outside the stadium and current project of digitizing 360 films and videotapes of IHSAA state events. NFHS WAIVER FOR EXPERIMENTAL USE OF SHOT CLOCK – Executive Director Keating shared the NFHS has granted permission to use a shot clock during a basketball event in Cedar Rapids on January 11, 2020. The event organizers will collect data throughout the event to analyze the impact of the shot clock. The committee recommended 1) To use the current QuikStats check dates as the time frame to report pitch count violations. 2) To eliminate the current policy prohibiting video recording beyond first and third base. 3) To designate the home team book at neutral sites as the official pitch count. (MM-S) Darling-Kibby to accept the minutes and to approve the three recommendations. Motion carried unanimously. BOARD OF CONTROL ASCENDING ORDER OF TERMS AND COMMITTEE APPOINTMENTS – Executive Director Keating conducted a random draw for the ascending order of board members Wiebers and Kibby. Appointments were also made to board committees. (MM-S) Cook-Schwamman to approve the results of the random draw and board appointments. Motion carried unanimously. BERNIE SAGGAU AWARD OF MERIT – Executive Director Keating led a discussion regarding the Bernie Saggau Award of Merit. (MM-S) Wiebers-Darling to award the Bernie Saggau Award of Merit to Alan Beste, Boone at the state basketball tournament. Motion carried unanimously. IHSAA FOOTBALL ADVISORY COMMITTEE MINUTES & RECOMMENDATIONS – Assistant Director Tharp presented the minutes from the Football Advisory Committee and the committee’s seven recommendations. The committee recommended 1) For Classes 3A through 8-player, structure the season to allow 9 regular season games and to qualify 32 qualifiers per class. 2) For Classes 3A through 8-player, structure the season to allow 8 regular season games and to qualify 32 qualifiers per class. 3) To permit the use of blocking dummies, hand shields, blocking sleds and tackling rings during the first two days of practice. 4) To create a HUDL pool that would include all football playing schools and would allow coaches access to all games throughout and outside of the season. 5) In all games, enact a continuous clock once the margin of score reaches 35 points or greater. If the scoring margin falls below 35 points, normal game clock procedures will be used. Winter 2019-20

REPORT – Board member Wise shared he has accepted a position at Drake University and will be leaving the Department sometime in March or April. He also shared the rule changes pertaining to the Scholarship Rule and the “Dead Week” are to be voted for adoption at the State Board of Education meeting in January. I.A.S.B. REPORT – Board member Dockum shared IASB’s Day on the Hill is scheduled for January 28, 2020. Dockum thanked the Board for the experiences over the last two years as this is his final meeting. Amanda Whaley of West Branch will be the new IASB rep on the Board of Control starting in January. I.H.S.A.D.A. REPORT – Board member Cook presented on the NIAAA National Athletic Director Conference recently held in Washington, D.C. FALL SPORTS EJECTION REPORT – Executive Director Keating presented fall sports ejection report. EDUCATIONAL SERVICES REPORT – Assistant Director Elsberry provided information on the National Association of Workshop Directors conference recently held in Des Moines, Coaching Boys into Men local conferences, and a mental health conference in Sioux City.
