Senate President Juan Ponce Enrile yesterday warned the people against picking candidates who use their wealth to be elected in office amid a series of allegations against Senator Manuel Villar of offering money and key position to rival presidential bets in exchange for their withdrawal from the race. “You know it’s dangerous for people to spend too much money to attain an elective position,” Enrile told reporters in an interview in Cebu. “I think it’s better that the people would know this so they can judge each one of the candidates for the presidency… I cannot believe a person, who will spend a fortune which cannot be attained by many Filipinos, would do it only for public service. There must be something, more interesting motivation behind it,” said Enrile, who is running for reelection under the Pwersa ng Masang Pilipino (PMP). Senator Richard Gordon, who is seeking the highest elective post under Bagumbayan Party, had revealed that an alleged emissary of Villar, standard bearer of Nacionalista Party, offered to reimburse his campaign expenses and to appoint him to a Cabinet position of his choice if he would exit from the presidential race. Gordon also said that at the height of the investigation into the controverial C-5 project he was approached to withdraw his support for Enrile to re-

Blasts Arroyo for current power woes, no to emergency powers
Aquino pushes for expansion of geothermal production TACLOBAN CITY — Liberal Party standard bearer Noynoy Aquino yesterday pushed for the expansion of renewable energy sources, saying that the country should aim to become the world’s largest producer of geothermal energy. He also decried the failure of the Arroyo administration to properly manage the country’s existing power generation capacities resulting in the current power shortages. “She has been in power for almost nine years, and yet here
we are facing brownouts during a crucial election season,” the 50-year old senator from Tarlac said in press conference here. “This is criminal negligence. We know that El Nino was going to visit the country. They knew that Mindanao was going to have a power supply problem. They should have mapped out a plan earlier on,” Aquino said. He pointed out it would take two to three years to build a power plant. But he acknow-
ledged that there are largecapacity generators which government can buy to address the lack of supply. “Mahal patakbuhin, mahal bilhin (generators). At sa last 2 minutes, masyadong midnight deal na di natin matiyak ano ang pakay,” Aquino said. He also said that while he is open to a special session of Congress to discuss a possible grant of emergency powers to President Arroyo, Malacañang must first answer questions on PAGE 8

Binay vows to fight smuggling of bawang United Opposition (UNO) vice presidential bet and Makati Mayor Jojo Binay yesterday vowed to put a stop to the unabated smuggling of garlic that is hurting the farmers of Ilocos Sur and Ilocos Norte, the country’s primary producers of the cash crop. In a radio interview in Vigan, Binay explained that the rampant smuggling of garlic was also depriving the national coffers of millions of pesos in potential revenue, which can be tapped to finance various local government projects. “’Yang smuggling, naaapektuhan niyan ang Ilocos Region, lalo na ng smuggling ng bawang,” Binay said, as he promised to help the farmers to protect the P600-million garlic industry. An estimate by Alyansa Agrikultura shows that as much as P10 billion in tax revenue is lost due to smuggling of
vegetables products, including garlic. Some 926,640 kilos of fresh vegetables were smuggled into the country in 2003 alone, and 716,000 kilos of which were garlic, while total garlic imports reached 18,000 tons during the same period with a value of $3.7 million. Region 1 is the top producer of garlic in the country. In 2008, over 70 percent of the total volume of garlic produced in the country came from region, with Ilocos Norte providing the largest yield in terms of production. Farmers have repeatedly appealed to the Arroyo administration to minimize the importation of garlic along with onion which, coupled with smuggling, continued to drive down the prices of these two agricultural crops in the market.
