The ceremony was participated in by 327 personnel from the Philippine National Police, Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG) and the Philippine Drug Enforcement Agency (PDEA) and attended by Atty. Joel Gines, La Union Comelec Supervisor, ranking officials of the AFP, PCG and PDEA, members of the La Union community and covered by the local media. “In order to achieve HOPE 2010, we should remain apolitical and non-partisan. Let us all stick to the Comelec rules,” Cachero pointed out, echoing the directive issued earlier by PNP Chief Director General Jesus Verzosa. Meanwhile, a similar send-off ceremony was held on this date at the Regional Training School 1 (RTS1) in Aringay, La Union, participated in by about 300

Binay assails disservice to senior citizens United Opposition (UNO) vice presidential candidate and Makati Mayor Jojo said yesterday the delay in the drafting of the implementing rules and regulations of the Expanded Senior Citizens Act is a great disservice to the elderly who still cannot avail of the full benefits of the law. “Kaming mga senior citizens ay ilan taon na lang ang natitira pero hanggang ngayon ay niloloko pa rin kami ni Mrs. Arroyo,” Binay told a radio interview in Nueva Vizcaya.

“Meron na ngang batas pero wala pa ring implementing order. ‘Yan po ay napakalaking kasalan sa amin.” The law granting a 20percent discount to all citizens 60 years old and above has been expanded to exempt the beneficiaries from the 12percent Expanded Value Added Tax (EVAT), which effectively trimmed down to 8 percent the discount enjoyed by senior citizens. Under the new law, which amended Republic Act 7432,

senior citizens are exempt from paying the 12 percent VAT on medicines; medical, diagnostic and laboratory fees; and fares for land, sea and air transport, among others. The original Senior Citizens Act also extended full 20percent discount to the elderly when they purchase essential goods and services until the 12percent EVAT came along that brought down the discount to 8 percent. It was only last February that

Espejo) BACACAY, Albay – Despite criticisms from a top Catholic Church official, Senator Noynoy Aquino believes the Catholic Church will still support the people if they decide to assert their sovereignty in case their will is thwarted in the May 10 elections. Aquino made this clear at a press conference here on Monday, a day after Manila Archbishop Gaudencio Cardinal Rosales said he will not join a people-power-type mass action if there is a failure of elections. “I respect the Cardinal’s opinion. But I understand the Catholic Church will also be watching at events closely. And once it discerns what is right

from what is wrong, it will act accordingly like it did before,” he said. In 1986, the Catholic Church, led by then Manila Archbishop Jaime Cardinal Sin, backed a popular civilian-military uprising that catapulted Aquino’s late mother Corazon to the presidency. Sin called on the people to support the breakaway of former defense chief Juan Ponce Enrile and then deputy armed forces chief, Gen.
