“In order to achieve HOPE 2010, we should remain apolitical and non-partisan. Let us all stick to the Comelec rules,” Cachero pointed out, echoing the directive issued earlier by PNP Chief Director General Jesus Verzosa.

Even Church may take action if people’s will thwarted - Aquino

Binay assails disservice to senior citizens United Opposition (UNO) vice presidential candidate and Makati Mayor Jojo said yesterday the delay in the drafting of the implementing rules and regulations of the Expanded Senior Citizens Act is a great disservice to the elderly who still cannot avail of the full benefits of the law.

“Kaming mga senior citizens ay ilan taon na lang ang natitira pero hanggang ngayon ay niloloko pa rin kami ni Mrs. Arroyo,” Binay told a radio interview in Nueva Vizcaya.

The law granting a 20percent discount to all citizens 60 years old and above has been expanded to exempt the beneficiaries from the 12percent Expanded Value Added Tax (EVAT), which effectively trimmed down to 8 percent the discount enjoyed by senior citizens.

Under the new law, which amended Republic Act 7432,

senior citizens are exempt from paying the 12 percent VAT on medicines; medical, diagnostic and laboratory fees; and fares for land, sea and air transport, among others.

The original Senior Citizens Act also extended full 20percent discount to the elderly when they purchase essential goods and services until the 12percent EVAT came along that brought down the discount to 8 percent.

Aquino made this clear at a press conference here on Monday, a day after Manila Archbishop Gaudencio Cardinal Rosales said he will not join a people-power-type mass action if there is a failure of elections.

“I respect the Cardinal’s opinion. But I understand the Catholic Church will also be watching at events closely. And once it discerns what is right

from what is wrong, it will act accordingly like it did before,” he said.

In 1986, the Catholic Church, led by then Manila Archbishop Jaime Cardinal Sin, backed a popular civilian-military uprising that catapulted Aquino’s late mother Corazon to the presidency. Sin called on the people to support the breakaway of former defense chief Juan Ponce Enrile and then deputy armed forces chief, Gen. Fidel Ramos, from the Marcos regime over widespread fraud in the Feb. 7, 1986 snap elections.

By Dr. Aurelio Solver Agcaoili University of Hawaii (LAST PART) A Language of Critique, A Language of Possibility Nakem Conferences and its work could be understood as our own language of critique.21 Our work in the Ilokano language and culture instruction at the University of Hawaii does the same thing. The simple fact that Nakem Conferences came out of our desire to put in context the centennial celebration of the first 15 Ilokanos to work in the plantations of Hawaii already implicates the intrinsic connection between what we do at our university and at Nakem Conferences—and between what our Nakem Conference partners in the Philippines, through the consortium between Nakem Conferences Philippines and the Nakem Conferences International which is housed at our UH Ilokano Program. This proves that there is this beautiful but delicate dance that we are doing in our respective organizations and academic institutions. It is beautiful because we have come

to a point where we can now speak who we are, not in the fullness of human speech yet because of constraints that are largely external and systematic but in the new courage we have found we do have. These constraints are traceable to our educational bureaucracy such as the Department of Education, the Com-mission on Higher Education, and the TESDA. This courage is an antidote to our having been rendered mute by the educational system, by the pressure of the school system to enjoy our acquiescence, silence, and acceptance of the status quo without question.

There is the delicate dance in our pursuit of the MLE goals, this we have to admit. And the dance is delicate because we are walking on new ground even if we resist the old ground and insist on our freedom to walk on this new one.22 Certainly, we are learning along the way, even as we try to respond to the challenges of the various MLE goals and its six areas of focused activity.23 Conclusion:

New Educational

Practice of “Being More-So”24 What we envision and what we want done at Nakem Conferences is the evolving of a new educational practice of “being more-so”, a practice that takes into fundamental account the language of the students and the language of teachers teaching these students. We refuse here to look at language and its reality as something akin to a tool in learning, in education, and in understanding the world. In our account of the new educational practice of being more-so, we look at language, like the hermeneutist HansGeorge Gadamer, 25 as that which mediates our understanding of the world, that which middles, that which is between us and the world. Thus we can only come to an understanding of this world through language.

There is no other way.

That we have to perceive Ilokano to be always in the concrete, that it
