Senior Police Officer 2 Hermie Soriano Raymundo, assigned with the Provincial Investigation and Detective Management Division of the Pangasinan Police Provincial Office, and nine other police officers received their trophy and P250,000 cash award from Presidente Benigno S. Aquino in a ceremony held at the Malacañang Palace on August 31.

Awarded as the Country’s Outstanding Police in Service (COPS) in the Police Commissioned Officer Category were Police Superintendents Leo M. Francisco, Florencio T. Ortilla, Noel R. Ponsaran Sidney N. Villaflor.

Joining Raymundo as winners in the Police Non-Commissioned Officer Category were Police Officer 3’s Edilberto B. Euraoba III, Shella Mae A.

Sangrines, Zoraida M. Aripin, Joey V. Castillon and Roel P. Paclibar.

Police Chief Superintendent Orlando M. Mabutas, Police Regional Office 1 (PRO1) director, congratulated SPO2 Raymundo for bringing honor and distinction not only for himself but for the whole Region 1 police.

“Isang malaking karangalan ang pagkapanalo ni SPO2 Raymundo. His outstanding feat is really worthy of emulation,” said the Regional Director.

The awardees were selected in a nationwide search undertaken by the Metrobank Foundation, Rotary Club of New Manila East and PS Bank in partnership with the Philippine National Police.

The Metrobank Foundation, received 91 nominations for this year’s search. The number was trimmed down to the ten winners through a rigorous screening process, document review and deliberation

NUTRITION CORNER Malunggay - very promising health food The Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) reported a decline in vegetable consumption from 1993-2003, resulting in the low and almost unchanged level of intake of vitamins and minerals.

The low intake of vegetables may lead to micronutrient malnutrition, like vitamin A, iron and iodine deficiencies. This may result to low physical and mental productivity and increased risks of mortality and morbidity, especially among the vulnerable groups, such as the children, pregnant and lactating women.

The possible contribution to micronutrient deficiency alleviation of malunggay known scientifically as Moringa oleifera, is now well-recognized. This suggests that increased consumption and utilization of malunggay could improve the micronutrient content of the Filipino diet, which in turn could help reduce the prevalence of micronutrient deficiencies.

The malunggay leaves powder processed at the FNRI is a fine powder, 100 mesh in size, dark green in color, has 5% moisture, ph of 5.9 and water activity of 0.299. The low water activity in malunggay leaves powder is desirable because microbial proliferation is unlikely to occur, making it shelfstable even in storage at room temperature, according to Ms. Rosemarie Garcia, Senior Science Research Specialist.

Filipinos’ low participation in gov’t programs noted Despite available livelihood, nutrition and health programs of the government, Filipinos do not participate much in them according to the 2008 National Nutrition Survey (NNS) conducted by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST).

The Philippine government has many health and nutrition programs intended for various age groups. These include food production, free medical and dental services, botika ng barangay, immunization, operation timbang, deworming, breastfeeding promotion, tetanus toxoid immunization and nutrition counseling.

According to the NNS, the food production program of the government had the highest participation among the households surveyed with 51.8 percent. This was followed by the free medical and dental services at 34.2 percent and botika sa barangay at 33.9%. The rest of the programs for households had participation of less than 30-percentage points, the survey further revealed.

Immunization, Operation Timbang and deworming intended for 0-5 years old had participation of more than 50-percentage points. The rest of the programs for children had participation below 45 percentage points, the survey noted Interestingly for lactating mothers, 100 percent claimed participation in breastfeeding promotion, 40.0 percent in toxoid immunization and 22.1 percent in nutrition counseling, the survey disclosed.

All these programs are available and accessible in the health centers. However, the results of the FNRI survey on government participation program suggest a review of the different government programs to look into their effectiveness and efficiency. (Ma. Idelia G. Glorioso)

A study conducted by FNRI-DOST researchers on the glycemic index (GI) of coconut sugar among ten healthy, male and female non-diabetics showed that coconut sap sugar did not drastically increase blood glucose levels but was slowly released into the blood stream.

According to Dr. Jennie Brand-Miller of the University of Sydney, GI is a ranking of carbohydrate foods according to their glucose response relative to a standard glucose solution.

Carbohydrate foods that breakdown quickly during digestion have the highest glycemic index value while foods that breakdown slowly, release glucose gradually into the bloodstream, have a low glycemic index value. Foods that have GI of 70 or greater are classified as high GI; 56-69 medium GI; while 0-55 low GI. According to Dr. Trinidad P. Trinidad, Scientist II of DOST, coconut sugar has a GI of 35 +5. However, effect of harvest time and different process procedures may result in different GI of coconut sugar. GI value of coconut sugar is less than 55.

Researchers classify coconut sugar as low glycemic index food.

THE MAKING OF THE PHILIPPINE FLAG

During his exile in Hongkong in 1897, Gen. Emilio Aguinaldo designed the Filipino flag as it looks today.

The flag was sewn by Dona Marcela Marino de Agoncillo with the help of her daughter Lorenza and Mrs. Delfina Herbosa de Natividad (niece of Dr. Rizal). It was first raised during the Declaration of Independence on June 12, 1898 in Kawit, Cavite.

“The flag was made of silk with a white triangle containing a sunburst of eight rays at the center, a five pointed star at each angle of the triangle, a blue field and a red field. The triangle with equal sides is symbolic of equality among men. The Sun represents the gigantic strides that have been made by the

Sons of this land on the road to progress and civilization.

The eight rays of the sun represent the first eight united provinces that revolted for our independence. The three stars stand for the three major geographical divisions of the country - Luzon,, Visas and Mindanao. Region I cops undergo refresher course on investigation CAMP BGEN OSCAR M FLORENDO - Seventy police investigators in Region 1 participated in the ten-day police investigation refresher course which was held recently at the Concord Building here.

Police Chief Superintendent Orlando M. Mabutas, Region 1 police director, said the refresher course is part of the Integrated Transformation Program of the PNP particularly in upgrading the investigative capability of the police.

“This training is intended to enhance the knowledge and skills of our police investigators, provide them with the latest innovative investigative techniques, as well as give them updates on recent policies and guidelines pertaining to investigation,” the regional director added.

Police Senior Superintendent Alejandro M. Valerio, the chief of the regional investigative

and detective management division (RIDMD), disclosed that 60 of the participants are investigators assigned at the municipal and city police stations of Ilocos Norte and Ilocos Sur, and the remaining 10 participants are personnel from the National Support Units (NSUs) based in the region.

“The police investigators were given instructions on pertinent laws, crime scene management, scientific crime scene processing, criminal procedures, principles of investigation, case preparation, investigative report writing and other related topics,” Valerio said.

“This is in keeping with the policy of the PRO1 leadership to ensure that our personnel on the ground have the appropriate training to do their jobs within an acceptable level of proficiency,” added the RIDMD chief.#
