Konperensia para nadalus, natalna nga eleksion, inggannuat dagiti obispo JPE: Corruption not part of Pinoy Culture Senate President Juan Ponce Enrile said yesterday that corruption was never part of the Filipino culture as he assailed the government’s lack of political will to prosecute grafters and corrupt officials, particularly those in high places. A recent report by Hong Kong-based Political and Economic Risk Consultancy showed that the Philippines ranked fourth in terms of corruption among the 16 countries in Southeast Asia based on its survey of over 2,000 expatriate businessmen. On a scale 0 to 10, with zero the best possible score and the lowest level of corruption among civil servants and

politicians, the Philippines scored 8.06. The three top corrupt countries, according to the survey, are Indonesia, Cambodia and Vietnam. Deputy presidential spokesman Gary Olivar defended the government’s record. “Ang problema po ay nasa kultura natin ‘yan, hindi lang sa mga institusyon. Ito ay kultura sa pulitika at saka sa pamumuhay,” he said. Enrile, however, said it was not true. “Alam mo, wala naman sa kultura natin ang corruption,” said Enrile, a reelectionist under the Pwersa ng Masang Pilipino (PMP). “Noong panahon ko sa

Roxas, on the other hand, continued to enjoy the distinction of being the public figure with the highest trust among Filipino voters, with 70% of voters saying they have a "big trust" for him, with only 10% having "small/no trust" and the rest undecided. Legarda's trust rating likewise went down to 58%, or a drop of 3% from her January trust rating. Among the presidential candidates, former President Joseph Estrada came third, with 40%, followed by administration standard-bearer Gilbert Teodoro with 29%. Sen. Dick Gordon came next with a 25%

Binay: fight a la Garci United Opposition (UNO) vice presidential candidate and Makati Mayor Jojo Binay said yesterday that some groups were preparing to rig the May 10 balloting and asked the people to fight those who would attempt to cheat a la Garci. Speaking over the radio in Cebu, Binay disclosed that his camp had received reports that their political opponents were readying the “cheating machines” to ensure the victory of their candidates. “We have received reports… na may gagawa tala-

The Makati mayor was referring to the purported conversation between Presidential Gloria MacapagalArroyo and then Elections Commissioner Virgilio Garcillano to rig the 2004 elections that gave the chief executive a fresh mandate.

Noy, Mar most trusted 2010 candidates - Pulse Asia Liberal Party standard bearers Senators Benigno S. Aquino III and Mar Roxas are the candidates most trusted by Filipino voters among public figures and among all candidates running in the presidential and vicepresidential elections in May 10. These are the findings of the latest Pulse Asia survey conducted from February 21 to 25 among 1,800 respondents, which also showed Aquino and Roxas topping voters' preferences for President and Vice President if elections were

held today. Voters' trust for Nacionalista Party bets Senators Manuel Villar and Loren Legarda declined, with Villar suffering a double-digit drop despite the more than P1 billion he had spent on TV and radio advertisements since last year. Aquino's high trust ratings is in contrast to Filipino voters' perception of Villar, whose trust ratings dropped by 11 percentage points to 59, from 70 in the January survey. Pulse Asia said Aquino enjoyed the "big trust" of 64% of Filipino voters, making him

Reject permit-to-campaign fees, stop funding red war effort by paying PTCs - Lacson LP senatorial bet lawyer Alex “Pinoy” Lacson called on presidential candidates to reject any attempt by the communist New People’s Army (NPA) to extort payment for “permits to campaign,” saying that paying was tantamount to funding an insurgency that was costing a lot of lives and sets back development efforts in the past six decades. A study by the Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR) claims that communist rebels raised P1.5 billion during the 2004 elections and P2 billion in the 2007 elections from the permit-to-campaign fees. “When candidates pay for these PTCs, they are not just paying for the right to campaign––they are funding an armed insurgency, paying for

the bullets that end the lives of those who have sworn to defend the Constitution: our soldiers.” The author of the hit book “12 Things I Can Do To Help My Country,” who was a cadet at the Philippine Military Academy before studying law at the University of the Philippines, stressed that the EDSA Revolution showed that change could be achieved through non-violent means. “The NPA took up arms and for years tried to topple Ferdinand Marcos; but it was the rosary-carrying people who peacefully rallied at EDSA who ended the Marcos dictatorship,” he said. Lacson added that paying for the campaign permits only served to fuel Asia’s longest-
