MCC and the Philippines: Creating Opportunities for Growth The Millennium Challenge Corporation’s Board of Directors has approved a fiveyear, $434 million compact with the Government of Republic of the Philippines aimed at reducing poverty through economic growth. Revenue Administration Reform Project (approximately $54.4 million) The Revenue Administration Reform Project addresses the need to raise tax revenues and reduce tax evasion and revenue agent-related corruption. A key constraint to economic growth in the Philippines is the lack of growth-enhancing

investments in public goods such as infrastructure and social ser-vices. This project will focus on increasing the efficiency and sustainability of revenue collection through a redesign and computerization of business processes. The project will narrow the gap between potential and actual collections by reducing the discretion of individual tax and customs collection officers, and help improve the predictability and impartiality with which revenue laws and regulations are enforced. Some of these activities are extensions of the Philippines’ threshold program activities that concluded in May 2009.

Kalahi-CIDSS (approximately $120 million) The Kalahi-CIDSS project will improve lives in rural areas by targeting communities where poverty exceeds the national average for small-scale, community-driven development

projects. The project does this through the direct provision of infrastructure and services associated with communityselected and managed subprojects, strengthened community participation in development and governance activities at the village and municipal level, and improved responsiveness of local government to community needs. The project will build on and support the participatory planning, implementation, and evaluation methodology developed by the Philippines Department of Social Welfare and Development in collaboration with the World Bank.

The project will empower communities to participate fully in development activities, address the needs they have identified and manage assets in a sustainable way. The project will also strengthen the link between community priorities and local governments’ development programs and use

investments in a transparent manner to pro-mote greater accountability and reduce poverty. The grants for the community sub-projects will be provided directly to the local com-munities, which are res-ponsible, the procurement of goods and services for their sub-project, and, in most cases, the operation and maintenance of the physical assets.

Plaintiffs are Filipinos, of legal ages with residence address at Pantay Daya, Vigan City, Ilocos Sur. 2. Defendant LUCILA S. CONSTANTINO is also of legal age, Filipino and with residence address at Sto. Niño, Gapan, Nueva Ecija, where she may be served with summons and other court processes of the Honorable Court.

3. Sometime on July 2002, defendant who was then a friend and business associate of the plaintiffs, approached the latter for a loan of P250,000. Being in the business for quite sometime and considering their friendship, plaintiffs, readily gave her the amount trusting that she could settle her obligation. In turn, defendant

gave them a post dated Prudential Bank Check No. 0310566 dated 26 July 2002 in the amount of P250,000.00 payable to cash as security for the borrowed amount.

4. When the check issued by defendant is about to become due, she asked for extension of payment and requested that they hold in abeyance the deposit the check for some time for her to settle her loan to the plaintiffs which the latter acceded.

5. Numerous requests for extension of payment were made by the defendant to the plaintiffs wherein the latter granted, until after the lapse of one year when the plaintiffs felt that they were given the round around by the defendant.

6. Hence, they presented for payment the said check but the same was dishonored for the reason “Account Closed”. A copy of the said dishonored check is attached and made as an integral part hereof as Annex “A”.

7. That numerous oral as well as written demands were made against the defendant for her to replace the dishonored check with cash but to no avail. The latest written demand made by the plaintiffs against said defendant was the Letter dated 13 January 2010, herein attached and made as integral part hereof as Annex “B”. Until this date, the said check was not replaced with cash by the defendant.

8. Clearly, defendant acted in gross and evident bad faith in unjustly and unlawfully refusing to satisfy plaintiffs’ valid and demandable claim. Defendant is clearly evading her obligations to the plaintiffs.

9. That due to the unjust and unlawful act of the defendant to comply with the said demands, plaintiff was compelled to file the instant proceedings, hire the services of counsel for a fee and to incur litigation expenses, and other related costs in the enforcement of their claim against herein defendant.

10. Accordingly, defendant should be made to pay plaintiffs the amount of P250,000.00 and the accruing interests at the legal rate of twelve percent (12%) per annum counted from the date of filing of this case until its termination.

11. As a consequence of the aforesaid unjustified, deliberate and malicious acts of defendant, plaintiffs suffered sleepless nights, anxiety, and restlessness which injuriously affected their mental and physical well being. Accordingly, defendant should be made to pay plaintiff the amount of not less than P10,000.00 as and by way of moral damages.

12. Plaintiffs already made several demands on defendant to make full payment of her outstanding accountability, but defendant in evident bad faith, refused and continuously refuses to comply with plaintiffs’ valid, just and demandable claim.

Thus, by way of example or correction for the public good and to deter others in committing the aforesaid acts, defendant should be made to pay exemplary damages to plaintiff the amount of not less than P5,000.00.

12. As a result of the defendant’s unjust and unlawful refusal to satisfy plaintiffs’ valid and just claims and in order to protect Plaintiff’s rights and interests against the illegal and wrongful acts or omissions of defendant, plaintiff was constrained and compelled to engage the services of the undersigned counsel and pay attorney’s fees in the amount of P30,000.00, as well as incur litigation expenses as may be proved during trial, for which defendants should be made liable.

PRAYER WHEREFORE, it is most respectfully prayed of this Honorable Court that judgment be rendered as follows: (1) Ordering defendant to pay plaintiffs the sum of P250,000.00 plus the accruing legal interest at the rate of twelve percent (12%) per annum counted from the date of filing of the case until its termination; (2) Ordering defendant to pay plaintiffs the amount of not less than P10,000.00 as and by way of moral damages; (3) Ordering defendant to pay plaintiffs the amount of not less than P5,000.00 as and by way of exemplary damages; (4) Ordering defendant to pay plaintiffs, jointly and severally, the amount of not less than P30,000.00 as attorney’s fees and litigation expenses; and (5) Costs of suit.

NUTRITION CORNER Wastong pagdulot ng pagkain sa sanggol Narito ang ilang tagubilin tungkol sa wastong pagdulot o pagbibigay ng pagkain sa sanggol: 1) Karaniwan, pagkatapos ng ika-anim na buwan, ang sanggol ay handa na sa karagdagang pagkain. Subukan kung siya ay handa na sa pagtanggap ng bagong pagkain sa pamamagitan ng paglalagay ng kutsarita sa kanyang bibig: a) Kung isinasara ng sanggol ang bibig o patuloy na itinutulak ang kutsarita, ang sanggol ay hindi pa handa. Huwag na munang pilitin ang sanggol. b) Kung ang sanggol ay magpakita naman ng pagtanggap ng pagkain sa pamamagitan ng kutsarita, simulang dulutan ng malabnaw na lugaw.

Gawing malapot kung sanay na. Unti-unting idagdag ang linigis, hinimay at hiniwang maliliit na pagkain habang lumalaki ang sanggol.

2) Pasimulan ang pagdudulot ng bagong pagkain na mas kaunti kaysa sa itinatagubiling dami.

3) Iwasan ang pagdudulot ng sabay ng dalawang bagong uri ng pagkain. Sanayin muna ang sanggol ng 2-3 araw sa bawa’t pagkain.

Halimbawa, dulutan ang inyong sanggol ng papaya. Sanayin muna ang inyong sanggol sa papaya sa loob ng 2-3 araw bago dulutan uli ng ibang uri ng prutas tulad ng saging o mangga.

4) Ipakita ang inyong kasiyahan habang kumakain ang sanggol upang mawili siyang kumain ng iba’t-ibang pagkain.

5) Painumin ang sanggol ng tubig sa pagitan ng pagpapakain para sa mahusay na panunaw.

6) Sa ika-pitong buwan, turuan ang sanggol na uminom ng tubig at ibang likido mula sa tasa.

7) Bigyan ng pagkaing tinadtad nang pino kapag nagkangipin ang bata. Ang biskotso o malutong na tinapay ay mainam ibigay.

8) Iwasan ang pagbibigay ng mga maalat na pagkain na makapipinsala sa kanyang bato at mga pagkaing matatamis na magiging sanhi ng labis na timbang at pagkasira ng ngipin.

9) Tanging bagong lutong pagkain o bagong talop na prutas lang ang ipakakain sa sanggol. Iwasan ang pagbibigay ng mga tirang pagkain sa sanggol.

Benefits we get from milk • Milk is widely used as beverage, coffee whitener, and in cream soups, white sauce for creaming vegetables and meat.

• Two types of cheese widely available in the Philippines are the native cheese or “kesong puti” and the cheddar made from imported ingredients.

• The native cheese or “kesong puti” is actually a semi-soft cheese with water content of about 52% and made from carabao’s milk.

• Condensed milk is similar to evaporated milk but has about 42% sugar added before evaporation. The large amount of sugar added dilutes other nutrients that condensed milk can not meet the requirements as adequately as whole milk.

• When there is no available milk, FNRI suggests that a mixture of three tablespoons of condensed milk to a cup of water may be given to children over one year old, as long as they get enough of other foods.

• Butter is a milk product from ripened cream which is churned until butterfat separates from the buttermilk. Margarine is made from vegetable oils which are partially hydrogenated to produce the desired consistency and to resemble butter.

50% of Pinoy senior citizens are hypertensive Based on the results of the 7th National Nutrition Survey conducted by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) in 2008, hypertension was found to be common among the elderly, affecting about 5 in every 10.

Most elderly with elevated high blood pressure have the so called “isolated” hypertension, a common form of hypertension among elderly.

Isolated hypertension is defined as systolic BP above 140 mmHg and diastolic BP below 90 mmHg. Isolated hypertension was evident among those 60 years and older in the recent FNRI-DOST survey, wherein the systolic BP increased rapidly while there was a decline in the diastolic BP towards that age group.

The FNRI-DOST survey further revealed that elderly people were 12 times more at-risk of developing hypertension compared to younger individuals based on the study led by Duante in 2001.

Comparing the prevalence of hypertension from 2003 to 2008, there was an increase in the proportion of elderly 60 – 69 years identified with hypertension from 45.8 percent in 2003 to 48.9% in 2008. The prevalence of hypertension among the 70 years and over elderly adults decreased from 56.0% in 2003 to 53.5% in 2008.

The report implies that elderly people need proper care and attention in as much as prevention is important to curtail the development of chronic degenerative diseases later in life.
