Peace covenant, pinirmaan dagiti kandidato Binay: LGUs can help improve state of education United Opposition (UNO) vice presidential candidate and Makati Mayor Jojo Binay said yesterday that every local government should make education a priority to help produce a skilled and a literate society. Binay told a debate for vice presidential bets that this is the reason why Makati has one of the highest numbers of enrollees in the Philippines and a successful public education program for its residents. “Ang high priority for sa amin ay education,” Binay said, addressing a question raised by a public school teacher on how he plans to improve the quality of education in the country if he is elected vice president. Binay shared the experience of Makati, the premier financial hub in the country, in making education accessible to all school children and equipping teachers with the proper training. Over the years, the city has been providing free tuition, textbooks, bags and uniform, and food to its students to encourage parents to put their kids in school. “Ang mga estudyante namin, one is to one kami sa aklat, one is to one kami sa computer, one is to one kami sa workbook,”

The LP bet was referring to published reports that Pampanga Rep. Mikey Arroyo was the first nominee of Ang Galing Pinoy party-list, which is supposed to represent security guards. Another nominee of the same party-list group is Dennis Pineda, outgoing mayor of Lubao, Pampanga. A sister-in-law of President Arroyo, Maria Lourdes Arroyo, is a first nominee of Kasangga, a party-list group representing

micro-enterpreneurs. Energy Secretary Angelo Reyes, on the other hand, is a first nominee of 1-UTAK, a partylist group representing the transport sector. JPE willing to step down if polls fail Senate President Juan Ponce Enrile said yesterday he is willing to step down to give way for a smooth transition of power in the upper chamber if there is no election on May 10. “Sa May 11 malalaman natin kung walang halalan,” the Senate chief said in a radio interview. “Ako mismo ang mananawagan bilang Senate President, pupulungin ko ‘yung mga nasa Senate at paguusapan namin ‘yan at kung sino man ang may gusto at susuportahan ng nakararami roon sa mga maiiwan ay kusang-loob kong ibibigay ang pwesto.” But Enrile quickly added that talks about failure of elections and fears of leadership vacuum are purely speculations at this point. “Sigurado ako na magkakaroon ng halalan. Hindi ko alam ‘yung iba diyan kung bakit sila nangangamba na walang hala-

lan,” explained Enrile, who is seeking a re-election under the Pwersa ng Masang Pilipino (PMP). “Panay kuru-kuro iyan.” There have been suggestions to select a new Senate leader among the senators serving until 2013 to ensure the survival of the duly constituted government in the event of a failure of the May 10 polls. The country, some camps claimed, is facing an “unprecedented” political situation stemming from a possible vacuum in leadership after June 30, when President Gloria Macapagal-Arroyo, Vice President Noli De Castro, Enrile and House Speaker Prospero Nograles step down from the office. If there is no election in May, the veteran legislator said the Senate and the House of Representatives will do their
