PRO1 trains 46 barangay peacekeepers SAN FERNANDO CITY – Forty-six members of Barangay Peacekeeping Action Teams (BPATs) have completed their 5-day training under the supervision of Police Regional Office 1 (PRO1) last January 24. NUTRITION CORNER Our body needs Vitamin A for clear vision Vitamin A is actually a group of natural compounds that your body needs for clear vision, healthy bones and skin, normal cell division and differentiation, and reproduction. Vitamin A also helps your body's immune system fight off infections. The form of vitamin A found in foods of animal origin is called retinol, or pre-formed vitamin A. It's the most active form of vitamin A, and your body can convert it into retinal or retinoic acid, two additional active forms of vitamin A, if needed. Sources of retinol include dairy products, eggs, liver and fortified foods. The forms of vitamin A found in plants are called provitamin A carotenoids. The best known carotenoids are beta-carotene, alpha-carotene and beta-cryptoxanthin. Your body converts these carotenoids to retinol, and they are also thought to be antioxidants that may protect your body from free-radical damage. The best sources of carotenoids are brightly colored and dark green vegetables including carrots, spinach, and kale, and fruits like apricots, papaya and mango. Because vitamin A is an important component for normal vision, vitamin A deficiency will cause night-blindness, or a decreased ability to see in dim light. Another symptom of vitamin A deficiency is diminished immune system function, which means your body will have difficulty fighting infections. Vitamin A deficiency due to poor diet is rare in developed countries and is more likely to result from inflammatory diseases that damage the digestive tract and prevent absorption of vitamin A, such as Crohn's disease and celiac disease. Alcoholism, zinc deficiency and pancreatic diseases can also affect the amount of vitamin A in the body.#

Eating carbohydrates can improve memory Scientists know that eating carbohydrates can improve memory. But Canadian researchers wondered whether other nutrients produced similar improvements in mental functioning. They studied the effects of protein-, carbohydrate, and fat-containing drinks in a group of healthy people in their 60s and 70s. Researchers administered tests of cognitive performance (a paragraph recall test and a trail-making test) 15 and 60 minutes after the subjects had their drinks. They found that all three of the drinks improved paragraph recall - more so at 60 minutes than at 15 minutes. They also found that the carbohydrate drink improved both tests the most; the fat-containing drink improved attention after 60 minutes; the protein drink reduced forgetting on the paragraph recall test at the 15-minute mark. As expected, blood glucose levels increased after drinking the carbohydrate. Whereas earlier studies had suggested that improvements following intake of carbohydrate may be related to increased blood glucose levels, this study documented improvements after ingesting protein and fat, which did not increase blood glucose levels in this test.#

SECTION 7. REPEALING CLAUSE. All local executive orders, local ordinances and policies found inconsistent with the provision of this ordinance are hereby repealed, amended and modified accordingly. SECTION 8. SEPARABILITY CLAUSE. Any part or provision of this ordinance that may be found illegal or unconstitutional by competent authority shall not affect the other parts and provisions thereof, which shall remain in full force and effect.

AN ORDINANCE ADOPTING, APPROVINGAND PRESCRIBING THE NEW SCHEDULE OF FAIR MARKET VALUES FOR LANDS AND BUILDINGS FOR THE REVISION OF REAL PROPERTY ASSESSMENTS IN THE CITY OF VIGAN FOR 2012-2014.

SECTION 9. EFFECTIVITY. This ordinance shall be published for in a newspaper of general circulation or in public places and shall take effect on January 1, 2012.

WHEREAS, the real property tax is the most stable source of revenue of a local government unit necessitating the revision and update of valuation of fair market values every three years as mandated by the Local Government Code of 1991;

WHEREAS, the City of Vigan has to find ways and means to generate funds in order to meet the logistical requirements and needs to implement its projects and programs to accelerate its development; WHEREAS, pursuant to Section 212 of the Local Government code of 1991 and Article 310 of its Implementing Rules and regulations, the City Assessor has prepared a schedule of fair market values of real properties within the territorial jurisdiction of the City; A certified copy of which is hereto attached and marked as appendices 1 and series and is made an integral part of this ordinance; WHEREAS, the Sangguniang Panlungsod’s Committee on Revenue, in cooperation with the City Assessor has made consultations and public hearings to determine the equitability and uniformity of values to be imposed and based it on the practicability and the ability of owners to shoulder the proposed revised schedule of land valuation;

CERTIFICATION This is to certify that the following Appendices attached to Ordinance No. 05 Series 2010 otherwise known as “An ordinance adopting, approving and prescribing the new schedule of fair market values for land and buildings for the revision of real property assessments in the City of Vigan for 2012-2014” are the true and correct schedule of base units for real properties located in the City of Vigan, in connection with the General Revision of Real property assessment and Classification mandated under Section 219 of the Local government code of 1991. As far as property applicable, this schedule of Fair Market Values shall be controlling but where the property to be valued is of a kind not classified in this schedule or of a kind which is a value not herein fixed, it shall be appraised at its full current fair market value independently of this schedule and assesses for taxation purposes in accordance with Sections 20 and 220 of RA 7160; Fruit bearing trees and perennial plants are exempted from taxation except where the land is planted principally to such growth; The values herein provided for agricultural land shall apply not only lands actually under cultivation or being used for agricultural purposes but also to lands which by their location of fertility or physical features and others should be considered as agricultural land regardless of whether or not they are under cultivation and in other words, actually used or best be used should determine where the lands are agricultural. As a rule, however idle agricultural lands shall be valued at the minimum rate provided in this schedule for particular kind of and to be assessed. Similarly, urban lands include not only lands actually used for urban purposes but also those which by reason of there location should properly consider urban lands. The fact that such lands maybe actually used for agricultural purposes does not necessarily make agricultural lands rather than urban lands; Agricultural lands along rivers whose productivity definitely known to be frequently adversely affected by flood waters may be valued at 60% only of what it should be in this schedule. Similarly, market values for agricultural lands which is because of their physical features therein and soil quality are known to b e unproductive may be reduced to as low as 50% only of the value fixed in this schedule for the corresponding land classification; For low or sunken areas, of land, a reduction from the base unit value per square meter may be allowed due to the cost of filling to bring the same at par with the adjoining develop lot, provided, however, that such reduction will in no case exceed 10% of the base value thereof; No parcel of low level lands shall be considered a pastureland for purposes of this schedule if it is less than one hectare or when it is not principally devoted to the feeding and or raising of large cattle, sheep or goat. Small low land areas not otherwise classified and declared shall be considered uncultivated land suitable or cultivation; Adjustment value for frontage shall be added to the valuation of all commercial lots fronting streets or roads, the same is derived by multiplying the length in linear meters by 50% of the unit base value; Vacant or idle lands located in a purely residential or commercial area or mixed residential or commercial area shall be classified as to the predominant classification of the lot in the immediate vicinity; For purposes of reclassifications, the minimum area for residential lots shall be 200 Sq. meters and the maximum depends in the kind of building constructed.

8 TYPES OF CONSTRUCTION

All building shall be classified or identified according to the following types. TYPE I: Buildings shall be of wood construction the structural elements may be any of the materials permitted as follows: Nipa houses similar structures falling under this type.
