JPE: loan relief for El Niño-stricken farmers, SMEs Senate President Juan Ponce Enrile said yesterday that loan rescheduling and additional financing should be extended to farmers, fisherfolk and small and medium enterprises (SMEs) to help them survive the impact of the El Niño phenomenon.

Enrile, a senatorial candidate under the Pwersa ng Masang Pilipino (PMP), said he will forumalize this proposal in a bill he will introduce when the next Congress convenes to help boost the agriculture sector.

“Kung ganitong nagkaka-problema sa kanilang ani ay dapat bigyan ng palugit ang kanilang pagbabayad,” Enrile told a radio interview in San Jose, Mindoro Occidental. “Kung darating ang session namin sa Hulyo, I will be the one to sponsor a bill to grant relief para sa kanila.”

The Rural Bankers Association of the Philippines has already expressed support for calls to assist the embattled sector to ensure that there

is ample supply of food in the country as well as to keep the rural economy running. To date, the group said, it has provided some P35.5 billion in loans to SMEs, farmers and fisherfolk.

To cushion the impact of El Niño, the Department of Agriculture has put in place a P1.7-billion mitigation plan to ease the expected losses from the dry spells.

The National Disaster Coordinating Council (NDCC), however, reported last week that damage to crop in 12 regions hit by the prolonged long dry spell has already reached P8.5 billion, or roughly an equivalent of 576,607 metric tons of agricultural products.

At least 301,000 families have been affected by the drought, and about 117,844 of them are from Region 12 alone, the hardest hit by the El Niño, according to NDCC. The agriculture department estimates that more than 453,000 hectares PAGE 6

Binay cuts Roxas lead again, this time by 7, in latest SWS survey Opposition Vice-Presidential candidate Jejomar Binay gained seven points on Sen. Mar Roxas in the Social Weather Stations (SWS) survey from March 19-22.

This is the second time Binay has cut the lead of Roxas since January, when he gained five points on the Liberal Party candidate.

“The survey result is an encouragement. I believe the voters would like to see real change in the way government works and are scrutinizing the track record of each candidate,” Binay said.

“Our people see the need for a new government that is anchored on genuine concern for the poor. They are also looking for leaders who show their concern not through campaign promises but their actions,” Binay said.

For his part, Lito Anzures, Binay’s spokesman, said the Makati mayor has gained support for his consistent opposition to the Expanded Value Added Tax (EVAT).

“It’s the EVAT issue. More and more people are becoming aware that

Sen. Roxas pushed for the passage of this Gloria Arroyo tax measure in the Senate. And Mayor Binay has been opposed to it from the start,” he said.

The EVAT law has been so unpopular that its principal sponsor, ex-Sen. Ralph Recto, was defeated when he ran for reelection in 2007, he added.

For his part, Roxas has said that there is nothing wrong with EVAT. Binay also gained seven points on Nacionalista Party bet Loren Legarda, cutting her lead by 66 per cent - from 11 points in January to only 4 points.

Based on the latest SWS-Business World survey, Roxas remained at first place with 42 percent, Legarda with 25 percent, and Binay jumping to 21 percent from 17 percent last month.

Binay’s camp noted that both Roxas and Legarda slipped by 3 percentage points each while Binay gained a four percent, narrowing down Legarda’s advantage to four percent and Roxas to 11 percent.

WITH THIS MLE TURN, NOW WE MAKE THE ROAD WHILE WALKING: OUR TASK AT NAKEM AND AT THE UH ILOKANO PROGRAM UNTIL 2015

By Dr. Aurelio Solver Agcaoili University of Hawaii Our Ilokano Language and Literature Program at the University of Hawaii is the only degree-granting program of its kind in the world, with a full program for a major in Ilokano, a minor, and a certificate. There is not a single university in the Ilocos, in Cagayan Valley, and in the Cordilleras—all within the rubric of what is called Amianan—that offers any semblance of what we do at the UH. Pretty soon, we are expanding the offering of Ilokano language and culture in another college within the UH System, the Maui College, side by side with an expansion of a pilot program, under a different grant, for Ilokano for high school students in two huge public high schools. We have started the Ilokano Plus Program, also at Maui College, and we hope to expand programs of this kind as soon as we have prepared our teachers. Even as I say these things, we are aware that our initiatives in Hawaii, first formalized with the offering of the first-ever Ilokano class in 1972, are not of the same kind of an initiative that you need here in the Philippines particularly those

institutions of basic and higher education in the three regions of Amianan, or Northern Philippine (Region I, Region II, and CAR). The University of the Philippines at Diliman, for instance, is even better off in giving opportunities to students specializing in Philippine Studies to study a full year of Ilokano and some undergraduate and graduate courses in Ilokano literature. Some universities and colleges in the Ilocos do not seem to know what the Ilokano language and Ilokano literature are all about, because, as some teachers and instructors would say, Why do they still need to learn what they already know?

There is thus a whole scale working up of consciousness of self and community here—with so many of our people unable to use the lens provided by their language and culture and instead use, however handicapped they are, other lenses. Why, indeed, do we have to insist on the need to educate our young in the language that they already know? Why don’t we educate the Cagayanon in French and Italian and English so that they will be

gainfully employed in France, Italy, and England? If the Cagayanon only knows Bisaya, where would he go?

We don’t even care to venture beyond whichever lens we fancy to wear to ask why the Americans or the English who are born with English as their language from their homes, in school and in their communities— why they still have to be taught English at various levels in school, why the Japanese or the Chinese or the Koreans all of whom learn to speak their own mother tongues at birth still have to study their own mother tongues in their schools.

In Hawaii, we have the same troubles when parents learn that their children are enrolled in our Ilokano courses. The blast of dressing down begins with that incredulous question, “You are Ilokano, why would you learn Ilokano?” Their questioning continues, all aimed to destroy the self-esteem of children trying to figure out what they do not know about themselves by going back to their roots. “Why not learn Korean, Japanese, Spanish, English, or

Thomas then said, “You are my Lord and my God.” Jesus replied, “You believe because you see me, don’t you? Happy are those who have not seen and believe.”

There were many other signs that Jesus gave in the presence of his disciples, but they are not recorded in this book. These are recorded so that you may believe that Jesus is the Christ, the Son of God; believe and you will have life through his Name.
