Binay bats for JPEPA review United Opposition (UNO) vice presidential candidate and Makati Mayor Jojo Binay wants a thorough review of the controversial Japan-Philippines Economic Partnership Agreement (JPEPA) following reports that only one Filipino nurse has passed the neighboring country’s national licensure exams.

The nurse is the first successful applicant from the Philippines under JPEPA. Two other nurses from Indonesia, which has a similar agreement with Tokyo, passed the test out of a total of 254 from both countries who took the nursing exams last February.

Enrile vows to thwart new taxes Senate President Juan Ponce Enrile yesterday said he will thwart efforts to impose new taxes and put to task the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC) to improve revenue collections to close the gap in budget deficit.

In a radio interview in Cagayan, the Senate President said the revenue collection agencies should improve their performance “because we’re running on deficit and we’re borrowing money to run the government.”

In 2009, the government posted a record budget deficit of P298.5 billion, exceeding the shortfall scenario of the Department of Finance (DOF)

by P8.3 billion. This year ’s budget deficit is projected to hit P293 billion.

There’s nothing spectacular or remarkable about a country’s wish to preserve its traditional villages and communities except that Papua New Guinea has expressed the will to preserve more than 800 indigenous languages and at least as many

traditional societies out of a population of just under 7 million.

Deogracias Victor “DV” Savellano right after he was elected as the chief executive of the province of Ilocos Sur in 2007.

The main objective of the KABSAT Program is to establish a close relationship between the provincial government and the people in the barangay whom the governor considers as his siblings.

A team will visit the different municipalities to know the needs of each barangay especially for the agriculture and health aspect. After the evaluation, the governor, together with the heads and personnel of the provincial offices and national line agencies like the Technical Education and Skills Developent Authority, Dept. of Science and Technology, Dept. of Trade and Industry, Dept. of Agriculture, Dept. of Environment and Natural Resources, Bureau of Fisheries and Aquatic Resources, National Commission for Indigenous People, Dept. of Agrarian Reform, Dept. of

Education, Philippine National Police, Philippine Army, Philippine Information Agen-cy, Dept. of Interior and Local Government, National Tobacco Administration, De-partment of Labor and Employment, National Food Authority, Office of the Civil Defense; the NGOs like the Citizens’ Involvement Ser-vices (CIS), Global Care Mission, Ilocos Sur Medical Society, Barangay Nutrition Scholars, Barangay Health Workers; and educational institutions like the University of Northern Philippines, Ilocos Sur Community College and Ilocos Sur Polytechnic State College, will personally go to the barangays to be with the people in one whole day of medical, dental and surgical missions, give out medicines and vitamins to the patients and process documents.

Another major component of the KABSAT Program is the distribution of agricultural equipment like hand tractors, kuliglig, water pumps, water hoses, and pipes; Boer bucks for upgrading goat breeds, Ilocos super chicken, seedlings of agro-forestry and fruit trees, tilapia fingerlings, used clothing, NFA rice, chairs for Day Care Centers, first aid kits and other health needs, commu-

nication equipment, computer sets, monobloc chairs and tables, kitchen utensils, financial assistance which were requested by the different barangays.

Through the able personnel of the different offices and NLAs, barangay officials and volunteer barangay workers undergo different trainings and seminars that will enhance their skills while the youth and interested residents undergo training on massage, electric fan, flat iron and engine repair.

Booths of different offices and agencies are put up to accommodate clients who have concerns and who need services and to process papers that are usually done only at the capital of the province.

A free lunch, courtesy of the provincial government, will also be served to the people.

KABSAT is also a venue for the residents to promote their products. The outreach program becomes an instant market for their products as the governor and the KABSAT team readily become their buyers.

In short, KABSAT trans-fers the capitol for a day to be with the people in the barangay.

KABSAT, is a vehicle for the provincial government to be close to the barangays. It is a manifestation that the provincial government of Ilocos Sur is working and is addressing the needs of its constituents especially those from depressed areas.

That is KABSAT, the program that made Ilocos Sur the “Outstanding LGU Poverty Reduction Program Implementer in Region I”, a showcase of Gov. DV Savellano’s sincerity in fighting poverty in the province.#

The customs bureau, on the other hand, reported that its first-quarter collection reached P48.81 billion as of March 22, an increase of about P10 billion from last quarter’s figure but still short of the P6.32 billion target for the period.

ment in collection, the government expects the budget gap to swell to exceed the target of P110.94 billion during the first three months of the year.

The agency is tasked to collect P830 billion in 2010, which is P45 billion lower than last year’s program of P875 billion.

At the same time, Enrile said he will oppose any imposition of new taxes, particularly the plan to implement a 12-percent Value Added Tax (VAT) on toll fees because this will unnecessarily burden the people.
