We went to school sharing seats with others, even walking barefoot for hours to experience the traces of words that were not ours, to go through the rite of getting into a world we do not

understand because the words in that world were not ours. Nakem Conferences could not be vague with increasing adult literacy: we owe it to our communities and our people that our adults will be able to read and write in the Ilokano language again. With about eight Ilokanos in the country and millions more abroad, we have only a single monolingual magazine to speak of, with a weekly circulation of 50,000. This means that a fraction of one percent (or .6%) only reads—or buys. Given that people share their reading materials with others, we can extrapolate and increase the number of readers to four per week. We have these facts: the original number based on the weekly circulation reveals that: 6250 out of one million read. With the multiplier, we have: 25,000 out of one million read, or a measly 200,000 out of some 8 million.

We cannot even compare the gravity of the situation when someone calmly said, “Houston, we have a problem!” in that calm NASA-speak. We have an astronomical crisis pointing to the eventual disappearance of our language! The tell-tale signs are there: you initiate a conversation in Ilokano with the young in Ilokandia and chances are you get a response in Tagalog or some foreign language. This problem, of course, is compounded by the fact that many of our magazines and newspapers do not live long because: (a) the number of readership has always been a problem and (b) the overall environment for adult education does not support the learning process in the Ilokano language. OPINIANO OFW Journalism Consortium MANILA—MORE families of overseas Filipino workers are spending less on food and more on health, a study by the Asian Development Bank revealed. Using econometric estimations, Filipino Alvin Ang, Indian Shikha Jha, and Indonesian Guntur Sugiyarto noted that the percentage share of expenditures of migrant households to food went down slightly, from 44.9 percent in 2000 to 43.3 percent in 2006. But expenditures to health are increasing (from 2.3 percent in 2000 to three percent) while allocations for durables are steady (2.2 percent in 2000, 2.2 in 2006). Remittances “do not have a significant influence on other items of expenditure, particularly investment spending on education, health care, and durable goods,” said the authors of “Remittances and House-

hold Behavior in the Philippines.” Whether it’s a crisis year or not, Ang told the OFW Journalism Consortium that the share of spending for food by households in the Philippines receiving remittances is lower even with rising remittances. Some 18.05 percent of all Filipino households received cash from abroad in the year 2000, ADB estimations show. This figure rose to 20.72 percent in 2003 and 23.3 percent in 2006. “[This is] because these families are getting increased incomes, and also spend on other items,” said Ang who also teaches economics at the University of Santo Tomas. Hence, Ang and his colleagues concluded in the paper, there’s no evidence consumption is being fueled solely by remittances. This view douses the oftquoted analysts’ view that prompted property developers,

telecommunication companies, insurance firms, and shopping malls to chase the money of overseas Filipinos. Ang, however, said it does not matter whether there is a crisis or not. “The same remittance economy is affected.” If the 2009 FIES data would be available at the least by 2011, Ang himself said he would be interested to determine if the “shock event” called the global economic crisis “would have stopped or diminished the expenditures of migrant households on certain items”. PRO1 conducts inspection of police personnel in preparation for the May 10 polls SAN FERNANDO CITY - The Police Regional Office here has conducted an inspection and accounting of personnel as part of its preparations to put the police here on the road to honest, orderly and peaceful elections (HOPE) 2010. The overall state of preparedness of the police personnel was conducted by Police Chief Supt. Constante D. Azares Jr., Police Regional Office 1 director during a rank inspection held on April 24 at the PRO1 parade ground here. “We are doing this to prepare ourselves as we trudge the road to HOPE 2010. Our cooperation and operational readiness are needed to achieve our objective of upholding the May 10 national and local elections,” Azares

emphasized even as he urged his men to familiarize themselves with existing operational guidelines and to stick to Commission on Elections rules.
