Chiz presses approval of bill regulating presentation of suspects to media

Opposition Sen. Chiz Escudero yesterday pressed for the approval of a measure that would regulate the presentation of criminal suspects to the media.

”This measure is aimed at preventing a violation of a basic human right, which is a person is presumed innocent until proven guilty. Presenting suspects to the media violates this right, because it projects them to be guilty already of the crime, aside from subject-ing them to humiliation,” Escudero, chair of the Senate Committee on Justice and Human Rights, said.

He said the Senate has already approved a joint resolution which requires state authorities to regulate the practice, seeking a balance between the rights of the suspects and the right of the people to information as well

as press freedom.

The resolution directs the Department of Justice, the Department of the Interior and Local Government, the Philippine National Police and other law enforcement and government agencies to issue implementing rules and regulations regulating the practice of presenting suspects to the media. ”We must remember that these suspects are still under investigation when law enforcers present them to the media. It constitutes unwanted publicity that only works to besmirch their name and reputation and that of PAGE 6

SUNDAY OCTOBER 04, 2009 27th Sunday in Ordinary Time Ps 128:1-2, 3, 4-5, 6 May the Lord bless us all the days of our lives.

1 st Reading: Gen 2:18-24 Yahweh God said, “It is not good for Man to be alone; I will give him a helper who will be like him.” Then Yahweh God formed from the earth all the beasts of the field and all the birds of the air and brought them to Man to see what he would call them; and whatever Man called every living creature, that was its name.

So Man gave names to all the cattle, the birds of the air and to every beast of the field. But he did not find among them a helper like himself.

Then Yahweh God caused a deep sleep to come over Man and he fell asleep. He took one of his ribs and filled its place with flesh. The rib which Yahweh God had taken from Man he formed into a woman and brought her to the man. The man then said, “Now this is bone of my bone and flesh of my flesh. She shall be called woman because she was taken from man.” That is why man leaves his father and mother and is attached to his wife, and with her becomes one flesh.

2 nd Reading: Heb 2:9-11 Jesus who suffered death and for a little while was placed lower than the angels has been crownd with honor and glory. For the merciful plan of God demanded that he experience death on behalf of everyone.

God, from whom all come and by whom all things exist, wanted to bring many children to glory, and he thought it fitting to make perfect through suffering the initiator of their salvation. Gospel: Mk 10:2-16 Some Pharisees came and put him to the test with this question. “Is it right for a husband to divorce his wife?” He replied, “What Law did Moses give you?” They answered, “Moses allowed us to write a certificate of dismissal in order to divorce.”

Then Jesus said to them, “Moses wrote this law for you, because you are stubborn. But in the beginning of creation God made them male and female, and because of this, man has to leave father and mother and be joined to his wife, and the two shall become one body.

So they are no longer two but one body. Therefore let no one separate what God has joined.”

When they were indoors at home, the disciples again asked him about this and he told them, “Whoever divorces his wife and marries another commits adultery against his wife, and the woman who divorces her husband and marries another also commits adultery.”

People bringing their little children to him to have him touch them, and the disciples rebuked them for this.

When Jesus noticed it, he was very angry and said, “Let the children come to me and don’t stop them, for the kingdom of God belongs to such as these. Truly, I say to you, whoever does not receive the kingdom of God like a child will not enter it.” Then he took the children in his arms and laying his hands on them, blessed them.

Reflections The title of a recent popular book suggests that Men Are From Mars, Women Are From Venus. The author opines that so different are men and women in the way they think and act that they must be from different planets.

The author of that book speaks in hyperbole, of course, but his convictions are clear. The author of the book of Genesis tells a different story. In fact, if Genesis were to be sold as a popular novel it might well be entitled Men and Women are From Eden. They are created by God in a complementary fashion. They are created to be partners in harmony with each other and to live in a state of blessed mutuality. “They are no longer two, but one body.”

Sadly, when sin enters the equation this mutuality is less apparent and is much more difficult to sustain. Divorce and spousal abuse are the painful reminders of the effects of sin, God’s plan for men and women laid out in Genesis is recalled and reaffirmed by the Lord Jesus who elevates matrimony to the level of a sacrament. By His grace can men and women find in holy matrimony a covenant of life-giving love.

9. Initially, the respondent seemed to be a sweet girl, caring and charming, so petitioner did not hesitate to ask her to marry him. The relative of the respondent prepared their wedding immediately three months after they met;

Petitioner noticed at the onset of their marriage that respondent had a domineering attitude and most of the time displayed a childish fit of bad temper.

However; out of petitioner’s love for respondent, he give in to the latter’s demand and yielded to her decisions just to please her; 13. Barely a month after the wedding, the relationship between the petitioner and the respondent was plagued with scandalous events: 13.1 During their marriage, he learned that respondent was still seeing his ex-boyfriend; 13.2. Because of this, the petitioner was deeply hurt, outraged and slighted; He confronted the respondent about this illicit affair and she admitted that she still love her ex-boyfriend; 13.3. That she was only forced to marry him because her relatives threatened her; 14. Shocked by the revelation of the respondent, petitioner became so angry with the respondent, he became verbally assaultive to the respondent;

Considering the motion to be meritorious and to enable the Court to acquire jurisdiction over the person of the respondent, the same is hereby GRANTED. The petitioner is hereby allowed to cause the summons for publication in a newspaper of general circulation.

RP’s interests should come first: Jurisdiction, US presence should be clarified in VFA -Chiz Opposition Sen. Chiz Escudero yesterday said criminal jurisdiction over offenses committed by US soldiers and their presence in conflict areas should be clarified in any renegotiation of the Visiting Forces Agreement (VFA). ”The criminal jurisdiction provision is obviously onerous in favor the United States and needs to be changed. Our own officials should also, with the same fervor, do the same,” said Escudero, who has signed a Senate resolution calling for the abrogation of the VFA. Defense Secretary Gilbert Teodoro had earlier defended the treaty and challenged its critics to explain why it should be renegotiated and what the problems were in the pact.

The 39-year old lawmaker, who has signed the resolution for the abrogation of the VFA, also said there should be “clearer, stronger and stricter stipulations” in the treaty to

prohibit the participation of US soldiers in actual combat operations against communist and Muslim insurgents.

“In the same way that there should be clearer provisions on the ‘visiting’ status of US soldiers so as not to be implemented or interpreted to include a permanent presence in areas where they are to be deployed,” Escudero said.

Questions have been raised regarding the continued presence of US troops in southern Philippines even after the conclusion of joint military exercises allowed under the VFA. The American troops have been conducting humanitarian missions as well as assisting the Philippine military in its campaign against the AlQaeda-linked Abu Sayyaf Group, the Moro Islamic Liberation Front (MILF), and communist New People’s Army (NPA).
