Pre-emptive measures minimize impact of Typhoon Pepeng in Region I: Gatan SAN FERNANDO CITY – The chair of the Regional Disaster Coordinating Council 1 (RDCC1) here has reported minimum casualty and relatively low damage figures from Typhoon “Pepeng” that hit Northern Luzon last October 2.

“The pre-emptive measures undertaken by the concerned agencies and by the residents of the affected communities greatly contributed in keeping to a low level the adverse effects of the typhoon,” Police Regional Director Chief Supt.

Ramon V. Gatan said.

Data from the Office of the Civil Defense 1 (OCD1) as of mid-morning of October 5 disclosed one dead in Calasiao, Pangasinan, 13-year old boy identified as Amadeo de Vera; a 36-year old resident of Sarrat, Ilocos Norte identified as Lourdes Tumpalan was injured; and a 10-year old boy identified as Kyle Jose was missing in Vintar town.

De Vera reportedly died not as a direct result of the typhoon but drowned while swimming in a river.

Initial figures from the OCDI also included a total of 15,146 affected families in Region 1: La Union – 302; Pangasinan – 1,709; Ilocos Norte – 11,686; and Ilocos Sur – 1,449 or a total of 66,330 victims in 256 barangays all over Region 1.

The OCD1 reported 96 totally damaged houses and 32 partially damaged houses while a total of 1,865 families comprising 7,549 persons were evacuated in 44 evacuation centers regionwide.

Gatan said that as early as October 1, they have already activated the various disaster coordinating councils down to the barangay level and put into effect pre-emptive evacuation and similar measures in keeping with the instructions of Defense Secretary and NDCC Chairman Gilbert Teodoro who presided over a joint meeting of the RDCCs of the Ilocos and Cordillera regions during his visit here last Oct. 1.
