Chiz dares big landowners to give up land for relocation sites Opposition Senator Chiz Escudero challenged big landowners to give up part of their property so that it can be developed into permanent relocation sites for typhoon victims.

Amnesty for loose firearms extended to Nov. 30 CAMP BGEN OSCAR M FLORENDO - Pres. Gloria Arroyo has approved the extension of the amnesty for loose firearms for another one month.

This was contained in the President’s Executive Order No. 817-A providing for the extension of the final general firearms amnesty under Section 2 of Executive Order No. 817 dated July 7, 2009 recently promulgated by Malacanang.

The firearms amnesty should have ended at midnight of October 31 but with the extension, it will last until November 30.

The gun amnesty extension was recommended to the

President by the National Firearms Control Program Executive Committee (NFCP EXECOM) due to public clamor for more time to register their firearms, particularly from areas affected by flooding brought about by tropical storms “Ondoy” and “Pepeng”.

Philippine National Police (PNP) chief Director General Jesus Verzosa said that even with the amnesty in effect, aggressive police action will continue to account for loose firearms in the hands of threat groups and criminal elements through internal security and anti-criminality operations.

Jesus teaches His disciples that all good things here on earth must come to an end. Even the world itself is not meant to last forever, but only as long as it serves the Lord’s purpose. For this reason we must not become inordinately attached to the things of this earth. Material possessions attract us when we do not have them, but when we do have them they fail to satisfy us. What a shame that those with great monetary wealth often suffer the most dire spiritual poverty.

We know neither the day nor the hour of our death. Why then, should we spend so much time on things that do not really matter?

(FIRST PART) MANILA—REY Torres dreamed of a better life for his wife and five children when he left a neighborhood of wooden shacks and burning trash piles to drive a bus on a U.S. military base near Baghdad.

He hoped to send his children to college and build a new home with the $16,000 a year he earned in Iraq — four times what he could make in the Philippines.

Then, in April 2005, Torres, 31, was killed in an ambush by Iraqi insurgents. His widow and children were supposed to be protected by a war zone insurance system overseen by the U.S. government. They were eligible for about $300,000 in compensation.

But Gorgonia Torres knew nothing about the death benefit and did not apply.

When she did learn about the insurance, two years later, it was from a reporter. She has since turned down an insurance company’s $22,000 settlement offer. Her only hope of receiving full compensation

is a legal fight that could drag on for years.

“He knew it was dangerous.... He had second thoughts all the time,” she said of her husband. “But he’d say, ‘If I don’t go, there’s no way we’ll be able to survive.’”

Torres was among tens of thousands of civilian contract workers from poverty-stricken countries hired to support the U.S. war effort in Iraq and Afghanistan. In case of injury or death, they are supposed to be covered by workers’ compensation insurance financed

by American taxpayers. But the program has failed to deliver medical care and other benefits to many foreign workers and their survivors, a Los Angeles Times-ProPublica investigation found.

Previous articles by the Los Angeles Times and ProPublica described how American civilians injured in Iraq have had to battle insurers for medical care, artificial limbs and other services.

An examination of what happened to foreign nationals has uncovered an even more

dismal record. Injured workers have gone without medical treatment and compensation because they were never informed of their right to the benefits. Widows and children have not received death payments for the same reason.

The system relies on companies to make employees aware of insurance coverage and to report deaths and injuries to insurers and the federal government. But some employers have shirked those obligations, and the U.S. Department of Labor, which oversees the program, has done little to ensure compliance, punish violators or reach out to injured foreigners or their survivors.

An analysis of Pentagon and Labor Department records indicates that thousands of injured foreigners have fallen through the cracks.

About 200,000 civilians are working in Iraq and Afghanistan under U.S.-funded contracts.

Many are so-called thirdcountry nationals, from countries other than the United States, Iraq or Afghanistan. The

rate of reported injuries among these workers is much lower than for Americans doing similar jobs.

Nearly 22,000 injury claims were filed by third-country nationals and American workers from 2003 through 2007. Although they outnumbered Americans by about 2-to-1, the third-country nationals filed just 14 percent of the total claims.

Insurance experts said the numbers suggest that many wounded foreigners never apply for benefits, even though U.S. taxpayers have paid more than $1.5 billion in premiums for the war-zone insurance.

Those who do apply often confront rejections and resistance from insurers. It can take years for them to receive compensation.

“It’s been a big problem,” said Jack Martone, a former top Labor Department official.

“The Department of Labor is not well equipped to police” the conduct of employers and insurers.

Chiz gets more support from other reformist groups First, it was the Magdalo soldiers who endorsed opposition Sen. Chiz Escudero, now the 40-year-old senator is getting support from other reformist groups such as Kilusang Mayo Uno (KMU) and Anakpawis. Although these groups have not fully urged Escudero to be their candidate for the presidency, they have expressed their preference for the lawmaker because of his pro-labor platforms.

Anakpawis Partylist Rep. Joel Maglunsod said the people will be watching Chiz more closely. “We expect him to put action into his words,” Maglunsod said as he welcomed Escudero’s disaffiliation with Eduardo Danding Cojuangco’s National People’s Coalition (NPC). ”Chiz appears to be the cream of the crop among the presidential wannabes. He is the only presidentiable who has a categorical pro-peasant and pro-worker position,” added Anakpawis Rep. Rafael Mariano.

These groups have altogether praised Escudero for leaving the NPC. During the day of Escudero’s resignation, the Kabataan Party-List released a statement. “Chiz’ resignation from NPC signals a new stake in 2010 politics, reflecting how the youth and people who are clamoring for meaningful changes in our society now shun empty popularity contests and personality-based campaigning in 2010. We hope other presidential aspirants follow suit,” Palatino said.

Escudero was also lauded for his efforts in hitting anti-labor policies such as the law on

contractualization and the minimum wage. In a statement, Escudero said the government has failed to protect the rights and welfare of workers and instead has paid lip service to the labor sector.

“The Philippine Constitution recognizes the importance of labor and mandates that the State shall protect workers’ rights and promote their welfare.

But the sad reality is that workers do not receive their fair share,” Escudero said.

The present minimum wage varies per region, but Escudero said the common denominator is that all regional levels fall far short of the daily living wage.

The daily living wage is the amount needed to provide for a six-member family’s food and non-food expenditures, with sufficient allowance for savings or investment for social security to enable a family to live and maintain a decent standard of human existence.

Chiz Escudero yesterday urged the Palace not to back down to pressure from business and other interest groups to lift the oil price freeze in typhoonstricken calamity areas.

“The current turmoil in the global economy has seen governments taking on a more activist, regulatory role. We can do no less. I call on my colleagues in Congress to speedily act on proposals that aim to review the oil deregulation law,” the 40-year old lawmaker said.

Escudero issued the call after foreign and local business groups demanded the scrapping of Executive Order 839 which directed oil companies to retain the level of prices of petroleum products at the Oct. 15 level for the duration of state of emergency in Luzon.

The order was issued to prevent a surge in consumer prices following the devastation wrought by the series of powerful storms and typhoons on Metro Manila and the rest of Luzon in the past month. Oil prices have also risen due to the improving global economic situation.

“Our country’s poor and dwindling middle class bear the burden most and they constitute a far greater portion of the population. Why can’t these oil companies wait until our people have recovered from

these disasters? This is, after all, a remedial and temporary action by government,” Escudero said.

“The oil price freeze is the least that government can do for the people to alleviate their suffering,” he said.

Escudero pointed out that crude oil only cost $10 per barrel in January 1999. Before the credit crisis struck the US last year, there were projections that fuel prices could even shoot past the $100 level because of increased demand amid the dwindling supply of oil worldwide.

While the country has reduced its dependence on imported oil from 92 percent in 1973 to less than half today, he said that the poor is hardest hit by any increase in fuel prices.

Escudero urged Congress to act immediately on proposed amendments that will plug loopholes in, if not repeal, the oil deregulation law. He pointed out that when Congress passed the law in 1998, the expectation was oil prices would decline because of competition among the oil companies.

“The law has become an artifact. We have to act quickly before the forecasts of oil prices soaring, once again, above the US$100 level become a reality when the global economy recovers from today’s crisis,” he said.#
