Biay, chief of the PRO1 personnel division and the guest of honor and speaker stressed this at the opening ceremony of the seminar participated in by 46 members of the 1st Regional Public Safety Management

Battalion (RPSMB).

The 46 RPSMB members composed the first batch of PRO1 personnel to undergo the seminar that aims to refamiliarize the participants with the various police law enforcement techniques on the conduct of checkpoint, arrest, search, crime scene investigation and other forms of police operations.

Police Inspector Joseph Mark Sibayan, administrative officer of the 1st RPSMB, said that all personnel of the said unit are expected to undergo the seminar which they are scheduling by batches.

The conduct of the police intervention seminar is also part of PRO1’s intensified preparations for the upcoming May 2010 national and local elections.#

During their union they stayed in Baguio City since they are still studying until March 2001 when defendant finished her studies; 5. As a result of their union they were blessed with a son Julian Aubrey M. Alonzo. The fact of his birth is recorded with the Civil Registrar of Baguio City. A copy of his birth certificate is hereto attached as Annex “B” and made an integral part of this petition; 6. At the onset of their marriage defendant had a domineering attitude and displayed a childish fit of bad temper, frequent irritability, outburst of anger and violence. She would nag the petitioner for virtually no reason at all as this was brought about by her too much jealousy and insecurity; 7. Unknown to plaintiff that before the celebration of his marriage with defendant, the latter had been afflicted with psychological incapacity of which plaintiff came to know about the incapacity after the marriage when its manifestation started to show; 8. After plaintiff and defendant graduated they went home to Bantay, Ilocos Sur and stayed at plaintiff’s family house; 9. After a month defendant decided to go back to Baguio City to study caregiver course; 10. Defendant only visits plaintiff and their son once a month and during those visits they frequently had verbal disagreement. And instead of defendant taking care of their son, defendant would prefer go to their neighbor chatting, gossiping and do senseless things; 11. During their cohabitation defendant repeatedly intimated to plaintiff that he is not the father of their son and defendant went to the point of spreading this fact to other people; This baseless and bizarre revelation had caused so much embarassment, immense pain and tremendous shock to the plaintiff and inflicted irreparable damage to the reputation of plaintiff; 12. Even after finishing her caregiver course defendant refused to go back home to stay with plaintiff and their son; Until finally it came to plaintiff’s knowledge that defendant went abroad without informing him and their son; 13. When defendant came home to the Philippinrs defendant still adamantly

refused to stay at Infanta, Pangasinan; 14. Since then and up to the present plaintiff and defentant did not see each other nor did communicate with each other; Plaintiff vigorously tried to persuade defendant to return to their dwelling in Bantay, Ilocos Sur but she refused to live again with plaintiff, subsequently plaintiff along with their child decide to establish his residence in Nalasin, Santiago, Ilocos Sur up to the present where his sister also lives; 15. Plaintiff exerted utmost effort to save their marriage but it has surfaced that defendant is incapable of giving meaning and significance to their marriage within the meaning of Article 36 of the Family Code; 16. The senseless refusal of defendant to fulfill her marital obligations to render mutual help, to love one another and to observe respect clearly demonstrate her lack of sensibility and give meaning and significance to the marriage; 17. The incapacity of the defendant is so grave and serious that it renders her incapable of carrying out the ordinary duties required of marriage. Her incapacity antedates the marriage although the overt manifestation thereof emerges only thereafter. Moreover, her incapacity also appears to be incurable; 18. Plaintiff and defendant have not acquired any common or conjugal property.

WHEREFORE, in view of the foregoing, it is most respectfully prayed of this Honorable Court to render judgment after due notice, publication and hearing, the marriage of the plaintiff and defendant be declared null and void and to further order the Office of the Local Civil Registrar of Infanta, Pangasinan and the National Statistics Office, Manila the recording of the aforesaid judgment.

Other reliefs just and equitable under the premises are likewise prayed for.
