Hatchlings Release Could Be a New Attraction for Tourists in Bali “

Bali is a wonderful island,” said these couple who stayed in Griya Santrian Hotel. There were some places that they had already visited, like orphanage, beach, golf course and safari park. All of those places were very enjoyable for them, especially in safari park when they saw the elephants.

island. It proved with the hospitality of the people, the beautiful nature and the unique culture which perhaps could not be seen in other places. “Everything is good. We enjoy every moment here, and we will recommend this island to our family when we go home,” they said compactly.

Asked about the hotel where they stayed, they said that Griya Santrian Hotel was a quiet and nice hotel. Friendliness of the staffs and good services also became the factors that made them very happy to stay there. Another thing that impressed them about the hotel was when the hotel held the event of hatchlings release. They enjoyed the event very much and they felt it should be continued because besides good for the environment, it also could be a new attraction for tourists.

All of those places were attracting for them, especially Legian because in there they could do their hobby which in this case was shopping. Besides the good things, there were still some things to be concerned in their opinion. Those were a lot of plastic bags on the street, traffic and slow service in airport. “The government should pay attention to these problems. If all the problems can be solved, so we think Bali will become one of the greatest tourist destinations in the world,” said those two women who also loved Indonesian foods.

When asked about All Season Hotel as their place to stay, they said that the hotel was very good especially in the service. According to them, although the hotel was not big, but it had good rooms,

Bali Tourism Office Celebrates World Tourism Day D

ENPASAR - In commemoration of the World Tourism Day, the Bali Government Tourism Office held a variety of ac-

tivities including mutual assistance by involving all civil servants in the circle of Bali Government Tourism Office and Tourism Association, Friday (Sep 24).

To enliven the celebration, after the implementation of the clean-up service, it was resumed with various competitions including competitions of room’s sanitation, the arrangement of archives, rail road, looking for treasure, inserting nail into a bottle, bride run, balloon run and bringing

This contest is quite exciting as 20 children joined the fifth surfing contest on Sunday (Sep 26). More interestingly, it was punctuated by a beach clean-up contest whose winners were awarded with books and stickers. Although the activity was held under the heat of the sun, the event remained to go on smoothly.

Now, Bali Travel News would like to introduce the Batu Mejan Beach located at Canggu Village, Kuta subdistrict, Badung Regency. This beach has multifunction. In other words, aside from being used to organize Melasti procession for Hindu devotees, the beach having huge sea waves is good enough to do surfing, too.

Every day the Batu Mejan Beach approximately 15 km from downtown Denpasar is visited by many tourists. Other than having good waves for surfing, the beach is also used for saying prayers by the Hindus as there is a large Batu Mejan Temple on that location.

Tourists can also see the Hindus flocking to the temple. Every single ceremonial procession held was not free from the target of tourists wishing to immortalize the auspicious moment.

Bali representing Indonesia in the Dieppe Kite Festival 2010 in France at the end of last September had incised significant record in the world’s most prestigious competition.

The kite entitled Rangda designed by an architect Made Dwi Armika, 31, was named the best in the category of creation kite after defeating 42 other participating countries. Category of creation kite was the most favorite in the biennial event that has been going on since 30 years ago. Previously, this category was always achieved by developed countries like the United States and the Netherlands with the technology-based creation.

According to Made Dwi Armika, who also owns the Guet Gallery in Sanur, the success of the design to beat the other participants was inseparable from the uniqueness of the concept applied. The kite Rangda was made of natural materials such as palm leaves, wood fiber and various grasses. In comparison to the works of European and American countries relying on the engineering technology and the art, the work of Armika even precisely revealed the simplicity of media in use but it was intelligent in the matter of creative design. He said the concept promoted was in line with the message of global warming becoming the central issue and concern in the world today. The selection of Nature concept was inseparable from the structural and cultural life of the Balinese people upholding the Tri Hita Karana concept as a pillar of the universal balance toward a peaceful and prosperous life.

Even though he had successfully attained an outstanding achievement, Armika was not easy to get the ticket to attend such an international event. Starting from Sanur Village Festival 2010, he introduced a number of kite works featuring the Nature with a clear concept about saving the Earth from the threat of global warming. Uniqueness of the artistic concept and visualization had taken him to represent Indonesia and Asia in the Dieppe Kite Festival 2010.

“Initially, I became a participant who was not reckoned among the participating countries. But after going through the various qualifications and due to the support and motivation of Nyoman Adnyana, 75, considered as director, they were finally impressed with the concept I promoted,” said Armika after coming from roaming around Europe at the beginning of this October. His success to win one of the most pres-

tigious trophies had made him busy to prepare the exhibition for his next creations in Xienmen, China, in the middle of November 2010. Due to his achievement, Armika automatically held the tickets to participate in the qualification of Dieppe Kite Festival 2012 where for Asia would take place in Thailand.

The success of Armika at the same time posed the success of Bali and Indonesia to inscribe the international victory that actually denoted an individual persistent struggle for his love to kite culture. Indeed, as a tourism attraction, Bali had an annual event like the Kite Competition among the Hamlets and Communities. However, this competition did not have a continued agenda in the more dignified context.

By adopting various categories put into competition in France, the kite competition in Bali could actually be developed into a number of more attractive categories, such as combat category (colliding kites), kite without frame (soft kite), and kite installation with the involvement of the Balinese artists. The role of government should not be halfhearted and the competition usually conducted every August should become the starting point heading for a larger event. On that account, the kite lovers and creators got a wider medium of learning and did not give impression to become the number one in their own arena only. B N

At the beginning of the second tenure of their leadership, Badung Regency managed to inscribe gold ink with the highest achievement in the field of orderly traffic and urban transportation in the national forum through the Wahana Tata Nugraha (WTN) trophy.

UTA belonging to Middle Town category represented the Badung Regency in the event the Orderly Traffic and Urban Transportation competition and could win the award for the tenth time. Previously, Kuta ever won the same awards in 1998, 2000, 2001, 2002, 2003, 2005, 2006, 2007 and 2008.

WTN trophy of this year constituted the result of the assessment held in 2009 and handed over in Mataram Room of the Office of Ministry of Transportation of the RI in Jakarta Tuesday (Sep 28) by the Minister of Transportation, Freddy Numbery and received

Mina Kanti Lestari Fishery Group Represents Gianyar F

ISHERIES sector, especially in the field of giant freshwater prawn augment, stays potential to be developed considering the stable needs. No wonder, many families involve deeply in this sector to support the family’s income. Just as committed by residents of Wanayu Bedulu Hamlet, Blahbatuh, they established a fishery group named Mina Kanti Lestari.

Initially, there were only few people deeply involving in this business. However, due to a promising prospect where the high demand for hotels and restaurants made the owners of rice field that originally cultivated paddy converted their profession to freshwater prawn aquaculture.

As a result, the initiative to establish a fishery group was in effect.

Chairman of the Mina Kanti Lestari fishery group, I Nyoman Sukaja, explained that his group was founded on February 23, 2005. At the beginning, his group had 22 members, and in 2009 two new members joined and up to September 2010 it had been recorded 24 members with major business activities in the field of freshwater prawn augment.

In the effort to increase the income and welfare of its group members, it conducted business activities consisting of main business and supporting business. Principal business carried out by the group was the giant freshwater

prawn augment. Additionally, the group also did augment to fish commodities such as tilapia, carp and catfish.

Meanwhile, the supporting business of the group was credit and saving services with initial capital sourced from basic savings, mandatory savings and financial assistance for capital strengthening. From such freshwater prawn augment cultivation, the number of prawn production generated by the group in 2009 amounted to 18.860 tons, with the average production of 4.1 tons/ha on the total of 4.60 hectares of land.

To develop the business, the group had also established the short-term, mid-term and long term working program. For short-term program they wanted to realize the development of freshwater lobster.

“This business activity is expected to become one of the best solutions to increase the income of the group,” said Nyoman Sukaja.

High productivity and good management made this group selected as envoy of Gianyar Regency in the fishery competition to Bali Province level. Based on the results of the assessment team evaluating the groups at Bedulu Vil-

lage, Blahbatuh subdistrict and Gianyar Regency level, the ability of Mina Kanti Lestari fishery group belonged to middle-class

capabilities in accordance with the charter of recognition issued by the Regent of Gianyar, October 7, (BTN/r/015) 2009. B N

Mayungan Anyar Hamlet Retains Agrotourism Potential I

Historically, continued Eka, the village was capable of producing vegetables that provided supplies for Baturiti subdistrict as well as other areas from the past times. Meanwhile, in the field of technology, local villagers remaining to use traditional manners along with its subak irrigation system could become the main attraction.

Its products comprised the combination of activity to enjoy the natu-

ral scenery of plantation and agriculture with other activities, such as enjoying the scenery around the tourist object while picking pineapples, tomatoes, oranges and other fruits. “And the current trend at the village is that visitors can do additional activities such as hiking and cycling around the location of agrotourism,” said the administrator of the Indonesia Hotel and Restaurant Association (PHRI) of Badung Chapter calmly.

Mayungan Hamlet also had ancestral cultural heritages such as Chinese ceramics originated in the Ming Dynasty times (thirteenth to fourteenth century), pieces of slonding gamelan blades, buffer of slonding blades, and the Okokan arts. The panoramic view of terraced

rice field combined with sunset generated an interesting scene.

Likewise, there were also tourist attractions of Ngingil and Cepung Waterfall that were no less interesting.

However, Eka added that the road leading to the village stayed to become a significant constraint.

Road access to the village was extremely damaged and not worthy to be passed through. Then, connecting bridge of Tohjiwa Village in Badung Regency and Talangpati Village in Tabanan Regency had not been improved yet properly. Ingredient: 2 blue crabs and 2 pcs bilimbi (divided into four)

Spice: 6 cloves shallot, 3 cloves garlic, 1 large chili, 1 small chili, 2 candlenuts, 1 slice turmeric, 1 slice ginger, 1 slice galangal, ½ tsp salt, Other: 1 glass of water, 1 tbsp cooking oil, 1 tbsp lime juice to get rid of putrid taste Method: · Open the carapace and cleanse the crab finely.

Then, smear it with the lime juice evenly. · All spices are ground. Then, stir-fry until smelling fragrant. Put the crab into the spices on the frying pan. Aside from seeing nice rice terrace and beautiful birds, you may also encounter farmers being absorbed in completing their activities. As in the household, they also organize various rituals for their rice from the very beginning of land cultivation until by the harvest.

fter planting rice, there are series of activities to maintain their paddies. As a socioreligious organization, subak community treats their paddy as human by providing them with life-cycle rituals. After cleaning up the weeds, farmers will perform ngulapin to regain the spirit or consciousness of paddies. Then, 42 days after the kickoff ritual (only one member selected to do this), they organize collective ritual at subak temple resumed with one-day of silence or nyepi. During which, no one may do activities in the rice field.

When the paddy has got ‘pregnant’ or is going to bloom, farmer will perform miseh ritual. Striking content of this oblation is assorted sour fruits and small penjor (bamboo log or midrib of sugar palm) installed adjacent to the upstream shrine. As on human, the sour fruits mean to strengthen the pregnancy and expected the entire grains could produce rice. When the rice turns yellow, it is time for the last ritual mabiyukukung marked with the use of basket made of plaited green coconut leaf. This ritual is resumed with the selection of rice known as Dewa Nini. By and large, it amounts to a handful of rice stalk that will be given offering in post-harvest ritual at rice granary.

In technical matters, the subak regularly checks their water divider or temuku before entering the new planting season. Due to natural process and water flows, its condition may have changed. Subak administrators will calibrate the measurement of temuku (if made of wooden log) pursuant to the record book

of water subscription. Measurement unit of water subscription is called tektek. This measurement is proportional to the extent of rice field so there will be no rice field having surplus of water or on the contrary. For instance, one hectare of land in the upper stream may need ½ tektek, while at downstream will need 1 tektek. This happens due to disparity of water discharge.

Other than water subscription, there is also mutual assistance work. Let’s assume the subscription rate is IDR 10,000 per tektek. If a farmer subscribes for 1 tektek and he attends the mutual works, he is unnecessary to pay. However, when he uses more than 1 tektek he should pay the excess pursuant to the rate.

In relation to water subscription, there are also some penalties. If a subak member cannot meet the time limit of planting rice or proven to have stolen water, his water subscription for the ongoing planting season will be terminated or just imposed with particular fines. Some practices may slightly vary from one subak to another.

Meanwhile, if you happen to see a sign of bamboo stem or tree branch plugged onto the bund of rice field and tied with some grasses near its upper end it is called sawen. It is used to convey a prohibition. Probably, it prohibits others from mowing grass as farmer just sprayed the paddy or the grass itself will be cut by its owner. Or if it is plugged on the clean up area of rice field, it stands for that people may not step foot into it to take snail or eel at night.

Hopefully, your adventure to rice field could become a memorable one and see more than verdant rice field, colorful birds and farmers’ activities. Besides, you can enrich the experience on seeing the habits and activities of local farmers. Nice rice terrace may be found at other places around the globe, but uniqueness of subak as above can only be encountered in Bali. S a result from some desk research I discovered that there has been a meeting of Dutch and Balinese tourism experts on Bali in 2002. Purpose of the meeting was to create a toolkit for the development and promotion of sustainable tourism in Asia. As a basis for this toolkit the Dutch proposed the concept of People, Planet, Profit that aims at finding a balance between this triangle. The Balinese, however, proposed the Tri Hita Karana (THK) as a different concept for sustainable tourism development that aims at finding a balance between the social, the spiritual and natural environment.

The most striking conclusion of that meeting was that sustainable tourism in Bali could only be effective based on the Balinese THK philosophy. The western concept neglects spirituality and was considered too materialistic. It is a pity that since then little has happened on Bali to promote THK with the exception of the ambitious program of THK Awards and Accreditations that promotes the THK as a reference for sustainable tourism development. The book BALI IS BALI FOREVER: Sustainable in the Framework of Tri Hita Karana should be a ‘must’ in the curriculum of universities and hotel schools. This way students will get an upto-date insight into the THK as frame of reference for tourism development on Bali.

Recognizing that Bali is a privileged island with this philosophy of THK that is deeply rooted in Hindu belief and

recognizing that this concept is the origin of all activities on Bali, now it is time to face the crucial challenge of how to implement community-based tourism (CBT). The fact that opinions on CBT among tourism experts differ widely is creating confusion and doesn’t make things easier. It is really impossible to discover the outline of CBT in this hotchpotch of conflicting and unclear reasoning. Let me describe in simple terms what to my opinion the highlights of this emerging concept of CBT are. Keep it simple is what I have learned in life. If you need many words to promote something, it is in most cases not very convincing.

CBT is a branch of tourism that opens a perspective to enhance welfare among the people in the villages in the rural or mountainous areas that up till now do not benefit from tourism. Tourism on Bali has been booming in the past, but benefited mainly the people in the south of Bali, while the villages in the rural areas were excluded from these benefits.

This is felt as unfair and in conflict with the THK. Inequality of welfare puts pressure on the solidarity among the people of Bali. Officials of the poor district of Karangasem expressed this feeling frankly by saying that tourism development on Bali is out of balance, focusing only on southern Bali, while northern and eastern Bali remained dry. All this time tourists traveling to Karangasem just

Bali is ranking high on the list of popular tourism destinations because of its many attractions such as its nice beaches, exciting waves and amazing sunset and sunrise. But keep in mind that the uniqueness of Bali has all to do with the THK, in which balance and harmony in life play such important roles. Tourists will no doubt enjoy their stay in a beautiful hotel along the beach, but the full attractiveness of Bali can only be discovered if a stroll on the beach is complemented with a trip to the villages in the hinterland. There, tourists will be inspired by the spirituality and culture, a journey of life that is so much more than just a summer holiday.

In developing CBT, villages and hotels are like twins; they have their own identity but share a common interest, which is optimizing Bali’s appeal to tourists, thus generating welfare for Bali and its people. Although hotels and villages have their own responsibility, they still are interrelated and focused on each other.

Success in either hotel industry or CBT will influence the image of tourism as a whole or in other words if one of these sectors has problems, it will be negative for the other as well. So cooperation between hotels and villages is logical and as one team they will be able to build a strong and effective CBT. Together, hotel industry and CBT will reach the top of the mountain of tourism. Individually each will not get higher than halfway the mountain and that would be a strategic blunder.

Still some people claim that hotels and villages are competitors and that hotels would be stupid to cooperate with the villages to implement CBT.

I even heard a general manager of a big 5-star beach hotel protesting CBT because he believes guests, who slip out of this hotel for a journey of life in the village, will not come back to his hotel. In his opinion it would therefore be contra-productive to support CBT. I generally respect someone’s opinion, in this case however I feel, I am sorry to say, that this GM is really stupid and it would be best to replace him by someone else who is strategically more qualified and less short minded.

Hotels and tour operators are the allies of villages that have decided to develop CBT. This is not a pact of charity, but much more a question of a win-win situation for all, although at first glance it might not seem that way. The advantage for hotels is that they can offer their guests an attractive and varied package including a visit to the hinterland. This could be considered an extra service to the guests. Instead of a defensive reaction like the one from the GM just mentioned one might expect a more proactive and positive reaction form the hotel managers, one that will help develop CBT as a complementary experience to what they themselves have to offer. I would strongly welcome a sponsoring role by the hotels in the south for the development of CBT in the villages.

Off course, the village should be leading and is the primary stakeholder, but hotels and tour operators should be members of the strategic team that supervises the operational process. The first task of this strategic team under the chairmanship of the village-head is to prepare an action plan for successful implementation of CBT. For CBT to be successful, delivering benefits to the spiritual, social and environmental elements of the village, a few

principle conditions have to be taken into account. They should be explicitly formulated and agreed upon at the start.

First of all THK has to be recognized as the umbrella under which CBT has to be built. Next enhancement of welfare among the people of the village; the preservation of culture (desa adat); the conservation of nature and the development of human resources potential, need to be acknowledged as the main objectives of CBT. In cooperation with the hotels, the villages should develop an attractive proposition for tourists that is based on the unique characteristics of each village.

The village is then in the position to make an operational plan that details all the preparations necessary to implement CBT. Again, the hotels should support this by giving proper advice on all sorts of aspects of management like requirements for rooms, sanitary conditions, level of service and F&B. To my opinion management will be the bottleneck for a successful implementation of CBT in the village. But I presume that the village has enough potential that will provide the right man, on the right place, on the right time. People on Bali love the village they come from and it will be felt as an honor to serve their own village. Wherever Balinese people live and work, indissoluble ties always bind them. As I see how young Balinese who work on a cruise line, still feel responsible for their family and send part of their salary home, I feel confident that the village-head, as representative of the village, will be able to tap in to this potential of human resources beyond the borders of the village. * ) Prof. Dr. Jan Hendrik Peters, Director of International Centre of Service studies Bali

More than two hundreds of hotel employees consisting of those working in Ubud area committed a clean-up service in the surrounding environment of Ubud, Tuesday (Sep 21), powered by 37 member hotels of the Ubud Hotels Association (UHA).

“The environmental clean-up service denotes a part of the organization’s activities while providing awareness to tourism business people and the community that Ubud is one of the destinations renowned in foreign countries. Therefore, the sanitation becomes a must to be maintained,” revealed Duartha, Vice Chairman of UHA who is also the GM of Waka di Ume Hotel.

Bangli, the Only non-Coastal Regency on the Island Bangli, capital town of the regional government of Bangli, which is located precisely in the central part of Bali province, is the only one of the nine regencies in Bali that has no coastal areas. The mountainous area with its beautiful valleys and steep slopes give this northern part of the region its unique side. Mount Abang, the highest peak is about 2.152 meters above sea level.

Kehen Temple Pura Kehen is one of the most ancient temples in Bali. It is here that

three old bronze manuscripts were housed. The people around the village worship this temple. The ceremony takes place on Rabu Kliwon Shinta where Ngusabha ceremony is held once in every three-year period, which falls on Purnama Kelima around November.

This temple is located on the southern slope of Bangli hill, about two kilometers from the town. It is really an historical temple worth visiting. It has a long flight of steps pointing down to the south. It can be reached by any mode of transport through a well kept shafted road, or a short walk from Bangli cultural hall (Sasana Budaya Bangli).

Tourism Most Affected by Impact of Climate Change Tourism becomes one of the sectors most affected by climate change due to global warming. If not anticipated accordingly, it will eventually harm the countries becoming the tourism destination, particularly the countries in the ASEAN region.

It was stated by the Expert Staff in charge of InterAgency Relation Division, Ministry of Culture and Tourism, I Gusti Putu Laksaguna, on the sidelines of the ‘Workshop on Developing the Policy Framework for the ASEAN Tourism Standards in Responding to the Climate Change’ held at the Inna Grand Bali Beach, Sanur, Wednesday (Oct 6).

According to Laksaguna, the impact of climate change mostly felt by tourism sector was in the motif change of tourists. For instance, tourists having great concern about the environment would select the destination countries having great care about environment. In addition, the considerable concern was the impact on travelers choosing not to take long haul travel because the long-distance transport was considered as the contributor to pollution.

“Tourists are very concerned about the environment until canceling their long-haul flights. Tour operators also received a lot of questions from tourists preferring to choose hotels that care about the environment.

These symptoms have occurred rampantly,” he said.

Countries in the ASEAN

region becoming the world tourist destination, he said, would have to think of solutions to anticipate the impact of climate change. For that purpose, in the workshop forum, the participating delegates exchanged ideas and delivered their solutions. In essence, the ASEAN countries wanted to move together, formulate the concepts and find out the solutions to the impact of climate change, particularly in the field of tourism.

The Workshop on Developing the Policy Framework for the ASEAN Tourism Standards in Responding to the Climate Change was attended by eight ASEAN countries. They were Cambodia, Indonesia, Myanmar, Malaysia, Thailand, Vietnam, the Philippines and Laos.

In the meantime, Laksaguna added that the results of the workshop would be incorporated into the ASEAN Tourism Strategic Plan. BTN (BTN/KMB)

A statement of the support came from Cokorda Ngurah Suyadnya from LPM Ubud. Cok Wah, who is also the Chief of Customary Security (Pecalang) of Ubud, expected the establishment of bus stops could reduce the traffic congestion in Ubud. In addition, Cok Wah reminded that in the implementation and supervision the related officials should act decisively and impartially. Apart from the control against the embarking and disembarking of passengers, the use of road for parking also got attention from the officials.

Tabanan Regency TABANAN Rainbow over ricefields

Tabanan is the name of one district and town in Bali. Though Tabanan is not really a tourist town there are still some interesting aspects to it. Back in 1906 the Balinese and Dutch were fighting over control of the island.

One of the more positive historical points of interest is the Subak Museum, located close to the main bypass road. While the museum itself is nothing special, it documents one of the most important social/economic/cultural institutions in Bali, the Subak. Dating back to 600AD, Bali has been using a system of un-

mechanized rice cultivation and water management. Bali’s ability to produce an endless supply of rice year round is central to its history.

The Subak controls management of the watercourses, stretching all the way to the highland lakes. A farmer cannot simply flood all his fields at the same time, or divert a main stream to access more water. The system is intricate and the Subak museum is the place where it’s officially documented.

Yeh Gangga, Lalang Linggah and Balian to the west are beach environments around the area. Highlights of the area close to Tabanan include Taman Kupu Kupu (Butterfly Park) in Wanasari and Yeh Panas hot springs. Pura Tanah Lot is a 15-minute drive South from Tabanan.

Tanah Lot Tanah Lot, one of the most popular places of interest in Bali, is located on the coast of West Bali, at the village of Beraban in the Tabanan Regency. It is also called Tanah Let, which means ancient land, and also Tanah Lod, which mean the land to the south. The temple Pura Tanah Lot, simple in its construction, is dramatic in its ocean-front location and is one of the main temples in the worship of Balinese gods.

Tanah Lot has a long history in the world of tourism. The temple itself is built on a small promontory, which is only accessible at low tide.

During high water the rock takes on the appearance of a large boat at sea, such is its shape.

Poisonous snakes live in the nearby caves to ‘guard’the temple and contribute to the temple’s dangerous reputation. Sunset is the best time to visit Tanah lot, when the golden red skies frame the temple and waves crash into the rocks. It is advisable to avoid the tourist crush here, as it can be severe. Klungkung, the Smallest Regency on the Island

KLUNGKUNG Ancient Kingdoms

This is the smallest regency in Bali. It covers only 121 square kilometers and includes three islands, Nusa Penida, Lembongan and Ceningan. Despite its size, its influence on Balinese culture has been powerful. It was here, in the shadow of the holy volcano Agung, that the princes and priests of Majapahit gathered in 1343 to continue the kingdom by setting up ‘Keraton’ in Samprangan, but within a couple of generations, they moved to Gelgel and then to Klungkung, in 1710. In the 16th century the Gods smiled on Gelgel when Dalem Baturenggong reached an impressive political and cultural achievement to earn his ‘golden age’ Kertha Gosa, which is situated in the central town of Semarapura, was the place for administration and traditional justice in the pre-colonial times by a council consisting of the great king and his priests. Next to the Kertha Gosa is Taman Gili, known as a Floating House (Bale Kambang) which was the King’s Guard’s headquarters.

Kamasan Traditional Paintings. A colonial building, located next to these two buildings, is Semarajaya Museum, collecting some handicraft of Klungkung, pre-historic and historic articles especially those used in the period of Klungkung’s heroic battle.

In the southern part of the museum area, there stands the main gate of Semarapura Palace ‘Pemedal Agung’.

The newest sight in Semarapura Town is Patung Kandapat Sari, situated at the main junction of Semarapura town. Some people consider this statue as the landmark of Klungkung Regency. Next to this landmark stands an historical monument known as Monument of Klungkung Heroic Battle.

This monument is a cenotaph reminiscent of an event that once took place on April 28, 1908. It is well known as ‘Puputan’, a counter-defence of The Great King of Klungkung against the Dutch soldiers.

Moving south of Semarapura town along the main road, one will arrive at the ‘under construction’ area of Tourism Villages, home of traditional Painting, Kamasan Village and Bali’s original capital, Gelgel. IMMIGRATION Visitors coming to Bali by air from outside Indonesia must be in possesion of passport that is valid for at least 6 mounts and have with them upon arrivel either a return or onward ticket. Visitor’s requirement to pay VoA (Visa on Arrival) to the Bank, Ten dollars for seven days and twenty-five for thirty days.

TIPS FOR TAKING TAXIS IN BALI 1. It is always best to order a taxi by phone especially at night.

2. If you hail a taxi on the street, be sure that the name of the taxi company is clearly marked on it.

3. Insist on using the meter. Don’t fall for driver who bargains or claims that his meter is broken.

4. In the taxi, note the taxi’s number and the driver’s ID. This may be handy if you want to register a complaint or trace belongings left behind.

5. In places such as Ubud, Sanur, and Kuta there are many people who offer you transportation services. If you must take any of their services, make sure you establish the price up front.

6. There are licenced taxis at Bali’s Airport.

Avoid taking services from “brokers” who offer you transportation.

IMMIGRATION Visitors coming to Bali by air from outside Indonesia must be in possesion of passport that is valid for at least 6 mounts and have with them upon arrivel either a return or onward ticket. TIPS FOR TAKING TAXIS IN BALI 1. It is always best to order a taxi by phone especially at night.

2. If you hail a taxi on the street, be sure that the name of the taxi company is clearly marked on it.

3. Insist on using the meter. Don’t fall for driver who bargains or claims that his meter is broken.

4. In the taxi, note the taxi’s number and the driver’s ID. This may be handy if you want to register a complaint or trace belongings left behind.

5. In places such as Ubud, Sanur, and Kuta there are many people who offer you transportation services. If you must take any of their services, make sure you establish the price up front.

6. There are licenced taxis at Bali’s Airport.

Avoid taking services from “brokers” who offer you transportation.

Tourism Most Affected by Impact of Climate Change Tourism becomes one of the sectors most affected by climate change due to global warming. If not anticipated accordingly, it will eventually harm the countries becoming the tourism destination, particularly the countries in the ASEAN region.

It was stated by the Expert Staff in charge of InterAgency Relation Division, Ministry of Culture and Tourism, I Gusti Putu Laksaguna, on the sidelines of the ‘Workshop on Developing the Policy Framework for the ASEAN Tourism Standards in Responding to the Climate Change’ held at the Inna Grand Bali Beach, Sanur, Wednesday (Oct 6).

According to Laksaguna, the impact of climate change mostly felt by tourism sector was in the motif change of tourists. For instance, tourists having great concern about the environment would select the destination countries having great care about environment. In addition, the considerable concern was the impact on travelers choosing not to take long haul travel because the long-distance transport was considered as the contributor to pollution.

“Tourists are very concerned about the environment until canceling their long-haul flights. Tour operators also received a lot of questions from tourists preferring to choose hotels that care about the environment.

These symptoms have occurred rampantly,” he said.

Countries in the ASEAN

region becoming the world tourist destination, he said, would have to think of solutions to anticipate the impact of climate change. For that purpose, in the workshop forum, the participating delegates exchanged ideas and delivered their solutions. In essence, the ASEAN countries wanted to move together, formulate the concepts and find out the solutions to the impact of climate change, particularly in the field of tourism.

The Workshop on Developing the Policy Framework for the ASEAN Tourism Standards in Responding to the Climate Change was attended by eight ASEAN countries. They were Cambodia, Indonesia, Myanmar, Malaysia, Thailand, Vietnam, the Philippines and Laos.

In the meantime, Laksaguna added that the results of the workshop would be incorporated into the ASEAN Tourism Strategic Plan. BTN (BTN/KMB)

The Regent, who is also Chairman of the Indonesia Hotel and Restaurant Association (PHRI) of Bali Chapter, added that such alternative solution would be used as a pilot project to address the traffic congestion in Ubud. To Resolve Congestion in Ubud Stakeholders Agree to Build Bus Stops and institutions. The endeavor of Gianyar Regency to build a bus stop in Ubud area received a positive response from community figures, tourism associations and tourism businesspeople in Ubud area.

A statement of the support came from Cokorda Ngurah Suyadnya from LPM Ubud. Cok Wah, who is also the Chief of Customary Security (Pecalang) of Ubud, expected the establishment of bus stops could reduce the traffic congestion in Ubud. In addition, Cok Wah reminded that in the implementation and supervision the related officials should act decisively and impartially. Apart from the control against the embarking and disembarking of passengers, the use of road for parking also got attention from the officials.

Meanwhile, Chairman of the PHRI Gianyar, Dewa Arimbawa, was glad to welcome the existence of such bus stops.

He also reminded when the project had been running for some time it should be continued by evaluation. On that account,

Tabanan Regency TABANAN Rainbow over ricefields

Tabanan is the name of one district and town in Bali. Though Tabanan is not really a tourist town there are still some interesting aspects to it. Back in 1906 the Balinese and Dutch were fighting over control of the island.

One of the more positive historical points of interest is the Subak Museum, located close to the main bypass road. While the museum itself is nothing special, it documents one of the most important social/economic/cultural institutions in Bali, the Subak. Dating back to 600AD, Bali has been using a system of un-

mechanized rice cultivation and water management. Bali’s ability to produce an endless supply of rice year round is central to its history.

The Subak controls management of the watercourses, stretching all the way to the highland lakes. A farmer cannot simply flood all his fields at the same time, or divert a main stream to access more water. The system is intricate and the Subak museum is the place where it’s officially documented.

Yeh Gangga, Lalang Linggah and Balian to the west are beach environments around the area. Highlights of the area close to Tabanan include Taman Kupu Kupu (Butterfly Park) in Wanasari and Yeh Panas hot springs. Pura Tanah Lot is a 15-minute drive South from Tabanan.

Tanah Lot Tanah Lot, one of the most popular places of interest in Bali, is located on the coast of West Bali, at the village of Beraban in the Tabanan Regency. It is also called Tanah Let, which means ancient land, and also Tanah Lod, which mean the land to the south. The temple Pura Tanah Lot, simple in its construction, is dramatic in its ocean-front location and is one of the main temples in the worship of Balinese gods.

Tanah Lot has a long history in the world of tourism. The temple itself is built on a small promontory, which is only accessible at low tide.

During high water the rock takes on the appearance of a large boat at sea, such is its shape.

Poisonous snakes live in the nearby caves to ‘guard’the temple and contribute to the temple’s dangerous reputation. Sunset is the best time to visit Tanah lot, when the golden red skies frame the temple and waves crash into the rocks. It is advisable to avoid the tourist crush here, as it can be severe. Klungkung, the Smallest Regency on the Island

KLUNGKUNG Ancient Kingdoms

This is the smallest regency in Bali. It covers only 121 square kilometers and includes three islands, Nusa Penida, Lembongan and Ceningan. Despite its size, its influence on Balinese culture has been powerful. It was here, in the shadow of the holy volcano Agung, that the princes and priests of Majapahit gathered in 1343 to continue the kingdom by setting up ‘Keraton’ in Samprangan, but within a couple of generations, they moved to Gelgel and then to Klungkung, in 1710. In the 16th century the Gods smiled on Gelgel when Dalem Baturenggong reached an impressive political and cultural achievement to earn his ‘golden age’ Kertha Gosa, which is situated in the central town of Semarapura, was the place for administration and traditional justice in the pre-colonial times by a council consisting of the great king and his priests. Next to the Kertha Gosa is Taman Gili, known as a Floating House (Bale Kambang) which was the King’s Guard’s headquarters.

Kamasan Traditional Paintings. A colonial building, located next to these two buildings, is Semarajaya Museum, collecting some handicraft of Klungkung, pre-historic and historic articles especially those used in the period of Klungkung’s heroic battle.

In the southern part of the museum area, there stands the main gate of Semarapura Palace ‘Pemedal Agung’.

The newest sight in Semarapura Town is Patung Kandapat Sari, situated at the main junction of Semarapura town. Some people consider this statue as the landmark of Klungkung Regency. Next to this landmark stands an historical monument known as Monument of Klungkung Heroic Battle.

This monument is a cenotaph reminiscent of an event that once took place on April 28, 1908. It is well known as ‘Puputan’, a counter-defence of The Great King of Klungkung against the Dutch soldiers.

Moving south of Semarapura town along the main road, one will arrive at the ‘under construction’ area of Tourism Villages, home of traditional Painting, Kamasan Village and Bali’s original capital, Gelgel. Bangli, the Only non-Coastal Regency on the Island Bangli, capital town of the regional government of Bangli, which is located precisely in the central part of Bali province, is the only one of the nine regencies in Bali that has no coastal areas. The mountainous area with its beautiful valleys and steep slopes give this northern part of the region its unique side. Mount Abang, the highest peak is about 2.152 meters above sea level.

Kehen Temple Pura Kehen is one of the most ancient temples in Bali. It is here that

three old bronze manuscripts were housed. The people around the village worship this temple. The ceremony takes place on Rabu Kliwon Shinta where Ngusabha ceremony is held once in every three-year period, which falls on Purnama Kelima around November.

This temple is located on the southern slope of Bangli hill, about two kilometers from the town. It is really an historical temple worth visiting. It has a long flight of steps pointing down to the south. It can be reached by any mode of transport through a well kept shafted road, or a short walk from Bangli cultural hall (Sasana Budaya Bangli).

S a result from some desk research I discovered that there has been a meeting of Dutch and Balinese tourism experts on Bali in 2002. Purpose of the meeting was to create a toolkit for the development and promotion of sustainable tourism in Asia. As a basis for this toolkit the Dutch proposed the concept of People, Planet, Profit that aims at finding a balance between this triangle. The Balinese, however, proposed the Tri Hita Karana (THK) as a different concept for sustainable tourism development that aims at finding a balance between the social, the spiritual and natural environment.

The most striking conclusion of that meeting was that sustainable tourism in Bali could only be effective based on the Balinese THK philosophy. The western concept neglects spirituality and was considered too materialistic. It is a pity that since then little has happened on Bali to promote THK with the exception of the ambitious program of THK Awards and Accreditations that promotes the THK as a reference for sustainable tourism development. The book BALI IS BALI FOREVER: Sustainable in the Framework of Tri Hita Karana should be a ‘must’ in the curriculum of universities and hotel schools. This way students will get an upto-date insight into the THK as frame of reference for tourism development on Bali.

Recognizing that Bali is a privileged island with this philosophy of THK that is deeply rooted in Hindu belief and

recognizing that this concept is the origin of all activities on Bali, now it is time to face the crucial challenge of how to implement community-based tourism (CBT). The fact that opinions on CBT among tourism experts differ widely is creating confusion and doesn’t make things easier. It is really impossible to discover the outline of CBT in this hotchpotch of conflicting and unclear reasoning. Let me describe in simple terms what to my opinion the highlights of this emerging concept of CBT are. Keep it simple is what I have learned in life. If you need many words to promote something, it is in most cases not very convincing.

CBT is a branch of tourism that opens a perspective to enhance welfare among the people in the villages in the rural or mountainous areas that up till now do not benefit from tourism. Tourism on Bali has been booming in the past, but benefited mainly the people in the south of Bali, while the villages in the rural areas were excluded from these benefits.

This is felt as unfair and in conflict with the THK. Inequality of welfare puts pressure on the solidarity among the people of Bali. Officials of the poor district of Karangasem expressed this feeling frankly by saying that tourism development on Bali is out of balance, focusing only on southern Bali, while northern and eastern Bali remained dry. All this time tourists traveling to Karangasem just

Bali is ranking high on the list of popular tourism destinations because of its many attractions such as its nice beaches, exciting waves and amazing sunset and sunrise. But keep in mind that the uniqueness of Bali has all to do with the THK, in which balance and harmony in life play such important roles. Tourists will no doubt enjoy their stay in a beautiful hotel along the beach, but the full attractiveness of Bali can only be discovered if a stroll on the beach is complemented with a trip to the villages in the hinterland. There, tourists will be inspired by the spirituality and culture, a journey of life that is so much more than just a summer holiday.

In developing CBT, villages and hotels are like twins; they have their own identity but share a common interest, which is optimizing Bali’s appeal to tourists, thus generating welfare for Bali and its people. Although hotels and villages have their own responsibility, they still are interrelated and focused on each other.

Success in either hotel industry or CBT will influence the image of tourism as a whole or in other words if one of these sectors has problems, it will be negative for the other as well. So cooperation between hotels and villages is logical and as one team they will be able to build a strong and effective CBT. Together, hotel industry and CBT will reach the top of the mountain of tourism. Individually each will not get higher than halfway the mountain and that would be a strategic blunder.

Still some people claim that hotels and villages are competitors and that hotels would be stupid to cooperate with the villages to implement CBT.

I even heard a general manager of a big 5-star beach hotel protesting CBT because he believes guests, who slip out of this hotel for a journey of life in the village, will not come back to his hotel. In his opinion it would therefore be contra-productive to support CBT. I generally respect someone’s opinion, in this case however I feel, I am sorry to say, that this GM is really stupid and it would be best to replace him by someone else who is strategically more qualified and less short minded.

Hotels and tour operators are the allies of villages that have decided to develop CBT. This is not a pact of charity, but much more a question of a win-win situation for all, although at first glance it might not seem that way. The advantage for hotels is that they can offer their guests an attractive and varied package including a visit to the hinterland. This could be considered an extra service to the guests. Instead of a defensive reaction like the one from the GM just mentioned one might expect a more proactive and positive reaction form the hotel managers, one that will help develop CBT as a complementary experience to what they themselves have to offer. I would strongly welcome a sponsoring role by the hotels in the south for the development of CBT in the villages.

Off course, the village should be leading and is the primary stakeholder, but hotels and tour operators should be members of the strategic team that supervises the operational process. The first task of this strategic team under the chairmanship of the village-head is to prepare an action plan for successful implementation of CBT. For CBT to be successful, delivering benefits to the spiritual, social and environmental elements of the village, a few

principle conditions have to be taken into account. They should be explicitly formulated and agreed upon at the start.

First of all THK has to be recognized as the umbrella under which CBT has to be built. Next enhancement of welfare among the people of the village; the preservation of culture (desa adat); the conservation of nature and the development of human resources potential, need to be acknowledged as the main objectives of CBT. In cooperation with the hotels, the villages should develop an attractive proposition for tourists that is based on the unique characteristics of each village.

The village is then in the position to make an operational plan that details all the preparations necessary to implement CBT. Again, the hotels should support this by giving proper advice on all sorts of aspects of management like requirements for rooms, sanitary conditions, level of service and F&B. To my opinion management will be the bottleneck for a successful implementation of CBT in the village. But I presume that the village has enough potential that will provide the right man, on the right place, on the right time. People on Bali love the village they come from and it will be felt as an honor to serve their own village. Wherever Balinese people live and work, indissoluble ties always bind them. As I see how young Balinese who work on a cruise line, still feel responsible for their family and send part of their salary home, I feel confident that the village-head, as representative of the village, will be able to tap in to this potential of human resources beyond the borders of the village. * ) Prof. Dr. Jan Hendrik Peters, Director of International Centre of Service studies Bali

Verdant Rice Field:

A Playground of Birds and Hikers Having a promenade or watching birds at verdant rice field in Bali is very exciting.

Aside from seeing nice rice terrace and beautiful birds, you may also encounter farmers being absorbed in completing their activities. As in the household, they also organize various rituals for their rice from the very beginning of land cultivation until by the harvest.

A

fter planting rice, there are series of activities to maintain their paddies. As a socioreligious organization, subak community treats their paddy as human by providing them with life-cycle rituals. After cleaning up the weeds, farmers will perform ngulapin to regain the spirit or consciousness of paddies. Then, 42 days after the kickoff ritual (only one member selected to do this), they organize collective ritual at subak temple resumed with one-day of silence or nyepi. During which, no one may do activities in the rice field.

When the paddy has got ‘pregnant’ or is going to bloom, farmer will perform miseh ritual. Striking content of this oblation is assorted sour fruits and small penjor (bamboo log or midrib of sugar palm) installed adjacent to the upstream shrine. As on human, the sour fruits mean to strengthen the pregnancy and expected the entire grains could produce rice. When the rice turns yellow, it is time for the last ritual mabiyukukung marked with the use of basket made of plaited green coconut leaf. This ritual is resumed with the selection of rice known as Dewa Nini. By and large, it amounts to a handful of rice stalk that will be given offering in post-harvest ritual at rice granary.

In technical matters, the subak regularly checks their water divider or temuku before entering the new planting season. Due to natural process and water flows, its condition may have changed. Subak administrators will calibrate the measurement of temuku (if made of wooden log) pursuant to the record book

of water subscription. Measurement unit of water subscription is called tektek. This measurement is proportional to the extent of rice field so there will be no rice field having surplus of water or on the contrary. For instance, one hectare of land in the upper stream may need ½ tektek, while at downstream will need 1 tektek. This happens due to disparity of water discharge.

Other than water subscription, there is also mutual assistance work. Let’s assume the subscription rate is IDR 10,000 per tektek. If a farmer subscribes for 1 tektek and he attends the mutual works, he is unnecessary to pay. However, when he uses more than 1 tektek he should pay the excess pursuant to the rate.

In relation to water subscription, there are also some penalties. If a subak member cannot meet the time limit of planting rice or proven to have stolen water, his water subscription for the ongoing planting season will be terminated or just imposed with particular fines. Some practices may slightly vary from one subak to another.

Meanwhile, if you happen to see a sign of bamboo stem or tree branch plugged onto the bund of rice field and tied with some grasses near its upper end it is called sawen. It is used to convey a prohibition. Probably, it prohibits others from mowing grass as farmer just sprayed the paddy or the grass itself will be cut by its owner. Or if it is plugged on the clean up area of rice field, it stands for that people may not step foot into it to take snail or eel at night.

Hopefully, your adventure to rice field could become a memorable one and see more than verdant rice field, colorful birds and farmers’ activities. Besides, you can enrich the experience on seeing the habits and activities of local farmers. Nice rice terrace may be found at other places around the globe, but uniqueness of subak as above can only be encountered in Bali. “There are Three Important Subjects in the Hotel Industry” At first she was guided to take Civil Engineering by her family. After having 3 years in Civil Engineering, then she realized what she really wanted to do. She had dream that always been doing Public Relation (PR) in a Hotel. Therefore, she graduated in PR Diploma.

ER first official job with a hotel industry was at La Taverna Bali Hotel – Sanur as a Junior Secretary. Within 8 month, she was promoted to the position as Executive Secretary. She had to learn things in a very fast space, especially communicating and writing in English.

During her time as Executive Secretary, she was given many additional opportunities to learn other section of the hotel. In 2007, she was given the opportunity, promoted to the position as Administrative/Coordinating

Assistant. This job basically involves around PR, Marketing, Special Function, Coordinating VIP clients, organizing the Spa and Assisting the GM with his admin work.

During that time, she really enjoyed it and most of the time 8 hours a day was never enough. Sadly, she left La Taverna with a lot of happiness because she was expecting her second child and she took time off from work to have my son.

In June 2010 she started to work again as PA at CEO Hatten Wine Bali. Not for a long time, then she got a call from her previous boss the GM at La Taverna, Mr. Praba Maniam who is now GM of the Breezes Bali Resort and Spa. His instructions were very simple “Drop whatever you are doing, I am working for a great property, I want you to work with me”.

“The next things I know, I was given responsibilities of been the EAM of The Breezes Bali Resort and Spa. The main

areas of my responsibilities are PR, Marketing and Promotions as well I oversee the Personnel Department, Guest Activity Department and The Spa. Besides this, The Breezes Bali Resort and Spa will be going through major refurbishment of the rooms, renovation of the restaurant and spa, I assist the GM on this project. In a strange way, having done 3 years at Civil Engineering is definitely helping me because I understand faster and better for this project”, said the women who also active as a member of SKAL Bali.

Badung Regency under leadership of duo A.A. Gde Agung and I Ketut Sudikerta increasingly show off brilliant achievement. At the beginning of the second tenure of their leadership, Badung Regency managed to inscribe gold ink with the highest achievement in the field of orderly traffic and urban transportation in the national forum through the Wahana Tata Nugraha (WTN) trophy.

UTA belonging to Middle Town category represented the Badung Regency in the event the Orderly Traffic and Urban Transportation competition and could win the award for the tenth time. Previously, Kuta ever won the same awards in 1998, 2000, 2001, 2002, 2003, 2005, 2006, 2007 and 2008.

WTN trophy of this year constituted the result of the assessment held in 2009 and handed over in Mataram Room of the Office of Ministry of Transportation of the RI in Jakarta Tuesday (Sep 28) by the Minister of Transportation, Freddy Numbery and received

by the Head of Badung Transportation, Communications and Informatics Services, I Made Sutama, representing the Regent of Badung.

Mina Kanti Lestari Fishery Group Represents Gianyar F

ISHERIES sector, especially in the field of giant freshwater prawn augment, stays potential to be developed considering the stable needs. No wonder, many families involve deeply in this sector to support the family’s income. Just as committed by residents of Wanayu Bedulu Hamlet, Blahbatuh, they established a fishery group named Mina Kanti Lestari.

Initially, there were only few people deeply involving in this business. However, due to a promising prospect where the high demand for hotels and restaurants made the owners of rice field that originally cultivated paddy converted their profession to freshwater prawn aquaculture.

As a result, the initiative to establish a fishery group was in effect.

Chairman of the Mina Kanti Lestari fishery group, I Nyoman Sukaja, explained that his group was founded on February 23, 2005. At the beginning, his group had 22 members, and in 2009 two new members joined and up to September 2010 it had been recorded 24 members with major business activities in the field of freshwater prawn augment.

In the effort to increase the income and welfare of its group members, it conducted business activities consisting of main business and supporting business. Principal business carried out by the group was the giant freshwater

prawn augment. Additionally, the group also did augment to fish commodities such as tilapia, carp and catfish.

Meanwhile, the supporting business of the group was credit and saving services with initial capital sourced from basic savings, mandatory savings and financial assistance for capital strengthening. From such freshwater prawn augment cultivation, the number of prawn production generated by the group in 2009 amounted to 18.860 tons, with the average production of 4.1 tons/ha on the total of 4.60 hectares of land.

To develop the business, the group had also established the short-term, mid-term and long term working program. For short-term program they wanted to realize the development of freshwater lobster.

“This business activity is expected to become one of the best solutions to increase the income of the group,” said Nyoman Sukaja.

High productivity and good management made this group selected as envoy of Gianyar Regency in the fishery competition to Bali Province level. Based on the results of the assessment team evaluating the groups at Bedulu Vil-

lage, Blahbatuh subdistrict and Gianyar Regency level, the ability of Mina Kanti Lestari fishery group belonged to middle-class

Mayungan Anyar Hamlet Retains Agrotourism Potential I

ral scenery of plantation and agriculture with other activities, such as enjoying the scenery around the tourist object while picking pineapples, tomatoes, oranges and other fruits. “And the current trend at the village is that visitors can do additional activities such as hiking and cycling around the location of agrotourism,” said the administrator of the Indonesia Hotel and Restaurant Association (PHRI) of Badung Chapter calmly.

This contest is quite exciting as 20 children joined the fifth surfing contest on Sunday (Sep 26). More interestingly, it was punctuated by a beach clean-up contest whose winners were awarded with books and stickers. Although the activity was held under the heat of the sun, the event remained to go on smoothly.

Tourists can also see the Hindus flocking to the temple. Every single ceremonial procession held was not free from the target of tourists wishing to immortalize the auspicious moment.

Bali representing Indonesia in the Dieppe Kite Festival 2010 in France at the end of last September had incised significant record in the world’s most prestigious competition.

The kite entitled Rangda designed by an architect Made Dwi Armika, 31, was named the best in the category of creation kite after defeating 42 other participating countries. Category of creation kite was the most favorite in the biennial event that has been going on since 30 years ago. Previously, this category was always achieved by developed countries like the United States and the Netherlands with the technology-based creation.

According to Made Dwi Armika, who also owns the Guet Gallery in Sanur, the success of the design to beat the other participants was inseparable from the uniqueness of the concept applied. The kite Rangda was made of natural materials such as palm leaves, wood fiber and various grasses. In comparison to the works of European and American countries relying on the engineering technology and the art, the work of Armika even precisely revealed the simplicity of media in use but it was intelligent in the matter of creative design. He said the concept promoted was in line with the message of global warming becoming the central issue and concern in the world today. The selection of Nature concept was inseparable from the structural and cultural life of the Balinese people upholding the Tri Hita Karana concept as a pillar of the universal balance toward a peaceful and prosperous life.

Even though he had successfully attained an outstanding achievement, Armika was not easy to get the ticket to attend such an international event. Starting from Sanur Village Festival 2010, he introduced a number of kite works featuring the Nature with a clear concept about saving the Earth from the threat of global warming. Uniqueness of the artistic concept and visualization had taken him to represent Indonesia and Asia in the Dieppe Kite Festival 2010.

“Initially, I became a participant who was not reckoned among the participating countries. But after going through the various qualifications and due to the support and motivation of Nyoman Adnyana, 75, considered as director, they were finally impressed with the concept I promoted,” said Armika after coming from roaming around Europe at the beginning of this October. His success to win one of the most pres-

tigious trophies had made him busy to prepare the exhibition for his next creations in Xienmen, China, in the middle of November 2010. Due to his achievement, Armika automatically held the tickets to participate in the qualification of Dieppe Kite Festival 2012 where for Asia would take place in Thailand.

The success of Armika at the same time posed the success of Bali and Indonesia to inscribe the international victory that actually denoted an individual persistent struggle for his love to kite culture. Indeed, as a tourism attraction, Bali had an annual event like the Kite Competition among the Hamlets and Communities. However, this competition did not have a continued agenda in the more dignified context.

By adopting various categories put into competition in France, the kite competition in Bali could actually be developed into a number of more attractive categories, such as combat category (colliding kites), kite without frame (soft kite), and kite installation with the involvement of the Balinese artists. The role of government should not be halfhearted and the competition usually conducted every August should become the starting point heading for a larger event. On that account, the kite lovers and creators got a wider medium of learning and did not give impression to become the number one in their own arena only. B N
