OPENING DAY on SAN FRANCISCO BAY Sunday, April 27, 2014
Opening Day celebrates the official beginning of the 2014 Boating Season on San Francisco Bay. The Blessing of the Fleet is 10:30 to 12 noon in Raccoon Strait. The Decorated Boat Parade starts at 12 noon at Crissy Field and ends at 3:00 pm at Pier 39. On Sunday April 27, 2014 PICYA sponsors its 97th annual “Opening Day on the Bay.” This year’s Boat Parade theme is “VISIONS,” chosen by PICYA Commodore Lenora Clark, to honor our past, nurture our present, and embrace our future. The sponsor for the Decorated Boats Parade is BoatUS, for the 12th year in a row. BoatUS (Boat Owners Association of the United States) is the nation’s leading advocate for recreational boaters offering a wide array of consumer services. Every Opening Day, all types of boats from all over the Bay Area participate in the Decorated Boat Parade, off the San Francisco waterfront, from noon until 3:00. Entry in the parade is free and spectators on land can view the parade anywhere from Pier 39 to Crissy Field. This is a rare occasion to see so many special boats in one place, close to shore, and is a wonderful opportunity for families to learn about and compare different kinds of boats. Reservations can also be made in advance to view the boat parade on the Hornblower Yacht “California” chartered by PICYA every year (and where the PICYA judges are seated). Tim Parker of Parker Dive is this years Grand Marshall. The parade features over 100 historic workboats, fireboats, towboats, classic and contemporary power boats, and classic and contemporary sailboats. All are decorated, many of them to the year’s theme. The boats compete for honors and for these trophies awarded by PICYA every year:

In addition to the trophies, PICYA awards first through third place in various categories and prize bags stuffed with dining certificates, event tickets, wine, clothing, art work, boat gear, books, travel, and sailing excursions, all donated by local businesses and yacht clubs. The Opening Day tradition was expanded to add The Blessing of the Fleet (aka Blessing of the Pleasure Yachts), sponsored by various yacht clubs in the Bay Area. The tradition of blessing the fleet began centuries ago in Mediterranean fishing communities; every spring at the beginning of fishing season, a blessing from the local priest was hoped to ensure a safe and bountiful season. In 2014 the blessing vessel is the POTOMAC. Clergymen of several faiths will bless all boats that pass by the POTOMAC in Raccoon Strait between 10:30 and noon.

STATE OF CALIFORNIA DEPARTMENT OF BOATING AND WATERWAYS
Dear PICYA Members:
Dear California Boater: As you prepare for the 2014 boating season, I want to let you know that the Department of Boating and Waterways (DBW) is continuing in its efforts to make California’s marinas, waterways and oceans more accessible, safer and cleaner. We are all anticipating a great season on California’s waterways. DBW will promote the use of life jackets, and aquatic boating safety centers will offer fun and informative classes on different types of water recreational activities. Clean and green boating information will be available from Dockwalker volunteers at marinas. The department is continuing to fund marine law enforcement agencies to enforce California’s boating laws, and to manage programs to reduce abandoned vessels on California’s waterways. Additionally, DBW is continuing to plan, design, renovate and construct recreational boating facilities, including installing ADA compliant boarding floats and constructing water trails for motorized and non-motorized boats. Information on these programs can be found on the department’s website, www.dbw.ca.gov. The site also provides important information such as boating safety courses/classes, how to prevent the spread of aquatic invasive species, what to do in case of a fuel spill and how to properly choose a life jacket. In addition, there is also a boating facility locator to help you plan your boating trip. On behalf of the department, I would like to express my appreciation to the Pacific Inter-Club Yacht Association for the important role it plays in the effort to inform and educate California’s boaters, raising issues of value to the boating community, and supporting recreational boating activities and events statewide. It is an honor for me to serve as DBW’s Deputy Director and as the state’s boating law administrator to the more than 4 million California recreational boaters. I hope you enjoy your 2014 Yachting Yearbook, the official publication of Pacific Inter-Club Yacht Association, PICYA. This marks the 93rd edition of this yearbook and 118 years since PICYA was formed on May 12, 1896. It was organized to improve communications between yacht clubs and encourage yachting. Today there are over 100 member clubs in Northern California with a combined membership of approximately 18,000 boating families. Currently, PICYA is the only organization in Northern California that supports the promotion of recreational boating through the coordination and dissemination of information for the benefit of boaters. PICYA is a volunteer organization with a great wealth of talent to provide a constant flow of information. We encourage active participation by our member clubs in an array of activities. In addition to the monthly Assembly of Delegates meetings held at member yacht clubs, PICYA presents a Spring Leadership Conference and a Fall Management Conference to provide “Best Practices” regarding club issues. These conferences are excellent venues for new board members and flag officers to broaden their knowledge of matters pertaining to yachting and their clubs. PICYA is the proud sponsor of Opening Day on the San Francisco Bay, one of the largest boat parades in the United States, held the last Sunday in April most years. This year’s theme for the Decorated Boat parade is VISIONS. The PICYA Foundation was created to provide a mechanism for tax deductible contributions to our Scholarship Program and the Margot Brown Wheelchair Regatta; an annual event for over 300 veterans to enjoy a day on San Francisco Bay on members' boats. Then there is the fun and camaraderie of competing in races and regattas for prestigious perpetual trophies and awards. The advocacy arm of PICYA is Recreational Boaters of California, RBOC. The RBOC Board of volunteers works to protect our rights and gives us a voice in Sacramento. They are prepared to use every resource to ensure fairness for California boaters. Your active support of RBOC is critical to the survival of California boating as we know it. Thank you. Your purchase of the Yachting Yearbook will help further the mission of PICYA. Many volunteers help ensure boating in California continues; so that generations to come can experience the beauty and serenity of our navigable waterways. This year, RECREATIONAL BOATERS OF CALIFORNIA (RBOC) celebrates 46 years of service to the boating community of California. RBOC was formed by Pacific-Inter-Club Association (PICYA) and Southern California Yacht Association (SCYA) in 1968 to protect and enhance the interests of the state's recreational boaters before the Legislative and Executive branches of state and local government. We have enhanced our role to include National interests as well by continuing our strong relationship with our partner Boat U.S.
As I finish my first year in San Francisco I can’t help but to reflect on what a great experience this has been! The 34th America’s Cup is now behind us; San Francisco and Oracle Team USA are considering the possibilities for 2017. It is unclear at this point whether San Francisco will host AC-35. One thing is for certain: without the ardent support of the recreational and commercial maritime community, and all of the other entities that championed this endeavor, AC-34 would not have been as safe an event. Thanks to everyone who contributed to these efforts, including: yacht club members; the San Francisco Bar Pilots; commercial mariners including those who operate and support passenger vessels; federal, state, and local government representatives; et al.
We are supported primarily by donations from our originating organizations, PICYA and SCYA member yacht clubs and their members. This enables the retention of our professional team of lobbyists in Sacramento, which is so critical to protecting and enhancing boater's interests in Sacramento. Our 18 volunteer Directors are appointed by PICYA and SCYA and the Directors appoint our volunteer Treasurer, Otis Brock. The Board generally meets four times a year, but is in continual contact through conference calls and electronic media. The current economic environment has had an adverse impact on RBOC's finances. We request each California boating family to contribute at least $20 per year and each yacht club to contribute as they can to RBOC's effort of protecting and enhancing boater's interests. We encourage all of you to voice your concerns and interests to your RBOC Board Members who were appointed by PICYA; Linda Bendsen, David Breninger, Lenora Clark, Greg Gibeson (Vice-President, North), Debrenia Madison-Smith, Jack Michael (2013 President), Walt Vance, and our newest directors, Ray Durazo and Mark Rinkel. Information about RBOC is posted on our website RBOC.org, along with current news, items of interest, and Director contact information. We look to 2014 to be a year of more challenges for all of us as we continue to promote the enjoyment, protection and responsible use of our State's waterways. NORCAL is exceptional—it’s not just the geography, it’s also the people. I’ve been assigned to ports on both coasts and in the Gulf of Mexico, and have come to realize there is no better place to work and play than the City by the Bay. This is true for many reasons. Perhaps the most important for me is the relationships that flourish across communities and waterways. These relationships are not automatic – they require effort, maturity, and deference. PICYA and its member yacht clubs continue to partner, internally and externally, in an effort to improve boating safety and environmental stewardship across our region. I greatly appreciate PICYA’s legacy of leadership in these areas. Although the safety record across yacht clubs is laudable, we can do better. This is especially true for operators who are not members of boating organizations, and consequently may not have an opportunity to discuss safety best practices on a regular basis. There were nearly 750 accidents on the Bay and Delta in the last 8 years. The Delta is clearly one of the most dangerous waterways in the state; on average 67 recreational accidents occur per year. I am encouraged that California legislators are looking at mandatory boating safety education, as preventing accidents is far better than responding to them. The America’s Waterway Watch continues to be a valuable offering. This national awareness program provides an avenue to report suspicious activity on our shared waterways. The program is especially applicable now given that transnational criminal organizations are delivering marijuana, methamphetamine, and other illicit substances via “pangas” (small, open boats outfitted for smuggling) to our NORCAL coasts (my article published in the SF Chronicle last December 2nd delves into this strategic concern – an Internet search will locate the editorial). Call 877-24WATCH if you notice something out of the ordinary. My wife, Leigh-Anne, and I are honored and privileged to be part of this vibrant community. My tenure here is short—only three years—but I will do everything possible during my posting to ensure our waterways remain safe, secure, and environmentally protected. College Scholarships Announcing the PICYA & WBSG Scholarships Awarded in 2013 The PICYA Awards Dinner, held at the Encinal Yacht Club on November 4, 2013, included the awarding of five $2500 scholarships to five deserving young students. Three scholarships were sponsored by the Western Boaters Safety Group (WBSG); one by the PICYA Foundation, and a fifth was donated in memory of PICYA Delegate Andy Desin. Kelsie Deisinger received the PICYA Foundation Scholarship. She enjoys sailing her family's J105 at Tiburon YC where her father Dennis is a member, and she's also on the windsurfing team at the St Francis YC. Kelsie is a junior nursing student at Seattle University in Seattle, and studying to be a trauma nurse on a Naval ship, which will allow her to continue to enjoy the water while pursuing her career.
kelsie PICYA/WBSG SCHOLARSHIPS Every year PICYA awards as many $2500 scholarships as possible to students whose parents, grandparents, or guardians are members of a PICYA yacht club. Students may be active sailors/boaters but need not be. PICYA administers and awards each scholarship. The application process typically occurs during the summer and awards are presented in the fall. This year's applicants must either be graduating from high school in 2014 or be in college and pursuing their educational goals. In awarding the scholarships, the Scholarship Committee requires each student to submit a transcript, a 300-word essay on a chosen topic, a list of school and community involvements, and a statement of need.

Matthew Vance received the Andy Desin Memorial PICYA Scholarship. Matt's grandfather, Walt Vance, is a member of Oxbow Yacht Club. Matt is a senior majoring in materials engineering at Cal Poly in San Luis Obispo. Winners of the WBSG scholarships were Marina Fennell, Karina Myers, and Nicole Curtis Brown. Marina Fennell graduated from Piedmont High School. She is associated with the Richmond Yacht Club and has been racing sailboats since she was eight years old. She attends the University of California at Santa Barbara where she is majoring in mechanical engineering. Karina Myers graduated from Notre Dame High School in Alameda. Her grandfather, Mike Myers, is a past Commodore of the Spinnaker Yacht Club. Karina grew up boating in the Delta. She plans to major in business administration at Santa Clara University in Santa Clara. Nicole Curtis-Brown graduated from Alhambra High School in Martinez. Nicole’s parents are members of both Martinez and Caliente Isle Yacht Clubs. She attends Cal Poly at Pomona and will major in aerospace engineering.

Educational Tall Ship Returns Ship Building to Sausalito It’s been more than 80 years since the last vessel, Zaca, rolled off the ways at the Nunes Brothers yard in 1930. The next one, currently being built by Educational Tall Ship, will launch from the Bay Model in 2015. If you’ve been down by Marinship Park lately, you will have noticed all the activity at Marina Plaza, where the tent has been constructed and the keel will be laid in the next few months. In 2011 Educational Tall Ship was founded by Sausalito YC member Alan Olson and his wife San Francisco YC member Angie Lackey Olson. Alan, a sailor with 100,000 miles under his belt, is a fixture on the Sausalito waterfront. He's been a boat builder for most of his life and an advocate of getting youth out on the water. In 1984, he founded Call of the Sea to connect people of all ages to the sea and maritime traditions. Call of the Sea operates the schooner Seaward, one of the most active vessels on the San Francisco Bay. Seaward takes out more than 5,000 youth each year under a variety of programs, from three hour day programs to weeklong adventures along the Pacific Coast. At San Francisco YC Angie chaired the Race Council for 3 years and was on the Board for 3 years. She is a racer, a cruiser and a sailing teacher and was Yachtswoman of the Year in 2011. The inspiration for the tall ship design comes from Matthew Turner. Turner immigrated to the Bay Area from Lake Erie in 1850 to try his luck in the gold fields. Finding success, he returned to the East Coast to purchase a ship, for he saw more potential in the shipping business than in the gold trade. Not impressed with the vessels available at that time, he pooled his knowledge and experience to build his first ship, the Nautilus, in 1868. The Nautilus out-performed all other ships of the time, raising the bar in sailing ship design. Turner is considered the most prolific builder in history, with 228 vessels built by the end of his career in 1907. His vessels were responsible for the success of many entrepreneurs of his time. Matson Lines began their operations with the Lurlene. Spreckles Sugar and C&H Sugar both had fleets of Turner’s ships. His ships moved between San Francisco and Hawaii at record speeds, making 13 round trips in one year, including loading and unloading. Only the largest and fastest modern sailing yachts can hope to beat the eight days and six hours trip from San Francisco to Hawaii by the Lurlene and the 9 day trip from Honolulu to SF by the W.G. Irwin. Although Matthew Turner’s legacy is impressive, none of his original designs could satisfy every ETS requirement, so Tri-Coastal Marine, Inc. designed an all new vessel. The new ship is based on the Galilee, a famous vessel who came to rest at the foot of Napa St. What’s left of her bones are still visible at low tide. Mr. Turner’s innovations included a relatively flat sheer, fine entry, straight run, and little drag in the keel. The sail plan mimics his traditional brigantine rig right down to the ringtail sail. However, the ETS ship has students and passengers as her cargo where Mr. Turner’s clients were concerned with commerce and trade. This places constraints on the brigantine’s operation that Turner never needed to worry about. The sail area and hull form must meet various stability criteria. Safety requirements dictate the use of water tight bulkheads with sliding water tight doors to allow passage between compartments without going on deck. And the regenerative power system serves as a secondary method of steering the vessel (twin screw) in addition to being able to motor home when the wind dies. IN addition, ETS's goal is to create the most sustainable working tall ship ever built. All construction methods, materials, and equipment are selected with attention to their suitability for design functions, aesthetics, and the environmental impact of producing these materials and equipment as well as what happens at the end of the use cycle. ETS will use locally sourced and sustainably harvested Douglas Fir, courtesy of the Conservation Fund, along with Oregon White Oak from Sustainable Northwest Woods. All other components, such as metals, glue, paints and sails, will be also eco-friendly materials. Educational Tall Ship is always looking for supporters and volunteers. You can ‘fund-a-frame’ and have your name memorialized on a piece of history. In-kind donations of equipment are also appreciated… from ship-building tools to electronics. Maritime collector and activist Karl Kortum founded San Francisco Maritime Park Association 65 years ago with the ideal of bringing maritime history to life for Bay Area residents, students and visitors. As stewards of the USS Pampanito WWII Submarine Memorial and partners to the Maritime National Historical Park (which includes both the Maritime Museum and Hyde Street Pier), the San Francisco Maritime National Park Association offers diverse and exciting education programs that serve more than 10,000 schoolchildren per year. These students are given hands-on opportunities to connect with their local seafaring past through programs that range from overnights on the tall ship Balclutha to a semester of boat building and sailing. In addition, the Association manages rentals of the Maritime Park’s enchanting historical facilities and hosts annual events like the Maritime Heritage Awards Gala. Last but certainly not least, the Association proudly publishes Sea Letter, a semi-annual magazine of West Coast maritime history informed by photos, artifacts, and stories from the Maritime Park’s archives. The Bay Area Association of Disabled Sailors (BAADS) seeks to make all aspects of sailing accessible. To fulfill this mission, we offer dinghy sailing every Saturday and keelboat sailing every Sunday out of South Beach Marina, adjacent to AT&T Park. Our keelboat fleet includes four keelboats, each specially rigged and equipped with adaptive features to make sailing the San Francisco Bay possible for people with disabilities. Additionally, we have 23 Access Dinghies, ranging in size from 8 to 14 feet long, all of which are specifically designed for people with disabilities. Some of these are equipped with servo motors so that people with severe physical disabilities can sail solo. We serve approximately 40 participants each weekend. Our participants range in age from eight to 80 and include people with mental, physical, and developmental disabilities. Some participants have never sailed before and some have been sailing all their lives. Through our sailing programs, participants learn to sail by themselves in the dinghy program and as part of a crew in the keelboat program. We run all our programs through volunteers. Our board has thirteen people, and our volunteer base supplies anywhere from 3 to 10 volunteers per weekend. Our volunteer base is our lifeline–our programs couldn’t function without dedicated people who are reliable and have at least some knowledge of sailing and equipment. We invest a significant amount of time and effort in recruiting, training, and retaining volunteers. Learn how to become a volunteer at our volunteer page. 2. How Handicappers Tend to Set B Now.

Many experienced handicappers feel that Time on Time is a “fairer” handicapping method than Time on Distance, particularly when the table below is used as a guide in setting B. I’m not getting into that discussion here, suffice it to say that South Beach does use it for the Jazz Cup nowadays. A Statistician might take a different approach in evaluating handicapping methods as mentioned tersely in Section 3.4. B Factor 480 550 600

1. What is Time on Time (ToT) Handicapping? Time on Time Handicapping is one of the major ways of using PHRF ratings in scoring handicapped sailing races. We use it when we are unsure of the distance of the race, even when we know it roughly. And you do actually execute the Scoring program twice, first with an estimate of the parameter B so that you can obtain a results-based based value for it.
Note that one and only one setting is made. It could be made using conditions at the Start, sometime during the race, or at the Finish. In some way all the race conditions are said to be represented in this one number. Can that be true? Wouldn’t a method based on the ACTUAL race Elapsed Times over the five hours (10 hours for some races) be better?
Why wouldn’t we know the distance of a race? The major reason is that our Bay has strong currents. Is it fair to say that Treasure Island to Benicia is 26.5 miles when anything floating could be carried a long way on a 3 knot flood? Or driven away on a 4 knot ebb? But in many cases, in one-way long distance races, we have a fairly good estimate and the subject of this paper is to show how to use that estimate to derive values for B, the important ToT parameter, in a quantitative replicable manner that is derived from actual race results rather than by using a guess.
We suggest modifying the procedure, Formula 1 outlined in Section 1 to include a back-calculation for B. Even though it is somewhat paradoxical to use a value for the distance in a situation where we are not sure of the distance, all in all we this seems to be a more realistic approach. For long one-way races, our estimates of distance aren’t that bad. And the Race Committee is recording the rest of the needed information.
1.1. Accepted Common Procedure and Formula for ToT. Observe Elapsed Time for each boat3 . Compute Time Correction Factor (TCF) from PHRF, and A and B. MULTIPLY Elapsed Time by Time Correction Factor (TCF) to get Corrected Time. Sort Corrected Times – lowest Rank wins. TCF = A/(B + PHRF)…………………. Formula 1, where A is the numerator and as explained below, doesn’t affect the ranking of boats. (B + PHRF) is the denominator, measured in seconds per nautical mile4. Its value is important, its effect impossible for me to predict. The OVERALL needed result is the order of Corrected Times, or Rank. The list of boats in i ncreasing order of Corrected Time constitutes “The Results”. A commonly-used comment is that ToT assumes that your boat is the same ratio faster or slower than another boat in a race whereas Time on Distance assumes your boat is the same absolute amount faster or slower5. 1.2. Why the Value of the Parameter A doesn’t really matter. No matter what positive value it has, if you use a positive number to multiply two positive numbers, one of which is greater than the other, then the same order or rank will apply to the results. This is the case with A. In the formula for TCF (Formula 1), A is the numerator, and so it multiplies Elapsed Time. And when X is less than Y, then 10*X is less than 10*Y. And A*X is less than A*Y. In Scoring, we are only interested in the order in which boats finish on a corrected basis. Consequently, as long as we use the same value of A, its value can be anything positive. We mention a useful procedure to set it in section 3.2 – but it’s not required. 1.3. What the B Parameter means. On the other hand, B is part of the denominator, it divides. Its relation is far more complicated as it is only one part of the denominator. There are occasions when its value is critical. (B + PHRF) is the time in seconds for a boat to travel one nautical mile. Therefore 3600/(B+PHRF) is the boat’s speed in knots. In Section 3 below, we use that definition to set the value of B for a race, based on the Elapsed Times for each boat in the whole race.

3. A More Basic Way to Set a Value for the ultimate B Parameter.
3.1. Procedure to compute B for each Boat. Observe each boat’s Elapsed Time6 . Divide the Elapsed Time, in seconds, by the estimated distance to obtain B + PHRF for each boat (since B + PHRF equals boat speed in seconds per nautical mile). Subtract its PHRF to get B. Compute a value of B for each boat 3.2. Compute Average Value of B from estimated distance, Elapsed Times and PHRFs7. Take the average over all boats in the fleet, and we have a value for B derived from OBSERVED RESULTS for the whole race. Set a value for A equal to B plus largest PHRF. Compute Time Correction Factor from PHRF, and from the values for A and B. Finally (re-) Score the race with this value of B. For minor computational reasons, set A = B plus the largest PHRF which makes all TCF’s 1.000 or greater. Sort Corrected Times – lowest Rank wins. 3.3. Is this better? The resulting B is derived from the behavior of the boats during the whole race and its conditions on that day rather than one chosen somewhat arbitrarily from a table at one arbitrary time. It is a value of B for which we can produce a quantitative rationale, one that can be reproduced from actual results of the actual race itself. We can explain how we chose that value of B. And as an engineer and a mathematician, I prefer to use quantitative methods whenever it’s possible. The distance estimates that we used were commonly accepted values. 3.4. What Is a Good Handicapping System? There is no statistically robust system when using PHRF. Any system using one characteristic is deficient when it comes to Scoring. Time on Distance is easily understood and is generally accepted. This article adds a step in the computational procedures for ToT to set a parameter more rationally, and make it more acceptable. If the aim of a handicapping system is to even things out, then perhaps all Corrected Times should end up as equal Some people object to this statement on the grounds, they say, that it doesn’t allow for the crew’s handling of the boat8. Failing that, finding some measure of the spread that can be optimized may be a step towards that goal. It seems that some kind of normalized Standard Deviation of Corrected Times is what we need to look at next. We are aware that there are other handicapping systems proposed. Some involve multiple boat characteristics and/or ponderous monitoring logistics and/or expensive measurements. These are outside the scope of this paper. Our experience points to the superiority of one-design racing which avoids handicapping issues. I explore this, comparing three handicapping systems in five races, in another paper entitled “What Handicapping System Do You Like?”. That gives some statistical justification that Time on Time has the narrowest spread of Corrected Times. 6. If your fleet has a lot of boats, it is probably easiest to use the Scoring program (with default A and B values). 7. You could of course, just average the top 3 values, or the middle 50%, or all. George’s version of ggRacer for South Beach reported all these possibilities. Or you could use B from the median boat. 8. Some people object to this statement on the grounds, they say, that it doesn’t allow for the crew’s handling of the boat.
