I

T HAS long been the norm for home owners to bequeath their properties to their heirs when they die but it seems the times are a-changin’. More retirees are choosing to sell up so they can buy life rights in a retirement village. Adult children are in support of this, choosing to have their parents enjoy their golden years and hardearned money instead of staying in their homes just so they can pass them on. The dream for most retirees these days is to move into a modern retirement development that offers community, activities, friendship, health care and security but many cannot afford to buy a home in such a village. The alternative is to purchase a life right, which is much more affordable, and offers them a unit in a development for the rest of their lives, although ownership remains with the developer. On their death, the developer retains ownership of the property and any capital growth on it. A portion of the original purchase price – which differs throughout developments and agreements, is returned to the estate of the deceased. This means there is no physical property to bequeath to heirs. However, heirs can feel secure that their parents were able to enjoy their retirement years at a significantly reduced price. For some heirs, this is enough. But others want a property to be left to them, regardless of the lives their parents will lead. Mariska Auret, director at Rabie, says there is “still quite a lot of concern” from retirees who feel they have to leave something to their heirs, especially when they have few or no other assets. However, where a retiree has other assets, such as other properties, policies or a share portfolio, it seems easier for them to make a lifestyle choice that serves them, rather than being concerned about their heirs. “Unfortunately, there are always instances where heirs dissuade their parents for their own gain. “In our experience, the benefits of life rights, once understood, outweigh the need to leave something behind, and simultaneously, more heirs are realising the tremendous positive impact that living in a life right estate has on their parents.” Over the past five years, says Phil Barker, a consultant to

Renishaw Property Developments, heirs and retirees have, together, been recognising the reality that having the financial means to bequeath a property is becoming increasingly less the norm. “We are seeing more and more heirs recognising the need for their parents to continue to live the lifestyle they are used to and have enjoyed.” Echoing this, Gus van der Spek of Aview Properties says the lack of capital growth that people are facing with life rights – as any capital growth on the property will remain with the developer, along with ownership – is “a small price to pay for the safety and security and well-being of their parents”. “Our experience is that the majority of individuals in the children’s generation are more interested in standing on their own two feet and are just happy that mom and dad are safe, caredfor and happy. “The financial side of things is regarded as part of retirement

living and I think this will most definitely be the trend going forward as life rights become more widespread.” He explains that life rights generally provide a range of services which are not just lifestylebased and include essentials such as medical care and food. “In addition, the social element of retirement living is very important, so there are a number of benefits which people get from living in retirement developments.” ADVICE FOR RETIREES IN THIS PREDICAMENT As life expectancy continues to increase, Barker says retirees have to ensure, as best they can, that their retirement savings will last. “Life rights and the sectional title equivalents are ways of assisting with this process. “Our experience is that the children of retirees are recognising this and supporting their ageing parents in making this type of difficult decision.”

He emphasises that times are changing,and that, in the end, it all boils down to affordability. “People are living longer and medical costs escalate as one ages. Life savings to fund one’s longer life must inevitably include the family home.” Ultimately, Van der Spek encourages retirees to choose where they are going to be happy. After all, they have worked hard to set themselves up for a comfortable retirement. “I would urge them to see an investment like this as a repayment for life’s work. They have earned the time to settle down and enjoy these golden years in the way they feel is best, and that, ultimately, should be the focus of the decision.” A life right, says Auret, benefits retirees by offering them a tailormade lifestyle. “It is, therefore, an investment that outweighs any financial interest or gain that an heir might receive – which is not guaranteed

in any event. “The heir will still benefit financially, as they will receive the original capital back, depending in which development they purchase, as developers have varying terms and conditions.” In addition, Auret says legislation protects the occupier (retiree), which means that they have a home for life – “a tremendous benefit”. “Over and above that, there are so many things that are looked after on behalf of the occupier – 24/7 security, maintenance, and landscaping, as well as the benefits of enjoying amenities such a clubhouse, a nurse on duty and so on. “Retirees and their families, therefore, need to carefully consider what is in the best interest of the retiree. “It’s about giving him or her the opportunity to enjoy a carefree retirement and not have the stress of things like safety, mowing the lawn or fixing the roof.”

HERE are many things to consider when buying a new home, with the most common thoughts revolving around the area you want to live in, the price you are willing to pay and what the property has to offer. Another consideration, however – and one which is becoming increasingly relevant – is whether you want to live in a brand-new home and purchase your property off-plan or whether you want to move into an existing, older home. Whichever option you feel is right for you, there will be things you need to know and look out for. Buying off-plan While there are pros and cons to buying off-plan, Gareth Bailey, Pam Golding Properties area principal for Durban Coastal, says if you avoid a few simple pitfalls, you are likely to enjoy your new build and have a positive investment experience for many years to come. One of the most important factors to consider when buying off-plan is the pedigree and track-record of the developer and the professional team, because this affects the likelihood the development will be delivered on time and to specification. “When friends share stories about negative development experiences, they usually relate to delays and the quality of the delivered product.” New does not mean there is no maintenance Brand-new developments, with their modern designs and facilities, appeal to many buyers, but homes in such developments will come

at a higher price than those in a similar, existing development. In return, you get new technologies which could save you money. However, Lance Gore of Spencer Gore Developments, says you must not expect that no maintenance will be needed. “In fact, new builds require ongoing maintenance but it is generally on a much smaller scale. “For example, if buying an older house you might need to upgrade the kitchen, which can be quite costly, whereas if you buy a new property, it will have a modern and efficient kitchen. “There is a maintenance saving with a new build but if you don’t do ongoing maintenance, even with a new build, that saving soon disappears.” Part of the responsibility of choosing the right home in the right development is ensuring you know who the developers are. Buyers purchasing a home off-plan should buy only from reputable developers who have a track record of producing quality homes in similar projects, says Berry Everitt, chief executive of the Chas Everitt International property group. “They should also ensure they know exactly what they are buying in terms of floor space and finishes and that these details are clearly written into their sales agreements. “It is not uncommon for developers to create a show unit to help buyers imagine what their home will look like once it is finished but you need to doublecheck that yours will be the same size and not smaller.” Buyers should also check their

agreements to ensure all the finishes on show, such as the floor and wall tiles, kitchen counters and built-in cupboards, are included in the advertised sale price, Everitt says. Choosing the right estate in the right area New residential estates are being developed at increasing rates, with many mushrooming the same areas. So how do you ensure you choose the right estate for you? Rabie director Mariska Auret advises that you first choose an area that suits your lifestyle and carefully consider whether it caters to any other requirements that you might have. Once you have done this and found an estate that you like in that area, you should ask for the projected levies and rates to ensure that, from a cash flow point of view, the estate suits your budget in the longer term. “It is also important to know what the overall master plan of the estate looks like – that you are aware of how it will be developed in the future if it is not completed yet,” she says. Benefits of buying older homes Herculene Visser, Lew Geffen Sotheby’s International Realty area specialist in Tokai, says one of the advantages of buying an existing home is that the surrounding suburb is usually established so there is little risk of living with the disruption of ongoing construction. These areas also often offer the convenience of a developed infrastructure and an array of amenities such as shopping centres,

schools, sports facilities and places of worship. “Gardens are most likely well established and well cared-for so you won’t have to spend time and money establishing one from scratch,” she says. Disadvantages include that you might have to do renovations to upgrade the property to your standards and to meet your needs and older homes often require more maintenance that can prove costly over time. Developing area or established neighbourhood? Similarly, buyers will need to decide if they want to live in an area that is still seeing new development or a suburb that is already established. Adrian Goslett, regional director and chief executive of Re/Max of Southern Africa, says older homes in more established neighbourhoods tend to be more in demand than newly built homes. Most newly built homes are found in expanding suburbs that will grow in demand over time as the neighbourhood becomes more established. Buying a home in an existing area also usually means that you know what to expect from your neighbourhood. You will know what amenities and facilities are on offer, there will already be data available on crime statistics and property values, and you will have an idea of the general feel and sense of community in the area. You may even already know the area and have more of an idea of which parts you would like to live – or avoid living – in.

reasons,” he says. In addition to being able to buy off-plan, buyers will also not have to pay transfer duty. This is because the payment of transfer duty only applies when a property changes ownership and this is not the case when purchasing a newly built home. However, Dyer does caution that buying a newly built home in a development is still subject to VAT. “You will need to pay VAT in the absence of transfer duty as the house is registered in the name of the development company and still subject to tax. “But if you are buying a new build, you will still pay less tax than if you were buying an existing property from a VATregistered private seller. This is because a new development property is registered at the minus-VAT value as an incentive to buyers.”

Aside from the financial rewards, he says there are numerous benefits to buying in to a new development, including: • The home is a blank slate that you can furnish and fit to your personal taste and requirements. • New houses normally need less maintenance and upkeep than older homes. • Newly built homes are constructed with energy efficiency in mind, often incorporating green technology. • Security measures, such as access control, biometric access, perimeter fences and CCTV, are often included. • Community living. “We’ve noticed a huge uptick of new developments across the country that cater for a range of buyer needs, including familyfriendly estates, coastal developments and lifestyle estates,” Dyer says.

WHEN the Covid-19 pandemic first hit, the CBDs of the country’s major metros – Durban, Johannesburg and Cape Town – became near ghost towns as office workers were forced to work from home. Two years later, some professionals have chosen to take advantage of flexible work-fromhome policies and flee the city for smaller towns, often in search of a more relaxed lifestyle for their families. However, an unusual demographic has moved in to take their place and revitalise the CBD – Millennials and Gen Zs aged between 20 and 35. “This age group typically has more disposable income, and therefore greater spending power, and they are choosing to inject that cash into the inner city,” says Justine Adriaanzen, commercial real estate consultant for Galetti Corporate Real Estate. Explaining that this renewed interest in the country’s major CBDs from a younger demographic will have a positive knock-on effect on the economy and property market at large, she says property developers are capitalising on this new market by converting old and/ or abandoned buildings into trendy mixed-use developments. “More local businesses, such as clothing boutiques, homeware stores, artisanal retailers, upmarket bars and restaurants, are now opening to cater to these residents and office tenants. “Renewed investment and activity have also motivated city officials to ramp up crime prevention to revitalise key CBDs.” Much of what makes the CBD attractive to the younger demographic is the fast-paced and creative lifestyle it offers. “Savvy property developers are noticing the demand and are fulfilling this age group’s desire to move to the CBD.”

Adriaanzen shares the key factors influencing youngsters’ choice to move to the inner-city: Proximity to offices: While many South Africans are working from home, the easing threat of Covid19 has seen many offices reopening and young employees are looking to be close to work and avoid long commutes. Public transport: With parking at a premium in the city, and the petrol price increasing, many are choosing to ditch their cars and take advantage of bus routes and trains to get around. Developments near MyCiTi bus stops in Cape Town and the Gautrain Park Station in Johannesburg’s CBD stand to benefit. Trendy restaurants and bars: Young people are looking to be close to the action of the city and to patronise popular restaurants and coffee shops. On-site lifestyle amenities: Millennials and Gen Z’s prioritise convenience and lifestyle in their living space and developments with gyms, co-working facilities and even retail stores on site are in high demand. Modern design: Fast wi-fi, city views, smart TVs and sleek finishes in apartments have proved to be popular with this age group and they are even choosing these features over greater square footage in their homes. Noise prevention: An inevitable feature of inner-city living is street noise, so developers are encouraged to implement noise-blocking features such as double-glazed windows in their units. Another huge consideration in these areas is security, Adriaanzen says. “Safety and 24-hour security guards, biometric access and CCTV cameras are security measures that most Millennials will be unwilling to compromise on.”

CONCORDIA in Knysna will soon boast its own multimillion mixed-use facility and shopping mall. In a joint venture between national property developer Latitude Properties and product development firm EPCM Holdings, a R200 million mixed-use facility will house the first shopping centre in the township. Harry Pretorius, retail developer and chief executive of Latitude Properties, says the 4 500m² mall will bring shopping convenience to this underserviced area in Phase 1, while Phase 2 will add a further retail component, boosted by quality affordable housing and community-centric amenities. “These include amenities such as a co-working space, day clinic, action-soccer fields as well as a local early childhood development centre. “Kunjani Mall Concordia will change the way people shop, eat, live and work.” Major national retailers Shoprite, Ackermans and Pep Stores have confirmed tenancy in Phase 1 of the project, providing residents who travel mostly by foot into Knysna for many of their purchases with a superb shopping experience and far more choice right on their doorstep. “We are extremely excited about our multi-

functional Kunjani concept development,” Pretorius says, adding: “By creating more accessible developments with more inclusive spaces we are uplifting the area to offer better conditions and choices for residents.” The Kunjani Concordia development in Knysna will also play a key role in escalating the fabric of the neighbourhood and, importantly, contribute to job creation. “Over and above the predicted 200 builders and labourers involved in the construction, it will also yield at least 100 permanent jobs on completion.” In a move that will further contribute to economic inclusion for a broader group, Pretorius is excited to announce the development’s support for small and informal traders within the space. “Our approach is very much a collaborative one that will stimulate the entire area and have a positive social impact which, in turn, boosts the local and regional economy.” Noting that shoppers from outlying areas have less access to online shopping, he says the Kunjani Concordia development is about servicing more residents with better options. The companies working on the Kunjani joint

venture have plans to complete three more Kunjani precincts in the Western and Southern Cape over the next 18 months and remain bullish on the long-term growth of retail business in rural and township areas. “Our experience across all parts of the development sector shows that multi-functional spaces bring opportunity, first and foremost, for better lifestyles, shopping experiences and even family health,” Pretorius says, noting the importance of ensuring developers take cognisance of the full spectrum of the social ecosystem and their impact on communities.
