Everything you need to know about buying a home off-plan
A guide for prospective buyers, covering everything from conditions and deposits to vital questions you should ask BY BONNY FOURIE bronwyn.fourie@inl.co.za
T
HERE are many enticing things about buying a house before it has been built, the main one being that the homeowner gets a say in the final product. However, you need to remain realistic about how much you can change and realise that most changes will incur additional costs, says Adrian Goslett, the regional director and chief executive of Re/ Max of Southern Africa. “While each off-plan build will have its own set of customisable options, the rule of thumb is that you will have a choice of most fixtures and fittings. Any structural changes can only be done pending approval from the developers and are likely to result in additional
admin costs since the plans would have to be redrawn.” For most off-plan builds, he says you can expect choices for: • Cupboard door finishes and handles. • Kitchen countertops. • Flooring options. • Paint colour. “Generally, you will have a choice between a handful of options for each of these features. In some cases, one option might come as standard and the others will come at an additional charge. If you don’t like any of the features on offer by the developers, you may usually propose your preferred option, but this will come at your own cost if it is approved.”
Goslett cautions buyers about making changes after the home is completed as, in most cases, the red tape remains after the property has been built. “These off-plan properties are most often built in estates managed by homeowners’ associations, with strict by-laws regulating the appearance of all homes within the community. Some even go as far as to prohibit what sorts of plants may be planted in the garden.” While it might be easier to get away with changes to the inside of your home, you should never assume that you can go ahead with the alterations to the exterior that were rejected by the developers during the building
process, he warns. “The reality is that buying offplan is not the same as building your own home. “If you want the flexibility to design a home that is 100% what you would prefer, then you would save yourself a lot of frustration by building a property from scratch instead.” Buying off-plan means you are purchasing a property before the building has been completed and you will be paying a sizable deposit, with the balance of the purchasing price payable only on transfer, says Mike Greeff, the chief executive of Greeff Properties. The deposit, held in a trust, accrues interest for the purchaser. “Your deposit depends entirely on the developer but it’s usually between 5% and 20% of the purchase price. “Remember, even if a building is well on its way to being built, it is still considered off-plan.” For buyers who like the idea of being the first to live in a home, there are many ways that off-plan properties can be found. The main method, he says, is by using a reputable real estate company as the agents will be aware of the latest and/or upcoming developments. Real estate agents and developers also usually advertise the developments when they launch, notes Keith Anderson, of Dogon Group Properties. “You may see adverts in the media, on online property portals, or hear about them through word of mouth.” A factor which could be considered a disadvantage of off-plan buying is that you may have to wait longer than expected before transfer, due to unforeseen delays on the part of the developer.
Even if this does occur though, Greeff says the longer the wait, the more capital growth accumulates. Buyers who intend to purchase for the purposes of buy-tolet should consult an agency who knows the area and the development’s position to ensure there will always be a fair demand for rentals and sales. You should also ensure the credibility of the developer and ask them: • How many years have you been in business? • How many developments have you completed? • Are your renderings a true reflection of what the development will look like? If you are going this route, you should also ask to see all the plans and specifications of the property before paying a deposit. “It is not wise to rely solely on promotional brochures. If you don’t have the original specifications, then the developer can essentially change the building and you’ll get something you weren’t expecting.” You need to make sure the developer has a good track record and ensure the contract states that there is time post-completion for inspection. “This gives you time, before you move in, to address any issues you might have with the building and it gives the developer enough time to fix it,” Greeff says. You should also find out how long the development will take to be built and how it will be managed by the developer. Anderson adds that buyers must make sure that the major banks have approved the scheme. You must also ensure that you sign a floor plan and finishes schedule and ensure that your future levies have been advised.

W
HETHER one is looking to retire, raise a family or have the convenience of lock-up-and-go living as a young professional, the community and security elements of modern estate developments are undoubtedly alluring. The trend to move to secure retirement environments is on the up, says developer of Knysna Lifestyle Estates Ian Raubenheimer. And if the developments take factors such as space, privacy, health care and support into consideration, demand will be good. There will also be “high demand” in the Western Cape and Garden Route particularly, as retired city folk feel the need to escape their urban lifestyles and retire to destinations where these factors, and security, are provided. “Smaller towns such as Knysna FIND US HERE: @iolproperty @iolproperty @iolproperty.co.za
are in a position to offer all these factors to retirees along with the beautiful surroundings of the Garden Route.” The demand for secure estate living generally is high, and the Garden Route has many developments to suit all buyers, from first-timers to retirees. “Retirees do not want to find themselves in a position where they have large homes to maintain, thus buying into an established development where homes and gardens are maintained is of great importance. In current times, retirees are independent and even though they may want to be near family, they do not want to rely on their families to look after them in later years, preferring to have health care on hand where possible. “A strong support base within a secure retirement estate, making friends with like-minded
individuals, and still being able to enjoy a sense of space and privacy have become driving factors in their choice of retirement homes.” Raubenheimer uses the 52-hectare Knysna Lifestyle Estate as an example. It offers the element of space as it “boasts a density of a mere five homes per hectare – one of the lowest residential densities of any similar lifestyle estate in South Africa”. “This is not your average lifestyle retirement village. Combining freehold luxury homes and life right assisted-living units, residents enjoy the space, allowing for privacy, yet the health facilities are close enough for care.” Space, privacy and the peace of mind that comes with knowing health care is instantly available are important to most retirees. He adds: “The pandemic has strengthened the need to respect
homeowners’ rights to space and privacy, thus retirement developments are changing from traditional set-ups where homes were built in cramped environments with little space.” In KwaZulu-Natal, however, the recent floods hampered what was a “reasonably buoyant” retirement estate market at the beginning of the year, says Phil Barker of Renishaw Hills. This was mainly due to prospective purchasers curtailing their travels as roads, including freeways, were in a bad condition. “Infrastructure has not been fully restored but the market has picked up from late May,” he says, noting that, at Renishaw Hills – and all estates offering what is perceived by the market to be good value – demand remains pretty good. “Demand will continue to grow, so there is room for further developments… We see the increased demand likely to be concentrated in areas offering relaxed, outdoor lifestyle opportunities, such as good weather, warm seas, accessible beaches and nature trails. “Coastal properties remain popular and we would expect this section of the market to outperform, in terms of return on investment.” The trends Barker has noticed, through his interactions with prospective Renishaw Hills investors, include increased interest in nature trails, surrounding coastal forest, grasslands and wetlands. Another major demand of developments is in-house facilities to decrease reliance on municipal services, solar power, boreholes, water treatment plants, and waste treatment works. He adds: “The demand for secure and safe living with access to efficient paramedic services and good medical facilities has increased dramatically and, we believe, will continue to do so. The current retiring generation – the so-called baby boomers – are also demanding facilities to enable fitness and
fun activities as they seek new adventure after retirement from the corporate world. And newer estates are offering it all. Homes priced at R1.3 million are the most sought-after in South Africa, says Geoff Perkins, the head of Collins Residential Projects. The most active seller market is for properties between R700 000 and R2m that offer access to schools, public transport, fibre optics, and are near shopping centres and other amenities. “There is a higher demand in the higher price brackets within the luxury markets, or within luxury areas.” The Covid-19 pandemic was also an “enormous boost” for the property market as interest rates were low and mortgage conditions favourable. “The pandemic (and remote working) drove many people to buy homes in smaller coastal and country towns.” He says that from August 2020 to July 2021, 1 798 transfers took place within KZN’s greater North Coast, 88% of which were within secure gated communities. Home layout trends for properties within secure estates: • Multifunctional spaces rather than open layout; broken plan layouts that have a clear distinction between living and working spaces • Showstopper kitchens – more money being put into design. Aesthetic factor and functionality remain important while classic white and rich and earthy hues are trending • Design that enhances well-being – increase in connectivity to the natural environment using nature, emphasis in creating calming, well-ventilated plant-filled environments • Smarter homes Facilities in demand, Perkins says, include pools, kids’ play area, clubhouses and sufficient visitor parking. Pet-friendly properties are also sought after.
