Greetings from IndiaSAFE! Al Qaeda’s recent release of a video announcing the establishment of a new branch on the Indian subcontinent is being viewed by the Government and by security forces as a matter of serious concern. Al Qaeda’s leader, Ayman al-Zawahri stated that it meant to revive jihadist activity in India, particularly in the states of Assam, Gujarat and in the Kashmir region.

The new branch in the Indian Subcontinent is called Qaedat al-Jihad, and while Zawahri’s statement that it had taken more than two years to gather the mujahideen into a single entity is important enough, analysts believe that the emerging threat of al Qaeda in India is greatly overshadowed by the inroads made by its offshoot, the ISIS.

Though al Qaeda has been operating over a much longer time, in recent months ISIS, a Sunni network that split from al Qaeda last year, has begun recruiting Indian Muslims, one of whom was believed to have been killed in the fighting in Syria recently. ISIS has set its sights on India, large parts of which it claims will be united in a Caliph of its self-proclaimed Islamic State. While the world’s leading powers rally their collective might to tackle the ISIS problem that threatens to invade their shores, is India too getting prepared and looking at its response holistically? Much remains unknown about the actual inroads ISIS can make in India, but their brutality at times, cannot be witnessed. The business and technical cases for

Solar-Recharged Video Surveillance Systems ‘How Do I Know I Can Rely on It?’

Introduction

R

emote cameras are a security professional’s eyes at the edges of parking lots, ranches, K/12 and university campuses, freight yards and power stations, where property is most vulnerable. The ideal remote camera is: ● Solar-recharged: based on renewable energy and independent of the electrical grid. ● Wireless: flexible enough to place cameras close to target areas of interest, away from the primary source of power. ● Self-contained: comprising an integrated camera, transmitter, battery and solar panel. ● Pole-mounted: taking advantage of existing structures and requiring minimal new construction. Any security system is only as strong as its weakest link, and most security professionals are likely to regard a solarrecharged, wireless, pole-mounted, selfcontained camera in a distant corner of the property as a probable point of vulnerability. These professionals are trained to look at every component in a system and ask, “How do I know I can rely on it?” Nevertheless, security professionals in a wide variety of industries rely on solar-recharged, wireless video surveillance systems. They have evaluated the business and technical cases supporting the technology and proved to themselves

that these systems are the most cost-effective way to maintain 24/7/365 eyes on their security perimeter.

The business case around remote surveillance Every remote camera must have power and connectivity to deliver video. Consider the constraints on proper installation of remote surveillance cameras:

1. Cameras need to transmit a signal to a central security system

o matter where the camera is placed, its value lies in its ability to connect to and deliver a feed to a video management system (VMS) where that video can be used for situational awareness and upon alarm, situational assessment.

2. Cameras must transmit 24/7/365

5. Power consumption must be minimal

6. Solar power is the best recharging option

A

Solar energy technologies are mature enough to fully recharge batteries on traffic monitoring systems, in homes and businesses and even on the Mars rovers. finance packages recognizing the 20- to 30-year lifespan of solar panels. Thus, the configuration that best fits the business case is a fully integrated, remote camera that has its own low-power wireless transmitter, rechargeable battery and solar power source, and that is easy to relocate when necessary (see Figure 1).

As defined above, the main question is whether solar power will suffice to keep a battery charged in protracted, sunless conditions where video surveillance is required. Security professionals can use a simple model to analyze the power generated and power consumed by the camera. According to NASA data, a horizontal solar panel in Toronto in December receives 1.24 kWh/ m2/ day of insolation. Another way of viewing this 1.24 figure is as equivalent peak sun hours, in which solar panels are rated. Therefore, multiplying kWh/ m2/ day times the solar rating of the panel yields total wattage generated in a day. For example, 1.24 peak sun hours would yield 19.8W over an entire day (16x1.24=19.8). Since the camera consumes only 12W per day, this calculation shows that, at the time of year when insolation is lowest, the solar panel still recharges 65 percent more (19.8÷12=1.65) in an average day than the camera consumes. Even more pessimistically, consider that insolation varies from day to day with changes in the weather. Assume a camera with a fully charged battery withstands four days of blizzard or dense fog in Toronto in December, reducing insolation to 15 percent of normal. Day 5 is sunny with 150 percent of normal insolation, followed by four additional gloomy days and another sunny day. As

In Search of Better Visibility Panasonic Visibility Enhancement Technologies

1. Introduction

Droplets on the dome cover and condensation inside the housing may reduce image quality. Falling snow and rain greatly reduce visibility, because snowflakes and droplets in the air obscure targets to be observed and reduce contrast by scattering the light caused by reflection on them. Fog, mist, haze, smoke, dust and sandstorms, which are composed of smaller droplets or particles than snow and rain, have an impact on visibility, making images white and blurred by scattering light.

N

ature has given severe challenges to video surveillance. While indoor lighting may have a not-so-wide dynamic range, natural light such as direct sunlight causes difficult lighting conditions. Adverse weather conditions such as snow and rain may also cause poor visibility. In low visibility, it is difficult for security personnel to identify suspicious objects and movements, or to monitor road traffic conditions and rail infrastructure. But the great need exists for reliable surveillance and remote monitoring in these challenging conditions. Based on over fifty years of experience in the video surveillance industry, Panasonic has developed a series of leading-edge technologies that delivers clear images even in these challenging conditions. This document presents an overview of Panasonic’s visibility enhancement technologies which provide better video surveillance.

3. Panasonic’s approach to better visibility

P

anasonic provides two types of solutions for better visibility; one is a suite of software and hardware technologies incorporated in the cameras. Another one is the software which runs on a PC where large computing power is required.

3.1 Camera visibility improvement technologies

It not only makes surveillance more reliable, effective and efficient but also surveillance system more flexible, scalable and cost-effective, eliminating the need for image processing on each server, monitor and recorder. Panasonic cameras incorporate a suite of advanced software and hardware technologies as well as a high-sensitive image sensor to provide excellent image quality. What is GPU-accelerated computing?

PU-accelerated computing is a cost-effective technology to accelerate scientific and engineering applications. A graphics processing unit (GPU) has thousands of cores to process parallel workloads simultaneously, while a CPU has some. GPU-accelerated computing offers high-speed computing by offloading CPU-intensive portions of the application to the GPU. From a user’s perspective, applications simply run significantly faster.

4. Camera visibility improvement technologies

3.2. Visibility Enhancement Software

nowflakes in the air obscure objects but it is possible to see objects through a certain degree of snow. Because snowflakes are moving, a camera can capture the object behind snowflakes little by little. By picking up small fractions of the object from a series of images and putting together into one picture, the object becomes visible to the human eye.

4.1 Enhanced Super Dynamic/ Super Dynamic

T

Combining GPU-accelerated computing and new highspeed image processing algorithms, Panasonic has developed Visibility Enhancement Software. Applied to live and recorded video streams captured in poor visibility conditions, Panasonic Visibility Enhancement Software delivers clear moving images on a real-time basis without losing important details such as color, contrast and movements.

here are many difficult lighting conditions in video surveillance. One typical challenging situation is high contrast scenes where there are very bright and dark areas. Super Dynamic enables clear identification in both bright and dark areas in high contrast scenes. It is one of the key technologies of Panasonic cameras because high contrast scenes are commonly found in video surveillance applications. Super Dynamic captures multiple images with short and long exposures. The short exposure captures the bright areas well and the long exposure captures the dark areas well. Super Dynamic combines them into one frame and results in clear images. Enhanced Super Dynamic is a latest Super Dynamic technology that delivers a wider dynamic range of 133dB. Variable exposure and shutter speed control are introduced to capture both bright and dark areas more clearly.

4.2 Adaptive Black Stretch (ABS)

(MNR) and/ or Digital Noise Reduction (DNR) deliver clear color image, reducing the visual noise in low lighting conditions.

I

t is hard to see into a dark area through the camera. Adaptive Black Stretch (ABS) enables clear identification of people and objects in the dark areas by compensating the signal level automatically. ABS is also incorporated in Enhanced Super Dynamic.

4.5 Super Chroma Compensation (SSC)

T

he color of images is discolored in poor lighting conditions, because built-in infrared (IR) cut filter is removed to increase light sensitivity. Super Chroma Compensation (SSC) recovers the original color of objects by digital image processing.

t is hard to identify a person who is in front of a bright place such as entrance or window. Combining Super Dynamic and face detection technology, Face Super Dynamic enables clear and easy identification of the person in a backlight situation.

epth of field (DoF) is the distance between the nearest and farthest objects in a scene that appear acceptably sharp in an image. Video surveillance requires wide DoF to capture both near and far objects clearly, while usual photographs use shallow DoF to emphasize a particular subject in the scene. Smart DoF keeps wide DoF, optimizing fine iris opening and focus.

CP PLUS Secures Civil Lines, Delhi

Background

C

ivil Lines is a subdivision of North Delhi District in Delhi NCR. The area accommodates Delhi’s Vidhan Sabha, Rajnivas (Lt. Governer’s official residence), DRDO Lab, IP College, part of Delhi’s arterial ring road, the northern ridge, many houses and apartments, historical monuments such as Chauburja Mosque, Mutiny Memorial, Ashoka Pillar etc., and areas like Delhi University and ISBT in the vicinity. The area observes a significant flow of traffic, goods and people. Any security lapse could prove to be tragic and fateful. Of late, there have been frequent incidents of eve-teasing, theft, hit and run cases, chain snatching, burglary and so on. Several organized crimes are also being reported and all this has been a slur on the posh area like Civi lines, which is a prestigious address to own. CP PLUS conducted a comprehensive survey of the area, observed the challenges being faced by the local people, and understood the impediments and concerns of the police. Taking all

concerns and practical aspects of the area into consideration, the design team at CP PLUS conceived and designed an effective and impregnable surveillance solution which ensures a foolproof surveillance system. The solution has been complemented with community-policeparticipation and effective alert system.

Limitations of previous system

E

arlier the inhabitants of the area were relying upon cops, barricades, private guards and personal security measures. That security system, however, lacked community participation, public to police co-ordination, system integration and monitoring. The residents also wanted to secure their vehicles and parking lots.

Solution and role of CP Plus

SSSDC’s approach to shaping the agenda for the conclave has its roots in the vast experience it has gained in creation of an eco-system over the past three years. The early days were utilised to draft protocols for affiliation of training partners and assessment bodies. SSSDC has also made substantial all round progress in setting the National Occupational Standards, approving curricula, training of trainers and assessors, affiliating training providers and assessment bodies as also fielding a credible assessment and certification process. With the basic wherewithal for the skills eco-system in place, SSSDC actively associated itself with the execution of Government launched skilling projects. These include the STAR Scheme, which received enthusiastic response from the industry with the Government reward of Rs 10,000/- per successful trainee that included the existing workforce. SSSDC is well on the way to complete its target of 1,00,000 allotted to it. Among the other notable schemes are Aajeevika, a project of National Rural Livelihood Mission for upskilling and employment of rural youth. SSSDC is also closely associated with State Livelihood Missions in conduct of security training in Assam, Madhya Pradesh, Rajasthan and West Bengal. To facilitate assessment and certification of the existing workforce as enunciated in PSAR Act 2005, SSSDC has promulgated a protocol for Recognition of Prior Learning (RPL). In his Welcome Address, Kunwar Vikram Singh, Chairman SSSDC highlighted the requirement of skilling the PSS workforce. “The future belongs to those who train hard and guard well,” he emphasized. KL Kumawat, the Chief Guest, in his address dwelt upon an institutionalized approach to training. The vast job role of the security guard, he opined, needs a rigorously-trained man. Amongst the issues of import that were flagged by the speakers were the ‘Government’s intent to transform employment exchanges to career centres to guide and counsel youth,’ as covered by Alok Kumar, IAS, DGET, MoLE. In his address, Lt General SS Chahal, PVSM, AVSM, VSM (Retd), CEO, SSSDC espoused a ‘Vision for the PSS.’ He dwelt on the upgradation of the security guard from his current unskilled/ semi-skilled status to the skilled/ highly skilled segment. The sector needs to prepare itself for this.” During the closing session, the Chief Guest, ML Kumawat released the training courseware for security guards in Punjabi, Tamil, Telegu and Bengali. Courseware in regional languages is a fundamental necessity to assist security personnel in achieving higher grades in their certification examinations. The pre-eminent message that emanated was the immediate need for certification of the existing workforce under RPL. Together with such an endeavour is the need to pursue the fruition of opportunities laid open through the MoU signed with SPUP. A host of specialist, diploma and degree courses need to be conceived and offered to security personnel to create career pathways thus retaining trained and talented manpower within the industry. Of import also are issues of pay and allowances, and welfare measures for the man who remains the PSS’s iconic flag bearer: the security guard. In the closing remarks, while the Chief Guest and Chairman, SSSDC reemphasised the issues of structured courses and RPL, Dilip Chenoy congratulated SSSDC in taking the lead by being the first SSC to organise a conclave on such a large scale. The Need for (Regulated) Speed Joining Hands for Safer Roads

ndia accounts for the highest number of road deaths in the world. The death rate for road traffic accidents per 100,000 people increased from 16.8 to 18.9 between 2009 and 2011, making it worse than Pakistan, Nepal and Bangladesh. At this rate, it is estimated that road accidents would become the fifth largest cause of deaths in India by 2030, overtaking Diabetes and HIV. More than 50% victims of road accidents belonged to the age group of 25 to 65 years in 2011, which generally comprises the working population. Therefore, the financial loss, in addition to the personal grief to the family, is also substantial. Estimates suggest that loss due to road accidents is more than 3% of the GDP, much more than the total spending on healthcare. An exponential increase in the number of vehicles has made the situation much worse, and it is more critical in the metros. For example in Delhi, given a high automobile usage, the casualties in road accidents are considerably high-

er. A study claims that there were 2153 road-accident related deaths in Delhi – much higher than Bangalore (832) which had the second highest number of deaths in 2010. Likewise, in Mumbai, in 2010 alone, there were more than 2 deaths per day. Given a high number of working professionals in these regions, a collaborative effort between the Government, ensuring safe roads, and Corporates, ensuring safe driving is required. The number of road deaths in most of the developing countries has seen a decline or has stabilized, even as the sales of cars have jumped. Therefore, the rising number of deaths in road accidents in India is a matter of serious concern. This brings us to an important question: What causes road accidents? A MoRTH (Ministry of Road Transport and Highways) report of 2012 claims that about 78% of road accidents are due to drivers’ faults. Drunk driving, using mobile phones while driving and over-speeding are among the major lapses which happen during driving.

Seatbelts and other precautionary measures installed within a vehicle could be extremely helpful in case of an accident. It is estimated that wearing a seatbelt can reduce the chance of death by as much as 50% in case of an accident. Among other minor causes of road accidents are faults in vehicles and weather conditions. Defects in vehicles cause about 1.6% road accidents (2011), while adverse weather conditions contributed to 1% of total road accidents. An audit conducted by WHO in 2006 pointed to poor enforcement of laws regarding seatbelts and drunk driving. The audit rated India 2/10 in enforcement of seatbelt while 3/10 for enforcement of drunken driving law, lesser than that of Nepal, and not better than Pakistan and Bangladesh. A more recent study, published in 2011 claims that only 27% of drivers in India wear seatbelts. This is alarming for a country which already has the dubious distinction of having the highest number of road deaths in the world. Training of drivers, espe-

cially for safety and precautions to be taken, is therefore extremely important, especially in large cities, which have a higher number of vehicles. While laws exist which make wearing seatbelts/ helmets mandatory, poor enforcement severely impairs their capabilities in preventing such accidents and consequent casualties. Driving under the influence of a substance or without recommended precautions does not only put the driver, but passengers and other street users at a significant risk. Similarly, ensuring road worthiness of a vehicle before driving is critical in preventing accidents due to malfunctions in vehicles. G4S, the world’s largest security firm operating a fleet of approximately 40000 vehicles worldwide, has taken the lead in addressing road safety concerns. Its new initiative ‘Driving Force’ not only addresses key reasons for accidents, but has also laid down procedures in case of an accident to minimize any subsequent loss. Under this initiative,

the focus would be on encouraging use of seatbelts and helmets while driving. It also highlights the risks of over-speeding, using mobile phones while driving and drunk driving, not just to the driver,

but to other users of roads and fellow passengers. To ensure the road worthiness of vehicles, a checklist for different types of vehicles would be provided to drivers to ensure that the risks of malfunctioning are minimized. A standardized accident reporting format could provide valuable feedback in terms of further customization of program and identification of room for further improvement. Such initiatives are likely to help in raising the awareness level of the drivers, and eventually mitigating the risks of road-accidents and related deaths. While improving safety standards of roads is important, any significant reduction in accidents can only be achieved with concerted and collaborative efforts from Government (providing better roads), Corporate (better training for drivers) and individuals (greater awareness). Initiatives like Driving Force are likely to play a constructive role in minimizing the number of road accidents.

Latest developments

he latest generation of flexible drops have built on the original designs. Braided hoses approved by FM and UL are now available, designed to offer tighter bend radii and increased number of allowable bends, delivering extra performance; in turn making it easier and quicker to position them in ceiling spaces correctly. Meanwhile additional improvements deliver significant and perhaps even greater benefits that make installation more efficient and help manage costs. Earlier bracket designs consisted of four or more separate pieces – typically each leg, the centre bar and the square bar – that had to be assembled on site. When working on construction sites, in poorly-lit environments where there is little colour distinction between the concrete structures and bracket pieces, it is easy to mislay or lose a component. At best, this results in lost time on the job. At worst, if a component is lost the entire product needs to be replaced, leading to significant delays and additional costs. The latest one-piece bracket designs overcome these problems: the

They offer a convenient and safe solution, requiring fewer man-hours to install, are cost effective for maintenance and retrofit applications, and lower shipping costs with a more compact form. Next generation brackets, like the Victaulic Style AB1 bracket can be installed before ceiling tiles, which facilitates easier inspection. There is no longer a need for fire protection teams to cut tiles or coordinate with ceiling tiling teams to be on site at the same time. he popularity of the ‘Smart City’ or ‘Safe City’ is growing worldwide and not expected to slow down any time soon. In fact, research firm Frost and Sullivan recently estimated the Safe City market could reach $3.3 trillion by 2025 which is surely welcome news for those involved in infrastructure development, technology integration, energy initiatives or security. So, what makes a city smart? It’s when the city unifies traditionally separate facilities, departments and processes to achieve better operational efficiency and increased effectiveness while maximizing resources. A smart city in action might integrate police response and reporting with transportation, energy and urban planning, public safety and more. Using a targeted and unified approach, city officials, first responders and residents benefit from proactive situation awareness and heightened information sharing. In many cities, effective security networks exist but operate independently. Unfortunately, during an emergency, ‘siloed’ information does little to help first responders, law enforcement officials and others to assess and react appropriately. That’s why today’s sprawling, bustling cities call for a relatively new concept in surveillance: the ‘Safe City’ solution. Case in Point: Imagine if a major crime is committed during a city event. The perpetrator quickly leaves the scene, hops onto public transportation

and heads to the airport. Police and first responders scramble to gather information; meanwhile, the criminal escapes undetected. In a smart city, integrated technology enables officials to detect the suspect quickly at the scene and to track his or her travels on public transportation to the airport. Additionally, emerging applications such as crowdsourcing further help enable officials to tap into other social and corporate networks. Sharing information quickly with various stakeholders ultimately provides city and law enforcement officials with better odds of capturing the perpetrator before he or she leaves the area – or commits another crime. Safe cities integrate video surveillance data from disparate resources in a municipal area in order to help provide officials with a holistic view of their city and create more effective situational awareness during natural disasters, terrorist attacks, large events and even daily commutes. In India, an example of a Safe City project is the city of Surat, known as the diamond capital of the world which has made waves in the world of security since announcing its ‘Safe City’ project in early 2012. Verint helped Surat put its Safe City plans into action. The sprawling city, located in the state of Gujarat, is home to about 4.5 million people. The objective of the project is to better ensure the safety and security of residents while also protecting the many key industries that call the city home, including diamonds, textiles, engineering, and September 2014

oil and gas properties. In January 2013, Surat launched the first stage of its Safe City initiative, featuring a state-of-the-art 24/7 video surveillance and security command center that centrally monitors, aggregates and analyzes multiple surveillance feeds, all to support proactive physical security management of the city. The surveillance center also includes a city mapping capability that provides reports on physical security, fire alarm and water levels, along with evacuation and disaster recovery plans. In a short span of 10 months, the new surveillance system has already resulted in penalties for 109,000 traffic offenders in the coverage area. In recognition of the safe city initiative, Surat made to the shortlist of candidates eligible to receive the Indian Prime Minister’s prestigious award for excellence in public administration. With the Smart City concept gaining acceptance, it is expected to grow exponentially as cities and municipalities realize the benefits of these programs and put plans in action. Not surprisingly, surveillance technologies, video management software and ongoing innovation in communications and public safety will play major roles in the concept’s effectiveness. ocated just outside Ho Chi Minh City, in Binh Duong, Tan Hiep Phat Beverage Group (THP) is a leading beverage corporation that develops, manufactures and retails an assortment of bottled drinks to Vietnam and other Asian countries. Superseding the regional sales of global giants such as Coca-Cola and Pepsi, THP houses 6,000 square meters of office space, 7,500 square meters of factory space, and 46,000 square meters of warehouse space in their state-of-theart headquarters. With over 4,000 employees and billions of Vietnamese Dong of inventory leaving their facility daily, THP focuses on delivering quality products in a safe environment. While they had an analog video surveillance system in place, properly handling investigations was difficult and time consuming. The grainy images from DVR tapes and interrupted reliability of the system made securing their facilities even more challenging. Instead, THP wanted to find a proven enterprise-class and feature-rich IPbased security system that would speed up investigations, offer easy access to managers overseeing operations, and cut

costs by using existing hardware. From an IT standpoint, flexibility in network configuration and tools that would leverage their existing network infrastructure were also important. taining the equipment at such a massive site. Similarly, by using the bandwidth of each network segment only once, the Multicast capability in Security Center allows many users in various locations to view a video feed simultaneously without overcrowding the network or overloading the servers to redirect the stream, which is often a limitation of other video systems in the market. In terms of storage, there is room for 500TB of archiving, which allows THP to retain video recordings for 30 days. For added reliability, THP has Omnicast Failover Archiving and Directory setup to ensure uninterrupted live monitoring and access to critical information, even in case of hardware failure or network interruptions. Outside their headquarters, they reinforce their perimeter security with eight AutoVu license plate recognition (LPR) cameras. In the event that a theft is reported, THP’s security team can easily pull up video tied to the LPR reads so they can see exactly who was driving the truck as it entered and exited the facility.

ith two 12-hour shifts of security operators manning the system daily, the ease of system usability has really helped them reduce response time to incidents and quickly find information during investigations. THP offers Mobile capabilities to floor managers who use their phones to check up on operations from anywhere in their head-

quarters. Orion has also helped THP set permission levels in Security Center, so certain tasks and video are restricted only to those who have authorized access. Visual tracking is another feature that THP operators have implemented. Instead of having to remember camera names or IDs in a list of 1200, they are now easily able to track a moving target in the factory, jumping from camera to camera with a single click of a button directly from the video tile. And with the support for the bi-directional audio functionality of the cameras, operators in the control room can efficiently communicate with floor managers, without having to walk through the facility.

Setting the benchmark for the future

oncerning their future plans, THP is looking at possibly expanding their surveillance system to three other remote factories throughout Vietnam,

and tie them all back to the central headquarters in Binh Duong. This will all be possible thanks to the Genetec Federation feature which allows THP to manage all their Security Center systems as one single virtual system, while still maintaining independence for local security teams. Furthermore, knowing Security Center is open and highly customizable, THP is also interested in integrating other third-party systems into the unified platform like access control, video analytics and possibly more. This will help to further simplify their operations by automating tasks, handling alarms, and managing system components across all security and business systems from a single user interface. The adopted ITS systems integrates Automatic Number Plate Recognition (ANPR), traffic light enforcement, speed systems, green waves as a whole in order to regulate driving behaviors and overcome traffic jams. For ANPR systems, Dahua 1.4-megapixel and 11-megapixel HD traffic cameras are adopted at intersections on main roads, taking care of the snapshot of front and back of the vehicle respectively. In the case of the DS2CD8255F-EI, it would fall under the main security office’s jurisdiction. ounded in the early 1990s with a focus on residential sales and rentals, Centre Realty Group (CRG) has grown into a full-service real estate brokerage firm specializing in residential and commercial sales and leasing in the Boston/ Metro West area of Massachusetts. With its extensive rental database, the firm provides services to more than 500 landlords and property management groups. In real estate, potential renters or buyers never make an offer or sign a lease on a property based solely on its exterior. Recognizing these challenges, CRG evaluated a number of key control and

he previous surveillance solution adopted by SinoPac was primarily based on an analog surveillance framework. Following the advancement in surveillance technology, the demand

for video clarity and recognition capabilities have become increasingly apparent, especially around the teller area in banks where the bulk of transactions are handled. For SinoPac, a new solution was required that could seamlessly integrate with its extant analog framework. VIVOTEK surveillance products, with outstanding image quality were therefore adopted. he World Cup is has drawn to a close, and Germany are not the only ones who can look back on a successful tournament. International events of this scale present a massive challenge in terms of homeland security. Not only do such events attract fans from around the globe, they also draw out criminals, increase traffic and are potential targets for terrorists. Continuing successes in Germany 2006 and South Africa in 2010, IndigoVision’s IP video surveillance solution was deployed in order to allow staff from the Local Organising Committee (LOC) in Rio de Janeiro to monitor all 12 FIFA World Cup Stadiums from their control room. IndigoVision’s solution was also deployed in the regional control room located in each of the 12 host cities along with two master control rooms, which were developed by the Brazilian Ministry of Justice’s Special Law Enforcement Secretary specifically to support major

events. This meant that every single security camera used for Brazil 2014 could potentially be monitored from any control room, in any city. SightLogix Protects Major Class 1 Railroad with Smart Thermal Cameras S

ightSensor smart thermal cameras from SightLogix have been deployed to increase security of the nation’s rail system for a major Class 1 railroad. The advanced video detection technology is being funded through the Federal Emergency Management Agency’s 2011 Freight Rail Security Grant Program (FRSGP). Funds are allocated to freight railroad carriers that own railways in order to strengthen their ability to protect against threats, and to maintain the security of critical surface rail infrastructure such as bridges and tunnels. Communication Concepts Inc., a Florida-based certified SightLogix systems integrator was awarded the contract to design and install the systems.

The only solution recommended

A

ccording to Mark Mills, President of Communication Concepts, the bid and awards process was different from conventional RFPs. In this instance, the rail company supplied a list of thermal imaging product selections from three different manufacturers that they had researched and deemed acceptable for use in the project. Having previous experience in designing and building SightLogix thermal camera solutions, Mills was certain that he had the best solution to meet the rail company’s requirements. “Typically in these scenarios, an integrator will ask the client which brand they prefer,” said Mills, “In this case, Communication Concepts felt very strongly about the SightLogix solution, and

wouldn’t recommend using anything else. We preferred to take that approach than to install and maintain a system that we knew would not adequately detect intrusions with the high level of reliability to meet the customer’s requirements.” The scope of the projects range from perimeter security at railroad bridges spanning rivers and ravines to bridges located in remote and urban areas with constant river traffic. The project also calls for SightSensor systems to be installed on a temporary basis to monitor activities at a tunnel site under construction. To date, the customer has commissioned five rail bridges with the SightLogix system. Each bridge has 10 SightSensor thermal cameras for comprehensive wide area detection, along with two SightTrackers to automatically direct PTZ cameras for visual details about detected targets. An additional six locations have been commissioned, and implementation by Communication Concepts is underway. SightLogix SightSensors systems are smart thermal cameras with integrated video analytics that have been designed specifically for securing critical infrastructure in these types of harsh outdoor environments. They detect movement with a high degree of accuracy and pro-

vide clear, detailed images night and day. On-board video processing is used to accurately detect a person entering a secure area and filter nuisance alarms such as small animals, birds, flowing water, blowing debris or moving tree limbs. The cameras also use onboard image stabilization to remove camera shake caused by passing trains, traffic and wind. Upon detecting an intruder, the system determines the exact location of the intrusion and the SightTrackers automatically zoom in on the action and track the intruder using the PTZ cameras.

Meeting rail security requirements

M

ills adds, “The SightLogix technology has several unique features that were ideal for this project. For instance, SightLogix video analytics can differentiate sizes. It’s not going to react to a barge passing under the bridge but it will detect and follow a canoe, and if that canoe stays under the bridge too long then alarms will go off. The fact that the analytic intelligence is on board the camera versus being a separate supporting technology also makes a big difference. It’s just faster and cleaner to install, configure and maintain.” The system provides visual alarm verification directly to the Video Management System, while sending target details such as size, speed and direction to the Physical Security Information Management system (PSIM). Systems are hard wired using a combination of T1 communication technology and copper. Mills also notes that

Securing Dubai’s First Solar Park

Carson Oil currently operates 30 exacqVision NVRs (Network Video Recorders), based on MS Windows XP operating systems and approximately 100 IP cameras, and with more NVRs and cameras scheduled to be installed over the next year. The cameras view tank farms, loading racks, rail yard operations, unattended commercial cardlock sites and convenience store & gas station interiors and exteriors. Carson Oil implemented industry-standard NVRs at each site with inexpensive multi-Terabyte hard drives and utilized H.264 compression – one goal being the ability to store and retrieve archived video as much as 30 to 45 days old. When this project began, there

was only one combination of software and hardware that offered the benefits of H.264 compression – exacqVision software and Arecont megapixel IP cameras. Flow Control’s Technology Makes Valve Interlock Adjustment Effortless

T

rapped-key interlocks offer enhanced safety and efficiency for the most difficult process management challenges. Mounted directly to valves, interlocks ensure a process only happens in the correct operational sequence. Trapped-key Interlocks for handwheel-operated valves are different from those for lever-operated valves, as the latter only have a finite movement (normally 90 degrees). Interlocks on handwheel-operated valves, however, usually require several full revolutions between the locked open and locked closed positions. Because of this, handwheel operated interlocks need to be able to ‘count’ the number of handwheel turns in order to release keys in the required open and/ or closed positions. Similarly,

with gate and globe valves, the closed position can vary through the effects of valve seat wear. After a period of use, the closed position on gate and globe valves may have altered. This can mean that when the valve is shut tight, the interlock (closed) key will not release as the valve has travelled past the original set key release position. Smith Flow Control’s (SFC’s) GL Interlocks are ideal for this scenario as they can be adjusted in-situ in a matter of minutes simply by operating the valve back to the original key release position in two easy steps: 1. Using the special tamperproof tool (provided), the interlock cover is removed and the set screws adjusted. 2. To avoid higher energy costs due to increased taxes, building owners have begun looking at building automation systems to regulate one of the largest consumers of energy: the heating, ventilation and air conditioning (HVAC) units, according to a recent report from IHS Technology (NYSE: IHS).

Why is automating HVAC systems important?

T

he need to regulate HVAC units has become more apparent with each passing year. For example, in 2012, the United States used more energy for air conditioning than all the other countries in the world combined. This is an enormous amount of power and there are many factors which are only going to further contribute to the use of air conditioning in the United States and elsewhere around the world. For example, over the past 70 years in the United States, in concurrence with the invention of air conditioning, there has been a shift in where people live. In 1961, 54% of the US population was

found in the Northeast and Midwest. This has dwindled to 39% in 2010 and the trend has continued to accelerate over the past few years. With the population moving to warmer regions and trading harsh winters for harsh summers, there is an increased need for air conditioning during the much warmer summer months. Outside of the US, in the developing regions like India, China and Brazil, the main reason air conditioning isn’t used currently is because of the relatively poorer nature of their residents. As their populations become wealthier, it is assumed that they will try to emulate the climate control needs of developed nations. This will only further increase the amount of energy needed. In Europe, due to climate change and the desire to curtail carbon emissions, many governments have continued to increase taxes related to energy usage which has forced buildings to continually find better ways to manage consumption.

How does building automation make for more energy efficient buildings?

B

uilding automation systems work by taking a variety of different measurements, set points and programs and use them to maintain a comfortable environment. These different data points are central to a building automation system because they allow the system to September 2014

maintain a certain climate while minimizing waste. One way this is achieved by strategically placing sensors throughout a building. In this way, a building automation system works much differently than a thermostat which adjusts comfort in a room based solely on temperature. While temperature remains a crucial part in building automation, systems are using more advanced sensors to measure humidity and air quality as well as light, occupancy and motion to gain a more complete picture of a buildings’ climate. One sensor which is becoming more common is carbon dioxide sensors, a type of air quality sensor which measures the concentration of CO2 in the room. Since each human breathes out roughly the same amount of CO2, the measurement can be used to determine if air quality in the room is uncomfortable or unhealthy. One of the effects of high CO2 concentrations is that it can make people feel drowsy which can affect productivity in an office building. Currently, many ventilation systems do not perform effectively as they may run only when the AC kicks on, at certain times or even all day long. By adding CO2 sensing capability as part of a building automation system, the system can be programmed to run only when CO2 concentration reaches a certain level. In addition to the high energy consumption of ventilation systems and AC, waste can also be attributed to light fixtures. There has been a movement to

integrate lighting with HVAC controls through the use of sensors, such as light, occupancy and motion sensors. Monitoring the use of lights in vacant areas can greatly reduce the amount of energy consumed. Regionally, IHS believes lighting control to be more prevalent in Western Europe than North America. This is believed to be the result of the higher energy costs which means buildings in Western Europe have more incentive to automate lighting. An interesting trend with light, occupancy and motion is that some installations have begun using CO2 sensors to regulate lighting. For example, presence measurement can be associated with the amount of C02 in a room, turning lights off and on based on occupancy.

How are building automation systems improving on energy efficiency?

erhaps the most important item for a building automation system is information. With the right information, building automation integrators are able to design robust systems. The more information an integrator can use, the more robust and unique the system integrator can make the building automation system. As the actual technology of controllers and sensors in the industry has not changed much over the past several decades, how the information is used is where systems can be improved and is where integrators and manufacturers are looking to improve their projects. One example of how information can be used to make a system more efficient is how energy prices can affect when a system runs. In most places around the world, the price of electricity fluctuates based on what time of the day it is. Price of energy is usually higher in

The more information an integrator can use, the more robust and unique he can make the building automation system the afternoon when the outside temperature is at its hottest than in the middle of the night when temperature is at its coolest. Currently, integrators are interested in developing ways to read energy prices and use it to run the systems during better hours. Currently, there are systems which are programmed with a general bell curve on how energy prices fluctuate, but more precise data could make the systems more efficient. This is especially the case in Europe where more energy is now produced by wind farms and other renewable sources. One problem with wind sourced energy is it can come in gusts and the energy created cannot be stored very efficiently so it has to be given away. If building automation systems could learn about cheaper, or even free energy, they could use the energy to cool a building down to a lower than normal temperature and then allow the temperature to coast up over a given timeframe. This would save the building money and also make sure that energy would not be going to waste. Furthermore, companies have been able to use data gathered from sensors and other sources to make buildings more efficient. The MGM Grand Casino in Macau is a prime example of poor commissioning and how data analysis can promote efficiency. Despite only being three years old at the time in February 2009, the energy costs surpassed $1.3 September 2014

million each month. A team was then sent to investigate the issue and over an 11 month period managed to save $3.1 million in energy costs through meticulous commissioning. A more well-known use case is the Microsoft campus in Redmond, Washington. The 500-acre, 125 building campus has been developed over the past several decades. Over this time, different building systems from various manufacturers have been used. In 2009, Microsoft began to unify the disparate systems by developing software which was used to string together building sensors spread across the company’s campus. These sensors, which track the HVAC system as well as other items like fans and lights, allow the facility management team to collects billions of data points per week. This data has allowed them to spot and correct inefficiencies in their buildings which allows them to cut down the amount of energy used. The hope at Microsoft is that the smart buildings will be a stepping stone to smart cities.

What is the future of building automation?

A

s countries, companies and individuals try to curtail CO2 emissions and further reduce the consumption of energy, building automation systems continue to increase in importance. While the overall products in the building automation industry, such as controllers and sensors, are not expected to change much in the coming years, this does not mean the value of these products will remain static. As integrators find new ways to analyze the data available to them and add supplementary data sources, building automation systems will become even more robust and make energy usage more efficient.

Electronic Passports Face Barriers to Entry as Security Concerns Fail to Drive Fast Adoption

S

mart electronic passports (ePassports) can fight terrorism and international crime by making it harder to forge travel documents – but can they overcome their most powerful enemies: political opposition and government red tape? IHS Technology (NYSE: IHS) research indicates that ePassports are set to experience relatively weak shipment growth in the coming years, despite their capability to address rising security concerns at airports and border crossings. Global shipments of ePassports will rise to 175 million units in 2019, up from 113 million in 2013, as presented in the attached figure. This represents a compound annual growth rate (CAGR) of 7.6 percent during the six-year period. While expansion may appear to be strong, it actually amounts to the slowest growth for any segment of the worldwide government electronic identification (ID) market. In comparison, shipments of elec-

tronic identification for use as drivers’ licenses, healthcare cards and national ID credentials all are expected to enjoy double-digit CAGRs from 2013 through 2019. Shipments of ePassports will rise at only half the rate of the fastest-growing form of electronic government identification: national IDs. “Programs utilizing ePassports face a host of challenges, including govern-

ment legislation, country risk, political opposition and economic concerns,” said Wincey Tang, digital ID & IT security analyst at IHS, “This multitude of obstacles is slowing the growth of ePassports compared to other electronic ID systems. The major question is whether the need for improved border security will ever be strong enough to overcome the challenges created by these barriers.”

The ePassport supplements the traditional paper passport, adding a microcontroller chip that contains biometric information used to authenticate travelers’ identities. These chips employ the same kind of technology used in contactless smart cards, allowing wireless data transfer of ID data. Biometric information stored on these devices includes facial, fingerprint and iris recognition data.

astically than others. In Australia, for example, IHS is predicting the majority of passports will contain an embedded microcontroller by the end of 2015. Moreover, countries such as Austria, Denmark, Italy, Malaysia, the Philippines and Hong Kong – to name a few – are also mature ePassport markets. On the other hand, some markets historically have experienced more political unrest, which has resulted in interruptions to the deployment of ePassports. For example, India’s major deployment remains on hold, missing the planned 2013 launch. Other countries that are heavily affected by governmental challenges despite the increased need

for enhanced ID security at the borders include Germany, Ukraine and Indonesia.

Asia leads the way

O

verall, Asia-Pacific region accounted for the highest number of ePassport shipments in 2013, at 40 percent of the global market. This was closely followed by Europe with 32 percent. The smallest region was the Middle East and Africa, estimated to have taken only 8 percent of global ePassport shipments in the same year, as presented in Figure 2 attached. It is also important to note that shipments mainly represent the issuance of new credentials – either brand-new or a replacement. Therefore, the top five

listed countries with the highest number of shipment volumes in 2013 are areas where the ePassport market is growing fastest; or they represent areas where the program is either relatively new or has experienced additional initiatives. This means that countries with mature schemes are often ranked higher in terms of the installed base, which counts the number of credentials in use, and will not appear in the top list for the latest shipments. Nonetheless, it appears that security-related fears could become a driving force in encouraging volumes, and that government-controlled plans will remain the pivotal influencer in most ePassport programs.

Multi-Application Detection Equipment Expected to Address New Airport Security Threats

n its newest study on the market for explosives, weapons and contraband (EWC) detection equipment for airports, IHS found the market to be worth more than $740 million globally and to have a CAGR of 6% over the next four years. Due to new and evolving security threats to the aviation industry, in July 2014, Department of Homeland Security officials announced new screening measures on international flights into the US in response to concerns that terrorist are planning to carry out attacks on aircraft or at airports using body-borne improvised explosives devices (BBIED). Today, a combination of checkpoint screening equipment is used to screen for explosives, including backscatter Xray, millimeter-wave scanners, metal detectors, and explosives trace detectors. Due to privacy and medical concerns related to the use of backscatter and millimeter-wave technologies, regula-

tors have prohibited more invasive X-ray screening of passengers that can detect BBIEDs like the high energy X-ray systems used by customs agencies to detect drugs or other contraband hidden within the body. In response to these new security threats, passengers, their luggage and electronic devises are being subjected to enhanced explosives screening with existing trace and X-ray detection equipment. Passengers are also required to turn on all electronic devices to ensure they are not being used as remote detonators for BBIEDs. Currently, these new screening measures only apply to flights into the US from Europe and the Middle East; however, IHS expects these screening measures to be implemented in other regions as the threat of BBIEDs increases worldwide. Due to the current limitations of X-ray based screening equipment in detecting BBIEDs, IHS

expects airports to increasingly turn to desktop and hand-held trace detection technologies to screen for explosive residue. Because of this, multi-application detection equipment is expected to be the second fastest growing detection type over the next four years with a CAGR of 6.3%. As threats to the airports industry have evolved, so too have the technologies used to detect these threats. Much like the evolution of other aviation threats (i.e., the threat of liquid, aerosols, and gel explosives, shoe bombs, and underwear bombs), the threat of BBIEDs will have to be addressed with a combination of technologies and regulations that meet the health, safety, and privacy demands of passengers and regulators. The airport checkpoint market is poised to see continued growth as airports, airlines, and regulators look for the best solution to the threat from BBIEDs.

Education, Enforcement Campaign to Ensure Product Conformance

NVIF, the leading global standardization initiative for IP-based physical security products, announced that it is launching a proactive education and enforcement campaign designed to ensure that all claims of ONVIF conformance by manufacturers of IP-based physical security products are valid. The education and enforcement initiative aims to further protect the ONVIF brand and more preemptively monitor ONVIF’s copyrights, trademarks and logos on an ongoing basis. The campaign will also help further educate the manufacturing community about the specific requirements of compliance and their ability to advertise individual products as ONVIF conformant. The only method of determining a product’s conformance is through a

listing on the ONVIF website, where conformant products can be easily searched using a variety of criteria. An entry on the ONVIF website signifies that the product has undergone ONVIF’s comprehensive testing and conformance process, and has been individually certified by ONVIF as conformant. There are currently more than 3,300 individual conformant products listed. “We recognize that the credibility of the ONVIF brand is crucial to the success of the standard and the organization going forward, therefore we take the protection of this brand very seriously,” said Per Björkdahl, Chairman, ONVIF Steering Committee, “Our objective with this enforcement campaign is to reinforce to the market that the ONVIF name con-

tinues to represent interoperability to the market.” To augment these efforts, earlier this year ONVIF introduced a new level of membership to provide access to the ONVIF test tool, which is used to test the validity of product conformance. Smart Card Shipments to Rise by 2.1 Billion Units by 2019
