Hello Neighbors, As one who came from the Northeast, I can't wait for warmer weather, as I love the heat we have in the Las Vegas valley. I and other Board members have proudly told you that we are the only Board of Directors in the state of Nevada that has completely DCAL certified members (or very soon will be again). This is indeed quite an accomplishment as there are over 3,000 HOAs in Nevada. So, you may ask what does it mean to me; and what did you have to do to receive the certification? The DCAL program is managed by the Community Association Institute whose goals, among others, are to provide educational classes on how to be effective, educating members of a Home Owners Association. In order to be recommended for the DCAL certification, the member must take 26 hours of education on topics such as Finances in Common Interests Communities, Building Community, Ethics, Meetings and Elections, Risk Management and Insurance and Rules Creation and
Enforcement. In addition. one must attend a three-hour meeting of the CICH Commission Meeting (CommonInterest Communities and Condominium) or research and submit an article for the local CAI magazine which relates to a topic that was learned while serving as a CIC volunteer. What all this means to you is your Board members are now exposed and versed in how to effectively run an excellent HOA and have a much better knowledge of how to serve you lawfully and ethically. In our classes, we hear about the mismanagement of issues that arise in various HOAs and discuss alternative, more effective and proper ways to handle similar situations. Formal instruction is given in each class, and we often become involved in role-playing techniques. You, as residents of Sun City Aliante, can be proud that your Board members are serious in serving you in excellence. A major reason we won the latest Best Large Community of Southern Nevada is our total DCAL participation. In fact, your Board feels so strongly in the importance of education, that SCAL will we pay the cost of all classes attended by any Committee member who wishes to be DCAL certified. Respectfully submitted, Warren M. Geller President, Sun City Aliante Board of Directors

BOARD MESSAGE ARE YOU CONCERNED ABOUT PEOPLE SPYING ON YOU? I'm not writing this article to alarm you; rather it is to inform you of what is happening in many of your homes and automobiles. If you choose to be alarmed and want to do something about it, that's up to you. If you regularly use some combination of the terms “Hey/OK” and “Siri/Alexa/Google” to elicit a response from or give a command to your Wayne Headrick home security system, smartphone, tablet, camera, car infotainment system, etc., you are almost certainly being watched, tracked, listened to and/or recorded all the time. In the past, Apple maintained that Siri-enabled devices didn't actually listen in on your conversations until they heard the term “Hey Siri” causing them to “wake up” and begin listening. Now even a couple of minutes of rational thought would make most people realize that a statement like that was an outright lie; how could the device know that “Hey Siri” had just been spoken if it hadn't been listening all along. More recently, Apple admitted that the devices do listen all the time, but that they don't record what they hear.
6
WWW.SUNCITYALIANTE.ORG | THE BREEZE
That is also untrue. In fact, the IOS terms of use agreement specifically state that Apple will record what you say and may send it to subsidiaries and their agents. Further, it notes that they (Apple) will record the names of your contacts, your relationships with them, in-home devices, and sometimes your location. As you might have guessed by now, Amazon's Alexa and Google's Google are also listening at all times and, yes, after years of denying it, they have recently revealed that they are also recording what they hear. The only difference is Amazon and Google allow you to opt-out of some of the uses of their recordings; Apple doesn't give you any such options. In an attempt to mitigate the damage done by their previous denials, Amazon has announced that their recordings will be deleted after three months – long after the marketing value of the contents has vanished. Of course, there are a variety of additional smartphone and tablet apps that will record your audio, video, images, text, and location if allowed. Whether the enhanced experience provided to the device's user is worth the loss of privacy associated with the collection and use of the user's information is up to the user. So now you know that your conversations, location, etc. are being recorded and transcribed for use in enhancing voice recognition technologies as well as for marketing. The question now is “So what do I want to do about it?” Many of you won't really care that so much of your information is being collected and used for purposes that have not been revealed to you in advance. If, on the other hand, you would prefer to minimize your exposure to such efforts, it is possible to significantly reduce your exposure. Although the simplest solution would be to turn off the listening capabilities of your devices; but such an action would defeat the purpose of having the devices. There is some middle ground. For instance, you can easily tell Alexa to delete everything you said today and, with a little more effort, you can delete all recordings that have been previously stored and even tell Alexa to stop future recordings. Google also makes it possible for you to access your recordings and delete them; as well as stopping Google from recording you in the future. Apple's Siri, on the other hand currently gives you no way to stop it from recording short of disabling it completely. In addition to assistants such as Alexa, Siri, and Google, there are other apps that may be installed on your portable electronic devices (smartphones, tablets, laptops, etc.) that can record what you say, where you go and even what you see. There are some apps that don't tell you they are collecting information and may be using it more for their benefit than for yours. On the other hand, some apps, like navigation apps, are designed to help you move around while helping with shopping, eating and even gasoline fill-up selection, it is hard to say, “just turn it all off.” So, what do you do? The best advice is to realize what “could” be going on with your various devices and decide what works best for you. Those of us with our “tinfoil hats” always at the ready will probably not even own an Alexa device. Some people will decide that there is no cause for concern at all. If you are somewhere in the middle, the best course of action is to think about what might concern you, look up (on the computer) those concerns and how you might mitigate them on the specific device(s) you have, and implement the recommended solutions. Used wisely, these electronic devices can help you accomplish lots of great things; just be aware of the downsides and you should be able to find that sweet spot in your relationship with them. COMMUNITY MGR FROM YOUR COMMUNITY MANAGER The Property & Grounds Committee Working Behind the Scenes Dear Residents:
Damian Carrasco
As you drive through Sun City Aliante, I am sure you have noticed some of the recent enhancements and upgrades to the common areas of our community, such as the main entrances located at Widewing and Broadwing. Maybe, you have never thought about who is working behind the scenes to keep our community looking attractive and appealing.
The mission of the Property & Grounds Committee (P&G) is to enhance, improve and maintain all of the common areas of Sun City Aliante. They work in conjunction with General Manager, Damian Carraco; Assistant Manager, Nelenie Aronce; and Maintenance Manager, Juan Macias to take care of the all the common area needs.
Joining a committee is one of the best ways to get involved in the dynamics of our HOA, meet new friends and personally contribute your time and talents to enhance our community. Right now, we have one opening on each of these Committees: Property & Grounds, Communications and Lifestyle Committees. In addition, we recently had several openings for committee members on the newly-formed Patrol Committee. I hope you will consider becoming more involved in our HOA as a member of a committee. You can pick up “Sun City Aliante Committee Interest Application” at the Front Desk or print one off the website (www.suncityaliante.org). At the top of the website's Home Page, you will find the heading “Documents.” Click on the arrow and select “Commonly Used Forms.” Then select Committee Interest Application. Please fill out the form and return it to the Front Desk. Finally, I want to invite you to stop by a monthly meeting of these committees and explore whether you would like to participate in their important work. You can find the monthly meeting times listed in The Breeze, on the website calendar and in the weekly e-blasts. Damian Carrasco Community Manager, Sun City Aliante

ASSOCIATION NEWS
COMMUNITY STANDARDS Dear Residents, Hello, Sun City Aliante! I want to welcome all new residents to our great community. During 2020, we will require all residents to submit an Age-Verification form. The Housing for Older Persons Act (HOPA), signed into law in 1995, requires that a housing facility/community re-survey its residents every two years to ensure that the 80 percent requirement is met. Residents may submit this form early rather than waiting for the due date in August. Please stop by the Customer Service Office and speak with Carol Garbarino, Customer Service Coordinator, for any questions or help filling out the form. Our streets are city-controlled, not homeowners associationcontrolled. We have had dog walkers, residents on bicycles and landscape vendors complain about near misses with cars, and yours truly, while doing inspections around the community has had near accidents, because there are drivers who recklessly speed on our streets. The speed limit is 25 mph – please adhere to this speed limit as to avoid injuries and property damages. The Broadwing and Widewing entrances have new landscaping and newly painted, LED illuminated signs. Please refrain from having pets walk around these areas. The plants are new and still delicate. We are all excited to see the beauty they'll present when they bloom in the springtime. With all the activities and amenities available to our residents, retirement means anything but slowing down for Sun City Aliante residents. The community has been successful because many of our residents want to keep active and volunteer. I encourage new residents to explore numerous events, meetings, clubs, and functions. With the upcoming Board election, participate and meet the candidates. Make 2020 a year to socialize a little more in our community. The Architectural Review Committee (ARC) will meet on February 7 and 21. Please remember any exterior change requires the approval of the ARC Committee before you proceed with any project. If you have an application to submit, please do so no later than 3 p.m. on the Wednesday prior to the ARC meeting. Reminder: Trash pick-up is every Tuesday and bulk pick-up dates for the month are February 11 and February 25. Please don't place garbage cans at the curb before 6 p.m. on Mondays and remove them no later than 6 p.m. on Tuesdays. If you have any questions or need any clarifications, please contact me at 702-638-5006 or at assistantmanager@suncityaliante.us. Nelenie Aronce Assistant Manager, Director of Standards & Compliance

RESIDENT SPOTLIGHT
Volunteers' Perseverance Leads to Tule Springs Fossil Beds 5-Year Anniversary TULE SPRINGS FOSSIL BEDS NATIONAL MONUMENT Dozens of community leaders and park supporters celebrated the fifth anniversary of Tule Springs Fossil Beds National Monument Dec. 19 at the Los Prados Golf & Country Club. The event, hosted by the park's official friends group, the Protectors of Tule Springs, highlighted the perseverance that it took to establish the national monument. In 2006, when a small group of Sun City Aliante residents, led by Jill De Stefano, discovered that the last undeveloped portions of the Upper Las Vegas Wash basin were rich in paleontological fossils and rare native plants, they banded together to form the Protectors of Tule Springs to safeguard the area from being developed. They met with elected officials at city, county, state and federal levels; worked with the Bureau of Land Management; and canvassed the community with information about the irreplaceable resources spread across the 22,650 acres. As they hit milestones, their membership grew, and in 2012, they became a formal non-profit corporation - the Protectors of Tule Springs. Their hard work continued and became even more impactful. North Las Vegas leaders celebrate the 5th Anniversary of the Protectors of Tule Springs (POTS). Shown (l-r) in front of a fossil replica are North Las Vegas Mayor John Jay Lee, POTS Vice President Sandy Croteau, POTS President Jill DeStefano, POTS Secretary Kathryn Brandel, Gloria Cherchio and North Las Vegas Councilman Richard Cherchio.
In 2012, U.S. Sens. Harry Reid, D-Nev., and Dean Heller, R-Nev., introduced the Las Vegas Valley Public Land and Tule Springs Fossil Beds National Monument Act. Simultaneously, U.S. Rep. Shelley Berkley, D-Nev., introduced a bill in the House. Although the bills didn't pass the 112th Congress, they were re-introduced by the 113th Congress by Reid and Heller, U.S. Reps. Steven Horsford, D-Nev., Dina Titus, D-Nev., Mark Amodei, R-Nev., and Joe Heck, R-Nev.
The bill, which officially designated the area as a national monument managed under the National Park Service was passed and signed into law on December 19, 2014. "I am so happy and proud of all of you who have come together as the Protectors of Tule Springs to make this accomplishment happen. We would not be here without your advocacy," said Horsford via a special 5-year anniversary video message. "I was so proud during my first term to have played a part in making sure that that historic legislation was passed through Congress, and I will continue to work with each one of you until we are able to bring this park to full fruition." Additional congratulatory and thank you videos were played at the event from Reid and U.S. Sen. Catherine Cortez Masto, D-Nev. District representatives from the offices of U.S. Sen. Jacky Rosen, D-Nev., U.S. Reps. Titus and Susie Lee, D-Nev., were also present at the 5-year event. While the establishment of the park depended largely on grassroots efforts and national support, the future of the park depends on support from the local community. That support was endless at the anniversary event.

Clark County Commissioner Marilyn Kirkpatrick, former Clark County Commissioner Chris Giunchigliani, North Las Vegas Mayor John Lee, Las Vegas Mayor Pro Tem Michele Fiore and North Las Vegas City Councilman Richard Cherchio were in attendance.

RESIDENT SPOTLIGHT Over the past five years, these groups have been instrumental in surveying the park's paleontological, archeological and biological resources; educating Las Vegas Valley youth to promote conservation stewardship; conducting cleanups and coordinating plans for future nearby developments.
Support was also shown by paleontologists from the U.S. Geological Survey, University of Las Vegas - Nevada, and representatives from the Bureau of Land Management, Nevada State Parks, Get Outdoors Nevada, Friends of Nevada Wilderness, the Nature Conservancy and more.
"Protectors is proud to have been part of the effort to protect this unique paleontological treasure. We will continue to support the National Park Service (NPS) as they create the management plan and vision for the monument's future," said Jill DeStefano, president, Protectors of Tule Springs.
“We want to thank Jill and all of the Protectors as none of us would be celebrating this fifth anniversary if not for their hard work and perseverance," said NPS representative Beth Ransel, the deputy superintendent at Lake Mead National Recreation Area. "Tule Springs Fossil Beds National Monument is now part of the National Park System, and is protected today, and for future generations." For more information about Tule Springs Fossil Beds, visit nps.gov/tusk. For more information about the Protectors and to join a guided hike or cleanup, visit protectorsoftulesprings.org.
Protectors of Tule Springs Receive National Recognition for Volunteerism ending Sept. 30, 2018. Their efforts led to a Congressional bill to establish the Tule Springs Fossil Beds National Monument in December 2014. The tract -- bordering the cities North Las Vegas and Las Vegas, Clark County, the Las Vegas Paiute Indian Reservation and the Desert National Wildlife Refuge -- then fell under the preservation umbrella of the National Park System, safe from developers forever. President of the Protectors of Tule Springs Jill DeStefano (c) displays the award. Pictured (l-r) National Park Services Program Manager, Erin Eichenberg; VP Protectors of Tule Springs, Sandy Croteau; Jill DeStefano; Acting Deputy Director National Park Service, David Vela; and Katherine Chesson, VP Programs & Partnerships National Park Foundation.
Sun City Aliante resident Jill DeStefano had an idea, which became a passion. In 2006, this passion led her to rally her neighbors to form a citizen's group called "Protectors of Tule Springs" (POTS). They wanted to preserve 200,000 years of geological history right in our own backyard. Herds of Ice Age Columbian Mammoth, Dire Wolf, American Lions, and Bactrian Camels, Saber Tooth Cat, Bison, and Ice Age Horse once roamed the 23,000-acre tract of land called the Tule Springs Fossil Beds. Some for their remains are buried there. The Founding Members of POTS were Sun City Aliante residents Jill Stefano, Kathryn Brandel, Sandy Valley Sandy Croteau, and the late Lil Rothstein.
The Protectors of Tule Springs received the prestigious George and Helen Hartzog Outstanding Volunteer Service Group Award for 2018, a national recognition for volunteer efforts presented by National Park Service. Protectors of Tule Springs Board President Jill DeStefano and Vice President Sandy Croteau attended an event in Washington, D.C., to accept the award. National Park Service Integrated Resources Program Manager Erin Eichenberg praised the award decision, saying, "The contributions of the Protectors of Tule Springs have far exceeded expectations of any friends group. Their enthusiasm and willingness to expand their interest beyond paleontology has allowed Tule Springs Fossil Beds National Monument to develop a diverse and interdisciplinary volunteer program within its first years of establishment." The Hartzog awards distinguish those individuals or groups who gave of their skills, talents, and time beyond the normal call of duty during the previous fiscal year
DeStefano credits the work of Protectors' volunteers for the award. "To receive this level of national recognition is a testament to the deep commitment and hard work of our small but mighty volunteer team," DeStefano said. "Our founding members spent more than eight years raising awareness for the need to protect these lands; and since the [Tule Springs Fossil Beds National] Monument was established nearly five years ago, our Board and extended team of volunteers have spent thousands of hours in cleanup efforts, trail building, fundraising, educational outreach, legislative support, fence patrol and anything else you can imagine." Protectors was recognized in July 2019 with the Outstanding Volunteer Service, Group Award for the Pacific West Region at an event unveiling the completed Monumental Mammoth project, a lifesized art sculpture of a Columbian Mammoth that was on display at Burning Man and Life is Beautiful. Eight regional finalists were considered for the national group award.

Planning a vacation? Besides putting together your “away from home” itinerary, make sure you consider “at home” security plans. Here are some key recommendations: •
•
•
Effective Jan. 1, 2020, there is no longer a centrally monitored vacation sign up list at the Community Center Front Desk. Contact your individual neighborhood Block Captain and, most importantly, your neighbors, and let them know you will be away. Be sure to leave them a contact phone number. If you don't know who your neighborhood Block Captain is, contact our coordinator Jim Blossey. Before you leave, make sure your bushes are trimmed around the house. It is recommended there be a space of approximately threefeet from your windows, which can help prevent a burglar from having safe cover to survey the inside of your home.
One thing that stands out to a criminal looking at potential homes to rob is the lack of tire tracks in the driveway. After a few weeks, your driveway will look snow white. Ask a neighbor to park their car in your driveway periodically to help make your home look occupied.
•
Don't forget about the absence of garbage cans in front of your house. That is a sure signal that a home is not occupied. Maybe a neighbor could put one of their garbage cans at the end of your driveway on pick-up day.
•
Sometimes flyers are thrown in the driveway or put on the door. Ask your Block Captain and neighbors to be on the lookout for any accumulation that needs to be removed. This is an obvious calling card for a criminal.
•
If you will be away for any period of time it is also recommended that you shut off the water in your house. That is the big “yellow” handle in your garage. You don't want to come home to an unexpected leak that could cause thousands of dollars in damage to your home.
Vacation planning will give you both a great experience away and a safe and secure home when you return. For information regarding the Sun City Aliante Neighborhood Watch program, contact our Coordinator, Jim Blossey, at jimandpatb@embarqmail.com or 775-530-5119. Be safe; if you see something, say something! Your Neighborhood Watch Block Captains

NEWS & NOTES
FEBRUARY 2020
2020 U.S. Census and Temporary Employment Opportunities The 2020 Census counts every person living in the 50 states, District of Columbia, and five U.S. territories. The count is mandated by the Constitution and conducted by the U.S. Census Bureau, a nonpartisan government agency. Each home will receive an invitation to respond to a short questionnaire-online, by phone, or by mail. This will mark the first time that you will be able to respond to the census online. Why Conduct This Count The census provides critical data that lawmakers, business owners, teachers, and many others use to provide daily services, products, and support for you and your community. Every year, billions of dollars in federal funding go to hospitals, fire departments, schools, roads, and other resources based on census data. The results of the census also determine the number of seats each state will have in the U.S. House of Representatives, and they are used to draw congressional and state legislative districts. It's also in the Constitution: Article 1, Section 2, mandates that the country conduct a count of its population once every 10 years. The 2020 Census will mark the 24th time that the country has counted its population since 1790. Counting Everyone Participating in the census is required by law, even if you recently completed another survey from the Census Bureau. A complete and accurate count is critical for you and y o u r c o m m u n i t y, because the results of the 2020 Census will affect community funding, congressional representation, and more. Employment Opportunities In advance of the 2020 Census, the U.S. Census Bureau is recruiting hundreds of thousands of people for temporary jobs across the United States and Puerto Rico.

Eight out of 10 taxpayers get their refunds by using direct deposit. The IRS uses the same electronic transfer system to deposit tax refunds that is used by other federal agencies to deposit nearly 98% of all Social Security and Veterans Affairs benefits into millions of accounts. Direct deposit also avoids the possibility that a refund check could be lost or stolen or returned to the IRS as undeliverable. And it saves taxpayer money. It costs more than $1 for every paper refund issued, but only a dime for each direct deposit. Easy To Use A taxpayer simply selects direct deposit as the refund method when using tax software or working with a tax preparer, and then types in their account and routing number. It's important to double check entries to avoid errors. The IRS reminds taxpayers they should only deposit refunds directly into accounts that are in their name, their spouse's name or both if it's a joint account. Split Refunds By using direct deposit, a taxpayer can split their refund into up to three financial accounts, including a bank or Individual Retirement Account. Part of the refund can even be used to purchase up to $5,000 in U.S. Series I Savings Bonds. E-file Plus Direct Deposit Yields Fastest Refunds The IRS also encourages taxpayers to file electronically. While a person can choose direct deposit whether they file their taxes on paper or electronically, a taxpayer who e-files will typically see their refund in less than 21 days. Taxpayers can track their refund using "Where's My Refund?" on IRS.gov or by downloading the IRS2Go mobile app. “Where's My Refund?” is updated once daily, usually overnight, so there's no reason to check more than once per day or call the IRS to get information about a refund. Taxpayers can check “Where's My Refund?” within 24 hours after the IRS has received their e-filed return or four weeks after receipt of a mailed paper return. “Where's My Refund?” has a tracker that displays progress through three stages: (1) Return Received, (2) Refund Approved, and (3) Refund Sent.
