Beste vrienden en vriendinnen, collega’s cartoonisten,
Dear friends, fellow cartoonists,
Wat velen van ons dachten nooit meer te moeten meemaken is gebeurd. Zonder ook maar een enkele zinnige reden is Rusland Oekraine binnen gevallen. Vrijheid heeft beperkingen maar geen grenzen. Je kan NOOIT een ander volk onder valse voorwendsels je eigen wil opdringen en daarbij de wensen van je eigen volk botweg naast je neer leggen. Wij als cartoonisten nemen het potlood op en strijden met onze eigen middelen tegen deze ongerechtigheid, tegen deze totale waanzin van losgeslagen dictators. We gommen de haat uit en proberen het in te kleuren met wat warme liefde en zalige vrede.
What many of us thought we would never experience again has happened. For no reason at all, Russia has invaded Ukraine. Freedom has limitations but no limits. You can NEVER impose your own will on other people under false pretenses and thereby flatly ignore the wishes of your own. We as cartoonists pick up the pencil and fight with our own means against this injustice, against this utter madness of dictators who are clearly out of control. We erase the hatred and try to color it in with some warm love and blissful peace.

RUSLAND GEEFT PERSVRIJHEID NEKSCHOT MET CENSUUR EN CELSTRAF door Sylvie Van Ginneken, De Standaard
Rusland maakt binnenlandse en buitenlandse media monddood met een nieuwe censuurwet. BBC en NOS nemen drastische maatregelen voor hun correspondenten. Wie geeft Russen nog een blik op de wereld, en de wereld een blik op Rusland?

Ook Google laadt aanzienlijk trager en haperen regelmatig, melden gebruikers van Sint-Petersburg tot Vladivostok. ‘Probeer een VPN-verbinding en volg onze handleiding’, schreef Meduza vrijdag. ‘Verspreid ze zoveel je kan, want zolang wij gelezen worden- al is het via dark web of een Google doc zijn we niet dood.’
Wie als nieuwsmedium dat actief is in Rusland (of als Russische burger) ‘valse informatie verspreidt’ rond de oorlog in Oekraïne - zeg niet oorlog of invasie, maar ‘speciale militaire operatie’ - hangt een boete van minstens vijf miljoen roebel boven het hoofd en riskeert tot 15 jaar cel. Dat heeft het Russisch parlement vrijdag beslist nadat al een hele week systematisch minder objectieve berichtgeving werd toegestaan.
BBC en NOS Het tweede slachtoffer van de Russische censuur zijn de buitenlandse media. De websites van BBC, Deutsche Welle en Radio Liberty hebben een ‘sterk beperkte toegang vanuit Rusland’, op vraag van het Russische parket. Ook de BBC lanceerde een ‘creatieve handleiding’ om het nieuws te kunnen blijven volgen vanuit Rusland. De Britse openbare omroep schort bovendien haar berichtgeving vanuit Rusland tijdelijk op. ‘De veiligheid van ons personeel primeert, we willen niet blootstellen aan een mogelijke strafrechtelijke vervolging’, zei BBC. Bloomberg en CNN kwamen enkele uren later met een gelijkaardig statement.
De Russische onafhankelijke media waren het eerste slachtoffer. Zo stopte radiostation Echo Moskvy ermee en nam tv-zender Dosjt donderdag live afscheid met de hele crew. Ceo Natalja Sindeeva zei met waterige ogen dat ze niet zou huilen want ‘dat is exact wat ze willen, we gunnen hen onze tranen niet’. Na de uitzending kregen de kijkers Het Zwanenmeer te zien, een verwijzing naar 1991, toen de staatstelevisie niet de Augustusstaatsgreep in Moskou tegen Gorbatsjov toonde maar in eindeloze herhaling van het klassiek ballet. Vrijdag beslisten ook onder andere Znak en The Bell om niet meer te berichten over Oekraïne uit angst voor repressie. Meduza werd geblokkeerd in Rusland. Alleen de kwaliteitskrant Novaja Gazeta van Nobelprijswinnaar Dmitri Moeratov houdt nog stand als bastion van onafhankelijke, Russische journalistiek. Om te kunnen blijven doorwerken, nam de krant vrijdag een drastische beslissing: alle gepubliceerde inhoud die indruist tegen de huidige censuur zal offline gehaald worden. ‘Enkel zo kunnen wij proberen om de lezer eerlijke journalistiek te brengen over de desastreuze gevolgen van deze zogezegde “militaire operatie”, waarvoor wij het O-woord niet meer mogen gebruiken.’ De titel van hun liveblog luidt al enkele dagen honkvast ‘Poetin valt Oekraïne aan’. Poetins dreigende taal tegen het Westen gaat crescendo. Russen die aan correcte informatie willen komen over de oorlog, staan dus voor een steeds grotere uitdaging. De Russische mediawaakhond besliste vrijdagavond om Facebook en Twitter blokkeren. Tiktok kreeg dan weer een waarschuwing omdat het een paar

Russia is silencing domestic and foreign media with a new censorship law. BBC and NOS are taking drastic measures for their correspondents. Who else gives Russians a view of the world, and the world a view of Russia?
decided to stop reporting on Ukraine for fear of repression. Meduza was blocked in Russia. Only the quality newspaper Novaya Gazeta of Nobel Prize winner Dmitri Muratov survives as a bastion of independent Russian journalism. In order to continue working, the newspaper made a drastic decision on Friday: all published content that violates current censorship will be taken offline. ‘Only in this way can we try to bring honest journalism to the reader about the disastrous consequences of this so-called ‘military operation’, for which we are no longer allowed to use the O-word.’ Ukraine to’.
Anyone who, as a news medium active in Russia (or as a Russian citizen), “spreads false information” about the war in Ukraine - say not war or invasion, but “special military operation” faces a fine of at least five million rubles and risks up to 15 years in prison. Putin’s menacing language against the West is crescendo. Russians who want to obtain correct information about the war therefore face an increasing challenge. The Russian media watchdog decided Friday evening to block Facebook and Twitter. Tiktok was then warned again for removing a few posts from the Ria Novosti news agency. Google also loads significantly slower and regularly stutters, report users from Saint Petersburg to Vladivostok. “Try a VPN connection and follow our guide,” Meduza wrote on Friday. “Distribute them as much as you can, because as long as we’re being read - be it through the dark web or a Google doc - we’re not dead.”
The Russian independent media were the first victim. For example, radio station Echo Moskvy stopped and TV station Dosjt said goodbye live with the entire crew on Thursday. CEO Natalya Sindeeva said with watery eyes that she wouldn’t cry because “that’s exactly what Willem Rasing they want, we don’t give them our tears”. After the broadcast, viewers were shown Swan Lake, a reference to 1991, when state television did not show the August coup against Gorbachev in Moscow but in endless repetition of the classical ballet.
BBC and NOS The second victim of Russian censorship is the foreign media. The BBC, Deutsche Welle and Radio Liberty websites have “severely restricted access from Russia”, at the request of the Russian prosecutor’s office. The BBC also launched a ‘creative manual’ to keep up with the news from Russia. The British public broadcaster also temporarily suspends its reporting from Russia. “The safety of our staff is paramount, we do not want to expose ourselves to possible criminal charges,” the BBC said. Bloomberg and CNN issued a similar statement a few hours later. The Dutch public broadcaster, NOS, has decided that one correspondent in Moscow, Iris de Graaf, must temporarily leave the country. Geert Groot Kurkamp will remain in Moscow for the time being.

“Horrorpraktijken die verder gaan dan oorlogsrecht toelaat“

Hoe langer Oekraïne weerstand biedt, hoe meedogenlozer de Russische bombardementen worden. Het Russische leger schrikt er zelfs niet voor terug de omgeving van een kerncentrale te beschieten.
Nieuwe tactiek De aanval op de centrale was waarschijnlijk een berekend risico. Het gebouw dat in brand vloog, was een ‘trainingsfaciliteit’. De inname van de kerncentrale past ook in de militaire logica van de invasie. De stad Zaporozje ligt op de weg die de Russische troepen moeten nemen om vanuit het zuiden naar de hoofdstad Kiev op te trekken. De plaats is strategisch belangrijk omdat daar bruggen liggen over de brede Dnjepr-rivier, die het land in tweeën deelt. Bovendien is het in een oorlog erg belangrijk controle te krijgen over de elektriciteits productie van de vijand. De zes reactoren in de centrale van Zaporozje leveren 20 procent van alle elektriciteit in Oekraïne.
Hoeveel schade wil het Russische leger Oekraïne berokkenen en hoeveel risico’s is het zelf bereid te nemen? Deze vragen werden donderdagnacht nog pertinenter, toen het nieuws bekendraakte dat er brand was uitgebroken aan de kerncentrale van Zaporozje, de grootste van Europa. Dat gebeurde na beschietingen door het Russische leger. Het vuur kon snel geblust worden en de zes reactoren raakten niet beschadigd. Ze draaien nog, al hebben de Russische militairen de controle overgenomen. Het personeel moet er nu werken met de loop van een geweer in de rug, liet Petro Kotin, de directeur van het Oekraïense staatsbedrijf voor kernenergie, vrijdag weten. De aanval op een kerncentrale is ongezien en wordt beschouwd als strijdig met het internationale en het humanitaire oorlogsrecht. Als het fout zou lopen, is de schade immers buitenproportioneel. Maar het Russische leger heeft al langer lak aan die regels. Dat bewees het al in Tsjetsjenië, maar ook in Syrië. ‘Het leger heeft een arsenaal van horrorpraktijken die veel verder gaan dan de Conventie van Genève toelaat’, zei de Britse minister van Defensie, Ben Wallace. Wallace, een voormalige militair, wees op het gebruik van thermobarische en clusterbommen. ‘Het geeft aan dat Poetin geen limieten ziet.’ De Oekraïense president Zelenski noemde de aanval op de kerncentrale een bewuste actie en sprak van ‘nucleaire terreur’. Volgens hem waren de Russen erop uit ‘Tsjernobyl te herhalen’. ‘Geen enkel ander land heeft ooit een kerncentrale beschoten. Dit is de eerste keer in de geschiedenis.’
Omdat de Russen er niet in geslaagd zijn om Kiev via een blitzkrieg in te nemen en de regering-Zelenski omver te werpen, zijn ze nu overgeschakeld op een andere tactiek. Daarbij proberen ze via de grote steden in het zuiden en het oosten het verzet te breken. Daar horen ook zware bombardementen bij. Op die manier wil men het moreel van de bevolking breken. Als de Oekraïeners ook zonder elektriciteit komen te zitten, wordt het verzet nog moeilijker.

De eigen soldaten en – afhankelijk van de windrichting – een deel van Rusland zouden ook besmet worden. Volgens het Russische ministerie van Defensie was de brand zelfs aangestoken door de Oekraïeners, als een ‘monsterlijk provocatie’ richting Rusland.

but also in Syria. “The military has an arsenal of horror practices that go far beyond the Geneva Conventions,” said British Defense Secretary Ben Wallace. Wallace, a former soldier, pointed to the use of thermobaric and cluster bombs. “It indicates that Putin sees no limits.” Ukrainian President Zelensky called the attack on the nuclear power plant a deliberate action and spoke of “nuclear terror”. According to him, the Russians were out to “repeat Chernobyl”. “No other country has ever shelled a nuclear power plant. This is the first time in history.”
How much damage does the Russian military want to do to Ukraine and how much risk is it willing to take itself? These questions became even more pertinent on Thursday night, when news broke that a fire had broken out at the Zaporozhian nuclear power plant, the largest in Europe. This happened after shelling by the Russian army.

Having failed to take Kiev via blitzkrieg and overthrow the Zelensky government, the Russians have now switched to a different tactic. In doing so, they try to break the resistance via the major cities in the south and east. This also includes heavy bombing. In this way they want to break the morale of the population. If the Ukrainians also run out of electricity, the resistance becomes even more difficult.

Dat de situatie de komende dagen alleen maar zal verslechteren, staat vast. Op het Navo-hoofdkwartier in Brussel zaten de ministers van Buitenlandse Zaken vrijdag samen. Ook daar was de stemming pessimistisch. Secretaris-generaal Jens Stoltenberg verwacht de komende dagen een duidelijke verslechtering met ‘meer doden, meer leed en meer vernielingen’. De Russische strijdkrachten zetten almaar zwaardere wapens in. Stoltenberg bevestigde dat Rusland al clusterbommen gedropt heeft. Maar de Navo wil absoluut niet tussenkomen. Zelenski vroeg deze week om een no-flyzone in te stellen, maar die zal er niet komen. ‘We zijn het erover eens dat we geen Navo-vliegtuigen in het Oekraïense luchtruim moeten hebben, omdat we dan in een totale oorlog in Europa verzeild kunnen raken.’ De Russische president Poetin zei vrijdag dat hij de relaties met andere landen wil normaliseren. Hij wil die geen kwaad berokkenen en belooft alle verplichtingen na te zullen komen. Maar over Oekraïne was hij duidelijk: dat moet aan alle Russische eisen tegemoetkomen en zich bij de vredesonderhandelingen soepeler opstellen. Het geeft nogmaals aan dat hij niet zal stoppen zolang Zelenski in Kiev zit. Ook het akkoord dat de onderhandelaars donderdag zogezegd bereikten over het instellen van humanitaire corridors stelt niets voor. ‘De onderhandelingen staan nog altijd bij het beginpunt’, gaf de Russische VN-ambassadeur toe. Dat ondervinden de inwoners van Marioepol, de havenstad die al dagen zonder elektriciteit, verwarming, water en voedsel zit. De burgemeester vroeg vrijdag om zo’n corridor, maar zolang er geen staakt-het-vuren komt,

The agreement that the negotiators allegedly reached on Thursday on the establishment of humanitarian corridors is also meaningless. “Negotiations are still at the starting point,” the Russian UN ambassador admitted. This is the experience of the inhabitants of Mariupol, the port city that has been without electricity, heating, water and food for days. The mayor asked for such a corridor on Friday, but as long as there is no ceasefire, it is pointless. The shooting continued mercilessly, the mayor said. “Maybe Russia will want to wipe our city off the face of the earth,” he wrote on Telegram.

ZELFS ZONDER OORLOG MIST RUSLAND HET WK 2022 DEFINITIEF Laten we even terug komen op een artilkel van eind 2021 voor dat de huidige ellende begon. Het Court of Arbitration for Sport (CAS) had de schorsing van Rusland voor alle grote sportevenementen teruggebracht tot twee jaar. Aanvankelijk kregen de Russen een schorsing van vier jaar opgelegd door het World Anti-Doping Agency (WADA). Hoewel het CAS dus een mildere straf heeft opgelegd, zijn de consequenties voor Russische atleten enorm. Zo zijn er geen Russen welkom geweest op de Olympische Spelen in Tokio in 2021 en zijn ook de Paralympische Spelen verboden terrein voor atleten uit het land. Daarnaast is de nationale voetbalploeg van Rusland niet welkom op het WK 2022, dat wordt gehouden in Qatar. Het CAS benadrukt in haar uitspraak dat het halveren van de schorsing ‘zeker niet betekent dat het wel meeviel’ met wat de Russen in het verleden hebben gedaan. De Russische atleten worden uitgesloten van de grote sportevenementen vanwege een omvangrijk dopingschandaal in het land. Tientallen tot honderden Russen gebruikten doping tijdens (inter)nationale sportevenementen en veel bonden, officials en overheidsfunctionarissen waren daarvan op de hoogte. Neutrale vlag Het is nog onduidelijk of er uitzonderingen gemaakt gaan worden voor bepaalde sporters uit Rusland die

EVEN WITHOUT WAR RUSSIA MISSES THE 2022 WORLD CUP FINAL Let’s go back to an article from the end of 2021 before the current misery started. The Court of Arbitration for Sport (CAS) had reduced Russia’s suspension for all major sporting events to two years. Initially, the Russians were given a four-year suspension by the World Anti-Doping Agency (WADA). Although the CAS has imposed a more lenient sentence, the consequences for Russian athletes are enormous. For example, Russians have not been welcome at the Olympic Games in Tokyo in 2021 and the Paralympic Games are also off limits for athletes from the country. “NO to WAR”
KNOKKE-HEIST 2022 Elk jaar wordt in het kader van het Internationaal Cartoonfestival De Grote Prijs Knokke-Heist Gouden Hoed georganiseerd. Knokke-Heist is voor de 61ste keer gastheer van de internationale cartoonisten en daarmee is de Gouden Hoed de oudste cartoonwedstrijd ter wereld. Na al die jaren blijkt de wedstrijd nog steeds bijzonder populair, want ruim 491 cartoonisten uit meer dan 95 landen namen deel aan De Grote Prijs Knokke-Heist. In totaal werden er 2455 cartoons ingestuurd. De 10 genomineerden van de Grote Prijs Knokke-Heist Gouden Hoed zijn bekend. Een zeskoppige vakjury, onder leiding van tv-figuur Chris Dusauchoit, selecteerde hiervoor 10 car-
toonisten die kans maken op een geldprijs van 5000 EUR en eeuwige cartoonroem. De voorzitter kreeg hiervoor professionele ondersteuning van cartoonist Steven Degryse (Lectrr), Prudence Geerts (Planet Prudence), Kamal Kharmach (stand-upcomedian), Bruno Wyndaele (presentator) en Toon Horsten (Standaard Uitgeverij).
