esotho is a democratic, sovereign and independent country within Southern Africa. It is landlocked within the Republic of South Africa (RSA). The name Lesotho translates into “the land of the people who speak Sotho”. The Basotho are a Bantu ethnic group whose ancestors have lived in southern Africa since around the fifth century. Basotho culture is centered on village life, and most traditions and festivals relate to local village life and the seasons of the year.

esotho is in the course of establishing itself to showcase its rich and diverse culture and talent. Recently inaugurated by the United Nations Educational Scientific and Cultural Organization (UNESCO), the International Jazz Day was celebrated for the first time in Lesotho on the 30th April 2012, which marked an addition to the already existing annual events. Held annually in September or October, the Morija Arts and Cultural Festival is Lesotho’s premier cultural event, attracting corporate sponsorship. It is focused on reviving various aspects of Basotho culture through music, art and dance and boosting the small scale business sector demonstrating immense growth in terms of activities, participants and visitors. Moshoeshoe Day, which commemorates the founder of the Basotho nation, King Moshoeshoe I (a staunch defender of the language, art and culture of Lesotho), is held in March and takes place in the capital city, Maseru, where visitors can witness the richness of local traditions.The historic journey taken by King Moshoeshoe I from Menkhoaneng (his birthplace) to Thaba-Bosiu (Fortress of Refuge), has also inspired an annual hardcore trek, held annually in the month of March. This journey has become popular both locally

and internationally, attracting an average of 500 people in the past 3 years. December is the month of music festivals that include African Melodies Festival and the Tourism Jazz Festival, both held in Maseru. Morija Museum & Archive presents valuable historical material and museum collections supported by heritage and community-based tourism initiatives. Thaba- Bosiu Cultural Village is an authentic replica, built using materials and methods of antiquity, portraying the originality of the constituent tribes of the early Basotho, along with Stone Age cave dwellers and the arrival of the Colonial forces. Lesotho has a rich heritage to be explored and presents a strong potential for investment in documentary.

ソトにおけるスポーツ振興は、技能レベルや年齢、出身、能力を問わず、男女ともに機会を提供することを目的に、「Foundation」「Participation」「Performance 」「Excellence」の4 つの発展段階を設けて行われています。 11～12月には夏季マラソン大会が開かれ、海抜 3000メートルのコースで、マルチ山脈の原生林を抜けて舗装道路と未舗装道路を走るチャレンジングかつエキサイティングな体験を提供しています。

マセルには9ホールの見事なゴルフコース「マセル・ゴルフ・クラブ」があり、毎年「Mohokare Classicトーナメント」が開催されています。1年のうち300日以上が晴天のレソトでは、毎日がゴルフ日和です。たまに降る雨に濡れて輝くコースもまた、魅力的です。

LIVING AND EXERCISING IN THE KINGDOM OF LESOTHO

Summer marathons are organized between November and December to experience the challenging and exciting route 3,000 meters above sea level, over asphalt and gravel roads, and through the pristine Maloti Mountains. The Maseru Golf Course, located in Maseru, is home to the Mohokare Classic tournament every year. Lesotho experiences more than 300 sunny days per year, making anytime a great time to golf and the rains that do fall, give more shine to a great nine-hole course. Trout fishing, mountain climbing and pony trekking on sure-footed Basotho ponies and dinosaur footprints hunting are some of the outdoor activities that the sunny Lesotho climate permits. Lesotho is host to the popular “Roof of Africa” car rally which follows the hairpin bends in the Maloti Mountains to Maseru. Most accommodation facilities have sporting facilities for swimming, tennis and squash.

The Lesotho government enacted legislation during 2010 that provided for free education for all its citizens, and this process is currently being rolled out.

esotho’s literacy levels are among the highest on the continent, with an adult literacy rate of 89.7 percent (UNDP, 2011), and female adult literacy around twice that of the SubSaharan African average.

The Free Education Programme (FPE) programme that was introduced by the Government in 2000 in line with Millennium Development Goal (MDG) primary education, was enacted in 2010 after a proven success record which met the target date of 2015.

The second of the two universities in the country, Limkokwing University of Creative Technology (LUCT), has brought about a new dimension to promote invention, innovation and creative thinking through hi-tech learning environment, where students have access to the latest in digital technology.

Lesotho’s education system is all encompassing and supported by well-established Pre-School, Primary, Secondary, Non-Formal & Special, Higher Level as well as Technical & Vocational Training facilities and institutions. College, Technical & Vocational Education presently provide basic, pre-service teacher education to diploma level for teaching in primary schools and the first three years of secondary school; Certificate and Diploma level in agriculture and its mechanisation, home economics, forestry and natural resource management and diploma level in Civil, Mechanical and Electrical Engineering as well as Business Administration. The National University of Lesotho is the first in Lesotho and historically attached to the Southern African region currently with approximately 11,000 national and international students in its seven faculties comprising Agriculture, Education, Health Sciences, Humanities, Science and Technology, LESOTHO AND THE WORLD

The Centre for Accounting Studies has consistently produced professional accounting qualification for both private and public sectors, from the Technical to the Chartered Accounting levels.

esotho’s focus is on diversifying its FDI and domestic investment portfolio in the various identified subsectors in which it has a comparative advantage.

Investment climate in Lesotho continues to improve, demonstrating commitment towards policy reform. Agriculture, horticulture and aquaculture present opportunities for investment in fish and livestock farming as well as food processing. Existing production capacity leaves a huge demand gap that provides a local and regional market for food products. Trade flows indicate that Lesotho has a revealed comparative advantage in certain food products. Opportunities in textiles and garments lie in integration of industry projects such as the manufacture of zips, buttons and other accessories as well as the establishment of a knit fabric mill to supply an industry that produces over 70 million knitted garments a year to service the US and SACU markets. More investment opportunities include manufacturing of automotive components, consumer electronics and electronic appliances and plastic input products for irrigation and construction. capacity that can serve the local and regional markets and this area is the fastest growing opportunity in Africa. The nation has a good command of English language and educated labor for call centers. There is a huge supply gap in ICT services to be utilized by the growing industry. The Lesotho Highlands Water Project presents opportunities for joint venture establishments between Lesotho and RSA businesses and the local manufacturing of the relevant materials will attract a costcompetitive position for Lesotho.

Most food NWFP in Lesotho are in the form of exotic fruits, which in some cases are seminaturalized in Lesotho. The main ones are peaches, apples, apricots, pears and quinces. All of these grow very well in all the bioclimatic regions of the country. 08

レソトは南部アフリカ関税同盟（SACU）に加盟しています。ボツワナ、レソト、ナミビア、スワジランド、南アフリカの5カ国からなる約5500万人の消費市場です。南部アフリカ開発共同体（SADC）の域内貿易・投資ブロック（14カ国・2億6000万人市場）への無税・無枠の市場アクセスが可能です。特恵関税制度に基づき、乳製品および家禽・卵製品を除く広範なカナダ製品（3400万人市場）が非課税対象となっています。 SACUと南米南部共同市場（MERCOSUR）との優遇措置協定により、SACU加盟国であるレソトの産品の一部はアルゼンチン、ブラジル、パラグアイ、ウルグアイなど3億8500万人市場で貿易特恵を受けられます。 SACUと欧州自由貿易連合（EFTA）との自由貿易協定に基づき、SACUの工業製品・水産加工品はスイス、ノルウェー、アイスランド、リヒテンシュタインで無税・無枠の市場アクセスが認められています。レソトはSACUの経済連携協定の下、全製品を欧州連合（EU）の5億人市場向けに無税輸出できます。アフリカ成長機会法（AGOA）に基づき、3億 1000万人の消費者を擁し収益の大きい米国市場の恩恵も受けられます。

TAX INCENTIVES

税制優遇措置

01. 10% corporate income tax on manufacturing profit. 製造活動による利益にかかる法人所得税は税率10％。

02. No withholding tax on dividends distributed by manufacturing firms to local or foreign shareholders.

製造企業が国内外の株主に還元する配当金は源泉非課税。

03. No advanced corporation taxes are paid by companies on the distribution of manufacturing profits. 製造活動による利益の配当にかかる前納法人税の免除。

04. Training costs are allowable at 125% for tax purposes. 研修費は125％まで所得控除の対象。

05. Payments made in respect of external management skills and royalties related to manufacturing operations are subject to withholding tax of 10%.

製造活動に関連する外部管理能力・ロイヤルティにかかる支払いは源泉課税率10％。

06. Easy repatriation of manufacturing profits. 製造活動による利益の本国送還が容易。

07. A VAT rate of 14% (ensuring harmonisation with the RSA). Furthermore, the Lesotho Revenue Authority has introduced flexible VAT payment systems, to tax compliant firms, to ease cash flows.
