SECTION 3 – RECRUITMENT AND APPOINTMENT PROCESS
3.1 CONFIRM THE STATUS OF THE POSITION Before beginning the recruitment process, it is essential to ensure that the post is warranted and the status of the post confirmed by the NCSE.
3.1.1 Standard SNA Post A Standard SNA Post is one that is part of the NCSE quantum of SNA support to a school.
3.1.2 Substitute or Cover SNA Post A Substitute or cover SNA Post is where a substitute or cover SNA is appointed on a temporary basis to cover a vacancy when an SNA in a standard post is on an approved leave of absence such as maternity leave, sick leave, career break, job-sharing etc. Since Mach 2019 all employers are obliged to provide employees with a Written Statement outlining the following 5 Core Terms of Employment within 5 days of commencing employment: the full names of the employer and the employee the address of the employer the expected duration of the contract, in the case of a temporary contract, or the end date if the contract is a fixed-term contract the rate or method of calculation of the employee’s pay the number of hours the employer reasonably expects the employee to work per normal working day and per normal working week. Substitutes who are working in a school for a longer period should be given a Fixed Term / Fixed Purpose Contract.
3.2 SNA SUPPLEMENTARY ASSIGNMENT PANEL 3.2.1 SNA Supplementary Assignment Panel SNAs whose posts have been suppressed are given panel rights through the SNA Supplementary Assignment Panel. The purpose of the panel is the allow SNAs who are being made redundant by one BoM to fill an SNA vacancy in another school. A Supplementary Assignment Manager is assigned by the Department of Education to oversee the procedures outlined the circular. S/he can be contacted at: snasupplementpanel@education.gov.ie Supplementary Assignment Manager o Block 2, Floor 2 Department of Education o Marlborough Street o Dublin 1 Circular 26/2021 outlines the operation of the SNA Supplementary Assignment Panel for the 2021 / 2022 school. Year. It is expected that this circular will be replaced by a similar one for the 2022 / 2023 school year. BoMs are therefore strongly advised to follow the procedures outlined in it.
