We are pleased to present this set of six stamps by Manx artist and designer Adam Berry featuring some of the Island’s most beautiful towns and villages. Adam’s graphic style is a nod to the golden age of the tourist and transport poster of the twentieth century when the Island was a leading destination for British seaside holidaymakers.

Valerie Caine writes… PEEL Situated on the west coast and known to many as Sunset City, the old fishing port retains a sense of authenticity with its narrow streets, sandstone buildings and castle ruins; where was excavated the so-called Pagan Lady. The castle is also haunted by the legendary Moddey Dhoo. It’s also home to the Island’s cathedral (and its predecessor on St Patrick’s Isle), the kipper yards, the revolutionary Peel P50 car, the community run Centenary Centre and a popular marina. Additionally, the Manx Transport Museum, the House of Manannan (now the permanent home of the Viking replica boat Odin’s Raven) and the Leece Museum are on hand to enjoy on those inclement days. CASTLETOWN Dominated by the Medieval Castle Rushen, the ancient capital of Mann plays an important role in Manx history. Here you can explore a range of buildings which reveal the essence of its past, including an earlier House of Keys, the old Grammar School and the unique Police Station designed by Baillie Scott. Travel to the town by steam railway and learn more about eccentric inventor George Quayle at the Nautical Museum, Captain Quilliam’s role on HMS Victory at the Battle of Trafalgar and why the Cornelius Smelt Monument remains incomplete. ONCHAN Although the original village, referred to as ‘Kione Droghad’ (meaning ‘bridge end’), has grown substantially in recent years, it holds within its boundaries a number of significant, historical connections, notably Government House (home of the Island’s Lieutenant Governor and formerly known as ‘Bemahague’) and as the parish where Captain Bligh (immortalised in Mutiny on The Bounty) married Elizabeth Betham. But leisure time can be filled with the amusements of Onchan Park, Port Jack Glen, a nostalgic ride on the Groudle Glen or Manx Electric Railways, and the delightful Molly Carooin’s Cottage.
PORT ERIN A seaside village which took advantage of a burgeoning visiting industry, its outdoor attractions include the picturesque settings of Bradda Head and Glen, the uniquely designed Milner’s Tower and Breagle Glen. The distinctive Ruabon brick of the local railway station and the striking design of the former Collinson’s Cafe, hint strongly of the southern port’s foray into tourism. A cross section of activities provides entertainment at the Erin Arts Centre, transport history at the Railway Museum, sport at the Rowany Golf Club and an opportunity to sail across to the Calf of Man. PORT ST MARY Another southern gem which successfully combined tourism with the more traditional fishing industry, its gentility provides a peaceful haven for strollers, families and waterbased activities. Connected to the heritage steam railway, many visitors are attracted to the port by its sandy beach at Chapel Bay, its deep-water harbour and a fine golf course. Take a scenic sea journey from here to the Calf of Man, or visit the poignant Dunkirk Memorial - honouring those who died on the Isle of Man Steam Packet vessel Mona’s Queen. RAMSEY Firmly established as the ‘capital of the north’, this busy shipping port holds significant links with the San Diego based vessel Star of India and the sea-faring tragedy of the paddle steamer Ellan Vannin. Known colloquially as ‘Royal Ramsey’, with the Albert Tower and Queen’s Pier serving as reminders of monarchal visits, the town is a natural terminus for the Manx Electric Railway; adjacent to the Ramsey Heritage Centre. Proud of its links with cultural revival and the revolutionary Radio Caroline North, Norse invaders took advantage here of a natural access on their way to Island rule. The magnificent swing bridge, completed in 1892, is a welcome link from the town to the popular Mooragh Park with its twelve acre lake and magnificent gardens.

The Sapphire Anniversary of HM Queen 2017 The Isle of Man Post Office is proud to present a set of six stamps to mark Her Majesty’s sixty-fifth year as Queen. As the longest-reigning and most-travelled monarch in history she has worked tirelessly to strengthen friendships and economic ties between the UK and other countries worldwide, despite not owning a passport. Dickie Arbiter writes… There are 195 countries in the world and, at a conservative estimate, Queen Elizabeth II has visited 120 of them. The Queen has travelled to the four corners of the globe covering more than a million miles in her sixty-five year reign. She has visited democracies where people enjoy freedom of expression and dictatorships where people live in fear, and she has done this with enthusiasm and without being judgemental. Visits to foreign countries don’t just happen; the choice is not at The Queen’s behest but that of her government of the day, who believe that the time is right both politically and diplomatically to promote ‘UK PLC’. So, The Queen has to be invited. When an invitation is received by the Foreign Office it is acted upon as quickly as the wheels of bureaucracy will allow. Alternatively, the British ambassador might push for a visit in the belief that it is timely for, preferably, a State Visit or at the very least a high profile royal visitor. The Queen has visited 75 foreign countries and all but two of the 52 member nations of the Commonwealth. Twelve of its members are still Realm states, which means she is still their Head of State. She has been to Australia fifteen times, New Zealand eight and Canada, which this year celebrates 150 years as a Federation, 22 times. 6
The Queen recognises and celebrates other faiths in the UK and Commonwealth, and historic visits have included visits to temples, mosques, a synagogue in India and, in 1980, she became the first British monarch to pay a State Visit to Vatican City where she met Pope John II. Other historic visits have included Ireland in 2011, when she became the first monarch to step foot in the Republic since her grandfather George V visited in 1911, when the whole island was still a British Dominion. In 1979 The Queen, as Lord of Mann, was the second British monarch to fulfil this duty in person, when she presided over the 1000th annual open-air sitting of the Isle of Man’s Parliament, Tynwald. Twenty-four years later, in 2003, she again visited the crown dependency and again presided over the Tynwald Ceremony. High on The Queen’s travel agenda has always been the biennial Commonwealth Heads of Government - CHOGM - meeting although she declined attending Sri Lanka in 2013 having concluded at the time of her 2012 Diamond Jubilee that long-haul travel in her late eighties was no longer an option she would consider. Her last CHOGM was in 2015 in Malta, a fitting choice, filled with nostalgia as it was there that she and The Duke of Edinburgh lived for two years during his posting in the Royal Navy soon after their marriage. Travel to foreign countries and to the Commonwealth is an important part of The Queen’s constitutional role and as Head of the Commonwealth it will be important to her that she attends the next CHOGM, which will be in the United Kingdom in 2018.

Sapphire Jubilee Miniature Sheet
Gifts Fit For A Queen ................................................................................................................................................... The Isle of Man Post Office is pleased to commemorate the sixty-fifth year of Her Majesty The Queen’s reign by issuing this Miniature Sheet of one stamp and showcasing a selection of gifts from the collection of presents that she has received from the huge number of countries she has visited. Dickie Arbiter writes… The exchanging of gifts is as old as time itself and while in yesteryear a gift would be seen as a sign of peace and goodwill, today it is a courtesy. For states, like us individuals, choosing an appropriate gift is a challenge. Should it ref lect their culture, arts or national symbol? Traditional or ‘coolly’ modern, royally appropriate but not lavish? What do you give a Queen who has everything? In her sixty-five year reign Queen Elizabeth II has received an eclectic array of gifts although some, given with the best of intentions, would be classified as bizarre or even weird. As a Silver wedding anniversary present the President of Cameroon gave The Queen a five year old bull elephant called ‘Jumbo’. It was sent to the London Zoo and then to Whipsnade where it died in 1988. Other live gifts have included a pair of sloths from the 1968 visit to Brazil; two black beavers from Canada in 1970, and in 1972 two giant tortoises from the Seychelles. The Royal Canadian Mounted Police sent her ‘Burmese’, a seven year old black mare that The Queen rode on her June official birthday - Trooping the Colour from 1969 to 1986. As a realm state Canada has been regularly forthcoming with gifts. To mark its centenary in 1958 British Columbia gave a 100 foot totem pole that can be seen today alongside Virginia 8
Water lake in Windsor Great Park. The Governor of the British Virgin Islands gave The Queen a one pound bag of salt, a tradition dating back to the time of Queen Victoria when the archipelago’s Salt Island paid an annual rent from its salt ponds. On a visit to the Australian mining town of Balarat in 2003 The Queen was given a bar of ‘dog soap,’ guaranteed to instantly kill f leas and other vermin. During The Queen’s bicentennial tour of Australia she accepted a hand built coach known as the Australian State Coach. In its first outing it conveyed The Queen and The Duke of Edinburgh to the State Opening of Parliament and is used for other State occasions. Another State Coach was given to celebrate the Diamond Jubilee. In more recent years President Obama went cool modern and gave her an iPod loaded with show tunes and images of her trip to Virginia in 2007. During her visit to Germany in 2015 President Joachim Gauk gave The Queen a marzipan version of the Brandenburg Gate and an acrylic painting from an early photograph of her on a Shetland pony. It drew a smile and the comment from The Queen - ‘that’s a funny colour for a horse’. When it comes to reciprocating The Queen tends to play it safe. Her gifts invariably will include copies or facsimiles of works from the Royal Archives, as well as a sterling silver framed signed photograph of her and The Duke of Edinburgh. All official gifts automatically become part of the Royal Collection and are either put on display at royal palaces or loaned out to museums and galleries.

Isle of Man Post Office is proud to celebrate this important anniversary with four distinctive panoramic stamps that illustrate the journey to free elections featuring the most significant events and individuals in the story. Kit Gawne writes… The call for political reform in the Isle of Man started in earnest in 1833 when Robert Fargher launched the dissenting newspaper the Mona’s Herald, and became involved in a persistent campaign to bring about a democratically elected House of Keys. Historically it had been a self-elected body, and, when a vacancy occurred, the Members nominated two persons to the Lieutenant Governor for him to appoint one. Fargher’s inflammatory ‘letters to the editor’ resulted in a libel action being taken against him by a Member of the House of Keys in 1844 which resulted in him being gaoled. In 1845 a public petition demanding political reform was presented to Lieutenant Governor John Ready for him to forward to the Home Secretary. When further petitions were sent, the Home Secretary threatened that the situation could be addressed by the Island being incorporated into Britain. A combined deputation of the Keys and the people met with the Treasury in 1853 to discuss the possibility of Tynwald having some control of the surplus revenue. Surprisingly, the Treasury’s written response included the statement that ‘if the House of Keys had been a representative body, elected by the people of the Island, the Lords of the Treasury would have been disposed to have taken a much more favourable view of your proposal to entrust to it the administration of these funds’. But Lieutenant Governor Charles Hope’s cautiousness helped delay matters. Calls for reforms were again being raised from a familiar quarter, that of yet another forceful newspaper owner: James Brown of the Isle of Man Times. In reporting the proceedings of the House of Keys in 1864 in which a Member spoke on the wish of Douglas Town Commissioners to extend their powers, the 10
newspaper reported that ‘this elicited marks of approval of the don-keys around him’. This resulted in Brown being summoned to attend the House of Keys. He was found guilty of contempt and imprisoned, but he appealed and was released and awarded damages. Henry Brougham Loch had been appointed Lieutenant Governor in 1863. The gravity of the urgent need to have sufficient public money to complete the building of a new breakwater, the calls for a democratically elected House of Keys and the acrimonious incident with James Brown convinced Loch that there should no longer be taxation without democratic representation. In 1866 he was able to go to Tynwald to disclose the results of his year-long confidential negotiations with the British authorities. If Tynwald agreed to small increases in the customs duties, then the additional revenue would be used to improve public works. A condition was to be that the Members of the House of Keys would be elected by the people. After a long deliberation, the Keys eventually agreed. Loch sent the ‘House of Keys Election Act, 1866’ to the Home Office for Royal Assent, and it was eventually promulgated by Tynwald Court. It allowed for the towns of Peel, Ramsey and Castletown to have one Member each, the town of Douglas and the sheadings of Ayre, Michael, Garff, Glenfaba, Middle and Rushen to have three each. Those allowed to vote were males aged at least twenty-one who were owners or tenants of real estate of set amounts. The first public election of the House of Keys, which took place during the period from 2nd to 5th April, saw thirteen of the previous twenty-four Members elected. John Senhouse Goldie-Taubman was chosen as Speaker. The reforms, although by no means fully complete, were major steps towards more competent and mature self-government. Political democracy in the Isle of Man had at last become a reality.

The Isle of Man Post Office marks the development of a new service to our customers and collectors with this set of ‘three legs of Man’ variable rate definitive self-adhesive stamps. Developed for use throughout our counter network to be both decorative and convenient they are otherwise known as Post & Go stamps or Faststamps in other jurisdictions and a new collectable in their own right. RICHARD WEST WRITES... It was inevitable that, after the introduction of the adhesive postage stamp by Great Britain in 1840, ways would be sought of making it easier not only to buy stamps but also to show that the postage charges had been paid. Among the solutions were stamp vending machines and stamp booklets. For businesses needing to post large quantities of items came the meter mark in the early 20th century. Understandably developments have continued. The range of services offered from post offices has increased, some of these demanding extended transaction times. Items posted have changed from mainly letters to packets and parcels. In many parts, the traditional post office building has disappeared, to be more conveniently located in other retail outlets. Over the years ways have been sought of automating the handling of mail at the point of posting. Perhaps the biggest change has been the ability to post an item - or buy stamps - without the need to queue at a post office counter. The first of a new breed of self-service machine or kiosk - known as the Postal Automatic Service System or PASS - was developed by Samkyung Hitech of South Korea, installed in that country in 1999. These machines were cumbersome and proved slow to use. However, manufacturers persevered and gradually compact machines have been developed, now seen in post offices across the globe. The Isle of Man Post Office some years ago installed its first such kiosk at the former Crown Post Office in Regent Street in Douglas. These machines provided a simple blank self-adhesive label on which were printed the 12
relevant details (postage rate, date of posting and so on) at the time of the transaction.
The origin of the ancient motif of the three legs of Man has been forgotten over the ages, but it is thought that Alexander III of Scotland introduced it to the Island once he gained control in 1265. Alexander had family connections with Sicily, which had adopted a three-legged version of the sun symbol, the triskelion, hundreds of years previously. The legs usually run clockwise and carry the Latin motto ‘quocunque jeceris stabit’ which translates as ‘whichever way you throw me, I stand,’ a reference to the independence and resilience of the Manx people. Working with its information technology partner, Esher in Eire, the Isle of Man Post Office has now developed a solution that allows self-adhesive pictorial definitives of varying values to be supplied both from the kiosks and through all of its retail outlets around the Island. The first set of variable value definitives features four highly attractive designs based on the three legs of Man. These are: the three legs as they appear in Douglas Town Hall; the triskelion design that includes the smaller visuals of the Millennium of Tynwald three legs; the three legs as seen on a building in Castletown and a modern interpretation of the three legs of Man. While the stamps can be printed in a range of values depending on the service required, the basic four values are as follows: 45p
