he ITTF will reach a membership total of 206 national associations in 2009. It is not coincidental, it is a measure of the success of the ITTF’s Development Programme and the ITTF’s goal to have table tennis played in all parts of the World. The ITTF continues to increase its investment in development initiatives and programmes to sustain the development momentum started several years ago. The ITTF’s development programme is one of the main priorities of the ITTF and fits perfectly with the P4 philosophy that is the underlying principle of all ITTF’s activities and programmes. This publication will highlight some of the numerous development activities, technical courses and equipment distribution as part of the ITTF’s development vision. My words will never be able to describe the extent of ITTF’s involvement in developing our sport worldwide, so I will let you browse through this publication to get your own impression.
The Development Plan would not be successful without the full cooperation of the Continental Unions. A major part of the ITTF’s development is the Continental component in the form of quadrennial Continental development Agreements. This aspect has matured tremendously over the years. Initially the ITTF signed yearly agreements with the Continents. With better planning and a common long-term vision, this planning exercise has now reached the quadrennial cycle. Each Continental-ITTF development cooperation plan is unique and is designed to meet the ITTF’s objectives while satisfying each Continent’s unique needs. Although this is a delicate balance, with full cooperation and goodwill the Continental Agreements are signed and provide the backbone of the ITTF’s overall development plan. With a new streamlined ITTF professional structure placing great emphasis on development, education and training, the ITTF will continue to make great strides in developing our sport with the

O
lympic Solidarity and the ITTF enjoy a very fruitful and mutually beneficial collaboration, which has been in place for more than 20 years. Our aim is to develop and encourage the practice of sport throughout the world but in particular, to assist athletes and coaches in those countries which have the greatest need. As a reminder, Olympic Solidarity manages the share of the TV rights from the broadcasting of the Olympic Games, which belongs to the National Olympic Committees. Consequently, all assistance granted by Olympic Solidarity, be it of a technical or financial nature, is always allocated through these National Olympic Committees. Olympic Solidarity programmes are organised according to quadrennial plans, which follow the Olympiad. The first four year plan of Olympic Solidarity was introduced back in 1985 and since that time, the ITTF has been a very important partner. Indeed, Olympic Solidarity recognizes that the base of development for each sport is at national level and the responsibility lies with the National Federations. The International Federations provide valuable advice and assistance not only with regard to identifying those areas where special efforts are required but also by furnishing invaluable technical opinions in the areas of athlete and coach
6 ITTF DEVELOPMENT
training and education. Over the past two quadrennial plans, Olympic Solidarity has placed a greater emphasis on key programmes that are specific to sport development including assistance for the education and training of table tennis coaches, implementation of talent identification projects, Olympic Scholarships for individual athletes endeavouring to train and qualify to participate in regional and continental competitions and ultimately to obtain the level necessary to qualify for and attend the Olympic Games. Several mid to long term development projects have also been conducted worldwide under the direction of experts designated by the ITTF. Their presence has enabled the local sport structure to be reinforced and the local coaches to be trained so that they may now pursue the development of table tennis in a totally autonomous manner. Olympic Solidarity has supported the ITTF Development Programme since its introduction in 1999 and thanks to the above mentioned collaboration, which has been established between Olympic Solidarity and the ITTF, the funding which has been made available for all these important actions, either from Olympic Solidarity through the NOCs or directly by the ITTF to National Table Table Tennis Associations, has been used to maximum effect.

In my capacity as Director of Olympic Solidarity, I would like to sincerely thank the ITTF for this excellent and fruitful collaboration based on open minded discussions and focusing exclusively to find the most long-lasting benefits for the development of table tennis. I would also like to take this opportunity to congratulate the ITTF Development department for its involvement in the success of the table tennis projects proposed by the NOCs through the Olympic Solidarity programmes, and I am confident that our work and joint efforts will be successfully continued during this new quadrennial plan 2009 - 2012.
GLENN TEPPER ITTF DIRECTOR OF DEVELOPMENT PROGRAMMES and myself, makes six full-time staff working on development together with more than 120 course conductors that have led individual courses during this quadrennial. To think that only 10 years ago in 1999, ITTF started the first “pilot project” in Oceania, we can look back with pride at the progress made. Given the task of setting up the Oceania Development Program from nothing, as the Oceania Development Officer, was really a matter of “where do I start?” The pieces slowly fell into place and by the time, our innovative President, Adham Sharara asked me to expand the project to all continents, the blueprint was already in place. While each continent is different the basic principles of a pyramid structure development are the same and can be applied. To the six full time staff, the 120 course conductors, ITTF Staff, ITTF

he quadrennial 2005-2008 has seen the ITTF Development Program continue to evolve. Notably there has been the completion of the ITTF Coach Accreditation System including the publishing of the ITTF/PTT Level 1 Manual (English, French, Spanish, Arabic) and the ITTF Advanced Coaching Manual (English, French, Spanish). Furthermore, there has been the introduction of the ITTF Goodwill Fund projects; expansion of the Women’s Development Program; close co-operation with the actions of the ITTF Global Junior Programme and base level Umpire and Referee courses introduced, while maintaining the “core” of approximately 100 courses and equipment assistance to over 30 countries annually. The expansion has necessitated the employment of a new staff member, Leandro Olvech of Argentina, who together with the four Continental Development Officers
Glenn Tepper, Director of ITTF Development Programmes
President, ITTF Executive Committee, Continental Presidents and National Associations, thank you for your role in developing our sport worldwide!
LEANDRO OLVECH CO-ORDINATOR ITTF DEVELOPMENT PROGRAMMES all, no matter of age, gender, physical ability, ethnic or social status. I was amazed to discover that the ITTF was organizing over 100 courses per year; for me to run a few PTT courses per year meant great deal. Two years later, in 2007, I was hired by the ITTF to co-ordinate the Programme; something that I could never have imagined a few years earlier; personally a dream came true. I am proud of being part of this team, not only to share experiences with a group of very professional, hard worker people but because our efforts make an impact on peoples' lives. If the ITTF has 205 members, it means for the Development Programme has 205 groups of people we must assist rather than 205 organizations. My first year with the ITTF was hard, a great deal of information to assimilate, travelling a great deal and keeping in contact with the associations. However, it has been the most exciting time of my career. The ITTF Development Department is progressing rapidly but there are still many things to do and improve. The motivation is to not only to achieve the goals set but also to find a way to achieve those goals. My thanks to all for their support,

y initial contact with the ITTF Development Programme was in 2005, when Glenn Tepper attended the first Para Table Tennis (PTT) World Coaching Conference to present the ITTF Coaching Scheme. Just a few months later, when we started to produce the documentation for PTT coach education I believed it was important to participate in an ITTF Coaches Course; therefore, I attended a course in Barbados with Glenn as the conductor. I came with my notebook, papers and pencil ready to take notes but the materials were not necessary; he asked me to bring my racket, participate and have fun and that is what I did! My first impression of the course was that we were not only having fun but we were learning was to teach children! I was expecting the ITTF to teach something much higher, video analysis and tactic; he explained me that was for the next levels of the system: Levels Two, Three and High Performance. Immediately that changed my view of the table tennis. My perception of development became one of promoting sport for
Leandro Olvech, Co-ordinator of ITTF Development Programmes
especially to Glenn Tepper. I hope you enjoy this publication, it is about people; it is about people who love table tennis, just like you and me.

ITTF CONTINENTAL VICE PRESIDENT ASIA
DEVELOPMENT OFFICER ASIAN TABLE TENNIS UNION
The ITTF Development Programme has certainly benefited many young people of the developing nations in Asia. With the relentless and continual efforts put in by the team, I am confident that table tennis Development Programme will rise to an even greater height!
A total of 71 actions, involving 39 countries took place in Asia during the four year cycle. Several countries hosted courses for the first time and young players from developing countries had the chance to take part in international training camps and work with world top level coaches for the first time in their life.

PRESIDENT EUROPEAN TABLE TENNIS UNION
DEVELOPMENT OFFICER EUROPEAN TABLE TENNIS UNION
As President of the European Table Tennis Union it is my pleasure to report that during the past quadrennial we organised approximately 20 youth camps and over 20 associations received equipment or other support through our “Assistance” Project. I believe the figures speak for themselves, the best compliment for us is participation. I am very happy and proud that over 40 ETTU member associations took part in our development programmes between 2005 and 2008.
Co-operation is the key word in the current improvement being seen within the European Table Tennis Union. The progress started with the introduction of the ITTF Development Program in 2001. It is a good feeling to have been involved since the programme’s birth.

PRESIDENT LATIN AMERICAN TABLE TENNIS UNION
DEVELOPMENT OFFICER LATIN AMERICAN TABLE TENNIS UNION
The 2005–2008 ITTF Development Program has been a major factor in helping Latin America attain the goals set during this period. The levels reached by our young players have clearly improved; the results gained endorse this fact. Thanks to the efforts and the work of all the experts, the progress in our continent, especially in for our young players, has been most noticeable. Table tennis has reached new levels in Latin America thanks to the ITTF Development Program.
My thanks to the International Table Tennis Federation and to the Presidents of the national associations for their support. Also, my gratutude to the experts who have travelled many miles to our continent; their knowledge is invaluable. Thanks to the ITTF Development Program we have demonstrated in Latin America that we can be successful.

BRUCE BURTON PRESIDENT NORTH AMERICAN TABLE TENNIS UNION In our attempt to raise the overall level in North America, the ITTF Development Program has played an important role at cadet and junior levels. Young United States and Canadian players have been training and competing against each other; furthermore, we have started discussions with our Latin American counterparts to integrate some of our activities. Development at the level o f training and competition should help us maximize the results of our efforts; the ITTF Development Programme has indeed been playing an important part.

ANDREW HUBBARD
PRESIDENT OCEANIA TABLE TENNIS FEDERATION
DEVELOPMENT OFFICER OCEANIA TABLE TENNIS FEDERATION
The years 2005-2008 saw two new associations, qualified coaches in each country, an improved performance level with Priscilla Tommy of Vanuatu becoming the first South Pacific player to qualify for the Olympics. The majority of our island countries are now well equipped; also, our Umpire Development Programme is moving forward, and we had the first candidates for the International Umpire exam. The results are very satisfying; my thanks for the work of the ITTF Development Program.
High participation, notably at the South Pacific Games and ITTF Junior Circuit events plus the increase in qualified coaches and officials has been a major area of progress in the past four years. Also equipment for 54 schools in the most needy countries was a personal highlight. My thanks to Stag, Ariston Butterfly, the Australian Sporting Outreach Program, the New Zealand Embassy, Justice for Athletes, the Oceania Table Tennis Federation and the National Olympic Committees in the region for their support.

In Support of Humanity The ITTF Goodwill Fund was born in 2006 with an annual budget of US$30,000. It was for special projects where table tennis could be used as a vehicle to enhance peoples’ lives; since its inception a total of14 projects in five continents has since been funded.
Partners Notably In 2008, “Justice for Athletes” became a partner of the ITTF Goodwill Fund funding projects in Solomon Islands and Kenya whilst in 2008, projects were initiated with the United Nations High Commissioner for Refugees (UNHCR), Peace and Sport plus Generations for Peace. A first project under the auspices of UHNCR was held in a Yemen Refugee Camp with plans for expansion in 2009; “Peace and Sport” will extend the work started in Colombia in 2008 and with complement the World Junior Championships which will be staged in Cartagena on the country's northern coast in 2009 whilst “Generations for Peace”, after an initial multi-country camp in 2007, plans for specific assistance for Afghanistan, Sudan and Palestine in 2009. All four partners’ projects will form the backbone of ITTF Goodwill Fund Projects from 2009. 46 ITTF DEVELOPMENT
The Tsunami, The Catalyst T he Tsunami which hit the countries of South East Asia on 26th December 2004, following an earthquake off the coast of Indonesia, left almost 230,000 people dead or missing and another 2,000,000 homeless. It was an event that had a global bearing, it changed lives for ever and it had an impact on the policies of the International Table Tennis Federation.
means to assist the psychological recovery in widespread areas of tragedy. The immediate needs were shelter, food, clothing and medical aid which was well addressed by the many charity organisations; the second stage is then giving the people hope and a break from the realities of such a catastrophe. The International Table Tennis Federation became involved in distribution.
Response
Situation Analysed
Immediately the International Table Tennis Federation responded; in 2005 the ITTF Development Program “Tsunami Rebuilding” Project raised over US$250,000 to support projects in countries affected by the disasterThe catalyst for the ITTF Goodwill Program was the Tsunami Rebuilding Program, 2005. A joint project between the International Olympic Committee, the Asian Table Tennis Union, the Africa Table Tennis Federation, table tennis manufacturers and the International Table Tennis Federation, the Tsunami Rebuilding Program was devised as a
All countries affected by the Tsunami were contacted by the International Table Tennis Federation, a detailed analysis of their situation and what assistance was necessary in order to provide a long term benefit. There was a spirit of feeling for the fellow man, not only from those able to give help but also from those experiencing suffering. Several countries generously asked that their portion be allocated to those that need it more; the countries involved in the gesture including India, Bangladesh, Malaysia, Tanzania and Kenya.
The results of the questionnaire were analysed with five being targeted for assistance: Sri Lanka, Indonesia, Maldives, Thailand and Somalia. Meetings were again held at the 2005 48th Volkswagen World Championships in the Chinese city of Shanghai and a plan devised based on need was formulated.
Focus on Centres In Sri Lanka and Maldives the focus was on providing two table tennis centres to provide a lasting legacy. Meanwhile, Thailand, Indonesia and Somalia had courses for the affected areas which included Coach Education, Training Camps, Schools Programs and any actions that assisted the affected areas. Somalia was the first to receive an assistance package with Egypt’s Ahmed Dawlatly conducting a two week coach education course in Mogadishu; it was a course that tested the nerve of the Egyptian coach with security being a major issue. Armed guards were on duty throughout!

National Need Sichuan Province Sichuan Province in southern China was the area that was devastated by an earthquake on Monday 12th May 2008 and saw a death toll rise to over 69,000. Once again the International Table Tennis Federation responded by providing 15 table tennis tables that were used at the Evergrande Real Estate World Championships earlier in the year with the manufacturer, Double Fish, also lending a willing hand. They kindly gave three hundred rackets and six hundred balls to the destroyed schools of this region. Members of the Chinese national team made financial donations as did Korea's Ryu Seung Min with Liu Chanjuan, the Asia Pacific Officer Manager at ITTF Offices in Beijing visiting the devastated area.
Hurricane Natural disasters in Asia and also Latin American suffered. In August and September 2008 Hurricane Gustav, Hurricane Hanna and finally Hurricane Ike hit the Caribbean; hundreds of people died, floods swept away crops; an estimated 60,000 people became homeless being housed in temporary shelters. Yet table tennis survived and nothing deterred Evelio Alvarez, the Latin American Table Tennis Union's
Development Officer. Despite three hurricanes attacking Haiti during his stay, he delivered a successful ITTF/PTT Coaches Course from 30th August to 6th September 2008. However, good playing conditions for the course were available with four table tennis tables and more than 200 balls being available. Furthermore, the ITTF Goodwill Fund is providing three equipment packages of approximately US$ 10,000 each which will be sent to the hurricane hit countries of Haiti, Cuba and Jamaica.
Congo DR Similar progress has been made in the Democratic Republic of Congo, thanks to the support of the ITTF Goodwill Fund. At the Bosangani Girls' School, local coaches are now promoting table tennis in a disadvantaged area. Young people are benefiting, their lives are being enriched.
Mine Education Balkans
Iraq
Providing a better life for young people was the ethos in Haiti; however, in Bosnia and Herzegovina plus neighbouring Kosovo, the humanitarian need went even deeper. Saving lives and allowing normality to return was the goal of the Mine Risk Education Programme, which started in December 2006. The project began with the aim of assisting 22 table tennis clubs. The first part of the programme was directed at co-operating with the Bosnia and Herzegovina Table Tennis Association in order to assess the requirements of the clubs, acquiring equipment donations and scheduling a timetable of visits for the period January to March 2007.
The continent of Asia also sees troubles areas making progress thanks to the support of the ITTF Goodwill Project. Unfortunately postponed three times, twice owing to the security situation and once owing to a typhoid outbreak; the ITTF Goodwill Fund Project in Iraq, under the direction of Egypt's Ahmed Dawlatly, finally took place from 27th December to 3rd January 2008. Nevertheless, despite the trials and tribulations that were encountered, in Sulaimanya, a peaceful city in the north of Iraq, an ITTF Level One Coaches Course and a Junior Training Camp were both staged successfully. All those attending the course responded to the efforts of Ahmed Dawlatly and he too responded when faced with what must have been a quite heart rending experience.
Uganda A better life and in Uganda, the Mbale Tigers Table Tennis Club performs outstanding work encouraging young people to play table tennis and give them a better life; they have also received assis-

major task of the ITTF Goodwill Fund was to help national projects and help was afforded to a wide range of needs.

Jamaica Enthusiasm in Africa and in Latin America the same scenario is to be witnessed. The Jamaica Reggaeland Academy was formed in Jamaica in 2007 by Samuel Lamount thanks to the support of the ITTF Goodwill Fund. It is a programme gives children from disadvantaged neighbourhoods the chance to learn how to play table tennis and has become self supporting. Fund raising takes place at reggae concerts with compact discs being sold. A quite novel idea and one that is most certainly to be applauded.
Ecuador Jamaica is a beneficiary from the ITTF Goodwill Fund and set to be a beneficiary is Ecuador in South America. In October 2008, Leandro Olvech led an ITTF/PTT Level One Course followed by Course Conductors Training; he took the opportunity to meet with the Ecuador Olympic Committee and their Women and Sport Commission. They are running a project involving five sports but as yet table tennis has not been
included but that situation may soon change. Leandro Olvech met Nuria Guzman de Ferretti, the President of the Commission and visited Perpetuo Socorro, a home for girls from five to 18 years old. They live there, receive education and now thanks to the Ecuador Olympic Committee they receive help with sport. During his visit Leandro Olvech organised a table tennis coaching session using two dining tables and a piece of wood for a net; he had to improvise but he endorsed the theory that every table is a table tennis table.
Kenya Dining tables in Ecuador whilst in Kenya the aim is to assist disadvantaged youth in rural areas by providing outdoor table tennis tables to targeted schools. The national table tennis association will follow up with school based programmes.
Ukraine & Kosovo Similarly in Ukraine the Voznesenk School Academy has received support from the ITTF Goodwill Fund, providing 13 high level table tennis tables to assist with elite training in a financially disadvantaged area. Meanwhile, in Kosovo, major equipment support has been afforded, with assistance being given to areas of war. An equipment package including 20 table tennis tables, 14 gross of balls, 80 rackets, 80 pairs of shoes, 80 shirts and ITTF/PTT Level One Coaching Manuals were provided.
Peru Meanwhile in Peru, in a rural area where drugs and crime levels were high,

the very determined Jorge Vera Moyoli led a very successful and innovative project “Table Tennis Goes To School in Chosica”. Situated on the outskirts of Lima, schools in Chosica received four tables, four net and post sets, 36 rackets and 286 balls plus coaching sessions. Equipment assistance provided a basis for development, the result being that both the standard of play and the number of young people participating in the sport of table tennis grew. “It's very impressive to see the response of the young children to their mentors during the table tennis training sessions”, said an enthusiastic Jorge Vera Moyoli. “Table tennis helps the children to improve their co-ordination and reflexes in addition to making them more skillful in the sport.”
Changed Views Furthermore, the project changed the views of many with regard to the sport; the athletic nature and the skill required to play no doubt being revelations to many. “All now see table tennis in a different way”, added Jorge Vera Moyoli. “The idea of incorporating table tennis activities in schools in other districts is something that more and more people are considering and making plans to organise.” Over 1,500 children have benefited from the programme with teachers also being highly motivated. It is a pioneering programme, it is one that is working and it one that is proving a great benefit to young people in Peru. Success in Peru, where the ITTF Goodwill Fund has helped change the lives of people, especially young people; as with other schemes a major goal of the programme was achieved.

stablishing co-operation with a range of partners has been a major goal of the ITTF Goodwill Fund; agreements haveing been completed with several notable organisations. Agreements have been made with Generations for Peace, Justice for Athletes, the United Nations Refugee Agency plus Peace and Sport.
UNHCR The UNHCR Refugee Camp Project held in 2008 in Yemen was the first instance of co-operation between the International Table Tennis Federation and the United Nations. The concept was to bring table tennis to refugees and it is envisaged that the programme will be expanded in 2009. Home for the initial project was the Al Kharaz Refugee Camp in Yemen held

Glenn Tepper, Director of ITTF Development Programmes, made contact with Carla Thackuk of UNHCR, and with her high motivation and enthusiasm, it was soon decided that a course could be staged in Yemen and that Ahmed Dawlatly, already having conducted courses in many of the world's war hotspots, was more than the ideal course conductor.

Monaco, an attendance of over 300 was the order of proceedings at the International Peace and Sport Forum in the European Principality of Monaco from Wednesday 3rd to Friday 5th December 2008. “Peace and Sport Organisation pour la Paix et le Sport, to give the organisation its full title, is an international organisation based in Monaco, created under the High Patronage of His Serene Highness Prince Albert II. Two major activities comprise the annual programme of the body: organising an Annual International Forum and implementing locally based projects in areas of crisis throughout the world. The International Table Tennis Federation is one of only four international sports federations who are official partners of Peace and Sport. Present in Monaco on behalf of the International Table Tennis Federation was Glenn Tepper. He was a member of a discussion panel highlighting how National Olympic Committees, National Sports Federations and International Sports
Federations can work together for peace. He gave many examples illustrating how the ITTF Development Program has helped promote harmony as well as showing the “Less Bang Bang More PingPong” DVD produced by the English Table Tennis Association, which was very well received.
Generations for Peace Supported by both the International Olympic Committee and the United Nations, `Generations for Peace' is the brainchild of HRH Prince Faisal bin AlHussein of Jordan. It is a global initiative which aims to
Justice for Athletes In 2008 the International Table Tennis Federation entered into an agreement with Justice for Athletes (JFA) to support two ITTF Goodwill Fund projects
The projects each received assistance of US$ 5,000. A non-profit making organisation JFA supports programmes that promote sportsmanship, education, fair play and ethics among youth. It is an organisation with which the International Table Tennis Federation now has strong links and future co-operation
has been firmly established. At the Beijing Olympic Games, following a meeting with the ITTF Development Department and representatives from Justice for Athletes, it was agreed that the latter would provide US$30,000 per year for special projects during the period 2009-20012. The most noticeable support from JFA came in 2008 In the Solomon Islands where the aim is to rebuild community spirit and a community participation in sport through table tennis. The Solomon Islands Table Tennis Federation plans to use this opportunity to re-establish table tennis after the recent civil war. In order to meet the goal, they organised three months of open nights and installed outdoor tables in schools in the Honiara area, culminating in a schools competition between the six recipient schools. It was a very positive and worthwhile move and as in all programmes where the International Table Tennis Federation joined forces with a reputable agengy, the cause of humanity was addressed.

use sport as a means to help instill dialogue, tolerance and ultimately peace amongst young people in areas experiencing conflict and hostility. Amman, the capital city of Hashemite Kingdom of Jordan, was the home from 21st to 31st October 2007 for first “Generations for Peace Camp” National Government Officials, School Directors,
Sports Teachers plus representatives from the National Olympic Committee and the United Nations Development Programme being present. The International Table Tennis Federation was supported by Leandro Olvech. A total of 67 delegates and 13 military peacekeepers resplendent in the United Nations blue helmets were present with ages ranging from 18 to 62 years. Leandro Olvech made a presentation on the eighth day of proceedings in which he detailed the work of the ever expanding ITTF Development Program and the humanitarian schemes that are involved. One year later from 25th November to 5th December 2008, 71 delegates from Asian and African countries were present at the second “Generations for Peace Camp” with a gender balance being a feature of the representation; 50% of attendees were female. The programme lasted 10 days with Sri Lanka’s Dilmini Direckze representing table tennis. She was one of the speakers and detailed the work of the ITTF Development Programme. The presentation was well received and the International Table Tennis Federation proposes to increase its activities in the “Generations for Peace” scheme with joint projects in Sudan, Afghanistan and Palestine in 2009, where in addition to courses equipment assistance will be offered.

hroughout the history of the ITTF Global Junior Programme there has been a strong link between with the ITTF Development Program. In the 2002 the vision statement for the ITTF Global Junior Programme was definitive and read: “To identify and implement a worldwide competition programme supported by a specific training structure recognized by all continental associations and integrated with the ITTF continental development plans”. There is no doubt that the recently completed Olympic Cycle, 2005-2008, has solidified a strong co-operation between active development work and ITTF Global Junior Programme initiatives.
Effect In fact the whole set up, with continental involvement in the ITTF Cadet Challenge, a worldwide approach for
52 ITTF DEVELOPMENT
the ITTF Junior Circuit and the bidding formula supporting a continental rotation for the ITTF World Junior Championships has had an effect on the ITTF Development Program. It has fuelled the needs for increased communication and execution of development activities as the interest for our sport continues to grow worldwide. The ITTF Global Junior Programme has over the years been successful in the promotional aspects of junior table tennis. Today several of the more important competitions are drawing worldwide interest from the media as well as from national associations seeking the opportunity to participate. It reflects a positive trend for our sport as the increased activity level, creates educational needs in the following important development areas: ......Athletes' development and management ......Coaching, basic and advanced ......Willingness to host international events and event management ......Equipment support
Challenges Ahead Plenty of challenges lay ahead when it comes to meeting those needs and serving member associations with solid educational opportunities. Financial and strategically planning will be in the forefront of discussions for the forthcoming 2009-2012 Olympic Cycle but before looking at the future, we should however remember history, the progress and all the positive achievements.
Olympic Solidarity ITTF/Olympic Solidarity “With the Future in Mind” Junior Scholarship Project for 2005-2008 was invaluable possessing the vision statement: “A group of exceptionally talented young athletes, from different national environments, identified and supported by the ITTF Junior Commission in cooperation with IOC Olympic Solidarity and the National Olympic Committees ”The The ITTF “With the Future in Mind” project, the backbone of ITTF athletes' development, has provided support of almost US$ 500,000, target-
ing promising and upcoming young athletes.
Groups The athletes were, in reality, divided in two groups: Beijing 2008 and London 2012. Selections are made by the ITTF Junior Commission in accordance with National Olympic Committee approval; thus allowing Olympic Solidarity funds to become available. The funding is used to arrange training opportunities at international training centres and in some cases participation in ITTF Junior Circuit events world wide. The building blocks for the ITTF “With the Future in Mind” programme may be summarized as follows: ......Talent Identification: made by the International Table Tennis Federation ......Selection and Nomination: made by the ITTF Junior Commission ......Approval: made by Olympic Solidarity and National Olympic Committees ......Seeing the Opportunity: the ITTF Cadet Challenge ......Goal Setting: Establishing procedures and aiming at the Olympic Games ......Execution: establishing ITTF Training Centres and extending ITTF Global Junior Programme activities
Selection & Nomination Selection and nominations are done through various channels and events,
determining the athletes' potential to succeed in that particular sphere. Good co-operation with national associations is crucial in order to determine correct priorities and development paths for the selected athletes. There it has necessary to establish: ......A network of contacts ......ITTF Junior Elite Training Camps ......The ITTF Junior Circuit ......The ITTF Cadet Challenge ......A Technical Foundation which embodies a good mental approach ......A policy to determine the key markets
Beijing 2008 The 2008 Beijing Olympic Games was a huge success for the ITTF “With the Future in Mind” project. Notable names who had come through the qualification stages and had benefited greatly from efforts of the Global Junior Programme, were Portugal's Marcos Freitas, Romania’s Daniela Dodean, Jordan's Zeina Shaban, Colombia’s Paula Medina all part of the 2008 group; whilst for the 2012 group Ukraine’s Margaryta Pesotska and Poland’s Natalia Partyka also qualified for the Beijing Games. All had shown great spirit to emerge successful in the qualification process for the Games. Also present was 15 year old Marcelo Aguirre from Paraguay. The young lefthander appeared in his first Olympic Games mainly thanks to a nomination by the IOC Tripartite Commission.
No doubt all `will continue to develop in the next four years and we will no doubt see them in London in 2012.
ITTF Cadet Challenge If there is one event solidifying the joint efforts to develop table tennis world wide it is the ITTF World Cadet Challenge. Organized for the first time in Hungary 2002 the Challenge has grown to involve six continental cadet (Under 15) teams and two national teams invited by the International Table Tennis Federation. Team, singles and doubles competitions are held with points being gained to determine a final standing for each team. The Cadet Challenge is perhaps the finest offering put forward by the International Table Tennis Federation involving a total budget of well over US$ 150,000 to cover preparation, airfares and hospitality arrangements.
Reflections 2005: Santo Domingo, Dominican Republic It was a memorable competition which contained a very special Caribbean warmth of hospitality. Ramon Mejia and his staff worked hard and produced a wonderful event that saw young players responding on each and every court in tremendous matches. The boys' singles title went to the Japanese wonder boy Kenta Matsudaira who outplayed the favourite Paul Drinkhall from England in the final.

Team Europe dominated the Girls' Challenge and won the team event as well as the singles following a fine performance from Margaryta Pesotska from Ukraine. Team Asia grabbed the overall title. 2006: Vrsac, Serbia In 2006 the Cadet Challenge landed in the small city of Vrsac, some 150 kilometres outside Belgrade. It was a beautiful venue, accommodating hard working organizers and some excellent table tennis. Invited in both boys and girls categories as an ITTF wild card Japan showed the world what they could do. The Japanese girls beat Team Asia in an exciting final to lay the groundwork for the future with Misaki Morizono leading the charge and scoring the most point of all participants. Meanwhile, the Chinese right-hander Song Shichao was the boy to catch the eye. He won gold competing for Team Asia and won the Boys’ Singles crown.. 2007: Cape Town, South Africa The South African Table Tennis Board opened their doors at The Good Hope Center in Cape Town to celebrate junior table tennis and when it was all said and done, people just left one of the most spectacular cities in the world with smiles on their faces. Hard work by Brian Buckton and his local staff set the scene for a wonderful week and as such an important international happening for the South African Table Tennis Board. Playing wise the spectators were stunned by an exciting Boys' Team final which saw Team Europe clinch victory in a hard fought match against Team Asia, The singles winners were for boys; the Chinese Song Hongyuan competing for Asia and for the girls Misaki Morizono from Japan. 2008: Helsingborg, Sweden The city of Helsingborg was the home for the ITTF Cadet Challenge in 2008 with French players very much to the fore. Romain Lorentz won the Cadet Boys' Singles title beating compatriot Simon Gauzy in the final; the two having joined forces with England's Gavin Evans to win the Cadet Boys' Team title. Success for Europe in the male events but once again it was Japan who dominated the female competitions. They won the Cadet Girls' Team event with the defensive skills of Ayuka Tanioka bringing home the Cadet Girls' Singles title.
Support The cadet challenge is gaining momentum very much thanks to generous support from the continental development agreement allocating up to US$16,500
for preparation and airfare support. Full credit for the success of this event has to go to a group of dedicated Team Managers who not only are working hard to organize the continental teams but also taking on the task to teach the young players the many multicultural values that come with the challenge. In 2009 the host city is Tokyo, Japan will have the honour to host an event upgraded to qualification status for the 2010 Youth Olympic Games being afforded.
ITTF Junior Circuit Few, if any could imagine the rapid development of the ITTF Junior Circuit when four events were tied together to form the ITTF World Junior Circuit in 2002. It didn't take long before the circuit accelerated in popularity among both potential organizers and participants. In 2008 the number of total participants will increase for the third year in a row reaching close to 1,600 young athletes taking their chances on the international scene. Through hard-nosed, passionate work the ITTF Competition Managers unit, with Raul Calin from Spain leading the charge, the level of organization has continued to rise. Today the Junior Circuit trademark is respected thanks to improved organization and management. We can be proud of every single organizer and we can measure success in both quantity and quality. The ITTF Junior Circuit quickly developed into a groundbreaking development tool as most of the events today are not only one competition but also involve training camp and coaching courses. In 2009 the Junior Circuit will grow to include 27 scheduled open junior tournaments forming the circuit. All the six continents are represented from an organizational point of view. The 2009 Junior Circuit Finals will, in traditional fashion, invite the top eleven players on the Boys' and Girls' Singles Standings at the conclusion of the tournament programme.
World Junior Championships Organized for the first time in Santiago, Chile 2003 the ITTF World Junior Championships is now one of the more prestigious and interesting events on the calendar. Linz in Austria hosted the 2005 Championships, Cairo in Egypt had the honours in 2006 and Palo Alto, in the stated of California, U.S.A. did the work in 2007. All of these organizers managed to put their own spin on the tournament truly meeting high organizational demands. Much of the success can be credited the continental qualification sys-
tem for the team events which efficiently reduces the number of participants competing in the Championships. At the moment 16 teams in each category qualify for the team event with an additional ranking selection of individual players joining for the singles and doubles competitions. Owing to unfortunate circumstances the Auckland, North Shore bid from New Zealand faulted in late April forcing the International Table Tennis Federation to temporarily move away from the continental rotation and hold the event in Madrid, Spain. The future however looks excellent with organizers lined up to serve the needs all the way to 2012. Cartagena in Colombia will host the 2009 event whilst in 2010 it will be Bratislava in Slovakia, in 2011 Manama in Bahrain and in 2012, the South African city of Cape Town. Already from the first point played in Chile, the Asian countries have dominated the action on the floor showcasing talent after talent forcing all the other continents to take a close look at junior development.
Asian Domination The domination has been brutal at times. Out of the 42 gold medals possible, Europe has won one gold medal whilst power houses like China, Japan and Korea all have tasted victory for the mighty Asian continent. The lone European hero came out of nowhere in Linz 2005 as the unseeded German Patrick Baum overcame Jun Mizutani from Japan in the Boys' Singles final. For the other continents the road to success is both long and hard. Years of development work and ITTF Global Junior Programme investments are however starting to show, especially in Latin America and Africa were the talent level in general remains high. In both Oceania and in North America the International Table Tennis Federation needs to establish a dynamic approach that captures the basic interest for table tennis. One main obstacle for those two continents is the hard financial situation which faces organizers of medium to large international sporting events. Nevertheless, by working in harmony with the International Table Tennis Federation such obstacles can be overcome and excellence achieved. “With the Future in Mind”, who knows what may be achieved.

he organisation of Forums in each continent was the basis of the ITTF Women's Working Group following the Volkswagen 48th World Championships in Shanghai in 2005; the continental gatherings were cornerstone of the programme but activities were not just restricted to those gatherings. The International Table Tennis Federation had a strong presence at a range of prestigious meetings that focused on the promotion of women in sport. Lilamani de Soysa, the ITTF Project Manager, addressed a gathering of over 700 delegates at the 4th World Conference on Women and Sport held in Kumamoto, Japan from 11th to 14th May 2006, whilst later in the year, as a result of the meeting in Kumamoto, she promoted a “Think Tank” to help promote the presence of women in sport at the ITTF offices in Lausanne. Furthermore, a close liaison was established with the International Academy of Sports Science and Technology (AISTS) in Lausanne with the International Table Tennis Federation, co-organising a women’s sports management seminar in 2006, 2007 and 2008. Successful meetings and one of the very positive effects was the organisation of a Women’s Network with several other international federations, based in Lausanne, being present. However, it was the continental forums that provided the basis for the work of the Women's Group. Africa, Asia, Europe and Oceania all held Women's Forums with North America and Latin America combining to promote the Pan American point of view. All signed the Brighton Declaration
Lilamani de Soysa, the ITTF Project Manager and driving force behind the Women’s Working Group
The Brighton Declaration was formulated at the First International Conference for Women and Sport, which was held in the English city of Brighton from 5th to 8th May 1994. Organised by the British Sports Council and supported by the International Olympic Committee, the conference specifically addressed the issue of how to accelerate the process of change that would redress the imbalances women face in their participation and involvement in sport.
African Table Tennis Federation and Henri Djombo, the President of the Congo Table Tennis Federation, made welcome speeches with the principal speaker being Lilamani de Soysa. She addressed those gathered on the theme: `The Vision of the International Table Tennis Federation and its Women's Development Programme'. Lilamani de Soysa was followed by speeches from Muana Mbuta, General Secretary of Congo Democratic Table Tennis Association, Mahoungou from the Congo National Olympic Committee, Yvette Diomi Ndongolu, President of the Women's League in Congo Democratic and Empilo Seder from the Ministry of Sport The Forum concluded with the signing of the Africa Pledge, a document that supported the objectives of the Brighton Agreement and the ITTF Women's Working Group. A successful forum and the period 2005-2008 was a busy time for the women’s programme in Africa with courses being held in Botswana, Congo, Congo DR and Liberia.

Union member associations attended the conference with 13 female Yangzhou University students also being present. The theme of the forum was in the form of a question: "How gender equitable is Asian table tennis?" Speakers included Christina Chee from the Asian Women Working Group, Shahroukh Shahnazi, Deputy President of the Asian Table Tennis Union, Lilamani de Soysa, Yu Jin, Professor and Deputy Dean of the College of Physical Education of Yangzhou University, Afshin Badiee the Development Officer of the Asian Table Tennis Union, Cindy Leung, the Deputy Chair of the ITTF Umpires and Referees Committee, Chan Foong Keong, Continental Vice President for Asia, and Claude Bergeret, Executive Vice President of the International Table Tennis Federation. The topics discussed were both thought provoking and wide ranging with three major conclusions being reached. In the first place efforts to increase the number of female coaches by keeping female members of national teams involved in sport should be made, a position for a woman should be created on the Executive Board of the Asian Table Tennis Union and for the Congress, held at the Asian Championships, where two delegates are present, one should be female. Europe The continent of Europe saw courses for women held in Malta, Slovenia, Serbia and Sweden with the Women's Forum being staged on 29th March 2007 at the Liebherr European Championships in Belgrade with the theme being “The athlete's career after table tennis”. Stefano Bosi, the President of the European Table Tennis Union, opened proceeding to be followed by Lilamani de Soysa, Dr June Canavan, Danièle Salva, Claude Bergeret, Dorte Kronsell and Petra Sörling who brought matters to an end with a vote of thanks. Lilamani de Soysa spoke on the subject “The ITTF Vision for women in table tennis” with Dr June Canavan, the keynote speaker focussing on the topic “Retirement of Elite Athletes, What part do health factors play?” She concentrated her attentions on the mental and physical problems faced by athletes competing at high level, the reasons for a career ending and the difficulties faced adjusting to a different lifestyle. Danièle Salva from the French National Olympic Committee addressed the question of keeping elite female athletes involved in sport once their careers are over whilst Claude Bergeret spoke on the subject: "What the ITTF expects of you", with Dorte Kronsell providing a list of recommendations entitled "Europe Commits to Education". The Forum was followed by a two day coaches seminar which targeted 10 coaches and was led by Glenn Tepper, with the aim being to increase the number of female coaches able to deliver courses for the International Table Tennis Federation.
Oceania The Cook Islands, Palau and Vanuatu were the homes for women’s courses in the period 2005-2008 with Tahiti being the host for the Oceania Women's Forum on Sunday 6th July 2008 which 30 representatives from throughout the Oceania Table Tennis Federation attended. Proceedings began with Hinari Ng Kwai Susi, President of the Federal Youth Commission of Tahiti welcoming everyone, followed by Anolyn Lulu, Oceania representative on the ITTF Women's Working Group and Patrick Gillmann, President of the Oceania Table Tennis Federation. The opening address over it was down to business. Alice Bremond, representing the Ministry in charge of Women's Affairs and Nancy Tehei, General Secretary of the Tahitian National Olympic Committee, made inspiring speeches about the situation of women and sport in French Polynesia and the enormous challenges still facing women in the region. Next on the agenda was Susie Yee

from Fiji, the Oceania representative on the International Women's Group. She spoke about the role Melanesian Women could play in the women and sport movement with Rosaline Blake from the Cook Islands delivering the ensuing address with a talk entitled: “The empowerment of women leaders in decision-making roles”. Other Tahitian speakers including Dr. Maire Tuheiava, a nutritionist and Sandra Levy-Agami, a member of the Tahitian Parliament and Deputy President of the Board of Polynesian Women, addressed those present. Speeches from local representatives at an end, Lilamani de Soysa detailed the progress made by the ITTF Women's Development Programme and encouraged all present to participate fully in the efforts being made to further the cause of women in sport. Further speeches followed from Andrew Hubbard, the Oceania Development Officer and Claude Bergeret. Andrew Hubbard described the progress that had been made in Oceania in recent years whilst Claude Bergeret reported on the survey conducted by the International Olympic Committee on International Federations which had been published after the Athens Olympic Games.
Pan America A total of 60 delegates from both North America and Latin America attended the Pan American Women's Forum in the Argentine city of Buenos Aires on Friday 26th and Saturday 27th September 2008. The high attendance reflected the positive efforts that had been made in both Latin America and North America to promote the female cause with Argentina, Costa Rica, Guyana, Trinidad and Tobago being the hosts in Latin America whilst in North America, Canada provided the home for three courses. “Creating Projects” was the them of the Forum with representatives from Brazil, Canada, Chile, Colombia, Paraguay, Peru, Venezuela and the host nation
Argentina being present. Dr. Néstor Tench, President of the Argentine Table Tennis Federation, gave the welcome message to open the Forum being followed by Melecio Rivera, the President of the Latin American Table Tennis Union. The opening speeches over, Claude Bergeret and Lilamani de Soysa addressed the meeting being followed by Bruce Burton, the President of the North American Table Tennis Union. Extensive discussions ensued with a series of conclusions being formulated. The major recommendations were that each continent should have a woman on their Executive Committee and form a Women's Working Group with scholarships being awarded to each continent for a woman to attend the forthcoming Women in Sport Conference in Lausanne, Switzerland.
Players The Forums gave the continents the opportunity to express their views and the players and coaches were also given their chance. In this respect, the Volkswagen Women’s World Cup in 2007 in Chengdu was a watershed. A fashion show, where innovative designs to improve the image of table tennis, was staged; whilst a meeting with players and coaches was also organised. Both received positive reviews; the meeting with players and coaches is now being an established part of the annual Women’s World Cup. Valuable prize money is on offer at the prestigious event with the advent of equal prize money for men and women at all events organised under the auspices of the International Table Tennis Federation being a major achievement. The move to equality has put table tennis at the vanguard of sport and thanks to close co-operation between all agencies, not only table tennis for women moves forward, the whole sports of table tennis advances. It is a positive and exciting era.

The arm of the law
Responding to Needs he years 2005 to 2008 saw a growth in tournaments organized under auspices of the International Table Tennis Federation; notably more countries staged ITTF Junior Circuit events and several of these were in the developing regions of the world. An immediate effect was that there was a need for more umpires and referees; therefore, it was a busy four years for the Umpires and Referees Committee of the International Table Tennis Federation.
received with an aim of better co-operation and a wider spectrum of activities for the Umpires and Referees Committee being developed. It was agreed that more focus would be placed on the training of match officials in developing countries and to promote umpires and referees in these regions by introducing a pathway for higher levels of achievement. Progress since the 2004 Athens Olympic Games had been made in several areas. On the ITTF website updated Handbooks for Match Officials, Tournament Referees had been published as had details of Basic Umpires Courses; whilst updated Advanced Umpires Training Course materials had been distributed to all course conductors involved in umpires and referees courses.

Education
A special meeting of the Umpires and Referees Committee plus those responsible for administration within the International Table Tennis Federation was held in Linz in 2005 during the World Junior Table Tennis Championships. The long term and short term goals of Umpires and Referees Committee were established. Positive feedback was
Meanwhile in the same period of time a great deal of attention had been paid to umpires education, training and certification. Advanced Train-the-Trainer Workshops for all active course conductors with an aim of achieving consistency during evaluation of umpires had been conducted.

Also, two Basic Umpires Courses, 10 Advanced Umpires Training Courses and over 400 field of play evaluations at 14 different events were held with 47 new Blue Badge Umpires being certified. In addition the year 2005 saw one International Referee Course conducted, five new International Referees certified and course conductors being sent to the International Referees Conference organised by the European Table Tennis Union.
Working Group Furthermore, a Working Group was established to develop working documents and training materials for referees' education and for maintaining consistency of referees' procedures in major ITTF competitions. Thanks to the co-operation of the organisers and the host association, the new working documents and proposed procedures were observed fully in Liebherr World Championships in Bremen in 2006. Meanwhile, a new approach on the nomination and selection procedures was introduced for World title events. Invitations for nomination were sent to all associations and a balanced mixture of more senior and younger umpires was established.

Policy Continued
Growth
The year 2006 witnessed an Advanced Train-the-Trainer Workshop for all active Course Conductors, the principal aim once again being to achieve consistency during training and the evaluation of umpires. It was a busy year, seven Advanced Umpires Training Courses were conducted involving 88 participants, 51 new Blue Badge International Umpires were certified, 597 field of play evaluations were conducted at 12 different events and Course Conductors were sent to administer Basic Umpires Courses in several developing countries. Additionally the year saw the Referee Training and Certification Programme being revamped to include three new modules, namely Rules Interpretation and Application, Technical Aspects, Communication and Presentation Skills.
Growth was very much the key word and in 2006 there was growth in the number of officials who gained qualifications. A total of 65 Associations with 634 candidates took part in the 2006 International Umpires Examination, 315 new International Umpires were certified, a pass rate of 49.7%, four International Umpire Training Courses were conducted to prepare candidates before the examination with Iran organizing the country's first ever International Umpire's Training course. Forty-one candidates, 21 women and 20 men participated in the course; 39 candidates successfully passed the end of course examination.
Appointment In order to promote what had become a very busy programme, England's Richard Scruton, the Referee at the 2004 Athens Olympic Games, was employed on halftime basis. The task facing the Englishman was to develop education materials; one of the major targets being to design user friend-
Database The effect of the increase in the number of umpires necessitated a new database for umpires and referees which by 2007 was fully functional. In 2007, the Umpires and Referees Committee had two meetings during the Liebherr World Championships in Zagreb; four Advanced Umpires Training Courses and 369 field of play evaluations were conducted at 11 events with a further 39 new Blue Badge umpires being certified.
Standard Certificate A standard ITTF Certified Umpire Course was realised and Course Conductors were sent to promote these courses in developing countries. Two new courses were developed specifically for developing countries who do not have their own Umpires and Referees Committees; the courses in question were the Basic Certified Umpires and Basic Certified Referees Courses. Also, the Handbook for Match Officials was updated with a project started to review the Blue Badge programme after five years experience. Meanwhile, a first pilot course using the new educational materials was conducted in January 2008 as were two referee conferences; the goal of the conferences being to upgrade all current referees with the new materials that had become available.
Records Maintained In addition, the results of the Blue Badge examinations and field of play evaluations were recorded on a new Umpires and Referees Committee database on the ITTF website; a move that was welcomed by all and assisted in enhancing the officiating of table tennis. A busy time with more detailed organization, greater co-operation and an increase in the number of referees and umpires achieved by the end of 2008. The goals set in 2005 had been met.

Integration Moving Forward PHOTO BY GAEL MARZIOU

hree years ago in the cold city of Oslo, Norway, the first World Coaching Conference for Table Tennis for athletes with disabilities was organised. During those times the name of the governing body was International Paralympic Table Tennis Committee (IPTTC); it worked under the umbrella of the International Paralympic Committee.
Aim of Conference The aim of the conference was to bring together all elite coaches and try to spread knowledge and compile information that, up to that time, was not documented. The International Table Tennis Federation was invited to take part and Glenn Tepper, Director of the ITTF Development Programs, attended to present the ITTF Coaching Scheme that was recently introduced. At the time, the situation was that the ITTF Level One Coaches Courses was a total of 24 hours, four days, each day with a six hour session. It was proposed to have a fifth day exclusively for table tennis for athletes with a disability. It was a watershed, it was the start of the integration of International Table Tennis Federation and Para Table Tennis in terms of the development. The outcome of the conference was the creation of a Coaching Committee whose first task was to create the content for those six hours of education. After a year and with some regional coaching conferences in Europe and the Americas, materials started to be written by different coaches, classifiers, medical doctors and psychologists. However, the resources compiled were for far more than six hours; so the idea of a coaching manual was discussed. In the meantime the International Paralympic Table Tennis Committee advanced negotiations, which had started in 2002, to become part of the International Table Tennis Federation. Finally the manual in English was released in early 2008 together with the second edition of the ITTF Level One Manual. The motto “One Sport, One Family that reflects the atmosphere of the integration was included in all resources used in the coaching courses. During 2008 the contract between the International Paralympic Committee and the International Table Tennis Federation was signed; the result is that table tennis for the disabled is now governed by the International Table Tennis Federation. The

International Paralympic Table Tennis Committee has changed to Para Table Tennis (PTT). The change underlines the policies of all Paralympic sports, even if the disabilities are recognized, people now pay more attention to what the para athletes can do, instead of what they can't. They can play table tennis; therefore, it is logical that the movement is now under the umbrella of the International Table Tennis
attract public, media and advertisers. A feature of the ITTF Development Program is the promotion of the participation of women in all aspects of the sport and since its inception a very busy lady has been involved with Para Table Tennis. Argentina's Alejandra Gabaglio has introduced new topics to the ITTF Women Working Group agenda, such as the special needs for women with disability.
Federation. Since the integration started many combined coaching courses have been held. Many of those courses were organized in countries where there were no activities of Para Table Tennis or where they had never participated in Para Table Tennis international tournaments; such countries to benefit were Guyana, Ecuador, Bolivia, Paraguay, Cyprus or New Zealand. The progress was possible thanks to the integration. Evelio Alvarez, Latin America Development Officer started to include the Para Table Tennis component in his courses, Scott Houston, the new Oceania Development Officer will do the same in his area.
Paralympic Games
Umpires and Referees In the Umpires and Referees sphere, it was decided that Para Table Tennis will not organize such course for officials in the future. One step behind? No, just the opposite. The ITTF Umpires and Referees Committee decided to include the Para Table Tennis topics in their educational programme; so there is no need to organize independent education for Para Table Tennis. Many of the Para Table Tennis specific rules were adopted in the ITTF handbook. Para Table Tennis will start 2009 with the Para Tour, similar to the ITTF Pro Tour, with the aim to promote the sport and
The Paralympic Games was the first event under the umbrella of the International Table Tennis Federation and the impact was most definitely noticed. Strong support was received to co-ordinate the actions with events covered thoroughly on the ITTF website. Star of the show in Beijing for Para Table Tennis was Poland's Natalia Partyka. She became the first table tennis player to compete in both Olympics and Paralympics; she made history and she became the image of the integration. The first years of integration were excellent; undoubtedly the future looks promising and will be even better. Most certainly it is now one sport one family.

Since the ITTF Development Program expansion to all continents began in 2001, Stag have been the main equipment supplier. When quotes were requested from all manufacturers, Stag provided their best equipment at a token price. With the logo currently at “106 Countries, One Brand”, if you analyse closely you will see many of these countries are developing countries that have benefited from Stag’s generosity. Stag was a major contributor to the ITTF “Tsunami Rebuilding” project and when Vivek suffered the unexpected loss of his wife recently, he has funded several women’s projects in her honour. Stag has also become a major sponsor of the ITTF Global Junior Programme. Thank you Stag, thank you Vivek, thank you Rakesh.

Help from Butterfly at the African Junior Championships in 2007
Butterfly There was no doubt that Butterfly founder Hikosuke Tamasu was the leading philanthropist in the table tennis world, setting up many projects to assist the developing countries and youth worldwide in particular. Kimihiko Tamasu, his son and now Shunsaku Yamada, the President plus Hideyuki Kamizuru the Managing Director are following in his footsteps. The continuity was never in doubt. In this four year period alone, Butterfly has provided large quantities of elite rackets and balls to the Continental Junior Championships of Africa, Latin America, Oceania and Asia for distribution amongst participating countries. They have provided over 50 tables to the ITTF Development Program without condition. They were a major contributor to the ITTF “Tsunami Rebuilding” project;
they funded a special project in a financially disadvantaged but talented region of South Africa, providing training camp, funds, equipment and finally assistance for two juniors and their coach to have the opportunity of a lifetime joining the World Cadet Challenge training camp. Meanwhile, in conjunction with Australia’s David Smythe of Ariston Butterfly and the Head Office in Tokyo, the Oceania Development Program has been sponsored for over ten years by Butterfly, providing over 2,000 rackets, 200 gross of table tennis balls and 200 net and post sets. Butterfly has also been a major sponsor of the ITTF Global Junior Program since inception as well as funding the “Butterfly Junior Scholarships” programme. Thank you Butterfly, thank you thank Tamasu-san, thank you Yamada-san and thank you Yuki-san.
