The Care Quality Commission The Care Quality Commission (CQC) has rated West Berkshire Council's 'Shared Lives' services as 'Good.'

A service that provides homes within a family environment for some of the district's most vulnerable adults has been praised following a recent inspection.

Shared Lives carers share their home and family life with a young person or adult who needs support to live their best life, offering a helping hand in a multitude of ways - this could be anything from helping someone to get dressed, getting to doctors'

appointments, making friends, cooking or simply watching TV together. People visiting or moving in with Shared Lives carers may have been in foster care, have learning or physical disabilities, may be an older person with a frailty or dementia, or have mental ill health. Issues Work continues to clear the air A government direction, issued with the aim of reducing vehicle emissions on a short stretch of the A339, has been withdrawn after air quality in the area was found not to breach exposure levels for Nitrogen Dioxide. Basingstoke and Deane Borough Council and Hampshire County Council were instructed by the government in October 2018 to look into whether a speed limit reduction along the stretch of road, near the Reading/A33 exit, would reduce air pollution to meet the national limit. The direction came after data modelling indicated that the short stretch of road was unlikely to be compliant with the national limit for Nitrogen Dioxide before 2020. 6

But a detailed and more thorough study, carried out as part of the council’s scoping work, has shown that the concentrations of nitrogen dioxide are already below the required level at this location and are predicted to continue decreasing in 2020 and 2021. The government have approved the conclusions of this report and that no further action is needed to meet the national limit. Cabinet Member for Environment and Enforcement Cllr Hayley Eachus said: “This is really positive news but it is important that we continue taking action to improve air quality in the borough. “Councillors have collectively agreed to work towards becoming a carbon neutral

council by 2025 and a carbon neutral borough by 2030. “I would call on all residents to do their bit to help clear the air. Simple steps to make a big difference:

1. Using your car less 2. Switching off your engine while you are waiting

3. Thinking about the fuel you use in your own home

For more information about local air quality, and how you can help keep the air clean, please visit www.basingstoke.gov.uk/clean-air

Electoral Register

Households in the borough will start to receive a form from Basingstoke and Deane Borough Council’s Electoral Registration Officer asking residents to update or confirm that their details are correct on the electoral register, as part of the annual electoral registration canvass. Each year a Household Enquiry Form is sent to every household to ensure the electoral register is up to date and to identify anybody who is not registered and to delete those who have left the property. Residents must provide the information to the Electoral Registration Officer even if there are no changes to make. Even those people who registered for the recent European elections, will still need to confirm that their details are correct for this revised version of the register, which the Electoral Registration Officer has to publish in December every year. With all of the borough council seats up for election, parish elections and the Police and Crime Commissioner elections on Thursday 7 May 2020, this is an opportunity for residents to make sure they will be able to vote. Being on the register is also important because credit agencies check the names and addresses of people applying for credit and is also used to detect and prevent crime. Ensuring your name is on the register of electors is essential and people are asked to respond updating or confirming their details by following the simple instructions on the form. The quickest way of responding is online, via text message or over the phone and you don’t need to return the form if you use one of these methods. The revised register of electors will be published in December 2019. For more information Call 01256 844844 or visit www. basingstoke.go v.uk/canvass

Extra police on our streets

Richard Benyon MP

Backing Berkshire beer

It’s been a busy summer as I’ve got stuck into my responsibilities as Policing Minister on top of my constituency duties. We have a big job to do recruiting 20,000 more police officers over the next 3 years. This will make a huge difference deterring criminals and providing visibility and reassurance to people in our neighbourhoods, on our streets and in town centres across the country and here in North West Hampshire. But increasing officer numbers isn’t the sole answer. The nature of crime is changing be it knife crime, hate crime or moped robberies and we need to make sure we equip our officers with the right mix of skills, equipment and powers. As some of you may know, I’m familiar with this area of work. During my time as Deputy Mayor for Policing and Crime, I worked with Boris, then Mayor of London, to cut youth murders in half, homicides to an historic low and bring crime down overall. Locally, I will re-double my efforts to make sure we crack down on the crimes affecting our communities be it theft, burglaries or anti-social behaviour. 20,000 extra police officers are an ambitious target. It will benefit people living right here in North West Hampshire and across the country and I’m looking forward to meeting it.

When I was first MP for Newbury, word was that the pub down the road was to be avoided at all costs. People used to speed up as they walked by. However, last month, the Catherine Wheel in Cheap Street got a stellar review in the Pint to Pint column of the Sunday Telegraph, praised for its Gin Yard (220 gins), its real ales, its food and music and congratulations must go to Warwick and Pauline who took it over five years ago and have presided over its transformation. Almost 90% of the beer consumed in the UK is also brewed here and we have excellent examples of local breweries with West Berkshire Brewery, Two Cocks, and Butts Brewery on our doorstep. It is calculated that alcohol duty cuts and freezes in the Budgets over the last six years have provided £4.4 billion of support to pubs and the drinks industry, with a typical pint of beer 14 pence cheaper than if taxes had been allowed to rise with inflation. Pubs like the Catherine Wheel are at the heart of our town and village communities and I am always keen to support local campaigns to keep them open. If you are in town on Saturday 14th September, the Newbury Real Ale Festival at Northcroft Fields is a chance to try a range of local ales, ciders and gins.

Check out my video,

How Not to Die from Cancer

on NutritionFacts.org

vs. a Plant-Based Diet What happens if cancer is put on a plant-based diet? Dr. Dean Ornish and colleagues found that the progression of early-stage prostate cancer could be reversed with a plant-based diet and other healthy lifestyle behaviours. If the blood of those eating the standard diet is dripped onto cancer cells growing in a petri dish, cancer growth is cut down about 9 percent. But if they’ve followed a plant-based diet for a year? Their blood can slash cancer growth by 70 percent. Indeed, the blood circulating within the bodies of those eating plant-based diets had nearly eight times the stopping power when it came to suppressing cancer cell growth. That was for cell growth of prostate cancer, so researchers repeated the study with women using breast cancer cells, by seeing what a plant-based diet could do after just two weeks against

three different types of human breast cancer. The cancer cell growth started out at 100 percent, but then significantly dropped after being exposed to blood from subjects who ate a plant-based diet for 14 days. A layer of breast cancer cells was laid down in a petri dish and then blood from women eating the Standard American Diet was dripped on it. Even the blood of women eating pretty poor diets had some ability to kill off some cancer cells. After just two weeks of eating healthfully, blood was drawn from those same women—so they acted as their own controls—and it was dripped on a new carpet of breast cancer cells. Only a few individual cancer cells remained. Their bodies cleaned up. After only 14 days on a plant-based diet, their bloodstream became that much more hostile to cancer.

From the start of the study, you could see that the blood of an average woman on a typical American diet can knock off a few breast cancer cells. After 14 days of healthy, plant-based living, however, the same blood now coursing through these women’s bodies gained the power to significantly slow down and even stop breast cancer cell growth after just two weeks of eating a plantbased diet. Slowing down the growth of cancer cells is nice but getting rid of them all together is even better. This is what is called apoptosis, programmed cell death. After eating healthfully, the women’s own bodies were able to somehow reprogram the cancer cells, forcing them into early retirement. Dr. Michael Greger M.D. FACLM

5 Steps To Deal With Back-to-School Worries Anxious feelings are normal and expected in children and teens returning to school, changing schools, or for first-timers starting preschool. This transition can be stressful and disruptive for the entire family.

1

Ensure your child is getting enough sleep, eating regular meals and healthy snacks and has daily exercise. When your child’s mind and body are nourished, tackling school worries is easier. Plus, your child will be more likely to listen to you and cope better.

2

3

Listen to your child’s concerns. What is worried about ? Let your child share fears and talk about what is on their mind. There may be good opportunities to simply listen to your child when you are in the car, standing in line at the store, walking back home or during dinner.

Once you know what is bothering your child, you can start to develop a coping plan. Anxious youth are often poor problem solvers and doubt their ability to cope. Addressing your child’s fear head on, by creating an active plan with concrete solutions, will significantly reduce the worry.

4

5

Once you have an understanding of what your child is afraid of, and a coping plan to address these fears, you can encourage your child to re-direct attention away from the worries towards the positives.

For parents of younger children or children starting at a new school, it can be anxiety-provoking for parents to hand over care and responsibility of their child to teachers. Children take cues from their parents, so the more confidence and calm you can model, the more your child will believe she or he can handle this new hurdle.

What is help to Buy scheme? Help to Buy is a government scheme which can help first time home buyers get a property with just a 5% deposit. The Help to Buy scheme offers an equity loan where the government lends first-time buyers and existing homeowners money to buy a newly-built home.

In England, the government's Help to Buy scheme has four main parts: Help to Buy equity loans London Help to Buy Help to Buy shared ownership (commonly shortened to 'shared ownership')

Help to Buy equity loan Help to Buy equity loans provide a popular route into home ownership but are only available to people who want to buy a new-build property. The home you're planning to purchase can be worth up to ÂŁ600,000.

How the Help to Buy equity loans works:

Help to Buy Isas Here we give an overview of how each part of the Help to Buy scheme works. For more detailed information, you can research for Help to Buy scheme online.

24

You put down a deposit of at least 5%. The government lends you up to 20% of the property's value as an equity loan.

You take out a mortgage on the rest of the property's value (so, if your deposit was 5% and your equity loan was 20%, you'd take out a 75% mortgage). After five years, you start paying interest on the government loan.

Most people know that Help to Buy is available for first time buyers, but existing homeowners can benefit too.

Help

Help to Buy Shared Ownership More commonly known simply as 'shared ownership', this scheme

allows you to buy a share of a property and pay rent on the rest. Usually, your share must be between 25% and 75% of the property price. A housing association will own the remaining share. There are pros and cons to buying through shared ownership - read to understand whether it could work for you. Find more online.

Forces Help to Buy People in the Armed Forces can borrow up to 50% of their salary interest-free to use for a property deposit and other buying costs, such

LPA’s are as important as having a Will for ensuring your wishes are followed, but . . . While an estimated 40% of the adult population has a Will, less than 1% has an LPA³ BUT THEY ARE IMPORTANT!

One in three people over 65 will develop dementia¹. Dementia can affect a person at any age but it is more commonly diagnosed in people over the age of 65 years. In 2014, 5% of those suffering from dementia in the UK were aged 30-64. And they are not only for the ageing population.

Every 90 seconds, someone is admitted to hospital in the UK with an acquired brain injury²

A CONTROLLED Whilst the concept of tanning still raises concerns for some, the research into the natural tanning process has developed and the results may be surprising.

professional recommendation for your sunbed session time to achieve tanning results. Made from the world’s best supplier Ergoline, our sunbeds are unrivalled in their class and provide exceptional tanning results with no risk of overexposure. All Consol sunbeds are fitted with specially designed tubes that operate to the safe level of 0.3 and since session times are in accordance with your personal skin type, we eliminate the risk of burning whilst still generating a deep and long-lasting tan.

Of course

look ENVIRONMENT amazing.

Overexposure and burning is dangerous and should be avoided at all costs but tanning is a natural bodily function, programmed into all of us and designed to help offer a natural protection from overexposure. With burning being a damage to the outer layers of skin and tanning being a brown protective pigment from beneath the skin, we can now differentiate the two and ask the question, should we prepare our skin a little before UV exposure?

Package holidays, long days by the pool and lazy days at the beach. How many of us are guilty of spending too long in the sun and suffering a sunburn as a result? Whilst it might seem like a part of life to occasionally, accidentally get sunburned, it can and should be avoided at all costs. Of course, there are many SPFs on the market but at Consol, we believe exposure should be built up gradually and sensibly and long exposure periods outside with unprepared skin, in many cases will lead to damage. By taking a course of short and controlled exposures on our 0.3 safe limit sunbeds with a session tailored to your skin type, customers can generate a deep and dark tan whilst practically eliminating the risk of burning and overexposure. Once the skin has produced the melanin, exposure outside can be increased with caution and damage is less likely. Whilst we don’t advise spending all day in the sun, especially abroad where it Centre,is Newbury RG1 1AY much stronger, we are advocates of skin preparation prior to exposure to help the prevention of overexposure. course, finding shade, covering up and using paraben free SPF if you must spend long periods in the sun, are also advised. Individuals have varying capabilities when it comes to producing the protective melanin and those with red hair, light eyes and freckles are unable to tan in the same way as an individual with olive skin and dark hair and eyes. At Consol, we have a specialist skin type quiz on our website www.consol. eu whereby a recommendation of your skin type will be provided to you after answering a few questions based on your natural appearance and previous tanning capabilities. Retirement

Whether you are enjoying your later life or going through a tough time, you can find information and advice to make the best of your life! 34

homes Information & advice

If you care for an older relative or a friend who is finding difficult to manage at home, you may be wondering if it is time to talk to them about moving to a retirement home.

Moving into a retirement home or choosing one for a loved one, can feel daunting. To help you make the best choice here are some tips on how to find a good retirement home. Retirement homes provide accommodation and personal care for people who need extra support in their daily lives. Personal care might include help with eating, washing, dressing, going to the toilet or taking medication. Some retirement homes also offer social activities such as day trips.

What should I look for in a care home? When you find a care home that seems suitable, you can visit it more than once. Find out as much as you can about a care home to help you to make an informed choice.

Retirement homes are sometimes referred to as residential homes. You might have heard the term 'residential care' used for the care they give people.

Before visiting a home, take these key steps: • Make sure the home provides the level of care you need or could need in the future.

There are several different types of retirement home to consider. Look into all the options and make the right decision for you and your loved one.

• Check if the home currently has any vacancies. If it doesn’t, find out how long the waiting list is.

What types of retirement home are available? While all retirement homes offer accommodation and personal care, there are specialist types of retirement home that offer additional services for residents with greater needs. Care homes can be run by private companies, local councils or voluntary organisations.

1 Care homes

Provide with personal care, such as washing, dressing, taking medication and going to the toilet. They may also offer social activities such as day trips or outings.

2 Nursing homes

Provide personal care as well as assistance from qualified nurses. Sometimes called care homes with nursing.

• Read the home’s brochure or website before your visit and call or email the home to speak to the staff or manager.

3 Care homes with dementia care Designed to make people with dementia feel comfortable and safe. Dual-registered care homes accept residents who need both personal and nursing care. This means that someone who initially just needs personal care, but later needs nursing care won’t have to change homes.

• Read the most recent inspection report for the home. You can ask the home for this, or look for it on the CQC website.

Your retirement home should be a happy and comfortable place to live - in short, it should feel like home. Thinking about what you want and need from a care home is a good place to start.

KEPT ASSETS

Kept Assets a thriving Newbury based Will Writing and Estate Planning business have recently announced their move to new premises at 2 Inches Yard Newbury (near the council offices) Kept Assets pride themselves on their holistic approach to protecting clients from the vagaries of life and ultimately death. The move to the tranquil, ‘off high street’ setting of Inches Yard, Newbury gives Kept Assets and their clients a chance to sit down and discuss the options in comfort, creating a real difference when advising of the threats to their family wealth. The majority of clients have little or no initial realisation of how a family’s wealth can be whittled away with threats such as the re-marriage of a widow nullifying a Will and changing outcomes for the original family, local authorities grabbing value to cover care costs or even the effect that an inheritance can have on a child’s seemingly stable marriage. Not to mention Inheritance Tax! Why not contact one of the team and arrange an informal, no obligation review of your situation? Kept Assets advise on:

• Wills • Trusts • Inheritance Tax Mitigation • Powers of Attorney • Funeral Plans

At Macmillan Cancer Support we understand how cancer can affect people’s whole lives – health, money, family, job; everything. After more than 100 years of caring, we understand that the most important thing is to treat people as individuals, not patients.

Affected by cancer? Macmillan Cancer Support are right there with you. At Mcmillan we take the time to understand the support people need to live their lives as fully as they can. From the moment of diagnosis and whenever we are most needed, we are here to help people find their best way through. Our help is totally focused on each individual person, so everyone receives the support that is best for them. Macmillan is almost entirely funded by donations and with the number of people living with cancer constantly growing, we simply cannot continue to provide this support without the generosity of the public. Having a Coffee Morning is the perfect way to help Macmillan to be right there with people facing cancer. Over £26.9 million was raised in 2018 and we hope to raise even more this year thanks to our

special ingredient…YOU! The average Coffee Morning raised £280 in 2018, which is enough to fund a Macmillan nurse for a whole day.
