West Berkshire Council announces Public Consultation on Proposed Submission for Minerals and Waste Local Plan Residents in West Berkshire are being asked for their views on proposals for a planned, sustainable framework for minerals and waste management in the district up until 2037. To help guide future development across the district, West Berkshire Council sets out the policy context for assessing planning applications for minerals and waste development following the national planning policy. Known as the Minerals and Waste Local Plan (Proposed Submission), the document also proposes where minerals can be extracted within the district and consider the need for the management of domestic, commercial and construction waste. A consultation has been launched to read the plan, the supporting evidence base and take part in the consultation, residents are invited to visit the link Minerals and Waste Local Plan - Proposed Submission. The plan proposes new sites for extracting sand and gravel at Tidney Bed, near Sulhamstead and another for sand extraction behind Chieveley Services. Given that the minerals are a finite resource, the plan also encourages the construction industry to use recycled and secondary aggregate materials as well as seeking alternative construction methods. No new waste sites are proposed under the new plans, as

existing needs are met. Speaking about the plan, Councillor Hilary Cole, Executive Member for Planning and Housing, said: "Living in a mostly rural and very beautiful area we need to think carefully about where we allow minerals to be extracted. In West Berkshire, we mostly have sand and gravel, which are vital for maintaining and building roads and homes for our communities. We need to strike a balance between allowing some mineral extraction and at the same time minimising the impact on the local area. "This includes promoting the use of recycled and secondary materials and other construction methods that don't use precious resources. The Minerals and Waste Local Plan will help us to achieve these aims with a sustainable development approach, and I would encourage residents to read the plan and share their views on it with us." The Minerals and Waste Local Plan makes up part of the Development Plan for West Berkshire, a series of documents which sets out how the district will develop until 2037. It ensures that future development is coordinated and sustainable, as well as protecting development outside of the plan. The plan includes specific policies for minerals and wastes development to minimise disruption to local communities and the natural environment. These include: • Natural environment - mitigation against flooding and climate change

• Transport - ensuring safe access to the site and that the road network can cope • Public Rights of Way - preserving Public Rights of Way and ensuring suitable diversions can be accommodated • Agriculture - protecting the district's best and most versatile farmland. Once activity at mineral and waste sites has concluded, site operators need to complete high-quality site restoration which could include landscaping, enhancing biodiversity in the area or by providing new or enhanced recreational or green space. Following the consultation, the plan will be submitted to the Secretary of State for examination. Once adopted the Minerals and Waste Local Plan will replace the Replacement Minerals Local Plan for Berkshire incorporating alterations adopted 1997 and 2001 (RMLP) and the Waste Local Plan for Berkshire adopted 1998 (WLPB) for planning decisions in West Berkshire.

Local Outbreak Control Plan

Landowners, land managers, local authorities and public bodies can apply to the Forestry Commission for support to plant large-scale productive woodland under the Woodland Carbon Fund (WCF). Up to 40% of the remaining fund will be made available to public bodies and the remaining 60% will be available for applications from private owners. Public bodies other than Forestry England are now also eligible to include the second stage payment (see below) in their applications.

As part of the next stage of the national response to the Covid-19 pandemic, local authorities have to develop Local Outbreak Control Plans (LOCP) to prevent and control local outbreaks of the virus. We have worked with partners to publish our LOCP. The plan summarises how we will aim to protect our residents and communities by minimising further spread or recurrence of Covid-19 across West Berkshire. We know that Covid-19 is likely to be with us until better treatments and/ or a vaccine is available. It is therefore important that we all play our part in remaining vigilant and follow national and local guidance to keep us all safe. The key aims of the plan are to detail roles and responsibilities in the prevention and management of Covid-19, recognise and respond to outbreaks and prevent the further spread and recurrence of infection. Coordinated communication with the public, partners and the media will also be an integral part of the Outbreak Control Plan.

The scheme offers capital funding for the creation of new productive woodland for carbon sequestration. This includes the planting of trees and costs of protection items including tree guards, fencing and gates. You can also get funding for the installation of forest roads and recreational infrastructure. A one-off capital payment of £1,000 per hectare is available in year 5 following successful establishment. This payment will not be available on land owned by Forestry England, but is available on land owned by other public authorities including land owned by the State, the Crown, County Councils, District Councils and Local Authorities.

We have patiently been navigating another lockdown, although unlike previous lockdowns there is the light of hope at the end of this long tunnel: The vaccines continue to be injected into people’s arms at pace thanks to the collaboration of the army, NHS and local councils. It’s a huge and challenging task, and every jab is bringing us a step closer to defeating this terrible virus. We are also embarking on a new chapter outside the EU. We left with a great deal, something many said couldn’t be done so quickly. This was quite a moment for our nation and whatever your views of Brexit, credit is due to our brilliant negotiating team and Prime Minister. In a nutshell, the trade deal is worth more than £600 billion, has zero tariffs and quotas and will protect thousands of British jobs - including here in North West Hampshire. We now take back control of our laws, borders, trade and waters. We are out of the Customs Union and Single Market. We have ended the free movement of people and will replace it with a fair and compassionate points-based immigration system. We promised to get Brexit done at the last election, and now we are a dynamic and sovereign nation with that promise fulfilled. Whichever way you voted, I hope we can all now come together and move forward in unity.

The ups and downs, love, death, joy and sadness. It shows us life as we wish it was and life as we hope it will never be. That place is, of course, the theatre. This novel catapults you into that world and provides a fascinating glimpse of life backstage where the audience usually never get to venture. Part romance and part ghost story, When the Curtain Falls switches between the present day and 1952, where two young lovers try to steal moments together backstage as life begins to echo the drama being played out on stage. Tragedy strikes and one of them is destined to remain forever haunting the dressing rooms and fly floor high above the stage. Nearly 60 years later and their fateful play is revived at the same theatre. Among the cast are Olive and Oscar, also stealing moments together to keep their budding romance secret. But strange things start to happen as a previous occupant is reawakened. 10


good read! Sometimes (especially right now) you need a light, easy-to-read, novel for a bit of escapism. When the Curtain Falls fills that brief. It won’t win any literary awards, and sometimes the character development feels rushed, but it has a certain level of charm. Fletcher herself has grown up in the theatre and anyone who knows her cannot help but picture her when Olive is described. But that only adds to the fun.

For fans of Ballet Shoes, this offers an insight into their lives after the end of the original story and you find out if they fulfilled their dreams. But their excitement at reading the diary is soon dampened when they learn that the theatre is losing money and will have to be sold. Can the three children help to save the theatre they love so much? Once again, Fletcher brings her experiences of being a child in the West End to this story and does the legacy of the Fossils proud.

Yes, that’s right: Fletcher has also written our children’s novel this month. Published in September last year, we were eagerly awaiting its arrival, having pre-ordered it six months earlier. Why? This story tells of the three Pebble children who live in a theatre. Not related by birth they were adopted when they were found by Brilliant Aunt Maude – or BAM – in her various travels around the world. If you think this sounds as if it might be the opening of another story, then you might be right. This novel is inspired by Noel Streatfield’s classic, Ballet Shoes: a story that helped to give many young readers a love of the theatre. Whilst playing in an old dressing room in the theatre, the Pebbles find an old diary and in its pages, 11

Everyone knows that setting goals is a way to achieve what you want. They are used to measure, motivate and create a sense of accountability, a sort of judgement of a person’s worth.

Goals – The Downside But many people struggle with them, you can almost hear the inward groan of despair at the mere mention of goals.

Why? I believe people set goals because they think they ‘should’, ‘could’, "must", "have to", however it is not really what they WANT. Think New Year’s Resolutions? Perhaps there is a good reason they do not last beyond the end of January! People

What’s the alternative? I believe by changing the word to INTENTIONS changes perspective. It implies less pressure than a goal. Notice (mindfully) the subtle and more positive difference in the energy around the word? It feels less constraining, more flexible, doesn’t it? Intentions can still be a plan, still be SMART, still be monitored, but are less of something to beat yourself up with – the only person setting the requirements after all, is you!

Commitment After setting your intention, you still need commitment, right? – How much do you really want it? One way is to rate yourself out of 10, with 10 being absolute commitment to 0 – highly unlikely.

Over 8 – Well done you! You are on your way! Between 5 – 7 – Good job! Knowing you have room for growth and still be human, will allow you to be kinder for those times when you slip up. Under 5 – who is this

really for? You may believe it is for you, but is it really? Have a rethink about what you want instead? This is not about letting yourself off the hook, but it is about being more realistic, you still have a life to lead! Rather than give up, know there is always tomorrow!

We know LDL, the so-called bad cholesterol, plays “a central role” in the initiation, development and progression of heart disease. In fact, more than 100 prospective studies involving more than a million people have demonstrated that those with higher LDL levels are at higher risk. In a long-term study, young men 18 through 39 years of age were followed for up to 34 years and their cholesterol levels, even when they were young, predicted long-term risk of heart disease and death. Men in their 20s and 30s who have a total cholesterol just under 200 have a “substantially longer estimated life expectancy”- around 4 to 9 years longer than those with levels over 240. Evidence from observational studies, however, is vulnerable to confounding” factors. Eating a diet that is plantbased enough to lower cholesterol below average, for example, may add years to our lives regardless of what our cholesterol actually is. Ideally, we would have a long-term, randomized,

controlled trial. Luckily, nature may have actually set one up for us. Each of us, at conception, gets a random assortment of genes from our mother and our father and some of those genes may affect our cholesterol levels. Just like there are rare genetic mutations that result in unusually high cholesterol levels, there are rare genetic mutations that lead to unusually low cholesterol levels, “providing an ideal system in which to assess the consequences of low LDL cholesterol levels independently of other factors that may modify disease progression,” such as confounding diet and lifestyle factors. About 1 in 40 African Americans have a mutation that drops their LDL cholesterol from around 130 down toward more optimal levels. This group didn’t eat healthy to achieve that drop. It’s just in their genes. More than half had high blood pressure and there were a lot of smokers and diabetics in the group, yet those with genetically low LDL levels still had a significant 88 percent reduction in the incidence of coronary heart disease, even in the

presence of all those other risk factors. The same 20 to 40 point decrease in LDL from drugs only reduces risk around 30 percent. Makes sense, though, because the people with the mutation had low levels their entire lives. They didn’t simply start taking a pill when they were 60. “Therefore, a primary prevention strategy that promotes keeping LDL [cholesterol] levels as low as possible, beginning as early in life as possible, and sustaining those low levels of LDL [cholesterol] throughout the whole of one’s lifetime has the potential to dramatically reduce the risk of CHD,” coronary heart disease. If you don’t know your cholesterol level, you should get it checked maybe even starting in childhood.

Heat ¼ cup of water in a large pot over medium heat. Add the onion, celery, and potatoes.

Cover and cook, stirring occasionally, for 5 minutes, or until softened.

Stir in the nutritional yeast, paprika, thyme, black pepper, and vegetable broth.

Bring to a boil, then lower the heat to low, stir in the corn, and simmer for 20 minutes, or until the vegetables are tender.

Scoop 2 cups of the soup solids into a high-powered blender, add the miso paste, and blend until smooth. Stir the pureed mixture back into the soup. Add the lemon juice, then taste and adjust the seasonings, if needed. If you prefer a thicker chowder, puree another cup of soup solids and add it back to the pot. Heat the soup until hot and serve sprinkled with parsley and with Salt-Free Hot Sauce on the side (if using).

Preparation time: 30 minutes + chilling time Cooking time: 15-20 minutes Makes: 6-8

Preheat the oven to 170C / gas mark 3. Divide the chilled dough into two equal portions. Place one portion between two lightly floured greaseproof paper and roll the dough to approximately a 4mm thickness. Repeat with the second piece of dough. Remove the top sheet of paper.

With a large biscuit cutter, cut the dough into an even number of discs. Using a small heart cutter, cut out and remove the centre of half the biscuit discs.

Place all the discs on the baking sheets. Bake for 15–20 minutes until just firm and barely coloured. Don’t thoroughly bake yet.

Remove from the oven and place a teaspoonful of jam in the centre of each whole biscuit round. Spread to 1.5cm from the edge. Place the heart cut-out rounds on top. Return to the oven and cook for a further 5–6 minutes by which time the biscuits will be evenly cooked and the jam sufficiently hot to stick the two halves of the biscuits together.

Ingredients • 175g plain flour • Pinch of salt • 75g icing sugar • 125g unsalted butter, diced • 1 egg yolk • 1 tsp vanilla extract • 75g raspberry jam • 75g apricot jam

Method

Sift the flour, salt and icing sugar into a large mixing bowl. Add the butter and rub it lightly into the flour mix, using your fingertips, until the mixture resembles fine breadcrumbs. In a small bowl, whisk the egg yolk and vanilla extract lightly together. Make a well in the centre of the flour mix. Add the egg and vanilla and work together to form a soft, smooth dough. (You can use a food processor if you have one). Place the dough in a polythene bag and place in the fridge to rest for 30 minutes.

Leave the biscuits to cool for 5 minutes before transferring to a wire cooling rack.

Scientists have suggested that the antioxidants and flavonoids in chocolate with at least 70% cocoa improve verbal and visual memory, reaction times, balance certain hormones, help to relieve blood pressure and boost serotonin levels, our brain’s natural antidepressant. All good reasons to indulge a little, especially this month. What could be nicer on a cold Valentine’s Day than snuggling up with your romantic other and a cup of hot

chocolate? Use high-quality cocoa powder, preferable organic and fair trade, and make a hot drink, sweetened with honey. Then cook the object of your affections an authentic Mexican chilli dish by adding cocoa to the sauce. The nutrient capsaicin, found in chillies, is a powerful antioxidant which helps to prevent many conditions such as high cholesterol, heart and lung diseases as well as cataracts. The 5G theory

It's biologically impossible for viruses to spread using the electromagnetic spectrum. But that isn't the point — conspiracy theorists love to link two things which at a cursory glance may appear to be correlated. However, correlation is not causation. The rapid rollout of 5G networks was taking place at the same time as the pandemic hit: cue conspiracists, mainly antivaccine activists spreading fears about electromagnetic radiation. The World Health Organization (WHO) points out that viruses cannot travel on mobile networks, and that COVID-19 spread rapidly in many countries that do not have 5G networks. This didn't stop certain celebrities from spreading misinformation among their followers, culminating in mobile phone towers being vandalised.

Mr Gates, who became a target of disinformation after he criticised the defunding of the World Health Organization. Conspiracy theorists dragged out a 2015 Ted talk given by Gates, where he discussed the Ebola outbreak and warned of the probability of a future pandemic. They claimed he must have had advance knowledge of the COVID pandemic or even that he caused it. One variation of this theory, particularly beloved by anti-vaccination activists, is that Gates is plotting to initiate a programme to vaccinate the world's population and use this to implant digital microchips that will somehow track and control people. As vaccinating much of the world's population may well be the only way to end this pandemic there is a kernel of truth, but once again correlation is not causation.

The Chinese laboratory theory

This one at least has the benefit of being plausible. The original epicentre of the epidemic, the Chinese city of Wuhan, also hosts a virology institute where researchers have been studying bat coronaviruses for a long time. One of the researchers, Shi Zhengli, a prominent virologist, was sufficiently concerned about the prospect that she spent days combing through lab records to see if anything had gone wrong. She was relieved when genetic sequencing shoed that the new SARSCoV-2 coronavirus did not match any of the viruses sampled and studied in the Wuhan Institute of Virology by her team. But the coincidence of China's lead institute studying bat coronaviruses being in the same city as the origin of the COVID outbreak proved irresistible to conspiracists and the theory has tipped into the mainstream, being reported in the Times and many other outlets. Conspiracy theories can take hold quickly. It's essential that we don't just pass them on unthinkingly but investigate the facts for ourselves and speak out to combat misinformation, and not just about COVID. 29

working from home For those not furloughed, the majority of us will invariably have spent the last few months working from home, to varying degrees of success. The plus sides – no commute and a more flexible work/ life balance. The downsides? Lack of motivation, feeling disconnected with our colleagues and the worst of all – imposter syndrome rearing its ugly head, even during lockdown. Yes, despite the fact we've been in the midst of a global crisis, many of us working from home will have suffered or currently be suffering from imposter syndrome. Likely due to the fact that so many people have either been made redundant - as many companies struggle to stay afloat during the pandemic - or have had to take a large pay cut. If we are lucky enough to still have a job, it might not feel as secure as it once did. Combine that with the fact that all communication with our colleagues is now digital, contributing to the feeling of always having to be available, and the constant guilt that we are - in fact - allowed to work in our pyjamas

What is imposter syndrome? Imposter syndrome describes the invasive thoughts of selfdoubt which come about in a situation where you feel like your worth has been overstated. In this new world, where a quick chat with a colleague to soothe our feelings of anxiety is off the cards, thoughts of self-doubt can build into a whole identity of their own. This is called 'confirmation bias,' where your brain 'cherrypicks' pieces of information from an event or interaction, to confirm our existing negative beliefs or ideas. So, how can you move past these feelings of selfsabotage? 3 steps you can follow to help overcome imposter syndrome:

Speak to the fear Taking note of when these thoughts of self- doubt arise, is the first step in working through the moment when you feel your worth has been overstated. Keep a note or message a friend to break the spell of shame around these thoughts and feelings.

Beware of the bias trap Get smart about confirmation bias - the brain’s way of cherrypicking information that confirms our existing beliefs or ideas. Write out all of the reasons why you feel like an imposter and play devil’s advocate. Ask yourself what you'd like to believe instead and accept each compliment as evidence that this is the reality you are denying yourself.

Give yourself permission to be a work in progress So many of the fears that feed imposter syndrome arises from the desire to be perfect or to be the finished article, often in accordance with someone else’s definition of success. Give permission to the idea that even the people you admire are still working on the things you strive for and that failure is part of any growth journey and no one is perfect and never will be.

A state-of-the-art

digital platform intends to revolutionise the way communities support their local state schools, bringing much needed support to teachers.

When the precocious son of the founders of LetsLocalise started at a reputable state school in Berkshire, he was shocked and more than a little disappointed by what he found. Despite the limitless energy and creativity of the teaching staff, he found the school to be in a shabby condition, its equipment often aged or broken and the opportunities to engage pupils in external trips and activities that might broaden their horizons to be limited at best and non-existent at worst. The conversations at home triggered by these observations led to an idea with the potential not just to transform the prospects of state schools; it also offered an opportunity to strengthen local communities, by bringing multiple people, organisations and businesses into close relationships with their local schools. The lightbulb moment for Gaurav and Divya Garg, based in Wokingham in Berkshire, came when surveys prompted by their son’s observations showed that in excess of 60% of people in a given community wanted actively to help their local schools. They just had no idea how to do so. What if this reservoir of goodwill could be tapped into and piped into local schools?

Given the background of the Gargs and friends and colleagues in innovation, technology and community activities, the solution emerged in the shape of a digital platform, LetsLocalise, that could highlight the demand in schools and connect it to ‘supply’ out in the community. A critical perception in the framing of the idea came in the realisation that support for schools needed to come in a variety of formats. Yes, financial support would be important but so too would be volunteer time, expertise, work experience – in fact, anything that would help pupils get a clearer window to the world beyond the core curriculum. The idea behind the concept is that state schools register on the platform and headteachers and their teaching teams identify the programmes and activities that they would most like to pursue but currently cannot, due to insufficient financial or human resource. A typical selection for a single school might be a campaign to raise funds for basketball hoops, a request for help with painting and decorating, an appeal for volunteers to act as exam supervisors, an appeal to experts to talk about their chosen profession and a request for internships or work experience opportunities for pupils.

Once a school has posted the details of these programmes on the site, individuals in the local community, local organisations and local businesses are approached and asked to register on the platform too. Those registering can then browse through the range of requests across a range of schools and choose how best they can help. A critical stage in the development of these school-community connections is in finding ways of reaching beyond pupils’ parents and bringing in support and resources that would not normally find their way into schools. Reaching the very people without school-age children, who said they wanted actively to help but did not know how.

Let's Localise today! LetsLocalise has managed to break down ways of supporting schools into neat categories, which can be easily navigated on the website. So, for example, there is Pledge a Penny, Pledge a Minute, Pledge a Resource, Working with Schools, Expert Time and Corporate Connect. No headteacher or teacher will ever have had access to a platform with the scope and range of LetsLocalise in their professional lives. It is a multi-sided platform that enables multiple participants to engage at the same time. So, instead of Websites through which schools can simply share information with their pupils’ parents, LetsLocalise can bring individuals, organisations and businesses onto the platform simultaneously, creating multiple connections and offering scope for engagement between schools and would-be supporters in a wide range of relationships. The LetsLocalise story moved from the drawing board to the real world in November 2019, when the founders and the team of colleagues and supporters they had built up, launched a pilot across seven schools in Berkshire. In fact, the company had to cap the number of schools it first engaged with because virtually every headteacher to whom the idea was outlined wanted to participate. “Like all brilliant ideas, the LetsLocalise concept is rooted in

simplicity. Headteachers can see that tapping into that reservoir of goodwill that we are convinced exists out there in every community is a ‘no brainer’. Why would a school not want to tap into the support networks that can be constructed from their local communities?” says co-founder, Gaurav Garg. LetsLocalise is a service offered free of charge to all state schools.

Stitch Sainte Luce is a women’s Cooperative in Madagascar, supported by the charity SEED Madagascar, which has taught embroidery, as well as business skills in maths, sales and English language, to over 100 women, so that they can produce and sell the products to help bring an income to families in the poorest country in the world, where almost 80% of the population lives on less the $1.90 per day. Stitch Sainte Luce has brought much more than an income stream to the women involved in the project and the craft skills they have learnt have also helped to empower them and given them hope for the future. The women have always been encouraged to develop their own style, rather than being pushed towards Western designs, helping to build their self-confidence and allowing them to progress as artists. Many of the women are exceptionally creative and through collaborative pieces, where several women work on the same article, the Cooperative produces highly detailed and delicate pieces of artwork that are desired by a whole range of customers – from interior designers, schools, African collectors, fellow embroiderers and artists.
