1. Organization

Distribution of starting numbers At the enrolment on Friday 24th May 2013 from 16:00 to 18:30. Meeting of teams Meeting of the team leaders, referees and promoters on 24th May 2013 at 19:00 at the conference room of Léčebný dům Priessnitz, Priessnitzova 12/299, Jeseník. Condition of the participation Invitation by the promoter and a valid license for 2013. All participants in the race must have valid passports, or other personal identity card. It is necessary to fulfil the visa duty! The contestants including accompanying staff shall submit a certificate of health insurance. Accommodation at the enrolment on Friday 24th May 2013 from 16:00 to 20:00. To be provided and paid for by the promoter for registered contestants and accompanying staff (6 and 4), each team will be provided 5 double rooms 3

The Course de la Paix U23 2013 race is promoted by TTV Sport Group o.s., Kosmonautů 19, e-mail: czechtour09@seznam.cz, +420 731 050 451, www.czechcyclingtour.cz The race is governed by UCI rules. The race consists: 25.5. Uphill Time Trial 2.1 km – 1st half-stage 25.5. 112.5 km mass start – 2nd half-stage 26.5. 150 km mass start – 3rd stage 2. Type of Race The race is announced for contestants of men U23 (MU) category. The race is listed in UCI EUROPE TOUR calendar. The race is classified in 2.2 class. According to UCI rules the points for individual classification UCI EUROPE TOUR are awarded as follows: a) Overall ranking: 40, 30, 16, 12, 10, 8, 6, 3 points for 1st – 8th place b) Stage ranking: 8, 5, 2 points for 1st – 3rd place c) Leader jersey: 4 points for each stage in the overall individual classification according to times The points listed under a) are awarded to teams in time trial stage. These points are divided equally between the contestants who are specified for team classification. Every other contestant who finishes within the time of the team shall be awarded the same number of points as the classified contestants of the team.

According to article 2.1.005 of UCI rules the race is open to the following teams:

Bonuses may be awarded according to UCI rules, articles 2.6.019 – 2.6.21 as follows:

UCI continental teams, National draft, regional and club teams.

a) Bonuses in 2nd, 3rd and 4th stage finish:

According to article 2.1.005 of UCI rules the number of riders is determined as 4 riders minimum, 6 riders maximum.

1st place 10 secs, 2nd place 6 secs, 3rd place 4 secs. No bonuses are awarded at stage 1.

9. Time Limit The time limit for the individual stages with mass start will be 15 % of the time of the stage winner. The time limit will not be applied on the first stage. The commissaries panel can extend the time limit of a stage after consulting the event directors only in extraordinary, unforeseeable cases and in the event of Force Majeure. In the event that those contestants who exceed the specified time limit, are exempted from this limit by the referees, they shall be penalized by the removal of such number of points in the overall classification as the number of points awarded to the winner of the respective stage even if their overall sum of points in this classification is negative.

A) Individuals Contest, YELLOW JERSEY

5. Radio-Tour RADIO-TOUR will be transmitted on the frequency of UHF 448.490 MHz.

The following contests are announced in the race: The winner will be the contestant with the lowest sum of times of the individual stages. In case of equality of times in the final ranking the decision will be based on: 1. lower sum of standings in the individual stages 2. better standing in the last stage

6. Neutral Mechanical Vehicles

The leading contestant of this contest receives the yellow jersey in which he has to start.

The promoter provides three neutral mechanical vehicles Shimano Longus Oslany SK for stages with mass start.

B) Point Contest, BLUE JERSEY

7. Regulation on Zone of Protection before the Finishing Line a) Any contestant affected by fall, defect or a mechanical breakdown acknowledged by the referees within the zone of the last 3 km before the finishing line in stage 2, 3 and 4 with mass start the UCI rule, article 2.6.027 shall apply. b) Any contestant affected by fall, defect or a mechanical breakdown acknowledged by the referees after passing the red flag marking the last kilometre before the finishing line of stage 1, which is the team time trial, the UCI rule, article 2.6.028 shall apply. c) No finish of any of the stages is regarded as finish at the top of a hill-climb in terms of UCI rule, article 2.6.029.

This contest in based on the counting of points for the standing in the finish. The standing in the finish of a stage is assessed with points as follows: Team time trial: no points are awarded. Stages with mass start: 1st to 15th place: 25, 20, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 point. The winner of this contest will be the contestant with the most points. In case of equality of points of several contestants at the end of the race the decision will be based on: 1. higher number of wins in the individual stages 2. better standing in the overall individual classification The leading contestant of this contest receives the blue jersey in which he has to start. 4

C) Mountain Contest, GREEN JERSEY

Article 10. Prizes

The contest consists of mountain prizes. The first five contestants receive points: 5, 4, 3, 2 and 1 point.

D) Best Rider of the Czech Republic, WHITE JERSEY The winner of this contest is the Czech contestant with the best standing in the overall ranking of the individuals contest according to time.

The assessment of the team contest in a stage is done according to the sum of individual times of the first three contestants of each team. In case of equality of times of several teams in the contest classification the contest is decided upon: 1. better sum of standings of first three contestants of the team in the stage in question 2. according to the standing of the best team contestant in the finish of the stage. The overall assessment of the teams is made based on the sum of individual times of the first three contestants achieved in all assessed stages. In case of equality of times in the overall team classification the contest is decided upon the next criterion: 1. higher number of 1st place standings in team assessment in the individual stages 2. higher number of 2nd place standings in team assessment in the individual stages 3. better standing of the best contestant of the team in overall individuals classification If it is not possible to separate the teams even this way then the standing of the best contestant in the overall ranking of individuals contest is decisive. A team reduced to less than 3 (three) contestants is excluded from the assessment. The members of the leading team in the overall team classification must wear corresponding labelling provided by the promoter.

Article 11. Doping Control The control will be performed according to the Anti-Doping Rules of UCI. Article 12. Penalties In the event of an offence the penalty table of UCI shall solely apply. Article 14. Miscellaneous Provisions A. Jersey Priority In the event that a contestant will be the leading contestant in several contests: yellow, blue, green and white, the wearer of the jersey shall be the contestant in the 2nd place, or in following places in the respective contest according to the following priority. Jersey wearing priority: 1. Yellow, 2. Blue, 3. Green, 4. White. B. Starting Numbers/chips – transponders Each contestant receives 2 starting numbers for the jersey, 1 starting number for the frame and a chip for the front fork. 1 starting number on the back and a chip on the front fork are required for the individual time trial. The chip must be returned to the promoter after the end of the race, in case the chip is not returned a fine of EUR 100 will be charged. C. Signing the Attendance Lists According to article 2.3.009 of UCI rules all contestants are obliged to enter their signatures into the attendance lists which will be displayed 40 minutes before the start of each stage with mass start. Závod je klasifikován ve třídě 2.2. Podle pravidel UCI se v něm udělují body do individuální klasifikace UCI EUROPE TOUR takto:

Porada družstev Porada vedoucích družstev, rozhodčích a pořadatelů 24.5.2013 v 19:00 hod, salonek Léčebný dům Priessnitz, Priessnitzova 12/299, Jeseník Podmínka účasti Pozvání pořadatele, platná licence na rok 2013. Všichni účastníci závodu musí mít platný cestovní pas, případně jiný osobní doklad. Je nutno splňovat vízovou povinnost! Závodníci včetně doprovodu předloží potvrzení o zdravotním pojištění. Ubytování Při prezentaci v pátek 24.5.2013 od 16:00 do 20:00 hod zajišťuje a platí pořadatel pro přihlášené závodníky a doprovod (6 a 4), každému týmu bude poskytnuto 5 dvoulůžkových pokojů. Stravování Zajišťuje a platí pořadatel pro přihlášené závodníky a doprovod (6 a 4)

a) Celkové pořadí: 40, 30, 16, 12, 10, 8, 6, 3 body za 1. – 8. místo b) Pořadí v etapě: 8, 5, 2 body za 1. – 3. místo c) Trikot leadera: 4 body za každou etapu v celkové individuální klasifikaci podle časů. V etapě časovka družstev se body uvedené v a) udělují týmům. Tyto body jsou rozděleny stejným dílem mezi závodníky, kteří jsou stanoveni pro klasifikaci týmu. Každý další závodník, který přijede v čase družstva, obdrží stejný počet bodů jako klasifikovaní závodníci daného týmu. 3. Účast Podle článku 2.1.005 pravidel UCI je závod otevřen těmto týmům: UCI Kontinentální teamy, Národní výběry, Regionální a klubové týmy. Podle článku 2.1.005 pravidel UCI je počet závodníků stanoven minimálně 4 a maximálně 6 závodníků.

Pouze ve výjimečných, nepředvídatelných, případech, a v případě vyšší moci může rozhodčí sbor časový limit v etapě po konzultaci s pořadatelem prodloužit. V případě, že jsou závodníci, kteří překročili stanovený limit z tohoto limitu rozhodčími vyjmuti, budou penalizováni odejmutím takového počtu bodů v celkové klasifikaci bodovací soutěže, které jsou uděleny vítězi příslušné etapy a to i v případě, že jejich celkový součet bodů v této klasifikaci bude záporný. 10. Klasifikace V závodě jsou vypsány tyto soutěže: A) Soutěž jednotlivců, ŽLUTÝ TRIKOT Vítězem se stane závodník s nejnižším součtem časů z jednotlivých etap. Při rovnosti časů v konečném pořadí rozhoduje: 1. nižší součet umístění v jednotlivých etapách 2. lepší umístění v poslední etapě Vedoucí závodník této soutěže obdrží žlutý trikot, ve kterém je povinen startovat. B) Bodovací soutěž, MODRÝ TRIKOT

Do této soutěže se započítávají body za umístění v cíli.

RÁDIO-TOUR bude vysílat na frekvenci UHF 448,490 MHz.

Etapy s hromadným startem: 1. až 15. místo: 25, 20, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 a 1 bod.

Pro etapy s hromadným startem poskytuje organizátor tři neutrální mechanické vozy Shimano Longus Oslany SK 7. Ochranná zóna před cílem etap a) Je-li závodník postižen pádem, defektem nebo mechanickou nehodou uznanou rozhodčími v pásmu 3 km před cílem 2. 3. a 4, etapy s hromadným startem, bude uplatněno pravidlo UCI, článek 2.6.027 b) Je-li závodník postižen pádem, defektem nebo mechanickou nehodou uznanou rozhodčími po projetí červeného praporku označujícího poslední kilometr před cílem 1. etapy, která se jede jako časovka družstev, bude uplatněno pravidlo UCI, článek 2.6.028. c) Žádný cíl etapy není považován z hlediska pravidla UCI, článek 2.6.029 jako cíl ve stoupání. 8. Bonifikace a převod časů Přidělování bonifikací podle pravidel UCI, články 2.6.019 - 2.6.021 je stanoveno takto: a) Bonifikace v cíli první, druhé, třetí a čtvrté etapy: 1. místo 10 sec., 2. místo 6 sec., 3. místo 4 sec. V první etapě se bonifikace neudělují. b) Bonifikace v rychlostních prémiích první, druhé, třetí a čtvrté etapy: 1. místo 3 s, 2. místo 2 s a 3.místo 1 s. 9. Časový limit Pro jednotlivé etapy s hromadným startem bude časový limit 15 % z času vítěze etapy. Pro první etapu časový limit nebude uplatněn.

Časovka Teamů: body se neudělují

Vítězem této soutěže se stává závodník, který získá nejvíce bodů. Při rovnosti bodů u více závodníků na konci závodu rozhoduje: 1. vyšší počet vítězství v jednotlivých etapách 2. lepší umístění v celkové klasifikaci jednotlivců Vedoucí závodník této soutěže obdrží modrý trikot, ve kterém je povinen startovat. C) Vrchařská soutěž, ZELENÝ TRIKOT Sestává z vrchařských prémií. Boduje prvních pět závodníků body: 5, 4, 3, 2 a 1 bod. Vítězem této soutěže se stane závodník, který získá nejvíce bodů na vrchařských prémiích. V případě rovnosti bodů v celkovém hodnocení této soutěže u více závodníků rozhoduje: 1. vyšší počet vítězství v prémiích 2. lepší umístění v celkové klasifikaci jednotlivců. Vedoucí závodník této soutěže obdrží zelený trikot, ve kterém je povinen startovat. D) Soutěž o nejlepšího závodníka ČR, BÍLÝ TRIKOT Soutěž o nejlépe umístěného českého závodníka v celkovém pořadí jednotlivců podle časů. Vedoucí závodník této soutěže obdrží bílý trikot, ve kterém je povinen startovat.

E) Soutěž družstev Hodnocení soutěže družstev v etapě se provádí podle součtu individuálních časů prvních tří závodníků každého družstva. Při rovnosti časů v klasifikaci družstev v etapě rozhodne další kritérium v pořadí: 1. lepší součet umístění prvních tří závodníků družstva s nejlepšími časy v dané etapě 2. lepší umístění nejlepšího závodníka družstva v cíli příslušné etapy. Celkové hodnocení družstev se provádí podle součtu individuálních časů prvních tří závodníků družstva dosažených ve všech hodnocených etapách.

Článek 13. Penalizace V případě přestupků bude uplatněna výhradně tabulka trestů UCI Článek 14. Různé A. Pořadí priority nošení trikotů: 1. Žlutý, 2. Modrý, 3. Zelený. 4. Bílý. B. Startovní čísla / čipy – transpondéry Každý závodník obdrží 2 ks startovních čísel na dres, 1 ks rámové a čip na přední vidlici. Na časovku jednotlivců stačí 1 číslo na záda a čip na přední vidlici. Čip se musí po skončení závodu vrátit pořadateli, v případě nevrácení čipu bude účtována pokuta 100 Euro. C. Podpis startovních listin Všichni závodníci jsou povinni se podepsat podle článku 2.3.009 pravidel UCI do podpisových archů, které budou vystaveny 40 minut před startem každé etapy s hromadným stratem.
