GREETING FROM NEW DIRECTOR
I am Daesik Kim, the head of the Jeollabuk-do Center for International Affairs(JBCIA).
In 2023, the new wind of innovation blows to Jeollabukdo(Jeonbuk) with the launch of the Jeollabuk-do Special Self-governing Province. It is expected to capture the attention of the Korean people with the upcoming big international events of ASIA Pacific Masters Games and World Scout Jamboree in Saemangeum. In this context, JBCIA aims to play a pivotal role in enhencing the international competitiveness of Jeonbuk by capitalizing on the momentums that this change and those events will bring in together with.
agricultural and bio biotechology, as it has been endowed with all the value chains of the modern agriculture:Home to the Rural Development Administration, Gimje Smart Farm Innovation Valley, FoodPolis(Iksan National Food Cluster Industrial Complex) and Korea National University of Agriculture and Fisheries and so on. We would like to share our expertise of cultivating fruit and vegetable using smart farming technology with developing countries around the world as part of our efforts to enhance Jeonbuk's international competitiveness.
We are proud to have developed strong relationships with 11 regions in 5 countries, including the United States, Japan, China, Russia, and Vietnam, all of which have established sisterhood and cooperative relationships with Jeonbuk. As part of our efforts to promote global awareness among the citizens of our province, we offer various cultural and youth exchange programs.
At JBCIA, we place a high priority on naturing international capabilities for young people of Jeonbuk. As part of this effort, we plan a series of events and activities throughout the year. In August, during the summer vacation period, we will host 「JB Global Youth Week」 featuring a 「Model UN Conference」, 「International Organization Seminar for Youth」, 「Cultural performances and experience programs」 of various countries. In early June, we will hold the 「KoreaASEAN Presentation contest」 which will bring together students from ASEAN countries and Jeonbuk. In addition, we will organize some classes for young students living in remote areas in Jeonbuk. Through these initiatives, we aim to promote greater understanding of the youth in our region on other cultures and enhance their global competence.
The Asia-Pacific Masters Game will take place in May 2023, with the slogan “Enjoy Sports! Play Life!” And the 25th Saemangeum Scout Jamboree, world's largest youth camp held every four years, will take place in August. JBCIA is going to support those events by having membership volunteers communicate visitors attending this event as they are able to speak in English, Chinese, and Japanese.
There are currently around 47,000 foreign residents of Jeollabuk-do. At JBCIA, we are exerting efforts to make our region a good and inclusive place for people coming from abroad through collaboration and partnerships with other provincial organizations. The programs we operate include the 「Foreigner Communities Support Program」, which provides a variety of services and supports for foreign residents. Training opportunities for forklift driver and welding technician certificates are also offered to foreign workers. The 「Harmonious Courtyard for Foreign Workers」 is held every year.
We are supporting developing countries in the field of agricultural and biotechology through 「Jeonbuk-type Agricultural Development Projects(ODA)」 One of them is 「Mongolian Smart Farm Project」, which is to train public officials in the Gobi-Altai province in Mongolia in the field of smart farming technology over the next three years, until 2024. We are also planning to run other projects of the same kind for those in Africa and Latin America countries next year. Jeollabuk-do is known as Korea's the best region for

JBCIA is doing its part in attracting international students in Jeonbuk and improving quality of their life. For this purpose, we are operating「Seamangeum Korean Language School」 in 5 countries including Vietnam, Laos, Russia, Myammar and Morocco. JBCIA also is organazing a 「consultative body for international students in Jeonbuk」 to support their comfortable and smooth settlement.

There are many good reasons for adopting rather than purchasing pets from stores that obtain animals from mills. Rather than creating an incentive for more animals to be bred, you can foster and adopt a pet, open your heart and home, and save lives.
The new norm, beyond COVID. What lessons have we learnt so far, and how can we take advantage of them? It is now more than three years since the first outbreak of COVID-19. It is undeniable that it has had, and it is still having, impacts on the way we as individuals and as consumers go about our daily lives. In pre-pandemic times, concerns about individual and societal health and well-being were beginning to drive many of us to make proactive lifestyle and product choices aimed at improving our quality of life and mental and physical health. Mindfulness is no longer an esoteric concept: we’re aware of mindful eating, mindful breathing, and mindful walking; aware of our thoughts and feelings in each moment.
Third, we feature football players with local connections, such as Cho Gue-sung, who plays as forward for Jeonbuk Hyundai Motors and who played in the 2022 FIFA World Cup in Qatar. We also cover springtime destinations like the Jeonju Arboretum located in Deokjin-gu. And the most anticipated 25th World Scout Jamboree-Saemangeum is coming up in the summer of 2023, and will be a chance to share culture and friendship through various programs all around the globe. JEOLLABUK DO BECOMES SPECIAL The New 8th Civil Election, and the Era of Jeollabuk-do Special Self-Governing Province
What will be different about Jeonbuk Special Self-Governing Province? First of all, the name of the region will be changed from Jeollabuk-do to Jeonbuk Special SelfGoverning Province beginning in 2024. This will be the beginning of a guarantee of a high degree of autonomy, different from other local governments, and there will be more freedom for population expansion and the development of regional specialized industries. In addition, cities and counties in Jeollabuk-do can request that the Ministry of Public Administration and Security, one of Korea’s central ministries, grant special cases through consultation with the provincial governor. Separate laws and regulations will enable stable budgeting and administrative support from the central government.
What is being prepared for Jeonbuk Special Self-Governing Province in 2024? Currently, an organization dedicated to supporting special self-governing provinces has been established under the Prime Minister, and separate support measures are being established for Jeonbuk Special Self-Governing Province alone. In addition, public officials and public institutions in Jeollabuk-do are focusing on finding laws related to welfare, medical care, international relationships, the environment, foreign talent training, and youth vitality to create a new era for Jeonbuk Special Self-Governing Province.
As a result, the number of regional companies and foreign tourists can increase, and economic indicators such as population and GDP can be expected to rise positively.
In particular, we will focus on new areas such as carbon, agriculture, culture and tourism, agriculture, biofood, and special zones such as the one for the Jeonbuk traditional culture industry, and we are planning various ideas to create synergy with the recently passed Saemangeum Development Act.
Are there special autonomous provinces in other parts of Korea? Jeju Special Self-Governing Province was created about 16 years ago, Gangwon Province was selected to become Gangwon Special Self-Governing Province in April 2022, and Jeollabuk-do acquired the status of Special Self-Governing Province in December.

Jeollabuk-do has been renamed for the first time in more than 120 years, becoming "Jeonbuk Special Self-Governing Province. On December 28, 2022, the "Special Act on the Establishment of Jeollabukdo Special Self-Governing Province" was finally approved at the plenary session of the Korean National Assembly. This also means that all the procedures for enacting the law have been completed, and Jeollabuk-do has been legally recognized as having full-fledged autonomy.

전라북도가 120여 년 만에 ‘전북특별자치도’로 명칭이 변경 되었습니다. 2022년 12월 28일 ‘전북특별자치도 설치 등 에 관한 특별법’이 한국 국회 본회의에서 최종 의결되었습 니다. 법을 제정하는 모든 절차가 완료되었으며 전라북도 가 본격적인 자치권을 법적으로 인정받았다는 것을 의미 하기도 합니다.

전북특별자치도, 무엇이 달라질까요? 먼저 2024년부터 ‘전라북도’가 아닌 ‘전북특별자치도’로 이름이 변경될 예정입니다. 이것을 시작으로 다른 지방 자치단체와는 다른 고도의 자치권이 보장되며, 인구확대, 지역 특화산업 발전이 좀 더 자유롭게 됩니다. 또한, 전라북도내 시, 군수들은 도지사와의 협의를 통해 서 특례 부여 등을 한국의중앙부처 중 하나인 행정안전 부에 요청할 수 있습니다. 별도의 법령으로 중앙부처의 안정적인 예산 편성, 행정적 지원 등이 가능해집니다. 그 결과 지역내 기업 수, 외국인 관광객 등 증가로 일자 리가 많아질 수 있고, 인구, GDP 등 경제 지표가 긍정적 으로 상승됨을 기대할 수 있습니다.

焕然一新的全罗北道 “新的第八届民选，开启全北特别自治道时代” 时隔120余年，全罗北道更名为“全北特别自治道”。2022年12月28日，《关于设立全北特别自治道等的特别法》在韩 国国会全体会议中最终表决通过。伴随着全部立法程序的完成，全罗北道的自治权也正式获得了法律认可。
全北特别自治道有何不同？ 首先，从2024年开始，不再使用“全罗北道”，更名为“全北特别自治道”。届时，将获得与其他地方自治团体不同的 高度自治权，将有助于增加人口，有利于地区特殊化产业发展。另外，全罗北道的市、郡守都可以与道知事协商，向 韩国中央部门——行政安全部提出赋予特例等要求。通过单独制定法律条令，保障中央部门编制预算，提供行政支持 等。有望提高区域内企业和外国游客数量，增加工作岗位，增加人口，提高GDP等经济指标 。
韩国的其他地区也有特别自治道吗？ 大约16年前成立了"济州特别自治道",2022年4月江原道被选定为"江原特别自治道",12月全罗北道取得特别自治道地位。
2024年为全北特别自治道准备了什么？ 目前,隶属于国务总理的特别自治道支援专门机构已经成立，正在制定针对全北特别自治道的支持政策。与此同时，为 打造新时代全新的全北特别自治道，全罗北道的公务员、公共机构正致力于制定福利、医疗、国际、环境、外籍人才 培育、青年活力等相关法律条例。特别是侧重发展全罗北道独具代表性的碳元素等新材料、农业、文化观光等相关的 农业生命生物食品、全北传统文化产业等特殊领域。同时，通过各种创新构想力争与近期通过的《新万金开发法》产 生协同效应。

Jeollabuk-do sẽ trở nên đặc biệt, “Cuộc bầu cử dân sự mới lần thứ 8, kỷ nguyên Tỉnh tự trị đặc biệt Jeonbuk” Jeollabuk-do được đổi tên thành Tỉnh tự trị đặc biệt Jeonbuk lần đầu tiên sau 120 năm. Vào ngày 28 tháng 12 năm 2022 "Đạo luật đặc biệt về việc thành lập Tỉnh tự trị đặc biệt Jeonbuk" đã được thông qua tại cuộc họp toàn thể của Quốc hội Hàn Quốc. Điều đó cũng có nghĩa là mọi thủ tục ban hành luật đã hoàn tất và tỉnh Jeollabuk-do đã được pháp luật công nhận quyền tự trị hoàn toàn.
“Tỉnh tự trị đặc biệt Gangwon” và vào tháng 12 Jeollabuk-do đã giành được vị thế của một Tỉnh tự trị đặc biệt.
Tỉnh tự trị đặc biệt Jeonbuk, sẽ có điều gì khác? Trước hết, từ năm 2024 sẽ được đổi thành 'Tỉnh tự trị đặc biệt Jeonbuk' thay vì 'Jeollabuk-do'. Bắt đầu từ điều này mức độ tự chủ cao được đảm bảo khác với các chính quyền địa phương khác, cũng như việc mở rộng dân số và phát triển các ngành chuyên môn của địa phương trở nên tự do hơn.
Tỉnh tự trị đặc biệt Jeonbuk đang được chuẩn bị những gì cho năm 2024? Hiện tại, một tổ chức chuyên hỗ trợ Tỉnh tự trị đặc biệt trực thuộc Thủ tướng Chính phủ đã được thành lập và các biện pháp hỗ trợ riêng đang được thiết lập chỉ dành cho Tỉnh tự trị đặc biệt Jeonbuk. Ngoài ra, các quan chức nhà nước và các tổ chức công cộng ở Jeollabuk-do đang tập trung khai thác các luật và quy định liên quan đến phúc lợi, y tế, quốc tế, môi trường, phát triển đào tạo nguồn nhân lực nước ngoài và sức sống thanh niên để tạo ra một kỷ nguyên mới của Tỉnh tự trị đặc biệt Jeonbuk.
Ngoài ra, các Thị trưởng thành phố và Quận trưởng ở Jeollabuk-do có thể yêu cầu hỗ trợ từ Bộ Hành chính và An ninh, một trong những bộ trung ương của Hàn Quốc cấp phép cho các trường hợp đặc biệt thông qua thỏa thuận của Tỉnh trưởng. Một nghị định riêng biệt cho phép thiết lập ngân sách ổn định và hỗ trợ hành chính của chính quyền trung ương.
Đặc biệt, Jeollabuk-do dự định tập trung vào các ngành công nghiệp tiêu biểu vật liệu mới như carbon, thực phẩm sinh học nông nghiệp liên quan đến nông nghiệp và du lịch văn hóa, các đặc khu như các ngành công nghiệp văn hóa truyền thống Jeonbuk, Chúng tôi đang lên kế hoạch cho nhiều ý tưởng khác nhau có thể tạo ra sức mạnh tổng hợp đối với đạo luật Phát triển Saemangeum được thông qua gần đây.
Do đó, có thể tạo ra nhiều việc làm hơn nhờ sự gia tăng số lượng doanh nghiệp và lượng khách du lịch nước ngoài trong khu vực, đồng thời các chỉ số kinh tế như dân số và GDP được dự kiến sẽ tăng tích cực.

Jeollabuk-do provincial internationalization capacity strengthening project
The purpose of this project is to enhance the image of Jeollabuk-do and increase the influx of foreign students by revitalizing Korean language education through support for the operation of Saemangeum Korean Language School in Vietnam, Laos, Russia, Myanmar and Morocco.
We aim to strengthen the internationalization capabilities of Jeollabuk-do residents by improving access to various foreign languages and global cultural content.
• S upport for preparing for the Test of Proficiency in Korean through Korean language education for local residents • Hosting Korean Culture Day by planning and operating cultural lectures to promote the culture and history of Jeollabuk-do
• O perating the International Harmony Lounge to provide a platform for foreign language communication and exchange using cultural content • Hosting World Culture Day to inform residents of content from around the world, such as with exhibitions and movie screenings • Implementing the ASEAN-Korea exchange promotion project to enhance residents’ understanding of the ASEAN region and to support exchange programs for young people from Jeollabuk-do and the ASEAN region

We discover networks of organizations that want have international exchanges in the province and support them in strengthening their capabilities, in order to promote public diplomacy in Jeollabuk-do..
The purpose of this tour is to promote the charms of Jeollabuk-do by inviting domestic and foreign opinion leaders to Jeollabuk-do and visiting various attractions in 14 cities and counties.
• O perating the Jeollabuk-do Public Diplomacy Corps to provide basic literacy education and opportunities to participate in interpretation and translation activities in preparation for international competitions like the 2023 Asia-Pacific Masters Games and the 2023 Saemangeum World Scout Jamboree.
• Introducing various attractions in Jeollabukdo for opinion leaders in related fields such as foreign missions in Korea and international experts
The purpose of this project is to build human networks with foreigners, overseas Koreans, and local private organizations in the region and operate programs in various fields, to form a friendly image of Jeollabukdo by operating sustainable partnerships with friendly sister regions of Jeollabuk-do. • Operating private exchange events with friendly sister regions such as those in the United States, China, Japan, and Russia. • C onducting exchanges with private organizations in various fields such as culture and traditional experiences.

The purpose of this project is to promote the development and mutual exchange/cooperation programs with developing countries and expand our contribution to the international community in Jeollabuk-do through agriculture and traditional culture, which is Jeollabuk-do’s strength.
Expanding fields of Jeollabuk-do by expanding and emerging exchange areas, establishing networks of related organizations.
• Providing ODA education programs to enhance residents' understanding of international development cooperation.
• Operate cultural exchange programs such as traditional performances in Jeollabuk-do, cultural experiences, and learning Korean.

Every four years in Korea, fried chicken shops go into overdrive and football fans get ready to cheer on their national team at the World Cup. The 2022 World Cup was no exception, as viewers stayed up into the wee hours of the morning to catch matches played in Qatar. While Korea's World Cup run ended during the round of 16, the team still had plenty of memorable moments during the tournament, including a stoppage-time goal to beat Portugal.
Out of the 26 players called up for Korea's World Cup team, there were plenty with connections to Jeollabuk-do. Kim Young-kwon, who hails from Jeonju, made one of the two winning goals in the match against Portugal. He has played for Korea in several World Cups as well as the Olympics. Jeonbuk Hyundai Motors, Jeollabuk-do's local football club, also sent several of its players to the World Cup team. In fact, Jeonbuk was the single team with the highest representation of players on the national team, with a total of five: Kim Jin-su (who is also from Jeonju), Kim Moonhwan, Paik Seung-ho, Song Min-kyu, and Cho Gue-sung. Another World Cup highlight included Cho Guesung's two goals in the match against Ghana. Although Ghana ultimately won, Cho became the first Korean player to score two or more goals in one World Cup match. He also caught the attention of not only Korean fans but many international fans during the game, skyrocketing in popularity on Instagram from fewer than 30,000 followers to almost 3 million as of this writing. He was also the number 1-ranked K League player for goals in 2022. Although you need to wait four more years for

现在很多人开始关注健康，新型冠状病毒出现后尤为如此， 让我们所熟知的健康生活概念发生了改变。新冠出现之后， 我们更加注重精神健康。 我们认识到与身体疾病相比，精神不健康时我们更加脆弱。 我们的生活就像坐过山车一样，有时上上下下，有时会倒翻 过来。小时候，新鲜的事物令人愉快、兴奋，但随着年龄的 增长，我们的大脑更加依赖于熟悉的普通道路。 我们现在害怕改变，依赖于一贯使用的方法，觉得舒适的事 物有一个共同点，就是都在我们的掌控之下。新型冠状病毒 颠覆了整个世界。 我们生活的方方面面都受到了新型冠状病毒的影响，在健 康、社会、经济上都遭遇了困难, 精神健康同样遭到了极大 的影响。
Why yoga? And when? And how? Life is like a roller coaster ride. It goes up and down, and turns upside down. When we were children, new things were fun and exciting.
I was a freelance English teacher, and I opened a small study cafe a few months before COVID hit the world. Suddenly, my study cafe was closed most of the time. My classes were all delayed, or worse, canceled. I’d bought a car and gotten insurance, so I couldn't save money.
But as we get older, our brains like to rely more and more on existing neutral pathways. We become afraid of change and only rely on our old ways, with the comforting familiarity of all the things that are within our control. Then COVID-19 turned the world upside down.
I also had to study that year to take the final Korean test so I could apply for my permanent visa. But I was working two jobs. Life was tough.
Every aspect of our lives has been affected. As we all struggle with all these health, social, and economic impacts, mental health has been widely affected. Many people became more anxious, and the pandemic sparked much more serious mental health problems. Lockdowns caused widespread panic.
And finally, I decided to try my luck here in Jeonju. Working full time, ten straight hours a day, and dealing with workplace difficulties was honestly worse than my divorce. At this halfway point of my life, battling with my own demons and health issues, I realized that I needed to reconnect with myself. I signed up for yoga.
I had always been an optimistic person, but most of my plans were ruined by the pandemic.

I wasn't flexible, but I didn’t mind. I realized that yoga is not about executing the pose perfectly. Rather, it helped me to grow calm about all the things that were happening in my life, increased my body awareness, created mental clarity, and promoted strength and stability — and, yeah, flexibility. I was really surprised to find that everything is all in our heads. Yoga is my journey to myself through self. And it really helped me to be mindful. Connecting with our breath is a method for being present and being mindful, and through our breath, we're able to navigate our consciousness.

New Year, New Me. How yoga helped me through a life crisis. Yoga is known as a practice that reduces stress and enhances immunity.
With my mentally and physically demanding lifestyle, I want to broaden my knowledge of yoga and mindfulness this year. So I am now training to get my yoga instructor certification. As expats, sometimes it’s intimidating for us to find gyms, especially for non-Korean speakers. I was worried at first because all my classes were in Korean. But thankfully, yoga uses many Sanskrit terms, and my trainers all incorporate a little English in their classes. I joined a gym in Jeongeup and in Eco City, and I had no trouble communicating with my trainers. Joining as a foreigner has been a win-win for me and my trainers, as we learn about each other’s cultures.

Sunchang is a mountainous county that specializes in red pepper: from chili paste and sauces to spicy Korean cuisine. This nature park features 155 different species of aquatic plants, including some endangered ones. It has sprawling, lush gardens with rest areas. Some attractions include Landmark Square (the Western Garden) and the rose and bamboo gardens, among many others. It is best to visit in the spring and summer, when many flowers are in full bloom.

HYGGE FARM GIMJE 김제 휘게팜
Going to Hygge Farm is like going to Bali, or some where else exotic and tropical. The name comes from the Danish word for comfort, a concept the cafe embodies with its cozy and refreshing atmosphere.
It is a cafe that has a botanical garden with a large variety of cacti imported from Jeju Island, because these plants are not indigenous to Gimje. The rest of the plants are homegrown by nearby farmhouses. A fish pond has been placed in the middle of the cafe, allowing guests to enjoy watching brightly colored koi fish while drinking coffee. It’s a relaxing respite for people after a busy day. In the late afternoon when the sun is about to set, part of the tent ceilings open up to let the sunlight in, and at night, the light displays make the plants glow. If you want to visit a unique place, this farm is the best spot to get away and relax.

GANGCHEONSAN COUNTY PARK, SUNCHANG
One of Sunchang’s best-known destinations is Gang cheonsan County Park, a tranquil place where one can get far away from the noise of the city, commune with nature, and ultimately leave one’s worries behind. It is described in Korean traditional literature as “a valley that has the beauty of jade rolling down.” Gangcheon Mountain was designated by the government as Korea’s first county park in 1981, and its name is believed to have come from Gangcheon Temple.

Instead, they adopt pets from their acquaintances. They require the animals to be spayed or neutered. The animals also have to have completed their core vaccinations (distemper, adenovirus, parvovirus, parainfluenza, and rabies), or else they won’t accept your beloved fur babies. And hopefully your babies have no sign of aggression. Of course, even without pets you can visit and enjoy some food and drinks.

Ellie & Coco (Poodle) Adopted from Dana Animal Shelter in Jeongeup I adopted Koko in January 2017. It’s been six years now. My daughter wanted so much to have a dog. At first, I was against it because we live in an apartment that I didn't think was suitable for pets. But my love for dogs won. We decided to visit Dana Animal Shelter. Among those many dogs barking in their cages, a brown, messy, skinny, pitiful-looking dog that was quietly staring at me caught my heart. She was almost four years old, and when she wants to be petted, she’ll rub her nose. That’s why we called her Koko. "Ko" means “nose” in Korean. When we adopted her, the vet didn't recommend spaying her. Now that she’s nearly 10 years old, it’s not advisable to spay her anymore. I think raising animals is a big responsibility. To prevent homeless animals, the government should impose strict rules such as microchipping, imposing taxes, etc. Insurance for animals should be made universal and improved because many animal lovers suffer due to high medical and surgical fees.

When we bought her, there was a process. The breeder interviewed us and made sure that we have a yard and we would give the puppy plenty of love. I remember that she was very small and looked frightened. We had two dogs, but sadly, one of them crossed the rainbow bridge. Back in the day, I didn't give a lot of thought to neutering or spaying our dogs, which I regret. Spayed or neutered pets are unable to have babies, to control unwanted reproduction, and to lower their sexual impulses, which cause behavior problems when they're in heat. And it actually decreases health risks for your beloved pets. Insurance for pets is quite pricey, which is a financial burden for most pet owners. But when they suffer an accident or get seriously ill, most pet owners think that insurance is worth the cost. Before adopting or owning pets, there are many things that we have to weigh and consider.
