Thank you from the Chamber of Commerce The Chamber looks forward to seeing everyone at Politics in the Park on August 18 at McSwain Park. This event, in partnership with the Arcadian, provides a venue for voters to meet with candidates and educate themselves about their platforms. Young and old are encouraged to attend, enjoy the fellowship and get involved with the upcoming election.

This free community event will start at 5:30 p.m. at the park. Attendees are encouraged to visit the non-profit booths participating for information, face painting and other giveaways. There will

From the Desk of Sheriff Will Wise To the citizens of DeSoto County

I would like to thank the Citizens of DeSoto county for electing me as your Sheriff in 2008, and for the continued confidence in my strong leadership ability when I became the first Desoto County Sheriff to run unopposed for re-election in 50 years in the 2012 election. I have decided to not seek re-election, so I can spend more time with my family after a 38 year Law Enforcement career. Knowing that Captain Aument would seek the office of Sheriff upon my retirement made this an easier decision for me. The Florida Constitution Office of Sheriff of Desoto County has many responsibilities, liabilities, and demands. In fact, in Florida, no other state, country, or city agency has all of these responsibilities. The Sheriff is responsible for law Enforcement, Chief Jailor over Corrections, 911, narcotics Divisions, Records and more; as well as overseeing the $10 million operating budget. Craig Aument has served the DeSoto County Sheriff’s Office for over 30 years. He is the only candidate with experience in all of these areas. Captain Aument has worked, trained, and prepared to become Sheriff of DeSoto County. He knows the operations of all divisions within the DeSoto County Sheriff’s Office. He has experience working on the budget, has proven himself to be an efficient and effective administrator, and knows the details of running day-to-day operations of the Sheriff’s Office. He is the only candidate who is state certified in corrections and law enforcement with work experience in the County Jail. As taxpayers in DeSoto County, we have made a significant investment in Captain Craig Aument’s training. There will be no need for additional time-concuming and costly training if Captain Craign Aument is elected your Sheriff. I believe that Captain Craig Aument is the most qualified candidate to serve the people of DeSoto County as Sheriff. My family and I are supporting Captain Craig Aument for Sheriff. Empower yourself at the polls this primary I

f you’re like me, it’s nearly impossible to travel around DeSoto County without noticing the bevy of political signs that have sprung up practically everywhere the past few months. As you pass by each sign, you may catch a glimpse of the name of the candidate, the office they are running for, and in some cases even an accompanying photo. What those signs don’t provide, however, is any detail regarding a candidate’s background, experience, motivations or qualifications — all essential elements an educated voter needs to determine the right person for the job. And while the national media is busy feeding the fire of the Hillary Clinton vs. Donald Trump soap opera, it’s easy for local elections to get lost in the mix, especially during a primary race. The stark reality is the candidates elected to local office will be making decisions in the near future that will have a much greater impact on your daily life than anything happening on

a national level. Think about it for a second: From decisions regarding property tax rates and job creation, all the way to items such as how much you pay for garbage pickup or school policies that will directly affect your child’s education. And to complicate matters even more, there are more than 20 candidates running for eight offices in the primary alone. (And that doesn’t include the School Superintendent, Arcadia City Council or Board of County Commissioner District 1 race, all of which won’t take place until the Nov. 8 general election.) With so many candidates running for office, it’s probable you have a

personal connection to one or more of them in some fashion. They’re likely to be friends, neighbors, business associates or familiar faces from around town. The reason for this special political insert is simple: To educate you so when it is time to head to the polls, you are armed with as much knowledge about each candidate as possible. The information on the following pages will give you a great head start on each candidate’s background, experience and motivations for running for office. I encourage you to use that information to ask specific questions of the candidates at the Aug. 18 Politics in the Park. The event, sponsored by the Arcadian and the DeSoto County Chamber of Commerce, runs from 5 p.m. - 8:30 p.m. and is designed to allow informal one-on-one interactions between candidates and the public, while also bringing the DeSoto community together for a evening of music, food and fun.

On Aug. 25 from 6:30 p.m. - 8:30 p.m., the Arcadian will be holding a political forum at the County Administration Building, located at 201 E. Oak St. in Arcadia. During the event, candidates from each race will be asked questions specific to the office they are running for, and will have a set amount of time to respond. The forum will be moderated by me, and all questions will be formulated from a series of 10 general topics provided to the candidates prior to the event. In so many ways, this election season is unlike any other in the recent past. So much is at stake, and the decisions voters make both Aug. 30 and Nov. 8 will dictate the direction of DeSoto County for years to come. I encourage everyone to attend both Politics in the Park and the Arcadian Political Forum. An educated voter is an empowered one, and it’s up to you to ensure you are making the right choice for DeSoto when you cast your vote at the polls.

County Commission: At a glance Below are the candidates running in the Aug. 30 DeSoto Board of County Commission primary race. There are two candidates vying for seats in both Districts 3 and 4. The candidates were given a questionnaire, along with three general questions concerning their qualifications for the position and their thoughts on issues in the county. On

the following pages, we have printed the candidates’ answers as they were submitted to us. Minor changes have been made for spacing and the removal of bullet points only; the content has not been edited. It is our hope that the answers reprinted here will help you decide which candidates you want to elect in the Aug. 30 primary election.

I also was available to attend and help assist in the giving out of our commodities for the people in need. I was working with Red Lobster and had the approval for Longhorn Steak House. We also need more “flashing” STOP signs in other key places around out county, I would also like to look back into a Children’s Museum (this would enable our kids to learn about what our county is about.) Four years ago I ran for the office of County Commissioner, District 3, because I knew having the best group of people on the board would make DeSoto County a better place to work and live. Back then, with children ages 3, 3 and 5, I was and am still worried they won’t be able to find medium and high paying careers locally. I made a promise to myself and the citizens of DeSoto County to change that. 2. As the owner of three local companies, I take pride in employing full time associates which promotes family roots in our community. As your current County Commissioner, I have worked hard to bring jobs and businesses into DeSoto County so we can enjoy a higher standard of living. I am not merely saying this, it’s a fact! Just this month I was accepted into Leadership Florida. Leadership Florida is the only organization that takes a statewide view

of the conditions and challenges that face our great state. You can count on me to educate others on all that DeSoto County has to offer. 3. As a newly elected Commissioner four years ago I had heard the rumors that our Commissioners stopped businesses from starting or relocating here. I can attest after four years as one of your Commissioners I have not voted against the creation or relocation of a business in DeSoto County! My job as your Commissioner is to entice and attract businesses here, not just merely vote... e.g. Publix, OReilly’s, Dunkin Donuts, Sally’s Beauty Supply, Crown Roofing Tiles, Overholt Sheds and Metal, Worldwide Door, and numerous other private entities. My top three DeSoto County policy issues for DeSoto County are: 1. Removal of the annual DeSoto County business tax that our businesses pay. 2. Changing the County’s revenue sources from mostly ad valorem taxes to assessments, grants and charges for services. I believe EVERYONE should pay for Fire & Emergency Management that quickly appear when we call them, not just property owners. Assessments allow this! Charges for Services are fees paid by those requesting specific County Services. Why should we all pay the fees incurred by a few (Animal control, athletic fields, code enforcement)? Our County needs to reduce its reliance on ad valorem taxes and lower our millage rate. 3. Continue to fight in Tallahassee

for small county support and funding. An eye opener for me initially was the millions of dollars DeSoto County and other small counties receive from our wonderful state Along with this money comes financial responsibility for Commissioners. I personally put a

stop to our County borrowing from a line of credit. Yes, we needed more cash on hand to pay our bills even after deep cuts in our budget. We accomplished this last year and this year I am proud to say we will provide a flat (no tax increase) budget!

Dear Residents of DeSoto County, It’s an honor and a privilege to serve the citizens of DeSoto County as your Supervisor of Elections. Like a family grows and changes over time, so to does the election process. As I am proud of my family, I am also proud of the progress, growth and quality of the DeSoto County Supervisor of Elections Office. As your Supervisor of Elections, throughout my 15 year tenure, I have implemented many changes. I have... - Overseen the implementation of our current optical scan voting system. - Started and extended the early voting process to provide convenience to DeSoto County voters. - Put into practice the mailing of individual, personalized sample ballots for Primary and General Elections to each registered voter and household. - Seen an increase in the number of Vote By Mail ballots and satisfied that demand. - Created a DeSoto County Elections website, www.votedesoto.com, to provide 24/7 election information. - Hosted Student Elections and voter registration drives at the High School and Middle School. I believe it shows good faith to the ones that are paying their share of taxes. My position in running for county commissioner would concern me telling someone else to pay taxes knowing that I don’t pay taxes.

DeSoto County voters work hard for their money and as a candidates we all should pay taxes. One of the most common sayings is “put your money where your mouth is “. While most politicians talk a lot and do little, my commitment is to listen and work at solving the problems that affect the residents of DeSoto County. My business experience and practical approach to issues will make me an effective representative for you. I am one that will bring honesty and integrity to that position. 2. I am a successful business owner for over 35 years, employed over 20 workers. I have the knowledge and the experience in construction of roads, bridges, retention collecting areas, on and off-site drainage. Growing up and living in DeSoto County for 59 years has given me the opportunity to know the county and its layout and most of all how we conduct our business. I

have had the experience in contracting and sub-contracting with Florida DOT, Department of the US Navy, South Florida Water District, and other private companies. With the opportunity to have completed projects across the State of Florida this has given me the experience to be the right candidate to maintain our roads for safe travel in our county as well as flooding and drainage problem area. 3. Being out in the community and talking to the citizens of our county. One of the most talked about issue is there seems to be a lack of communication (not returning phone calls, not addressing issue). If elected I will continue to listen to your concerns and find solutions to make our community the best it can be. It is the job of the commissioners to make sure tax-payers issues are resolved within a timely manner. The safety of every citizen living in DeSoto County. To

work closely with all of our emergency responders and provide proper tools and training for the job. I look forward to working with the Sheriff’s office to help them continue the great work they are doing along with our firefighters and emergency medical personnel. The future development and the lack of inability to progress this county forward. We need to increase Desoto County tax base by actively pursue and entice corporations and businesses that offer higher paying jobs to locate in our county. Our tax base is the foundation of the total amount of assets or revenue that a government can tax. To increase the tax base you have to expand the foundation by bringing in new businesses, new planned retirement community, new housing developments, and other taxable assets. A tax base is not to raise tax but to lower taxes through increasing the taxable assets.

County Administrator, our only true employee. The County Attorney also reports directly to the Board but is there only to defend the county and offer legal advice. Only through the Administrator can we accomplish individual goals. I have addressed this by completing all available training as well as developing a close relationship MILLER with both the Florida Association of Counties and the Small County Coalition and Commissioners throughout the state in an effort to maximize the understanding of my role. I was extremely frustrated for the first two years because I did not have the ear of the prior Administrator. Our current Administrator, Mandy Hines, understands and has implemented several in house issues in both Customer Service and Accounting that will forever benefit not only the employees but the effectiveness of serving our citizens. We have only been at it for one year and we have a long way to go to complete the task of better identifying expenses, but daily focus has already made a difference in the area of customer service. Part 2. Top three concerns. The goal is to maintain the safety and welfare while improving the quality of life for the citizens of DeSoto County. Public Safety. Under the current budgetary constraints and without raising taxes to an even higher level, building and financing a $25 million jail is not feasible, completion of the downtown fire station which is required by the City-County merger in 2006 and bring salaries of Deputies and Firefighter-EMTs up to some neighboring counties levels to avoid the steady lose of trained personnel is not possible. Solution: Find an affordable alternative to address the overcrowded jail beginning with the Drug Court which I have supported since day one that will offer rehabilitation instead of incarceration. We have the full support of the Judge, Sheriff, Prosecutor, Parole, City Marshall and several other related agencies along with the application of a grant to fund the much needed program. Encourage the courts to expedite court dates for the accused, and encourage drug awareness

"I've known Ashley for several years and one thing is for certain, she cares deeply for our DeSoto community. 1. I had never considered entering the political arena until 2010 when a group of local businessmen and community leaders ask that I run for County Commissioner. My immediate response was no, however, although I did not understand why, for the next few days I was troubled. I was retired, occasionally play golf, taking my flats boat down to the harbor for the day, spending priceless time with Jonathan, the young man who calls me Grandpa, basically relaxing and enjoying life with no frustrations. Suddenly, JFK’s words rang out to me loud and clear, “Ask not what your country can do for you, but, what you can do for your country”! I then decided to do my part and said “yes”, but asked the question why me? They explained that they were keenly aware of my education, corporate background in customer service and accounting, and had asked me because they knew what I had to offer was valuable and much needed. Today I am grateful to those men. Serving the citizens of DeSoto County is one of the most rewarding things in my life. I know I have made a difference! 2. Undoubtedly, my degree from Troy University in Business Administration and Marketing, my career as an administrator in Customer Service and Accounting with Georgia Power Company compiling and being responsible for a mega million dollar budget are paramount. One thing that I am most proud of is a letter from the Edwin I Hatch, President and CEO of GPC recognizing me for developing a two day Customer Service training program for the Valdosta Division that was adopted by the corporate office and taught throughout Georgia. Some who know me would say that my leadership skills, compassion for my fellowman, my involvement in and my commitment to the community, along with my positive and friendly attitude are of great importance as well. 3. Some will not like to hear this but I am known for telling it like it is! Without a doubt, the biggest issue I have had to address and deal with is Florida Statute 125 which sets the parameters and basically the job description of a Commissioner. By law we as a board are limited to setting policy and giving direction to the

I have already begun lobbying with my Tallahassee friends for the balance next year. Much of Florida is on the rise meaning there will be additional funds in Tallahassee. We must acquire every penny available. Grants cannot be used to pay salaries and benefits. The solution: Improve the ad valorem base generating more revenue without raising taxes. (see below). Sustainable economic growth is a challenge but it is the answer to our financial woes and the resolve to so many issues faced by the county. There are two parts to your taxes, your property value multiplied by the millage which is approximately $8.60 per thousand. Every new business and every new home increases the ad valorem which with the same millage increase general fund revenues, or keep the same revenue and lower the millage which would lower your taxes. We have a web site dedicated to acquainting potential business with what we have to offer and an Economic Development Department that investigates inquiries and constantly communicates with businesses that fit or needs. Publix is a prime example of our long time efforts to work with the company and the developer to make it a reality. The most beneficial growth comes from companies that bring in revenues from outside the county and through payroll increase local spending and increased or improved housing. Luring these

types of businesses is very competitive among counties. Offering incentives like reduced taxes for 10 years is now common. If necessary, it can be a wise decision. Much desired businesses look at the available work force, skilled labor, the school system, city and county infrastructure (roads, utilities, and amenities), restaurants , and entertainment. Improving these improve our chances for proper growth. Now, with an Administrator willing to explore new venues, it is my hope to concentrate with her on aggressive, innovative, and unprecedented out of the box thinking to seek out businesses that are a good fit. Why has it taken so long? I have only had her for just over a year and we have been working on in house matters. We are now ready to kick down the doors and move out into the world that awaits us. Land Use Issues. In my opinion, our Comprehensive Plan, Future Land Use Map, Land Development Regulations, as well as zonings need extensive improvements. If done properly years ago we would not have heavy industrial sites in residential neighborhoods. A dedicated Industrial Park would not only isolate the big truck traffic and noise, it would also be more inviting to industry to locate here which of course improves the economic picture of the county. We need to limit the density of residential developments that are not near our city and the infrastructure that now exist. Large developments in south county only benefit the businesses in Charlotte County. Our growth must take place where local businesses will benefit and then perhaps more retail stores and restaurants will choose to come to our area. Plans are in place to begin community involved meetings to look at the many related issues.

The two Republican candidates will go head-to-head in the Aug. 30 primary election, but we have included answers from the Democrat candidate as well since

she is also part of the race. The candidates were given a questionnaire, along with three general questions concerning their qualifications for the position and their thoughts on issues in the county. Ashley Coone (R) DeSoto Clerk of Court Age: 33 Place of Birth: Arcadia, Florida How long have you lived in Arcadia? I was born and raised in Arcadia. In 2003, I left to pursue a college degree and career. I returned to Arcadia in spring of 2013 to serve as the Executive Director of the DeSoto County Chamber of COONE Commerce and launch the local non-profit, Links2Success, to help DeSoto County students plan for college, technical schools and careers. Education: I received my bachelor’s degree in Business Management from Florida Gulf Coast University and a master’s degree in Management and Leadership from Webster University. I am a graduate of Leadership DeSoto, Leadership Lee County, Gulf Coast Leadership Institute, Leadership Florida’s Connect FL program and numerous other leadership and educational training programs. Experience: The Clerk of Court’s office is the official records keeper for both the County and the Courts. For the County, we maintain records for land and for the Courts, we maintain the court cases. We collect all court ordered monies. Additionally, we issue marriage license and are a passport agent. The Clerk of Court is an administrative position that is responsible for

Since my gubernatorial appointment to the position on June 8, I have obtained numerous hours of training through conferences, working directly with Clerk’s around the state of Florida and actually serving as the Clerk. I have learned best practices for Clerk of Court offices and we are currently implementing these policies. Political History: I have supported and campaigned numerous candidates in political elections in my career and personal life. However, this is my first run for public office. There are several issues facing the DeSoto Clerk’s office including the need to develop and implement clear policies, innovate the office for efficiency, etc. The biggest issue facing the Clerk’s office today, and for the past several years, are decreasing revenues. The Clerk Office’s budget is made up from funds received from recording fees, filing fees, fines, service charges and court costs set by Florida Statute and County Ordinance. The decrease in the issuance of ticket citations along with the inability for many to pay these fees and fines creates a difficult challenge for Clerk’s office around the state to provide top notch service to the public and courts. Although we can’t directly influence the increase of revenues, we are already implementing ways to run a cost effective, efficient office. To address this issues, we are cross training employees, innovating the office for more efficient customer service, implementing clear policies, etc. We are innovating the office to deliver services with the highest level of customer service, meet statutory mandates for efficiency and accuracy, seek ways to meet collection rates and control expenditures (eliminating wasteful spending), maintain open communication with the public, local organizations, regional and state entities, and within the county organization, and instill integrity and accountability in all aspects of our operations.

I was appointed Interim Clerk of Court by Chief Judge Charles Williams October 2015 and chose to resign from the Clerk’s Office after Governor Scott appointed his own candidate in June 2016. I had to make the “resign to run” decision pursuant to Florida Statute. Marital status/family: My husband Chris and I have been married for 12 years. We have 2 children, Landon (10) and Miah (4). 1. Mitzie McGavic, DeSoto Clerk of Court for 19 years, made an indelible impression on this seventeen year old file clerk. She was deeply committed to serving every customer that came into the Clerk’s Office. As I worked my way through various departments within the Clerk’s Office over the next 15 years, that desire to help the public developed into the same committed passion. Mitzie chose to mentor and train me to finish her term after she retired and it was her belief in me, along with Chief

Judge Charles Williams who appointed me to the position of Interim Clerk, that inspired me to seek election for this office. 2. I am completely trained in every department within the Clerk’s Office. This includes: Child Support, Mental Health, Guardianship, Adoptions, County Civil, Circuit Civil, Family, Probate, Foreclosures, Traffic, Injunctions, Evictions, Collections, Recording, Jury, Appeals, Tax Deeds, Juvenile Delinquency, Dependency, Felony, Misdemeanor, and Criminal Traffic. In addition, I have submitted monthly reports, disbursed funds to various agencies, submitted a state and county budget, balanced every Clerk of Court account to the penny, completed a state audit with zero findings, handled all HR matters within the Clerk’s Office, and could simultaneously cover any position if an employee was out. I also have experience collaborating with state and local agencies to best meet the needs of the public, specifically dealing with matters in the Clerk’s Office. I am experienced with working directly with the public and issuing

affidavits to reinstate the driving privileges of over 200 people who owed court costs and fines. 3. While DeSoto County grows, so do the needs of those who live here. The State of Florida budget continues to shrink. This applies specifically to the Clerk’s Office, as the legislature voted to cut the new budget by 5%. Larger counties remedied the problem with layoffs. I wanted to prevent that. After being appointed Interim Clerk, I chose to absorb the position I vacated. I promoted two experienced employees to Directors, conducted evaluations, and actually awarded raises accordingly throughout the office. When you recognize and reward hard work, employees will reciprocate that appreciation. Not utilizing the entire Chief Deputy salary enabled me to create a cushion for the Clerk’s Office to be able to compensate the 5% cut. With more budget cuts to come, vacated positions will be absorbed through attrition and thoroughly cross trained employees who know their value can continue to meet the needs of DeSoto County.

7 years working as the court liaison in the Judges’ office, I’ve observed the deterioration of the relationship between the clerk’s office, the judiciary, law enforcement, as well as other agencies. This obvious lack of desire to work as a team, having worked in this environment and observed this lack of meeting of the minds, I felt compelled now was the time to bring much needed solutions for the benefit of our community. 2. As a graduate of Jones Business College, office manager, business owner with over 33 years as an officer of the court, I have worked closely with judges, attorneys, clerks of court in both state and civil matters. I have been hired in what is called Executive Sessions, these can involve the Board of County Commissioners, City Council, hospital boards, and grand juries, all of which require the highest public trust in matters not readily open for public disclosure. Every piece of work that comes out of my office, regardless of which employee produced it, not only has my name and notary on it, but has to be accurate, precise and timely; there is no room for error in legal

matters. While managing my office, payroll, employees, overhead expenses, I simultaneously subcontracted the management of other offices. My two opponents combined do not equal my years of experience. 3. I’m going to heal the SCAB on the clerk’s office: Service, Collections, Accessibility, and Budgeting. Service: My staff and I will be cross-trained in each of the departments so there will be no delay in service to our customers. Collections: Operation Green Light. This is an innovative approach to generate additional revenue for the county while helping citizens get back on their feet and reengage as strong contributors to our economy. Accessibility: With cooperation from the Sheriff’s Department, the office will be open until 6 PM at least 1 day a week in order to enable the working public an opportunity to take care of personal business. Budgeting: As a businesswoman, this office will operate within the budget given to it by both the state and county commissioners while still maintaining excellence in our service, friendliness in our demeanor and courtesy with respect to all who enter our office.

Anyone who knows me knows I am a hard working individual, who constantly monitors, listens, and tries to prevent problems before they occur, but tries to seek solutions when they do. 2. Ask any teacher, and they will tell you, out main problems with our students in regards to school grades are vocabulary, background knowledge, and self- motivation. The answer is not more skill and drill worksheets. I do believe we could take advantage of technology and utilize our time more wisely. We’re a rural district. We have many students who come to school early and simply wait around for school to start. Why couldn’t they go into a gym or multi-purpose room and watch a science video at this time? I would like to see a flexible schedule in which class periods are divided into 45 minute periods. Students needing extra time in reading, math, and science could be double blocked for a 90 minute period class. There could also be a 45 minute “study skills” period for students needing extra help with their assignments. This might mean a longer school day, but the trade- off would be a no homework policy. Many students do not do homework anyway, and teachers are cutting short their lessons to monitor homework. Students would be more self- motivated to learn if they could see a value in learning and that people care about them learning. With the stress on state assessments, many students think the only reason they need to learn is because it’s going to be on a test. We need to increase the advisory program (such as take stock

in children) at the elementary and middle school level. The high school needs more vocational programs (such as the current nursing program) to help students set goals and see a value in education. Common students with common planning were also very beneficial at the middle school level to better individualize student learning and build teacher/student relationships. It would also be good if we could convince state legislatures that instead of spending millions of dollars calculating school grades from common core standards, they would spend that money providing materials and programs to the students in areas they were deficient, and enrichment programs in areas they excelled. Currently students get their scores and the students and parents don’t even know what areas they were deficient or how they could improve. The state doesn’t seem concerned about increasing student achievement, just playing ‘gotcha games’ with school grades. 3. I think there are two issues facing our school district, morale of our staff and communication. The staff feels disrespected, and decisions are being made without their input. Too many personnel have been deemed guilty (and put on paid leave) until proven innocent. This has to stop. There needs to be more school based management decisions, sharing of ideas between administration and staff. Communication between district personnel and school administration needs to be ongoing throughout the year. I know many will feel that the district’s financial situation is the issue, but I believe if we communicate and work together, finances will improve, but a bigger issue is lifting the moral of our staff and opening lines of communications.

Within recent budget cuts and consolidation of positions, have come more responsibility for those already in our district. I am concerned that new teachers may not receive the adequate support and mentorship to grow in their teaching skills, resulting in a constant “turn over” in our classrooms and schools. This is also a contributor to lower student achievement and success. I would support proposed plans for funding that would support mentorship and coaching for new teachers. The School Board and superintendent must work together to provide positive ledership in an effort to improve staff morale. School Board members must be visible and available. They should be on top of what is going on at all times. Teachers and principals should not be afraid to talk with them. I am experienced,

ready and willing to be the kind of board member who is approachable and will listen. The issue of no corporal punishment in schools is problem as well. Students don’t have effective immediate consequences to their negative behaviors. Corporal punishment gets results. Suspending children from school gives some of them just what they want ... not to be in school. I believe that if the principals and teachers had the authority to provide corporal punishment the behaviors of the children would improve, thus student achievement would improve. If elected, I would make certain that all staff knows how to contact me I will be visible in the schools on a weekly basis and completely prepared to interact at each School Board meeting. I want to become a certified School Board member by taking the state trainingn that is available at the state level. I’m willing to talk with other School Baord members around the state to get ideas on how they are meeting the needs of their students. 2016 Florida US Senate primary Republican primary: Marco Rubio Marco Rubio is currently a U.S. Senator representing Florida. He is of Cuban American origin and is from Miami. He earned an bachelor’s degree from the University of Florida and a law degree from the University of Miami. Rubio started out as a City Commissioner for West Miami. He was elected to the Florida House of Representatives in 2000, and then became Speaker in November 2006. Rubio was elected to the United States Senate in 2010. In April 2015, Rubio announced that he would not seek reelection to the Senate because he was running for the office of President of the United States. Following his loss in the Republican primary in Florida to Donald Trump, Marco suspended his campaign for President on March 15. On June 22 Rubio announced that he would seek reelection to the U.S. Senate.

Carlos Beruff Carlos Beruff was born in Miami to Cuban refugees. He was raised in South Florida and now lives in Manatee County, Florida. At age 22, Beruff started his first business. He built his business, guided it through recessions, and rebuilt it. Medallion Home is located in Manatee and Sarasota Counties. During his career, Beruff’s corporations built over

2,000 homes and developed, owned and managed dozens of other properties, employing thousands of people in the process. Beruff has also served on the Board of Trustees of the State College of Florida, Sarasota Manatee Airport Authority Board, and Southwest Florida Water Management District. On Feb. 24 Carlos announced his candidacy for U.S. Senate. According to the Tampa Bay Times, the Republican primary is being called a “two-person race.” The reason why, the paper says, is because Ernie Rivera and Dwight Young have not received much attention from the public nor have they received any significant monetary contributions to their campagains.

Democratic primary: Alan Grayson Alan Grayson serves in the U.S. House of Representatives for Florida’s 9th congressional district, encompassing Orlando. He defeated Republican Todd Long in 2012 to win the seat. Between 2009 and 2011 he was the U.S. Representative for Florida’s 8th congressional district. He was defeated by Republican Daniel Webster in his campaign for re-election in 2010. Grayson is originally from the Bronx, NY and received his law degree from Harvard University. He became well known for an Iraq War contractor fraud case winning a $13 million verdict

against the contractor Custer Battles. Grayson is the co-founder and first president of IDT Corporation (International Discount Telecom) where he acquired his fortune. He is an outspoken politician, who does not sugarcoat his remarks against conservative republicans as well as the GOP. An example includes his use of a sign during a speech on the House Floor reading, “The Republican Health Care Plan: Die Quickly.” Grayson does not take criticism lightly either. In 2009 he wrote a letter to Attorney General Eric Holder asking for a fiveyear prison sentence for a critic of his who created the Web site www.mycongressmanisnuts.com. On December 18, 2015, the Office of Congressional Ethics transmitted a 986 page investigative report to the House Ethics Committee that found at least 6 House Rules violations. Currently the House Ethics Committee (who has the power to sanction a House lawmaker) is conducting an initial review. Supervisor of Elections: At a glance Below are the candidates running in the DeSoto County Supervisor of Elections race. There are five candidates vying for the seat, one Republican and four Democrats. The four Democratic candidates will go head-to-head in the Aug. 30 primary election, but we have included answers from the Republican candidate as well

since he is also part of the race. The candidates were given a questionnaire, along with three general questions concerning their qualifications for the position and their thoughts on issues in the county. On the following pages, we have printed the candidates’ answers as they were submitted to us. Minor changes have been made

idea of being involved in the political process has always been in the back of my mind. In 1988 I began helping other candidates in their campaigns. Over the years I attended the election returns at the courthouse. I asked myself where would I be most useful in the political process. I feel that the position of Supervisor of Elections office is in need of improvement and I have the drive and passion to improve this office. 2. I believe the experience I possess that would qualify me for this position is my past business experience. I have been self-employed for many years and this has taught me scheduling, organization, maintaining records, establishing goals, planning and costing out jobs, purchasing materials and equipment, keeping projects within budget, and working with and for people to meet their needs. I have an outgoing personality and the ability to get people involved. 3. One area that this office is in need of is improving is voter education. I would begin an education process at the schools by contacting the administration and arranging a session in the fall to bring an awareness of the voting process, explain the different party affiliations, and explain how

and where to register to vote. Then in the spring I would follow up, answer questions the students may have and encourage students to register to vote. I would develop other ways to educate all voters on the voting process. Another area that needs improving is voter registration. Our active registered voters have decreased over the last several years. I would begin by reviewing records to get the information needed as to why our registration numbers are down. I will continually encourage voters to the polls and seek ways to overcome the obstacles that prevent citizens of all ages to register to vote. Another area in need of improvement is community involvement. My approach would be a hands on approach. I would attend meetings of local organizations and businesses so that I would be aware of upcoming events that would be appropriate for voter education programs and voter registration drives. I would establish and organize an annual Voter Education/Registration Day. Continuous community involvement is vital in this position and I commit to being your full time Supervisor of Elections and making this office my top priority.

I want to break voting role records by raising the bar through educating and informing our electorate which has not been done with the current SOE. 2. I have run three campaigns of my own. For seven years I maintained a thriving community of foster homes in Desoto County which required me to recruit, train, write an in-depth home study (history) for the foster parents. 3. 1) The Desoto SOE needs to invest much more energy and excitement than what has been exhibited in the past sixteen years. This will be accomplished through writing at least one article per month in the Arcadian (if allowed) with pertinent or related subjects and by spending time in the schools K through 12 informing students of our great right to vote and the importance of our American Constitution. I want the SOE to have a large presence in our schools. 2) I will be able to give better customer service. By statute, the elections office is to be opened 8 hours every work day. I will, instead of hiring one office person with have two allow the office to be opened from 8 am to 5 pm. The house are currently 8:30 to 4:30. 3) I will diligently work to improving the accuracy of the voting rolls.

Supervisor of Elections. During my work experience for DeSoto County I realized over half of our citizens are not registered voters and the ones who are registered voters simply do not vote. Recognizing this need and desiring a new challenge, along with the love I have for our community, I want to inform our citizens and improve voter percentage and turnout. 2. Dear DeSoto County Voters: The next superintendent of schools must have the leadership experience necessary to immediately start addressing the critical issues facing our school district the first day in office. The issues listed below cannot be addressed one at a time, but rather in a simultaneous manner due to the importance of each one: 

Provide our students with the best education by recruiting highly qualified teachers to fill every vacancy. The time of leaving teacher vacancies unfilled for months and years is over.

Place the emphasis back on our students. We need to talk about the needs of our students instead of more attorneys, lawsuits, additional administrators, and wasted educational dollars.

Focus on improving employee morale throughout the school district. Good morale makes it possible for our employees to do the best job for all of our students.

Our teachers and staff, together with parents, students, and community members have the answers to address any problem in this school district. A superintendent must display leadership qualities that develop team building in order to draw upon these solutions.

Our teachers must have the necessary textbooks, support materials, and technology to ensure improved student performance. Involving teachers in the review and selection of these instructional materials is essential. They are the experts and know what will work with our students.

Sound financial management of taxpayer dollars is critical. We must make certain the funds are available to support the teachers and staff as they educate our children. In addition, it is important that our salaries and benefits are competitive with surrounding districts if we are to attract and keep the best personnel possible. We do not want to lose our experienced teachers and staff to other districts.

It is time to unlock the doors and allow our teachers, staff, students, parents, and the community access to the superintendent. This elected individual works for the people. The district office and schools must maintain open hours that allow working parents access.

Communication with district employees, parents, and our community must improve. Poor communications are responsible for most problems in any organization.

The Sheriff’s Office handles civil process within the county, must provide court security, provide school resource deputies, is responsible for the 911 and dispatch center for all county and city first responders, must have a presence and provide security for the County Commissioner’s meetings, is responsible for serving all local arrest warrants in the county, conducting sexual predator checks, transporting all medical Baker Acts, transporting all detained juveniles and the list goes on.
