A respite home for children and young people with learning disabilities and/or associated conditions is to reopen following the completion of the first phase of a thorough refurbishment.
Maison Allo in St Saviour has been a children’s respite home for 12 years. Although the property is owned by Jersey Mencap, it is operated by Les Amis and its services are commissioned by Health and Social Services. The accommodation comprises four bedrooms for respite users, communal lounge area, kitchen, utility room and two bathrooms. The home provides respite care in a safe and relaxed environment for children and young people with a mild to moderate learning disability, and/or associated conditions, between the ages of five to 18 years. Les Amis works closely with parents and carers to deliver care that meets the needs of each child and their family. Respite care is the provision of short-term, temporary relief to those who care for family members. Those using the local facility do not necessarily require 24-hour care as many of Les Amis respite users, from adults to children; enjoy fulfilling and rewarding lives by working and attending college or school. However, there are occasions when their parent or carers need the support of respite care due to other commitments or simply to give them a break. The need for additional respite spaces was identified by Scrutiny in 2012 and is part of Health’s long-term strategy to be provided

Better service for mental health issues A joint project between the Health and Social Services Department, local GPs and the charity MIND Jersey will provide an enhanced range of psychological therapies for Islanders. As part of the campaign to remove the stigma that has been associated with mental health issues, Jersey Talking Therapies (JTT) will be delivered in GP surgeries or from a central town hub, with an additional option of phone therapy for those who prefer it. JTT, scheduled to launch in Autumn 2014, is for adults of all ages and covers many common mental health issues such as anxiety or depression, obsessive compul-
sive disorder, phobias, panic and posttraumatic stress disorder. Help will also be available for those who are concerned that excessive drinking may be harming their health. Access to qualified professional therapists will be straightforward – people will have easy access and have the ability to telephone a helpline for advice and support and also access the service from normal routes such as GP surgeries. Individuals seeking help will be given leaflets about JTT including contact details. Those who call the service are provided an appointment time over the phone, and from this point onwards the service is free-of-charge.
Young Indigo Named Island Games Mascot! A young silverback gorilla born at Durrell Wildlife Park has been named the 2015 Island Games mascot. It’s the first time a living ambassador has been made the mascot. In 2012 Indigo was the first new gorilla birth at the park in a decade. The Island Games will see thousands of athletes from small islands around the world head to Jersey to compete in a range of sports. Organisers say Indigo was chosen to represent the spirit and values of the games because of his youth and energy. Phil Austin, chairman of the Jersey 2015 organising committee, said “Indigo is young, energetic and active, and with the right encouragement, diet and exercise will grow into a strong Silverback.” Lee Durrell, Honorary Director of Durrell, said she was thrilled Indigo had been chosen as a mascot and would impress visitors with his “lively antics and boyish charm”.

The scheme was developed by Jersey Post in conjunction with the Health and Social Services Department, to provide a simple way of checking on people in the community, offering visits to Islanders who might need some extra help and support. Postal workers undergo enhanced Police checks and receive basic first aid training prior to taking part in the scheme. Richard Jouault, Head of Community and Social Services, said “We are putting care into the community, and back into people’s homes. The aim is that as many Islanders as possible can live in their own homes and enjoy full, independent lives.” Joe Dickinson, Special Projects Manager at Jersey Post said: “It’s about providing people with a bit of extra help and support where they need it. The postal workers who visit Islanders can quickly act if there any problems which need addressing. We’ve found that not only do those who have signed up to the scheme find the face-toface contact reassuring and welcoming, it also provides peace of mind for their family, who may not be able to visit regularly or may not live in Jersey.” ART & DESIGN BEAUTY THERAPY BUILDING SERVICES BUSINESS STUDIES CHILDHOOD STUDIES CONSTRUCTION CONTINUING EDUCATION CULINARY ARTS

Skipton International launch range of expat buy-to-let mortgages Skipton International has launched a new lending product range to enable British expats to take advantage of the opportunities available in the UK’s residential buy-to-let market. Obtaining a Buy-To-Let mortgage as a British expat isn’t always easy, but as an offshore bank based in the Channel
Islands, Skipton International already serves deposit account customers in more than 100 countries around the world. Director of Lending, Nigel Pascoe, said the new products are a natural extension of Skipton International’s existing mortgage range: ‘Last year we launched a portfolio of buyto-let mortgages for Channel
Islands’ residents which has attracted a lot of interest.. UK housing has demonstrated long-term price inflation and purchasing a property, as an investment, whilst living abroad often makes financial sense. Many people are seeking an alternative pension plan and so we’ve listened to our customers in coming up
with this new range.’ Skipton International is offering a maximum loan to value of 75% on residential properties for buy-to-let only in England and Wales. Applicants will need to be UK expats working abroad in an approved list of countries. Nigel Pascoe says the Bank is keen to ensure affordabil-
ity, ‘We offer a very personal service and always work hard to ensure potential property owners are able to afford to keep their investment, not just today, but should there be a change in circumstances. This means we will look closely at the rental yield as well as the potential customer’s financial circumstances.’
Barclays supports first time home buyers in Trinity 13
FIRST time home buyers in Jersey have been given a welcome step onto the property ladder thanks to an assisted purchase housing development in Trinity and a flexible mortgage from Barclays.
The housing development provides a range of first time buyer homes for islanders with a parish connection. Designed to be ‘homes for life’, the scheme saw 44 new homes built in total, including 39 new family homes plus five properties designed especially for the over 55s. The scheme works by the Parish agreeing to provide a loan of up to one third of the purchase consideration at zero interest rate but subject to repayment at the time of the disposal of the property on the basis of one third of the then current value. Barclays is then able to offer qualifying first time buyers a 100% mortgage for the remainder of the purchase price. The homeowner then pays off their
loan over a standard term, and when the property is sold, the parish is repaid as detailed above.
Peter Williams, finance lead for Trinity parish, said: “The ethos of the scheme has been to provide life time homes for individuals with a connecJulian Woodcock, Head of Mort- tion to the Parish and has only gages for Barclays Wealth and been made possible by the Investment Management in the generous donation of the land Channel Islands said: by Mrs Edwards in memory of members of her family. Mrs Nivek Dove, a resident at the Trinity housing project, said: “My husband and I recently moved into the housing project with our two young children. Barclays has given support above and beyond their remit.
We were assisted in branch with timely advice on what we could best afford. “What we thought would be a lengthy process was actually completed very quickly. It’s fantastic that this project has given so many young families a chance at getting on the housing ladder.”

JT speeds ahead with fibre broadband 19
More than eight thousand (8,479) fibre broadband customers have had their service upgraded two weeks ahead of schedule.
Leeds Distribution Warehouse Purchase Le Masurier have furthered their sizeable UK investment programme by recently acquiring a substantial distribution warehouse, extending to in excess of 74,000 square feet on the Cross Green Industrial Estate in Leeds.
Le Masurier paid £5.7m, which equates to an equivalent yield of 6.25%, with a reversionary yield rising to 7% at review.
The vendor was Solvgrin Ltd, a Yorkshire based Property Company. AHBN LLP advised Le Masurier and Woolhouse Real Estate The tenant is Palmer & Harvey, the vendor. the fifth largest private company by turnover in the UK, Brian McCarthy, Managing Direcwho have occupied the build- tor of Le Masurier, says: ing since construction and are “We are delighted to have made currently paying a rental of another addition to our substan£373,365 per annum, which tial UK property portfolio furtherhas a further fixed uplift in ing our strategy of investment in 2019 to £422,428 per annum. the UK and Europe.”
JT has now completed this phase of its improvements to the island’s broadband services; it involved improving the download speeds for all customers already on the new fibre broadband network to at least a guaranteed 50 Mb/s. The upgrade is to the network itself, so benefits customers of all providers.
JT’s Head of Commercial Development, Dominic Vye commented: “We are really pleased that our fibre broadband customers in Jersey can now enjoy an even quicker service. We have delivered this upgrade to the network on budget and ahead of schedule, and I would like to thank the JT team who have achieved that.
Customers on the guaranteed 50 Mb/s fibre service pay from £22.99 a month, which is one of the lowest prices in the world for a comparable service. For example, in Guernsey Sure charge £34.99 a month for an ‘up to’ 40 Mb/s broadband service.
“Our customers told us they wanted a smaller, and simpler, range of products, and better ‘entry-level’ broadband speeds, and that is exactly what we are now able to deliver. To put it in context, we have seen the average data downloads quadruple in just 18 months alone. All fibre customers will now be able to access speeds of at least 50 Mb/s, from £22.99 per month, which is one of the best packages on offer in the world”.
More than 33% of JT customers have now been switched to the new fibre network, with all other broadband users being switched before the end of 2016.
The most popular ‘app’ in Jersey, BBC iPlayer HD, needs a service of at least 3.2Mb/s to work properly, whilst customers who subscribe to Netflix’s new ‘ultra-high’ defini-
tion streaming service need at least 25 mb/s, and stable connection speeds. Fibre broadband delivers that, as well as allowing more family members to use the internet smoothly and quickly at the same time. One of the benefits of fibre broadband is that it allows operators to guarantee the broadband speed delivered to a customer’s router. The actual speed achieved by any device in their home will always depend on the individual device or software being used by the customer, and the number of devices connected at any one time.
Any queries about the new broadband service are asked to contact JT on newbroadband@ jtglobal.com and fibre customers are invited to do a speedtest at www.jtglobal.com/ testyourfibre and post their results back to us. Should they not be getting the full 50Mb we have prepared a guide to factors that may be reducing their speed, and some tips on how to maximise it.

The Wills team at Hanson Renouf has been overwhelmed by the demand for free information sessions. The sessions were originally offered throughout the months of June and July however due to popular demand they have been extended, and are now also being offered in August and September; with the next available appointment being on 10th September.
The sessions enable individuals to seek confidential legal information from a qualified lawyer regarding their need to either make a Will, or amend an existing one. Hanson Renouf’s Head of Wills and Probate, Michelle Leverington, commented: “it is important that people give certainty to their loved ones following their death. At Hanson Renouf we believe that as well as encouraging people to make an initial Will it is vital that existing Wills are reviewed regularly to make sure they are up to date”. The appointment-only information sessions will be held in the Hanson Renouf offices at 12 Hill Street and will take place each Wednesday morning between the hours of 8.00am and 9.30am. Institute of Directors debate to explore population control An expert panel of speakers at this year’s Jersey Institute of Directors’ Annual Debate will discuss how Jersey should approach managing population levels and immigration in order to remain a successful international business centre and an attractive place to live.
Entitled ‘Should Jersey Relax Its Immigration Policy?’, the event, sponsored by law firm Carey Olsen, will take place on 25th September at the RJA&HS. It will examine an issue that is certain to feature high on the pre-election agenda, looking at the issues involved in establishing a population cap, what sort of impact a relaxation of immigration volumes would have on island life, and how a policy might be articulated that balances the needs of businesses, economic growth and islanders. A high calibre line-up of panellists from Jersey and further afield has been assembled for the annual event, including Mark Boléat (Chairman of the Policy and Resources Committee, City of London Corporation), Geoff Cook (CEO, Jersey Finance), Kristina Le Feuvre (Owner, aMaizin! Adventure Park and Vice President, Chamber of Commerce) and Senator Paul Routier MBE (Assistant Chief Minister). A keynote speaker will also help set the scene with a look at how other jurisdictions manage their population policy. As well as exploring the needs of local businesses in all sectors, which are increasingly immersed in a global marketplace, the panellists will also look at the challenges in managing population levels with reference to practicalities such as legislative change, economic policy, pensions, tax revenue, health services and education. The event will once again be moderated by news broadcaster Alastair Stewart OBE, who is now very familiar
with Jersey. He is a presenter of a range of news and current affairs programmes including the ITV Evening News, Lunchtime News and News at Ten. In 2005, Alastair was The Royal Television Society’s Presenter of the Year, and in 2006 he was awarded the OBE in the Queen’s Birthday Honours List for his work in broadcasting and for charity.
Commenting on the topic for this year’s Debate, IoD Jersey Chairman Wendy Dorman, said: “The importance of striking a balance between meeting the increasingly sophisticated needs of businesses whilst at the same time retaining the quality of life that makes Jersey so special will be absolutely key in the run up to the elections in October. That’s why our debate this year focuses on this very issue, which is inherently complex, affects all of us, and involves some fundamental questions about our island and how we live and work here. Our line-up of speakers features a broad range of experience and I expect it to be another lively debate of real significance for Jersey’s future.” The Institute of Directors Annual Debate, which normally attracts an audience of over 500 people, will take place on Thursday 25 September 2014 at the RJA&HS from 5.30pm – 9.45pm. The IoD encourages politicians and islanders who have a view to attend. Tickets are £75 per person for both IoD members and non-members, including a drink on arrival and two course supper, and tables of ten are also available. Seats on a coach from and to Liberation Station can also be booked for £2.50 per trip. Places can be reserved by contacting the IoD Jersey Branch Officer on 610799 or E: jedirector@localdial.com. The public can get involved in the debate via the IoD Jersey 2014 Debate Group on LinkedIn and by following @ iodjersey on Twitter and using the #iodjsydebate.

The uncensored truth about the Counter Offer
Counter offers and their place in a company’s retention strategy is nothing new, however the current ‘Counter Offer Culture’ is one that has been developing more steadily over the last year. Many employees are still apprehensive of leaving the security of their company and this in addition to sustained job market growth means it is commonplace once again to have more client vacancies than there are qualified candidates to fill them. This is great news for Economic Growth but it is exactly this that has fuelled the current ‘Counter Offer Culture’.
What does this mean for the employee? Often it means a fairly sizeable salary increase from your current employer sometimes complimented by a new job title and a speech concerning how valuable you are to them. What is the flip side? Often companies will grow to resent employees they later see as having ‘extorted’ money from them, your loyalty will be in question and you will have
Yet when faced with a counter offer from their existing company money becomes the primary resource, employees can be blinded by large salary increases; expect this and have a hard think about why you decided to leave in the first place, often, new prospective companies are offering you those secondary factors lacking in your current role; career advancement, projects and recogni-
“Statistics show that 80% of employees that accept counter offers leave within 6 months”
As tempting as it may seem, there is rarely, if ever, a good reason to accept a counter offer and when faced with this situation the candidate must ask themselves why they decided to leave to begin with. In a market that is once again becoming candidate driven it is no surprise that companies will do whatever it takes to keep hold of their employees giving several reasons why counter offers are made. The most common being the cost of replacing you and the associated cost of your position being vacant until a replacement can be sourced. It is a fact that companies are finding it increasingly difficult to source qualified and skilled professionals so why not hang on to the ones they already have?
to justify your new salary and prove yourself all over again. I have seen many counter offers turn high performers into unmotivated and unengaged employees. Similarly I have seen many companies ‘hang’ on to employees only until they, on their own terms, can find a replacement, thus avoiding the cost of having the position vacant. When I meet a candidate, an active or headhunted candidate I ask the same question. What are you lacking in your current role that you would like in your new position? Common first responses are more money and / or promotion, ok what else? Often secondary responses are the true driving factors and include training, responsibility, new projects, recognition, and career advancement (not just a job title change).
tion, which according to McKinsey are the most effective employee motivators. Statistics show that 80% of employees who accept counter offers leave (or are dismissed) within 6 months of accepting the aforementioned offer. Companies concerned with the best interests of the employees rarely make counteroffers. Remember your prospective new company realised your value where your current employer may not have. Finally never obtain a counter offer to use as a bargaining chip, it breeds resentment between all parties
involved and can leave you in a difficult situation if you decide to move on in the future. Candidates prone to accepting counter offers could find it difficult to engage a recruiter eager to work with them. Marie-Clara Thaureux Recruitment Director Layton Andrews
