Law On Electric Bikes There are two basic types of electric assisted pedal cycles (EAPCs), pedelecs and Ebikes (also referred to as ‘Twist & Go’).

Both have pedals and can be powered by peddling. The auxiliary motor on pedelecs will not engage at speeds above 4mph unless the bicycle is being pedalled, however with an EBike it is possible for a cyclist to rely entirely on the electric motor up to speeds of 15mph without pedalling, hence the ‘Twist & Go’ tag. Until now, only pedelecs were allowed to be used as bicycles in Jersey. Changes to the law mean both pedelecs and EBikes will be treated as bicycles in Jersey, like they are in the UK. This is subject to the condition that they must have pedals that can be used to propel the bike and the auxiliary electric motor should not be able to propel the bike when it is travelling more than

15mph nor have a continuous rated power of more than 0.25kw.

Electrically assisted pedal cycles can be ridden by anyone over 14 years of age without a licence and do not require insurance or vehicle registration. Electrically assisted pedal cycles that exceed legal restrictions, such as ‘Speed Class’ or ‘S-Class’ machines which can travel over 15mph using their auxiliary electric motor will need to be ‘type approved’ as a motor vehicle. These vehicles will be considered as low performance mopeds, conventional mopeds or motorcycles, requiring a driving licence, insurance and wearing of a helmet etc.

Jersey States Supports Same-Sex Marriage

All children in Jersey state primary schools will start learning French from the age of seven for the first time.

A move to introduce same-sex marriage in Jersey has been approved by the island's government.

French has been taught from a younger age in a select number of primary schools in the past, but only where they have French language speakers available.

The draft legislation, which will be voted on separately, is due to come back to the States by January 2017. The move will see two types of marriage - civil and religious the retention of civil partnerships and other changes to the marriage laws.

I’m sure everybody loves a good ol’ browse through town, wandering around without a care in the world, but some people really take the #@”!. Some common problems you will face when shopping: -

I think we should have an up and down lane, sub-categorised into slow and fast with the occasional break to switch sides. A great example is one shopping centre in the UK who have clearly marked SLOW and FAST lanes to suit the everyday shopper. (They only did this on a small part of the shopping centre, but a great start!)

ZEBRA CROSSING, YELLOW LINE OR JUST MAYHEM? At least when it was just a yellow line you knew where you stood - the driver has the right to either let you cross or not.

Another example is the MOBILE and NON-MOBILE lanes! This was just a project in Washington though, but an excellent idea!

A yellow line and a zebra crossing makes it a little confusing to know whether to

drive on to the crossing to peep out, whilst getting dirty looks from pedestrians, or to not go on the crossing and simply never know when you can drive. Just one of those things I suppose...

Review: Tassili at Grand Jersey This month we stayed in the big smoke and were invited to ‘Tassili’ at The Grand. It is safe to say that anticipation was very high following our invite, which simply described our soon to be experience as a ‘Seven Course Surprise Menu with handpicked complimentary wines’ and OH! What an experience it was!

We were greeted at reception and showed to the dining suite for welcome drinks, I think it’s safe to say that Tassili is not at all what we expected, and in place of the large open and bustling space we had imagined, was a smaller, highly sophisticated room decorated in warm browns, golds and other neutral colours giving the overall feel of exquisiteness and ensuring a perfect environment for refined dining. Having booked our meal in for a relatively early weekday time it gave us the opportunity to experience the restaurant in all its wonder. Small details such as the small brass animals, a different one decorating each table, the wine table discreetly occupying the centre of the room showcasing the evening’s choices and probably the most surprising feature was the subtle TV screens that showed the kitchen at work. and allowed us to literally watch the wonderful creations being

dispatched and served.

Our evening of dining began with two delightfully served Amuse bouche, one designed to cleanse the palate ensuring the rich flavours following are not lost on the diner. Starters and mains followed and did not disappoint, pan fried Foie Gras, cooked to perfection complimented by white balsamic jelly giving the dish a noticeable kick combined with a delectable toasted brioche, a taste sensation that was served with a 2013 Maury, a delicious sweet (but not too sweet) full bodied red wine . Later in the evening we were presented with Turbot, a stunning yet firm and mild fish this dish was brought to life by perfectly creamy saffron risotto, cockles, sea vegetables and Tapioca Crisp all served with fresh, bright and refreshing Red Frappato, mixing the mild Tarbot with Raspberries and smoke creating a multitude of complimentary flavours. Six Months Later... So, I’m sitting here in Cornwall looking out of the sitting room window over the bay, watching the locals surfing before they head off to work, what a hard life. Still, I have to write this month’s article! I started at First Choice just over six months ago, with a brief of putting the business back on the Jersey map, as it had sort of lost its way for a while. This is a great business, in a great location, but more than anything else, it has great clients. Both from the perspective of landlords and tenants alike. For that I was very grateful, as this gave a solid foundation to work with. The shop needed some attention, and so it got, but the First Choice branding had been ignored for a while, and with the help of several people, most notably Sophie at Jersey Pages who put a huge amount of time and effort

into the project, the business had a new look across all of our platforms, and with that came the opportunity for me to write this column.

Directors - Executive Or Non-Exec, What’s The Difference? “This is not to suggest that one role is less important than the other or that ultimate responsibility is any different for each director but rather that their functions are simply different. They contribute in differing ways.” Well, in the eyes of the law and those of the regulator, the responsibilities of an executive director and those of a nonexecutive director are the same. In terms of culpability and being answerable to the company they serve, the courts, the regulators, their investors/shareholders or customers…there is no difference. They are all equally ‘on the hook’ so to speak and one group or the other is in no position to exculpate itself from those responsibilities just because, for example, he or she is a non-executive. So why the different titles? In short, an executive director is involved in the day to day running of the business itself and may also hold another role within the organisation like head of finance or CEO for example. Is Digital Doomed or Dandy? (A Brief Take on Recruitment, Skill Shortages and the Economy in a digital world)

I have often written pieces on what technology means for the recruiting process and how social media has expanded avenues for companies, recruiters and job seekers like never before. This time I’m taking it from a different perspective and asking just what does our new Digital Plan (in Jersey and further afield) mean for Recruitment, Talent Acquisition, Career Choices and our economy in general? Technological innovation is at an all-time high, e-gaming is everywhere, analytics is common place and cloud development has given anyone and everyone the ability to work, create, revolutionize from anywhere in the world, whilst other technology gives us the ability to use any of the devices currently on the market. However the drawback is technological revolution is somewhat of a paradox, as consequentially ideas and innovation come quicker than the development of skills needed to support this infrastructure.

Furthermore the report identified that the wrong skills are being taught. Of the 1,400 digital positions in circulation on Bubble, only 39% of them call for the skills taught under the new curriculum and it doesn’t stop there, in an even scarier move, the European Commission’s Grand Coalition for Digital Jobs, has reported there could be a shortage of up to 825,000 ICT professionals across Europe by 2020. And Jersey is no exception to those results, sure, we have made some strides in the right direction. The development of Digital Jersey as an accelerator to the digital community has certainly had an impact in the Island. Current feedback suggests that the support such an organisation provides to tech startups adds value at even the conceptual stage. Popular events see the digital community come together to innovate, the digital hub provides a community orientated learning base, whilst schools in the Island are more tech-friendly utilising educational games that allow my 9 year old to understand the very basics of coding and programming in an easy drag and drop language. The skills gap is recognised, if not yet fully addressed, in the ‘Learning beyond 18 Vision Paper’ identifying that Jersey, along with the rest of the world needs new skills. But is it enough?

A clear focus is, and justifiably needs to be on re-skilling and up-training our existing workforce through the provision of affordable, pro-active and relevant training, and it needs to be addressed now. Each day the skills gap grows as new jobs are created. Like any industry, to be truly great, it isn’t just about the innovation and the skills, infrastructure plays a huge part, perhaps in tech more than any other industry and this is an area where Jersey is still lacking in reliability, requiring more major changes. If this can be achieved, the skills gap pro-actively addressed and infrastructure improved (with a kudos to Digital Jersey for

continuing to push the Island forward), then the Island can look forward to a thriving economy, the creation of more jobs and a skilled workforce comprised of not just Google Gen (z) but Millennials, Gen X and Baby Boomers too, a desperate need if we are to be at the front of a new digital age. The timing of the initiative intends to bridge the gap between the end of summer seasonal jobs and the start of the busy Christmas period when many businesses would be expected to employ extra staff.

Help for registered jobseekers As well as the incentive for employers, all registered jobseekers will receive a diary of JobsFest events which are all designed to help registered jobseekers gain new skills and fresh inspiration. The detailed programme of events are being run from 5 October to 27 November and include: • industry specific talks ranging from web design to working in finance • workshops designed to help jobseekers improve their CVs and interview skills • confidence-building sessions and personal development • tips on effective job searching. At least one event will be held every day in October and November. Last year’s events saw over 1,000 bookings made during the eight weeks of JobsFest.
