News In Brief

New Easyjet Route Easyjet has announced a new service to operate between Jersey and London Luton, its seventh route to the island. Planes will fly to Luton five times a week, beginning in March 2016. The airline expects to carry 32,000 people during its first summer of operation, and tickets will start from £16 one-way. Easyjet's UK commercial manager, Ali Gayward, said the route would benefit local tourism, and provide residents with a new London route.

House Price Growth Jersey’s latest House Price Index shows property prices are up 2% on the previous quarter, with seasonally adjusted prices up 6% on Q3 2014. Overall transaction volumes in Jersey are up, with 888 properties being sold for the first three quarters in 2015, compared to 850 for the same period in 2014, and 731 for the same period in 2013. Managing Director, Skipton International, Jim Coupe said: “We can never take any quarter in isolation due to the small sample sizes but we welcome what looks like positive growth in the Jersey housing market. “The Jersey House Price Index measures the average cost of dwellings in Jersey by combining the weighted average price of one and two-bedroom flats and two, three and four-bedroom houses. It includes freehold and flying freehold properties, as well as share transfer transactions.” Every type of property has gone up in price this quarter except for onebedroom flats.

The Jersey Alcohol Profile Finds Islanders’ Are Drinking Too Much Jersey’s average alcohol consumption per capita remains among the highest in Europe and developed countries – in spite of a considerable reduction over the past decade. The key findings in the Jersey Alcohol Profile include: • although alcohol consumption has fallen to an average of 12 litres of pure alcohol per year, the figure is one of the highest in Europe, significantly higher than the OECD average of nine litres • one in 10 people in Jersey report not drinking any alcohol • one in four drinkers were found to be drinking at potentially hazardous or harmful levels • an average of 15 people a year die from conditions directly related to alcohol consumption • around 500 people a year are admitted to the hospital for a specific alcohol-related condition • at least 500 domestic violence incidents involving alcohol have been reported to the States of Jersey Police since the beginning of 2012 Some findings in the report are more positive: •the majority of pregnant woman (94 per cent) don’t drink alcohol

“Alcohol consumption has fallen to an average of 12 litres of pure alcohol per year, the figure is one of the highest” •fewer young people are drinking, and those who do drink less than their UK counterparts Responding to the profile, Medical Officer of Health Dr Susan Turnbull said “There is definitely no room for complacency. We are still flashing red on some of the indicators, and hazardous levels of alcohol consumption continue to take their toll on adult Islanders’ health. However, there are certainly some signs of an improving picture. Jersey’s young people report mostly healthier lifestyles and are showing positive improvements in behaviours such as smoking and drinking, so there is hope for a healthier future.”

the price of alcohol, such as escalating duty, have an impact on reducing consumption. Locally, our reducing trend in consumption coincides with

an increasing trend in prices of alcoholic drinks. This has the greatest impact on those who drink the most, and on young people’s binge drinking.”

When asked about the findings, Head of Health Improvement, Martin Knight said “The report supports global evidence that fiscal measures to increase

Poo Parasite Makes Puppy Sick Dog owners are being reminded to pick up after their pets after a puppy became ill from an infection likely to have been caused by dog poo. A six-month old puppy has been ill on and off for three months after she picked up the Giardia parasite. The most likely cause was faeces from another dog. As a result of her infection the puppy had to be treated by a local vet, running up bills of more than £500. Despite treatment she is still not clear of the parasite. Hazardous to human health The disease caused by the parasite, Giardiasis, usually results in diarrhea. In the long term it can cause weight loss, poor condition, and even death, but many infected dogs don’t show any symptoms. The

Giardia parasite can also be a hazard to human health. It’s simple to prevent the spread of Giardia (and other parasites) - pick up the faeces left by your dog immediately, then bag it and bin it. The Eco active Proud Of You (for picking up my poo) campaign was launched earlier this year and offers information and free posters to anyone who wants to support it. Keep talking Reminding dog owners of the importance of picking up after their dogs, eco active programme manager Jane Burns said "The campaign resulted in a big reduction in the amount of dog mess. This is an issue that we need to keep talking about because people get complacent over time.”

News In Brief

Six Years Of Adventures New Book Reveals Islander’s Remarkable Story

Careless Driving Law A new offence of causing death by careless driving with a five year penalty has been agreed in Jersey. The introduction of the new offence was prompted by the death in 2011 of Dita Pavarniece who was a passenger in a car that crashed. Deputy Eddie Noel hopes the change will bring down the number of fatal accidents on Jersey's roads. He said appropriate penalties were "vital" to deter unsafe drivers and the new law would "reduce the likelihood of a repeat of the tragic accident on the St Clement's coast road. Miss Pavarniece, 27, from Latvia, died in February 2011 after a car crash on the Grande Route De La Cote in St Clement. The driver, Niall Linden, was originally charged with causing death by dangerous driving but the charge was changed to one of careless driving and he was fined £750 and given a one-year ban.

No More Prom For Beaulieu Students Beaulieu school is putting a stop to its annual school prom from 2017. A letter sent out to parents said the 2016 event for Year 11 pupils will be the last as the school has considered the cost to parents and the fact the event could distract pupils from their studies. Headteacher, Chris Beirne, said there are concerns that pre-prom or afterparties could get out of hand, with the potential for students to take drugs or drink alcohol. The school also said there is no need for a prom following GCSE exams, as 95% of students stay to study A levels there.

At the age of 47, Islander Rudi Goritschnig made a lifechanging decision. Together with wife Sonja, he left his work, home and family in Jersey to join a 16-week overland expedition to Kathmandu. It was the start of nearly six years’ travelling that took the couple across the globe in search of experiences and adventures. Now a new book tells the story of this remarkable travelling odyssey. Rudi and his wife Sonja came to Jersey in the 1960s to work in the Island’s tourism industry. In his new book, called ‘From 5 Star to Millions of Stars’, he reveals how a lifelong travel bug compelled them both to seek increasingly extravagant holiday experiences. But there was a sense that something was missing when staying in five star hotels and eating in top restaurants. Determined to find authentic travel experiences, in 1987, they exchanged luxury for necessity - back-packs, camping out and cooking on an open fire – and set off around the world. ‘We both loved travelling but eventually realised expensive holidays and luxury cruises were not the way to really see the world,’ explained Mr Goritschnig. “We wanted to see it while we were still young and fit enough to cope with life on the road and living in the most primitive conditions. It was about adventure – the thrill that comes with visiting new places, people and experiences.’

“We both loved travelling but eventually realised expensive holidays & luxury cruises were not the way to really see the world.” Those places included some locations mostly closed to modern travellers – Syria, Pakistan and the deep Sahara Desert. People include pigmies in Central Africa, head-hunters in Papua New Guinea and Buddhist priests in South Korea. Among the remarkable experiences was driving their Jersey-registered car around New Zealand and Australia, being stranded on Pentecost Island by a tropical storm, being chased by elephants in Namibia and almost freezing to death on Mount Fuji. ‘From 5 Star to Millions of Stars’ was written using Mr Goritschnig’s notes and diaries from the time and with the assistance of local author Ian Ronayne. Commenting, Mr Ronayne said, ‘As Rudi and Sonja’s remarkable six years of travels unfolded before me, I was captivated by the stories. Although the late 1980s and early 1990s will not seem that long ago for many people, this was a different world – a time before mobiles, GPS and the internet has made travel so much easier in many ways.’ ‘From 5 Star to Millions of Stars’ is published in paperback (£9.99) and e-book format (£1.99).

Minister Agrees Fewer Planning Restrictions The Planning and Environment Minister has agreed changes to Jersey’s planning law that will let people do more to their home or business without applying for planning permission. Changes will take effect as soon as the law is changed in the early new year. Minor changes to homes and businesses will no longer need permission and will become permitted development, including the following: • Changing windows and doors

on non-listed buildings • Putting up advertising signs for charity events without permission for a limited period of time • Making your home warmer by insulating your walls and roof up to 15 cm (using an external insulating render system) • Fewer restrictions on replacement signs, the sizes of signs for shops, and advertising on construction scaffolding • More time for marquees and tents to be in place • More leeway on energy efficiency measures • Reducing height restrictions on flat roof structures and extensions

Continued Support for e-Gaming The Government recently consulted the Island’s regulatory and industry bodies on the potential opportunities and risks of Jersey developing an e-Gaming and e-Gambling industry. The consultation stated that it was imperative that Jersey defines and adopts an e-Gaming and e-Gambling policy that can maximise the benefit of an innovative digital and technology sector for Jersey while, at the same time, taking appropriate steps to protect the Island’s international reputation.

Gold Standard Framework For Island's Care Providers Since the Gold Standards Framework was launched across Jersey, in April ths year, Jersey Hospice Care has been working closely with Macmillan Cancer Support and the Health and Social Services Department (HSSD) to roll out the initiative. The programme already includes 11 care homes, 25 per cent of home care providers and five GP practices. The programme is being implemented over three years and will include all care providers. The Gold Standards Framework (GSF) is a major proven training programme that will empower patients and support frontline healthcare providers to deliver a consistently high quality of care for all people with any life limiting illnesses nearing the end of life.

Macmillan Cancer Support is funding sessional time for three GPs to assist Jersey Hospice Care and HSS with the roll-out of GSF. The GPs, who are titled ‘Macmillan GP Champions’, are local practitioners who have been appointed to lead the way in developing standards in end of life care in Jersey. They offer advice about implementing GSF to other GP practices and support the Strategic End of Life implementation group led by Jersey Hospice Care. The GPs are Dr Ben Rogers, Indigo; Dr Kirsi Jaakola, Island Medical and Dr Steven Perchard, Health Plus. Derek Hoddinott, Chief Executive at Jersey Hospice Care, said “The success of the Gold Standards

No vehicles will be allowed through the Street, although it will remain open to pedestrians.

Ann Appleton from Jersey Cheshire Homes has seen firsthand the difference that the Framework makes to people. “When I heard that the Gold Standards Framework was coming to Jersey, I very much hoped that we would be considered for inclusion,” she said. “We have always worked closely with Hospice when it comes to looking after our residents, and it is empowering for them, and reassuring for their families, to have the right to be in control of their living and their dying.”

The drainage project includes the diversion of the town brook around the outside of the temporary car

park and the extension of storm water sewers from the junction of Providence Street and Philips Street to the junction of Ann Street, Brooklyn Street and Charles Street. This work is being carried out prior to the development of the former Ann Court site for affordable housing and a public carpark for shoppers.

• reputational risks for Jersey exist in the e-Gaming and e-Gambling

As a result of the consultation, the Council of Ministers has provisionally determined that a permissive e-Gaming and e-Gambling regime should continue.

Framework lies in its effective roll-out. No-one is better-placed to ensure this is achieved than those already working in practice. The contribution of Macmillan and HSSD is critical to the success of this project.”

Providence Street Closed For Drainage Works Providence Street, near the Jersey Arts Centre, is now closed to motorists until the end of January for drainage works.

The conclusions reached from the consultation were as follows:

sector but evidence demonstrates that those risks can be effectively mitigated by robust and effective regulation • greater consideration needs to be given to how Jersey can access an already well-established industry • Jersey should explore alternative opportunities for robust and effective regulation for the eGaming sector • Jersey should also explore opportunities to increase the effectiveness of marketing and promotion of the sector

Helping promote Mind Jersey Mind Jersey, the local Mental Health Charity, have been chosen to have their branding put on the side of a rubbish truck to help promote the charity’s aims and display the contact details. This opportunity is very timely as it chimes with the current campaign to raise awareness, increase understanding and tackle stigma.

Google maps 2010

Mind Jersey believe it is important to recognise that, just as we all have physical health, we also have mental health and this can move up and down on a spectrum. One in four people will experience a

mental health problem in any one year. According to the World Health Organisation by 2020 depression will be the second most common cause of ill health worldwide. James Le Feuvre said “Everybody seeing the truck, as it makes it’s way around St Helier, will know someone that is affected by mental illness. We are really grateful to the Parish for giving us this new opportunity to promote our charity and hope that it will encourage people to feel more able to talk about the importance of good mental health and to seek help or advice if they need it”.

5 minutes with... ...Matt Harris, More Than Sport

17

Matt Harris from More Than Sport will be opening a new store at the airport this month, so we caught up with him to find out a little more... How long have you been running More Than Sport and what made you decide to set up the business? I set up MTS at the end of 2010, starting with a small shop at Les Ormes and the online store. We moved to Liberty Wharf in 2013. I have always been interested in business and setting up my own thing. I enjoy the fact that you are always learning and have to adapt to keep the business moving forwards. Before setting up MTS a friend and I had a business called Thrones, a Luxury Portable Toilet business, which set the ball rolling. How have you found running your own business and is it what you expected? Challenging but I am now starting to see a few rewards as we launch

the second store at the airport. If you are looking to start your own business, be prepared to put a lot of hours in and when you are in the position, surround yourself with a strong team. Bring in people that have different strengths to yourself that can help move the business forward. Plus I could not have got this far without the support and help from my family and girlfriend. Do you have a website where people can order from or do they need to call in to the store? Yes there is an online store www. morethansport.co.uk, which you can click and collect or we offer free UK delivery. My main concentration at the moment though is bricks and mortar. I believe that shopping should be an experience and this starts with customer service.

You have a new shop opening up, tell us a little about that‌ I am really excited to be opening a second store, which will be airside at Jersey airport, opening this December. This will see a re-brand for More Than Sport, as this store will be geared towards lifestyle and holidays. When More Than Sport first opened we were 50% Lifestyle, 50% sports but we are now 80% to 20% respectively. Do you sell sports equipment or do you concentrate more on clothing? We concentrate on clothing, shoes and accessories. Lifestyle brands include Animal, Billabong, Banana Moon, Pull-In, Havaianas, WAXX, Mustang, Hey Dude. Sports brands include Brooks, ON, Lole, Nathan and POC.

Food & Entertainment Monthly Review: The Waterfront Restaurant, Radisson Blu Last month we received an invitation to dine at The Waterfront Restaurant at Radisson Blu, sitting within reach of one of Jerseys most beautiful places, it was an evening we were really looking forward to. The dining area underwent a £1million refurbishment in 2014 which completely transformed the restaurant, now offering an elegant and chic setting whilst maintaining the relaxed and sophisticated atmosphere that goes hand in hand with the harbour side.

Silent auction raises £7,500 for Durrell Wildlife Conservation Trust Guests at The Atlantic Hotel’s inaugural Eat Jersey Food Festival have raised £7,500 for Durrell Wildlife Conservation Trust. The hotel hosted a silent auction at the Eat Jersey Food Festival held earlier this month, raising funds for charitable partner, Durrell. Bidders were in with a chance of securing one of many exceptional lots, including a kitchen masterclass with Executive Head Chef Mark Jordan, followed by a tasting menu at Ocean Restaurant with paired champagnes from Kevin McKee, UK Director for Champagne Taittinger, which alone sold for £1,550. ‘We are delighted that our guests have helped us to raise an impressive £7,500 for Durrell. The silent auction was great fun and we had some fantastic bids, including £1,550 for a masterclass with Mark Jordan,’ said Patrick Burke, Owner and Managing Director of The Atlantic Hotel. ‘We had many generous contributions from our Eat Jersey Food Festival sponsors and from the chefs who featured in our event so I’d like to say a big thank you to all of them.’

The silent auction lots included a two night stay at any Small Luxury Hotels of the World property anywhere in the world, dinner for four at Bohemia, a luxury Christmas butchery hamper from Cimandis, and an overnight stay at the Park Tower Hotel in Knightsbridge including dinner for two at Pascal Proyart’s One-0-One restaurant amongst others. The inaugural Eat Jersey Food Festival took place at Ocean Restaurant at The Atlantic Hotel and at sister restaurant Mark Jordan at the Beach on 5th, 6th and 7th November and saw acclaimed chefs from across the British Isles and France join Executive Head Chef, Mark Jordan, for a threeday gourmet event designed to celebrate the island’s finest produce. As part of the continuing efforts by The Atlantic Hotel and owner, Patrick Burke, to help put Jersey firmly on the map internationally, this high-profile event offered an array of opportunities to taste the island’s finest produce at its very best, through the talent of some of today’s most renowned chefs.

On our arrival we had the pleasure of being greeted by the Radisson’s executive chef, Vincent Duffy. Vincent has over 37 years’ experience in the industry which is complimented by a background comprising several years spent cooking with top chefs across Europe. We were shown to our table by Greg, the duty manager, who

offered us a place next to the window giving us much anticipated views of twilight across the harbour.

creamy Diane sauce again giving the dish an addition that raised it from ordinary.

The Menu was set yet extensive and encompassed a strong focus on fresh and local produce, feeling relaxed and contented we eagerly awaited the 1st course.

Dessert was a delightful Strawberry cheesecake accompanied by Mango puree, rich and creamy cheesecake with a wonderful crumbling base, the mango puree complimented it perfectly mixing sweet flavours and textures.

The Sweet Potato and Tomato soup was served and was by no means small, a rather large bowl, the flavours complimented each other beautifully giving just enough sweetness to take away the sharp edge you often get with rich tomato based food. The main courses came out, Grilled Salmon with a garden pea puree and roast chicken breast with Diane sauce. The salmon was cooked well and the risotto style puree offered a zesty, refreshing twist to an ordinary dish. The roast chicken breast was presented on a bed of mashed potato, with a flavoursome

Our Favourite Festive Recipes www.jerseypages.info

26

Goat Cheese With Pistachios and Cranberries Serves 8 Ingredients • 3 tablespoons roasted pistachios, chopped • 3 tablespoons dried cranberries, chopped • 300 gram log fresh goat cheese (or 2x 150g logs) • Crackers for serving Method 1. On a large plate, combine the pistachios and cranberries. 2. Roll the goat cheese in the fruit-and-nut mixture to coat, using your fingers to gently press the pistachios and cranberries into the cheese.

Festive Chocolate Flapjacks

Alternatively, drizzle honey over the covered cheese and pop in a pre-heated oven for a few minutes to warm the cheese through!

Makes 8 Ingredients • 50g/2oz walnuts • 4 dried figs •30g/1oz sour cherries • 30g/1oz cranberries • 30g/1oz pumpkin seeds • 1 tbsp ground almonds • 50g/2oz butter • 100g/3½oz golden caster sugar • 2 tbsp golden syrup • 100g/3½oz porridge oats • 100g/3½oz rolled oats • 100g/3½oz dark chocolate

Brussels Sprout Mash Serves 6-8 Ingredients • 500g Brussels sprouts, prepared • 25g butter, plus extra to serve • 75ml double cream • Fresh sage, to garnish Method 1. Put the sprouts in a large pan of boiling, salted water and cook for approx. 10 minutes, until the sprouts are tender. 2. In a small pan, melt the butter with the cream over a low heat. Drain the sprouts, then whiz in a food processor with the butter, cream and a pinch of pepper. 3. Spoon into a serving dish, add a knob of butter and garnish with sage.

Method 1. Turn the oven on to 180C/350F/Gas 4.

Homemade Cranberry Sauce Perfect with Christmas Lunch, even better on Boxing Day with turkey sandwiches! Ingredients • 100g light muscovado sugar • 100ml orange juice, fresh or from a carton • 250g pack fresh or frozen cranberries Method Tip the sugar and orange juice into a pan, then bring to the boil. Stir in the cranberries, then simmer until tender but still holding their shape – this will take about 5 mins if using frozen cranberries or 8-10 mins if using fresh. The sauce will thicken as it cools. Will keep in the fridge for 1 week.

2. Roughly chop the walnuts and figs then add to a food processor along with the sour cherries, the cranberries and half the pumpkin seeds. Add a spoonful of ground almonds and blitz together leaving nice sizable chunks of the nuts and fruit. Tip into a large mixing bowl along with the rest of the whole pumpkin seeds. 3. In a pan melt the butter with the sugar and golden syrup, trying not to stir it too much and allowing it to melt together gradually. 4. Once melted mix in the oats and the fruit and nuts and spread the mixture out evenly in an oven tray then bake for 25 minutes. 5. Melt the chocolate in a bowl over simmering water. When the flapjacks are baked, cut them into small rectangles and dip them as far as you dare into the melted chocolate. 6. Allow to chill for 20 minutes in the fridge and then serve. This recipe was copied from BBC food recipes. (They also have a very helpful step by step video!)

Hi Gomes, things look a little different And you still have your famous coffee, in here! What has been the biggest right? change? Yes we do! our coffee is still regarded as one The restaurant has been completely refurbished, from the floor to the toilets to the fully refurbished kitchen.

of the best you’ll get in Jersey, we even sell small packs, ready ground for home or as an ideal little present - perfect for Christmas!

You will be pleased to know that Chef Marcin Figacz has remained though! Using fresh local produce he will continue to create a diverse, fun menu.

Talking of Christmas, are you looking forward to the festive season at Murray’s?

What can we expect to find on the menu?

Yes very much, it wlil be a lovely atmosphere with all the locals and the new festive menu! Being open for Christmas lunch has had a fantastic response too.

If you’re looking for something to start your day, then the “famous” breakfast for just £8.95 will certainly keep you satisfied!

And, of course, we have to ask - what is your favourite dish on the menu?

The menu features a range of meals including jacket potatoes, pasta dishes, homemade burgers and salads. There is a huge selection of sandwiches available on granary or white bread, in posh triangles or a generous French baguette with tons of fillings to choose from including griddled chicken, bacon & avocado, chicken tikka & mint yoghurt dressing and ham carved straight from the joint. The set menu is changed weekly and is not to be missed - priced at just £15.00 for two courses or £17.50 for three courses, depending on the time of day. Specials change every few days so keep an eye on the blackboard outside!

Well, my favourite dish changes, it depends on the time of day! If I pop in in the morning I’ll have a massive Murray’s breakfast with our great Coopers Coffee blended just for us, around lunch time I will have a nice Jacket potato with tuna and sweetcorn, but my favourite dish for dinner time is definitely the chilli con carne!

Finally, what would you like to say to your customers? We believe good customer service is about being friendly, helpful and available, so as we like to say “eat, drink and relax!” I would also like to wish all of our existing and new customers a very merry Christmas and a happy new year! We hope to see you all soon!

Property & Home Living

ALL THAT GLISTERS IS NOT GOLD By Stephen Cohu I have been in the antiques, jewellery and silver trade for over 20 years and with that experience can tell whether an item is made of gold at a glance or simply by the feel of the item. Luckily however, most of these items will bear marks that will confirm my instincts and will allow people without experience to identify what they actually have. Is it solid or plated or some other metal entirely?! MARKS ON GOLD Most recent gold items will be marked with the proportion of gold they contain. Pure gold is 24 carat and all other gold is measured against this. These standards of gold content are as follows: - 9 carat gold, marks will be 9, 9ct, 9k or 375 - 14 carat gold will be marked 14, 14ct, 14k or 585 - 15 carat gold marks will be 15, 15ct or 625 - 18 carat gold is 75% pure and will be marked 18, 18ct, 18k or 750 - 22 carat gold is 91.67% pure and will be marked 22, 22ct, 22k or 917

- 24 carat gold is not generally used in jewellery but coins or ingots will be marked 999 Fine Gold. Items marked K9, K14, K18 with no other marks have not been independently checked and the gold content may not be accurate. In many countries there are no gold marks, Portugal for example. Porcelain or other items marked as decorated with 24 carat gold will have such a tiny amount of gold on them as to make them no more valuable than an ordinary plate! FAKE MARKS As well as full marks or partial unreliable marks, some pieces bear forged marks. A few years ago a huge number of heavy rings appeared on the market bearing 18k, 750 marks. They caught out a large number of people, including myself and instead of hundreds of pounds they were worthless. The big giveaway was the moulded mark. Gold marks will always be stamped on the item, not moulded with it.

“A few years ago a huge number of heavy rings appeared on the market bearing 18k, 750 marks. They caught out a large number of people, including myself...” Many items bought from the markets of Dubai, Turkey and probably worst of all Thailand are full of fakes usually sold at fake prices but if they later change hands, problems may arise. To the expert they are easy to detect but it is a minefield for the inexperienced. A heavy gold chain recently brought to me, purchased in Thailand and marked 18k was actually brass with a heavy gold plating. If gold, value £1300, actual value nothing! ROLLED GOLD, GOLD PLATED There are huge numbers of gold plated items on the market and most are not marked. However, marks to look for will include Rolled

Gold (sometimes abbreviated to RG), gold filled, metal core, anything marked 9ct or12ct followed by a fraction, eg 1/5 or 1/10, or any mark containing ” microns” which is the thickness of the plate, anything that says “guaranteed to wear x number of years” and so on. Recently some chains with the marks 18k HGP have been brought to me, this is 18 carat heavy gold plate. Sometimes gold plated chains have marked gold clasps and these may fool the unwary even if there has been no attempt to deceive. If an item is unmarked it can be tested using acid. Acid testing involves scraping the surface of the

item with a file which will remove a plated coating, then applying acid. Non- gold will froth, fizz and go bright green immediately. The other way to test is with a magnet but this is unreliable as it only detects steel or iron based items. ALL GOLD IS NOT GOLD! (gold colour that is!) The recent trend is for gold to be white. Most gold items brought to me for sale are traditional yellow gold as white gold has become more and more popular. I think however most people would be horrified if the Jersey Museum rhodium plated the ancient gold torque to make it more fashionable! The difference between white gold and silver is that white gold does not tarnish. White gold is either made by alloying gold with a white metal such as nickel or palladium or by plating yellow gold with rhodium. Rose gold is gold alloyed with copper which gives a deeper red colour. As for value, coloured gold has the same value as yellow gold as the percentage gold content is the same. SELLING YOUR GOLD? If you decide to sell your gold then make sure you take it to a reputable buyer who will be able to value your items honestly and accurately. The price of gold changes daily on the international markets, sometimes by a large amount, so an offer one day may not be able to be matched or honoured a few days later. If unsure about an item, get it checked!

Business & Finance

The world of business and finance

Will we stop building offices? By Vernon Breese Not an easy question to answer in Jersey when it isn’t entirely clear what is driving the significant boom in construction. What is evident is that the construction projects are forever increasing in size. Years ago I remember us all criticising what happened at the Fort when they capped it with that big white shielding dome and kitted out the interior as a sports and entertainment centre. Some critics may have had a case, others may have been simply disappointed that they could no longer play on the coal heaps and old cars that used to be stored there on what used to be a pristine parade ground! The Fort, along with the hospital and Cyril Le Marquand House was one of the earlier larger projects followed then by the two decades of waterfront development which now threatens to make Elizabeth Castle an integral part of the Island itself rather than an isolated fortress in the bay. I remember a few years back

when the reclamation started in earnest and we had all those inquiries as to “where will all the water go”? Fishing off “Rats Corner” and looking out to the then rather distant Elizabeth Castle -you could be forgiven for wondering! Aside from that little red herring, the problems associated with building are numerous and it is easy to get it wrong. Look what they did in Moscow when the authorities, seeking to compete with Dubai’s “Plan B” (this is the plan that follows the exhausting of oil reserves) built this finance centre in the suburbs which remains half built and empty. I understand they have now finished a similar project (Project Mirax) within the city confines. On the other hand the Crown Prince of Dubai - Mohamed Al Maktoum arranged for this to happen to Dubai in a little over two decades and they still want more of the same - raising skyscrapers so tall they move side to side at the top by as much

Half bulit and empty “Finance Centre” in Moscow

“...which now threatens to make Elizabeth Castle an integral part of the Island itself rather than an isolated fortress in the bay.” as 12 inches. (Sorry… 30.48cm) The question here isn’t “Where did all the water go?” but rather “Where does all the water come from!” Answer: they use the abundant oil to run massive desalination plants. Our friends across the water in Guernsey have their Trafalgar Court which is, as far as research tells me, a fully occupied friendly work environment. As office accommodation goes you have to give it them, this looks just great don’t you think? Modest, low-rise, clean looking. Well done Guernsey!

Dubai

So why would we build more offices in Jersey? This is how it gets murky because the truth is probably a combination of the following reasons: A) to support the construction (and associated) industries B) to supply a demand C) someone receives an incentive to build D) to maintain quality stock E) to attract new business F) to help develop ‘Dandara’ - our 13th Parish? came from David Morris, the vice chairman of the Jersey Construction Council, who is reported to have said that the sector has benefited from increased investor confidence as Jersey emerges from the downturn and that it is now in the best position since before the start of the recession in 2007. This growth comes about after the launch of several projects, in particular the new police station at Green Street, the redevelopment of the Southampton Hotel and the construction of the Dandara office block next to the Grand Hotel.

News In Brief Senior Tax Consultant from KPMG Channel Islands becomes the first person to pass the Joint CIOT and ICAEW Programme

Trafalgar Court, Guernsey So, the picture is improved from a constructor’s perspective with employment in this sector approaching 9% of the total but do we need, for example, an International Financial Services Centre and all the new office space that will bring when we have so much empty office space in town? Rather than risking being burned at the stake I offer four ‘pros’ and four ‘cons’. You decide!

“Can’t we finish some projects first... we built more appealing buildings out of Lego when we were children!”

For • Gives a boost our construction industry and employment • Keeps our stock up to date • Prestige & Presentation • Fulfills a demand, perceived or otherwise!

treatment for those who operate within its confines sometimes referred to as a financial free zone. These special ‘treatments’ can vary from tax treatment to rental offers and everything in between. This could cause some unwelcome confusion.

Against • Is our town being ruined? One has to have sympathy with the argument that it is being ruined

• One big project is the new International Finance Centre of which there are many across the globe often advertising special

• Could those within the JIFC also be perceived erroneously as ‘preferred’ or ‘better’ in some way?

• Can we not finish some projects first before we leap into building something else like that horrible orange block that is the Radisson Blu? Whichever side of the camp you sit on, it seems that the building is going ahead regardless and all we can hope for is that it is done sympathetically and all those involved are treated fairly. KPMG Channel Islands’ Senior Tax Consultant Nika Nykyforova attended the Chartered Institute of Taxation Admission Ceremonyat Drapers’ Hall in London. Here she was presented with her certificate of membership by the President of CIOT, Chris Jones, and Director of Qualifications at the ICAEW, Shaun Robertson, and recognised for becoming the first person ever to complete the ICAEW/CIOT Joint Programme. The Institute of Chartered Accountants in England and Wales (ICAEW) and the Chartered Institute of Taxation (CIOT) launched the Joint Programme in 2014, enabling students to simultaneously achieve two chartered qualifications – the ICAEW Chartered Accountancy qualification (ACA) and the Chartered Tax Adviser qualification (CTA). The programme maintains the rigorous standards of both ICAEW and the CIOT and offers a more efficient route to becoming a tax specialist. Although it is expected to take three to four years, the support of KPMG throughout the programme meant that Miss Nykyforova was able to achieve successful completion in under two years.

Lumiere Wealth adds Specialist Employee Benefit Offering to its growing Scope of Services As part of Lumiere Wealth’s continuing growth, it has recently appointed Independent Wealth Manager Desmond Jeffrey to join its dedicated and rapidly expanding team. Des brings a wealth of knowledge and experience to Lumiere Wealth, having previously been a Director for Brooks Macdonald and Spearpoint as well as his own organisation, Jeffrey & Co Ltd. Des specialises in many areas of corporate and private client work, with particular expertise in individual and corporate pensions, covering an extensive range of direct investment products for the retirement marketplace. Additionally, he is able to offer a comprehensive review service for any client who already has an existing portfolio. Des comments “In the current low interest rate and low return environment, it is very difficult for investors to find a solution that offers a real return without incurring hefty administration charges and exposure to significant market volatility. At Lumiere Wealth, we provide a bespoke service to each and every one of our clients in accordance with their risk profile and a rigorous portfolio selection process in diversified assets. This is reviewed on an annual basis and this approach ensures that we are able to satisfy our client’s investment aspirations. In addition to his private client work, Des is bringing much sought-after, specialist advice on Employee Benefits and Corporate Pension Structures to the Lumiere Wealth offering. This was a particular focus of Des during his time at Spearpoint and Brooks Macdonald

and provides corporate HR Departments with expert, independent advice on a full compliment of Group Employee benefits products such as Death in Service, Income Protection, Group Critical Illness and Healthcare Trusts. Des is also able to work in tandem with Lumiere Wealth’s dedicated Private Medical Insurance Specialist, Geoff Pike, to provide a one-stop corporate advisory solution for Jersey businesses.

“Some employers may wish to consider ‘Flexible Benefits’, which are becoming increasingly popular.”

Des adds “Many Jersey employers already invest in employee benefits for their staff, but when I speak to them they often question the value they receive in return for their investment. This is often down to a lack of communication with the membership and little understanding of the products and the valuable protection benefits they provide. At Lumiere Wealth, we can help resolve this issue by providing Total Reward Statements for our corporate clients. Some employers may wish to consider ‘Flexible Benefits’, which are becoming increasingly popular, particularly in the UK. Flexible benefits are normally administered online and provide an element of choice for the member from a wider range of benefits, such as parking vouchers or gym membership. This approach puts the employer back in control of their budget and empowers staff to become involved in the benefit selection process”. These additional services reinforce Lumiere Wealth’s commitment to the island and its objective of putting first class client service at the forefront of everything it does and is a further example of what sets

News In Brief

The Importance of Networking by Claire Boscq-Scott #TheBQB

Blue Islands to operate Zurich summer service Swiss tour operator to the Channel Islands, Rolf Meier Reisen, has partnered with airline Blue Islands to operate its summer 2016 programme between Zurich and Jersey. Between 7th May and 3rd September, Blue Islands will operate a Saturday flight between the two destinations. Flights will depart Jersey every Saturday at 10.10am, and from Zurich at 1.40pm, and will be bookable through the Blue Islands website.

Jersey sign tax agreement with Spain Jersey and Spain have signed a tax information exchange agreement, which will enter force once the jurisdictions have completed their domestic ratification procedures. Jersey's Assistant Chief Minister, Philip Ozouf, said that the agreement represented "further evidence of Jersey's full commitment to compliance with the current international standards on transparency and exchange of information for tax purposes." "The signing of the agreement is a further strengthening of the relationship between Jersey and Spain. We are both members of the Early Adopters Group for the implementation of the new global standard on automatic exchange of information, and we are both party to the Multilateral Convention on Mutual Administrative Assistance in Tax Matters."

Christmas networking and social etiquette There are no hard and fast rules on the subject of social etiquette, however, having good manners shows courtesy and consideration for other people at all times and in all circumstances. Putting yourself in their shoes and thereby not being offensive, rude or disrespectful. Manners have evolved from customs, protocols and conventions. This process is common around the world and has developed over the ages to ensure a harmonious society.

“Treat others as you would like to be treated, enjoy the Christmas festivities and don’t do or say anything you might regret.”

These manners differ between countries and cultures, nevertheless they exist to ensure a peaceful coexistence between people, and thus creating a society that respects the rights of others. Social etiquette is the foundation of order and trust opposed to chaos and crime. With the Christmas period fast approaching and along with it the inevitable party season; especially the office party, I thought I would take this opportunity to go over a few don’ts during the busy festive season: 1. Don't drink excessively; I hear you, it’s a free bar and you deserve a drink or two, but when overindulging there’s always a price to pay. Whether you fall asleep at the bar or fall off your chair, not only could you get hurt, but also embarrass yourself.

3. Don't do anything you wouldn't want your grandmother to see; what goes online stays online, whether it’s Facebook, Twitter or YouTube, for example. You don’t want it to come back and haunt you.

2. Don’t force people to play party games, tricks or dares; these are not to everyone’s taste. Don’t make someone do something you wouldn’t like him or her to do to you.

4. Don't forget to be sociable. Refrain from texting, emailing, updating your Facebook status or tweeting when talking to people. Don't post pictures or comments without people’s

5. Don't talk politics or religion. That’s one thing I will always remember my Dad saying to me before I left the nest; be polite, smile and never talk politics or religion with strangers.

their backs • Don’t judge • Don’t gossip • Don’t be negative • Don’t complain • Don’t make excuses • Don’t exaggerate • Don’t be too opinionated

Most of all, not only at Christmas but throughout the year, when building a rapport with others: • Don't talk about others behind

Rowlands Takes a Stand For News In Brief A Healthy Workplace Rowlands, a leading Jersey recruitment agency, is driving health innovation in the workplace by providing standing desks to employees.

Exam success for Mourant Ozannes’

According to research by the British Psychological Society the average office worker spends 5 hours and 41 minutes a day sitting at their desk, which is putting a considerable strain on their health, and can increase their risk of diabetes, obesity and certain forms of cancer. Even office workers who are otherwise physically active suffer the side effects of not moving enough during the day.

Offshore law firm Mourant Ozannes is celebrating after multiple exam successes across the funds, corporate and litigation teams in Jersey. Associate Samuel Williams attended Jersey’s Royal Court with colleague Jade Taylor after both achieved success in the Jersey Law Exams. Samuel, an associate in the litigation practice, was called as Jersey Advocate and Jade, also an associate practising in the corporate and finance team, was called as a Jersey Solicitor.

To combat this, Rowlands have become a standing desk only office. The new desks have adjustable height functions, enabling the team to intersperse periods of standing and sitting. The desks will encourage more movement, preventing the health problems associated with a sedentary work environment. Jeralie Pallot, Director of commented:

In the preceding week, Stefan Chinniah and Ross McCall, both paralegals in Mourant Ozannes’ Jersey funds practice, were advised that they had passed their final papers for the Jersey Law Exams and expect to be called early in 2016.

Managing Rowlands,

“As we become increasingly conscious of the effect the 2015 lifestyle is having on our health,

we need to explore new ways to ensure we’re moving about enough. Looking after the health of our team is our priority – and

the standing desks are a new part of this. As the desks are adjustable, each member of the team can find a combination of

sitting and standing that works best for them, making a positive impact on their health in the process.”

Business licencing publishes figures online every quarter igures showing the number of F applications for registered and licenced staff, and how many were granted or refused by the Population Office, are being published. Businesses are reminded that applications are not required for entitled and entitled for work only employees. The highest number of permissions granted were in the finance and construction industries, and the highest number of refusals were in the hospitality sector. Although permissions were granted in all sectors having considered the benefits to Jersey of individual applications.

Targeted migration This is in line with the States’ policy of optimising economic growth by targeting migration which generates the most social and economic value. This means focusing on getting more value from our economy, getting entitled people back into work, and increasing the productivity of established businesses across all sectors. This approach is clearly outlined in the States Strategic Plan. Jersey’s economy must become more productive if it is to fund essential public services as our society ages. At the same time, the new guidance notes outlines support for seasonal permissions, in

particular for the hospitality industry. This is because these workers do not add to the permanent resident population. The new guidance notes also outlines a commitment to improve the time it takes to process an application - from a standard of 15 working days to ten working days, with an aspiration to further improve this target. Figures will be published in the new year showing how the Population Office is performing against these targets. Economic growth This decision to publish figures, improve processing time, and to provide more guidance is also in

line with the recommendations made by the Innovation Review which was carried out to help optimise Jersey’s economic growth. The Assistant Chief Minister, Senator Paul Routier MBE said: "We want targeted migration which supports our economy and creates jobs for Islanders, generating more wealth proportionate to our size, protecting our environment, and ensuring we can continue to fund good quality public services as our society ages.” Figures will be published every quarter on the gov.je website.

Jonathan Speck, managing partner for Mourant Ozannes’ Jersey practice said: “We are delighted for everyone who has achieved success over the past few weeks. We are immensely proud of Samuel, Jade, Stefan and Ross for their achievements and we look forward to supporting them through the next stages of their careers.”

Crestbridge receives Jersey ‘ManCo’ licence Crestbridge in Jersey has been approved by the Jersey Financial Services Commission (JFSC) to provide Management Company (ManCo) solutions to Jersey funds, adding further to its offshore and onshore alternative fund servicing and management capabilities. The award of the licence means that Crestbridge in Jersey will now be one of only a handful of firms able to act on behalf of fund managers as an appointed management company, provide risk management oversight, oversee delegation for portfolio management, central administration and distribution, and coordinate communication with third parties and regulators.

Recruitment, HR & Training

Looking Forward to 2016 The first Jersey Pages issue of 2015 saw an article giving my predictions for the year, well, as you read this we are in the final throws of 2015 with only the Turkey and the Bells left to mark what has overall been a year of incredible highs and lows for every industry. Economic Growth has continued, albeit slower in the last six months then predicted, growing in the UK only 0.5% in the months June

to September. This is in contrast to the 0.7% seen in the previous months has left us set to enter the final quarter with a new predicted growth of just 0.3% to close off 2015. But it’s still good news. Although there was an overall decrease in growth, Business Services, Finance and Government sectors continue to increase. Consultancy

services

(Project

Management / HR / Accounts) will continue to pick up momentum and 2016 will be the year of outsourcing. The recruitment sector will continue to enjoy solid growth. In early 2015 I predicted a candidate driven market and recruitment continues to move in this direction. Island firms experiencing high levels of increased business are making calls for qualified and experienced staff, the knock on effect of this

growth is the increase of support services which were some of the first positions to go in the beginning of the recession and are now being pushed to the front of the que with IT services seeing the biggest need. In other areas Funds is the golden egg and candidates with this skill set continue to be heavily sought. As with 90% of my articles they are written with the candidate in mind providing focused professionals a true insight to the recruitment market and associated trends. Traditionally January see’s the busiest time in a recruiter’s diary and statistics show the number of placements made on average in the first yearly quarter are close to double those in other yearly quarters. Some of this is undoubtedly

down to the New Year, fresh starts and resolutions that see an influx of candidates seeking a new challenge and some can be attributed to playing ‘catchup’ following Christmas which is unquestionably the slowest time of a recruiter’s year. Those who are already considering the possibility of a new challenge in 2016 should start making discrete moves now in advance of the January rush, for Senior level appointments it is especially important to have a head-start on the market and savvy executives will already be in touch with a headhunter or at least be ensuring their physical, and online presence and experience is noticeable, a topic we tackled in last months ‘How to get Headhunted’.

“Those considering the possibility of a new challenge should start making discrete moves in advance of the January rush.”

“More companies will be using predictive analytics to track job seekers behaviours, using data that predicts new talent lines to source and engage passive candidates.” In the more general recruitment arena, technology will continue to shape the way we hire with more and more companies and recruiters alike turning to applicant tracking systems (ATS), predictive analysis, and CV screening software. More and more CV’s will be matched to key role competencies by advanced algorithms meaning computers will make the 1st shortlist decisions (I know we don’t agree either). In a bid for companies to make their recruiting departments both more effective and more strategic the ATS is used to ‘weed out’ low match candidates. The problem with this is that the algorithms are not always right and the ATS can kill up to 75% of jobseeker’s chances of ever getting an interview, even if your skills are a perfect match! Why? Because the ATS relies on ‘sorting’ data into specific fields and needs to find that data easily, so if you have a CV with a photo in PDF format and have used titles such as Projects instead of ‘Work Experience’ it is highly likely never to get in front of a human.

New types of job boards are emerging that promise to offer candidates a chance to manage their own job search and clients the opportunity of tapping into a pipeline of quality candidates, a somewhat semi recruitment experience cutting out the middle man. With the way technology is moving to the forefront of the industry no one can be blamed for conceiving an online recruitment experience but despite the many that are popping up we don’t predict any longevity in these as they lack the relationship which is often valued most in a recruiter / candidate engagement. Online platforms will never be able to offer the same value as a consultant, who will go above and beyond for the candidate, source, research, prep and negotiate. A computer cannot give you the inside track on a company and doesn’t predict future changes in organisations that can open doors the computer doesn’t even know exist yet, this is recognised by candidates at large and indicates that the job market will continue to be driven by where the talent is and often that is with a representative consultant.

What this means for the candidate is a change of CV style. Make your CV simpler, clean and easy to read. Don’t just keyword dump, the ATS looks for phrases, competitor names and length of experience. Use generic titles, Contact Information, Work Experience, Qualifications and always put company and job title before the dates of employment, the ATS looks for this first.

However, despite the numerous changes that are afoot for the recruitment industry, and the general recruitment sector will see many, high quality search consultants will continue to capitalise relationships, building, maintaining and fostering networks on a global scale as the world around us becomes a smaller marketplace.

More and more companies will be using predictive analytics to track job seekers behaviours, using data that predicts new talent lines to source and engage passive candidates. On this note social media use continues to rise, if that’s possible and LinkedIn still sit’s firmly at the top in both the passive and engaged job market.

In contrast to the digitally driven recruitment processes headhunters value and even insist on a face to face recruitment experience when sourcing, if a search consultant calls and doesn’t ask for a coffee, they are not a headhunter. This means that Senior level candidates will continue to be engaged through

channels not focused on key words and CV format but on the basis of adding value to both parties through a real-life approach to sourcing, based on their depth of knowledge in the industry and understanding of client and candidate needs. All in all 2016 will be set to see more growth, relationships will continue to form a vital part of the process and companies that overlook this may suffer as a focus on niche personal recruitment services will continue to emerge. Finally, we end this article by saying thank you to all of our candidates and clients, thank you for 2015, it has been an amazing year. We welcome 2016 with open arms and look forward to continuing and new relationships.

We wish you a wonderful Christmas and prosperous New Year. Words by Marie-Clara Thaureux LaytonAndrews are specialists in search and selection servicing the Financial, Marketing and Digital sectors. You can contact us on 01534 625966 or email letstalk@laytonandrews.com
