Constable Steve Pallet steps down from education role Jersey's assistant minister for education, Constable Steve Pallett, has stepped down from the role.

The island political said he now wanted to concentrate on his other positions, including as assistant minister for the environment.

In 2015 he apologised to taxpayers after he flew to Budapest rather than Bucharest for the Dance World Cup. Deputy Anne Pryke has confirmed she will take over the position, alongside her role as housing minister.

New head teacher for St Peter's School ​Sam Dixon will be the new head teacher of St Peter’s Primary School, taking over at Christmas when the current head, Steve Dewhurst, retires after 16 years in the post.

Mrs Dixon, who has been deputy head at St Saviour’s School since 2008, is a former pupil o JCG who studied biophysics at Leeds University, before completing her Post Graduate Certificate of Education.

Fungicide in Jersey mains water allowed to exceed legal limit The levels of Oxadixyl would remain "well below health-based limits", the island's water board claimed.

Val de la Mare reservoir has been out of action for five months after the chemical was found in island streams. Jersey Water applied for a dispensation from regulatory limits so the reservoir could be used in the summer months.

The water board said the regulatory limit for Oxadixyl in treated water is 0.1 Micrograms per litre (ug/l. The new temporary limit - for three years - has been set at 0.3ug/l, which Jersey Water

Jersey Water's Chief Executive Helier Smith said: "We are working hard to find a way to remove Oxadixyl through treatment but in the meantime will work to complying with the lower regulatory limit where it is practical for us to do so."

But local environmentalist, Mark Forskitt said it was the wrong way of doing things. He said he opposed the notion that we've got some rules, they're broken, so we'll change them.

The fungicide was used to control potato blight in the island between 1991 and 2003 but has not been used since.

Sounds of the Shore The National Trust for Jersey, in collaboration with Jersey Archive and Audioboom Ltd are calling all islanders to collect ‘sounds of our shores’ and help the National Trust create the first ever coastal ‘sound map’ of the Island.

The initiative will run until the end of the year and is one of a range of coastal themed events and activities that mark the 10th anniversary of the Coastline Campaign.

All you need to do is upload your recordings using the free Audioboom app or sounds can

be recorded on smartphones, tablets or handheld recorders.

Sounds can be crashing waves, the cry of gulls, families playing on a beach – any sound of the coast. When uploading recordings via Audioboom, add the tag #lovejerseyscoast and if possible an image of where the sounds were collected from.

Jersey herd book marks 150-years For 150-years every cow born in Jersey has been logged and tracked in a book known as the Island Herd Book.

The first two, a cow named Daisy and a bull named Dandy, started a guide that can now be used to trace the lineage of every cow born in Jersey.

Despite coming from a 45 square mile island, the Jersey cow is now the second most numerous dairy breed in the world. The World Jersey Cattle Bureau claims there are Jersey cows in almost every country in the world.

James Godfrey from the Royal Jersey Agricultural and Horticultural Society said the book is in part responsible for the success of the island breed. The Jersey cow was first recognised as a separate species of cattle around 1700 and by the end of the century the import of foreign cattle was banned.

Subsequent control and breeding led to the creation of the brown, large eyed cows.

Less than 100-years later the herd book was created. Mr Godfrey said over time this has evolved from "a list of names, owners and dates of birth".

He said: "Now it is a complete database that includes pedigree information, production and health characteristics as well as DNA." Jersey farmer Tom Perchard,

whose family has been farming Jersey cows for three generations, said the future looked good.

He said: "Hopefully we can continue on from the anniversary and build on another 150 years of entries into the herd book.

"The Jersey breed has that staying power and long may it continue."

JT price hikes will choke off rivals A telecoms firm disadvantaged customers with prices which "will choke off rivals", regulators have found.

An investigation into JT was launched in 2014 after the company raised broadband wholesale prices and removed cheaper options for customers.

The firm has been given two months to submit new prices to the Channel Island Competition and Regulatory Authorities (CICRA).

JT said CICRA had come to the wrong conclusion.

"JT's prices at both a wholesale [to other operators] and a retail [to consumers] level are either the same, or lower, than those

charged by the network owner in Guernsey", corporate affairs director Daragh McDermott said.

"We won't be deflected by these continual attacks from the regulator and will take all measures we need to defend the quality of our services."

The investigation was prompted by claims from JT's rivals, Sure and Newtel, that hikes in monthly wholesale line rental rates last year meant it was unviable for them to provide similar services on the JT-owned network.

"Margin squeeze, if allowed to continue, will choke off JT's rivals and return the market to a monopoly, reversing progress made to introduce competition

over the last decade", CICRA chief executive Michael Byrne said.

"If allowed to continue without intervention by the regulator consumer choice will be damaged in a fundamental part of our everyday lives and critical to future economic growth."

The States-owned company must now rectify the damage it has done to competition, CICRA said.

Planning application for a new Les Quennevais School ​ planning application has A been submitted for a new Les Quennevais secondary school on the fields north of St Brelade’s Social Club alongside Route de Quennevais.

Architects at Jersey Property Holdings have designed the £40 million project with the school situated along the south of the site and the playing fields to the north so that an open vista is retained.

The site was the preferred option of 67% of people who responded to a public consultation in autumn 2015. Other proposals to use the Les Quennevais playing fields and St Brelade Social Club were not supported by the majority of local residents who took part in the poll.

Education Minister, Deputy Rod Bryans, said "The current Les Quennevais School buildings have served the island well but are now too small, outdated and not on the right site. Children in the west of the Island should have the same educational experience as their friends at other schools so this is well overdue. It will be the single largest investment in education for many years and I am delighted to see it moving forward."

Like its predecessor, the new Les Quennevais will be the Island’s dedicated school for children with additional physical needs. It has

been designed around a central street that provides circulation and social space, together with enhanced facilities for wheelchair users. It will also contain the Branch Library, for use by the public, extensive landscaping and links to the cycle track.

Sunshine fear halts school beach trip A school's annual beach day has been scrapped over concerns about the dangers of midday sunshine.

More than 200 pupils at St George's Preparatory School in Jersey were due to have a day at the beach in July but after hearing a health department warning about skin cancer on the island, headmaster Colin Moore said the school would be organising a less exposed alternative event.

Mr Moore said "the children's

health must take priority". He also said the decision was made with considerable regret. "I'm not suggesting we shouldn't go to the beach, but I think there is a big difference between taking your family to the beach and 210 or 220 children."

He said the school may "resurrect" its visit to the beach in future years if adequate shading is available.

The average Jersey temperature in July is 14C to 20C, compared with 11C to 19C in the UK, according to the Met Office.

Immigration to Jersey up 1,500 since last year Net immigration to Jersey increased by about 1,500 in 2015, the highest rise in more than a decade.

According to the resident population estimate by the Jersey Statistics unit, Jersey's population is now 102,700.

Senator Paul Routier, the assistant minister responsible for population, said they were reviewing licences to work on a case-by-case basis.

The total population has increased by about 1,700 since 2015 and 4,800 since the last census in 2011.

Of those 1,700 people, about 200 were due to more births than deaths.

New affordable homes on sale at College Gardens A new shared equity scheme has opened with 40 onebedroom affordable homes now on sale at College Gardens. The College Gardens development is being delivered by the States-owned Jersey Development Company.

College Gardens, site of the former Jersey College for Girls, will provide discounted affordable homes to eligible firsttime buyers who need support to purchase their own home.

Under the shared equity scheme, eligible first-time buyers will be able to buy a one-bedroom home at 80% of the market value, with the remaining 20% discount being held in a bond by the States of Jersey.

The scheme is being targeted at households most in need of affordable housing. Potential purchasers need to be residentially qualified first-time buyers, with a maximum annual income of £41,000. They will

also need to meet the maximum saving and deposit levels set by the Affordable Housing Gateway.

As well as homes for purchase, 40 affordable social rental units for the over 55s are being developed at College Gardens.

Managing Director of Jersey Development Company, Lee Henry, said: “We’re obviously delighted to be regenerating this much-

loved site. 40 of the 187 new units of accommodation will be shared equity, affordable homes for locally qualified islanders. The new College Gardens community will benefit from extensive private gardens, a new pétanque terrain, gym and reading areas. Preliminary work has already commenced on the site, construction will begin later this year and completion is due in phases between February 2018 and February 2019.”

Back to Work gives school leavers a head start ​​ Social Security is urging jobseeking school leavers to get a head start in the employment market by applying to join Advance to Work, Back to Work’s specialist employment scheme for 16 to 24 year olds.

Every year, approximately 300 young people join the scheme which provides a mix of training, coaching and work experience for jobseekers who are not in full time education to gain the skills and confidence they need.

Protect your eyes from harmful rays this summer To protect your eyes from harmful solar radiation, sunglasses should block 100 percent of UV rays and also absorb most HEV rays.

Frames with a close-fitting wraparound style provide the best protection because they limit how much stray sunlight reaches your eyes from above and beyond the periphery of your sunglass lenses. UVA rays can pass through the cornea and reach the lens and retina inside the eye.

Overexposure to UVA radiation has been linked to the development of certain types of cataracts, and research suggests UVA rays may play a role in development of macular degeneration. Various eye problems have been associated with overexposure to UV radiation. As an example, UVB rays are thought to help cause pingueculae and pterygia.

These growths on the eye's surface can become unsightly and cause corneal problems as well as distorted vision.

In high short-term doses, UVB rays also can cause photokeratitis, a painful inflammation of the cornea.

"Snow blindness" is the common term for severe photokeratitis, which causes temporary vision loss usually lasting 24-48 hours. The risk for snow blindness is greatest at high altitudes, but it can occur anywhere there is snow

if you don't protect your eyes with UV-blocking sunglasses.

Because the cornea appears to absorb 100 percent of UVB rays, this type of UV radiation is unlikely to cause cataracts and macular degeneration, which instead are linked to UVA exposure.

Do you wear prescription glasses?

If so, you also need to wear sunglasses while outside; standard glasses won't shield your eyes from harmful UV and HEV radiation. Despite this, many people go without proper sun protection because of the extra cost for prescription sunglasses or the inconvenience of having to switch glasses when they move from indoors to outdoors.

Outdoor Risk Factors: Anyone who spends time outdoors is at risk for eye problems from UV radiation.

In addition to sunglasses, wearing a wide brimmed hat on sunny days can reduce your eyes' exposure to UV and HEV rays by up to 50 x.

Lido Wellness Centre achieve two awards

The Lido Wellness Centre has successfully achieved the Royal College of Chiropractors’ two Practice Quality Marks – the Patient Partnership Quality Mark and Clinical Management Quality Mark. The Centre is the only clinic in the Channel Islands to hold both awards.

Keep the whole family fit whilst having fun Rollerblading is a fun and exciting activity you can take part in with the kids, especially now the summer has arrived.

It is also a way to improve endurance and strength and when compared with other forms of fitness, such as running, Rollerblading is nearly as effective in almost every category.

Calories Burned Rollerblading and running burn a similar amount of calories.

For example, a 150lb. person, jogging at 6 mph, or a 10 minute mile pace, will burn 720 calories per hour whilst rollerblading for one hour at 10 miles per hour will burn about 530 calories.

The number of calories burned per hour will vary depending on weight, speed of running, skating uphill or at a faster pace etc.

When you jog, there is a fraction of a second during each step when both feet are off the ground, this forces the body to use more energy per unit of distance and is one of the reasons why jogging typically burns more calories than rollerblading.

Another reason is that you're constantly working when you jog whether you’re jogging on level ground or up and down hills.

During rollerblading, however, you have a short break every time you coast down a hill.

Aerobic Benefits With the ability to coast with the wheels on rollerblades, the aerobic benefits aren’t quite as good as running. However,

rollerblading is still a better aerobic workout than cycling.

Similar to burning calories, you can increase the aerobic benefits by skating uphill or at a faster pace. You can also build endurance by skating at a slow, steady pace for a longer distance.

Sports Bug launch their west location FUN; that’s always been the name of the game at Sports Bug. Whether it is during a term time session of football or a holiday club session of tennis, the thing that matters more than anything is that all of the children involved have FUN. Sports Bug have been coaching children in this way for over 15 years now and its this winning formula which has seen its East Activity Club venue of Le Rocquier School, St Clement, hitting full capacity at pretty much every school holiday.

Finally, after some jiggling, juggling, chitting and chatting Sports Bug have now launched their West Activity Club at Mont Nicolle School, St Brelade.

Moroccan Style Lamb

Aubergine Although often associated with warmer, more exotic lands, the striking looking aubergine is widely cultivated in Britain.

Its subtle and distinctive combination of textures and flavours - smooth, fleshy, creamy, smoky - make it a versatile component of many great dishes.

Choose aubergines that feel heavy with smooth, taut, unblemished skin and fresh-looking unwithered green stalks.

Aubergines are easily damaged; handle with care. They keep in the fridge for a few days.

Gooseberry The gooseberry season starts with the familiar green gooseberries. These are the best ones for cooking. Use them to make a delicious gooseberry fool or poach them with a little sugar and water to make a traditional accompaniment to mackerel. Later in the season come the dessert gooseberries that are sweet enough to be eaten raw - try them in fruit salads.

Firm cooking gooseberries will keep (unwashed) in the fridge for a week or two. They also freeze well. Softer dessert gooseberries are less durable: keep refrigerated, eat within 2/3 days.

Ingredients • 50g butter, melted • 3 tbsp olive oil • 2 tsp each ground cumin, coriander and praprika • 1 tbsp thyme leaves • 3 garlic cloves, crushed • zest and juice 1 lemon • 1 tsp harissa • Lamb breast

Cauliflower Couscous In last month’s issue we admitted to loving cauliflower cheese, but after finding out the many things that can be done with it, we decided to make a couscous.

Yes, James Martin made one for a certain supermarket advert recently, but we promise, we didn’t copy his idea!

Ingredients (serves 3-4) • 1 small cauliflower • 75g mixed nuts • 2 courgettes • 2 peppers (we used one red and one yellow) • 75g dried raisins • ½ red onion, finely diced • handful of chopped fresh parsley • extra virgin olive oil • balsamic vinegar • salt & pepper Instructions 1. Preheat oven to 175*C 2. Cut the courgettes and peppers

into thin strips, lightly brush with oil and sprinkle with salt and pepper. Bake in the oven for 1520 minutes or until the vegetables begin to soften. Remove from the oven and allow to cool.

3.Cut the cauliflower into large chunks and place in a food processor or hand held blender.

Blend until it has all broken down, and is roughly the same size as couscous.

4. Chop the remaining ingredients into small pieces and add to the cauliflower.

5. Toss with extra virgin olive oil, balsamic, salt and pepper.

Honey & Mustard Chicken Skewers Ingredients (8 Skewers) • 3-4 Chicken Breasts • Yellow Pepper • Red Pepper • Red Onion • 4 tbsp Honey • 2 tbsp Mustard (wholegrain or Dijon) • Salt & Pepper • 1 garlic clove, crushed Instructions 1. In a large bowl, mix the honey, mustard, garlic and add salt and pepper to taste.

2. Cut the chicken into 2cm chunks and throw into the marinade, mixing well to ensure all the chicken is covered.

Leave in the fridge for a couple of hours to allow time for the chicken to soak in all the flavours.

3. Slice the peppers and onions into even pieces and put to one side.

4. For the skewers, alternate between chicken, pepper and onion to ensure your guests have a taste of everything.

Once you have finished, drizzle the remaining marinade over the top.

5. The skewers can now be popped in the fridge until you need them or added straight to the BBQ, turning frequently for approximately 10 minutes or until chicken is cooked through.

REASONS TO CELEBRATE ELECTRONIC MUSIC – AND EVERYTHING THAT MADE IT HAPPEN! Reasons Festival launched with great aplomb last year, being the island’s newest event inviting 2000 revelers to celebrate all things electronic music, and it’s associated groove filled roots.

Spread over four stages on Saturday 30th July the Reasons crew once again descend on Jersey’s historic Coronation Park (also known as Millbrook to the old school among us) to bring 11 solid hours of straight up sunshine filled, dance music splendor to a maximum capacity of 3000 people. The spirit and atmosphere of those pioneering days would prove to be a legacy that would become a solid foundation for island’s love of dance music. quite as powerful as those heady earlier days, and despite Jersey’s obvious challenges in terms of licensing hours, promoters have heroically never shied away from booking some of the biggest acts in the business for (albeit short) Island shaking performances to remember.

Organisers of Reasons Festival Ben Newman and John O’Connell have been DJing and promoting in Jersey for the best part of a decade. Their inclusive style of event promotion has won them a loyal and open minded following over the years. Having already hosted international acts from an assortment of dance music genres, the time had come to bring all of these sounds together to create an umbrella of celebration for the scene and an electronic music event Jersey could be truly proud of. International maestros of House, Techno, Drum & Bass, Grime, Garage, Indie Dance, Hip Hop, Groove and experimental electronic musicians will all come together to one park, for one day, with one entirely united crowd to greet them.

Collectable or Rejectable?

Words by Stephen Cohu A collectable is any object that is desirable to collectors. Collectors will collect just about anything and generally not for its monetary value. If they happen to stumble across a collecting field where the items they have acquired see a dramatic rise in desirability and price then this should be considered a bonus rather than the norm! There are many traditional areas of collecting such as stamps and coins and some very random ones where seemingly pieces of worthless rubbish intended to be thrown away are worth extraordinary amounts of money.

In general, items that were not produced for collectors at the time are more likely to be collectable in the future than items produced and marketed as being collectable.

Why do people collect?

People will collect just about anything. Modern trade cards given away with confectionery and avidly collected by children will probably never have any value.

That does not make them unworthy of collecting because collecting is fun. It is all about the discovery of a different card, stamp, coin, the thrill of the hunt.

Some people collect indiscriminately in one area, not worried about condition or rarity and end up with vast collections.

Others will spend years collecting just a few items, the best they can afford with only the choicest pieces finding their way into their collection. A decision to collect is usually also at least partly based on budget. If your budget is large your choices will be far greater than someone on a restricted budget. There is of course a huge difference between collecting as an investment and collecting as a hobby although they are not mutually exclusive.

Collecting as an investment An investment would usually be defined as a store of wealth that will increase in value over a period of time. A true collector will not generally be concerned as to whether the items they have collected have increased in value although it is always nice if this is the case! The collectables market is very fickle and subject to sometimes dramatic changes in value, both up and down, the collector being entirely at the mercy of current trends. It simply

boils down to supply and demand.

If demand exceeds supply then prices will rise, if supply exceeds demand then prices will fall. For this reason, I would never advise anyone to collect anything purely as an investment; they should also enjoy the act of collecting.

Modern Collectables If an item is manufactured and sold as a collectable it almost certainly won’t be worth anything in the future! The worst offenders, always with official and grand sounding names, are the mass producers of collectors’ plates and other supposedly limited editions, marketed as family heirlooms of the future. They are often quite expensive to buy, targeting a certain age group through the Sunday paper supplements.

desirable products of companies the original company sold your details to! Every day I receive phone calls from people who have inherited houses full of collectors plates, thimbles, jugs, mugs and creepy dolls to name but a few, often never even taken out of the boxes. There is no secondary market for these items at anywhere near the price paid, many having absolutely no value at all.

Other collectables sold as investments are produced by two companies with important sounding names that could be confused with the Royal Mint.

Their coin and medal products are marketed as if they are “officially approved”, usually with a very high issue price compared to the intrinsic value of the item. Bizarre meaningless terms like “proof like” are used to describe the finish of a coin or medal. Poor quality base metal coins and medals are packaged up in expensive looking

polished wooden boxes with descriptions like “silver coated solid copper” with an issue price of hundreds of pounds. If you want to collect this stuff buy it second hand for a fraction of its issue price.

To Conclude Everything is collectable to somebody. Its price will depend on whether it is collectable to other people as well! Collect things that you like and always try and buy the best examples. If they go up in value that should be considered a bonus, don’t ever expect modern mass produced ”collectables” to ever be worth anything at all.

Above all, collecting is fun. Now go and buy something you don’t need but you really like!

To consider where we are currently, let’s consider the main asset classes and their recent performances: Bonds - 10 year UK Government Bonds, yields are now less than 1.50% p.a.

Shares - As measured by the FTSE 100, this index currently stands at just over 6,000 nearly 1,000 points lower than in December 1999. i.e. in 16 years the index has lost circa 15% in value.

Gold - Has lost a third of its value in the last 5 years.

Oil - Has lost nearly two thirds of its value in just 8 years.

Property - Commercial property has held up well and has outperformed most asset classes over the medium to long term.

UK Interest rates have now been held at 0.5% for the last 7 years, and could well remain at this rate for the foreseeable future.

The most important factor to longterm investment performance is to achieve annual growth whilst

minimising losses, this is most certainly achievable with the correct investments.

In the same period of time that the FTSE has fallen 15% an investment that would have provided a compound rate of return of 4.5% p.a. would have provided the investor with a return of more than double their original investment.

Compounding investment returns is therefore paramount to long term performance. Park First provides the investor with an excellent income as well as capital gain together with a high degree of capital preservation.

Airport Car Parks - This is a Commercial property transaction that is both straight forward and unique. The investor purchases a single or multiple car parking spaces at major airports. These car parks have been operating for 15 - 20 years and therefore can demonstrate a great track record.

These Car Parks / Spaces are fully managed and let on a daily or weekly basis. Currently spaces are available at Gatwick, Luton and Glasgow International Airport.

Others will soon follow at Heathrow, Manchester and Birmingham.

Glasgow Airport is a most interesting proposition as it has the further benefit of not having a rail link to the airport, therefore travellers have no choice other than to drive to the airport. Of the 4,500 spaces originally available, 3,900 have been sold, leaving just 600 spaces. Only 250 spaces remain at Gatwick and 1,500 will shortly be available at Luton.

When the car parks at Glasgow were purchased 2 and a half years ago they were achieving an average weekly rate of £45 per week per space, in the last 2 years the weekly rates have been increased to £55 per week which represents a 22% increase in income. As a comparison, weekly rates at Edinburgh can be as high as £95 per week. There is therefore further scope for future price increases.

Additionally, Ryanair have recently announced an additional 1,000,000 seat capacity from this airport.

Two independent RICS (Royal Institute Chartered Surveyors) valuation reports have recently valued the spaces at £30,000 each. Their calculation has predominantly been based upon the uplift in the occupancy rate coupled with the increased weekly price charged.

Once the space has been purchased by individuals, companies, trusts or pension funds, a 6-year contract is simultaneously entered into with the management company who continue to let the spaces on your behalf.

Park First provide the investor with an 8% Guaranteed return for years 1 and 2. The 8% is paid to the investor immediately following purchase of the space. i.e. annually in advance. The 8% is paid net of all management / service charges and ground rent.

Year 3 and onwards are paid on variably rates, quarterly in advance, Investors now entering their 3rd year are all receiving between 10% and 10.4% p.a. It is estimated that returns by year 5 will be circa 12% p.a. All spaces are let on a

strict rotational basis, hence why all investors benefit from a 94% average occupancy rate.

For investors looking to sell these spaces, Park First will at any time market the space on the investors behalf and charge a 5% commission of sale proceeds or alternatively they will buy back the space after 5 years at the original purchase price i.e. £20,000.

VAT thresholds in the UK are currently £83,000 p.a. Therefore, National Car Parks, ‘NCP’ and other similar car park companies are compelled to charge their customers VAT at 20% provided that individual investors at Park First does not exceed £83,000 p.a. income the spaces are let out free of VAT. They are therefore effectively 20% cheaper than their competition.

In summary this is a low risk, easy to understand investment that pays a guaranteed 8% income in year 1 and 2 and moves to a variable rate in year 3 and onwards.

The Busy Queen Bee on customer service BUZZ 4 – MEASURE The beekeepers, are some kind of mystery shoppers as they check the beehive regularly to ensure all processes are being done and beekeepers, of course, manage colonies of bees in order to harvest their honey.

Their job includes caring for the bees, maintaining and monitoring the hive to promote optimal honey production. Measuring the service you deliver will enable you to know where you are, understand your gaps and fill those gaps if necessary. Last but not least, measuring your customers’ satisfaction by conducting a customer satisfaction survey and you will make your customers feel valued. You will also gain valuable insights. But don’t ask for feedback if you are not prepared to make changes.

When you do make improvements, tell your customers what you have done as a result of their feedback.

The common types of attack were explained including phishing e-mails which involve a fraudster posing as a legitimate source and vishing which involves an unsolicited call from fraudsters claiming to be a bank, credit card provider or police asking for confidential information.
