Stanley Gibbons opens two new offices in Jersey Jersey based Stanley Gibbons Group plc, the AIM listed Company which trades in premium stamps & collectibles, announces the opening of two new offices in Jersey to accommodate its e-commerce and mail order growth plans. New offices on the 2nd floor of Minden House, Minden Place, St Helier will now house the corporate management team and will also form the hub of the developing E-commerce business. The offices have been recently refurbished to fulfil the Stanley Gibbons’ digital ambitions and the Company is actively recruiting in Jersey for this part of the business following the acquisition of an online trading platform late last year. The Company has also relocated its Benham first day cover business from Albert Pier to premises in New Street, St
Helier. This relocation provides for greater capacity that will inevitably be required as the Company expands its mail order business from Jersey and also provides a local retail outlet for Benham’s products. Stanley Gibbons will continue to operate its stamp and collectibles investment business from its prominent Hill Street showroom. What is the idea behind the Market? The Market is a new business service designed to help new and existing businesses adapt to modern consumer behaviour by giving vendors the ability to place some or all of their products and services in convenient reach of customers from a central town location at significantly lower overall cost than a comparable retail outlet; and for this to be combined with marketing through other channels such as traditional media, social media, online and telephone sales. How has consumer behaviour changed? With modern technology, consumers are increasingly turning to the Internet to research planned purchases of readily identifiable or branded goods and services. In many cases, such goods and services have become commodities traded in such a way that the economics of selling from a retail outlet, or even a back-street location in Jersey are no longer sustainable. This is why many retail stores and small businesses are closing. In terms of passing trade, in the absence of tourist trade, pedestrians familiar with an area tend to “tune out” product stimuli they have no immediate requirement for with the result that, even if window displays are changed regularly within a particular product category, business presence in a particular location may not perform as well, over time, as a more sophisticated approach to marketing. How does the Market address this change in consumer behaviour? The Market encourages business operators to adopt a consumer-centric approach to business rather than a traditional location-centric approach. Modern business is based on a regular dialogue with customers through traditional media, social media, catalogues, email and in person with the result that a small business may be overwhelmed by the task and the burdens of managing retail premises, stock, customer relationships and developing their business
at the same time. Market Services have been structured to simplify the management of retail premises, to create co-marketing opportunities, and to help turn retailing from what has b e c o m e a relatively cold sales experience premised on artificial barriers between consumers and sellers to a warm social business experience based on dialogue and mutual interest. Each time a customer passes through the Market, they find both regular, periodic and new vendors promoting products and services they are passionate about; each vendor having sufficient field knowledge and expertise to help guide them in selecting the right product, or sourcing the product they need at the right price. What has the response from businesses been like? Many business operators come into the Market with the pre-conceived idea that a business must operate from a fixed location, in a particular street in order to be successful. Although this is true to some extent, the real value of a business lies in the mindshare or goodwill associated with it: in the absence of tourist trade, this is the skill and experience of the business operator and the relationships it has developed with its past customers in the form of repeat custom, word-of-mouth and general market presence; customers are rarely as sensitive to precise location as business operators perceive. Consequently, uptake of the service has been slower than we would have liked but this, we believe, is a reflection both of the low levels of business confidence resulting from reduced consumer spending and the limited degree to which we are able to offer applicants exclusive use of window areas serving the Market. Nonetheless, consumer response has been very positive with people beginning to visit the Market regularly to see new businesses establish themselves. In our experience to date, businesses that have begun to use Market Services are operating sustainably if not profitably from the
Market within about a month of continuous trading; and with significantly reduced investments in stock and, importantly, no risk or overheads associated with onerous commitments such as a lease on premises or repairing obligations. For the only business that is not yet operating profitably the value of the Market concept has also generated dividends: the operator has identified deficiencies in its original approach to the business, and is now remodelling the business in context. In the light of these changes we fully anticipate that, with appropriate commitment, this business will also become cash-flow positive in a relatively short period of time. How is the Market Operator helping business operators operate sustainably, or profitably in practice? Apart from establishing a low risk alternative to taking a lease on retail premise, the Market Operator has identified demand for additional hands-on business support to help vendors establish themselves in the Market and in the marketplace generally. This support is delivered by analysing the vendors’ likely customer base and allowing vendors to display their goods and services in the window areas serving the Market in Sand Street or in York Street as appropriate; each of which benefits from large volumes of pedestrian traffic. The Market Operator is also prepared to co-fund certain marketing activity indirectly by providing discounted Market Services in support of vendors’ own investments in marketing through other media channels. Additionally, the Market Operator is trying to package and “systemise” the start-up business development process to help create a predictable path from concept to sustainable business. This is likely to combine Market Services with a range of traditional media, social media and online promotional tools that may be bought together. Around the world Dead Bees: Pesticide Kills 50,000 In Car Park A pesticide is being blamed for killing around 50,000 bees found dead in a shopping centre car park in the US state of Oregon. They were discovered clustering under dozens of blooming European linden trees in Wilsonville, south-west of Portland. The state Department of Agriculture said that tests showed the deaths were “directly related to a pesticide application on linden trees” that was meant to control aphids. It is investigating whether the application of the pesticide Safari was against the law. Most of the dead insects were gold-and-black bumble bees, but honey bees and some ladybirds were also found. Cambodia: Lost Ancient City Found In Jungle An ancient city lost for 1,200 years has been discovered in the Cambodian jungle by archaeologists using laser scanning technology. The city, which was linked to Cambodia’s famous Angkor temples complex, was uncovered using airborne lasers which penetrated thick vegetation to provide evidence of roads, canals and buildings. The discovery was announced in a peer-reviewed paper released early by the journal Proceedings of the National Academy of Sciences. The lost city of Mahendraparvata was found atop Phnom Kulen mountain in Siem Reap province, about 25 miles (40km) north of the Angkor complex. Kim Jong-Un ‘Hands Out Hitler’s Mein Kampf ’ North Korea says it will kill those behind a report that their leader gave the vicious anti-Semitic autobiography to officials. North Korea has threatened to kill the “human scum” responsible for an article that claimed its leader handed out copies of Hitler’s autobiography for his birthday. The article, by New Focus International, an online news portal run by North Korean defectors, said Kim Jong-Un had given copies of Mein Kampf to his top officials, urging them to study it as a leadership skills manual.
Girl Injured After Workman Falls Through Roof A young girl is hospitalised after a workman fixing her apartment roof falls on top of her as she is watching TV. A 12-year-old girl suffered concussion and broken fingers after a man fixing a leak in her apartment fell through the roof and landed on top of her. Maya Pur was sitting in the living room of her home in Philadelphia watching cartoons when the man crashed through the ceiling. She was taken to hospital in a neck brace after the accident. The worker was not seriously injured. Stepfather Jay Roshko told WPVI she could have been seriously injured if the workman had fallen just a few inches left of where he landed. Police said the 60-yearold owner of the roofing company, John Paul Kravchak, initially told authorities that he had fallen through into the apartment. But investigators later discovered it was a 38-yearold employee.Kravchak, of Collingdale, was charged with making false reports to police.

Man Dressed as Iron Man Robbed Florida Bank A man dressed in an Iron Man mask is wanted in a Florida bank robbery. A, 5’4” man in the mask and a tan jumpsuit entered a Wells Fargo yesterday at about 4 p.m. Armed with a gun, he demanded money and then took off in a maroon compact car. About ten people were in the bank at the time, but no one was injured. Brit wanted for attempted child abduction in VélezMálaga arrested in Morocco A British sex offender Robert Bill, 58, who had been identified by the Spanish police as the man who attempted to abduct a 12-year old girl in VélezMálaga in November 2012, was arrested in Tetouan (Morocco). He was interrupted by locals in the process of attempting another abduction, this time involving a six-year-old. It was the sound of the young girl screaming that alerted the neighbours. They chased the suspect down the street, managed to stop him and handed him over to the local police. It appears that Bill had been on the run in Morocco since the incident in Vélez-Málaga on November 19th 2012. On that occa-

Channel Islands toddler groups voted Best in Britain in ‘Parenting Oscars’

The three groups, St Aubin’s Methodist Church Parent and Toddlers, St. Sampson’s Baby and Toddler Group & Les P’tits Copains – French speaking playgroup were voted the most popular in the area, in the prestigious competition run by Britain’s largest parenting site Netmums.com. More than a million parents were eligible to take part in the voting to select the best-run toddler groups around the country. Local mums, dads and childcarers praised the winners for their ‘friendly staff and devoted organisers’ and for ‘fostering a strong sense of community’ in the local area.

The late Georgian fort is already a listed building but this designation currently excludes the iconic waved roof structure, completed in 1974, which caps the Fort’s parade ground. Deputy Rob Duhamel proposes to change this by signalling his intent to add this structure to the list. “Part of my ongoing review of the historic environment includes, for the first time, a comprehensive assessment of the Island’s postwar buildings and structures. “The roof of Fort Regent is a modern architectural structure which we are all familiar with and it is, perhaps, taken somewhat for granted. It is
a key feature of the St Helierskyline and it was an ambitious and ingenious solution to the challenge of covering the parade ground when it was developed: it is a worthy addition to the list because of its architectural and scientific interest,” said Deputy Duhamel.

Today children can grow up without decay. The secret lays in prevention! You can start as soon as pregnancy and early motherhood. Regular examinations and hygiene visits will keep you out of trouble. Remember gum problems and growing decays can cause premature birth; bad bacteria can also be passed over to the baby by a kiss. The individual decay risk of a child should be assessed as early as possible. Children and adults require instruction and guidance when carrying out oral health care. Parents need help identifying problem areas. Plaque, is a great source of a bad bacteria and accumulates in regions that are difficult to detect for the untrained eye. Orthodontic fixed braces can be a real challenge when it comes to oral hygiene.
Disclosing tablets or disclosing liquids are the most effective way to make the plaque visible and that way you can target the most difficult areas and keep your mouth clean. Plaque Disclosing products contain a harmless temporary dye that is attracted to bacteria on the teeth and in the mouth. Any areas you may have missed during brushing and flossing are shown with the dye. But don’t worry, the dye is only temporary, and the stains disappear after you brush and rinse a few times. It’s a great tool to teach kids how to brush and floss properly, and it’s also handy for people with braces! In order to stay healthy, teeth need to be supplied with small amounts of fluoride throughout their lifetime. The application of a fluoride varnish coats teeth and protects from bacteria and strengthens the structure of the tooth.
This type of treatment is suitable for children and adults, it is even suitable for treating preschoolers. Fluoride is a mineral that helps to prevent tooth decay. Fluoride varnish is a golden gel which is applied to children’s teeth using a soft brush. The varnish sets quickly and has a pleasant taste and a fruity smell. Fluoride varnish is effective in the prevention of decay in permanent teeth and advised that it should be applied to the teeth at least twiceyearly for pre-school children assessed at being at increased risk of dental decay. Fluoride varnish leads to heavy remineralisation of the enamel surface, and subsequent acid attacks will allow fluoride ions to penetrate more deeply into the tooth structure. Varnishes like Duraphat® are useful because they stay on the tooth surface for some hours, allowing slow release of the fluoride ion. The consumption of acidic foods and drinks can cause tooth erosion and decay. There are products that contain fluoride, calcium and phosphate and are available for home use. They protect and remineralise weakened tooth structure. These products are great for young patients with sensitive teeth, with acidic diets, for children
with a high risk of decay and for those who are undergoing orthodontic treatment. Another form of prevention is fissure sealant. Sealants can protect your children’s back teeth, so that they may never need to have a filling! They are a protective plastic coating, which are applied to the chewing surfaces of teeth at risk of decay. The chewing surfaces of back teeth have small grooves or fissures which often extend right down into the tooth itself. However well the teeth are brushed, these fissures are very difficult to clean thoroughly. Bacteria and food particles stick to them and eventually cause decay. Fissure sealants completely seal off these grooves, preventing any food particles or bacteria from getting in. They do not affect the normal chewing function of teeth. No special care is needed after, but the back teeth still need to be brushed regularly with a good toothbrush, preferably using fluoride toothpaste. Words by Joanna Kumpin.

Improved Housing Scheme

The Housing Department is extending its deferred payment scheme to help more islanders buy their own homes. The scheme, which was approved in 2007, has already made home ownership a reality for 54 families who would not have been able to afford to buy a home without assistance. Now it will be extended from existing social housing tenants to those who qualify for assistance through the Affordable Housing Gateway. The Housing Minister, Deputy Andrew Green said “Fundamentally it’s about being fair. The introduction of the Affordable Housing Gateway has meant that we can now identify a wider pool of people in housing need and there is a clear and significant demand for families to buy an affordable home.” The information provided by applicants in Band 5 (those wishing to buy with assistance) on the Gateway shows that they are not in a position to buy a home on the open market without assistance. The Affordable Housing Gateway is the single point of access for all affordable housing in the Island. In order to pull together the information needed to consider new schemes, the Housing Minister is asking those interested in buying property through an assisted purchase scheme to apply through the Gateway. The Strategic Housing Unit, responsible for the Affordable Housing Gateway, will be carrying out work on the Housing Strategy, which will introduce other affordable housing products. Until these are established, the existing deferred payment scheme offers a useful mechanism for qualifying applicants to buy. The scheme, managed by the Housing Department, will still operate under the same guidelines as before; applicants will continue to be means tested in line with established policy and allocations will be prioritised to ensure that each home sold is put to the best possible use. The recommendations brought about as part of the review say that;
1. deferred payment sales will continue as a means of providing funding for the housing refurbishment and new build programme 2. homes can be sold to anyone (other than existing home owners) registered with the Affordable Housing Gateway irrespective of whether or not they are an existing social housing tenant 3. a maximum 25% deferred payment will be made available on a means tested basis 4. all sales continue to be approved by the Minister for Treasury & Resources 5. all properties sold will be retained within the Affordable Housing market by contractual provisions which restrict onward sales 6. income from the sales will continue to be used in refurbishing the stock or in developing new homes. The Department’s business plan demonstrates that an average of 15 sales per year are needed if the development and refurbishment programme is to continue and funds advanced to the Department are to be repaid to the Treasury. The Minister said “It is the aim of our Business Plan to develop or acquire a significant number of new social rented homes; therefore these sales can be offset. By targeting sales at a specific group of people who could not afford to purchase otherwise, we are ensuring that we are not imposing unnecessary strains on the wider housing market and the demand for social rented homes in particular. The sale of properties under the scheme enables the Department to invest in more social rented housing” Work has already started on 113 new social rented homes at Langtry Gardens, Le Squez phase 2c and Journeaux Court so far this year. Schemes for a further 58 homes will commence shortly at Lesquende Phase 1 and on the former Le Coin site in Ann Street. Proposed schemes at the former JCG site, the remaining phases of Le Squez and the scheme recently approved for the Ambulance HQ and Summerland sites will all contribute to new housing supply over time. They will also support the Island’s construction industry, secure jobs for Islanders and allow greater flexibility in the use of the existing stock.

Groove Grows!
Last year saw the first ‘Groove de Lecq’ family fundraising festival raise over £15,000 for Headway, the brain injury charity. Over 900 guests enjoyed the very best of local music and performances which transformed Le Moulin de Lecq pub and adjoining fields into a spectacle of colour and sound. This year ‘Groove’ is set to expand on the success of last year’s event suitable for all the family. The capacity has been increased to 1,500 with extra entertainment, stalls and games. The price of children’s tickets has been halved and an early bird ticket available for adults to encourage more families and music fans to be part of the fundraising festival. The Valley Field with the main stage will see local bands ready to put on a show and an addition of a comedian compare. A large star shade marquee will be added with a bar and seating areas. The Kids Field with Play Park will expand to include bouncy castles, bungee, competitions, ice cream, photobooth taxi, face painting and a healthy kids cocktail bar run by MOO.
The successful acoustic stage in the marquee bar will host the best local musicians; new for this year will be the Rocksteady Reggae Shack with DJ’s getting everyone in the mood with summer sounds. This year the organisers are giving younger bands a chance to play on the main stage at Groove joining local acts already confirmed including Rosie Barette, Any Given Sunday & Lizzard Channel. Under 18 bands are invited to send a demo or a link to to groovedelecq@hotmail.co.uk by 19th July. Two bands will be chosen to perform and open the festival. The ethos behind the event is simple: to create a community festival with a cooperative of artists and volunteers to help raise funds for Headway, the brain injury charity. Aria aficionados are in for a treat this summer with screenings of some of the greatest operas of all time at Jersey Opera House. The Metropolitan Opera’s productions of Carmen, La Traviata, The Barber of Seville, Il Trovatore, Turandot and Armida will all be broadcast this season on the theatre’s HD screen for the value price of £10 per ticket. The Encore Season kicked off with all-time classic, Bizet’s Carmen on Wednesday 19th June, starring Elĩna Garanča as the seductive
gypsy of the title. Verdi’s intense drama, Il Trovatore, was screened on Wednesday 26th June with Sondra Radvanovsky, Dolora Zajick, Marcelo Alvarez and Dmitri Hvorostovsky singing the lead roles. Rossini’s Armida, on Wednesday 17th July, tells the mythical tale of a sorceress who enthrals men in her island prison and stars Met Opera star soprano Renée Fleming as the lead opposite no fewer than five tenors. Natalie Dessay dons the red dress as Violetta in a modern minimalist production of Verdi’s La Traviata on Wednesday 24th July.
The famous “Nessun Dorma” will draw crowds on Tuesday 6th August for Puccini’s last opera Turandot, and finally superstar tenor Juan Diego Flórez stars as Count Almaviva alongside Peter Mattei as the swaggering Barber of Seville on Tuesday 13th August. The Met Opera screenings are increasing in popularity with islanders.
