Much more celebratory than Christmas and of course, celebrations mean feasting - which is what the Italians do best. Easter has always been extra special for us, indeed my dad was named after it (Pasquale) so there was always a big family party at our house to celebrate. Even though we lost my dad three years ago, my Mum still starts the food prep 4 days before Easter and makes enough Pizza Ripiene (Easter Pies) to feed several local families. Whatever your religious beliefs, April brings so much to celebrate. The first delicious vegetables begin to sprout, the joy of tasting the first of the outdoor Jersey Royals, the fruit trees beginning to blossom and the sun shining longer every day. Famous Cow Productions is delighted to announce an intimate evening with the award winning Katherine Jenkins OBE, in aid of Jersey Hospice Care. The event will take place at the Royal Jersey Showground on Saturday 20th May 2017. Katherine is a mezzo-soprano singer and songwriter who has had enormous success throughout her career. Katherine’s albums received Classic Brit Awards in 2005 and 2006 and six out of her seven albums reached number one in the UK Classical charts. Katherine has also achieved great success in her charity work, from running the London Marathon to entertaining the troops in both Iraq and Afghanistan. Full story on page 24.

thank ebillers with some power planting for National Trust The National Trust for Jersey’s Wildlife Hedge Fund yielded its first dividend when staff from Jersey Electricity planted hedges around a large Trust-owned farm field at La Feverie, Trinity, backed by donations to the fund for customers who switched to ebills. Under the guidance of Trust Ranger Will Kirby, 17 Jersey Electricity employees planted over 300 Hawthorns and Blackthorn in just a few hours, prompting Will to say: ‘You’re certainly a productive lot at Jersey Electricity! We didn’t expect you to get that much done so quickly.’
The staff from Production, Distribution, Finance, Planning and a Board Director also planted two Elms that are part of the 80 the Trust has planted around the Island to mark its 80th anniversary last year. Overhead Linesman Martin Sampson said: ‘My job often involves cutting trees down if they are interfering with overhead power lines so I thought it would be nice to put a few back!’ JE donated £5 for every customer who switched from paper bills to ebills during the autumn enabling the Trust to start restoring the Island’s Elm population and launch the Wildlife Hedge Fund. The charity
hopes to plant 1km of hedges a year around its 600 vergees of agricultural land to provide food, shelter and nesting for birds and travel networks for hedgehogs and other wildlife. JE’s Customer Service Manager Jerry Robins said: ‘We are pleased
that we and our customers can help the Trust make a real difference to our countryside. Over half our customers now receive ebills and we’d like to continue this initiative to create more hedges and encourage customers to move to ebills. The Company thought it would be a nice gesture for staff to get involved in
the planting of these first hedges on behalf of our customers.’ JE offers customers a discount of £3 a quarter if they receive ebills and pay by either Monthly or Variable Direct Debit as this cuts administration costs. It can be done over the telephone by calling 01534 505460.
31 new affordable homes in St Helier The Minister for Housing, Deputy Anne Pryke, has welcomed the approval of a planning application for 31 new affordable homes in the centre of St Helier. The new homes will be built by CTJ Housing Trust, which received approval to demolish 1-2 Minden Place and build a five-storey retail and residential development. This will include 26 one-bedroom and
five two-bedroom social rented apartments, and three retail units at ground level. The apartments will be for eligible households registered on the Affordable Housing Gateway, the point of access for social housing in Jersey. The development will also include a number of public realm improvements comprising wider pavements and the planting of trees.
The Trust’s Chairman, Diarmuid Lynes, said “We are delighted to have received permission for the development at Minden Place. This is an important development for the Trust, which will see it grow further and be able to provide some of the accommodation to disadvantaged groups in the island, most likely in partnership with a local charity.” Deputy Pryke said “I am extremely pleased that CTJ’s application has been approved. This is a welldesigned proposal which will provide much-needed affordable rented accommodation, including for some of the most vulnerable people in our community. This reflects the Trust’s objective of helping marginalised groups. “The development will also help us to provide 1,000 new affordable homes by the end of the decade, and will support the continued regeneration of this part of St Helier, which was identified in the North of Town Masterplan.” Building work on the development will start soon and is expected to be completed by 2019.

A third International Finance Centre building has been granted planning approval. ‘Building 6’ will be developed on the south-east side of the old Esplanade car park. In a statement, the Jersey Development Company, which is behind the project, says it is delighted the detailed plans for ‘Building 6’ have been approved. “The building will be located
adjacent to IFC 5 and will provide approximately 70,000 square feet of modern Grade A office accommodation over five floors, including a restaurant on part of the ground floor,” the statement says. “There will also be private underground parking for 51 cars and 72 bicycles. “This high quality Grade A office building, alongside IFC 1 and IFC
5, will provide the necessary infrastructure to support the growth of locally based international businesses as well as attracting new business to the island.” There have been a number of protests and appeals lodged against the controversial Waterfront development, with critics arguing the island does not need any more office space.

Application for new sewage plant The Department for Infrastructure (DfI) has submitted a Planning Application for the construction of the new sewage treatment works (STW) at Bellozanne. The new plant is needed because the existing one is nearly 60 years old and has reached the end of its useful life. Maintenance and repair has become increasingly more difficult and costly. Preliminary works to prepare and make space for the proposed site are currently underway and were subject to prior approved planning applications. The Household Recycling Centre has already been relocated to La Collette and the hillside at Bellozanne is being excavated and stabilised providing more room for the new plant. This work is due to be completed by the end of 2017. A drop-in session was held to acquaint the public with the project prior to submitting the planning application. Subject to Planning approval, construction of the new STW is programmed to commence in early 2018 and be fully commissioned in mid-2022. Royal Mail to blame for price changes Jersey Post are blaming new price increases on higher costs from Royal Mail and the fall in value of the pound. The cost of a local letter is going up by 1p, from 48p to 49p, and letters to the UK, Isle of Man and other Channel Islands by 3p, from 60p – 63p. The company say less post being sent, as well as the rising number of houses they deliver to are also responsible for the hikes. The cost of some international letters has gone up, but those weighing up to 100g are now cheaper to send. • 73p – Price of sending a 10g letter to

New Goodness Gang arrives Jersey Water profits rise Jersey Water increased it's profits by 4.4% in 2016, according to the latest financial report. The company, which is nearly three-quarters States owned, say they are pleased with the results. The profits come despite a number of water challenges in 2016, including pesticides in Val de la Mare reservoir and ongoing pollution from nitrates. However, the company claim that the quality of the water remained "very high", with an overall regulatory compliance rate of 99.99%. A total of £4.6m was invested in installing 1.3km of new mains, and replacing 2km old pipes. Overall, they added 374 new water connections to the network.
Community safety grant applications Community and Constitutional Affairs (CCA) is now accepting short-term grant applications for projects that meet the objectives of the Building a Safer Society (BaSS) strategy. Funding for work related to the strategy was agreed by the States Assembly in 2000, and since then, seed money has been provided to various initiatives, which are periodically reviewed to assess how well they are performing against the BaSS objectives. Following the latest review of current projects, it was decided that there was scope within the existing BaSS funds to accept applications for new initiatives. Over the past ten years, the BaSS strategy has funded some innovative and successful approaches to community safety, with ongoing monitoring and annual reports helping to track progress. BaSS works in partnership with different agencies in both the public and private sectors, as well as in the voluntary and community sector (VCS), to ensure value for money and the delivery of effective services to our community. Following the success of Charlie Carrot, Bobby Broccoli, Grace Garlic and the rest of the Goodness Gang, The Channel Islands Cooperative Society is launching a new initiative aimed at educating children about the importance of healthy eating. The Society’s ‘Grow your own Goodness Gang Garden’ will give islanders the opportunity to grow their own produce. It follows last year’s successful Goodness Gang initiative which saw thousands of stuffed toys in the shapes of fruit and vegetables being collected across the Channel Islands. ‘The Goodness Gang teddies were so popular and the feedback we had from islanders was that it had encouraged youngsters to view fruit and vegetables differently. We wanted to build on that because as a community retailer, it’s vitally important that we help spread the healthy eating message,’ said Mark Cox, Chief Operating Officer for The Channel Islands Co-operative Society. ‘The Goodness Gang Garden will be an interactive approach to educating children and their families about the importance of
healthy eating and how easy and fun it is to grow your own herbs and vegetables. We’re sure customers
will welcome back the Goodness Gang and we’re looking forward to seeing lots of pictures of healthy
plants and delicious meals using the freshest possible ingredients.’ There are 20 different seed pots available including spinach, cherry tomatoes, cress, cucumber, basil, dill and thyme. The pots aren’t labelled to encourage people to try something different. Customers will be given a seed pot for every £15 they spend in any Grand Marché, Locale or En Route store excluding fuel, travel, Post Office and cashback. A collector’s tray and an information booklet will be available to purchase. The Society will also be offering seed pots, trays and information booklets to every primary school in the Channel Islands as well as vouchers for pupils to receive a free seed pot. ‘Growing something from a seed is enormously satisfying and we want as many children as possible to experience that and have the chance to try a vegetable or herb that they may not have tasted before. We hope that every primary school in the Channel Islands will want to get involved as we recognise the important part they play in teaching youngsters about healthy eating,’ said Mr Cox.
International recognition for Splashchat initiative Splashchat, the award-winning local health initiative, will feature at the 32nd Alzheimer’s Disease International Conference taking place in Japan at the end of the month. The project gives carers and
people living with dementia the chance to meet on a weekly basis for a swim and a chat and has been chosen by conference organisers as one of the best examples of community engagement and good practice from hundreds of schemes
from across the world. A joint venture between the Occupational Therapy Service, the Memory Clinic, AquaSplash and Jersey Alzheimer’s Association (JAA), it was the overall winner of the Health Department’s quality improvement awards in 2016. The annual conference staged by Alzheimer’s Disease International attracts thousands of specialists and people with an interest in dementia from over 100 countries around the world and takes place in Kyoto at the end of April. Mark Blamey, the manager of JAA who will be travelling to the conference with senior occupational therapist Sarah Blake and AquaSplash’s Sally MintyGravett MBE, the swim assessor for Splashchat - said it was a great opportunity to promote the benefits of social swimming and to encourage others from around the world to set up similar swimming groups. “The Alzheimer’s Disease International Conference is one of the world’s largest and most important conferences on Alzheimer’s disease and dementia and features a range of international speakers as well as showcasing the very best examples of treatment and good practice,” said Mr Blamey. “This year it’s in Japan which
as a country, and as a culture, is leading the way in dementia care and awareness and so not only is the invitation to exhibit a great opportunity for Splashchat to share its story internationally, but it’s also a chance for us to celebrate the success of the partnership JAA has developed with the Memory Clinic and Jersey’s occupational therapists as well as other key partners such as AquaSplash,” he added. Every week, the parties and volunteers involved with Splashchat meet at AquaSplash for a swim before retiring to The Bar and Canteen for a coffee and a chat. They also use the Radisson for swimming when the main pool is unavailable and are grateful to the £1,000 donation they’ve received from businessman Ted Clucas, the chairman of Jersey Waterfront Hotel Holdings Limited, the company which developed the Radisson. This has now been matched by an anonymous donor and the money that’s been received will go towards covering the costs of travelling to the conference. Affordable home scheme refused Klang II update Andrew Le Quesne Following on from the article in last month’s Jersey Pages there has been a very positive response from the public. Firstly, an apology, I mistakenly wrote that the pre-war owner was W P Le Marquand where it was Phillip Le Marquand, my apologies to his family. In the meantime Klang II is still in Mystic Seaport, those of you who watch the weather may have noticed that there have been a couple of blizzards on the East Coast of America recently. The lowest temperature I spotted was minus 32C, which reminded me how lucky we are in Jersey to be warmed by the Gulf Stream. As soon as the weather warms up the Surveyor and the shipwright will be springing into action and we hope that with a good survey report we will be on the way to bringing her home. Although it would have been nice to have Klang return in time for the Barclays Boat Show at the end of April it is now a priority to have her back in Jersey in time for the St Malo Evacuation Anniversary in the middle of June. We are getting quite excited about the prospect of bringing Klang II back and hope that the public will really get behind this historic Little Ship.
Jersey's Planning Committee has refused a scheme for 20 affordable homes in the Parish of St Martin. The site, a field on La Grande Route de Faldouet near St Martin’s Village, was rezoned for affordable homes in 2014 as part of the Island Plan review. Planning Committee members said that the proposed homes would 'seriously harm' neighbouring properties. The homes, which are being developed by St Martin's Housing Association, have to meet the Department of the Environment’s residential standards. That includes
a minimum 50m² garden for each house. However, there were concerns that the height, position and orientation of the proposed houses would cause problems for neighbours. Plans for the three-bedroom homes had already been changed in response to concerns expressed by neighbours. A garage block was removed and two pairs of homes have been repositioned, however, five people still objected to the revised plans. Four other neighours were broadly supportive but wanted to
improve the scheme. Under planning policy, the application has to be assessed to determine whether a development would cause ‘unreasonable harm’ to neighbours. Planning Committee members said they
were "sympathetic to the need for the development". However, it was decided the "proposed dwellings would have a serious harmful impact on neighbouring properties". On that basis, the application was rejected.
Charity searches for sponsor to rescue annual Scarecrow Trail Family Nursing & Home Care (FNHC) will be forced to cancel its annual Scarecrow Trail unless a sponsor comes forward to help with the costs of running the popular community event. The Scarecrow Trail had over 500 islanders take part last year and this year would be its fourth year running, but for it to go ahead, FNHC will be looking for a sponsor to provide around £1,000 to cover the costs of putting the event on. This year, FNHC has a partnership
with the aMaizin! Adventure Park who is providing a large package of support to the charity’s child and family nursing teams. They have also offered to display the best made scarecrows at the Adventure Park to extend their brief but glorious reign into the summer. The FNHC Scarecrow Trail, which launched in 2014, sees properties all along the Railway Walk, from Corbière to St Aubin, display scarecrows made

Jersey Met strengthens its UK links to improve traveller safety in fog
Plans for 253 homes on Gas site approved
Jersey Met, which provides meteorological services to the Channel Islands, is working more closely with its UK counterparts to improve safety and convenience for air travellers. Its aim is to limit the impact of extended periods of fog, as has been experienced in Jersey recently. Jersey’s meteorologists have been working to maintain and improve links with the UK Met Office Aviation team. The UK Met has forecasters working in teams at Gatwick, Heathrow and EasyJet Operations at Luton. Fast and direct access to the teams at Gatwick and EasyJet Operations helps provide a better service to Jersey Airport, by, for example, allowing forecasters to exchange information about local fog. Principal Forecaster at Jersey Met John Searson said: “Our close proximity to the runway at Jersey

Jersey Gas Company applied for outline permission to demolish all the existing buildings on its site, and to build 253 homes and two commercial units in four blocks. The application includes 209 parking spaces, 253 bike storage spaces and an area of enclosed public open space. Plans for the site were approved in 2015 and then overturned on appeal last year due to concerns about the impact of the proposed development on nearby homes and on the appearance and character of Tunnell Street. Just4Keepers up summer schedule Just4Keepers is nationally and internationally recognised as a goalkeeper coaching and equipment business, which has now reached the Channel Islands. It was started in April 2015 in Jersey by Matt Elcock. Just4Keepers CI currently coach around 25 keepers on a weekly basis providing specific goalkeeping training in a fun, learning environment. Matt spent most of his playing years in goal, representing the Jersey youth teams. He even had trials for professional teams Derby County & Barnsley. He then decided to further his football knowledge by moving into football coaching and has been a qualified football coach since 2001. He has worked as far away as the USA, coaching children of all ages and abilities both outfield and in goal. His passion for goalkeeping meant in 2013 he focused solely on goalkeepers and having identified a gap in the local football market, decided to bring Just4Keepers to Jersey. Just4Keepers ChanneI Islands (CI) has had over 40 goalkeepers come through the doors to date, and simply want to provide the best possible goalkeeping coaching from qualified goalkeeping coaches, for all ages and abilities. They currently coach every
Friday evening at Rozel FC between 6:30 and 9:30pm. There are two sessions, one for ages 7-11 and one for ages 1216. However, from April 18th they are launching a second session per week on Tuesdays at Haute Vallee 3G pitch from 6-7pm for all ages 7-16. In addition to group sessions, Just4Keepers CI caters for the following to really focus on improving those techniques and game management: • Private 1-2-1 or 1-2-2 sessions • Sessions at your local football clubs for 3 or more goalkeepers (senior or junior)

Use a scarf or hat to cover your head when you’re out in the sun. Not only does this provide extra UV protection, but it also helps your scalp to retain moisture. A hat reduces damage caused by wind, especially if your hair is prone to tangling.
2. PUT YOUR HAIR UP IN LOOSE STYLES A messy braid is ideal for keeping your hair under control and minimizing exposure to the sun. Tight hairstyles can be damaging because they tend to pull and tear hair, especially if your hair is dry from the summer heat.
3. Wash less often Frequent washing strips your scalp of its natural oils, which in turn stimulates additional oil production and makes you feel the need to wash it even more. Try just rinsing in the shower after a day at the beach or pool, and see if that gets rid of some extra oil. Use a homemade or natural dry shampoo, such as cornstarch, in place of regular shampoo to go a bit longer without washing. Another quick fix is to dab a cotton ball soaked in witch hazel along your scalp to dissolve excess oil.
4. Reduce the heat
Try to blow-dry your hair as little as
possible. It is already exposed to a significant amount of heat throughout spring and summer so give the blow dryer a break and go au naturel if you can. Avoid flat-irons, too, as they will do further damage to already-dry hair. Plus, a sleek hairstyle only makes that frizz stand out more.
5. SPRITZ & SEAL Make a concoction of water, aloe vera juice, and avocado oil. Keep it on hand to spritz whenever a bit of moisture and/or control is needed.
6. CONDITION ALWAYS Rinse with apple cider vinegar diluted in water for a quick natural conditioner. Use some coconut oil or shea butter (careful with this, since it can be heavy) to smooth, de-frizz, and moisturise your locks after washing. The oil will give some shine and, if you have wavy hair, create natural, air-dried curls. Try a natural deep conditioning treatment once a week to get that extra bit of moisture into your hair.
7. No more swimmer’s hair
If you’re a blond who turns green after a dip in the pool, try rinsing out your wet hair with ¼ cup apple cider vinegar and 2 cups water to get rid of discolouration and dullness. It helps to get your hair
wet before entering the water because then it won’t absorb as much chlorine.
8. Add some sunscreen
There are shampoos that contain UV protection, but most of those are chemical-laden. One quick way to add some protection is to run your hands lightly through your hair after applying sunscreen to your body.
9. Try a hot oil rinse
Coconut, olive, and avocado oils are good at penetrating the hair shaft. Shampoo hair as usual, then work in oil from ends to roots. Rinse, then condition as usual. Your hair should feel moisturised afterward, but not greasy.
10. Fake that beach look
One blogger recommends this homemade sea salt spray, made with 1tsp sea salt and 1tsp coconut oil, mixed with water in a small spray bottle. Spray and scrunch to get that desirable wavy beach look.
11. USE A COMB Avoid pulling anything through your hair when it’s wet.. Widetooth combs are most gentle for untangling hair as brushes can pull and tear.

Latest trends and seasonal produce Words by Trizia Clarke, Trizia’s Italian Kitchen ‘Pasqua’ – Easter in Italy, is considered the most important religious event of the year. Much more celebratory than Christmas and of course, celebrations mean feasting - which is what the Italians do best. Easter has always been extra special for us, indeed my dad was named after it (Pasquale) so there was always a big family party at our house to celebrate. Even though we lost my dad three years ago, my Mum still starts the food prep 4 days before Easter and makes enough Pizza Ripiene (Easter Pies) to feed several local families. Whatever your religious beliefs, April brings so much to celebrate. The first delicious vegetables begin to sprout, the joy of tasting the first of the outdoor Jersey Royals, the fruit trees beginning to blossom and the sun shining longer every day. There are so many ingredients ‘at their best’ now, including local fresh crabmeat. For a fast, easy meal that shouts luxury, there can’t be anything nicer than Crab Linguine.
(reserving some cooking water) and tip into the frying pan, adding the pasta water to make a nice sauce. Take it off the heat and then throw in the parsley and watercress and toss again. Serve immediately.
Ingredients to serve 4: • About 300g dried linguine pasta • 2 cloves garlic • 1 large red chilli • 250g crabmeat • 3 - 4 tbsp extra virgin olive oil • 1 juice of lemon (& zest) • 1 handful parsley chopped • 1 handful watercress roughly torn
You will need: • 200g sugar • 5 large eggs • Pinch of salt • 250g ground almonds • 250g Jersey butter • 200g good 70% dark chocolate • 1 tsp vanilla or almond extract • Optional: 1 small glass of liqueur (Tia Maria or Cointreau works well) OR 1 tbsp instant espresso coffee powder
Method Put a large pan of water on to boil for the pasta. Pour the oil into a large frying pan and grate or crush 1 – 2 cloves of garlic into it. Then add the chopped and seeded chilli. Let it heat gently, so as not to burn the garlic. Tip in the crabmeat, breaking it up gently with a fork. Grate the zest of the lemon into the pan and add the juice. When the pasta is cooked, drain it
Another seasonal food is of course chocolate. Although not strictly ‘in season’ it certainly feels like it has it’s season at Easter time. Whether coming to the end of a Lenten promise or not, most people look forward to a chocolate splurge at this time of year and in my opinion this next recipe is the best possible thing you can make with good quality 70% chocolate. Torta Caprese is named after the beautiful island of Capri from where it originates. It’s naturally gluten free, with a crisp covering and a moist, dark and delicious interior. This recipe serves 8-10. Like most Italian desserts it’s traditionally laced with sweet alcohol but you can leave it out and it will still be delicious. The optional coffee powder is definitely worth trying as it somehow makes the chocolate taste more chocolatey.
Method Pre-heat oven to 160. Grease and line a 9 inch loose bottomed spring form tin with a little oil and parchment paper. Melt the butter and the chocolate in 2 separate bowls in the microwave or over a pan of simmering water. Separate the eggs, putting the

yolks in small bowl or jug. Whisk the egg whites until stiff in another bowl, adding a pinch of salt. Beat the melted butter and the sugar in a separate bowl until light and creamy. Add one egg yolk at a time, followed by the extract, mixing well. Add melted chocolate and the liqueur/coffee if you want to and beat in. Add the almonds and mix well. Finally gently fold in the egg whites and then pour into the tin. Bake for 40 mins. Remove from the oven and let it sit in the tin for at least 30 minutes. Mark Sargeant’s sea bass with creamed crab and chilli spelt Spelt is an ancient British grain that can be cooked in much the same way as risotto rice but which offers a bit more bite and a lovely nutty flavour. If you can’t find sea bass, then bream, salmon and cod all make great alternatives.
• 2 garlic cloves, finely chopped • 200g pearled spelt • 100g brown crab meat • 800ml fresh chicken stock • 2½ tbsp double cream • 25g pack chives, finely chopped • 100g white crab meat

Meanwhile, heat • small knob unsalted butter the chicken stock in a small • 60g unsalted butter saucepan. • 2 echalion shallots, finely chopped 2. Add the warm stock to the spelt a ladle at a time, stirring • 1 bay leaf • ½ x 20g pack thyme, leaves continuously, adding more stock picked once it has been absorbed. Cook • 1 red chilli, deseeded and finely until the spelt is just tender – chopped about 15-20 minutes; set aside

while you cook the fish. 3. Heat the oil in a non-stick frying pan over a medium heat. Pat the sea bass fillets dry on kitchen paper and season. Place the fillets skin-side down in the pan (if they curl up a little, press firmly and they will relax back down). Cook for about 4-5 minutes, until almost cooked through. Add the butter, take the pan off the heat and turn the fish over – the residual heat will cook the fish through while you finish the spelt. 4. Put the spelt back on the heat to warm through, then stir in the cream, chives and white crab meat. It should have a loose texture that settles once stirred, like risotto; add a splash more stock (or water) if it seems too dry. Season, divide between plates or shallow bowls and top with the sea bass. This recipe first appeared in Waitrose Kitchen magazine.

Katherine has also achieved great success in her charity work, from running the London Marathon to entertaining the troops in both Iraq and Afghanistan. support such a wonderful cause!" The support act for the evening is girl group Sahara, a string trio with soprano saxophone, set up by saxophonist Sarah Louise Ings. Individually the girls have supported Olly Murs, Cheryl Cole and Robbie Williams. After Sahara, Katherine will perform a 45-minute set alongside her pianist. The evening starts at 6pm with a champagne reception followed by a three course dinner with coffee and chocolates catered for by Harpers. To finish, the entertainment continues with a DJ and dancing. On-going investment plan shows commitment to island tourism The latest phase of substantial refurbishment programmes are nearing completion at both the AA five star Grand Jersey Hotel & Spa and the AA four Silver Star L’Horizon Beach Hotel & Spa as the businesses gear up for what is looking to be a promising season. Owners, Hand Picked Hotels, are further underlining their confidence in the island’s tourism industry with a total investment of around £3.7 million in its Jersey properties in the last two years alone. This includes the complete refurbishment of all 106 bedrooms and adjacent corridors at L’Horizon, meaning all of the hotel’s guest rooms have now been updated, along with the redecoration of the hotel’s beautiful Crystal Ballroom. A minor hiccup along the way Words by Dennis Shore, CVM
Wow what a month! We have just had our busiest time since opening CVM in both sales and rentals, and it looks like we were only the tip of the iceberg when you consider the number of properties that transacted court during March. It will be a while yet before the figures are confirmed, but the activity on court day in the hostelries close to the Royal square show that whilst some could afford a celebratory drink, others were realising their dream of being properly broke for the next 30 years! During the month we experienced a few niggles before the properties could be transacted (bought or sold to you and me). When you are about to part with several hundred thousand pounds the whole process can become somewhat scary and when there is an issue it can become very frustrating and at worst, push you to the edge of
a very high cliff wishing you had never got involved in the first place. However, for those of us in the business, Estate Agents, Advocates, Conveyancing Lawyers, Developers, Bankers and a whole raft of other people, we tend to see these things regularly. In the main we can judge how big an issue really is and then respond accordingly. For example, a common issue is access and boundaries, these tend to arise particularly if a property has not transacted for many years and is not on an estate type development where things like that are relatively easily defined. “My house backs onto your house and the garden wall separates us” is unlikely to cause anyone a real problem. However, what if you are down a track or lane that everybody knows about, all the houses off the track have always used it because Clary and his Mum said it was OK back in the day? Nothing was ever put into the deeds of any of the properties and as long as Clary or his Mum are still around, that’s fine, but any piece of land has an increased value over what it may have been considered to have had back then. Relationships with neighbours tended in the main to be stronger when people only had face to face contact with each other before Facebook, Twitter and a huge number of other apps where the definition of “friends” has been re-written. So, before I digress too far and go on a rant, the house off the track starts on the

Now we have a problem. It might be the only entrance to a garage or garden. Here comes the “goodwill factor” and the skill of the people employed to try and resolve the issue. If the new owners of the farm can be convinced this is a legal oversight over the years and nothing really changes, they may well agree to be party to the formalisation of the access rights being granted. A minor hiccup and all sorted. They may ask for a few pounds to be paid and their costs to be covered, again disaster averted. They may be a little more stubborn and take a bit of persuading, but unless they are completely unreasonable, we may need a delay of a week or so, but the problem will be dealt with and we will make your dream come true. For the buyer and vendor however, this can be a massively stressful period, we understand that and that glass of bubbles at 15:20 in the Royal Square is in recognition of that.

Recruitment process for Charity Commissioner The recruitment process has started for Jersey’s first independent Charity Commissioner. The Commissioner will be responsible for determining which organisations are charities, registering those charities and ensuring they meet their legal requirements. His or her initial work will be to establish the publicly accessible charity register, which is planned to go live during the first half of 2018. The aim is to promote public confidence in the charitable sector, to help it develop and flourish. As set out in the Charities (Jersey) Law 2014, the Commissioner will be appointed by the Chief Minister and the interview process will be overseen by the Jersey Appointments Commission. The post is initially advertised in Jersey only, as knowledge of Jersey’s voluntary and community sector and finance industry is highly desirable.
The Assistant Chief Minister, Senator Paul Routier, said: “The appointment of an independent Charity Commissioner is key to building and maintaining public trust and confidence in Jersey charities, which in turn allows those charities to flourish. "The Commissioner will need to balance the varying needs of very different organisations, from small unincorporated community groups to household name charities and private trusts set up by wealthy individuals who wish to support good causes.” The Association of Jersey Charities and the Jersey voluntary and community sector has given its overwhelming support to the development of the Charities Law and the introduction of a Commissioner. They recognise that a well-regulated charitable sector will give sponsors and donors greater confidence, which in turn,
is likely to lead to an increase in donations. Chair of the Association of Jersey Charities Liz Le Poidevin said: “This is good news for the extraordinary number of volunteers who give hundreds of thousands of hours each year to supporting our community through their several hundred charities.” The Charities Law will equally have significant benefits to the finance industry in Jersey. Chief Executive of Jersey Finance Geoff Cook said: “As a leading international finance centre, Jersey is experienced in the establishment and administration of structures for charitable or wider philanthropic purposes. "For many high-net-worth individuals, philanthropy is a natural extension of their business activities and the appointment of the Jersey Charity Commissioner will strengthen the Island’s ability to attract such investment.”

New Director at Digimap Glen Kehoe has been appointed as Director for Digimap in Jersey, after 10 years with the technology firm. Digimap, which has offices in Jersey and Guernsey, is the official mapping partner to the States of Jersey and the States of Guernsey. Glen previously served as the company’s Business Manager, based in Jersey, and prior to

Jersey Private Fund Guide will modernise Island’s funds regime The Jersey Financial Services Commission (JFSC) has introduced the Jersey Private Fund (JPF) Guide, setting out the criteria for Jersey’s new private fund product which can be marketed to up to 50 professional investors. The JFSC has launched the JPF Guide after listening to detailed feedback from Industry on its joint consultation with Government which, undertaken in 2016, focused on the ‘rationalisation and
