Olympic snowboarder backs skatepark Olympic snowboarder Jenny Jones is backing plans for a new skatepark in Jersey. A working group is currently looking at where to create a facility to replace the one on the New North Quay which will close in September. It’s only open at weekends and school

holidays for safety reasons, and Ports of Jersey wants it relocated ‘to a more appropriate location’ by the autumn. Jenny Jones, who won bronze at the Sochi 2014 Games, has recorded a video message from Pyeongchang which has been posted on social media.

She appears alongside commentator and ski presenter Ed Lee, and the pair make a direct plea to Jersey’s government. “We have heard that you are considering having a skate-park, and we just wanted to let you know that we are in massive, massive support of this.

We have both been to Jersey island for surfing, and we think that a skatepark could bring so much to your island.” They add that with skateboarding becoming an Olympic sport in 2020 a new facility will inspire a generation to get active and into the sport.

ATF CALL FOR URGENT ACTION ON CICRA Following the statement from the Channel Island Competition Regulation Authority (CICRA), regarding their decision not to appeal the recent Royal Court decision against them, ATF Fuels (ATF) has issued the following response from their Chief Operating Officer Jonathan Best: ‘We have read today’s media release from CICRA with some surprise. While we were confident that CICRA would not appeal the Royal Court’s decision, (given wording in the judgement against them was so clear), it is concerning that in their statement the organisation does not seem to take on board any lessons from the ruling made against them. In light of the feedback from the Royal Court, it was anticipated that CICRA would be announcing a radical and urgent overhaul of their organisation to address their many, publicly acknowledged failings, but they seem to be taking no accountability whatsoever. We are not the only industry that

feels this way; we are aware of a growing number of economically significant, professionally run and very frustrated businesses in other sectors who are now also considering action against CICRA. We urgently need this situation addressed to maintain the economic stability

and corporate integrity of our island. While the Chief Minister has announced a review of CICRA, which we welcome, given this most recent comment we are concerned that the organisation is now at point of failure and that intervention is needed immediately.’

Jersey to consider paying students' tuition fees NEWS

The "signi�icant" rise in UK university costs is one of the reasons Jersey is looking to increase its funding to students. It comes as the prime minister has called for better value for students paying tuition fees in England. Jersey's government said most of its students chose to study in "the most expensive place in Europe", the UK. The island's chief minister said he did not want potential students to "worry about financing" university. The plans - due to be debated in April - apply to first undergraduate degrees in Jersey, the UK, or with the Open University and for "recognised qualifications" at universities outside the UK. Theresa May said scrapping fees altogether would push up taxes and mean returning to a limit on university places. Labour has said it would abolish fees and bring back maintenance grants. Jersey’s government concluded more financial help would, in particular, reduce the burden on “lower to middle-income families.” It estimated the scheme would cost

the island an extra £2.5m per year, and it is expected to cover 1,550 students in 2018.

What is Jersey’s government proposing? • All students with a household income of less than £200,000 per year will be eligible for some form of grant • £9,250 tuition fees will be covered for all students with a household income of less than £109,999 per year • Students in households with an income between £110,000 and £200,000 a year will have a percentage of tuition fees paid, based on a sliding scale • Households with an annual income of more than £200,000 will not be eligible for any form of grant for students • Maintenance grants ranging from £1,500-£7,500 will be available for students in households earning up to £90,000 • Families with assets over £0.5m will not be eligible for funding • Additional grants will be available

for some courses with extra fees, for example medicine, veterinary and dentistry courses.

Means-tested funding for university tuition fees and living costs is already available across all three UK Crown Dependencies (Jersey, Guernsey and the Isle of Man). Currently students in the Isle of Man have to contribute a minimum of £2,500 per year towards their tuition, whilst in Jersey at least £1,500 is required. In Guernsey there is no minimum contribution. A spokesman for the States of Jersey said a UK-style loan scheme was ruled out because of the “financial implications of the debt burden both for students, parents and for the States of Jersey”. In a speech earlier today Theresa

May said a “competitive market” in which universities charged “variable” tuition fees had “simply not emerged”. The prime minister added “We now have one of the most expensive systems of university tuition in the world.” Announcing a year-long review into UK tuition fees she said the

government would “examine how we can give people from disadvantaged backgrounds an equal chance to succeed. “That includes how disadvantaged students and learners receive maintenance support, both from government and universities and colleges.”

Jersey named leading IFC for the sixth time

Jersey’s reputation as a leading centre for private wealth management has been highlighted for the sixth time, being named ‘International Financial Centre (IFC) of the Year’ in the annual Citywealth IFC Awards. William McGilivray, Business Development Director London, Jersey Finance, accepted the award at a gala ceremony, which was held at the Rosewood London Hotel. Organised by events and publishing group Citywealth, the Awards were established seven years ago to highlight the expertise and service excellence of advisors and managers in the private wealth sector in major IFCs. They are judged by an international panel of highly respected practitioners from all sectors, with winners being selected based on their excellence, achievement, innovation, expertise and service. Geoff Cook, CEO of Jersey Finance, commented, “It is very positive news to see that Jersey has been recognised a leading IFC yet again.”

States of Jersey Statistics Unit has become Statistics Jersey The States of Jersey Statistics Unit has become Statistics Jersey, following approval and registration of the Statistics and Census (Jersey) Law 2018. The Unit has been functioning independently, both professionally and operationally, and that status is now enshrined in law. Statistics Jersey exists to provide the general public, businesses and public authorities with relevant, accurate and up to date demographic, social and economic information about Jersey. It provides high quality and independent information to help the States of Jersey make informed decisions about the design and delivery of public services. The new law puts an onus on

Statistics Jersey to re-use data already collected by the States of Jersey wherever possible, reducing the burden placed on businesses and people. The law provides a legal gateway for data from across the public sector to be shared with Statistics Jersey for statistical purposes. Statistics Jersey hope in particular to be able to develop an ‘e-census’, whereby administrative data held by government departments is used to supplement traditional census methods in order to count the resident population of Jersey. Statistics Jersey will continue to use voluntary surveys to gather information from households and businesses. It may run mandatory surveys of businesses if the essential

information cannot be obtained through other means. Data provided to Statistics Jersey, by government departments, businesses or individuals, is comprehensively protected by the legislation, and must only be used for statistical purposes. Statistics Jersey will never share or publish identifiable information about individuals or businesses.

An application to build staff accommodation and a new agricultural shed at West Point Farm, St Ouen was refused by the Planning Committee. West Point is owned by Jersey Royal (Property Holdings) (JRPH) which leases the site to the Jersey Royal Company. West Point Farm mainly consists of polytunnels. JRPH applied to demolish a shed with a workshop, three staff bedsits and 13 polytunnels and build

a new agricultural shed for the maintenance and repair of farm machinery and new modern staff accommodation for 24 people. Current planning policy for staff accommodation says it should be sited in the built up area. The planning report notes that the applicant owned staff-worker accommodation at the Beach Hotel, Grouville, but sold it for private residential development. Under planning policy for agricultural buildings, no new buildings are

allowed unless they are considered to be essential to the proper function of the farm holding. Members accepted a planning report which said the planned shed and staff accommodation were against a number of important planning policies. It said the proposals, if granted, would mean a loss of agricultural land and a ‘development of an excessive size, scale and siting which is visually dominant and harmful to the remote rural character of the area’.

We exist to provide a relevant, accurate and objective data service for all Islanders and businesses and to help the States of Jersey make informed, evidencebased decisions.

6 months trial for St Aubin delivery & takeaway service A St Aubin restaurant will be allowed to provide a delivery and takeaway service for customers for a trial period of 6 months, following a decision by Jersey’s Planning Committee. Noya Shapla is located on the quayside. It received permission to change the building from a bank to a restaurant last year but wasn’t allowed to operate a takeaway and delivery service due to concerns about traffic, parking and the impact on residents. The restaurant has secured a parking space for its delivery driver and reapplied for permission to run a takeaway and delivery service. A planning department report said a delivery service would be acceptable but a take-away service from this restaurant could lead to problems of traffic generation, safety or parking. However, the Committee, on hearing additional evidence from the applicant, took a different view. There were 18 letters of support for the application, and three against.

New homes and road safety improvement for north of town 28 new homes will be built on the site of an old nursing home at La Pouquelaye, following Planning Committee approval. A proposal to demolish Maison de Ville and replace it with 28 two-bedroom homes includes improvements to the layout of the pavement and roads to make it safer for people walking to and

from the area. An application to redevelop the site and construct a 60-place day nursery together with 28 care apartments was refused permission at appeal in 2016. A planning report on the revised application said the proposal was right for the location and ‘will deliver a well-designed, high quality residential

development’. There were 12 public comments submitted to the department. Most concerns were about road safety, especially for children walking to Janvrin School. The applicant, Dandara, will fund various pedestrian safety improvements to the surrounding area.

WANTS HOSPITAL REVIEW

Work on Jersey’s new hospital could be halted for at least six months if the States agree to an independent review of the choice of the site. St John Constable Chris Taylor wants a team of advisers appointed to examine the half a billion pound development. Despite planning permission being refused last month, the Health Minister said work would continue on plans for a new hospital on the current Gloucester Street site. But Constable Taylor wants the States to demand a team of independent advisors, including a Planning Inspector and a financial expert. He thinks they should assess the site’s suitability against the others previously ruled out – such as Warwick Farm, Overdale and the Waterfront – and report back by 1st September. “If the evidence is there that one or more of the sites weren’t properly looked at and weren’t properly evaluated on the same basis as the current hospital site, we perhaps need to find out why that is. “When you make a decision, you must have the evidence to support that decision.” The Constable thinks it would restore public confidence in what he

calls a ‘flawed project.’ “It’s important that the States Assembly has some credibility in what it’s doing. At the moment, I think the States Assembly has lost a lot of credibility with members of the public. “We need to give the public the confidence that we know what we’re doing and we are doing it for the best reasons.” If approved, it is estimated to cost up to around £200,000 to complete. It’s due to be debated by politicians in April.

Average Jersey house price up by £14,000 House prices in Jersey went up by 3% in 2017. The average house price is now at £465,000, £14,000 more than 2016. It’s the fourth successive year that

the cost of owning a property has risen. The figures, released by the States, also shows that two bedroom flats and three and four bedroom homes are now more expensive than ever.

The number of flats sold in 2017 jumped by 26%, but house sales dropped by 6%. The report also found that overall housing market activity and rental prices essentially remained the same.

POPPY APPEAL THIEF JAILED FOR 18 MONTHS

A man has been jailed after he admitted stealing more than £35,000 from the Royal British Legion over a two-year period. Dominic Egre, 43, from Jersey, had a long-standing association with the charity as both his parents served in the armed forces. The Bailiff, Sir William Bailhache, told the island's Royal Court that a custodial sentence was "inevitable". Egre was charged with two counts of larceny and jailed for 18 months. More on this story and others from the Channel Islands The court heard Egre was entrusted with designing and producing metal poppy pins to raise money for the charity's Jersey branch in 2008.

Charity accounts showed "relatively little" money had been raised from the pins and the former Lieutenant Governor Sir John McColl became concerned. It was then that Egre's bank statements were examined and showed five payments into his personal account that matched money collected from the sale of the pins. The court was told Egre had "grossly abused his position of trust" and had "brought shame" on the charity. Sentencing, Sir William acknowledged that Egre is the primary carer for his father and two children but said "given the offences of dishonesty following a breach of trust, a custodial sentence was inevitable".

Planning approval for new sewage treatment works

he Minister for Infrastructure is delighted that planning approval has been given T for the new sewage treatment works.

However, he is disappointed that over £4m will be spent on covering the primary settlement tanks (PSTs) before it can be evidenced that this will actually address possible odour issues. Continuous improvement is one of Department for Infrastructure's main objectives. A new sewage treatment plant is greatly needed as the current plant is well past its design life and is causing maintenance issues. The new plant design submitted for the planning application would not only be capable of improved performance but also a predicted 18% reduction in odour to that currently experienced, making DfI a better neighbour. Last July, the Planning Committee deferred making a decision on the planning application for the new sewage treatment works following concerns expressed about odours by

people living in the neighbourhood. This deferment was to give the DfI the opportunity to consider covering the PSTs. Following the planning application deferment, DfI reviewed its position and consulted with experts. Until the plant is built, the difference covering the tanks would make on odours experienced by neighbours, could not be established reliably. It was still not clear from where any odours experienced at Bellozanne emanate. DfI concluded that it could not recommend expenditure of £4.12m for installing the covers plus the additional costs of ongoing maintenance, without being sure that the covers would make a difference DfI, however, proposed a pragmatic approach and said that it would conduct odour monitoring and if it was found that unacceptable levels of odour

were emanating from the new PSTs when they were built, then they would then cover the tanks. The Planning Committee did not accept this approach and rejected the application. DfI then decided to appeal believing their approach to be the best option for the Island. This appeal has been allowed but with the condition that DfI submits plans and details for covering the PSTs for approval by the Department of the Environment prior to construction. Minister for Infrastructure, Deputy Eddie Noel said “I am delighted that we have now got planning approval and can get going on the project. I accept that we have to abide by the accompanying condition and cover the primary settlement tanks during construction, however this does mean we may be spending over £4m when it might not actually be needed.”

Jersey War Tunnels has re-opened to the public following an extensive refurbishment programme, which has been undertaken over the winter months. Every winter, Jersey War Tunnels invests in its award-winning exhibition, spending £50,000 this winter remodelling and enhancing its Fortress Island exhibit. The unique exhibit, which showcases the fortifications of Jersey from World War II, will now boast collection cabinets and many rare archived items that have never been seen by the public before. The exhibition also has a brand new cutting-edge interactive touch wall, created by Freedom Media. Using technology never before used in Jersey, visitors can touch pictures on the 5.5m wall to trigger animated projections and audio effects. Phil Slatter, project manager at Freedom Media, said: ‘Following the incredible feedback received from our “Whispers and Lies” exhibit last season, our aim was to create another memorable experience and talking point for visitors. Using unique conductive ink technology, we’ve incorporated some really interesting information, imagery and audio, revealed by touching pictures painted

on the wall. Visitors can detonate an image of a grenade by touching it, reveal convoy routes by touching a navy vessel, and much more. It’s a highly engaging exhibit, accessible for all ages and we’re really excited to see the public reaction.’ In addition to the significant investment in Fortress Island, the team at JWT has also been refurbishing and improving all of the other exhibits. Kathy Bechelet, operations manager at Jersey War Tunnels said: ‘We are delighted with the work that has been undertaken on Fortress Island, one of our most revered exhibits. It is important to us to keep the tunnels fresh and to offer repeat visitors new experiences year on year and that is why we continue to reinvest. We are also incredibly keen to explore new ways of telling the story of islanders who lived through the occupation, bringing those stories to life wherever possible. There are lots of new artefacts and interactive displays this year that help give a real insight into the life of islanders living during World War II.’ ‘We are expecting another busy year at Jersey War Tunnels. With Brexit and the fall in the pound, we are anticipating more UK visitors looking for great value stay-cations in Jersey.’ Jersey War Tunnels has also

relocated its ticket desk to the entrance of the tunnels to enable quicker entry for visitors. Jersey War Tunnels are open Monday to Sunday 10am – 6pm with last entry to the main exhibition at 4.30pm.

The Escape Room, located in Jersey War Tunnels, is also open. Groups of four to eight people can take part and use their intelligence to try escape from the room within the 60-minute time limit.

Jersey War Tunnels tells the true story of the German occupation in a way that no other visitor attraction does. It gives an insight in to what life was really like for islanders living in Jersey during WWII.

The Chief Executive takes on oversight of Children's Services Jersey’s Chief Minister, Senator Ian Gorst, has given Chief Executive, Charlie Parker, direct oversight and accountability for Children’s Services.

Plans for new hangars Ports of Jersey plans to build three new 24,000 sq. ft. aircraft hangars to lease to private aircraft owners were deferred by the Planning Committee. Members were particularly interested to hear more evidence from the acoustic experts in relation to anticipated noise impacts. Ports of Jersey thinks there’s demand for a dedicated, purpose-built facility from local owners and high net worth individuals and submitted an

application for three large aircraft hangars on Le Mont Fondan, near Mont à la Brune, St Peter. The plans attracted eight letters – one supporting the scheme, the remainder expressing concerns, including issues of noise and smells, the need for enhanced landscape and the visual intrusion of this type of building. A planning report on the application said there was already aircraft noise in the area and any extra noise would be minor.

The Chief Minister took the decision, with the agreement of the Health Minister, Senator Andrew Green, after Mr Parker and the new Children’s Commissioner raised concerns about the pace of change in Children’s Services and the possibility that children may still be at risk. Mr Parker and the Children’s Commissioner, Deborah McMillan, have been reviewing the current arrangements and have both visited Children’s Services to see for themselves what progress has been made since the publication of the Independent Jersey Care Inquiry’s report. Their assessment was that while Children’s Services have come a long way since the Care Inquiry report, there was still more to do. However,

the pace of change was too slow and children may still be at risk. Senator Gorst said: “There can be no more important duty for us as a government than to protect the welfare of vulnerable children. It is clear that while progress has been made in reforming Children’s Services, the pace of change is still too slow, and it needs firm and committed leadership to pick up the pace of improvement. “I have therefore given the Chief Executive of the States direct oversight and accountability for Children’s Services, in order to ensure that our Island’s children get the quality of care they deserve.” Ministerial accountability for Children’s Services remains with the Minister for Health and Social Services. Mr Parker has considerable

experience of leading improvements in children’s services in his previous roles. The service he ran in Westminster jointly with Kensington and Chelsea, and Hammersmith and Fulham councils secured the only ‘outstanding’ rating from Ofsted, and the service that he ran in Oldham was rated among the top six in the country.

Local charities introduced to special Touch Therapy Two local cancer charities are bene�iting from Hand Picked Hotels teams’ Touch Therapy training - a method of healing massage therapy especially for those who have suffered from trauma, undergone an operation or treatment for illness. Interim Health Club & Spa Manager, Jersey Matt Riley and his team of trained therapists joined islanders at a special Macmillan Jersey coffee morning at the end of January to offer some complimentary express touch therapy massage treatments, demonstrate the unique techniques, explain why the therapy has been designed specifically for people dealing with trauma and discuss the benefits of this type of treatment. Bartosz (Barry) Zarazka has been with Healthhaus for three years and offers personal coaching sessions for weight management. ‘I really enjoy helping people discover how they can manage their weight simply by changing bad habits. Effective weight loss is not about the quick fix, it’s about a lifestyle change, it’s about creating a routine that you are able to follow and, more importantly, that you enjoy. It’s about sustainability. ‘With personal coaching sessions I use a training app and each of my clients has their own individual profile. At our first meeting I put together a profile based on their lifestyle, eating habits and fitness levels. This profile will include schedules for workouts, cardio and strength exercises, nutrition, weight, plus progression photos. ‘Each schedule is made for the client, it’s their schedule, noone else’s. The app includes videos of exercises – my clients can do exercises at home and know they are doing them correctly. With the app they can track themselves and I can monitor how they are doing; evaluating their progress and making changes with them as they go will give them the best results. ‘My job is to be able to adapt to who I am working with, to help them reach a level where they are comfortable maintaining their own schedule. That’s the biggest challenge for a personal trainer, to understand each person’s different levels and abilities and to be able to adapt sessions so that they can learn, develop and maintain their new lifestyle.’

Cesca Dessain has been at Healthhaus for a year and offers personal training sessions in HIIT (High Intensity Interval Training), sports specific training and core strengthening. Cesca invited me to join one of her sessions as I had commented that I didn’t think HIIT was for me. ‘People who haven’t been in my classes are often scared off by the thought of HIIT, it can sound intimidating, but my personal sessions are moderated to the individual. I always give alternatives to specific exercises, I say to my clients it’s your body, it’s your session. ‘Each trainer here is given the opportunity to run a specialised course so it’s really a case of choosing a course to showcase your skillsets. I offer a running programme as that’s something I’m passionate about. I have since been coaching clients who also love running, plus I’m known for competing in triathlons, running and swimming races, so I do welcome clients who are sports focussed and who are wanting to work towards specific races or goals. ‘I would say to those who are nervous about starting out on the road to fitness, don’t worry about anybody else, I cater for everyone’s abilities and you don’t know what you can achieve until you try. That’s what I enjoy so much about my job; seeing everyone’s effort and progression, watching them want to learn to be better and to see them elated by it.’

PROPERTY INSIGHTS Identity caution when moving house By Marcus Matthews of Indigo Estates Recent research has shown that about a quarter of home-movers leave themselves open to some form of identity theft when they move, simply by failing to redirect their post promptly. Indeed, almost half of all identity theft cases involve a previous address, and 70% of new occupants receive mail addressed to a past occupant. This often includes sensitive personal information, which can be used by a fraudster to obtain credit in your name. As some organisations can take several weeks to amend their details, we suggest you start to compile a list of those who will need your new address as soon as you begin marketing your property. This might include schools, the tax office, banks, credit card companies, the Parish hall, the DVLA, Premium Bonds, clubs, etc.. Then, as soon as you have a moving date, contact them formally with your new details. Arrange with Jersey Mail to re-direct your mail for at least a year and also consider registering with the Royal Mail Preference Service to have your name taken off most direct mailing lists. This will ensure mail-shots from lenders aren’t sent to you at your old address. It’s also a good idea to do the same at your new address, in both your name and that of the previous occupier – if only to avoid heaps of junk mail landing on your doorstep!
