Minimum age is generally those who can walk and run sufficiently, however children under 5 should be accompanied by an adult. To ensure you get the most from your skating session, we need to keep the ice in pristine condition. This process normally takes 5-10 minutes and could happen at any time of the day. If you are due to go on to the ice when we are cleaning, don’t worry, you will get a full hour, and better still, the ice will be perfect when you do. Just

In its new location, the rink will be larger than ever with a dedicated area for coaching and the use of the penguin skate aids for younger children. The rink will be open daily from Friday 6 December to Sunday 5 January 2014 between 10.00 am and 9.00 pm. Closed Christmas Day, Boxing Day and New Year's Day. Opening 3.00pm Friday 6 December. Survey highlights Jersey’s performance against UK healthcare providers Jersey General Hospital has matched or out-performed UK NHS trusts in the majority of areas of service, an independent patient survey has found.
In-patients responded to a survey undertaken by the Picker Institute Europe. The Institute compares healthcare services with each other; in this case benchmarking services provided in Jersey against UK NHS Trusts who provide similar care and facilities. A total of 456 patients responded to the questionnaire, which asked 86 questions about their experience as an in-patient during 2013 at the General Hospital. In comparison with the NHS Trusts surveyed, Jersey’s Picker survey showed that for 85% of the questions the Island was equal to or better than the comparative UK figures; for 37% of the questions, Jersey ranked significantly better than the UK average. Jersey’s services for inpatients were last subject to a Picker survey in 2009. Improvements have also been seen since that survey, particularly in relation to reducing the number of changes to admission dates and com-
munication with, and confidence in, nursing staff. Areas that will be the focus of further improvement include delays to discharge and discharge information, seeking the views of patients, storage for personal belongings and being able to access a Doctor to discuss care plans. One key area that was highlighted will be addressed by the plans to redevelop the hospital: this relates to improved availability of same-sex washing facilities and sleeping accommodation. Plans for single rooms with en suite facilities were announced in October, and will eliminate patient concerns regarding this matter. Angela Body, Director of Operations at Jersey General Hospital, said she was pleased to note the overall Picker scores. “This is a very significant means of bench-marking against the NHS Trusts who look after patients in the UK,” she said. “While we can and will always strive to keep improving our care, it is good to see that the care delivered in Jersey ranks on the whole better than that provided across UK hospitals – this is a tribute to our skilled and dedicated staff”
Jersey Wetland Centre gets new green roof 25 volunteers from RBC Wealth Management have been working with a team from the National Trust for Jersey to help integrate the new Wetland Centre into the surrounding environment by planting a ‘green roof’ at the site. The RBC Wealth Management volunteers spent Saturday 9 November helping the National Trust team with planting the green roof and assisting with the restoration of the reed bed, which is being developed to draw birds and other wildlife toward the viewing area. A green roof is a sustainable alternative to traditional roofing that involves partially or completely covering the roof of a building with vegetation. By restoring the natural landform created by sand dunes in the area, the newlyplanted green roof helps to minimise the visual and environmental impact of the Centre being constructed to allow islanders and visitors to learn about and observe the local wildlife. Jon Parkes, Senior Countryside Ranger, National Trust for Jersey, said: ‘A crucial element of the Wetland Centre project is that it has the least possible impact on the surrounding area, whilst offering the greatest level of access for visitors to the hide. Thanks to the tremendous support from the RBC staff this groundbreaking scheme is now close to completion.’
Green roofs come in many forms but usually consist of a waterproof membrane installed over a deck, the installation of irrigation and water drainage systems, a growing medium which varies in thickness depending on what it will support and then finally the vegetation itself. The vegetation layer will be carefully selected to provide a more natural finish and include indigenous species. Francis Binney, Environmental Officer at RBC Wealth Management, commenting on the project, said: ‘The work of the National Trust is extremely important to the future of the island, and we are proud to support their efforts to restore Jersey’s remaining wetlands. The volunteer day has allowed our staff to see this project up close whilst also making a very real contribution to the finished Wetland Centre.’ For the past four years RBC employees have supported the National Trust for Jersey on their wetlands restoration work in St. Ouen. Funding from the RBC Blue Water Project has supported the Trust with the construction of the Jersey Wetland Centre at St. Ouen’s Pond. Due to open in early 2014, the Centre will offer an unrivalled opportunity to see and learn about the Wetlands and the wildlife that it fosters, without adversely affecting the development of local flora and fauna.

Jersey to become the first dyslexia friendly country in the world Jersey will become the first dyslexia friendly country in the world. That is the aim of Dyslexia Jersey, the charity that offers advice and support for dyslexics in the Island. It is estimated that more than 10,000 Islanders may have the condition, for which there is no cure. Dyslexia is sometimes thought of as a hidden condition, because there are no physical signs and those with the condition often don’t publicly admit they have it for fear of prejudice at school or at work. Dyslexia Jersey has launched the campaign ‘Embrace the Difference, Unlock the Potential’, which could see the States of Jersey and up to 50% of businesses following best practice within
five years. Dr Alessio Agostinis, Chartered Consultant Clinical Psychologist working with the charity said: ‘It is important that people feel able to discuss their dyslexia openly and without fear. Early detection of the condition can help us advise a course of action for schools and employers, which need not be expensive or disruptive but which can make an enormous difference for the person with dyslexia. It is about taking time and learning to understand the challenges that the individual has to overcome. The evidence shows that when this happens, we unlock skills and potential which benefit the individual, the organisation and society generally.’ Sarah Peel, Chairperson of
Tunnel Boring Machine launched The Minister for Transport and Technical Services has unveiled the special machine that will be boring tunnels deep under St Helier to accommodate drainage that will reduce the risk of flood in the West Centre area of town. The North St Helier Flood Alleviation scheme started in October 2012. So far, an 8 metres wide shaft has been dug to a depth of 23 metres near Phillips Street. It is now time for the twin tunnels to be bored, 70 metres along, to connect with the existing tunnel that leads to the cavern. This is a very unusual project for Jersey and requires this special tunnel boring machine (TBM) to be brought over to
the Island to do the job. Controlled remotely, the machine will be lowered down the shaft at Phillips Street and will burrow its way along to a reception chamber created within the existing tunnels. At this point, it will be rotated and transported 300 metres along the existing tunnel for retrieval from another shaft near the cavern. The recovered TBM will then be returned back to the shaft at Phillips Street to bore the second tunnel. To characterise the machine and to promote and support ‘After Breast Cancer, Jersey’, the TBM has been named Victoria Vole and is painted pink. The whole project is due for completion in late spring 2014.
Dyslexia Jersey said: ‘Dyslexia is officially classified as a Special Learning Difficulty, which is a recognised disability. But we prefer to look at it as a different way of learning. If you consider the hundreds of famous and successful people with dyslexia who have contributed so much to our lives through science, art, entertainment and business, it’s clear that dyslexics have so much to offer, if only people would open their minds to the possibilities. The potential for Jersey, if our campaign is successful, could be very significant indeed.’ The campaign is gathering political support. Constable Phil Rondel of St. John, who is dyslexic, says it should not be allowed to hold
people back from reaching their true potential. Constable Rondel appears in a new video for the charity alongside other dyslexics who talk about how they have overcome their difficulties to succeed in life. Simon Crowcroft, Constable of St. Helier, has also joined the campaign. He is supporting plans to develop an accreditation scheme for schools, employers and other organisations which would be based on the British Dyslexic Association’s Quality Mark scheme. Constable Crowcroft says government should lead the way and he will be working with the charity to encourage the States to be among the first groups to achieve accredited status.

Genuine Jersey Christmas Crackers... Simon Bellwood, co-director of Jersey Oak, has been working hard this year to develop a seasonal product to extend the company’s gift range. Simon has for a while now considered creating a Christmas cracker that he envisioned being a stunning example to showcase everything Jersey. He has taken his idea one step further and found a way to offer other Genuine Jersey members sales opportunities and in doing so offer them a platform for advertising their own craft and design skills. Jersey Oak has worked tirelessly to secure the highly credited Genuine Jersey brand for the crackers. In doing so he has been able to procure gifts for the Genuine Jersey crackers from 11 other Genuine Jersey members. Each cracker contains an original Genuine Jersey gift, a foil hat, the usual corny joke (but with a local twist), a beautiful festive Temps Passe image (kindly supplied by the JEP) and a quiz designed to test families’ knowledge of the island. The crackers are elegantly presented in a festive themed triangular box, with the crackers themselves being themed around the 12 parishes of Jersey and the Genuine Jersey mark of provenance. ‘We could have produced all the gifts for the crackers ourselves, but we wanted to involve our fellow members to make a product that is uniquely Jersey. Each gift has been handmade and with the exception of the foil hat and the snap that goes bang, all of the components have been designed, made and assembled in the Island. exactly what I envisaged and hoped that this project would lead to; increased advertising and marketing opportunities for the Genuine Jersey members who have produced for the crackers. The crackers will go on sale in a number of outlets such as Harbour Gallery in St Aubin, Jersey Post Office, Jersey Tourism, Aurum Jewellers, De Gruchy’s and many more. They make ideal gifts to send to family and friends in the UK or overseas; as well as for your own Christmas dinner table. ‘A great deal of work has gone into producing the crackers and the price reflects the quality of the products within and the skills and techniques involved. Greenhills Country Hotel raises £4,250 for Jersey Cancer Trust
For one night only, the Greenhills Country Hotel turned completely pink and raised £4,250 for the Jersey Cancer Trust. The event was organised by Carmelita Fernandes, Manager at the Greenhills Hotel. Carmelita wanted to give something back, following her daughter, Jo, being diagnosed with breast cancer and becoming the youngest ever islander to be diagnosed at just 26. Carmelita and Jo wanted to theme the hotel ‘Pinkhills’, so the outside lights where changed to bathe the hotel in pink, all the staff wore pink and the fundraising raffle was pink themed. Naturally the star chef at the Greenhills came up with an amazing pink menu which had delights such as pink
salmon gravalax, pink grapefruit salad with pink caviar and poached rhubarb with honey and pink peppercorn creme brulée! Colin Burgess, Chairman of the Jersey Cancer Trust, was presented with a cheque from Seymour Hotels, following the fundraising. “This is a fantastic effort” he said, “Jo, Carmelita and Stephanie all put so much work into making this such a successful event. Everyone at the JCT wishes to thank Seymour Hotels and everyone that supported this event. The Jersey Cancer Trust is fully committed to helping islanders unfortunate enough to be diagnosed with cancer. This donation will assist us in making their treatment that much more comfortable, at what is obviously a very stressful time.”

• To make the pastry, rub 225g cold, diced butter into 350g plain flour, then mix in 100g golden caster sugar and a pinch of salt. Combine the pastry into a ball – don’t add liquid – and knead it briefly. The dough will be fairly firm, like shortbread dough. You can use the dough immediately, or chill for later. • Preheat the oven to 200C/gas 6/fan 180C. Line 18 holes of two 12-hole patty tins, by pressing small walnut-sized balls of pastry into each hole. Spoon 280g mincemeat into the pies. • Take slightly smaller balls of pastry than before and pat them out between your hands to make round lids, big enough to cover the pies. Top the pies with their lids, pressing the edges gently together to seal – you don’t need to seal them with milk or egg as they will stick on their own. (The pies may now be frozen for up to 1 month). • Beat 1 small egg and brush the tops of the pies. Bake for 20 minutes until golden. Leave to cool in the tin for 5 minutes, then remove to a wire rack. To serve, lightly dust with icing sugar. They will keep for 3 to 4 days in an airtight container. Enjoy!

The beer, which is a firm favourite at this time of year, relies on a very unique local ingredient, Black Butter. Each year Liberation Group, which produces Liberation Christmas Ale at its Longueville brewery, supports the National Trust for Jersey by making a welcome donation towards the charity’s projects, in return for a supply of the black stuff, which is produced during the Black Butter making event at the Elms in October. In the past Liberation Group has raised funds towards the restoration of 16 New Street, the trust’s iconic Regency property that it has painstakingly brought back to life. Customers sampling the beer
this year will be given an opportunity to make a donation to the National Trust for Jersey. Charles Alluto, Chief Executive of the National trust for Jersey said: “From a wildlife point of view, St Ouen’s Pond definitely refreshes the parts that others cannot reach, and helps sustain and support a myriad of bird species and wild flowers. 2014 Budget proposes support for 2014 Budget proposes support for development of St James’ improvements to FB Fields The Capital Spending provision in the 2014 Budget includes a £810,000 allocation to support the improvement of FB Fields’ athletics field and running track. The renovations will be designed to maximise the life of the facility and will focus on providing a new track surface, lighting and spectator seating, as well as new equipment, multi-sport courts, improved changing room pavilion and a new irrigation system. The primary objective of the project will be to continue to
encourage and support Islanders in the widespread pursuit of fitness, including sporting excellence. The FB Fields project will raise the standard of athletics facilities in the island to meet the UK Athletics full certification criteria; this will be a necessary investment for the 2015 Natwest Island Games. The Minister for Treasury and Resources, Senator Philip Ozouf, said “This is a really exciting opportunity for us to improve Jersey’s Education Sports and Culture offerings to national, certified standard. This contributes to the development of
a solid infrastructure for the long-term benefit of Islanders and sport in the island, and also means we are making good use of capital spending to boost the economy.” The Assistant Minister for Education, Sport and Culture, Deputy Roy Le Hérissier, said “FB Fields is a well-used and extremely popular sporting facility, but one that needs some improvement, which is why I am delighted this investment is going ahead. “This work will give a new lease of life to FB Fields, not only for the Natwest Island Games, but also for the ongoing benefit of Jersey’s sporting community.”
Centre and Youth Services The Capital Spending provision in the proposed 2014 Budget includes £2.5 million to support the redevelopment of St James’ Church and Vicarage. If funding is approved, following the successful adaptation of St James School to accommodate the Prince’s Trust and the Duke of Edinburgh’s Award activities, the Vicarage would be refurbished to accommodate the staff currently housed in the Central Youth Office and the Town Area Youth Office. This will create a more unified Youth Service, enabling staff to work more effectively and efficiently together. St James’ Church would primarily serve as a facility for the Youth Service for performances, workshops and projects that enhance the arts opportunities available outside schools. The facility would also be available as a performance space for other arts groups and third parties. Another key objective of the project will be to preserve the character
of the listed buildings in any construction work that is undertaken. The Assistant Minister for Treasury and Resources, Deputy Eddie Noel, said “This is a fantastic opportunity for us to refocus our efforts on the Youth Community. La Motte Youth Centre, currently the only youth centre in town, is very well used and offers an advice and counseling service. “The importance of providing young people with an appropriate, safe and friendly place to spend their free time is a good use of capital spending at a time when it is vitally needed to benefit the economy.” The Minister for Education, Sport and Culture, Deputy Patrick Ryan added “The youth service is one of the jewels in our crown. The La Motte Youth Centre has gone from strength to strength in recent years, providing vibrant and innovative activities. This investment will benefit the community and ensure that our young people have a bright future.”

Jersey Dairy’s milk exports to China Jersey Dairy have shipped a 40ftcontainer packed with 23,000 litres of UHT milk to their new distributor in Hong Kong. This significant new chapter in the dairy’s history will see one of the world’s smallest countries supplying Jersey milk from the Island’s pedigree herds to the most populous country on the planet. The extra demand created will help deal with the inevitable surpluses that arise in the process of milk production. ‘We are using Hong Kong as a test market for our sales to mainland China,’ explained Bob Jones, marketing consultant to Jersey Dairy, whose recent visits to the Far East also led to the appointment of a second Chinese distributor in Shanghai. ‘We will be watching closely to see how Chinese consumers react to our products and determining the most effective marketing methods.’ Social media will play a major role in telling Chinese consumers about Jersey and its dairy products, Jersey Dairy having commissioned short video clips about the Island that the Hong Kong distributor, 759 Store, will place on Facebook. E-commerce is a massive market in China, which already has more on-line shoppers than
any other country – an estimated 214 million. In addition, a six-and-a-half minute film has been produced that will be placed on the distributor’s website and accessed via links on Chinese social media sites such as WeChat and Weibo. The film features interviews with dairy farmers Andrew Le Gallais, Tom Perchard, Paul Houzé and his daughter Becky and highlights the quality and health benefits of Jersey milk – key to success in the Chinese market. ‘The Chinese value the purity, traceability and safety of Jersey milk and want to understand more about the special nature of our Island, our animal care and our world-class standards in dairy processing,’ said Mr Jones. The on-line marketing strategy is also significant for Jersey’s tourism industry as the film, which will be available in due course on the Jersey Dairy website www.jerseydairy.je, shows off the Island’s beautiful scenery and countryside. In addition, the new cartons for the Chinese market feature photographs of Jersey and a ‘QR-Code’ that links to information from Jersey Tourism. With their new wealth and freedom to travel, the Chi-
nese now make up the largest number of tourists in the world. 759 Store, whose website receives half a million hits each week, operates 180 highquality convenience stores throughout Hong Kong Island, the Kowloon peninsula and the New Territories (which have a total population of seven million). Most of the outlets are located in residential areas but two are based at the International Airport and at the Central subway station (one of Hong Kong’s main transport hubs, used by over 200,000 people each day). Jer-
sey Dairy’s primary aim is to ensure that the Island has a sustainable milk supply that meets local requirements. Securing the contracts to supply dairy products to the distributors in Shanghai and Hong Kong will help to protect the long-term future not only of the dairy but also of the Island herds that supply it with milk. Mr Jones finalised the distribution agreements earlier this year and managing director Eamon Fenlon flew out to China in early July to sign the contracts, each initially for a five-year period.

The States of Jersey has been awarded one of the best international credit ratings possible by Standard & Poor’s (S&P). S&P has assigned a ‘long term Issuer Default Rating of AA+, with a stable outlook’. In addition, Jersey has been assigned the highest level S&P ‘short-term rating of A-1+’. The credit rating is needed before the States is able to proceed with the borrowing proposed in the Budget 2014 for £250 million investment in housing over the next 10 years. Treasury and Resources Minister, Senator Ozouf said: “Obtaining this exceptionally high quality credit rating is very important and positive for Jersey. It underpins our strong international reputation and provides the Government with the opportunity to issue a Sterling Rated Bond at competitive interest costs as a method of financing our future housing needs. “The AA+ rating demonstrates our high level of credit quality and the ‘Stable Outlook’ element of the rating provides certainty and confidence in our future. Undertaking the ratings process is itself part of our approach to prudent financial management of the States balance sheet, which includes meeting any future financing needs in the most cost effective way.” In its initial report, S&P noted: “Broad community and political support for prudent fiscal policies
have resulted in balanced budgets on average over the past 10 years, as well as the accumulation of assets that can be drawn down to support growth during periods of weakness–such as the past five years.” “While the financial services sector poses risks, these are partly ameliorated by Jersey’s high income; strong system liquidity and capital; the same lending and underwriting standards as the (mostly UK) parent banks; a funded banking sector depositors’ compensation scheme (of up to £50,000 paid to depositors, with a total scheme cost capped at £100 million about 2.7% of GDP); and the sector’s role in providing offshore banking services to clients of U.K. banks. We do not see immediate risks to the sector nor do we believe it is likely that Jersey’s government would be called upon to support an ailing institution, if required.” “The stable outlook reflects our view of Jersey’s high wealth and its strong public policy settings and government finances.” Ernst & Young’s (EY) capital and debt advisory team has been working with the Treasury to assess external funding options for the Government. As part of this work, EY advised on a credit ratings process with S&P, which was supported by the Financial Services External Relations Advisory Group (FERAG) and the Council of Ministers.

Ipes Jersey strengthens its senior team Locally based specialist fund services firm, Ipes has bolstered its senior management team through two new hires. Jonathan Buesnel has been appointed as the New Business/Technical Director while David England has taken up the position of Compliance Manager for Ipes Jersey. Miss Averell qualified with the Institute of Chartered Accountants in Ireland at PwC in Belfast before moving to KPMG in Jersey in 2002. She specialises in banking and various investment funds including real estate, mezzanine and debt funds and has worked on a wide range of KPMG clients throughout her career.
