CITIZENS ADVICE BUREAU CELEBRATES 40 YEARS
The latest annual report of Jersey’s immunisation statistics show that more 70 year olds took up the shingles vaccine protection in 2016 compared with 2017. Health and Community Services are urging 70 year olds who haven’t yet had the shingles vaccine to take advantage of this effective prevention against the pain and potential complications from shingles. Over five and a half thousand elderly Islanders have had the shingles vaccine since it was introduced in autumn 2016. Islanders are eligible during their 70th birthday year – in 2018, it is people born in 1948 who should get the vaccine. A catch-up programme in 2016/17 also offered the vaccine to 71-79 year olds. All those born 1937 to 1945 were eligible to get this protection. Dr Linda Diggle, Head of Preventive Programmes, who oversees the island’s vaccination schedule said: “If you were born in 1948 and you haven’t yet had the shingles vaccine, please make an appointment with your GP to get this important protection. You only need to have the vaccine once.”

TEAM JERSEY PARTNER ANNOUNCED
The States of Jersey has appointed a partner to help create a ‘one government, Team Jersey culture’ across the public service. TDP Development will work with the States of Jersey for the next three years to transform how the organisation works together for islanders. The first phase of the £3.5 million ‘Team Jersey’ initiative will see a group of ministers, stakeholders, islanders and employees working with TDP to codesign the programme. This will then be rolled out to all 7,500 employees to improve teamwork, collaboration and leadership capability, develop new ways of working, build a customerfocused approach, and help to embed the behaviours and values that underpin the new structure. TDP have been delivering major change and transformation programmes for public, private and third-sector organisations for the last 25 years. They specialise in organisational culture and its role in transforming business, including the impact of senior leaders on developing positive cultures. The contract was awarded to TDP Development following a thorough and robust procurement process. The invitation to tender generated 24 responses, which were evaluated
by a panel of six, and five shortlisted suppliers were interviewed. The procurement process prioritised the social and economic contribution to Jersey proposed by bidders. TDP have committed to creating a Jersey-based company to deliver this project, and to recruiting locally for the programme delivery and support team. Chief Minister, Senator John le Fondré, said: “I made it clear when I stood for election that our organisational culture needs to dramatically improve, to benefit both the public and our workforce, so I am delighted to have signed the decision to launch this essential improvement in our organisation. It is an integral part of the modernisation of our public services and will help to transform the
deeply-entrenched, siloed culture that has grown over decades. It is especially important that our public sector is fit
to meet the challenges posed by Brexit, globalisation and a fast-changing technological landscape.”

CENTENARIAN PACKET DISCOVERED AT BROAD STREET POST OFFICE A cigarette packet and match box dated from more than 100 years ago has recently been discovered at Broad Street Post Office during refurbishment of a ceiling following a water leak. At first glance the cardboard find may seem uninteresting, but it caught the attention of the employee who found it when he realised that there were several names and the date 27 February 1909 written quite literally, “on the back of a cigarette packet.” The box appears to have nine names written on it, but some of the writing is very hard to decipher. It is believed that one of the names written on the box is F Le Gros – the name of the subpost master responsible for Millbrook post office from 1903. There is also a surname of an individual named ‘Matson’, a surname that is detailed on several photographs of Jersey Post employees from that era. David McGrath, Head of Marketing at Jersey Post said, “It may seem
like just a cigarette packet, but this tiny item is full of history that is so important to preserve, both from a postal service perspective, but also from a community and society angle. Given that some of the names appear to match historical records of postal service employees from that era, we believe that the item may have been placed in the ceiling as a record of employees from that year, perhaps those involved with creating the post office at the front of Broad Street which was opened later in 1909. We would really love to speak to anyone who knows anything about one, or more, of the names written on the box.” Postal Services in 1908 Naturally, the postal
services
provided to Islanders in 1909 were significantly different to that which is offered today. In the early 1900’s, Head Postmaster Oscar Filleul Mourant ran the postal service operation from behind the scenes at Broad Street. The post office at the front of Broad Street as we know it today was introduced later in 1909, until that point, the nearest post office was located in Conway Street. Oscar Mourant played an integral role in the island’s postal service, keeping it very much alive during the second world war; an act which earnt him an MBE in 1946.
The cigarette packet The cigarette packet depicts the brand Player's Navy Cut, which was manufactured by John Player & Sons in Nottingham. This was a brand of cigarettes that were particularly popular in Britain and Germany in the late 19th century and early part of the 20th century. The packet has the distinctive logo of a smoking sailor in a 'Navy Cut' cap. It is believed that the phrase
"Navy Cut" originated from the habit of sailors taking a mixture of tobacco leaves and binding them with string or twine. The tobacco would then mature under pressure and the sailor could then dispense the tobacco by slicing off a "cut".

Passports changes following Brexit When the UK leaves the EU in 2019, new rules will apply for all British passport holders, including those holding passports issued in Jersey, when travelling to the Schengen Area of Europe. If the UK leaves the EU without a deal, the following new rules will apply from 30 March 2019: - an adult passport must have been issued within 10 years of the holder’s arrival date - passports must be valid for 6 months from the date that the holder arrives in the Schengen area - Islanders holding a passport that do not meet these criteria may be refused entry into any of the Schengen area countries

Because of the new rules, those planning to visit the Schengen Area from 30 March 2019 should check the issue date of their passport, and renew it in good time if it will be older than 9 years and 6 months on the day of travel. Parents should also make sure that their child’s passport has at least 6 months validity left before the printed expiry date on the day of travel. Those who do not hold a British or Jersey passport must contact the relative embassy to check its validity before travelling. Senator Ian Gorst, the Minister
for External Relations, said: “It is important that we are prepared for the possibility of a no-deal Brexit. We want to make sure that islanders are aware of how passport changes will affect them so that they can plan accordingly and renew their passports in plenty of time if needed. I would encourage all Islanders who have a concern about their validity of their passport for travel in Europe to use the calculator on our website.” Schengen area The Schengen area covers: Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, the Netherlands,
Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland. Anyone wishing to visit countries in the EU but not in the Schengen area (Romania, Bulgaria, Croatia, and Cyprus) will need to check the entry requirements for that country before they travel. Travel to Ireland is subject to separate Common Travel Area arrangements which will be maintained after the UK leaves the EU.

LGT Vestra (Jersey) launch photography competition LGT Vestra Jersey launches a 12 month photography competition - Vestra Vistas. Aiming to “paint a picture” of Jersey, LGT Vestra Jersey is asking local residents to submit photographs that have been taken from around the island in celebration of its unique beauty and culture. The competition is in support of local Jersey charity, Les Amis, whose mission is to support and empower people with learning disabilities. The partnership is centred around both LGT Vestra Jersey and Les Amis' joint wish to reach a greater understanding of people. Through the Vestra Vistas photography competition, the companies hope to dispel any preconceived notions around what it means to have a learning disability. Monthly winners will have their winning photograph showcased at the Vestra Vistas closing exhibition in 2019. This exhibition will take place at a local Jersey gallery where photographs submitted by entrants will be on display. 'Vestra Vistas' translates to 'your views'; representing LGT Vestra Jersey's belief that understanding clients’ non-financial values, thoughts and concerns are equally as important as the financial and technical facts. A newly-formed Jersey team is aiming to be the first side from the island to play in an English league after seeking to join the Football Association. Jersey Bulls are hoping to compete in England's 10th tier from the start of the 2019-20 campaign. They are following in the footsteps of fellow Channel Island side Guernsey FC, who joined the English leagues in 2011. It comes after Jersey's bid to become an international football nation was rejected by Uefa congress in February. Russell Le Feuvre - a former player in the annual Muratti Vase
tournament between Jersey, Guernsey and Alderney - is the club's founder and is director of operations, with the club's name designed to "celebrate Jersey's dairy heritage". "Jersey Bulls FC provides the inspiration for footballers to play at a high level, it will showcase Jersey and raise the profile of the island," he said. "We are confident the model we have created is sustainable and that our own due diligence, combined with that of the Jersey FA, Combined Counties and FA Leagues Committee, will ensure the future success of the club." The Bulls are hoping to join Combined Counties Division One and are in "advanced discussions" to use
the island's Springfield Stadium as their ground. Guernsey FC, who started in the same league, are now in the eighthtier Isthmian South East Division. "The intention is for Jersey Bulls to complement existing club football and the project has generally been welcomed by most clubs and players," Jersey FA CEO Jean-Luc Desbois said. Guernsey FC chairman Mark Le Tissier - brother of former Southampton and England star Matt - added: "We were delighted to be able to offer support and advice from our experiences to Russell. I was born in Venice, north of Italy, on March 22, 1917. At the age of ten, I was sent to a Roman Catholic Seminary in Piacenza, and ordained a priest, after 12 years of study, on October 22, 1939. Two months, later Cardinal R. Rossi, my superior sent me to America as assistant pastor of the new Italian Church. of Blessed Mother Cabrini, in Chicago. For four years I preached in Chicago, and later in New York. I never questioned if my sermons or instructions were according to the ‘Bible. My only work and ambition was to please the pope. It was on Sunday, February, 1944, when I turned on the radio and accidentally tuned it on a Protestant Church programme. The pastor was giving his message. I was going to change the programme, because I was not to listen to Protestant sermons, but interested, I do not know why – I kept listening. My old Theology was shaken by one text from the Bible I heard over the radio: “Believe on the Lord Jesus Christ and thou shalt be saved.” Therefore, it is not a sin against the Holy Spirit to believe that one is saved. I was not yet convinced, but my mind was full of doubts about the Roman religion. I was beginning to worry about the teachings of the Bible more than about the dogma and decrees of my pope. People were giving me, every day, a generous offering of thirty minutes of ceremony called Mass, because I promised them to relieve the souls of their relatives from the fires of purgatory. But every time I looked at the big crucifix upon the altar it seemed to me that Christ was re-buking me, saying: “You are stealing money from the poor, hard-working people by false promise. You teach dotrines against my teachings. Souls of believers do
not go to a place of torment, because I have said, ‘Blessed are the dead which die in the Lord, from their labours ‘(Rev. 14: 13). I do not need a repetition of the sacrifice of the cross because my sacrifice was complete. My work of salvation was perfect and God has sanctioned it by raising Me . from the dead. ‘For by one offering. He has perfected forever those who are sanctified ‘ (Heb. 10: 14:). If you priests and the Pope have the power of liberating souls from purgatory with Masses and indulgences, why do you wait for an offering?’ I could no longer face the Christ on the Altar. When I was preaching that the Pope is the vicar of Christ, the successor of Peter, the infallible rock upon which Christ’s church was built, a voice seemed to rebuke me again: ‘You saw the Pope in Rome; his large, rich place; his guards; men kissing his feet. Do you really think that he represents Me Jesus I came to serve the people; I washed men’s feet; I had nowhere to lay My head. Look at me upon the cross, do you really believe that God has built his church upon a man when the bible clearly says that Christ’s Vicar on earth is the Holy Spirit, and not a man? (John 14:26). ‘And that rock was, Christ’. If the Roman Church ‘is built upon a man then it is not my church.’ I was teaching my people to go to Mary, to the Saints, instead of going directly to Christ. But a voice within me was saying: Who has saved you upon the cross? Who paid your debts by shedding His blood? Mary, the Saints, or I Jesus? You, and many other priests do not believe in
scapulars, novenas, rosaries, statues, candles; but you continue to keep them in your church. MY believers should adore Me Jesus, spirit and truth. Destroy these idols. Where my doubts were really tormenting me was inside the confessional box. People were coming to me, confessing their sins to me. And I, with a sign of the cross was promising that I had the power to forgive their sins. I am a sinner, a man, was taking Gods place, Gods right, and that terrible voice was penetrating me, saying, ‘You are depriving God of his Glory. If sinners want to obtain forgiveness of their sins they must go to God and not you. It is God’s law they have broken. To God therefore, they must make confession; to God alone they must pray for forgiveness. No man can forgive sins, but Jesus can and does forgive sins. ‘Thou shalt call His name JESUS; for He shall save his people from their sins’ (Matt.1:21) ‘There is no other name under heaven given among men whereby we must be saved’ (Acts 4: 12). ‘For there is God and one mediator between God and men, the man Christ Jesus’ (I Tim. 2:5).’ I could not stay any longer in the Roman Catholic Church because I could not continue to serve two masters, the Pope and Christ. I could not believe the two contradictory teachings. Tradition and the Bible. I had to choose between Christ and the Pope; between tradition and the Bible; and I have chosen Christ and the Bible. I left the Roman Priesthood and Roman religion in 1944 and now I. have been led by the Holy Spirit to evangelize Roman Catholics and urge,

with lectures in churches, colleges and public places, Christians to witness without fear in order to bring their Roman Catholic friends to Christ. The Channel Islands Co-operative Society donates over £17,000 to local projects The Channel Islands Co-operative Society is providing more than £17,000 in funding for 17 environmental projects in the islands this year. The Eco-Fund, now in its 10th year, contributed over £9,000 to worthy local projects that protect and regenerate our local environment. Every year, the Society invites applications from projects that have an environmental focus and provides financial support to as many of those as it can under the fund’s mandate. This year, 30 applications for funding were received across the islands for the Eco-Fund, 13 of which have been successful. The projects selected in Jersey include Les Landes School, Seedy Sunday, Grouville School, Guide Dogs for the Blind, Jersey Marine Conservation, Samares School, Grainville School and Bel Royal School. Les Landes School has received £500 from the Eco-Fund. Headteacher, Vicki Charlesworth said: ‘We are passionate about encouraging and developing our children's experience outdoors. We have recently been learning about the importance of bees and the threat to bees. We began talks last year with the education department and the Jersey Beekeeper’s Association about the possibility of having bees on site. We have a busy garden and in the past we’ve kept chickens, which really engaged the children and supported nurture work in school. Thanks to the Eco-fund, we now hope that we will be able to have a bee hive in our garden.’ The Jersey branch of Seedy Sunday has received £500 from the fund to support and help raise the profile of its annual seed swap event in
February. Seedy Sunday encourages people to save seeds from their garden plants and aims to raise awareness of seed biodiversity present in the island. The saved seeds collected will then go towards creating wildflower meadows in the future. Funding will be used to hire a larger venue for the event and to secure a celebrity gardener presenter. The Eco-Fund has also donated £1,000 to Grouville School, which plans to use the funding to regenerate Le Pre Arthur, a space in the school’s meadow, to be used as a bird hide overlooking the meadow and the pond. This will allow children to observe and record wildlife throughout the year. Guide Dogs for the Blind has received £500 which will go towards advertising its ‘BIGGEST Book Sale’ event taking place next year. A further £1,000 has gone to the Jersey Marine Conservation for its marine breeding clean-up project. The funding will go towards a floating sledge for recovering rubbish, as well as an electric engine to enter sensitive areas without noise or pollution. Caring Cooks of Jersey has received £500 to go towards its Kitchen Garden Project at Samares School. Funds will be going towards getting a transparent composter installed at the school. Caring Cooks CEO, Melissa Nobrega, said: ‘The plan is to fill the composter with the scraps from the children’s cooking, lunches and snacks and then track the composting process, which will allow the children to see how the composting process works for their science and outdoor learning.’ Bel Royal School has also received £500 in funding to go towards the refurbishment of its pond. teacher, Sonia Burton, said; ‘We have a pond which isn’t right for our children’s needs. We would like to make it accessible for all pupils, bearing in mind we also have students with physical disabilities. The pond is currently over grown and not a good environment for wildlife. We are trying to develop an environmentally and eco-friendly garden and we’re grateful to the Co-op for enabling us to take the first step towards this.’ The projects selected in Guernsey include Vale Primary School, Plastic Free Guernsey, Guernsey Conservation volunteers and Pick It Up Guernsey. Aside from the Eco-Fund, the Coop has also been actively supporting a number of other environmental projects in both Jersey and Guernsey, including £2,000 which was donated to the Western Rural Day Schools Wheelbarrow Competition.
Improved winter bus service
LibertyBus have announced new routes and more frequent services as they roll out their winter 2018/19 timetable from 01 October. The changes come following a successful public consultation held in July where members of the public were invited to provide comments and feedback for the winter service. The most significant change is the introduction of a brand new Route 6 service which will run through Mont Cochon, providing a valuable link between St Helier and Jersey Hospice Care. The service will run 4 times daily, Monday to Friday, for a trial period of 6 months. LibertyBus is also introducing additional Sunday services in two of the island’s parishes. For Trinity residents and businesses, the existing Route 4, which has previously had no Sunday service in the winter, will be enhanced with a shorter Route 4A. This new
service will run 4 times throughout the day. The Route 19 which services the La Pouquelaye and Westmount areas will also now have a Sunday service running 4 times throughout the day. Kevin Hart, Director of LibertyBus has commented on how important customer feedback is when developing the new timetables. “Public opinion is vital in helping us shape the future of
the bus service. Whilst it’s not always possible to incorporate all of the suggestions we receive we do take all of the feedback on-board and do what we can to meet our customer’s needs.” “We’re particularly pleased to be able to trial the new Route 6 this winter to service Jersey Hospice Care. Customer feedback during the consultation highlighted a need to provide a link for staff and visitors to the Hospice as well as for residents in the area. We hope the trial proves successful and we can continue to provide a service to the area.” The new timetable is available from Liberation Station or on the LibertyBus website. Optimus urges us to act now to avoid becoming ‘technologically unemployed’ Optimus Recruitment is encouraging Jersey workers to start considering the impact of the technological revolution now, to avoid their jobs coming obsolete in the future. Following warnings from the Bank of England’s chief economist that the advances of artificial intelligence could leave many ‘technologically unemployed’, Optimus are exploring how it can best work with its candidates and employers to ensure that the digital revolution creates employment opportunities rather than reducing them. Being labelled as the Fourth Industrial Revolution, the advancement of technology is likely to have a large impact on the job market, with an estimated 45% of employee activities being taken over by technology. By 2020 it is thought as many as 5 million jobs will be performed by computers. But with this evolution, there if the potential for a lot of new jobs to be created, with humans taking on more higherlevel roles. Optimus are encouraging islanders to become aware of these changes so they can start to learn the appropriate skills to take on these new roles. Chris Patel, Senior Consultant of Optimus Recruitment said: “It is without doubt that robots and
computers will change the way we work, but this is about being prepared for change. Ensuring that you have the necessary skills and are familiar with technology will mean that you will always have value in the job market. It is down to employers to retrain their staff and for individuals seeking employment to upskill and reskill to ensure they have the talent that firms require. Gone are the days when our education ends at 21, we need to be thinking about constantly learning and adapting throughout our working lives. “Human skills that cannot be replicated by a computer will become increasingly important to our society, such as creative roles and those requiring empathy, problem solving, communication and listening skills. While many are talking about a lack of talent in Science, Technology, Engineering and Maths, it is difficult to predict whether all jobs in future are actually going to be centred around software engineering. The skills most likely to become most valuable are soft skills. “The younger generations are now

Ladies Lunch in aid of Teenage Cancer Trust Jersey Appeal
On Saturday 13th October, the Teenage Cancer Trust Jersey Appeal will be hosting a ladies lunch to help raise money. Tickets cost £50 per person with the event starting at 12:30pm at The Royal Yacht. About Teenage Cancer Trust There is never a good time to get cancer but for a teenager the timing seems particularly cruel. Without the work of Teenage Cancer Trust, it’s likely they would be treated alongside children or elderly patients. Being away from their normal life, friends and environment at such a vulnerable time is the last thing they need. Teenage Cancer Trust is dedicated to improving the quality of life and chances of survival for young people with cancer, aged 13 to 24. They have developed age appropriate units within NHS Hospitals and fund specialist nursing and support staff who provide expert care and information for young people and their families. But they have a long way to go. Currently, for every young person they reach there’s another they can’t. This has to change. They are expanding their team of expert nurses to work in hospitals across the UK and Channel Islands, so that every young person with cancer can access this specialist support no matter where they live. Teenage Cancer Trust Jersey Before 2013, young people with cancer from Jersey received inpatient treatment at Southampton General Hospital. At that time there was no age appropriate care for teenagers
and young adults. The ‘Teenage Cancer Trust Jersey Appeal’ was launched with a volunteer committee in September 2009, their vision was to ensure that every young person diagnosed with cancer in Jersey should be treated in age appropriate facilities, where they can receive expert care while undergoing cancer treatment. Since then the Jersey Appeal Committee have worked tirelessly organising some incredible events and raising the profile of the charity. Schools, businesses, trusts, families and groups have helped raise funds and awareness. Funds raised support the following: - Enabling local young people and their families to attend Teenage Cancer Trust activities, events and weekends - The ongoing running costs of the Southampton Unit - Delivering Cancer Education and Awareness Programmes to groups of young people in Jersey - Expanding nursing and support service in to Jersey - Information resources for Young People with cancer

This month marks 10 years at the helm of Jersey Electricity for Chris Ambler but the Chief Executive of the Island’s biggest energy provider is keen to look forward as worldwide energy production and markets go through their biggest period of transition ever. Climate change, carbon reduction targets, the falling cost of renewable technologies and improvements in battery storage are bringing about a revolution in the way electricity is produced and delivered. But, says Chris: ‘Here in Jersey, we are in so many ways already ahead of the curve in terms of our electricity supply. Jersey’s electricity is already decarbonised and one third of it is already generated from renewables. Grid reliability is significantly better than elsewhere as is pricing. But we know that we and Islanders can do more to facilitate a low carbon economy. ‘The only way to halt runaway climate change and limit global warming is to increase energy efficiency and abandon fossil fuels. That means electrifying heating, transport and industries that are traditionally powered by fossil fuels. But that electricity itself has to be clean and low carbon, hence the charge in many countries to install renewables. ‘But many consumers are seeing higher energy bills due to “green subsidies”. The UK “Big Six” suppliers have increased retail electricity prices by an average of 24% over the last 18 months. In Jersey, where the electricity supply is already virtually decarbonised, prices have risen just 2% in four years. Average electricity prices in Jersey are now around 21% lower than the UK and 15% less than
the EU15 average for most consumers and we are keen to maintain our attractive pricing. ‘Balancing the grid between supply and demand becomes increasingly challenging with the introduction of intermittent wind and solar. The answer lies in storage; stockpiling surplus power when the wind blows and the sun shines to be used when demand peaks when the wind has stopped blowing and the sun stopped shining. However, put in perspective, the world’s current largest battery, the 100MW Tesla facility in Jamestown, Australia, cost around $50million but can still only power 30,000 homes for just over an hour. So while batteries can help with day-to-day peaks in demand, they are far too expensive – certainly in Jersey – to cope with seasonal fluctuations and are unlikely to be the sole answer to a renewable future. ‘Similarly, while we would very much like to see large scale wind and tidal power be part of Jersey’s energy mix, for now, neither are economically viable without large subsidy. The 62-turbine wind farm approved 23 miles from the south coast of Jersey is being subsidised by the French Government at a price that is more than three times what we pay to import low carbon power via our three undersea supply cables to France. In the UK, the Government has withdrawn support for a tidal lagoon in Swansea Bay that would have cost c.£1.3bn, saying it did not represent
value for money. ‘Despite all this, we recognise the appetite for local renewables and we are keen to encourage their introduction in an efficient and economically sustainable manner that benefits all Islanders. We believe that there is more we can do to innovatively unlock commercially viable renewable opportunities. We now believe the best opportunity for Jersey - by some margin - is groundbased solar PV which in many countries is close or at grid parity (ie competitive in cost terms with imported electricity). We have already announced plans to enable the setup of small ground-mounted solar farms on brownfield sites with the security of long-term purchase contracts with Jersey Electricity and are some way to seeing the first pilot emerge. This way we could exploit unsubsidised onIsland renewables without pushing up prices to other customers. ‘But people must understand that fitting solar PV panels will not reduce
their carbon emissions while they still heat their homes and workplaces with oil or gas. It would be like walking to work instead of cycling; it won’t make any difference to your carbon emissions because the electricity you are replacing is already low carbon. There is no further potential to decarbonise electricity. The only way we make further carbon reductions is for us all to work together to displace fossil fuels with electricity - and to use that energy as efficiently as possible. ‘Energy efficiency and demand management will play an increasing part in both reducing emissions and individual energy bills. Jersey is again ahead of the UK in the deployment of Smart Meters that link to online Smart Accounts that enable customers who register to monitor their electricity use and identify how
changes in consumption behaviours can reduce bills. ‘We also want to encourage electric transport. We are in the process of upgrading our current chargers and if we can secure access to more car parking spaces, we hope to extend the network beyond St Helier. We want to help Islanders access the latest ‘smart’ heating and other technologies that will give everyone more control, convenience and comfort as well as helping to save energy – and money. ‘Smarter Living’, now open in the Powerhouse is a physical ‘energy hub’ where the public can go to see and learn about the latest energy efficient technologies that can help us live cleaner, greener lives and save money. Optimising the use of a clean, greener energy supply means a clean, greener Island. And that’s what we all want.’

Political responsibility for digital industry
The Chief Minister has announced that political responsibility for digital matters will return to the portfolio of the Economic Development Minister.

My first step will be to develop a strong partnership between government and the digital industry. “We are already seeking Future Tech Talent placements for our
Trident work experience scheme, and we are introducing a Back to Work digital staff scheme which provides paid training opportunities for digital businesses. I would like to expand these initiatives in partnership with industry, for the benefit of islanders.” Senator Le Fondré added: “I’ve been considering where certain areas of political responsibility will be redistributed, and I am confident that combining the digital industry with the economy is the right solution. I am currently considering other areas and will shortly be making further announcements.”

ZEDRA LAUNCHES A FUND FOR TRUSTEES NEWS
ZEDRA Jersey has launched the ZEDRA Fiduciary Investment Fund. The Fund addresses a gap in the market for an investment solution built for trustees. The structure is highly innovative and offers reduced asset manager risk and reduced portfolio volatility. The Fund is suitable for trustees wanting to ensure that trust assets are invested in a safe and secure fashion and benefit from best of breed investment management. The fund is an openended fund based in Jersey. The innovative structure and design of the ZEDRA Fiduciary Investment Fund is the attraction for those charged with ensuring trust assets are invested in the most appropriate manner, with a focus on reducing manager risk and lowering costs. There are currently two sub-funds, both with a medium risk strategy with one aimed at total return investors and the other more considerate of generating a stable
income flow, currently targeting a yield in excess of 3%. The sub-fund assets are managed by some of the best investment management houses in the marketplace, with each being appointed to meet the specific investment objective of the subfund. Unlike other multi-manager funds, ZEDRA are not making any investment decisions or asset allocation calls; however, clients will profit from their manager selection expertise. Investors will benefit from a diversification of the management process and style as well as a diversified underlying portfolio. In addition, when appropriate, assets can be switched between managers within the ZEDRA Fiduciary Investment Fund, minimising transition costs. In some jurisdictions this may also be beneficial from a capital gains tax perspective. Against a backdrop of regulatory and market pressures increasingly weighing on Jersey’s finance industry, the funds sector has continued to grow and
attract new business helping the Island to maintain its reputation as a leading international finance centre. The new ZEDRA fund is more good news for Jersey and a sign of ZEDRA’s confidence in the jurisdiction. Mike Farley, Managing Director of ZEDRA Fiduciary Investment Services, says: ‘We developed the Fund because we saw the need for an investment solution built for trustees, which isn’t constrained to one investment manager’s process where you are tied to a specific strategy and style. ‘If a trustee has £50 million to invest, you can allocate your financial assets between two or three different investment managers, to reduce manager risk, and still have sufficient
assets with each manager to be able to negotiate competitive costs at the manager level. However, this is not so easy if your trust fund has £3 million or less to invest. This is where our new Fiduciary Investment Fund comes in.’ The ZEDRA Fiduciary Investment Fund is currently only available to clients of the ZEDRA Group and, more specifically, Sterling investors. However, Andy Cunningham, Director of ZEDRA Fund Services, added: ‘We have already seen a lot of interest in this innovative approach to managing fiduciary assets and anticipate launching a US Dollar version and also opening the fund to other service providers in due course. PDJ Changes its management following the purchase of the business by Roberts
Trading since 1969, Petroleum Distributors Jersey (PDJ) is predominantly an oil heating business servicing both domestic and commercial customers. PDJ also provides Boiler Maintenance Services, offering a one stop shop for all heating solutions. PDJ doesn’t stop there, they also supply forecourts with road fuel and lubricants to their commercial customers. In addition to offering competitive prices for domestic and commercial oil, PDJ has always prided itself on its exceptional customer service; and teamed with the new management now in place, there are great plans to take the businesses forward Pan-Island. Board surveys health staff on hospital location The Hospital Policy Development Board has commissioned a survey to ask health staff for their views on the location of a new hospital. The survey, prepared by an independent survey company, is being sent to all staff currently working for Health and Community Services. Paper copies will also be available for staff who would prefer hard copies. This survey is part of the work of
the Hospital Policy Review Board, which is conducting an assurance review of the evidence that supported the previous States Assembly’s decision to develop a new hospital on the existing site, Westaway Court and Kensington Place. The survey is supported by Island’s Minister for Health and Social Services, who is also on the Hospital Policy Development Board. It includes a question about site selection which was raised in a recent
petition to the States Assembly, which asked for a staff survey. The Chair of the Hospital Policy Review Board, Connétable Chris Taylor, said: “The Board would like to hear the views of staff currently working in Health and Community Service. This brief, independent survey will be used by the board to develop its conclusions in its report to the Chief Minister.” The initial review is expected to be completed in October and the findings will be made public.

States announces ‘one front door’ for customer services The States of Jersey will soon be providing most of its frontline customer services in one place. The new Customer and Local Services department, which will be based at the former Social Security building in La Motte Street, will provide ‘one front door’ for the majority of faceto-face customer queries. It will, over time, provide a streamlined service for everything from applying for income support to planning and passport applications, and getting help with tax matters. At the moment, islanders have to deal with teams in various departments in a number of locations, either face-to-face, by post, by phone or online, and they often have to provide the same information many times. Islanders currently make almost 200,000 visits a year (3,800 a week) to government offices, and the new ‘one front door’ will bring frontline teams together, so that islanders will no longer have to visit different offices when they deal with the government. It is being established as part of the One Government vision of a modern
public service, with customers at the heart of the new structure. An island-wide survey of 1,000 islanders conducted in February 2018 on behalf of the States of Jersey, by the UK polling company, ComRes, found: - 84% of islanders want to be able to apply for government services in one place, instead of having to contact each department separately - 76% of islanders think the government should provide more of its services online Director General for Customer and Local Services, Ian Burns, said: “We’ve listened to islanders, who’ve said they want more joined-up services and to be able to access them in one place, so that’s what we’re working towards. “By bringing more front desk services together in one place, we’ll make it easier and more convenient for the islanders we serve. We’ll also put more services online, because most islanders want to serve themselves digitally whenever and wherever they like. We’ll continue to
support customers who need extra help.” Assistant Chief Minister, Connétable Richard Buchanan, said: “This move supports our aim to become a customer-focused organisation, working as one team to deliver quality, modern public services that provide value for money. Providing ‘one front door’ will help to integrate the delivery of our services, reduce duplication, promote collaboration and increase productivity.” Services will begin to move from Cyril Le Marquand House, South Hill and Maritime House to La Motte Street in October, and over a period of weeks the range of services available through the new front door to government will grow. As the services move, the customer desks in their former offices will close.

Jersey Dog Training Association No matter what age you start training your dog, foundation training provides the basis for any activity, behavior or job you want your dog to do. Training provides dogs with the basic good manners we all want—from polite greetings when guests arrive, to walking nicely on the leash, to coming when called. The Jersey Training Association, who are run by experienced volunteers, are approaching their 50th anniversary next year and can help with this, whether it’s puppy classes or basic dog training. Why obedience training? In obedience dogs are taught to understand and obey certain commands. At the domestic level a well-trained dog is a happy dog with a happy owner, because the owner can trust their dog. For example to return to them when called on the beach, or to drop into a down if a car is coming. For the dog, they are pack animals, so learning to obey commands helps them to understand that their owners. What will we learn at class? The basic commands we teach our dogs in the introductory classes are to Sit, to go Down, to walk by the owners side without pulling on the lead, to return to owner when called, to stay in one spot when the owner leaves them, and to pick up and bring back and give
items when requested. Coming to dog training classes is also very important
for socialising your dog, so it is used to contact with other dogs and people.

Bremont reveals its darker side Venom, the new antihero epic movie is released this month and the star of the film, Tom Hardy, wore the stealthy Bremont U-2/51-JET timepiece for his role as Eddie Brock.

PROPERTY INSIGHTS What does viewing feedback really mean? By Marcus Matthews of Indigo Estates Sellers often approach us after an unsatisfactory experience with another agent, particularly in relation to poor levels of feedback following property viewings. Surely prompt and constructive feedback should be a fundamental part of any estate agent’s service to their clients! Only when agents understand what buyers think of a property can they deliver practical advice that will enhance its sale prospects. The agent and the seller should be working hand-in-hand to achieve the desired outcome, based significantly on buyers’ comments. We also understand the seller’s anguish in simply not knowing whether a sale is imminent following a viewing. Sometimes, feedback is obviously positive: “When can you move out?” is clearly a strong buying signal; “What are the neighbours like?”, “Could I bring my partner round?” or “Will you be leaving that cupboard?” certainly indicate that the property is a distinct possibility, and a good agent should be able to move this interest towards a firm offer. Some feedback can be helpful in confirming whether the asking price is positioned correctly in the market. Buyers buy by comparison, and sometimes a swift price adjustment can be imperative to avoid the house going stale on the market. For example, “The property is too small
for us” usually means, “We have seen larger houses for the same price”. “The street is too busy” usually means “We’ve seen similarly priced
properties in quieter streets”. Of course, many people are just being polite when they say, “We’ll think about it”, or “I’m sure you’ll
find a buyer easily”. The key to good estate agency is identifying which comments point to a sale, which point to a negotiation, and which
point to a problem with the price. And we think sellers deserve to know, via prompt and supportive feedback.
