Greetings This year, 2013 was a real big challenge for me and the Jesuit Mission to Cambodia. Because personally, I spent first year having been entrusted with responsibility as Delegate for the Korean Provincial for the Cambodia Mission. As a community, we took the first steps to start new educational apostolate in Cambodia. All that has been accomplished and All our challenge is thanks to your prayers and generosity. Cambodia starts a dynamic movement of economic growth today. But Cambodia is still not left out of the dependent economy by surrounding countries or the world powers. Who derive benefits with the development of economy is only a tiny minor rich class. This country is still one of the worlds poorest nation in Asia. After a long pondering, We made a conclusion that the principal challenge of this country is education and now we finally launched the Xavier Jesuit School Project. The innovation in education is urgent to Cambodia in order that they build up their own strength to plan development. Also, the education is the best-known field that Jesuit can perform well. Now Jesuit Mission to Cambodia made a new start. In this process, the generous support you provide makes our work possible. August, 2014

The Jesuit Mission to Cambodia The beginnings of the Jesuit mission to Cambodia date from 1980. From 1980 to 1990, Jesuit Refugee Service(JRS) was present among the Cambodian refugees and displaced persons who sought safety from the evils and deprivations of war in refugee camps on the Thai border while civil war continued to rage within Cambodia itself. In 1990, JRS signed an agreement with the Cambodian Ministry of Social Action and established an office in Phnom Penh and set up Jesuit Mission to serve the poor of Cambodia. Cambodia still suffers from the trauma of the war and the effects of the Khmer Rouge regime. Although this country has reported a high rate of economic growth, it still experiences oppressive social divisions, unequal distribution of resources, widespread corruption and exploitation and marginalization of the poor that is exacerbated by the fast-paced modernization of Cambodian society and the increasingly severe effects of climate change. Especially problematic is the area of education, symbolized by the high rate of illiteracy and the general lack of education in this society. Jesuit Mission seeks to safeguard the rights and the future of the poor. The desire is to continue to serve the most disadvantaged among the poor. The focus is on activities for genuine community development and empowerment of the Cambodian people. The desire is to embrace their suffering and to help restore Cambodian values and ideals distorted by the many years of conflict.

Jesuit Service-Cambodia
Jesuit Service-Cambodia (JSC) is a non-government organization (NGO) working in cooperation with the Ministry of Social Affairs of Cambodia. It is duly registered with and recognized by the Ministry of Foreign Affairs. It has been working in Cambodia since 1991 for the development and accompaniment of the poor, persons with disabilities (PWD), landmine victims, refugees, and marginalized people of Cambodian society. In 1994, the Jesuits in Cambodia established Jesuit ServiceCambodia (JSC) for missionary activities in Cambodia. JSC desires to support and serve the people of Cambodia, especially those most disadvantaged. As a Catholic organization, JSC labors together with people of goodwill, to serve others as generously as Christ did, through collaborative efforts in education and social programs in local communities.

BANTEAY PRIEB In 1991, Jesuit Service Cambodia (JSC) established Banteay Prieb is a training center and home for young people with disabilities. Here, men and women disabled by landmines, war, accidents and polio come to live, learn, tell their stories, and draw strength from one another. The Center’s programs strive to impart skills and values that enhance the participants’ sense of dignity and self-worth, and provide possibilities for income generation and self-support after they finish the program. More than 2,000 young Cambodians with disabilities have participated in the Banteay Prieb program up till today.

JSC Special Project RDAS Rural Development Ang Snoul| Ang Snoul is the name of the district surrounding Kandal Province where Banteay Prieb is located. The RDAS director Long Sophal has been working for underprivileged people and the development of the rural area in this district for 25 years.
Most of people living in Ang Snoul District are farmers. RDAS provides micro-finance for rice and livestock and small loans for poor villagers. Nowadays, the payback rate exceeds 80%, proving that immediate financial support from RDAS is a real help to the people of Ang Snoul. The RDAS team also regularly consults with the head of each village to know the difficulties the people have to repay their debts and what kind of support they have more need of. DAS also runs the Poor Farmers Association (PFSA) and the Khmer Women’s Association (KWA) to show solidarity to the villagers and support communication within communities. PFSA helps farmers be improve their life and have community spirit and responsibility. PFSA has charge of a credit association activity which provides agricultural and rehabilitation loans. KWA works to eradicate illiteracy for women and children, promotes education for sanitation and provides various other education programs according to need. KWA is made up of the head of each village and they maintain the village library and the rice bank as well.

ECOLOGY| Forests in Cambodia are being rapidly destroyed as urbanization and development proceed at an ever faster pace. In the process of development, consideration of environmental destruction has been entirely and comprehensively excluded from consideration by entrepreneurial and governmental forces. Sadly, the most damaged industry from the endemic environmental destruction is the primary industry that the livelihoods of the local poor are based upon. The ecology program seeks to serve these poor people.

An expert in ecological environment, Fr. Gabriel(Gabby) began the ecology program in January 2013. The first year was dedicated to a careful survey of rivers and forests across the country and to networking with environmental activists in Cambodia and other organizations from all over the world. The ecology team visited 15 different locations in Cambodia to plant trees during the planting season.
The team also launched a carbon offsetting program in July 2013. It was agreed that all Jesuits travelling to other countries will pay the JSC Ecology Program a calculated amount to offset the carbon dioxide produced by the air travel of that particular Jesuit. Visitors and guests from abroad are also welcome to participate in the program. Normally, this would be done in conjunction with the tree-planting activities.

Ear Clinic| JSC runs two ear clinics – one in Phnom Penh and the other in Battambang. These clinics have welltrained professional medical staffs to treat patients, conduct audiology tests for early detection of hearing loss, organize ear surgery in collaboration with surgeons from abroad and offer outreach programs to teach proper ear care to villagers.

Recently, simple audiology tests were offered in Siem Reap and Banteay Meanchey. Part of the JSC ear clinic program is the health-soap project and other short-term medical service projects.

Contaminated water, poor sanitation, lack of awareness about personal hygiene and the absence of easily accessible healthcare all contribute to the growing number of people afflicted with ear infections and diseases in Cambodia. Children commonly play in any open body of water, which is usually not clean, and thus are especially susceptible to ear infections that can easily develop into more serious problems of hearing impairment and, in the worst case, deafness.

Light of Mercy Home| The Light of Mercy Home (LMH) provides children with disabilities a home and center where they can attend school and live together with other children who have similar challenges. LHM not only supports them to receive formal education, but also provides other extracurricular activities such as extra classes to learn music, dancing, computer skills and simple craft skills. Through the care and activities provided, LMH aims to prepare them to lead an independent life.

Children who cannot see have better hearing than others. And they have an extraordinary ability to remember what they have heard. Thanks to this ability, they are able to learn English at a rapid pace. Thus, LHM is investing more time to the teaching of English since English can be a valuable possession for these children.
Children who cannot hear have skills for writing, drawing or physical activities. They communicate actively with sign language and gestures. Through the care and activities provided which are tailored to the needs of each child, LMH aims to prepare them to lead an independent life. In 2013, 38 children benefitted from the center.

Book Publishing| You will be surprised when you are going to the book store in Cambodia and looking to the books for children. Because there are too many books with cruel illustrations and violent stories. In that situation, We start Publishing project to provide children and students in Cambodia good reading materials. We published 18 new books and printed 56,000 copies.

Today, JSC picture story books have good content and convey morals which are good for children even the Ministry of Education recommend a lot of our books. So there is a growing demand for our books. We reprinted 28 books for 28,000 copies. We distributed the books to JSC offices, sold them on the market or to NGOs, or donated them to certain NGO. This year, the distributors are increased so we sold to 23 points.

Rural Project of Jesuit Service JSC’s general rural project, Metta Karuna (meaning loving compassion) serves the people through education programs and social programs. The main target groups are mostly the most marginalized in society – the poor and persons with disabilities.

The education programs included projects for teachers, students and those related to the improvement of the educational environment such as school buildings. Social programs were designed to provide resources for a better quality of life through, for example, wheelchair distribution, development of infrastructure including houses, toilet sand wells. Income generating projects and health projects are also part of the Metta
Karuna projects. Metta Karuna Phnom Penh also covers nearby provinces: Kandal, Kampong Speu and Kampong Chnang.

Phnom Penh| Phnom Penh is the capital city of Cambodia, and most of population of Cambodia is concentrated in this city. It is densely packed with many houses and tall buildings. Traffic problems are endemic. On the other hand, however, Phnom Penh is a place where the gap between the poor and the rich is visible all the time. Still, the style of life in Phnom Penh makes life for ordinary people difficult. In Phnom Penh, it is impossible not to see the life of marginalized people and their situation.

Fr. Rudy S.J. The headquarters of Jesuit Mission are located in Phnom Penh. The university scholarship program, youth cultural exchange program called ‘Magis,’ the ear clinic, book publishing, the Light of Mercy home for children are examples projects of Jesuit Mission. Banteay Prieb is located 30 minutes outside of Phnom Penh. In addition, Craft Peace Cafe, directly run by Banteay Prieb, is located in the downtown area of Phnom Penh.
“During my regency, we did small things like providing simple household necessities and even toilets, giving them some money for medical care or connecting people in need to the right NGO - really small things. But I learned that these small things also gave them hope and to keep the hope alive Our work and mission is not to solve every problem, but to be with them and learn from them.”

Meta Caluna KKK| Metta Karuna KKK is named after the initials of three districts located just beyond the city limits of Phnom Penh: Kampong Speu, Kampong Cchnang and Kandal. The office of Metta Karuna KKK is located next door to the Jesuit Community in Phnom Penh. Three staff members under the leadership of Mrs. Long Kanya visit the KKK regions four days a week. She inquires of the local community who are the poorest in the village, checks on the schools built by Metta Karuna KKK, inquires about the sick and how the houses Metta Karuna KKK built are faring. These follow-up management of JSC program performs a very important function leading to self-reliance and development for those involved.

Battambang| Battambang is the breadbasket of Cambodia. Thus, many people live there. There is still, however, no industry in the urban area other than farming. Jesuit Service Cambodia supports two student centers in the Battambang Province. Sr. Cecile, a Providence Sister, is in charge of the centers. 82 students live at the student center.

The villages the students come from are located in remote areas, without proper roads or infrastructure. The living conditions in these villages are extremely poor. There is also a general lack of education in the village because of the lack of teachers. Thus, in the student centers it is not uncommon to find older students in the lower grades because of the lack of education available in their village. They come for the chance to keep studying, an opportunity which their friends in their hometowns do not have. Many desire to return to their hometowns after graduation from the university so to help people in the countryside since they are acutely aware of the needs of their fellow villagers from their own experience.

Siem Reap| Siem Reap is well-known by tourists from all over the world because of its world heritage site, Angkor Wat. Its streets and luxurious resorts and shops are always teeming with tourists. Once beyond the tourist attractions, however, the reality is that Siem Reap is the second poorest city in Cambodia. Most of the local people of Siem Reap are poor farmers just like the people in the other cities of Cambodia. The luxurious resorts and shops near their homes make them aware of own deprivation.
JSC employs four staff members. They provide wheelchairs for landmine survivors through the Metta Karuna project. They also provide support for the poor through rice and cow banks and b providing materials for building houses.
Chim Vim (49) in Kok Snol village is a landmine survivor who lost his leg in 1985. He operates a bicycle repair shop near his house in order to support his ten children – five of whom are working and the other five are in school. JSC provided subsidized housing last year. His children take care of the mobile library in the village for which they receive a small allowance from JSC. Though a seemingly small amount, this allowance allows them to continue their studies.

Banteay Meanchey| Banteay Meanchey Province is located near the border between Cambodia and Thailand. Banteay Meanchey is the poorest province in Cambodia. Because of this extreme poverty, many young people want to cross into Thailand to find jobs. Most of them are in Thailand illegally, they are easily exposed to low salary, discrimination and abuse.

The fact is that in Banteay Meanchey, even somebody has land for farming, it is still difficult to survive and hold a family together. Most farmers barely survive by planting sugar cane which is cheap and grows well on dry land. The JSC Banteay Meanchey district office is located in Sisophon, supporting poor families with its scholarship program and providing a sugar cane bank for farmers.
JSC office in Banteay Meanchey is very active in the distribution of wheelchairs for PwD and are also involved in the Metta Karuna program, the agriculture loan program. Most of all, JSC Banteay Meanhey emphasize about education project. The coordinator, Mrs. Sokeng had worked for 13 years as a teacher in this place before she started to work with JSC. On her great passion to the education, JSC office here now has in prospect to grow the education project.

Kampong Thum| Smallest among all of the JSC branches, the Kampong Thom (KT) office began its service in 2005. Not limited by its size, they are very active in the distribution of wheelchairs for PwD and are also involved in the Metta Karuna program. As is in any rural town, KT is experiencing population decrease due to urban migration. This results in poorer quality of public service, including education and health services, in addition to less job opportunities.
JSC-KT just started a micro-finance program, and uses the interest income generated to perpetuate the program to fund more loans in the next year. In detail, for the micro-finance program, we ask the beneficiaries to pay back 10% of what they are given and invite them to attend the following year’s loan-giving ceremony for the new beneficiaries.

It is a way to show the past year’s beneficiaries that the money they returned is spent to help others like them so that they know they, too, can help other people. Mr. Vong Thim said that when they can make a living, they feel happier and grow confidence. it is important to help them realize there are things they can do so that they can build their self-esteem.

Spiritual / intellectual apostolate Spiritual Seminary Fr. Kim Taejin has been teaching church History in Major Seminary Saint John Mary Vianney in Phnom Penh. Church History is a three years course. And Fr. Kim is giving a course on spirituality to the novices of the Providence Sisters based in Phnom Penh, once a week for the whole year. He is also accompanying Providence Sister’s novices through the Ignatian Spiritual Exercise in daily life.

Translation In 2010, in order to provide material to read for the seminarians, Fr. Kim translated [Church History] by the German Church historian August Franzen into Khmer. This is the first edition and still essential material for Church History in academical level. For some years, Fr. Kim has been translating essential Jesuit literature, such as the [Spiritual Exercise and Autobiography] of St. Ignatius into Khmer. This is the foundation work for Jesuit spiritual ministry in Cambodia.

Xavier Jesuit school Project 2013 is a pivotal year for the Jesuit Mission Cambodia regarding its devotion to the education for the Cambodian youth. In November 2013, after years of deliberation, fundraising for the Xavier Jesuit School project was finally launched. The Xavier Jesuit School project is for a compound with a community learning center, teacher resource center and later with elementary, lower and higher secondary schools built near the city of Svay Sisophon in Banteay Meanchey, a northwestern province adjoining Thailand.

Our school is not only building and running the school. We are also acting as a protector for local children against the corruption of society. We will teach the children how to live together, to care for other people without discrimination. We emphasize the education of applied science focusing on the research, the art and physical education and the practical education. We suppose that it foster a sense of empathy and thinking skills to the children.

Sonai Phon, who is from Kampong Thom, is one of the first members to join the Xavier Jesuit School project team led by Fr. Ashley Evans, S.J. Her background is an example of how the Jesuits and Cambodian youth have influenced and helped each other. She has not only worked with Fr. Ashley but also many other Jesuit priests on various occasions –through her volunteer work at the Light of Mercy Home Children’s Center and Banteay Prieb Vocational school, involvement in the evaluation of Catholic Community Student Center in Phnom Penh, assistance with translations and organization of the MAGIS program, among other things. After graduating from university, she has been working for various NGOs in Phnom Penh. Her success exemplifies the influence of Jesuit education in inspiring compassion, generosity, selflessness, and faith. The decision to leave the comfort of her residence in Phnom Penh to join the Xavier Jesuit School in

the rural province of Svay Sisophon did not come easily. Turning down attractive job offers from large NGOs and against the advice of many of her friends and even her mother, was difficult. In making her decision, she said, “I chose this place (Svay Sisophon) in order to work with the poor. I find peace when I think of working for and with them. I have dreamt of learning how to love, how to share, how to care about others and how to understand their needs and to not just think of myself, and this was the perfect opportunity.” Having grown up in Cambodia who experienced first-hand the lack of quality education in her country, she has a clear vision of the new Xavier JesuitSchool. “This school will not only focus on providing technical and academic knowledge, but also teach love, morality, and compassion.

Also, from the point of view of economic development, greater numbers of marginalized people will be created. Our educational institution should serve such people.” The official title deed has been to the land has been provided by the Land Registration Office and the initial site preparation has begun. This preparation involves a land-fill over an area of 2 hectares and 880 meters of laterite road construction at an elevation of 3 meters to avoid seasonal flooding. The first educational activity of the Xavier Jesuit School expected to begin in August 2014, by offering a summer school program of six classes to the local community. The school is expected to open in 2016.
