My name: Justin Luke Riley Name of NGO, NPO, and country: Reach Reveal Thailand Title of project: Reach and Reveal Development and reasoning of philosophy: According to World Bank there are two main types of NGOs. We will choose the second to move forward.

The World Bank differentiates two main categories of NGOs with which it interacts: Operational NGOs, the primary purpose of which is the design and implementation of development-related projects. Advocacy NGOs, the primary purpose of which is to defend or promote a specific cause, and influence the policies and practices of international organizations. In a sound bite world filled with tweets and text messages our NGO will communicate simply and clearly.

Our NGO will be hereafter referred to as, “Reach.” Therefore, Reach’s philosophy is, “We help people” With this as our primary message being communicated, this allows us to target a myriad of goals, objectives, and tasks. Such as, “We will improve conditions in societies in Thailand…” Our NGO will also be launching a NPO, which will act as the neutral platform to address really specific and certain issues in specific populations. For example, launching efforts that would counter human trafficking, something a NGO may not want to be directly associated with.

Additionally, developing a NGO and a NPO broadens the ability of funds that would be available to both organizations. A NGO can receive funding that a NPO cannot and a NPO can receive funding that a NGO cannot.

Introduction: Reach will address sub par conditions and circumstances that impact communities. Reveal is a solution provider collaborating with charitable organizations for the purpose of increasing awareness and capacity.

Reveal will allow us to have the ability to partner with organizations in the area and develop partnerships.

Introduction to Thailand: A unified Thai kingdom was established in the mid-14th century. Known as Siam until 1939, Thailand is the only Southeast Asian country never to have been taken over by a European power. A bloodless revolution in 1932 led to a constitutional monarchy. In alliance with Japan during World War II, Thailand became a US treaty ally in 1954 after sending troops to Korea and fighting alongside the US in Vietnam. A military coup in September 2006 ousted then Prime Minister THAKSIN Chinnawat. December 2007 elections saw the proTHAKSIN People's Power Party (PPP) emerge at the head of a coalition government that took office in February 2008. The anti-THAKSIN People's Alliance for Democracy (PAD, aka yellow-shirts) in May 2008 began street demonstrations against the new government, eventually occupying the prime minister's office in August and Bangkok's two international airports in November.

After an early December 2008 court ruling that dissolved the ruling PPP and two other coalition parties for election violations, the Democrat Party formed a new coalition government and ABHISIT Wetchachiwa became prime minister. In October 2008 THAKSIN fled abroad in advance of an abuse of power conviction and has agitated his followers from abroad since then. THAKSIN supporters under the banner of the United Front for Democracy Against Dictatorship (UDD, aka red-shirts) rioted in April 2009, shutting down an ASEAN meeting in Pattaya.

Following a February 2010 court verdict confiscating half of THAKSIN's frozen assets, the UDD staged large protests between March and May 2010, and occupied several blocks of downtown Bangkok. Clashes between security forces and protesters, elements of which were armed, resulted in at least 92 deaths and an estimated $1.5 billion in arson-related property losses. These protests exposed major cleavages in the Thai body politic that continue to hamper the current government. The ABHISIT administration has announced a plan for a general election some time in 2011 ahead of its full term by the year-end. Since January 2004, thousands have been killed as separatists in Thailand's southern ethnic Malay-Muslim provinces increased the violence associated with their cause.

and labor trafficking offenders, combating the trafficking complicity of public officials, and sheltering trafficking victims (2011) Furthermore, The Situation: Thailand is a source, transit, and destination country for human trafficking.

Source: Thai and hill tribe women and girls are trafficked to Japan, Malaysia, South Africa, Bahrain, Australia, Singapore, Europe, Canada and the United States for sexual and labor exploitation. 1 Many women are girls are trafficked by international criminal syndicates. 2 Many Thai are lured to Taiwan, Malaysia, the United States, and the Middle East by labor recruiting agencies and are forced into involuntary servitude because of the high debt owed to the agencies. 3 Within the country women were trafficked from the impoverished Northeast and the North to Bangkok for sexual exploitation. However, internal trafficking of women appeared to be on the decline, due to prevention programs and better economic opportunities. Women also were trafficked to Japan, Malaysia, Singapore, Bahrain, Australia, South Africa, Europe, and the United States chiefly for sexual exploitation but also for sweatshop labor. Men were trafficked into the country for commercial fisheries and farm, industrial, and construction labor. Prosecution of traffickers of men was complicated by the lack of coverage in the law. 4 Transit: A number of women and girls from Burma, Cambodia, and Vietnam transit through Thailand's southern border to Malaysia for sexual exploitation primarily in Johor Bahru, across from Singapore. 5 Anecdotal evidence also points to an increase in trafficking of foreign migrants for sexual exploitation. Burmese, Khmer, Lao and ethnic minority girls/young women have been reported trafficked in border areas and into major urban centres and sometimes through Thailand to third countries such as Malaysia, Japan and destinations in Europe and North America. 6 Destination: Thailand is a destination country for men, women, and children who are trafficked from Burma, Cambodia, Laos, People’s Republic of China, Russia, and Uzbekistan for sexual and labor exploitation. 7 Children are trafficked for commercial sex and forced labor in begging, fishing, and fish processing.

Sometimes entire families were trafficked for forced labor in sweatshops. 8 Many Burmese victims voluntarily migrate to Thailand and are later coerced into work in agriculture, factories, construction, commercial fisheries industries, begging, or as domestic servants. The ILO and a government university reported that fishing, construction, commercial agriculture and domestic service are the industries with

the most documented migrant workers in forced labor, including children. 9 In September police raided a shrimp processing factory in Samut Sakhon and found more than 100 Burmese workers who had been held on the premises against their will. The traffickers were loosely organized small groups, with Burmese, Laotian, Cambodian, and Thai individuals who transported victims along the Thai border for forced labor. 10 Internal Trafficking: Thailand is a country with internal trafficking of women and children for commercial sexual exploitation, and labor trafficking.

Causes: There are many causes of human trafficking in Thailand. 11 Many argue that Thailand is a destination for human trafficking because of its relative affluence in the Greater Sub-Mekong Region.

The Thai Government: The Thai Government was placed in Tier 2 in the 2007 U.S. Department of State’s Trafficking in Persons Report for not fully complying with the Trafficking Victims Protection Act’s minimum standards for the elimination of trafficking but making significant efforts to do so. There are reports of local government officials who are complicit in trafficking. 12 Since the September 2006 military coup, Thai government efforts to combat trafficking remain uncertain.

The 1997 Prevention and Suppression of Trafficking in Women and Children Act criminalize trafficking for sexual exploitation. Penalties range from imprisonment for a year to life and fines of $50 to $1000. Penalties for trafficking of children between the age of 15 to 18 range from 3 to 15 years of imprisonment and a fine. Penalties for trafficking children under the age of 15 ranges from five to 20 years of imprisonment and a fine. 13 Male victims are not included in the victim protection provision of Thai laws for trafficking. There are no laws that criminalize labor trafficking and the trafficking of men. A draft law which allows for prosecution of all forms of trafficking was finalized in 2006 but awaits passage in the legislature. 14 Prosecution: The Government of Thailand reported 88 arrests in cases brought against traffickers in the period from September 2005 through February 2007, involving a total of 100 victims. No public officials or law enforcement officials were arrested for being complicit in trafficking in 2006. 15 Protection: The Thai government provides victim protection to foreign victims of sex trafficking and Thai citizens who have returned from trafficking situations abroad.

The government supports shelters where victims receive psychological counseling, food, board, and medical care. The government also collaborates with the International Organization for Migration to set up transit facilities and shelters. The government does not adequately identify its trafficking victims; males have been deported without interviews to determine if they had been trafficked. The government allocated 500 million baht for trafficking victim care in 2005 but only 100 million baht has been authorized since. In 2006, IOM returned 343 people to their home countries, including 245 Laotians, 85 Cambodians, and 13 Burmese. Trafficking victims receive some legal assistance from NGOs and the Department of Welfare. 16 Prevention: The Thai government supports an array of projects to prevent human trafficking for sexual and labor exploitation and sex tourism. Project Goal: Eliminate human trafficking in Thailand (to be accomplished over a significant amount of years) Specific Project and Results: See additional documents for samples and further framework of what Reach and Reveal will accomplish and how the organizations will move forward with abolishing human trafficking (Red and black process chart) “Reach/Reveal Strategy Outline” is a model, which we will continually implement to make sure we are strategic in our process and implementation “Reach/Reveal Specific Project” is the overall plan for what we wish to accomplish, each category will require a much more detailed and in depth plan for implementation, but for the purpose for this project, I thought this would suffice.

Organizational Overview Reveal functions as a solution provider by collaborating with non-profits to build capacity through networking, marketing and event management, as well as assisting foundations with project management to ensure a positive return on investment.

• Non-Profit Partnership (further information on page 4) Reveal desires to serve non-profits through partnering for the purpose of building capacity for their specific cause. Our goal is not to change the organization, but to truly learn about who they are and what they do so our efforts truly support and are in-line with their efforts. Reveal has the capacity to assist in obtaining government grants through a national grant organization, marketing design (i.e. web, design or media) and event management, all striving to help build capacity and give greater voice to the cause.

• Foundation Partnership (further information on page 5) Reveal’s desire for foundations we partner with is to ensure that their financial donation is used in the capacity and produces the results they expect.

Foundations have the resources, but generally don’t have the personnel and time to dedicate to managing the projects they invest in. Reveal is geared to manage projects, track results and provide timely information to ensure a positive return on investment.

Non-Profit Partnership Goal: To know the DNA of the organization and the heart behind the cause in order to align our efforts of assisting to build capacity with that of our non-profit partners.

Scope of Work: When a non-profit partners with Reveal they may go through all or a part of the following three phase plan: • Phase I: Track-ability Assisting Non-profits in tracking factual results necessary to show success to obtain financial support through new donor avenues and government grants.

• Phase II: Capacity Building Through assistance with marketing development (i.e. web, viral and media), Reveal will partner to design the aesthetic appeal of the organization in order to launch a promotional campaign leading up to an event fundraiser (managed by Reveal) to increase financial giving for the purpose of building capacity.

• Phase III: Sustainability Reveal is dedicated to long-term partnering with non-profits to ensure the health and longevity of the organization and their cause. Whether it is assistance with fundraising, marketing, organizational development or acquiring additional

community partners, Reveal is dedicated to serve in a capacity relevant to the need.

Result: To see increased capacity and growth of community support for our non-profit partners to accomplish more for their cause.

Foundation Partnership Goal: To assist in the capacity of project management and tracking results for the purpose of real-time news and information to guarantee a positive return on investment.

Scope of Work: When a foundation partners with Reveal they are provided with • Initial Plan Reveal will take into consideration the project and the financial investment to provide the foundation with a report on what will be accomplished before the work begins. • Real-Time Information Throughout the course of the project, the foundation will be provided with various informational avenues (web page, e-mail, video, etc.) to stay in tune with the progress of their investment. • Completion Report Once the project is determined complete, Reveal will compile all news, information and analysis into a comprehensive report and presentation detailing the outcome, success, failure and further opportunity of the project.

Result: To ensure a positive return on investment and to ensure the foundations financial investment is appropriated according to an agreed upon plan.

Thereafter, the project will be determined to continue or not based on the board and key leaders of the organization(s) at hand. We hope to eliminate human trafficking in Thailand, but anticipate the need will exist for centuries; therefore we plan to Reach and Reveal solution to victims for centuries to come.
