A CSU FOR Stockton?

A Crusade for the New Year

O

n December 2 our representative in Sacramento, Susan Talamantes Eggman, submitted Assembly Bill 38 which will require the State’s Legislative Analyst to conduct a study of the feasibility of creating a California State University (CSU) campus in Stockton. Three days later The Record columnist Michael Fitzgerald called the idea of Stockton State a silver bullet for our city. He did not exaggerate. Building a state university campus in a region with the size and characteristics of ours has the potential of becoming a transformational enterprise for our community, and the timing could not be better.

With the city of Stockton emerging from bankruptcy as we are now and with considerable recent change in our leadership, the development of a megaproject that can unite us all in a common purpose is sorely needed —it presents real prospects for spreading constructive change across our society, and that may be possible only if we campaign seriously for it.

The legislative study is bound to uncover lots of skepticism and opposition that facts alone might not overcome; that’s why a crusade is needed. New college campuses are extremely expensive and there is already a crisis over the funding of the state college and university system and rapidly rising costs for attending them. Besides, the argument might be made that Stockton and San Joaquin County are already served by a major private university: University of the Pacific; San Joaquin Delta College; and several other collegiate institutions.

As formidable as the cost problem may be, the fact is that the returns on public educational investments are enormous and easily demonstrable, but what is more difficult is the politics behind the outlays. The enormous cost of building the new prison hospital in Stockton was never an issue once the urgency of the project had been decided politically and judicially. This is why the mounting of a community crusade is crucial. Assembly Member Eggman has started the ball rolling, but now the issue is how much momentum can we build behind her wonderful initiative?

Con la ciudad de Stockton emergiendo de una bancarrota y con un significativo cambio del liderazgo, el desarrollo de un mega-proyecto que pueda unirnos con un propósito común es algo que realmente necesitamos —nos ofrece una tangible proyección para lograr cambios en nuestra sociedad, y solo será posible si presionamos seriamente con ese fin.

Se espera que el estudio legislativo se tope con un amplio escepticismo que los hechos, por si solos, no serán suficientes para contrarrestar; es por eso que se necesita hacer campaña. Las nuevas sedes universitarias son extremadamente caras y ya hay una crisis sobre la financiación del sistema universitario estatal y el creciente costo por estudiar en ellas. Además, se puede alegar que Stockton y el condado San Joaquín ya gozan de los servicios de una importante universidad privada: Pacífic; la Universidad Comunitaria San Joaquín Delta; y una cantidad de otras instituciones superiores colegiadas.

Irrelevante de cuan oneroso sea el costo —es un hecho que la remuneración de una inversión en educación es enorme y demostrable—lo difícil es la política que implica el desembolso.

El tremendo costo de erigir un nuevo hospital penitenciario en Stockton nunca fue problema después que la urgencia de construirlo fue decidida política y judicialmente. Esa es la razón por la que una cruzada comunitaria es primordial. La asambleísta Eggman ha puesto la pelota en juego y ahora la pregunta es ¿Cuánta presión podemos poner tras esta gran iniciativa?

Una de las maneras de crear entusiasmo es enfatizar los cambios que la creación de un programa de educación pública de esta envergadura, con el selectivo acceso de una universidad estatal, traen consigo. Hoy por hoy y a nivel estatal, el Condado San Joaquín se cuenta entre los peores en el nivel educacional de su población, alfabetismo y otros indicadores educativos. previous exposure to higher education get on the road to earning a college degree, the fact is that 42% more of the students who start will actually graduate and earn a degree if they can attend a state college rather than an open admission community college or similar for profit program. This change in achievement alone would overcome much of the difference between our area and most others in degree achievement.

Stockton has had the benefit of a connection to Stanislaus State for many years now, but unfortunately the nature of the extension program provided prevents our community from gaining the full impact of a learning environment that is represented by the contrast mentioned above. This is similar to the finding that one of the most important characteristics for improving the achievement of Latino students in college is encountering a Latino friendly campus climate. Commuter campuses and extension oriented programs purposely limit the potential to achieve such impact.

Building a new institution at a time of great demographic change also offers an unusual opportunity for our community.

Research on higher educational achievement for over twenty years has shown that having a critical mass of students and faculty who share ethnic and cultural characteristics with first generation college students also contributes enormously to their success. Changing the color of the faculty at Pacific or Delta would be a much harder task than recruiting a new faculty for Stockton State that would look much more like the overwhelmingly colored cohorts of students who are now enrolled in high school in our region.

Finally and perhaps most importantly, Stockton has been facing a shortage of suitably educated workers that has impeded its growth and development for years. This problem may become even more critical now, especially in the health professions, because of the new facilities recently built or about to be created here. The size and complexity of this problem for a community as large as ours can be met only by the type of comprehensive public university that Cal State Stockton would be.

Although bringing a Cal State campus here would not address our immediate needs for greater security, for more jobs, for more equitable access to opportunity, for pension reform. for greater food security, for revitalizing our center city, for more affordable housing and health care, for reversing the destructive path of climate change, or for curtailing the terrible rate that our young people drop out of school or many other problems we face; 4 Joaquín JANUARY 2015

however, it would in the long run help us deal with all of them. We need a Cal State campus in Stockton. It is time that we come together and work hard to make it happen.

Una cruzada para el nuevo año viene de la vuelta

ofrecer un puente a gente con poca o ninguna experiencia en educación superior para optar a un título universitario, lo cierto es que un estudiante tiene 42% más de posibilidades de terminar una carrera si asiste a una universidad estatal en lugar de a una institución de matricula abierta a cualquiera como las universidades comunitarias (community colleges) o universidades de lucro. Ese puro cambio marcaría una gran diferencia entre nuestra área y la mayoría de las demás respecto de titulación universitaria.

Stockton ha gozado del beneficio de la cercanía de CSU Stanislaus por muchos años, pero lamentablemente la naturaleza de los programas de extensión que ofrece impide que nuestra comunidad aproveche el beneficio integral que acarrea el tener el ambiente del aprendizaje en casa, como se menciona anteriormente. En igual medida esto afecta al estudiante latino, donde estudios revelan que una de las más importantes características para mejorar su rendimiento es el que encuentre un ambiente escolar donde el latino es bienvenido. Las clases a distancia y los programas de extensión limitan, intencionalmente, la posibilidad de crear esa conexión.

Levantar una nueva institución en tiempo de grandes cambios demográficos ofrece también una gran oportunidad para nuestra comunidad. Estudios sobre rendimiento académico por los últimos veinte años ha

revelado que el contar con una masa considerable de universitarios de una determinada etnia o cultura contribuye enormemente al desempeño entre estudiantes primerizos de ese grupo. Cambiar el color de la docencia en Pacific o Delta seria una tarea mucho más difícil que contratar docentes para una nueva CSU en Stockton que reflejen al preponderante estudiantado de color que hoy en día estudia en las preparatorias de la región.

Finalmente —y probablemente de más importancia— Stockton ha experimentado una carencia de trabajadores calificados que ha entorpecido su crecimiento y desarrollo por años. El problema puede ahora acrecentarse más —especialmente en las profesiones médicas —dadas todas las nuevas instalaciones de salud que se han creado o crearán acá. El tamaño y complejidad de este problema para una comunidad tan grande como la nuestra solo se puede enfrentar con una institución integral del tipo que la Universidad Estatal de Stockton podría ser.

Lograr una sede universitaria estatal no será una solución inmediata a nuestros problemas de seguridad, más empleo, acceso igualitario a las oportunidades, reforma de pensiones, optimización del abastecimiento de alimentos, revitalización del sector céntrico, vivienda y salud asequible, revertir el impacto negativo del cambio climático, reducir el alarmante promedio de jóvenes que abandonan los estudios u otros muchos problemas que hoy nos aquejan; sin embargo nos ayudará —en el largo plazo— a confrontarlos. Necesitamos una Cal State en Stockton. Es hora que nos unamos y trabajemos para que se convierta en realidad.

here should be a bit of concern about what happens around wellheads in North Dakota’s Bakken oil fields before the oil is shipped to distant refineries.

Mixed with the crude liquid, there are gases such as propane, methane, butane, ethane, pentane, etc. that causes its flammability and explosiveness. Stabilizing the crude before shipment is not procedural or, at the least, not common there. Operators “can flare or vent the volatile gases into the North Dakota sky, although they risk being penalized for violating emission limits,” says Harry Giles, a U.S. Department of Energy retiree, “or they can leave some of the gases... as liquid in the crude oil they send to refineries, where gas-processing facilities already exist.”

But “fluffing” —or intentionally leaving gases such as propane in the extracted crude— is a distinct possibility. “In the Bakken, you’ve got two choices: you burn it, or you put it into the crude in the railcar”, concluded Giles; there is insufficient infrastructure in North Dakota.

Back in February, the U.S. Department of Transportation (DOT) ordered Bakken operators to begin testing their rail shipments “with sufficient frequency and quality,” but, only two days later, the Pipeline and Hazardous Materials Safety Administration (PHMSA) administrator gave the oil companies the discretion of what constituted “sufficient frequency and quality.” In May of 2014, oil production in the Bakken formation yielded 1,040,469 barrels of oil. In June, production increased to 1,092,617 barrels. Yet, flaring was unchanged. The gases went somewhere!

Who is responsible for this breach of trust?

Investigation after investigation points to lax governmental oversight and poor rail company safety practices —the courts consistently uphold common carrier obligations and the commerce clause in the US constitution which mandates federal regulation above regional ones.

These corporate-come-lately weapons have evolved to suck the safety out of our transports by negating state and local safety regulations.

Until the general population recognizes this corporate terrorism and takes steps to ensure its right against corporate and governmental sucking-up to each other, there will never be any sense of “safety” on American railroads.

Closer to home, the Port of Stockton views the 33-acre Targa Resources biodiesel terminal and storage facility —scheduled to start operations in 2016— as a fait accompli.

Its 70,000 barrels per day transshipping capacity would add increased particulate matter and other contaminants such as the “fluffed” propane, methane, ethane, butane, pentane, etc. gases mentioned above to further pollute an already high-risk Stockton community.

Furthermore, could the port transship crude to the refurbished Bakersfield terminal down the road sending additional 50 or 100 unit trains through Stockton gambling that the city will not become another Lac Megantic*?

Life is so cheap here, in Stockton! *The Lac-Mégantic Rail Disaster occurred on July 6, 2013, in the Quebec-Maine border town of Lac Mégantic. A 74-car crude oil train derailed and exploded, killing 50 people, destroying most of its downtown and contaminating a 1-kilometer blast radius with petroleum.

La capacidad de transferir 77 mil barriles diarios agregará un aumento a los gases en suspensión y otros contaminantes como el “ fluff” propano, metano, butano, etano, pentano, etc. —ya mencionados— que emporarán las condiciones del aire que respira Stockton, ya una comunidad-en-riesgo. Es más ¿Podría —en el largo plazo— esta transferencia de crudo desde el puerto a la remodelada terminal en Bakersfield incrementar la cantidad de trenes de 50 a 150 vagones que crucen Stockton poner a nuestra ciudad en riesgo de convertirse en otro Lac Megantic*? ¿Tan poco valor tiene la vida aquí en Stockton? *El Desastre Ferroviario de Lac-Mégantic ocurrió el 6 de julio, 2013, en el pueblo fronterizo Lac-Mégantic, entre Quebec y Maine. Un tren de 74 cisternas con petróleo se descarriló, explotó, matando a 50 personas, destruyendo casi todo el centro urbano, y contaminando todo con petróleo por un radio de 1 kilómetro del accidente.

What’s the LCAP? What All Parents Should Know

C

alifornia’s 2013-14 Budget Act in­clu­ ded legislation to simplify the state’s school finance system. The changes introduced by the new Local Control Funding Formula (LCFF) represent a big change in the way California funds school districts.

In the past, districts were told where to spend state funds. The money from the state was restricted to specific, so-called categorical programs. Now, districts —including Stockton Unified School District— will have some flexibility over the programs they support with state funds.

This yearly budget is known as Local Control and Accountability Plan (LCAP.) In a nutshell, it means more money for high-need students, shifts funding decisions from state to school districts, gives local flexibility on how to spend money, requires accountability plans and parental input.

Public input on the district budget and Local Control and Accountability Plan go hand-in-hand; parents’ input is mandatory, including a district advisory committee.

Extra funding for high-need kids must be spent on them.

Parents and concerned citizens should learn how LCFF and LCAP work, how much funding your district will actually receive this year, and what local districts/schools are doing with it. Share your questions and concerns with district officials.

The 2015-2016 is ‘year two’ for implementation of this 8-year program.

The deadline for the next annual LCAP update is drawing near and SUSD has planned outreach meetings for parents and community members (see box at left page for dates & locations.) A new survey for feedback will be posted on

En breve, significa más fondos para los estudiantes más necesitados, trasfiere la toma de decisiones desde el Estado a los distritos escolares, da flexibilidad local en cómo invertir los dineros, establece planes de responsabilidad y exige la participación de los padres.

La participación de la comunidad en el presupuesto del distrito y el Plan de Control y Responsabilidad Local van de la mano, la opinión de los padres es obligatoria, e incluye un comité asesor de padres para el distrito. Todo excedente de dinero asignado al estudiantado más necesitado debe ser gastado en ellos.

Padres y vecinos deben enterarse cómo funcionan el LCFF y el LCAP, cuanta financiación —realmente—recibirá su distrito este año, que está haciendo su escuela y su distrito con esos fondos.

Haga preguntas y exija respuestas.

Hable con las autoridades escolares sobre sus dudas y preocupaciones.

El 2015-2016 es el segundo año de implementación de este programa octoanual. El plazo para la próxima actualización anual del LCAP se acerca y el SUSD ha planeado juntas abiertas para padres y vecinos (ver recuadro en página anterior para fechas y locales). Una nueva encuesta de opinión se incluirá en la página LCAP del sitio virtual del SUSD a mediados de enero.

La actualización del LCAP se presentará al Directorio Escolar en la primavera.

No deje de asistir a alguna junta del LCAP o de llenar la nueva encuesta LCAP del SUSD cuando se publique.

Moldeando a un Maestro de Danza

revio a los 1970s, Frank Zapata poco sabía de su cultura mexicana. Pero —a mediados de los 1970s, habiendo empezado a estudiar en Delta College— la descubrió a través de Estudios Chicanos y el club estudiantil MEChA (Movimiento Estudiantil Chicano de Aztlán). Probó la actuación en la clase de Teatro Chicano (drama) y le encantó. Más tarde descubrió el folclor mexicano por medio de una clase de danza tradicional.

El grupo al que se unió —llamado Danzantes de la Luna— era dirigido por Irma Olaso, y Frank descubrió que el baile se le daba natural, “bailar ante el público era excitante y me daba la oportunidad de mostrar a otros la belleza de nuestra cultura mexicana”.

“Aun me acuerdo un taller que Carlos Moreno —director del Ballet Folklórico Mexicano de Oakland de Carlos Moreno— dio a nuestro curso. Después de eso, la Sra. Olaso llenaba su coche con sus alumnos para llevarnos a clases de danza a Oakland… es ahí donde empezó todo para mí. Un día el Sr. Moreno me invitó a bailar con su grupo en Área de la Bahía y en seguida hubo padres de Stockton —que habían

asistido a esas actuaciones— que me pedían que les enseñara a sus hijos a bailar.”

El primer grupo que formó se llamaba Ballet Patriótico Mexicano, con sede en La Jamaica de Stockton. “Los primeros obstáculos que enfrenté como director eran un lugar donde practicar, conseguir trajes para los niños, y motivar a los padres para que los apoyaran.”

Hasta ahora lleva a sus estudiantes a talleres en Oakland para que aprendan nuevos bailes de otras regiones de México.

“Mi padre me dijo, cuando recién empecé el grupo, ‘Échale todas las ganas, m’ijo, no esperes recompensa alguna, y vas a estar bien,’ y esa ha sido mi filosofía. Para participar, los estudiantes deben permanecer en la escuela, obtener buenas calificaciones, y respetarse unos a otros, para así dar ejemplo a los demás.”

Y 35 años más tarde, Frank todavía dirige el grupo, ahora llamado Ballet Folklórico de Frank Zapata. Tengo la esperanza que algún día uno de mis estudiantes se haga cargo del grupo y lo saque adelante con mi misma filosofía y pasión”. ¡Que Viva Zapata!

The Molding of a Dance Maestro

efore the 1970’s, Frank Zapata, knew little about his Mexican Culture. But after attending Delta College in the mid-70s, he discovered it through Chicano Studies and the student club, MEChA (Spanish acronym for the Aztlan’s Chicano Student Movement). He tried acting in the Chicano Teatro (drama) class and loved it. Then, he discovered Mexican Folklore dancing through the college’s Mexican Folklore dance class. It’s group, called, Los Danzantes de la Luna (moon dancers), was directed by Irma Olaso, and Frank found dancing came naturally to him. “To dance before audiences was exciting and it gave me an opportunity to show others the beauty of our Mexican culture.”

“I can still remember a workshop that Carlos Moreno, director of Ballet Folklorico Mexicano de Carlos Moreno of Oakland, gave for our class. Afterwards, Mrs. Olaso took car loads of us to Oakland for dance lessons and that is where it all started for me. One day, Mr. Moreno invited me to perform with his group in the Bay Area and the next thing I knew I had parents from

Stockton, who attended those events, asking me if I would teach dance to their children. “ The first group he formed was called Ballet Patriótico Mexicano, based at La Jamaica in Stockton. “The immediate challenges I faced as a director was to find a space to practice, procure costumes for the kids, and encourage the parents to support them.” To this day, he takes his students to dance workshops in Oakland to learn new dances from other regions of Mexico.

“My Father told me when I first started the group, ‘give it all you have, M’ijo, and expect nothing in return and you will be alright,’ and that has always been my philosophy. To participate, students must stay in school, maintain good grades and respect one another, so they can become role models for others.”

And 35 years later, Frank is still directing the group, now called, Ballet Folklórico de Frank Zapata. “My hope is that one day one my former students will take over the group and carry it forward with the same philosophy and passion that I have for it.”

DISTRITO ESCOLAR UNIFICADO DE STOCKTON

Stockton Unified students spend hour coding

E

ighth graders at Nightingale Charter School learned in an hour last week a critical skill for young students all over the world: writing computer code.

They joined students throughout Stockton Unified School District who participated in a global initiative aimed at inspiring students to consider careers in computer science, while having fun at the same time.

Students in Kate Burns’ class worked intently for the hour, learning how to write code through special games and apps featuring Disney’s “Frozen” to the game “Angry Birds.”

“I thought it would be difficult, but it was really pretty easy,” said eighth grader Ismael Omar.

In fact, Omar planned to study architecture, but now thinks he may also be interested in a future of coding. Or, he’ll do both: coding for architecture.

According to code.org, there is a significant diversity gap in the field and by the year 2020, the industry will need another 1 million qualified coders. Additionally, salaries

for young people, some still in college, can be $90,000 a year. This got Burns’ attention.

“They could help pay for their college and if college is not an option, here is a skill they can develop,” she said.

Code.org, a nonprofit founded by Microsoft alumnus Hadi Partovi, has grown into a worldwide movement. This year, the initiative featured President Obama, actor Ashton Kutcher and a number of high-profile industry leaders, including Facebook founder Mark Zuckerberg.

Students at Cleveland, Elmwood, Henry, Kennedy, Hong Kingston and Nightingale elementary schools along with Stagg, Franklin and Weber Tech high schools all participated in the Hour of Code and Career and Technology Director Ward Andrus, who organized the SUSD participation, thinks it was just a start. “This one of the highest in-demand careers where workers can make more than $100, 000,” Andrus said. “More than that, this is a job creating tools for the entire world to use!”

n una hora, estudiantes del octavo grado de la Primaria Nightingale aprendieron algo importantísimo para jóvenes de todo el mundo: cómo escribir un código informático.

Se unieron a estudiantes de todo el Distrito Escolar Unificado de Stockton que participaban en una iniciativa internacional que busca motivar a los jóvenes para que consideren carreras en informática al tiempo que lo pasan bien.

En la Primaria Nightingale, los estudiantes del salón del octavo de Kate Burns trabajaron intensamente por una hora, aprendiendo cómo escribir en código, para luego crear juegos especiales y aplicaciones que fueron de “Frozen” a versiones temáticas de “Angry Birds”.

Paralympian Paralímpico Inspires Inspira Estudiantes Adams’ Students en Adams

dams Elementary students learned a thing or two about diversity last week: for many, it was the first and maybe only time they’ll get to meet an Olympic medalist and actually put on his medal.

And there is more, of course. This particular medalist is wheelchair-bound, the result of a spinal injury he received in an accident during high school.

When the accident happened, Brent Poppen told the students, “I had never met someone who was paralyzed before. I had never talked to someone in a wheelchair,” explaining he visits schools to meet students and tell his story. However, the biggest part of his story was not the injury, which left the student athlete unable to play baseball, but what the experience taught him.

“I was a star athlete. All of my life everyone, teachers, coaches told me ‘you can do anything. You can make the team … win it all,’ ” he said. “After the accident, they said I was paralyzed. And all I heard was ‘no. You can’t play ball. You can’t win’.”

So, after a long recovery led to his regaining feeling in his upper body and arms, Poppen took up sports again, specializing in tennis and rugby. He made two consecutive Paralympics teams and earned gold and bronze medals in Athens in 2004 and Beijing in 2008.

Poppen, wheeling around like a professional in the Adams cafeteria, shared his documentary, “Where I’m Supposed to Be,” and asked the students to sit in the wheelchair he uses for tennis and try it out. His visit, arranged by the Adams PLUS team, fits SUSD’s efforts to build connections between students and encourage positive school climate. The students agreed they saw the wheelchair in a new light after Poppen’s visit.

Poppen spent the entire day at Adams, sharing his spare chair and his medal, which features the Phoenix rising from the ashes, uniquely fitting, as Poppen told the students, to his story. In fact, Poppen said that looking back at the injury, received while he was horsing around with another kid, he wouldn’t change a thing: “This is what gave me the opportunity to meet children and make a difference in their lives.”

Así, después de un largo tratamiento que le regresó el movimiento del torso y brazos, Poppen se dedicó nuevamente a los deportes, especializándose en tenis y rugby. Logró clasificar en dos equipos paralímpicos consecutivos y obtuvo oro y bronce en Atenas 2004 y Pekín, 2008.

Poppen, deslizándose sobre ruedas como un profesional a través del comedor escolar de Adams, compartió su documental “Donde debería estar” y dejó que los estudiantes probaran la silla que usa para jugar tenis. La visita —organizada por el grupo PLUS de Adams— coincide con la iniciativa de crear relaciones entre estudiantes y fomentar un ambiente escolar positivo. Los estudiantes admitieron que, después de la visita de Poppen, veían las sillas de ruedas con otros ojos.

Poppen paso el día entero en Adams, compartiendo su silla de repuesto y su medalla, la que muestra un ave fénix levantado el vuelo desde las llamas, lo que coincide particularmente —Poppen dijo a los estudiantes— con su historia. Still others may brand these doodles as off¬-the-wall. Then again, Roberto is not your standard artist. Not that he hasn’t tried traditional venues: his oil and gauche paintings have hung in exhibitions in Las Vegas and Mexico City. This expression is unique to him and it might be the genesis of an art form, or perhaps nothing more than an odd way of taking notes.

A Strategy for Climate Chan Estra T

he achievement of a major agreement between the U.S. and China on environmental cooperation in November was barely noticed amidst all the uproar over President Obama’s decision to take executive action to achieve some immigration reform. Similarly, all the controversy about the release of the Senate committee report on CIA detention and interrogation appears to be drowning out the important news from Lima about the attainment of a framework for a global agreement on climate change cooperation. And most recently the storm over the decision to restore full diplomatic relations with Cuba obscures the increasing turn to closer cooperation with Latin America.

The tendency to dump on and gripe about the Obama Administration, whether on domestic or foreign policy, seems to have become so strident and pervasive —from right and left— that many people have lost sight of the emergence of a major shift in policy and the potential for a whole new U.S. global strategy.

The actions mentioned above are part of the pattern of change in the Administration. And I believe a lot more is on the way, including the nomination of Ashton Carter to be Secretary of Defense, the full participation of Cuba in hemispheric relations starting with the Summit of the Americas in Panama in April, the effort to cooperate with Republicans in Congress to advance U.S. international trade interests and agreements, such as the Trans-Pacific Partnership, and much more.

Underlying the specific actions of the last year or so, I see a series of principles that suggest to me an increasingly coherent global strategy. Indeed, Obama finally seems to be enacting the foreign policy that many of his supporters expected from the start. First, the pivot to Asia has become more an effort to enlist cooperation and avoid the appearance of trying to confront China or otherwise apply a containment strategy against China. The official announcement that China’s economy had surpassed that of the U.S. to become number one in the world went largely understated or ignored. The achievement of an accord with China on climate change prior to the Lima conference was a way in which the two acknowledged one another as global hegemons without the actions of either implying a diminution of the other.

The appointment of Ashton Carter,

along with the continuing withdrawal from Afghanistan, the refusal to restore a troop presence in Iraq or add one in Syria, the continued effort to close down the Guantanamo Detention Center, and the continued multilateral efforts to deal with Russia, Iran, Ebola, and myriad other actions seem part of a serious effort to demilitarize our foreign policy without saying so. The outcry at home would only be the more strident, and Congress which has relied almost exclusively on our military to advance U.S. global interests since the end of bipartisan cooperation at the outset of the Cold War would feel lost. Yet the change – and policy first proposed by Eisenhower -- may finally be under way.

The agreement in Lima on climate change (on top of the accord with China) may have opened the way for global cooperation to cope with global warming and the deterioration of our physical environment that we have been hoping for decades. Although the framework for cooperation that is to be completed in Paris in 2015 lacks the mandatory provisions and enforcement measures that some wanted, the idea of an accord that is based on self-interest and peer pressure was the only realistic alternative.

The fact that the AILAC bloc (Association of independent Latin American and Caribbean states) played a crucial role in achieving this magnificent compromise is also significant. The handful of middle-sized neighbors of the U.S., Peru, Chile, Colombia, Costa Rica, Guatemala and Panama (with the support of the Dominican Republic and Mexico) were described as “the beautiful middle.” They came between the extremes of North and South and enabled the accord to still include aggressive cuts in carbon emissions. The absence of this type of middle power contribution has prevented so many international efforts —from the Criminal Court to

the Doha Round— from achieving their promise for the global community in the past. Yet they may now provide the type of impetus needed for the peer pressure system to work on reluctant developing countries and enable climate cooperation to work.

Obama’s opening to Cuba tends to be judged in isolation, but it may finally enable the U.S. to restore the high level of interAmerican cooperation that the achievements of the North American Free Trade Agreement and the first Summit of the Americas in Miami over twenty years ago were supposed to have accomplished. The willingness of the entire hemisphere to embrace the U.S. more closely in both support for democratic institutions and trade-based market economies was able to withstand even Cuban exclusion

l logro de un importante acuerdo de cooperación medioambiental entre los EEUU y China en noviembre paso prácticamente inadvertido tras la decisión del Presidente Obama de avanzar en pro de una reforma inmigratoria por medio de decretos presidenciales. Asimismo, toda la controversia que causó la publicación de las prácticas de detención e interrogación de la CIA pareciera ensombrecer la importancia de las noticias que desde Lima anuncian se han establecido las bases para una cooperación global para enfrentar el cambio climático.

Y, más recientemente, la polémica por la decisión de restablecer relaciones diplomáticas totales con Cuba oscurece la tendencia de una más estrecha y cercana cooperación con Latinoamérica.

y criticar a la Adminsitración Obama, sea en política doméstica o exterior, pareciera ser tan estridente y generalizada —de izquierda y derecha— que mucha gente ha perdido de vista que está ocurriendo un progresivo cambio de política que apunta a una estrategia global totalmente nueva para los EEUU. Las acciones mencionadas antes son parte del patrón de cambios de la Presidencia. Y creo que hay todavía más, incluyendo la nominación de Ashton Carter como Secretario de Defensa, la participación plena de Cuba en las relaciones hemisféricas partiendo con la Cumbre de las Américas en Panamá en Gene Bigler, PhD abril, la iniciativa de coWriter & consultant operar con los republicaon global affairs, nos en el Congreso para former professor, avanzar los intereses y retired diplomat acuerdos internacionales de intercambio como el Acuerdo de Asociación Transpacífico (TPP, por sus siglas en inglés) y otros.

Basándome en las específicas acciones del año que termina, veo varios indicadores que sugieren una estrategia global creciente y coherente. De hecho, pareciera que finalmente Obama está implementando la política exterior que muchos de sus simpatizantes esperaban desde un comienzo. Primero, el

movimiento hacia Asia se ha transformado más en una iniciativa de encontrar cooperación que de un intento de contener o enfrentar a China. El anuncio oficial de que la economía de China ha sobrepasado a la de los EEUU —pasando a ser número uno en el mundo— fue en gran medida ignorado o minimizado. El acuerdo alcanzado con China sobre el cambio climático —previo a Lima— fue una forma de reconocerse uno al otro como poderes globales sin que sus acciones sugirieran la superioridad de alguno.

La designación de Ashton Carter, junto con la continua evacuación de tropas desde Afganistán, la negativa de restaurar la presencia de tropas en Irak o añadir una a Siria, la continua iniciativa de clausurar el centro de detención en Guantánamo, y los esfuerzos multilaterales para tratar con Rusia, Irán, el ébola y una variedad de otras acciones parecieran ser parte de una seria voluntad de desmilitarizar nuestra política exterior sin declararlo públicamente. Las protestas en casa se harían bastante estridentes y el Congreso —que se ha apoyado casi exclusivamente en nuestro poder bélico para pujar por los intereses internacionales de los EEUU desde el final de la cooperación bipartita y el comienzo de la Guerra Fría—se sentiría perdido. No obstante el cambio —y la política que originalmente propuso Eisenhower— podrían finalmente haber comenzado.

El acuerdo de Lima sobre el cambio climático (encima del acuerdo con China) puede haber abierto el camino para una cooperación internacional para enfrentar el calentamiento global y el deterioro de nuestro medioambiente físico; algo que hemos estado esperando por décadas. until Bush’s war on terrorism seemed to signal a return by the U.S. to gunboat diplomacy.

Then the rise in the value of oil enabled Venezuela to finance the rival bloc of Bolivarian nations and inspire other contrarian initiatives that were exacerbated by the increasing global concentration of wealth, Wikileaks and Snowden embarrassments and the seeming inconsistency of U.S. initiatives.

By getting Cuba out of the way before the next Summit of the Americas meets in Panama in April, the Obama Administration seems to have fully restored a framework for cooperation that its redoubled efforts in the region were pointing toward. Secretary of State John Kerry got suddenly active in the hemisphere last year, and Vice President Biden made repeated recent trips adding to the unprecedented amount of attention Obama has paid to Latin America. What seemed lacking was a sustained effort bridging all the highprofile excursions. Now the work with the AILAC group on the climate parallels a number of other interfaces with Latin American leaders on trade, immigration, drugs, security, educational exchanges and other issue actions.

Suddenly, the Obama Administration actually seems to be working toward a special regional relationship in the Americas that his early actions made us hope for, although the creation of a North American Community may still be out of reach1.

Most of the Obama actions outlined so far appear oriented toward the Administration’s leftwing supporters. Surprise! Surprise! Despite the Obama Administration’s electoral defeat and the public affairs beating it has been taking for months, it now seems closer to delivering on its original foreign policy promises than it ever has before.

This overmatch phenomenon puts me in a tricky plane with my students. I don’t want to be the Grinch lady who spoils their dreams of getting admitted to a top tier college. I admire their high aspirations and commend them for reaching for the stars. However, I don’t want to see these bright students miss out on an abundance of college opportunities because their college application focus is in the wrong place. Statistically, these “overmatch” kids tend to focus at least half of their applications to non-matched top-tier schools, leaving them with few college options come March 30 (when admission decisions are sent). To help me avoid being the Grinch lady, and to help students focus on how a campus is best “matched” to them, I created a two-step process that gets them focused and a little more reflective.

I recommend they use the 80/10/10 rule where 80% of their college applications should be to colleges that are a strong “match”; 10% are reach campuses; and the remaining 10% are safety campuses. I also stress that no student should ever apply to a safety campus they have no intention of enrolling!

Matchmaking sites and Quetzal Mama both know there is no absolute science in finding a perfect match. While admitted freshman profiles are indeed a strong indicator of a potential match, there is no formula that guarantees admission. Academic profiles also do not account for the holistic review competitive universities utilize to identify their freshman class. However, when students use the twostep rule above, they will definitely increase the odds of an appropriate match.

The Letter

I

grew up in a generation firmly fixed on the idea that there was nothing more beneficial than “experience” and a good Letter of Recommendation from a former friend or employer for securing a new job. As a teacher for 33 years, I have written dozens of these letters for my students who were applying for jobs, admission to a variety of programs, scholarships, colleges or universities. With each one, I took days to mull over what I personally knew of the individual, abilities, strengths, potential etc.

And most of the time, I was truthful. Luckily, I was mostly asked by students who had excelled in one way or another in my classes.

But every once in a while, I was asked to write a letter by a student with a less than perfect track record, and I especially mulled over these. I wanted each letter to reflect the best in each individual, but this kind of letter posed a moral dilemma: should I “stretch” my comments about him/her or tell “the truth” about the nagging tardiness, the late papers, the unacceptable absences?

It was early during the Spring Semester when Angel Castro* walked into my office.

“How are you Angel, what can I do for you?”

“Can you write me a letter of Recommendation, Mr. Rios? I’m applying for a new job as a security guard at the mall.” Without thinking, I replied, “Sure, Angel, when do you need it by?” “Friday. I know I’m rushing you a bit, but I’ve been kinda’ busy?” It was Wednesday.

“Come by Friday morning, Angel, and I’ll have it for you.” He graciously thanked me and shook my hand, vigorously.

That night, I was overtaken by an ominous dread when I began to realize I had little positive to say about Angel! I mean, he was a good kid and all that, but should I outright lie on the letter and say he was reliable, honest, and hardworking when he always came to class late, seldom turned his assignments, and had too many absences?

On Thursday night, I began to draft the letter. I would lie and fluff it up with untruths.

What else could I do? Then, as I began typing, I suddenly paused. “But my signature and reputation will be on the line if I lie about

I stuffed the letter in an envelope, sealed it and wrote: “To Whom It May Concern” on the front. The next continued on next page

Pero, de vez en cuando, era un estudiante de poco rendimiento el que solicitaba que le hiciera una carta, y eso requería de mucha cavilación de mi parte. Quería que cada carta reflejar lo mejor de cada uno, pero este tipo de carta presentaba un dilema moral ¿debía yo “estirar” mis comentarios sobre él/ella o decir la verdad sobre su constante impuntualidad, trabajos atrasados, inaceptables ausencias?

Eran principios del semestre de primavera cuando Ángel Castro* entró en mi oficina. “¿Cómo estás, Ángel? ¿en qué puedo ayudarte?” “¿Me puede escribir una Carta de Recomendación, Sr. Ríos? Estoy postulando a un nuevo empleo como guardia en la galería comercial”. Sin pensar le dije “¡Cómo no! ¿Para cuándo la necesitas?” “El viernes. Sé que es apurarle un poco, pero he estado algo ocupado.” Estábamos a miércoles. “Ven el viernes por la mañana, Ángel, y te la tendré”.

Gentilmente me dio las gracias y se despidió dándome un fuerte apretón de manos. ¡Esa noche me sentí abrumado al darme cuenta que no había mucho positivo que decir sobre Ángel! Cierto que era un buen muchacho, etcétera, pero ¿No sería una descarada mentira decir en la carta que Ángel era cumplidor, honesto o trabajador cuando siempre llegaba tarde a clase, rara vez entregaba sus tareas y tenia innumerables ausencias?

El jueves por la noche comencé a componer la carta. Iba a mentir y adornarla con imaginaciones ¿Qué más podía hacer? Pero, al comenzar a teclear me detuve… Una voz muy de adentro me advirtió: “¿No estarás arriesgando tu firma y reputación al mentir sobre él? ¿Qué pasaría si lo contratan y resulta ser un mal empleado? ¡Quedarías mal tú también!”

morning, right on time, Angel showed up for the letter. “Did you write the letter, Mr. Rios?”

“I sure did, Angel and here it is.” He took it with a big smile and shook my hand again thanking me. “Good luck with the job,” I said devilishly, as he left my office.

That night I rolled in bed. I felt guilty. How could I have done such a dastardly deed? What could it have hurt to stretch the truth a little for poor Angel? Then, I was overcome with a feeling of certitude. I had done the right thing!

I had told the truth! Angel had the audacity to ask me for a letter of recommendation knowing full well that his performance in my class was sub-par, hadn’t he?

I never saw Angel again. And I don’t know if he ever got that job but I kind of doubt it.

Metí la carta en un sobre, lo sellé y escribí “A quien Corresponda” en el frente. A la semana siguiente, muy a tiempo, se apareció Ángel por su carta. “¿Escribió la carta, Sr. Ríos?” “Seguro que sí, Ángel, y aquí está.”

La tomó con una amplia sonrisa y me volvió a estrechar la mano agradeciéndome. “Buena suerte en lo del empleo” le dije diabólicamente cuando salió de mi oficina.

Esa noche me di muchas vueltas en la cama. Sentía remordimientos ¿Cómo pude haber hecho algo tan ruin? ¿Qué tanto hubiera sido haber “estirado” la verdad un poquito para el pobre Ángel? Pero luego me inundó un aura de certitud ¡Había hecho lo correcto! ¡Había dicho la verdad! Ángel había tenido la osadía de pedirme una carta de recomendación sabiendo demás que su rendimiento en mi clase era simplemente deficiente ¿o no?

n cualquier otra escuela y en cualquier otro momento, Rick Oliveros y yo podríamos haber sido pareja.

Era un mexicoamericano bajo, compacto, de piel oscura, musculoso, siempre vistiendo un pulóver clásico, gris y con capucha, típico del deporte que practicaba. Rick era luchador, famoso por sus músculos firmes y pronunciados y sus rápidos movimientos. El ser atleta le granjeaba una popularidad que yo —aburrida miembro de la orquesta— no tenía.

Rick Oliveros, quien era un año mayor que yo, me odiaba. A Amelie la odiaba también, nos llamaba bichos raros y escupía en nuestra dirección cuando no nos era posible evitar cruzarnos en su camino. Era por culpa de Rick Oliveros que Amelie y yo desarrollamos una suerte de sistema defensivo: la boca.

“Vete a la chin**, Rick ¿Qué pasa?¿Molesto porque hoy día no tienes muchachos sudorosos con quienes revolcarte?”

Teníamos que responder, ser crueles como él, para no quedar mal.

Si Rick hacía cualquier movida agresiva en mi dirección, Amelie se interponía y lo miraba fijo hasta que se iba, dado que era varias pulgadas más alta que él.

“Complejo de chaparro ¿eh?” añadía yo antes que se volteara para irse.

“Rucas de la chin**,”decía en voz alta para todos supieran que él había tenido la última palabra.

Ambos sabíamos que no era muy probable que sus amenazas se convirtieran en algo más que eso: pondrían en riesgo su lugar en el equipo de lucha. Y nunca decía nada a Amelie a menos que estuviéramos juntas, pero ambas sabíamos que yo tenía que cuidarme de nunca cruzarme en su camino sola entre clases o yendo al baño durante clase.

Supongo que ambas lo sabíamos, pero Amelie y yo nunca hablamos que Rick Oliveras era mexicoamericano como nosotras.

De hecho, su inglés tenía el ligero acento típico del hispanoparlante y su hermano mayor Omar hablaba con un acento aún más marcado. Excepto que Omar era flaco, soso y simpático, amable con todo el mundo. Tal vez era porque estábamos cansados de escuchar a los adultos que estaban todo el tiempo haciéndolo notar —como nuestra maestra de español que le gustaba recordarnos que ambas éramos grandes amigas, teníamos apellidos hispánicos y primer nombre francés— pero Amelie y yo nunca hablamos mucho sobre nuestra mexicanidad.

Rick, who was a year older, hated my guts. He hated Amelie too, called us freaks and spit in our direction whenever weren’t able to avoid crossing his path. It was because of him that Amelie and I developed a sort of defense system. I was the mouthpiece.

We had to respond, to be nasty back, to save face.

We both knew he wasn’t likely to take his threats too far and jeopardize his place on the wrestling team. And he never said anything to Amelie when she and I weren’t together, but we both sensed that I had to take special care not to run into him on my own between classes or while going to the bathroom during class.

At my locker one day, on my way to a class that Amelie and I did not take together, Rick crossed the breezeway, crashed into me, slamming my body hard into the metal lockers. Shocked and in pain, I did nothing but grab my bruised hip with one hand and shut my locker with the other. Some watched on amused and at least one or two looked concerned, but no one intervened.

“That’s what you get,” he said, nostrils flaring.

I watched and waited until he turned and lumbered away.

I guess we both knew, but Amelie and I never talked about the fact that Rick Oliveras was Mexican-American just like we were. In fact, his English was lightly accented, that of a Spanish speaker, and his older brother Omar spoke with an even heavier accent. Only Omar was skinny and nerdy and nice, nice to everyone. Maybe it was because we were tired of hearing about it from the adults who pointed it out to us, like our Spanish teacher who liked to remind everyone that we were best friends and we both had Spanish last names and French first names, but Amelie and I never spoke much about being Mexican at all.

Maybe Rick was secretly angry that I had sullied my chance at dating him, sullied our hyphenated identity by dressing weird and purposefully chopping my hair short in response to the ascribed standard of beauty. Or was he just a short, darkskinned Mexican kid in a small town that didn’t really want him either --the two of us threatening to expose what it was he was trying to mask with his singlet and that hard look on his face?

i tarea consistía en desaparecer las hojas que se acumulaban paulatinamente, formando pequeñas montañas debajo de la tarima donde los hombres degollaban el apio. La corriente del arroyo en el reducido canal corría a toda velocidad. En realidad era poca agua, sin fuerza, incapaz de producir daño alguno. Sin embargo, veía caer uno a uno los desechos que yo empujaba con el escobón. Se iban al más allá en un viaje sin vuelta, almas sin pena, olvidadas.

Pensaba en lo detestable que era mi trabajo: barrer despojos. Me sentía avergonzado, culpable, partícipe de una labor histórica que realizan los gobiernos contra los ciudadanos honestos que revelan sus corruptelas: apartarlos al olvido, peor que la basura, porque el modo es lo de menos; si tirarlos al agua, enterrarlos en fosa común, incinerarlos, equis, da lo mismo. Lo primordial siempre es amedrentar, acallar y silenciar hasta llegar al escarmiento. Cuando yo alzaba la vista sólo veía las botas de hule (todas iguales) de los empleados; como hombres desalmados, dispuestos a vender su alma para tapar un universo atestado de masacres. El supervisor de los ojos rasgados, se asomaba para ordenarme: “¡lápido, lápido, ándele…!

El primer día en la empacadora de apio, llené el formulario que me daría un sueldo miserable, el mínimo. Había que proveer un número de seguro social, me dijeron. “No tengo”, anuncié. “Son nueve números, inventa uno”. Imagino que esa habilidad innovadora me premió con un escobón. “Bala, bala todo, lápido” decía el hombre de los ojos rasgados mostrándome con muecas extrañas, muy a su manera, la mejor forma de barrer. “Lápido, lápido”.

Con ese afán contagioso me dedicaba a remover el montón de hojas de un verde áspero. Me costaba moverme con libertad, enterrado en el pantanal de residuos. Las hojas verdes que formaban parte de un todo previamente congelado, se precipitaban pesadamente al vacío ya desmembradas. De vez en cuando un ramo helado aterrizaban en mi cabeza disparando restos de hielo. Las gotas frías se esparcían por todo mi cráneo erizándome la piel por uno o dos segundos; y un pedazo de hielo penetraba cuello abajo, recorriendo la columna vertebral. Ahogaba entonces el grito con el pecho salido y los codos echados atrás. Justo en ese momento escuchaba la fatídica orden: “lápido”. Instintivamente me forzaba a virar e intercambiar miradas con el hombre oriental para condenarnos mutuamente. Su expresión era de una sonrisa, socarrona, tal vez natural.

Los hombres afilaban su cuchillo sobre una piedra afiladora todas las mañanas luego de marcar tarjeta. Minutos después ocupaban sus puestos en la tarima. Dos hombres sacaban con un montacargas los cajones llenos de apio del enorme refrigerador. y job consisted in making the leaves that slowly accumulated —forming small mountains under the platform where the men beheaded the celery— to disappear. The stream’s current in the narrow canal ran at full speed. In truth it had little water, incapable of producing any damage; nevertheless, I saw the stalks I was sweeping in with a broom, one after another, falling and carried away by it. They were going to the underworld in a journey of no return, souls with no regrets, to be forgotten.

I thought about how detestable my job was: sweeping garbage. I felt ashamed, guilty, part of a historic government strategy that works against honest citizens who denounce its corruption: they are sent to oblivion, lower than garbage, because it does not matter how, whether by throwing them in the water, burying them in a common grave, incinerated… they don’t matter. The important thing is to intimidate, hush up, and silence them ‘till no one else como machetazo por debajo, las inútiles sobras salían despedidas a hacerme compañía.

dares. Whenever I looked up I saw employees’ rubber boots, all identical, like heartless men, willing to sell their souls to hide a universe packed with massacres. The supervisor with almond-shape eyes popped in to order me: “hully up, hully up, ándele…!”

The first day in the celery packinghouse, I filled out the application that would guarantee me a miserable salary, minimum wage. I had to provide a social security number, I was told.

“I don’t have one,” I announced. “It’s nine numbers, make one up”. I assumed that that disingenuous act rewarded me with a broom.

“Sweep, sweep everything, hully up” the man with the almond-shape eyes would say showing me with strange gestures, in his own way, the best way to sweep. “Hully up, hully up.”

Such contagious stimulus made me do my best to remove the piles of rough green leaves. It was difficult to move at ease, wadding through a swamp of waste. The green leaves that, not long before, were a frozen,

The cold droplets would run through my scalp, making my skin bristle for one or two seconds; then a piece of ice ran from my neck and down the length of my back. I had to hold in a scream with my chest puffed and my elbows thrown all the way back. At that moment, I would again hear the ominous order: “Hully up!” Instinctively, that forced me to turn and exchange glares with the Asiatic man, to mutually damn each other. His face formed a cunning smile, perhaps natural on him.

The men sharpened their knives on a sharpening stone every morning after punching their cards. Minutes later, they took their places along the platform. Two men on a forklift brought the boxes full of celery from an enormous refrigerator. On the trays that ran on a conveyor, the celery’s body appeared like a condemned man facing the guillotine.

The men grabbed the cold bunches and first cut the trunk leveled with the celery’s body; then, with a cutting strike from below, the useless leaves flew away to justify my job. Then, they made their way to the other side where women packed the bunches, three per bag.

Lastly, another group of men placed twelve bags per cardboard box to be distributed later to markets and restaurants.

We had to work fast for we were being watched —so the men said— and that caused accidents: on occasions a knife carried with it a piece of skin from the thumb or index finger, which joined the mounts of leaves. All the men had visible scars from their trade, though no one dared to complain. The scars remained as a useless trophy, a futile consolation.

More as an act of revenge than a reward, was to pull off a defective stalk and bite it. It tasted like cucumber they’d say. Nevertheless, the flavor was rather bitter, detestable. Its smell, repugnant, impregnated the skin, the clothing, and our memories.

A celery’s stalk dipped in peanut butter is said to be good for you; even with ranch dressing is disgusting; in soup it reminds me of my days as a Nazi camp sweeper.

Hour after hour in that packinghouse, I discarded one pile of waste celery stalks and then another. I knew that with each pile a piece of skin from my coworkers went along too, creating this recurring nightmare of our starvation wages, all for one despicable vegetable.

id you know that a hermit crab may leave his shell for a larger home?

Once he gets a little too large for the shell that he inhabits, he will ditch it for one that’s a little bigger. What an inviting thought. People often have the same thought.

Would you move to another city if they could keep the same home, the same job and the same income? Most would. Amazingly, I was given that chance as my wife and I moved our lives to Chile, South America.

The decision to leave Stockton, California for Victoria, Chile was kind of a no-brainer.

Chile is a beautiful country with a low crime and craziness level, enjoyable people and a chance to live life more simply. It’s also the home country of my wife, Raquel, her dream deferred to one day return. Packing up my whole home and putting it in a container, though, was harder for me than for the hermit crab.

All my belongings went into one of three categories: keep, sell or donate. This separation alone took months. What to do with my father’s baby clothes? My grandfather’s collection of weather clippings from the Cincinnati newspapers? 200 ceramic 78 rpm records of big band music?

After reducing our earthly possessions to the smallest footprint, we contracted for the transport of our home over the ocean and deliver it in two months. We carefully loaded the container with our 200 boxes of possessions, plus furniture, with the efficiency of a Tetris puzzle.

So far we spent $450 for boxes, tape and tools, $300 for the help of our moving crew, $4,030.00 for the container 100-mile trip to the port and the shipping to the port of San Vicente in Chile. Once, everything was loaded, we lived in our empty house with just a computer, a mattress, and a television. Inevitably not everything fit in the container and we ended up shipping two huge suitcases outside of allowed luggage for another $300, but we had to have all of these things with us: traveling from the blistering Valley heat to the rainy winter in Chile required us to travel with our summer clothes on, but our winter clothes close by.

abías que el cangrejo ermitaño puede cambiar su concha por una más grande? Una vez que ha crecido mucho para la que habita, la abandona por una más cómoda. ¡Qué buena idea! Con frecuencia la gente hace lo mismo ¿Te mudarías a otra ciudad si pudieras tener la misma casa, el mismo empleo y el mismo ingreso económico?

La mayoría lo haría. Asombrosamente, a mí se me dio esa oportunidad cuando mi esposa y yo nos mudamos a Chile, Sudamérica.

La decisión de dejar Stockton, California, para vivir en Victoria, Chile, no fue de pensarlo mucho.

Chile es un lindo país con pocos delincuentes y gente neurótica, atractiva cultura y se puede vivir más sencillo. También es el país natal de mi señora quien siempre había soñado regresar un día. No obstante, empacar toda la casa y meterla en un contenedor fue más difícil para mí que para el cangrejo ermitaño.

Todas nuestras pertenencias se clasificaron en tres categorías: guardar, vender o donar. Ese proceso por si solo tomó meses. ¿Qué hacer con la ropa de bebé de mi papá? ¿Con la colección de recortes de diario con informes meteorológicos de Cincinnati, Ohio? ¿Con 200 discos cerámicos de 78 rpm de orquestas de jazz?

Después de reducir nuestras pertenencias a su mínimo común denominador, contratamos el transporte de nuestra casa por mar, un viaje de dos meses. Cuidadosamente cargamos el contenedor con 200 cajas de posesiones, más muebles, con la eficiencia de un rompecabezas.

Hasta aquí hemos gastado US$450 en cajas, cinta y herramientas, $305 en obreros de mudanza, y $4 030 para el camión, arriendo del contenedor y envío hasta San Vicente, el puerto más cercano a nuestra ciudad en Chile.

Una vez cargado al contenedor, seguimos viviendo en nuestra casa vacía con solamente una computadora, un colchón y una televisión.

Inevitablemente no todo cupo en el contenedor y hubo que empacar dos maletas grandes que añadieron otros $300 por sobrecarga, pero no había otra opción: del ardiente verano de Stockton hasta el lluvioso invierno de Victoria nos obligaba a viajar con ropa de verano puesta y ropa de invierno en las maletas.

Tristes despedidas, encuentros alegres... y ya estábamos en Chile, viviendo en casa de la madre de Raquel en Victoria. Nuestras pocas cosas, en limbo, esperando hasta que llegara el contenedor. Pero, ¿Llegaría? Lo podría haber barrido una ola, ser robado, o incautado por una infracción aduanera inesperada ¡Tantas cosas! Durante un largo tiempo estuvo “por llegar” y después “por entregar”. Queríamos viajar y estar presentes cuando llegara el momento de abrir el contenedor para su inspección y entrega, pero era difícil saber el calendario de los estibadores e inspeccontinúa a la vuelta

Raquel’s mother in Victoria, waiting a month for our few possessions to arrive. But, would it arrive? It could be swept away at sea, stolen, held for some obscure embargo violation. Who knows? For the longest time it was at sea and then for many days at the port, waiting to be unloaded. We wanted to travel and be present when the container was opened and inspected because of the possibility of property disappearing between the inspection and the delivery, but it’s difficult to predict the schedule of longshoremen and inspectors at a Chilean port. There was also a strike being planned and we were about to enter the date of country’s national holiday.

We finally were able to pinpoint the day that the Port was finally able to open, inspect and dispatch our container. Our paranoia seemed well founded as we appeared on the day of the inspection —wearing the reflective jackets, iron toed boots and helmets that they made us buy just to be able to enter the port area where the containers are kept— hovered about the unloading, took pictures and, still, the longshoremen sat on our furniture, played with some items and reloaded everything back into the container in a way that left some things damaged. On the positive side, nothing was stolen.

To retrieve our container we made contact with the shipping agency representing the carrier, which held the bill of lading: we paid them $75. They recommended that we hire a Customs Agent... it turned out to be good advice. We paid $60 for an inspection by the Ministry of Agriculture, $272 for the port’s Terminal Services, and $164 for the

customs agent. The biggest charge was the cost for the truck delivering the container to Victoria: $656.00. All told, we spent $1,480.00 on the Chilean side of the delivery —added to the costs paid in the U.S., we spent a total of US$5,510.00 on the whole operation. As you can see by now, we tried to judge the reasonableness of every single charge with a healthy dose of skepticism. Even in Chile, reportedly the least corrupt country in Latin America, feckless foreigners are treated with some degree of indifference.

We were much fortunate to find a suitable home two weeks before we were scheduled to get our container. The rental was a 700-square feet apartment, in the second floor of a business in downtown Victoria. With a balcony, four bedrooms and two bathrooms, it was a Godsend for $500 a month.

Finally, we moved in. After three months of putting everything in its place and bringing in more furniture as needed, it now feels like home. Even though we have a beautiful home and good plumbing, it’s not the same as Stockton. I expected that. I lived in Chile when I was in the Peace Corps 30 years ago. Maybe I’m spoiled. I want all of the programs that I used to pick up on cable television. I want fast internet. I want a supermarket about the same as CostCo. I would like to have knowledgeable and intimate friends and a meaningful job.

Por fin pudimos determinar el día que el Puerto planeaba abrir, inspeccionar, y despachar nuestro contenedor. Esa ansiedad tenía base porque cuando llegamos el día de la inspección —vistiendo las chaquetas reflectantes, botas con puntas de acero y cascos de seguridad que nos hicieron comprar para que nos dieran acceso al área del puerto donde se almacenan los contenedores— observamos, tomamos fotos y, aún así, los estibadores se sentaban en los muebles, jugaban con las curiosidades que encontraban, y dañaron algunos muebles al momento de volverlos a poner todo de vuelta. Por el lado bueno, no perdimos cosa alguna Para retirar el contenedor hablamos con la agencia que representaba la empresa de transporte en Chile y que llevaba el inventario (conocimiento de embarque): a ellos les pagamos US$75 y nos recomendaron contratar un agente de aduanas... fue muy buen consejo.

Pagamos $60 por la inspección del Servicio de Agricultura, $272 por servicios del puerto, y $164 al agente de aduanas. El costo más grande fue el costo del camión del puerto a la casa de Victoria: $656. Con todo, gastamos $1 480 en el lado chileno de la mudanza —añadidos a lo que pagamos en los EEUU el total de toda la operación asciende a US$ 5 510.

Como pueden ver, analizamos cada costo con un poco de escepticismo. Aunque Chile tiene la fama de ser el país menos corrupto de América Latina, a los extranjeros demasiado ingenuos se les trata con cierta indiferencia.

Por fortuna encontramos una casa aceptable a solo dos semanas a que arribara el contenedor. Era un departamento de 700 pies cuadrados en el segundo piso y sobre una tienda en el centro de Victoria. Con un balcón, cuatro dormitorios y dos baños era un regalo por US$500 mensuales.

Al final llegó el día de mudarnos a la nueva casa. Después de tres meses ubicando todo en su lugar y comprar otros muebles necesarios, ya se siente como un hogar. A pesar que tenemos una linda casa y buen alcantarillado, no es lo mismo que Stockton. Eso lo había anticipado. Yo viví en Chile como miembro del Cuerpo de Paz hace 33 años. Quizás estoy mal acostumbrado. Quiero acceso a todos los programas de televisión que tenía por cable antes. Quiero conexión rápida al internet.

Quiero un supermercado que ofrece todo como en CostCo. Me gustaría tener amigos cercanos y cultos como antes y un trabajo con propósito.

Pero bueno. Todo llegará a su tiempo.
