Stop the Tunnels! Develop the Delta

y the time you read this, the period for public comment on Governor Jerry Brown’s gargantuan twin tunnels project for diverting water from the Sacramento-San Joaquin Delta will have ended, but that should not stop anyone from continuing to work against Brown’s folly. Congressman Jerry McNerney held a refreshingly bipartisan press conference on the banks of the waterway on October 5 and ignited another wave of opposition commentary and compelling arguments against the idea of building 35 miles of massive tunnels under our Delta.

Like most opponents of the tunnel project, JOAQUIN Magazine has long argued against this gigantic boondoggle. A phalanx of highly articulate interest groups with ties across the state, such as Save the Bay, Friends of the River and Save the California Delta Alliance, have advanced reasoned arguments with little official refutation or even acknowledgement.

In contrast, the proposals of the official advocates have been refuted and rebutted. Most recently, the highly respected Delta Independent Science Board judged the latest version of the project as “lacking competence and clarity.”

Almost incredulously, our citizens still wait for a true cost-benefit analysis of one of the largest public works projects ever conceived.

Defeating the latest “water fix” proposal, as almost 63 percent of the voters did in 1982, may not, however, be sufficient to prevent another water grab design from plaguing the next generation of Delta inhabitants. Perhaps a better way to stave off the covetousness of the south San Joaquin Valley and Southern California would be to develop our Delta’s resources as an integral part of the region’s identity in a way that also symbolizes its contribution to the nation. The way California sunshine lights the way for its movie and entertainment industry and Florida sells its oranges.

Stockton... el Puerto.Alimenticio del Pacífico P ara cuando usted lea esto, el periodo abierto al comentario público sobre el gigantesco proyecto de túneles gemelos del gobernador Jerry Brown que desviará aguas desde el delta Sacramento-San Joaquín habrá concluido. Pero ello no debiese detener a persona alguna de seguir luchando contra este capricho de Brown. El 5 de octubre el congresista Jerry McNerney llevó a cabo una vigorizante rueda de prensa bipartita a orillas de las aguas, creando una nueva ola de comentarios e innegables argumentos contra

la idea de cavar 35 millas de masivos túneles bajo nuestro Delta.

Como la mayoría de los opositores al proyecto de estos túneles, por ya tiempo la revista JOAQUIN ha ofrecido argumentos contra este colosal derroche. Una falange de activos interesados de todo el estado, como Save the Bay (Salvemos la Bahía,) Friends of the River (Amigos del Río) y la Alianza Save the California Delta (Salvemos el Delta de California) han presentado concienzudos argumentos que han sido apenas refutados o simplemente ignorados por las autoridades. Y al contrario, los propuestos por los partidarios del proyecto han sido todos refutados e invalidados. Hace poco el prestigioso Panel Científico Independiente del Delta catalogó la última versión del proyecto como “carente de competencia y claridad”. Y como para no creerlo, nuestros ciudadanos todavía esperan por un análisis realista de beneficio-vs-costo de este, uno de los proyectos más costosos que se hayan planeado.

Derrotar esta última “solución hídrica” —al igual como casi el 63% del electorado decidió en 1982— puede que esta vez no sea suficiente para prevenir que un nuevo plan roba-aguas infecte a la próxima generación de residentes del Delta. Talvez la mejor manera de abortar la codicia del Sur del Valle San Joaquín y de California Sur seria desarrollar los recursos de nuestro Delta de modo que formen parte integral de nuestra identidad regional de modo que también simbolice nuestra contribución a la nación. De la misma forma como las luces de California iluminan la industria cinematográfica y de la entretención, o como Florida vende sus naranjas.

A pesar que se habla mucho sobre la región del Delta, para la mayoría no ha sido definida.

it has been ill defined for most of us. Except for serving as a rallying cry against the tunnels and in favor of developing and protecting the river channels and natural resources, the Delta idea has not served to unite political action, mobilize economic resources or arouse cultural linkages.

A recent forum hosted by the University of the Pacific’s Center for Business and Policy Research (CBPR) intelligently argued that increasingly shared business and economic activities could be exploited to integrate the three counties of the Northern San Joaquin Valley (NSJV) into a distinctive region.

Additionally, this NSJV region is simultaneously becoming more closely wedded to the Northern California “megaregion” created by the combined metropolitan areas of San Francisco and Sacramento. Significantly, the axis of the megaregion is actually our great Delta.

There is plenty of evidence for megaregion linkages, but the strongest hinge on the density and directions of commuter traffic. More than 72,000 daily commuters connect our three counties to the Bay Area and another 22,000 to the Sacramento Area, but just 8,700 workers travel to any of the five counties of the South San Joaquin Valley. Obviously, we are more the Northern California Megaregion than the once hoped for Great Central Valley. Each of the three counties also shares at least eight of the top ten commodities produced in the region. Locally, we all know that our region is full of nuts, but most of the world doesn’t make that connection any better than they can identify the city of Stockton as a major seaport.

es a growing income gap: Professor Jeffrey Michael cogently pointed out how badly our three counties have lagged the rest of California in per capita income growth and how it has increased since 2005, jumping from less than 8 percent to about 20 percent.

The Pacific study also reveals some important findings about the reasons the NSJV is falling behind not only in the state, but in the nation. The data about human capital formation, the way people are educated to become economic actors, accentuate the two areas where our region has fallen behind the most: the enrollment of 3 and 4 years olds in pre-school and the preparation of young adults. For young adults, retired diplomat about 20% more here, than elsewhere in the state, are disconnected.

That is, they are on a path apparently of under employment or juvenile delinquency by not working or attending school. On the other hand, while about 42% of high school students in the state are college ready, less than 29% of ours are prepared to enter a California state university or college. This could imply that we are not ready for a Cal State San Joaquin, as discussed elsewhere in this issue, but since the U.S. pioneered the land grant college system in the 1860s, our history shows that providing the opportunity for access to college is one of the strongest incentives to achieve in our society.

The CFBR report is valuable in another respect. The growing prosperity gap between our region and our neighbors of the Northern California megaregion is a truly convincing reason why a greater economic development effort is needed here. The leadership of the San Joaquin Partnership certainly has us on the right path, but maybe the current state of affairs offers us an opportunity to do more than connect us to the Silicon Valley.

Why not also take greater advantage of our natural resource endowment: the great San Joaquin-Sacramento River Delta? Our region is one of the world’s leading food producers, so why not systematically link this trait to the way that the Delta provides one of the greatest

estuaries and port complexes on the American shore of the Pacific Ocean?

The San Joaquin-Sacramento Delta can and should become the food port of the Pacific. ‘Almonds from California’ has always had a nice ring to it when I have told the story overseas or back East, but a ‘Delta Almond’ label might open a wave of curiosity that could be filled with captivating images of our hitherto largely unrecognized Delta region.

When our Delta is clearly linked in popular minds to almonds, wine, milk, walnuts, and cherries, let them try to foist another water project on us.

More importantly, as the identity grows, it will actually foster the entrepreneurial thinking and enterprise that will enable us to transform our nuts and dairy and grapes and even silage corn into a wide range of higher value added products and other economic activities. The Delta could truly serve as the axis of the megaregion, and we could be more than the commuters to or the sideshow of the prosperity somewhere else.

Isn’t the magnitude of our great Delta worthy of becoming indelibly linked to the quality and abundance of food that we already supply for the world’s people?

de acción política, movilización de recursos económicos o despertar conexiones culturales.

Un reciente foro auspiciado por el Centro de Investigaciones Comerciales y Políticas (CBPR, siglas en inglés) de la Universidad del Pacífico perspicazmente propuso que un creciente aumento de actividades comerciales y económicas compartidas pudiese aprovecharse para integrar a los tres condados que conforman el Valle San Joaquín del Norte (NSJV, por sus siglas en inglés) en una región con identidad propia.

Además, esta región NSJV se ha ido, simultáneamente, aunando a una “mega-región” del Norte de California que resulta combinando las áreas de San Francisco y Sacramento.

Digno de destacar, el eje de dicha mega-región es nuestro gran delta.

Existe abundante evidencia de estas conexiones de mega-región, pero la más sólida se basa en la densidad y dirección del tráfico de viajeros a su empleo. Más de 72 mil de estos viajeros conectan a nuestros condados al Área de la Bahía y otros 22 mil al Área de Sacramento, mientras que apenas 8700 trabajadores viajan a cualquiera de los cinco condados al sur del Valle San Joaquín. Es obvio que somos más parte de la Mega-Región del Norte de California que del alguna vez soñado Gran Valle Central. Cada uno de estos tres condados también comparte al continúa en pág. 27

The Burial and Disinterment of “Mr. Spanish”

recently watched “The Children of Giant”, a documentary on the making of the 1958 Hollywood blockbuster, “Giant”, directed by George Stevens starring Rock Hudson, Elizabeth Taylor, and James Dean, in the last film before his tragic death.

The story was based on the controversial novel (1952) by Edna Farber, about unscrupulous Texas cattle barons, and the racial divide between Whites and Mexicans in the early 20th century. The documentary, directed by Hector Galvan, tells of how the tiny town of Marfa, Texas, chosen for most of the on-location filming, with its large population of Mexicans, many of whom served as extras, was affected.

Funny, but what stood out to me in the documentary is one bizarre, darkly-humorous story epitomizing the phobia of racial discrimination against anything Spanish or Mexican, especially its language.

Talk about English-only!

In the local Blackwell School, a six-room adobe structure built in 1889, the racial division between Whites and Mexicans was made abundantly clear by the school’s policy prohibiting Mexican football players from using the same showers as the White players. The local cemetery was also clearly divided into a “White” and “Mexican” section. In her essay The Politics of Tears: Marfa, Texas, Mary Walling Blackburn, tells a story about a littleknown “burial” that took place in 1954 at the school —also referenced in the documentary.

Students —presumably Mexicans— were gathered at the school’s flagpole (quite appropriate) and instructed to write Spanish words on little pieces of paper. The papers were then placed in a make-believe coffin, and buried, in a symbolic ceremony that became known as “The Burial of Mr. Spanish.”

Blackburn further recounts that years later: During the Blackwell Reunion of 2007, two hundred people assembled for the exhumation of Mr. Spanish. This disinterment was intended to symbolically reverse the previous suppression of Spanish by school authorities.

However, when ceremony began, the original grave could not be located, so they orchestrated a performance, where the contents of the

grave suddenly included an actual figure. This allowed for Mr. Spanish to be exhumed yet remain buried. Both dead and live, he is nowhere and everywhere and language, as absence and presence, grids the ground.

For myself and a few other outsiders, there was the misguided notion that something resembling the body of a man was to be pulled from the dirt schoolyard, something more like an effigy than a human. But what was disinterred from a shallow grave, dug expressly for the reunion, was a newly made child-size coffin with a book inside of it. In unremitting sunlight, Maggie Marquez, a local librarian and Ralph Melendez, the temporary gravedigger, both former Blackwell School students, held the new coffin aloft. Next, they lifted their fists to the air. Then Maggie raised the book to the sky - a small Spanish-English dictionary - and the plastic or- continued on next page

Curiosamente, lo que más me impresionó de este documental es una insólita historia, casi humor negro, revelando la fobia de discriminación racial contra todo lo que fuese español o mexicano, especialmente la lengua ¡Eso sí que es English Only!

En la escuela local, Blackwell —estructura de adobe y seis cuartos que data de 1889— la división racial entre blancos y mexicanos se hacía patente en la política escolar de prohibirle a los jugadores de fútbol mexicanos que usaran las mismas regaderas que los jugadores caucásicos. El cementerio local estaba también claramente dividido en secciones “Blanca” y “Mexicana”. En su ensayo Política de Lágrimas: Marfa, Texas, Mary Walling Blackburn cuenta la historia de un poco conocido “entierro” ocurrido en 1954 en esa escuela (también mencionado en el documental). Se reunieron a estudiantes —supuestamente mexicanos— alrededor del asta de la bandera (muy apropiado) y se les indicó escribir palabras en español en pedacitos de papel. Los papelitos fueron entonces depositados en un ataúd de mentira y enterrados, en una simbólica ceremonia que se le llamó “El Funeral de Mr. Spanish”.

I was so moved by Galvan’s film that I immediately ordered the movie “Giant” from Netflix and watched it (again). More humor: in one scene, as JorRichard Ríos don “Bick” Benedict, Jr. Stockton, CA (Rock Hudson), the tall, handsome Texas baron whose ranch “Reata” sprawls across some 500,000 acres, introduces

his naïve, east-coast bride, Leslie, (Elizabeth Taylor,) to life in the “country of Texas,” a barbecue is held in her honor. Bick explains that it was Mexicans who actually invented the “barbecue” and that the word comes from the Spanish word barbacoa. But as Leslie watches the Mexican cooks pull a burlap-wrapped bundle from a smoking pit in the ground, she asks Bick what it is. It turns out to be a cow’s head (cabeza, a Mexican delicacy), but when a giant scoop of steaming cow brains is placed in Leslie’s plate, she faints and has to be carried into the house! OMG, I would have fainted too!

Oh, and as for my analysis of having watched, “Giant”, again, I fell asleep about two-thirds of the way in! Perdónenme.

El entierro de Mr. Spanish viene de la vuelta

Durante la Encuentro de Blackwell del 2007 doscientas personas se reunieron para la exhumación de Mr. Spanish. Este desentierro intentaba, simbólicamente, revertir la antigua supresión del idioma español por las autoridades escolares. No obstante, cuando comenzó la ceremonia, no se pudo localizar la sepultura original, de modo que se improvisó una representación, donde el contenido de la tumba incluía una figura de verdad. Esto permitió que a Mr. Spanish se le exhumara y que, al mismo tiempo, siguiera enterrado.

Vivo y muerto: él no está y está en todos lados y la lengua, ausente y presente, recorriendo y descorriendo el suelo.

Para mí y otros cuantos afuerinos se nos imaginaba, equivocadamente, que desde la tierra del patio escolar se iba a desenterrar algo parecido a un cuerpo, más una efigie que un humano. Pero lo que se desenterró de la superficial tumba —cavada especialmente para la ceremonia— era un pequeño ataúd nuevo que contenía un libro. Bajo la fuerte luz del sol Maggie Márquez, bibliotecaria del área, y el provisorio sepulturero, Ralph Meléndez —ambos ex-estudiantes de la Escuela Blackwell— levantaron el nuevo ataúd en el aire. Acto seguido levantaron sus puños al cielo. Luego Maggie levantó el libro a los aires —un pequeño diccionario Español-Inglés— y su portada plástica, naranja y roja, se recortó por lo que parecía un largo lapso contra el cielo azul. La audiencia, vistiendo los colores de la Escuela, vitoreaba.

Me emocioné tanto con el film de Galván que de inmediato ordené la película “Giant” en Netflix y la vi (de nuevo). Más humor: en una escena, cuando Jordon “Bick” Benedict, Jr. (Rock Hudson), el alto y bien-parecido barón tejano —cuyo rancho “Reata” se extiende por 500 mil acres— presenta a su inocente novia del Este, Leslie (Elizabeth Taylor), la vida en “la Nación Tejana”, con un asado en su honor. Bick explica que fueron los mexicanos quienes, en realidad, inventaron el “barbacue” y que la palabra viene del español barbacoa.

Pero Leslie mira como los cocineros mexicanos sacan algo envuelto en un yute desde un humeante horno cavado en la tierra y pregunta a Bick qué es. Resulta ser la cabeza de una vaca (una exquisitez para los mexicanos) pero, cuando le ponen un vaporoso montón de sesos vacunos en su plato, Leslie se desmaya y la tienen que llevar en andas hacia la casa ¡Dios mío! ¡Yo también me desmayo! ¡Oh! y respecto de mi análisis al ver “Giant” por segunda vez… ¡Me quedé dormido a dos tercios de película! Perdónenme.

Boxers and Broken Dreams

L

ike a siren calling to wayward sailors, boxing continues to call the downtrodden — young men who dream of riches, fame and acceptance in a world dominated by inequality.

Don Jesus Ramirez, author of ‘Escape From Texas’, explains “our sufferings are the keys to our freedom. Our hardships and environment manufacture who we are and write a script we unknowingly follow. “ This is true of, Mario Garcia, the poor kid who grew up getting beat up, and looked Mexican, but wasn’t. It is also true of Gabriel Flores, Stockton’s first World Amateur Boxing Champion, whose mother was killed in a shooting that left two dead and three wounded.

Dark events often cripple lesser men, but by some miracle, others are transformed into heroes. Racial discrimination caused Mario to learn boxing for self-defense and self-esteem. Now in UC Berkeley, Mario, like Gabriel, has broken the mold and stepped beyond the accomplishments of average men. Still, both are traversing deep waters. Mario is fighting to escape poverty via an education and learned boxing to gain confidence in order to compete in an academic arena.

Jorge Martínez Gabriel has not mentioned education. As Stockton, CA an adviser to powerful men once said, the road to greatness must include education.

‘Boxing Heroes’, a book about Central Valley boxers explains how promoters lure young fighters via promises of wealth. Perhaps Gabriel has not heard of Jose Celaya of Salinas, once coached by Emanuel Stewart, who was repeatedly under-matched in order to gain a great record, then sacrificed against the best. Or of Jose Perez of Sacramento, once also ranked top in the nation.

omo una sirena llamando marineros perdidos, el box continua llamando a los marginados —jóvenes que sueñan con riquezas, fama y aceptación en un mundo dominado por la desigualdad.

Don Jesús Ramírez, autor de ‘Escape Desde Texas’ explica que “nuestro sufrimiento son las llaves a nuestra libertad. Nuestras adversidades y ambiente manufacturan nuestra personalidad y escriben un libreto que sin saber, seguimos.” Esto se encarna en Mario García, el chico pobre que creció recibiendo palizas, que parecía mexicano, pero no lo era.

Broken dreams are a common theme with eager young men like Icarus, who flew too close to the sun without the necessary preparation, and fell to oblivion.

Participaron en una gama de actividades prácticas, tours y conferencias adaptadas al nivel académico de los estudiantes y su interés en temas específicos. Entre las muchas actividades del festival había un “Sendero de Figuras” para niños de pre-kínder a 2º grado (TK-2); un “Stockton de Cajitas” —una ciudad en miniatura hecha con cajitas de diferentes tamaños para niños del 3er al 5º grado; un “Lanzamiento de Cajas de Huevo” (crear “capsulas” para un huevo de modo que al dejarlo caer de lo alto no se quiebre) para chicos de 6º y 8º grado; y un “Curso Intensivo sobre la Costanera” para estudiantes del 9º al 12º grado. ¡Una agradecimiento a nuestros muchos voluntarios por ayudarnos que este evento fuera un gran éxito! Orange Says No to Bullying

S

taff and students at SUSD schools wore orange Wednesday in support of Unity Day to wipe out bullying.

Students wore wristbands and orange t-shirts and held small activities to enforce positive student leadership and behaviors.

The students at Tyler Elementary took a pledge from Principal Henry Phillips to make their campus bully-free and a place where all students feel welcome. At Henry, Rio Calaveras, Van Buren, Wilson and the other elementary schools, students discussed overcoming bullying. Unity Day launches Anti-Bully Month, which is November.

Unity Day is part of the annual national Red Ribbon Week aimed at discouraging drug and alcohol use among youth. Efforts to reduce drug and alcohol use have worked at SUSD schools, where state reports show consumption has dropped in recent years. Likewise the effort to halt bullying has paid off with a

Nurture Your Child’s Desire to Learn

Your child’s education doesn’t stop when the school bell rings. It continues all day-and so does your role in it. To reinforce your child’s learning: 1) Create a “curriculum of the home.” Teach your child through household routines and conversations around the dinner table.

Schedule family reading times. Hold family meetings to discuss values and solve problems. Share things you have done that have led to success.

2) Be a model learner. Learning is a process that never ends. Your child sees you learning when you read a newspaper, watch TV and even when you chat with a friend.

When you have a problem, let your child see you look for information you need to solve it.

3) Remind your child that learning can be fun. Ask your child to tell you about the most fun parts of his day. Tell him about the enjoyable things you remember from school.

4) Nurture your child’s curiosity about the world. Welcome every question. Experiment together. Teach him to question why and how. Show your own curiosity about math facts, what makes things work and topics you don’t know much about.

5) Expose your child to new things. Every meaningful experience your child has —from a zoo visit to a museum trip— impacts his learning. On your next outing, ask him how what he is seeing relates to what he is learning in school.

SJ CSU: Enthusiasm with Pragmatism

t the Open Forum sponsored by JOAQUIN Magazine at the St. John’s Episcopal Church Parish Hall on September 17, a group of outstanding community leaders voiced strong support for the idea of developing a California State University here, but they also advised prudence, inclusiveness, incrementalism and commitment to what will be a long range project.

The program started with the grateful acknowledgment of the importance of the initiative taken by state assemblymember Susan Talamantes Eggman to arouse the interest that is now building for the project —her leadership both mobilized local advocates and set the stage for action at the state level by requiring a study of the feasibility. All the participants also recognized how difficult the enterprise is likely to be. Record columnist Michael Fitzgerald opened the discussion that he has helped keep percolating for years. He reminded the audience of the compelling rationale for such an institution, perhaps the only means at hand to reverse the widening income gap between our region and the Bay Area, as well as its potential to overcome our city’s penchant for thwarting its own progress.

Fitzgerald used an anecdote from Leonard Gardner’s novel about Stockton, Fat City, to illustrate this tendency, but Dr. Kathy Hart the President of San Joaquin Delta College explained a practical approach to supporting the project that had already been taken by the Trustees of the College. It is a method that would help the community avoid shooting itself in the foot while loading for the intended big game.

At its last meeting, the Delta College Board adopted a resolution calling for a collaborative approach to the development of a new CSU. The goal is to move forward with the CSU campaign but avoid any setbacks to the funding and support for all the other educational programs our region so badly needs to keep advancing. For instance, to avoid any negative impact on Delta’s enrollment of freshman and sophomore students, it might make sense to have a CSU for our area start by offering just the upper division courses needed to complete a four-year degree programs that Delta students have been pursuing. Surprisingly, that has never become a major focus of the CSU Stanislaus program already offered here.

Former legislator Patrick Johnston, who helped pave the way for the creation of the Stockton Center for CSU Stanislaus, then elaborated on how that project had never approached the potential impact on higher education in the area that it was expected to achieve, largely due to the priority previous administrators there have given to building up the Turlock campus. Although forecast to enroll over 2000 full-time students, not to mention the hundreds of degrees a year, it has barely achieved a tenth or less of the target enrollment and only marginally increased the rate of degree attainment in our county. So despite the strategic, spacious and potentially remarkable facilities at the Stockton Center, the neglect of adequately continued on next page

l 17 de septiembre, durante un foro abierto auspiciado por la revista JOAQUÍN en el Salón Parroquial de la Iglesia Episcopal San Juan, un grupo de importantes líderes comunitarios declararon un entusiasmado respaldo a la idea de crear una sede de la Universidad Estatal de California en nuestra comunidad, aunque también recomendaron prudencia, inclusión, intensificación y compromiso con lo que promete ser un proyecto a largo plazo.

El programa comenzó con el agradecido reconocimiento a la importancia que la iniciativa de la asambleísta Susan Talamantes Eggman ha tenido para despertar el interés que hay ahora por el proyecto —su liderazgo tanto movilizó al activismo local como emplazó las acciones a nivel estatal al solicitar un estudio de viabilidad. Todos los participantes reconocieron lo difícil que podía ser la tarea. El columnista de The Record, Michael Fitzgerald, abrió un tema al que se ha referido por años. integrating its program with other educational offerings here has prevented the type of local reinforcement for educational collaboration called for by the Delta Trustees.

Johnston cautioned, however, that the new CSU should be built incrementally and that in the interim even the Stockton Center should be enlisted in the type of collaborative effort that the Delta Trustees advocate. Why not get Stanislaus to offer some specific programs that would encourage transfers from Delta College?

It would help Stockton kids start planning for degree programs they wish to complete while still in high school or even middle school.

Coincidentally, the massive Kellogg Foundation project on increasing educational attainment showed that the construction of specific, highly visible pathway programs by the eighth grade is one of the best ways to increase the achievement of BA degrees in families where the parents have not attended college, a trait which characterizes our region.

Gustavo Medina, a legislative aide to Assemblymember Eggman represented her in the Forum and discussed the painstaking effort she has made to avoid legislative and other potential roadblocks to a Stockton State project at the state level. Getting the funding for the feasibility study was a really important first step because of the competition favoring other similar projects around the state. He also described how dedicated she has been to create a teambuilding effort to both design and get the community fully behind the project.

The next speaker, former San Joaquin County Supervisor, Steve Bestolarides, then sought to temper the growing enthusiasm for the project by putting the admitted potential value of having a CSU in the context of the other needs and demands of society. How for instance can the region fund both the need for the educational facilities, as well as the demands for a new jail? With the competing needs for jobs, housing and restoration of public services lost in the Great Recession and due to the bankruptcy, how can we move ahead with such an expensive mega-project?

He thinks the answer is to start by building up the higher education infrastructure we already have at Delta College, as well as our other educational offerings from the pre-school level on up before we getting enmeshed in a quest for capital investment. He thinks that is the best way to move toward eventually obtaining a Cal State here.

The concluding speaker to address the Forum was Carlos Villapudua, who represents the First District on the San Joaquin County Board of Supervisors, the area that the Global 12 Joaquín NOVEMBER 2015

Urban Design Team from Stanford University has already described as a potentially ideal location for a CSU campus location. However, Supervisor Villapudua focused instead on the need to build educational partnerships that would support our kids’ achievement now, rather than focus exclusively on what might be achieved in the future. He also emphasized the need to develop a clear vision of the region we want in order to attract the support and build the necessary partnerships that we need to move ahead. As others speakers had emphasized, he expressed his willingness to support the effort that Assemblymember Eggman has launched.

The stage and setting for the cordial exchanges between the speakers and the audience throughout the program was commenced by a cheerful welcome to the Parish Hall offered by Reverend Linda Huggard, the priest-in-charge at St. John’s. She also started the formal program with an invocation and blessing on the sumptuous food that was generously supplied by Juan Ruvalcaba and the excellent staff of his neighboring Cancun Restaurant.

The impressive group of audience participants, including Lathrop City Council Member Paul Akinjo, Delta College Trustee Dr. Teresa Brown, senior Stockton Unified School Administrators Mark Hagemann and Tom Anderson, and Ahdel Ahmed, the local representative for Congressman Jerry McNerney, raised a series of important questions with the speakers. A clear emphasis on identifying concerns and finding ways of working together to overcome the obstacles was apparent throughout, but perhaps most clearly represented in an observation by Dr. Brown. She suggested that rather than talk about Stockton State, maybe we should be more inclusive right from the start and focus on the need of the entire region by calling it CSU San Joaquin.

El próximo orador, el ex-supervisor del condado Steve Bestolarides, buscó moderar entusiasmos poniendo el potencial valor de contar con una CSU contra el contexto de otras necesidades y exigencias de la sociedad ¿Cómo puede la región financiar, por ejemplo, las necesarias instalaciones educacionales mientras se exige la construcción de una nueva cárcel? Si rivalizan las necesidades de empleo, vivienda y restauración de servicios públicos por causa de la Gran Crisis y la bancarrota ¿Cómo podemos invertir en un mega-proyecto tan costoso? Bestolarides piensa que la respuesta es comenzar por ampliar la infraestructura de educación superior ya existente a través de Delta College, como también otras posibilidades educativas —desde la educación preescolar en adelante— antes de embarcarnos en una inversión de esta envergadura. Cree que es la mejor manera de avanzar hacia la eventual materialización de una CSU en Stockton.

t my age learning to use a “smart phone” is well… pretty darned smart. While searching for cool “apps” on mine one day I downloaded one called “Draw!” My son, Miguel, had shown me that a stylus (drawing pen) was neatly stored at the bottom of my Samsung.

So, I slid it out and began to draw. The result was a series of zen-like drawings, rapidly done, thrifty in use of line, with a bold directness and use of color. I’ve always favored line drawing.

Not much on shading. Some are shameless doodles began with no idea or theme in mind – whatever happened, happened. But this brought an equal amount of “deletes” as “saves.”

Others are direct responses to the world around me, sports, politics, culto ery on Plu v o c ture, and social issues. I love humor is D d Od and satire and use it generously in my art and writing. It helps people stomach the sometimes hard punches of art. mi edad, aprender a usar un teléfono ‘inteligente’ es, bueno… bastante inteligente. Buscando aplicaciones ‘padre’ para el mío un dia descargué uno llamado ‘Draw’. Mi hijo Miguel me había mostrado que mi Samsung tenía un estilógrafo digital adherido por debajo.

Así, lo saqué y comencé a dibujar. El resultado fue una serie de dibujos estilo-zen, rápidos, uso de pocas líneas, con dirección segura y mucho color. Siempre me ha gustado el dibujo lineal. Sin muchas sombras. Algunos son desvergonzados garabatos comenzados con idea ninguna del tema, lo que saliera, ya. Pero esto conllevó un número similar de ‘eliminar’ y de ‘guardar’. Otros son directas respuesta al mundo que me rodeaba, deportes, política, cultura o temas sociales. Me encanta el humor y la sátira y la ocupo generosamente en mi arte y textos.

Nexo del 5º Grado a la Universidad Chicos de 10 y 11 años y la Universidad “¡Déjalo ya! Van a saber todo lo que necesitan saber sobre la universidad en la secundaria ¡Deja de ser tan controladora!”

Eso es lo que escucho. Pero, aquí les va mi respuesta: “Bueno ¿Y quién, en su último año de prepa, le dirá a Joaquín que no tiene cómo cumplir sus sueños universitarios por no hacer ciertas e importantes cosas en la escuela intermedia?”

O, “¿Así que tú estás totalmente confiado en que la orientadora de la escuela intermedia de Marisol se va a sentar con ella y planear todo lo que debe hacer para que cuando llegue a la secundaria esté ya encaminada hacia la universidad?”

O, “Entonces ¿es un hecho que los padres de Marisol están enterados que tienen derecho a ponerla en una escuela intermedia que garantiza la mejor preparación, como academias especializadas, programas académicos, o educación GATE (para superdotados)?”

Estos escenarios son importantísimos para estudiantes como Joaquín y Marisol. Ninguno de sus padres tiene título universitario. Su promedio de ingreso familiar es inferior al nivel de pobreza. Añádale que ambos cursan en escuelas primarias de escasos recursos.

Luego tome en cuenta que lo más seguro es que estudiantes como Joaquín y Marisol se van a apoyar en sus padres y sus conocidos para cualquiera duda sobre como continuar en la universidad. Si ponemos estos tres factores juntos… las probabilidades de terminar en una universidad formal no son muchas.

Las estadísticas nos revelan que estudiantes como Joaquín y Marisol, para el 6º grado, habrán tomado una cognitiva decisión de identificarse como futuro universitario —o no.

Para estudiantes del segmento demográfico mencionado arriba es importante que no solo pensemos en la universidad para nuestros chicos de 5º grado, sino que debemos hacer algo al respecto.

That’s what I hear. But, here’s my response: “Well, who’s gonna tell Joaquin in his senior year of high school that he’s not on track to reach his college dreams because he neglected to do some critical things in middle school?”

Or, “So you’re completely confident Marisol’s middle school counselor will sit her down and map out all resources she should maximize to be college-track in time for high school?”

Or, “Then surely Marisol’s parents know they have the right to place her in a middle school campus that yields her the best outcomes like specialized academies, academic programs, or a Gifted and Talented Education (GATE) program?”

ter a lot for students like Joaquin and Marisol.

Neither of their parents hold college degrees.

Their average family income is below the poverty rate. Factor in both students attend low resourced elementary schools.

Then realize that students like Joaquin and Marisol will mostly rely on their parents and peer network for any college going information. Put these three factors together and the odds won’t be leaning toward 4-year college outcomes.

We know statistically students like Joaquin and Marisol will make a cognitive decision by the 6th grade to either self-identify as a future college student, or not.

For students in the above demographic, it’s important that we’re not just thinking about college for our 5th graders. We need to be doing something about it.

There are many deadlines that occur in the 5th grade that are seemingly unimportant – but have critical significance. These early strategic maneuvers have direct correlation to successful college outcomes. Let’s focus on a few of them.

The Right Middle School Campus – In the winter of the 5th grade year, parents will receive notifications from their school district concerning their child’s middle school placement for the following year. Most parents don’t think twice about this transition and just sign the papers and confirm their child’s

Find out what specialized middle school programs exist in your community, the eligibility requirements, deadlines for applications (if any), and orientation dates to become familiar with these programs. These specialized programs may require nominations or recommendations from K-5 staff, so prepare in advance for this process.

Also, make note that some districts offer inter-district transfer to particular magnet or high-performing middle schools. Some counties offer intra-district transfers for such schools. Additionally, some charter school campuses enroll students via a lottery system.

Learn about all of your options to make an informed decision.

The Right Curriculum to be CollegeBound – Research indicates that students who take Algebra and Geometry by the end of 8th grade are significantly more likely to go on to college than student who do not.

students. With Common Core, these courses may be identified as “Accelerated Math.” Be sure to get a list of all curriculum offered so that you are aware of all academic pathways for your student.

The Right Stats to Succeed – Once a middle school is identified as a “contender,” it’s important to look at additional factors that can impact on your child’s college future: What percentage of students graduate from the campus?

What percentage of students meet or exceed proficiency standards in core subjects?

How many Honors or Accelerated courses are available –such as “Accelerated Math” or “Honors English”?

The Right College Culture – Finally, parents should be looking at on-campus collegegoing programs that are either embedded in the curriculum or provided as after school programs. Some of these programs include: GEAR UP: Gaining Early Awareness and Readiness for Undergraduate Programs AVID: Advancement Via Individual Determination The Right Enrichment Programs – Enrichment programs or “extracurricular activities” can be highly linked to future collegegoing success. For example, a crochet club may not be closely linked to competitive high school extracurriculars, whereas belonging to Science Olympiad would be.

Some middle school campuses offer unique extracurricular opportunities, strategically functioning as feeder programs to the local high schools. For example, a middle school Speech & Debate Team is a strategic feeder to

the high school Speech & Debate Team. Or, a Robotics Club can be a feeder for a Space & Science Academy at the high school.

Being aware of the above strategies will empower Latino parents to make an educated and informed decision concerning their 5th graders pathway to college. That’s why 5th grade matters. And, that’s why it’s our job as concerned parents, community organizers, and educators, to spread this timely information to impact greater numbers of collegegoing Latino students.

Some Thoughts on Marriage Thomas Block, Stockton, CA

s I write this opinion piece, a Kentucky county clerk has been jailed for contempt of court by refusing to issue marriage licenses to gay couples. My interpretation of the issue is that she could not remove her religious beliefs from her secular job. More importantly, she imposed her beliefs on her staff. (Is it religious belief or religious bias? Can one speak of religious bias?)

Years ago, I attended the union of two women, one of whom was a friend and comrade of mine. Still, the secular ceremony became sacred because of those present who recognized the joyful meaning behind the ceremony and the conferring of our blessings on the two women. There was no need for a county clerk; those present conferred legitimacy.

A few years later, Rosie and I were married. We had two ceremonies, one preceding the other. A friend of my daughter —with whom I had waded down the middle of the Chagrin River in Northeast Ohio with my daughter— performed the secular ceremony.

Immediately after, a Native American elder and friend performed the sacred ceremony.

Moments later and in private, a friend of Rosie’s bestowed a blessing on us from the Dalai Lama in a beautiful benediction.

These two different occasions were performed while I have had problems with the concept of marriage. Ever since I encountered Professor Goodenough’s definition of marriage1, I have been troubled by what constitutes marriage. I have often wondered if his dry, scholastic, erudite, but diverse definition has any relevance to those who are married: is it too didactic and, thus, without relevance or, more importantly, whether “marriage” lacks a universal message. Is marriage too personal, individual and culturally encumbered to have a universal definition? Is Goodenough’s universal definition of marriage “good continued on next page

Años ha, asistí la unión de dos mujeres —una de las cuales era mi amiga y camarada. Aún así, la ceremonia secular pasó a ser sagrada por quienes la presenciaron y reconocieron el feliz significado tras la ceremonia, y por las bendiciones que les dimos a estas dos mujeres. he two men ended facing each other, ready to fight. They held their glare, firmly, without blinking. One of them, arrogantly, intended to humiliate and stomp his rival, resorting to the archaic seniority excuse: “I was here first,” as a covert declaration of war. The other, a foreigner that time and destiny had never bestowed any kind of fortune on, was already liberated from old yokes and was there to do his job: to paint one half of the roof, no more, no less. But the first was trying to impose, in some way, a nonexistent superiority: “Paint the other half,” he ordered.

“No, you paint it”, was the reply.

Their pupils reflected each other’s faces: each saw himself in the other. At times, they would zoom in to specific places on the other’s face: the frowns, the protruding eyebrows, the throbbing jaw, the tight lips… two animals exhibiting all the tension preceding a combat, like two trains on the same track in opposite directions, about to crash.

Suddenly, the menacing stares turned to unexpected fear: the corrugated metal roof where they stood turned slippery. Each saw his own expression of terror in the other’s pupils.

Intuitively, they realized they were about to fall to their deaths and that the only hope of salvation was to cling to each other’s arms.

The conflict, as with most others, always created to humiliate and abuse another— became secondary.

Two men threatened by the same circumstances, saw no possibility to deter what was coming. Turning in all directions, desperate to find a way to hold onto something that was not each other, their eyes met once and again.

An absurd nightmare overcame both. They saw themselves falling in a hallucinatory journey, in which each wished for the impossible: that the other crashed into the ground first. They struggled in midair, pushing, grabbing, like a couple of wounded eagles flapping in circles, defying the inevitable. Perhaps seeing themselves facing death, to their chagrin, brought them even closer together.

To scream would be useless. They were alone. Any help by now was like a distant light, mute, as they were about to slip into the afterlife. They saw their own panic, which only exacerbated their continued on next page inability to reason. Their bodies were

Uno, en actitud presuntuosa, pretendía humillar y pisotear a su contrincante utilizando el arcaico síndrome de antigüedad: “yo estaba aquí primero” …como una disfrazada declaración de guerra.

El otro, un extranjero a quien ni el tiempo ni el destino le concedió nunca fortuna alguna, ya había logrado liberarse de sus antiguos yugos y estaba ahí para realizar su trabajo al pie de la letra: pintar la mitad del techo. Pero el otro intentaba imponer, muy a su manera, una superioridad inexistente: “Pinta la otra mitad”, le ordenó.

“No, píntala tú”, fue la respuesta.

Las pupilas reflejaban sus caras: cada uno observaba en el otro su propio rostro. A veces, echaban un vistazo, como un zoom, a puntos particulares del rostro del otro, el ceño fruncido, las cejas protuberantes, la mandíbula punzante, los labios apretados… dos animales mostrando toda la tensión antes del combate, como dos trenes que viajan en la misma vía en sentido contrario a punto de chocar y que nada puede evitar el encontronazo.

Inesperadamente, los ojos amenazantes de los dos se agrandaron, aterrados: la lámina del techo en el que estaban plantados se tornó resbaladiza.

Los hombres vieron su propia expresión de pavor en las pupilas del otro.

Intuitivamente se dieron cuenta que caerían al vacío y que la única esperanza de salvación era aferrarse a los brazos del otro.

El conflicto, como tantos otros —creado siempre para humillar y abusar del otro— quedó en suspenso. Dos hombres amenazados por las mismas circunstancias, no veían posibilidad de detener lo que se avecinaba. Volteando en todas direcciones, desesperados por encontrar algún modo de sujetarse sin tener que recurrir al otro, sus ojos volvían a encontrarse.

Como en una pesadilla absurda, se veían cayendo en un viaje alucinante, en el que los dos deseaban lo obscenamente imposible: que el otro cayera primero. Luchaban en pleno vuelo, empujándose, continúa a la vuelta manoteándose, como águilas heridas NOVEMBER 2015 Joaquín 21

meant to end way below, shattered into a thousand pieces, far from where each had been ordered to paint half of a roof.

They had slipped ten centimeters by now, and each centimeter dragged them to the delirium and closer to the end of all.

Nothing left to do. They would not budge.

Though only seconds had passed, in their minds the terror lasted hours. Rigid, they did not dare to move a finger for fear of rushing the inevitable.

Suddenly, and almost at the same time, they realized that fate had played them a macabre hand. For a moment they remained hesitant until they understood they wanted to live. Embarrassed, they drowned all their irrational previous thoughts in loud laughter.

Perhaps it had only lasted a few seconds, but in that time they had sealed an indelible brotherhood.

Habían ya resbalado diez centímetros, y cada centímetro los arrastraba al delirio y al fin, nada que hacer, no claudicarían. Fueron apenas segundos, pero en sus mentes fueron interminables horas de terror. Rígidos, no se atrevían a mover un solo músculo por temor a apurar el desenlace.

De golpe y casi al mismo tiempo se percataron que el azar les había hecho una jugarreta macabra. Permanecieron titubeantes hasta notar que querían vivir y la odisea había concluido. Se aferraron entre sí con fuerza; sus ojos se acrecentaron al reencontrarse con la vida. Avergonzados de su propia estupidez se desahogaron en un torrente de carcajadas.

Quizá fueron unos segundos, pero sellaron una huella imborrable de hermandad.

Aprobación de SB172, apertura a oportunidades

I

n the October 2015 issue of Joaquin magazine I wrote about the much awaited outcome of SB 172.

Sponsored by State Senator Carol Liu (D-La Canada Flintridge, CA), the bill would help limited-English speakers - graduates from high schools between 2006 to 2017 —who did not pass the much dreaded California High School Exit Exam (CASHEE)— who were unable to receive their high school diplomas.

On Thursday October 8, 2015 California Governor, Jerry Brown, signed SB 172 into law, thus opening the door of opportunity for thousands of recent immigrants and many first-generation completer students who grew up in limited English-speaking environments.

Avenues and venues that were previously closed to completers were: 1. College financial assistance 2. Enrollment at vocational or trade schools and financial assistance to the same 3. Military qualification.

4. Employment opportunities with upward mobility In 2003, the State of California determined that all students must demonstrate a mastery of English and basic Math via a new test called the CASHEE. This, despite the fact that in this state many students are immigrants and do not speak, read, or write English to any degree of competency, nor do they have language depth in any language, other than the one they speak at home.

Language depth: When one or two generations in a family speak the same language at home — infants are taught their first words: dad, dog, cat, ball, etc. As they continue to grow and misuse a word, their papa, mama or siblings will correct them sometimes with a slap on the head or with an utterance of the correct and appropriate word.

Reason for change: In May or June of 2015, the last completer walked across

Propuesto por la senadora estatal Carol Liu (D-La Cañada Flintridge) esta ley ayudaría a estudiantes de inglés limitado que se graduaron de la secundario entre el 2006 y el 2017 —y que no han aprobado el Examen de Egreso de Secundaria de California (CAHSEE, por sus siglas en inglés)— a recibir su Diploma de Secundaria.

El jueves 8 de octubre del 2015, el Gobernador de California Jerry Brown firmó la SB172 como ley, abriendo la oportunidad a miles de inmigrantes recién llegados y muchos completers de primera generación quie-

nes crecieron en ambientes de uso limitado del idioma inglés.

Primero quiero recordar al público sobre las avenidas post-graduación que estaban cerradas a los completers: 1. Asistencia económica universitaria 2. the graduating class of 2015 with no means of completing that final graduation requirement. To prevent a disaster from occurring, the Governor signed legislation to grant the 2015 completers with their diplomas —thus allowing them to graduate move forward with their lives.

S8 172 was introduced in order to level the playing field for all, regardless of their primary language. The new legislation —that goes into effect on January 1, 2016— also suspends the exit exam as a graduation requirement for the class of 2015-16, 2016-17 and 2017-18.

Completers are encouraged to contact their high school of record to see if they qualify.

Adult School Students: Completers, after two years in adult education programs who still had not passed the exit exam(s), were allowed to take required resident credits, take the test until they passed, and earn an Adult School Diploma. The question now is will they be able to get their regular High School Diploma if they would have graduated after 2006 to 2015?

While presenting tremendous opportunities to completers, SB 172 still raises a lot of questions.

If you feel you qualify, we at Joaquin magazine encourage you to go to your high school of record and ask about your diploma. If you were not a completer, but were sent to Adult School instead and all you are missing is the approval of one or both CAHSEE exams, please contact your adult Richard Soto school and get that diploma.

La pregunta es ahora… ¿Podrán recibir su Diploma de Secundaria regular si se hubieran graduado entre el 2006 y el 2015?

Aunque la SB172 ofrece grandes oportunidades a los completers, esta ley todavía contiene muchas interrogantes. oman sat in class at Delta College wondering what might have happened to his college applications.

Unbeknown to him, his father awaited him at home with three letters: all the colleges where he applied. They were U.C. Berkeley, San Diego State, and San Jose State.

On arriving to his house on Palm Avenue, Roman jumped with excitement: all three were acceptance letters and, best of all, they offered financial aid. Right away he thought Berkeley, but then pondered the San Diego’s beaches. As soon as they could, Roman and his father were off to a campus tour of UC Berkeley.

Everything was going great until they arrived: the campus was blocked by police as students held a demonstration. One protestor held a burning effigy dressed as the chancellor.

Needless to say, the tour was cancelled. He finally settled on San Jose State, since he was familiar with it, enrolling in the Educational Opportunity Program (EOP), that provided a tutor who taught Roman academic and college survival skills. Her name was Estella and she made sure Roman had a daily schedule, starting with courses, study hours, personal finances and —of course— party time. The EOP program was a blessing to Roman like it’s been for many ill-prepared students. Upon “graduation” of the orientation, students were treated to a field trip to San Juan Bautista. They saw a teatro campesino production, featuring Luis Valdez.

Estella became a big influence on him; she impressed Roman with her knowledge of Mexican culture, but most when she played her guitar and sang. This alone inspired him to pick up a guitar and learn to play.

By the third semester, Roman had moved into an ‘animal house’ closer to campus. “Casa Venceremos” it was called. The house was a huge two-story Victorian structure on 13th Street. Once there, he joined the house band as a singer. The band practiced in the living room and the front door was always open. By the fourth semester, the band was taking away from Roman’s educational focus. While the band played a few benefit concerts for the United Farmworkers, they were really going nowhere.

It wasn’t until Roman attended a presentation by the famous Mexican author, Carlos Fuentes, that a profound change came about in him. The author spoke of globalization, changes to come between the U.S. and Mexico and the dangers of the drug cartels. It was he whom inspired Roman continued on next page

Román Llega a La Universidad

urante clases en Delta College, Román se preguntaba qué habría pasado con sus postulaciones universitarias. Sin saberlo, su padre le esperaba en casa con tres cartas: de todas las universidades a las que había postulado. Eran la Universidad de California-Berkeley y las Universidades Estatales en San Diego y San José.

Al llegar a su casa en la Avenida Palm, Román saltó de alegría: todas eran cartas de aceptación y, mejor aún, ofrecían asistencia económica. Inmediatamente pensó en Berkeley, pero luego imaginó las playas de San Diego. Apenas pudo, Román y su papá se fueron a hacer un tour de UC-Berkeley.

Todo iba bien hasta que llegaron: el campus estaba bloqueado por la policía porque los estudiantes realizaban una demostración. Un manifestante levantaba una efigie en llamas que representaba al canciller. Huelga decir que la visita se canceló. Finalmente se decidió por la Estatal San José, dado que estaba familiarizado con esta, inscribiéndose también en el Programa de Oportunidad Educacional (EOP) que le asignaba un orientador que le instruía sobre temas académicos y vida universitaria. Su nombre era Estella y ella se cercioró que Román tuviese un horario diario, con sus cursos, horas de estudio, finanzas personales y —por supuesto— tiempo para diversión. Para Román, el EOP fue una bendición como lo era para tantos estudiantes inexpertos. Después de la “graduación” de su orientación, se premió a los estudiantes con un viaje de estudios a San Juan Bautista. Vieron una obra de

teatro campesino en la que actuaba Luis Valdez.

Estella se convirtió en una gran influencia para Román, quien estaba impresionado con su conocimiento de la cultura mexicana pero, más que otra cosa, cuando tomaba la guitarra y cantaba. Esto en particular fue lo que lo llevó a aprender tocar guitarra.

Para el tercer semestre, Román se había instalado en una ‘animal house’ (casa de estudiantes) cerca del campus universitario. Se llamaba ‘Casa Venceremos’. La casa era una inmensa estructura estilo victoriana de dos plantas ubicada en la Calle 13. Una vez allí, se unió a la banda ‘de la casa’ en calidad de cantante. La banda practicaba en la sala y la puerta a la calle estaba siempre abierta. Para el cuarto semestre la música estaba desviando a Román de su cauce académico. Aunque la banda tocó en algunos conciertos a beneficencia para el sindicato Campesinos Unidos (UFW) nunca tuvo mucho futuro.

Roman goes to college

to write. Roman reevaluated his educational goals and saw the power of the written word in.

At the same time another big change was in store: Stocktonian, Juanito Gonzalez, had become chairman of La Raza Studies at San Francisco State University. Soon, Roman and a few Stockton natives transferred. Roman was elated and inspired further with his newly discovered attitude, school —and most of all— the beautiful City by the Bay. Roman declared a major in La Raza Studies with an emphasis on Behavioral Science and, thanks to Estella, a minor in Paralegal Studies with an emphasis in Criminal, Immigration, and Labor Law. His new roommates from El Salvador owned a home in Diamond Heights, near the campus.

Everyone in the house was an artist of some sort. Eventually, this core group of graphic artists, musicians, writers and poets flourished into the Mission Cultural Center.

The group went before the Mayor and City Council, lobbying for the center’s permit on Mission Street. The building had been a furniture store and had an industrial size elevator.

They were able to acquire an oversized Aztec calendar —cut from the living room wall of a house being demolished at Palmetto Street— then transported and installed at the entrance of the center.

By now Roman had been collaborating graphics for El Tecolote newspaper, as well as participating on the bilingual literary magazine, Tin Tan. As his senior year approached, Roman landed a work-study job as an investigator. Mission Legal Defense was a community law firm that provided free legal services to the poor.

From there Roman worked with the San Francisco Bar Association’s Lawyer Referral Service —now thinking of attending law school after completing his paralegal certification.

Then a new blessing: his Senior Project included a semester in Mexico, at the University of Chihuahua School of Law. He would stay with his grandparents in the town of Lazaro Cardenas. His friend, Xavier, joined him just for the adventure, one that the both of them have, still, not forgotten.

In the next issue: Roman’s road trip to Chihuahua, an unbelievable UFO sighting, and a crash known as the “Roswell Incident of Mexico.”

Al mismo tiempo, había otro gran cambio en el horizonte. El estocktoniano Juanito González se había convertido en el presidente de Estudios La Raza en la Universidad Estatal de San Francisco. Pronto Román y otros cuantos estocktonianos se transfirieron a esa escuela. Román estaba entusiasmado por este nuevo descubrimiento, de actitud, académico y —más que nada— la hermosa Ciudad en la Bahía. Concentró su carrera en Estudios La Raza con un énfasis en Ciencias del Comportamiento y —gracias a Estella— un título secundario en Estudios Paralegales con énfasis en Ley Criminal, Inmigratoria y Laboral. Sus nuevos compañeros de cuarto eran de El Salvador y eran dueños de una casa en Diamond Heights, cerca del campus. Todos en esa casa eran artistas en algo.

Eventualmente este grupo de artistas gráficos, músicos, escritores y poetas se fue trasformando en el Robert Marquez Mission Cultural Center.

Stockton, CA El grupo se presentó ante el alcalde y el Concejo Municipal, tratando de obtener un permiso para un centro en la Calle Mission. El edificio elegido había sido una tienda de muebles y contaba con un elevador industrial. Se las ingeniaron para conseguir un inmenso “calendario azteca” —recortado de la pared en la sala de una casa que se demolía en la Calle Palmetto— y que fue transportado e instalado en la entrada del Centro.

Para entonces Román estaba colaborando gráficas con el periódico El Tecolote, como también participando en la revista literaria bilingüe Tin Tan. Ya casi en el último año de estudios Román consiguió un empleo como investigador.

Mission Legal Defense era un bufete jurídico que brindaba servicios legales gratuitos a los necesitados. De ahí Román trabajó con el Servicio de Recomendación de Abogados del Colegio de Abogados de San Francisco —ya pensando en estudiar derecho luego de terminar su certificación paralegal.

Entonces llegó una nueva bendición: su Proyecto de Último Año incluía un semestre en México, en la Escuela de Derecho de la Universidad de Chihuahua. Se quedaría con sus abuelos en el pueblo de Lázaro Cárdenas. Su amigo Xavier se le unió por la pura aventura, misma que ninguno de los dos, hasta ahora, ha olvidado.

menos ocho de los productos de la decena que se originan en la región. Localmente todos sabemos que nuestra región tiene muchas nueces y otras frutas secas, pero la mayor parte del mundo no identifica a Stockton como un importante puerto.

El Índice CBPR revela también una creciente brecha de ingreso: el profesor Jeffrey Michael remarca cuan abismalmente bajo es el ingreso per cápita en nuestros tres condados de nuestra región comparado al resto de California y como se ha incrementado desde el 2005, pasando de un 8 por ciento a alrededor de un 20 por ciento.

El informe de Pacific también evidencia importantes datos del porqué el NSJV va quedando rezagado no solo en este estado, sino en la nación. Las estadísticas sobre la formación de capital humano, la manera en el que la gente se educa para ser actores económicos, acentúa las dos áreas en las que nuestra región se ha rezagado más: la matriculación preescolar de chicos de 3 y 4 años, y la preparación de adultos jóvenes. Comparando la cantidad de pequeños que recibe instrucción preescolar, el resto de California supera a nuestra área en más del 40 por ciento.

Respecto de los adultos jóvenes, la desconexión es cerca del 20% superior aquí que en el resto del estado. Vale decir que —al no trabajar o estudiar— se hallan en una senda de subempleo o delincuencia juvenil. Por otro lado, mientras que alrededor de un 42% de los estudiantes de secundaria a nivel secundario están preparados para la educación superior, menos del 29% entre los nuestros están en condiciones de ingresar a una universidad estatal o institución similar. Esto podría sugerir que no estamos preparados para una CSU en San Joaquín —tema que se aborda en otro artículo de esta edición— pero, desde que los EEUU iniciaron en los 1860s el sistema de vender tierras federales para financiar universidades, nuestra historia demuestra que ofrecer acceso a la educación superior es uno

de los más fuertes incentivos para surgir en nuestra sociedad.

El CBPR ofrece más datos de valor. La creciente brecha de prosperidad entre nuestra región y nuestros vecinos de esta mega-región del Norte de California es una verdadera y convincente razón del porqué se necesita desarrollo aquí. El liderazgo de la San Joaquin Partnership nos ha puesto, acertadamente, en la senda correcta, pero la situación actual nos brinda una oportunidad de hacer algo más que solo conectarnos con el Valle del Silicio. ¿Por qué no aprovechar mejor nuestro legado de recursos naturales: el gran Delta San Joaquín-Sacramento? Nuestra región es una de los primeras productoras de alimentos en el mundo, entonces ¿Por qué no conectar, sistemáticamente, esta condición a la avenida que es el Delta al formar uno de los más grandes estuarios y complejos portuarios de la costa estadounidense en el Océano Pacifico?

El Delta San Joaquín-Sacramento puede y debe convertirse en el puerto alimenticio al Pacífico. Decir ‘Almendras de California’ siempre ha caído bien cuando cuento la historia en el extranjero o en la Costa Atlántica, pero una etiqueta ‘Almendras del Delta’ puede despertar una ola de curiosidad que pudiese llenarse con cautivantes imágenes de nuestro Delta, región hasta ahora bastante desconocida. Del momento que la idea de almendras, vinos, leche, nueces y cerezas está claramente ligada al Delta… veamos cómo les va la próxima vez que nos lancen otro proyecto hídrico.

Más importante aún, a medida que nuestra identidad crece va a ir fomentando un pensamiento más emprendedor y empresarial que nos permitirá transformar nuestras nueces, productos lácteos y uvas —e incluso el ensilado de maíz— en una amplia variedad de productos elaborados y otras actividades económicas. El Delta pudiese servir, realmente, como el eje de esta mega-región, y entonces pasaríamos a ser algo más que los automovilistas rumbo al trabajo o el espectáculo secundario de la prosperidad ajena. ¿No amerita, acaso, la magnitud de nues-

tro gran Delta, una indeleble conexión a la calidad y abundancia de los alimentos que hoy ya producimos para resto del mundo?

dúa se enfocó en la necesidad de construir colaboraciones educacionales que ayuden al rendimiento de nuestros chicos ahora, en lugar de dedicar todos los esfuerzos en lo que puedan lograr en el futuro. También enfatizó en la necesidad de desarrollar una clara idea del tipo de región que queremos para luego conseguir el respaldo y las colaboraciones que se requieren para seguir en esa dirección.

Al igual que los otros oradores, declaró su voluntad de respaldo a los esfuerzos que ha comenzado la asambleísta Eggman.

El espacio y foro donde cordialmente alternaron oradores y audiencia durante este programa fue abierto con una entusiasta bienvenida al Salón Parroquial por la Reverenda Linda Huggard, directora de St John’s. Fue ella quien, además, dio inicio al programa con una invocación y luego bendijo la abundante comida generosamente donada por Juan Ruvalcaba —del vecino Restaurant Cancun— y servido por su excelente personal.

El impresionante grupo de participantes y audiencia —que incluyó al Concejal de Lathrop Paul Akinjo; la miembro del Consejo de Administración de Delta College, Dra. Teresa Brown; los directores administrativos del SUSD Mark Hagemann y Tom Anderson; y Ahdel Ahmed, representante de campo del Congresista Jerry McNerney— intercambió interesantes preguntas y opiniones con los oradores. Durante el desarrollo de foro se evidenció un claro énfasis por aclarar preocupaciones y hallar modos de colaboración para superar obstáculos pero, quizá, se sintetiza en una observación de la Dra. Brown. Esta sugirió que en lugar de hablar de una CSU Stockton, tal vez debiésemos empezar siendo más inclusivos y desde un principio enfocarnos en la necesidad de la región en su totalidad, llamándola CSU San Joaquín.
