The 2018 Tax Cut: A Wicked Enticement

id you ever ask yourself how stupid do politicians think we are? Sometimes the answers are especially obvious. For whitebread supremacists, all you have to do is point out the good people on both sides or venerate the monuments of their golden era heroes, like Nathan Bedford Forest and Robert E. Lee. For misogynists the code may be just a little more complicated because they want to be assured of performance. Thus the appeal needs to detail that something really was grabbed, or the willingness to humiliate their champions publicly. Remember how Megyn Kelly was bloodied. Xenophobes want to be assured that the people they hate and want to keep out of America are really terrorists and rapists or at least roaches that reproduce excessively.

Beyond these obvious cases it gets harder to find the key. For instance, don’t you wonder how a Latino or African American could ever be enticed to join the folks who show appreciation for those torch rallies? Maybe they think if they help light the torches they can join the party without being burned. Guess we will have to wait until Omarosa Manigualt Newman finishes her tell all book.

And then there’s t he ave r age Joe or Mary who works hard, struggles to save just a little, get the kids through school, cover the astounding medical bills, limit vacation extravagance to theme parks, camping trips and places where the memories stay, and hopes for retirement by 75. How do you win their votes?

The Republicans seem to think that the Christmas Tax Bill of 2017 is just what is needed. As this article is being completed, we finally have the whole 500 plus pages to examine, and it looks like the party finally has the votes in Congress. President Trump has already started to voice his glee over the Christmas present that the administration

wants to offer Mary and Joe. It certainly looks a lot more substantial than anything that has so far been offered to entice them to join the Trumpistas who otherwise seem happy enough with the candy for deplorables, Muslim immigration bans and so on, that they already have.

e ha preguntado usted, cuán estúpidos creen los políticos que somos? A veces las respuestas son demasiado obvias. Para los supremacistas de hueso blanco, todo lo que hay que hacer es resaltar a los “buenos” de cada lado, o venerar lo monumentos de los héroes de SU ‘era dorada’, como Nathan Bedford Forest y Robert E. Lee. Por ejemplo ¿Ha pensado cómo un latino o afroamericano puede sentirse atraído a unirse a aquellas marchas de antorchas?

Quizá creen que si ayudan a prender esas antorchas pueden ser parte de la fiesta sin quemarse. Imagino tendremos que esperar que Moarosa Manigualt Newman termine su libro de revelaciones.

Y luego está el Joe o Mary promedio, ese que le pone el hombro, se las arregla para ahorrar unos centavos, pagar la escuela de los niños, cubrir las astronómicas cuentas médicas, limitar las vacaciones a visitas a parques de recreación, a campamentos y lugares para recordar, y esperar la jubilación a los 75 años ¿Cómo granjearse su voto?

Los republicanos parecen creer que la Reforma Tributaria Navideña del 2017 es exactamente lo que se necesita. preparation easier for a lot of people. Added to some finagling of the rates, it may also be just enough to reduce payroll deductions and raise take home pay by a hundred dollars or so for many middle income families.

Of course getting the bill done by the end of the year is another part of the formula because that will insure that those fatter pay checks will start showing up already in February or March of 2018. The timing in the dead of winter, and before trials and more indictments of the President’s inner circle, is also important. For people who have labored for years without meaningful raises or gone from one lousy low income job to another, this will be a meaningful amount for many people. Will it be enough to win their loyalty, buy their votes in 2018? Yet this is not even the most wicked part of the plan.

The truly evil part of the plan is in providing the lion’s share of the benefits to the top one percent, the mega rich and the corporate owners and bosses. As nearly every analyst and economist not employed by Fox News or Republican think tanks will tell you, the chief beneficiaries of the tax cut start with President Trump, his real estate cronies, such as Senator Corker, and his family. Trump alone appears to gain at least $11 million but probably a lot more when you add estate tax and other advantages they can’t calculate without seeing his tax returns. Then there are all the foreigners who control about 40 percent of the value of the corporations —so much for the ‘America First’ president.

Yes, serious observers acknowledge that 80 or 90 percent of the dollar value of tax cuts will go to the wealthy, rather than to the Marys and Joes. At least, the Republicans actually bargained over whether to give humble folks an extra few hundred per child, trying to get just the right formula to show them some green, just the way the con artist works the sting.

The windfall from the tax cuts for the wealthy is so great that Republicans are also giddy about teasing a little more economic growth out of the economy and some more meager gains to sweeten the deal to get Joe and Mary back on their side. Yet what remains hidden and the true cause of their elation is that any growth will disproportionately also favor the wealthy.

This was not always the case. We saw in the Kennedy tax cuts of the 1960s measures that spread the wealth, grew the infrastructure and fostered opportunity broadly. That experience helped create the myth of trickle-down economics. Benefits were fairly evenly spread 4 Joaquín january 2018

as they had been since the depth of the Great Depression when the New Deal progressivity finally began reversing the Gilded Age trend of inequality. Americans rightly recovered their faith in progress during the 1940s and 1950s when they saw poor GIs use veterans’ benefits to become prosperous professionals and the low cost of higher education grew the middle class. The great migration and a little integration through the 1970s also fostered even some real progress for African Americans.

Then the last of the progressivity was wrung out of the tax code and business regulations by the Reagan era reforms. Tragically, America returned to the Ayn Rand world of rugged individualism and winner-takeall economics where Trump and Ryan and their cronies want to keep us. El Presidente Trump ya no puede contener su regocijo sobre el regalo navideño que la Casa Blanca quiere ofrecer a Mary y Joe. Por cierto luce mucho más sustancial que cualquier cosa ofrecida hasta el momento para entusiasmarlos a unirse a los trumpistas, esos que hasta el momento de habían contentado con la migajas de restricción a los musulmanes y algunos otros cuestionables edictos ya consumados.

El senador Marco Rubio se aseguró que el crédito por tener niños fuera suficiente para tener un impacto hasta en las reducidas familias de hoy en día. El aumento en deducciones estándar hará, también, la declaración más fácil para mucha gente. Luego de una manipulación artificial de las deducciones, se podrán ver cheques de nómina con por lo menos $100 más entre muchas familias de ingreso medio.

Por supuesto el aprobar esta reforma antes del final del año es parte de la fórmula. Esto garantiza que estos cheques ya más gorditos comenzarán a aparecer en febrero o marzo del 2018. El que esto ocurra en pleno invierno —previo a los juicios y nuevos cargos contra la gente del círculo íntimo del Presidente—

es también importante. Para gente que ha trabajado por años sin un aumento de nota, o cambiado de un mal empleo a otro similar esto tendrá importancia para muchos ¿Será suficiente para granjearse su lealtad o comprar su voto para el 2018? Pero esa no es la peor parte de este maquiavélico plan.

El verdadero crimen de este plan es entregarle la parte del león de los beneficios al uno por ciento del tope, los ultra ricos y los propietarios y ejecutivos de corporaciones.

Como cualquier analista y economista que no esté subordinado a un grupo de análisis republicano o de Fox News le podría corroborar que los principales beneficiarios del recorte tributario comienzan con el presidente Trump, sus compinches inmobiliarios —como el senador Corker— y su propia familia. Trump por si solo pareciera obtendrá un recorte de por lo menos $11 millones. Aunque puede ser muchísimo más cuando se le una a su impuesto a propiedad y otras ventajas imposibles de calcular sin acceso a sus declaraciones de impuesto. Luego están los extranjeros que controlan el 40 por ciento del valor de las corporaciones —con esto ya valió gorro el “presidente ‘Primero América’”.

Sí, los analistas serios reconocen que el 80 o 90 por ciento de los beneficios monetarios de los recortes tributarios irán a los ricos, no a Mary y Joe. Por lo menos los republicanos negociaron darle a los humildes unos pocos cientos de dólares extra de crédito por niño, tratando de obtener una fórmula que mostrara algún beneficio del mismo modo que un timador adorna su trampa.

La ganancia que estos recortes tributarios derivan a los ricos es tan inmensa que los republicanos insisten en que esto producirá más crecimiento de la economía y unos pocos beneficios adicionales que buscan pintarlo más bonito y así mantener o recuperar a Mary y Joe para su lado. Lo que sigue escondido —y que es la verdadera causa de su excitación— es que cualquier crecimiento va a beneficiar en forma brutalmente desproporcionada al súper rico.

Esto no siempre fue así. Vimos que los recortes tributarios de Kennedy en los 1960s repartieron la riqueza, ampliaron la infraestructura y fomentaron oportunidades de toda índole. Esa experiencia fue la que dio pie al mito del reparto conocido como trickle-down economics (riqueza de goteo). Los beneficios fueron relativamente equitativos como lo habían sido desde mediados de la Gran Depresión, cuando el progresismo del New Deal finalmente comenzó a revertir la tendencia de desigualdad que caracterizó a la Guilded Age (Edad Dorada). n 1967, a group of doctors visited the Mississippi Delta and reported on the tragedy evidenced in that Southern culture: “In child after child we saw the evidence of vitamin and mineral deficiencies; serious untreated skin infections and ulcerations; eye and ear diseases; also unattended bone diseases secondary to poor food intake; the prevalence of bacterial and parasitic diseases...”

Twelve years later, another team of doctors returned and found that “despite no sizable improvement in the condition of poverty, there had been a dramatic reduction in hunger and malnutrition as a result of Food Stamps and other nutrition assistance”1 Despite these reports, and others like, them from the latter part of the last century and continuing into the new millen niu m, i n 2013, Rep. Steve Southerland (R-FL), a Tea Party advocate, crafted a Calvinist “work requirement” amendment into that year’s House agricultural bill which already had proposed a $20.5 billion cut over 10 years for the Food Stamp program. Surprisingly, the bill was voted down in the House.

The Republicans considered dropping the Southerland amendment and voting again for the farm bill. Instead, they pulled the Food Stamp budget out of the farm bill leaving farming subsidies free of the “food stamp obstacles” vehemently opposed by the Tea Party.

The bill containing only “agricultural matters” passed, but the Republicans were not done! They added an additional $19 billion in cuts to the separate Food Stamp bill. On top of this, the Southerland Amendment not so stealthily contained a further provision allowing states, recovering from the recession, to transfer half of the federal moneys subsidizing the Food Stamp program to be placed in the states’ general funds.

While reflecting on the political right,

Throughout the United Nations, various committees and principles overtly uphold declarations of the right to food. Los republicanos pensaron dejar de lado la enmienda Southerland y volver a votar por la Ley Agrícola pero, en su lugar, extirparon totalmente el presupuesto para Asistencia Alimenticia —dejando los subsidios agrícolas libres de los “obstáculos de los Cupones de Comida” que tanto le molestaban a los del Tea Party.

La ley —ahora compuesta de solo “asuntos de agricultura”— fue aprobada ¡pero los republicanos no habían terminado aún! Agregaron $19 mil millones de recortes a la legislación exclusiva a los Cupones de Comida. Encima de todo ello, la Enmienda Southerland ahora comprendía una malamente oculta disposición adicional, la que permitía que los estados —recuperándose de la crisis económica— transfirieran la mitad de los fondos de subsidio del programa de Asistencia Alimenticia al fondo general de cada estado.

Aunque normal para la derecha política, esto no refleja las “expectativas de normativas en una sociedad”2. Actualmente son por lo menos veinte naciones las que garantizan el derecho a la comida o contienen alguna norma para ese efecto en sus continúa a la vuelta january 2018 Joaquín 5

clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.”

2) International Covenant on Economic, Social and Cultural Rights (ICESCR) The ICESCR recognizes “the right of everyone to an adequate standard of living for himself and his family, including adequate food, clothing and housing...”

3) UN Committee on Economic, Social and Cultural Rights “...private business sector has responsibility in the realization of the right to adequate food.”

4) UN Guiding Principles on Business and Human Rights “In all contexts, business entities should comply with all applicable laws and respect internationally recognized human rights, wherever they operate.”

5) UN Declaration on the Rights of Peasants and Other People Working in Rural Areas “Food sovereignty is the right of peoples to healthy and culturally appropriate food proThomas Block West Farmington,OH duced through socially just and ecologically sensitive methods. It entails peoples’ right to participate in decision-making, and to define their own food and agriculture systems.”

In 1999, the ICESCR stated that any person or group who has been denied the right to food, “should have access to effective judicial or other appropriate remedies at both national and international levels”4. In 2006, these would include the over 840 million people who were malnourished, the 4 billion people who had vitamin and mineral deficiencies, and the approximately 60% of people who were dying annually from hunger and nutritional deficiencies3.

sions —e.g., World Food Summit Plan of Action or Food and Agriculture Organization of the UN recommending creating “administrative, quasi-judicial, and judicial mechanisms to provide adequate, effective, and prompt remedies,” etc.— nativist organizations such as the John Birch Society start screaming “global conspiracy” that will “shut down” the U.S.5 Additionally, effective mechanisms that hold not only governments, but also international financial institutions and transnational corporations, must be implemented to hold countries accountable to individuals outside of national boundaries. This finds conformity in Pope Francis’ encyclical, Laudato Si: “Enforceable international agreements... (and) Global regulatory norms are needed to impose obligations and prevent unacceptable actions...”

Estos son algunos ejemplos: 1) Declaración Universal de Derechos Humanos “Toda persona tiene derecho a un nivel de vida adecuado que le asegure, así como a su familia, la salud y el bienestar, y en especial la alimentación, el vestido, la vivienda, la asistencia médica y los servicios sociales necesarios; tiene asimismo derecho a los seguros en caso de desempleo, enfermedad, invalidez, viudez, vejez y otros casos de pérdida de sus medios de subsistencia por circunstancias independientes de su voluntad”.

2) Pacto Internacional de Derechos Económicos, Sociales y Culturales (PIDESC) El PIDESC reconoce “el derecho de toda persona a un nivel de vida adecuado para

sí y su familia, incluso alimentación, vestido y vivienda adecuados…”

3) Comité de Derechos Económicos, Sociales y Culturales de la ONU “(…) y el sector empresarial privado, son responsables de la realización del derecho a una alimentación adecuada”.

4) Principios Rectores Sobre las Empresas y los Derechos Humanos de la ONU “En cualquier contexto, las empresas deben: a) Cumplir todas las leyes aplicables y respetar los derechos humanos internacionalmente reconocidos, dondequiera que operen;” 5) Declaración Sobre los Derechos de los Campesinos y de Otras Personas que Trabajan en Zonas Rurales “La soberanía alimentaria es el derecho de los pueblos a una alimentación saludable y culturalmente apropiada, producida mediante métodos socialmente justos que tengan en cuenta consideraciones ecológicas. Implica el derecho de los pueblos a participar en la toma de decisiones y a definir sus propios sistemas de alimentación y agricultura” En 1999, el PIDESC declaró que cualquier persona o grupo al que se le haya negado el derecho al alimento “debe tener acceso a recursos judiciales adecuados o a otros recursos apropiados en los planos nacional e internacional”4.

En el 2006 esto incluiría a sobre 840 millones quienes estaban desnutridos, los cuatro mil millones que sufren deficiencias vitamínicas y minerales, y los aproximadamente 69% de la gente que anualmente estaba muriendo de hambre y por deficiencias de nutrición3.

Y todavía, cuando sea las ideas se convierten en debates —por ej. el Plan de Acción de la Cumbre Mundial sobre la Alimentación o la Organización para la Agricultura y la Alimentación de las Naciones Unidas recomiendan crear “mecanismos administrativos, judiciales y cuasi judiciales para brindar remedios adecuados, efectivos y rápidos”, etc.— organizaciones nativistas como la Sociedad John Birch comienzan a alharaquear es una “conspiración mundial” que “acabará” con los EEUU5.

Además, se deben implementar mecanismos efectivos no solo a gobiernos, sino instituciones financieras y corporaciones transnacionales, para hacer que los países respondan a la gente fuera de sus límites nacionales. Esto halla eco en la encíclica del Papa Francisco, Laudato Sí: “normas y reglamentos globales que impongan obligaciones y que prevengan acciones inaceptables…”

Tres Mitos de la Entrevista de Admisión

C

uando Yamila llamó hace unas semanas, pude palpar su entusiasmo a través del teléfono. Como enlace comunitario del distrito escolar secundario de esta área, a menudo me llama con consultas relacionadas a la universidad. Una de sus estudiantes había recibido una invitación a entrevista ¡en Harvard! No lo podía creer, y su estudiante estaba vuelta loca. Quería saber qué hacer, qué decir, y a qué porcentaje de estudiantes se les selecciona para entrevista en esta prestigiosa universidad.

Decidí compartir mis respuestas en este artículo para informar a estudiantes ansiosos y padres encandilados, como también para separar verdad de mitos sobre el proceso de entrevista universitaria. Espero que esto les alivie algo la tensión e inyecte más confianza al estudiante cuando se presente a la entrevista.

Mito #1 — La Invitación a Ser Entrevistado. Para empezar, no todas las universidades hacen entrevistas. Realizar entrevistas es típico de un pequeño grupo de universidades muy exclusivistas. Esto es parte de su proceso general de admisiones, por lo que es comprensible que ponga nervioso a algunos. Aquí el mito es que solo se entrevista a ciertos estudiantes, o que solo los “con esperanza” o “finalistas” son entrevistados. La verdad es que las universidades siempre invitan a cada uno de los que han sometido una solicitud de admisión a su campus a una entrevista. La única condición es que (a) el entrevistado viva dentro de su región geográfica y (b) que éste acepta la invitación a ser entrevistado.

Mito #2 — Tu entrevistador Puede Decidir Si Te Aceptan o No. Casi siempre, la persona que hace la entrevista ni es un funcionario de admisiones como tampoco alguien que “vota” en la decisión.

Típicamente esa persona es parte de la asociación de exalumnos de dicha universidad. Su papel es conocerte, hacerte una serie de preguntas, tomar notas, y remitir continúa a la vuelta una actualización

Three College Interview Myths

W

hen Yamila called a few weeks ago, I could sense her excitement over the phone. As the community liaison for her local high school district, she often calls me with college related questions. One of her students had received an invitation to interview with Harvard! She couldn’t believe it, and her student was beside herself. She wanted to know what to do, what to Quetzal Mama Roxanne Ocampo say, and what percentage of students are selected San Marcos, CA to interview with this prestigious university.

I decided to share my answers in this article to inform

anxious students and their parents, as well as breaking down the truth and myths about the college interview process. Hopefully this will relieve some stress and give students more confidence as they walk into their interview.

Myth #1 – Receiving an Invitation to Interview. To start, not all colleges conduct interviews. Typically, formal college interviews are reserved for a pool of very selective universities. This is part of the overall admission process, so it is understandably a little nerve wrecking. The myth here is that only certain students receive interviews, or only those who are “contenders” or finalists will be invited.

The truth is selective colleges always invite each and every student to interview when they have submitted an application to their campus.

The only condition is that (a) the campus has alumni who reside within your geographic region; and (b) the student accept the invitation to interview.

Myth #2 – Your Interviewer Can Make or Break Your Admission Decision. Nearly always, the person conducting the interview is not an admission officer or part of any committee that will “vote” on whether you get accepted or denied. Instead, the person conducting the interview is typically part of the college’s alumni association. Their role is to meet you, ask a set of interview questions, take notes, and send an update to the admission office. Their involvement is limited to verifying you are a living, breathing student, and that there isn’t anything unusual, peculiar, or a red flag that the admissions team should know about.

That’s it! Since the majority of selective colleges rely on members of their alumni association to interview students, their involvement won’t make or break your admission outcome. This is true for MIT, Stanford, Harvard, and many others.

about the merit of college interviews. If every student is offered a spot for an interview, and if the interviewers don’t really have any clout when it comes to admission outcomes, then why interview in the first place? The truth is, there is one very important reason you should take the interview seriously. It has to do with a term called yield. Yield is a percentage of students who will accept an offer of admission. It is very important to selective colleges.

These colleges want the highest percentage of students to accept their offer of admission.

Having a low yield means students prefer another college, and that lessens their prestige.

The bottom line is that if a college is considering offering admission to a particular student, they’ll consider whether the student took the option to interview. Taking up this option tells them (a) the student is very interested; and (b) the student took the time to research and prepare. If you are truly interested in a college and have the opportunity to interview, do it!

Remember, these 3 myths relate to very selective colleges (not all colleges). Mito #3 — La Entrevista No Tiene Importancia. Probablemente para ya estás sopesando qué ganas con la entrevista. Si a cada postulante se le ofrece espacio para una entrevista, y el entrevistador no tiene, para nada, peso en el resultado final ¿Para qué, entonces, molestarse en ir a la entrevista? En realidad existe una razón muy importante por la que debes tomar la entrevista en serio, se denomina “yield” (rédito). Yield es el porcentaje de estudiantes que acepta una oferta de admisión. Es muy importante para las universidades de elite, porque ellas quieren que el más alto porcentaje posible de estudiantes acepte su invitación. una universidad está considerando ofrecer el ingreso a un estudiante en particular, va a ver si éste se presentó a la entrevista. La entrevista les indica: (a) el estudiante está muy interesado; y (b) el estudiante se tomó la molestia de investigar y prepararse. Si estas realmente interesado en esa universidad y te llaman a una entrevista ¡ve!

Se Acerca Plazo de Ingreso a Escuelas Especializadas del SUSD

E

s ya hora de pensar en donde irá su niño a clases el próximo año escolar.

Asista a la Feria Anual de Escuelas y Programas Especializados y Secuencias Vocacionales del SUSD, a llevarse a cabo el sábado 20 de enero en el campus de San Joaquin Delta College, y entérese sobre los magníficos programas que ofreceremos este año próximo. La feria se realizará en el Danner Hall entre las 9 am y la 1 pm.

Instamos a los padres a que consideren estos programas y que visiten las escuelas de su interés. Muchas de estas escuelas son selectivas, y donde el ingreso se determina, en parte, por una lotería. El plazo para dicha lotería es el 2 de febrero. El formulario de solicitud para este efecto estará disponible en la mañana del 20 de enero del 2018.

Todos las postulaciones recibidas durante el periodo de lotería —vale decir entre el 20 de enero y el 2 de febrero— se someterán a un programa de informática que hará una selección al azar para su procesamiento. La lotería se llevará a cabo a fines de febrero en el Salón de Juntas del Directorio del SUSD y es ahí donde se establecerán las listas de considerados y su prioridad.

La selección la determina la lotería, con preferencia a quienes ya tienen hermanos en el programa, como también otros requisitos relacionados con la escuela en particular.

SUSD Specialty Schools Applications’ due soon

t is already time to think about where your child will attend school next year.

Come to SUSD’s annual Specialty Schools, Programs and Career Pathways Fair at San Joaquin Delta College on Saturday, January 20 to see the terrific programs available next year. The fair will be held at Delta’s Danner Hall from 9 a.m. to 1 p.m.

We urge parents to check out the programs and tour the schools of interest. Many of these schools are competitive, with admission determined in part by lottery. The cut off for the

lottery is February 2. The application form for this will be available on the morning of January 20, 2018.

All student applications received during the lottery priority period, which is January 20-February 2, will be placed in a random selection computer program for processing. A lottery will be held in the SUSD boardroom later in February to establish placement lists.

Selection is determined by the lottery, with preference given to siblings already enrolled in the program and other school-specific requirements. Kindergarten placement is based on available space, the lottery, with sibling preference and other factors taken into consideration.

Parents of kindergarteners will receive a letter from the Specialty Schools Office in March. Students in all other grades will receive letters in April or May. See the full directory of specialty schools, programs and career pathways in the opposite page. District specialty schools will be holding tours for prospective programs in the coming weeks. Call your school of interest to find out the times and dates.

La Destrucción de los Recursos Nativos

l hijo del líder indígena José Jesús pidió una sola cosa de los caucásicos durante la Fiebre del Oro: “Busca tu oro donde quieras, deja que la ochá (mujer indígena) busque sus semillas donde estén… y (el indio será amigo del blanco)”1 Pero eso no iba a pasar…

La invasión euroamericana eliminó los recursos alimenticios que las naciones nativas habían cuidado por generaciones.

Para principios de los 1850s algunos exbuscadores de oro —especialmente de Italia, las islas portuguesas del Atlántico y China— se habían dedicado a la pesca comercial. El Stockton Independent reportó que chinos residentes en Stockton trabajaban las aguas de los ríos Mokelumne, Calaveras y San Joaquín buscando salmón y otros peces2.

La primera envasadora de salmón del delta Sacramento-San Joaquín abrió en 1864, seguida de 20 más para 1881, las que envasaban nueve millones de latas de una libra de carne de salmón anuales, mismo que se atrapaba con redes en dichos ríos. En 1884 el Condado San Joaquín demandó judicialmente a estas operaciones mineras hidráulicas “que mandan desechos por el Río San Joaquín y sus principales tributarios”6.

Todos estos sedimentos de minería hi-

dráulica, diques, sobrepesca y otros cambios medioambientales destruyeron en gran medida la pesca indígena tradicional, la que había sido un alimento básico para los nativos del delta por mínimo 5 mil años.

Para alimentar a la horda de mineros, cazadores comerciales también arrasaron con todas las aves comestibles del delta y los humedales del Valle Central. Los cazadores atrapaban un promedio de 100 patos al día. En diciembre de 1875, hubo un cazador que mató 613 ánades reales (patos silvestres) en solo cuatro días a las afueras de Stockton. Miles de patos se enviaban a los mercados de San Francisco. De una población de 400 millones al comienzo de la Fiebre del Oro, para fines de siglo quedaban menos de 30 millones de patos en el delta, una reducción de más del 90 por ciento7.

The Euro-American invasion largely eliminated the food resources for which the Native nations had cared for generations.

By the early 1850s, some former gold seekers—especially those from Italy, the Portuguese Atlantic islands, and China—had turned to commercial fishing. The Stockton Independent reported that Chinese fisherman from Stockton plied the waters of the Mokelumne, Calaveras, and San Joaquin Rivers for salmon and other fish.2 The first [salmon] cannery opened in the

Sacramento-San Joaquin Delta in 1864, followed by twenty more by 1881, packing nine million one-pound cans of salmon meat yearly, caught by gill nets in the river[s]. By 1884 the commercial cannery catch had collapsed…as overharvesting and habitat degradation took their toll….3 In 1874, the Stockton Independent reported that Salmon were formerly very numerous in the Stanislaus, Merced and other tributaries of the San Joaquin [River], but had become almost extinct in these streams in consequence of obstructions in the form of dams for mining purposes and agriculture. …[W]hile the fish were formerly so numerous as to form a large portion of the food supply they have now become almost extinct…4

It is estimated that more than 800 million cubic yards of hydraulic mining debris was washed into the Delta.5 Although these “slickens” were primarily associated with the tributaries of the Sacramento River, the northern tributaries the San Joaquin River were also affected by hydraulic mines in Amador, Calaveras, and Stanislaus Counties. In 1884, the County of San Joaquin filed suit against those hydraulic mining operations “sending debris down the San Joaquin River and those major streams tributary to it.” 6 Hydraulic mining sediments, dams, overfishing, and other environmental changes thus largely eliminated traditional Native fishing, which had been a mainstay of the Delta-river Indians for at least 5,000 years.

introduced to displace native species.10 The aggressiveness of Mediterranean grasses and forbs, evolved with the disturbance of European livestock and adapted to the similar, summer-dry climate of California, allowed these plants to jump into gaps between bunchgrasses (prior to this occupied by wildflowers) and other bare areas… The annual grasses took over.11 The Indians [had] recognized that the non-human world required their perpetual involvement to insure stability and order; however, the…[Euro-American] invaders were oblivious to this dynamic relationship. The result was inadvertent and forced separation of the Indian from California’s non-human world, and the initiation of irrevocable environmental disorder.12 “Indians…were not permitted to use their meager resources in the most productive ways they knew. Thus they had to work, steal, or starve.”13

Thousands of ducks were shipped to San Francisco markets. sino también comenzaron a inmigrar familias campesinas.

Los nativos habían establecido que el mundo supernatural requería de su participación perpetua para garantizar estabilidad y orden; no obstante los invasores (euroamericanos) tenían respeto ninguno por dicha sinergia.

Aunque sin intención, se realizó una forzada separación del indígena californiano con el mundo supernatural, como también se dio inicio a un irrevocable desorden ecológico12.

“A los indígenas no se les permitió utilizar sus escasos recursos de la manera que ellos conocían y que les era productiva. Por eso tuvieron que trabajar, robar o morirse de hambre”13.

Maintaining the Spirit of La Raza

Salvador Torres of San Diego’s Barrio Logan is a key figure in early Chicano art history for his diverse artwork, murals and activism. His work emerges from a creative psychic space that he calls El Teatro Mono. He constructs work that strives for self-expression and social justice, and by using imagery of tragi-comedy, satire, love and romance, Chicano socio-political iconography and religious symbols, he remains independent of doctrines but maintains the spirit of La Raza.

l llegar nos esperaba junto a su amiga y biógrafa, la Dra. Leonor Xochitl Pérez. Habían pasado 49 años desde que nos vimos por última vez. Al entrar mi esposa, mi hijo, y yo, a su estudio en el corazón del Chicano Park en San Diego, bajo el Puente Coronado, fuimos recibidos con una fuerte fanfarria musical de órgano eléctrico. “Richard, Richard, Richard”, repetía gozoso cuando nos abrazamos.

Mis recuerdos de Salvador Roberto Torres —el Salvador Dalí Chicano, como lo llamaba yo, y por otros conocido como Queso— era de uno de esos locos artistas chicanos con quienes lo pasé tan bien creando esculturas con artículos desechados y madera de resaca en las playas de California antes que se pusiera de moda. Lo visualizo sujetando una escultura de un pájaro sobre su cabeza, corriendo por la arena gritando “¡Lechuza! ¡Lechuza!” En esos años, fines de los 1950s, formábamos parte de la pequeña legión de pioneros chicanos en la California College of Arts & Crafts de Oakland empeñados en dejar nuestra huella en un mundo dominado por el arte europeo: “Sal”, José Montoya y Esteban Villa, y yo. Al igual que Salvador Dalí, Queso era un lindo loco. Sus locuras incluso traían a la mente a Cantinflas.

Después de una hora de gozosos recuerdos me llevó al ático sobre su estudio. “Es donde duermo”, dijo indicando una cama. Había una estufa y un pequeño refri, todos los conforts de un hogar. Luego fuimos por tacos a un pequeño sucucho llamado “¡SALUD!” en lo que antes había sido un Bank of America.

Mientras admiraba el sorprendente arte pinto (presidiario) en las paredes, no dejé de notar cuan irónico era que una de las más grandes instituciones financieras que se erigieron en el corazón del “Barrio Logan” ¡era ahora una taquería! Irónico también era que en el televisor de la pared comenzara a pasar un documental… y en la pantalla, repentinamente ¡apareció el mismísimo Queso hablando de los orígenes del Chicano Park y de sus famosos murales! “¿A qué hora llega el mariachi? Queso preguntó a Xochitl, sentada junto a él. ”A las 8”. Eran las siete. Me preguntaba si hablaba de un mariachi de a de veras pero… ¿cómo iban a caber en ese estudio continúa a la vuelta

Architect of a Dream:

Pow-Wow with the Big Cheese A

s we arrived, he and his biographer friend, Dr. Leonor Xochitl Perez, were awaiting us. It had been some 49 years since I last saw him.

Walking into his studio in the heart of Chicano Park, under San Diego’s Coronado Bridge, my wife, son and I were greeted with a loud musical fanfare from his electric organ. “Richard, Richard, Richard,” he said joyfully as we hugged face to face.

My memories of Salvador Roberto Torres, known to others as Queso1, the Chicano Salvador Dali, as I called him, were those of a crazy Chicano artist I spent many joyous times with building foundobject, driftwood sculptures on California beaches long before they became vogue. I see him holding a wood sculpture of a bird over his head, running in the sand crying “Lechuza! Lechuza!2 We were part of a small band of Chicano pioneers at California College of Arts & Crafts in Oakland in the late 50s, bent on making our mark in a world of European art, ‘Sal”, Jose Montoya and Esteban Villa, and I. Queso was a beautiful madman, like his namesake Salvador Dali. His antics reminded one of Cantinflas3, even.

After an hour of joyful recollections, he led me to a loft above his studio. “That’s where I sleep,” he said pointing to a bed. There was a stove and a small frig, all the comforts of home.

After, we headed out for tacos at a small joint called “¡SALUD!” that used to be an old Bank of America. As I browsed the fine Pinto4 art on the walls, I was struck by the irony that one of America’s greatest financial institutions built in the heart of “Barrio Logan”, was now a taco shop!

Also ironic was that the TV monitor on the wall suddenly began running a documentary, and there on the screen was Queso himself discussing the origins of Chicano Park and its murals!

“What time is the Mariachi arriving?” Queso asked Xochitl, sitting next to him. “At 8.” It was 7.

Did he mean a REAL mariachi, I wondered? But how would they fit into that studio crammed to the ceilings with brushes, buckets of paint and hundreds of sketches, drawings and paintings?

in --- on guitarrón6. Xochitl, a consummate violinist herself opened a violin case, and joined in though she fretted over whether she could play since she had recently broken her shoulder. And together we sang the rich old songs of our day. You should have seen the immense joy this brought Queso as the notes of the traditional mariachi “Son de la Negra” filled the studio. The smile on his face, and his boisterous laughter after each song was testament to the gigantic heart inside him. The night ended with a plan to meet the next morning at 10am for a guided tour of the murals.

The next morning as my son, Michaelangelo and I drove up, Sal was already waiting outside his studio. At 81, he was a still a dashing figure, reminding me of photos I’d seen of flamboyant artists of the past, Picasso, Dali, or Gauguin. Tall and lanky, clad in a black, feathered (vital to his image) sombrero, red scarf wound around his neck, donning a pair of faded, patched blue pecheras7 plastered in drips and smears of dried paint from a hundred murals and paintings. They were his suit of armor, battle scars which he wore proudly. After all, wasn’t he the founder of the Chicano Park Monumental Mural Program back in 1969, after returning from art school and Richard Ríos retreating to the barrio?

Stockton, CA The park covered a couple of city blocks. The murals, some finished, some unfinished, others works in progress spread out before us in both directions, painted on the massive concrete supports, fifty to sixty feet high.

Some were skillfully painted, others crudely.

Graffiti surfaced here and there. I was a bit dismayed by the unkempt patches of lawn of this 50-year-old park in sore need of affection, ironic since it had just been awarded National Historic Landmark status on January 11, 2017.

As Queso guided us from mural to mural, we listened to a dozen stories about the artist(s) who painted them, when, how, and why. He knew each mural by heart, and was nothing short of a living Google. He spoke of the challenges of the muralists, incorporating all the space of giant, four-sided columns, being mindful of how light and other environmental factors affected the images, and compensating for the size of subjects that would be seen from a great distance. “The architecture rules, I tell the artists. There are wall painters and then there are muralists.”

shift memorial. “This mural was painted by a group of bikers. See that overpass above?” our host asked. Several onramps converged above us. “In 2016, a pickup broke through the guardrails and fell into a crowd of people during a festival.” I looked up and felt a chill as I imagined the scene. “The names of the four who died are inscribed there.” Queso pointed to the place on the pillar.

All around us were images representing the history of La Raza: Aztecs, pyramids, serpents, farmworkers, Huelga eagles, Zapata, Cesar Chavez, Virgins of Guadalupe, Brown Berets, Che Guevara, Tiburcio Vasquez, Homeboys and Vatos, Ruben Salazar, Benito Juarez and Adelitas.

“This one’s by Carlos Lopez and that one by Rupert Garcia. Here’s one by Esteban Villa and this one’s by Jose Montoya.” He spoke reverently of each artist, some living, some deceased, all with amazing detail. On one mural, he pointed out a small portrait of a Michael Schnorr, who had worked on it. “One day he walked to the middle of the street, stood observing the mural he had been part of, then

got into his car, drove to the top of the Coronado Bridge, and jumped.” Their memories were all here, embedded in these concrete columns. At one point, Queso asked us face west. “What do you see?” A massive row of columns made a gradual turn and disappeared into the bay blocks beyond. “I see murals all the way to the bay! Can you see them?” He led us to a pillar which read “Hasta La Bahía”9 and bellowed with laughter.

Then, with the toe of his shoe, Queso drew a circle on the ground. “My family lived right here. Our house was demolished to build this freeway. I used to look up and see the sky.”

We looked up. “And there”, he pointed across the street. “I used to get on the bus to go to school!” He then walked us to what looked like an old gas main jutting out of the dirt with the numbers “2011” painted on it. “That was my address!” My mind reeled with the thought that from this piece of dirt came this Chicano Icon, “Architect of the Dream” who in 1969 saw these unsightly pillars emblazoned with murals.

“Why do they call you Queso?” Asked my son. A broad grin stretched from ear to ear. He

chican-izmos paused. “You’ll have to read my biography to learn that!” (Not even his biographer knows!)

We ended the tour by driving a few blocks west towards the bay at Harbor Drive and Cesar Chavez Boulevard to what is left of the Goldy Building that once belonged to Kelco, an old kelp-harvesting company established in 1929, where Queso and his ex-wife, Gloria painted a massive 350 x 30 ft. high mural in 1992-1993.

We parked behind it and walked inside the Restaurant Depot —the current owners— a huge restaurant supply house where he proudly pointed to a large placard at the entrance with his photo and details about the restoration of the company’s walls. “In 2010, I convinced the city to not tear down the entire building but to preserve its walls for a mural. It was funded by the Depot and restoration took place from 20112015. My wife and I lived inside the building in a tent while we worked on the mural”, he added.

We walked the whole length of mural noting its stark imagery is of fish, scenes of cannery workers, family and community.

empapelado hasta el cielo raso con pinceles, latas de pintura y cientos de bosquejos, dibujos y pinturas? A las 8 arribó un cuarteto, vistiendo finos trajes negros adornados de botones plateados y comenzaron a tocar: dos violinistas mujeres, otra en vihuela —parte de un grupo mayor llamado “Las Divinas”— y un suplente, en guitarrón. Xochitl, también eximia violinista, sacó el propio de su caja y se les unió, a pesar que advirtió que no sabía si podría tocar bien ya que no lo hacía desde haberse quebrado el hombro. Y juntos cantamos las grandes canciones de nuestro tiempo.

Hubiesen visto la cara de profundo deleite que puso Queso cuando las notas del tradicional mariachi “Son de la Negra” llenaron el estudio. La sonrisa en su rostro, y su estruendosa risa luego de cada canción, fueron testamento del gran corazón que lleva dentro. La noche concluyó con un plan de reunirnos a las 10 de la mañana siguiente para un recorrido guiado de los murales.

gamos a la mañana siguiente Sal ya estaba a la puerta de su estudio, esperando. A sus 81 años, era todavía una figura elegante, como esas fotos de flamantes artistas del pasado que he visto, de Picasso, Dalí, o Gauguin. Alto y delgaducho, todo de negro, sombrero de pluma (parte de su imagen), bufanda roja al cuello, vistiendo un par de descoloridos overoles de mezclilla salpicados de gotas y manchones de la pintura de cientos de murales y óleos. Esa era su armadura, cicatrices de guerra que exhibía con orgullo. Después de todo ¿no fue él el fundador del Programa Mural-Monumental del Chicano Park en aquel 1969, cuando volvió de la escuela de artes al retiro del barrio?

El parque cubría un par de manzanas urbanas. Los murales, algunos acabados, otros no, otras obras en progreso… se proyectaban frente a nosotros en ambas direcciones, pintados en los masivos pilares de concreto, cincuenta a sesenta pies de altura. Algunos estaba pintados con gran detalle, otros solo bosquejados.

I was glad my son, a truck driver with an eye for art, had been there to meet my old friend, the unpaid conservator of Chicano Park, and learn the story of the murals. We all met for lunch later that day and said our goodbyes with hugs and promises not to let so much time pass until we met again.

That night, lying in my hotel bed, I saw myself atop a scaffold, forty feet in the air, brushes stuffed in each hand, my forehead and nose smudged with paint and my overalls, proudly encrusted with what painting is all about. What figures would I paint? What story might I tell? I wondered.

de atención —otra ironía dado que apenas el 11 de enero de 2017 se le había concedido el estatus de Hito Histórico Nacional.

A medida que Queso nos guiaba mural tras mural, escuchábamos una docena de historias sobre los artistas que los pintaron, cuándo, cómo y porqué. Conocía cada mural personalmente y en eso era como un Google de carne y hueso. Habló de los desafíos que encontraron

los muralistas, de incorporar los cuatro lados de gigantes columnas, tomando en cuenta cómo la luz y otros factores medioambientales iban a afectar las imágenes, como también compensando con el tamaño de las figuras para que se vieran a gran distancia. “La arquitectura manda, decía a los artistas, hay pintores de paredes y otros que son muralistas”.

igra anunció que la ensalada no tenía sal. Daca exigió croutons antes de intentar probar una verdura; y la pequeña Ice simplemente quería comer pasta. Cuca, su madre, los reprendía explicando que la sal hacía daño; que los croutons vendrían después de que Daca comiera por lo menos la mitad de la ensalada; y la pequeña Ice no podía consumir pasta antes de la ensalada. El padre de los niños trataba de animarlos pero Migra se adelantaba y decía: “Sácate un pelo de la nariz, papá”. El papá lo hacía y procedía fingiendo poner el pelo en la ensalada.

“Ahora sí tiene sal…” Todos reían, menos Cuca, quien estiraba la cara, se le caían los labios de la ira y apretaba los ojos queriendo fulminar al marido: “Mira, mejor no ayudes ¿eh?” decía. Y él forraba la ensalada con salsa picante diciendo: “Ahora sí está buena, hijos, tengan, pónganle chile”. Esta vez ella no pudo más y explotó.

“Ya estoy harta de que desprecien mi comida. No vuelvo a hacer de comer, ni siquiera la aprecian un poquito. ¿Quieren sal? ¡Pues ahí está!...” Clavó el salero en la mesa como una estocada y la sal se disparó fuera del salero regándose por toda la mesa. Desde entonces, cocinaba lo mismo siempre: ensalada seca, carne molida sin condimento, brócoli con ejotes cocidos y papás al horno. Todo sin sal. Lo llevaba a una casa donde habitaba un grupo de reclusos en vías de rehabilitación. Se enteró de ese lugar al leer un volante en el que decía: “Aquí no despreciamos a nadie: ese es nuestro lema”.

Migra era su sombra y la seguía por toda la casa diciéndole que le pusiera sal mientras que ella lo regañaba; Daca, por ser su costumbre, se escondía pero asomaba la cabecita por un momento para pedir croutons; y la pequeña Ice con el entrecejo fruncido y rígida pedía pasta.

En el albergue de exreclusos, antes de aceptar la comida, le formularon algunas preguntas como: ¿Por qué dar comida ya hecha? A lo que ella respondió ser practicante de cocina gourmet que preparaba en cantidades, para grupos de cinco, diez personas etcétera. Le agradecieron el buen gesto; los reclusos la recibieron cordialmente y comieron alegres. Ella quedó encantada de que les hubiera gustado y decidió que por fin había alguien en el mundo que apreciaba su comida.

Al principio, Cuca se esmeraba en cocinar una vez por semana. Le agradó sobremanera ausentarse de casa y pronto se alargó la rutina en semana inglesa, o sea, de lunes continúa a la vuelta

igra announced that the salad didn’t have any salt. Daca demanded croutons before attempting to try a vegetable; and Little Ice just wanted to eat pasta. Cuca, their mom, reprimanded them explaining that salt is harmful; that croutons would come after Daca had eaten at least half the salad; and little Ice couldn’t have pasta before the salad. The children’s father tried to encourage them, but Migra interrupted him, saying: “Take a hair out of your nose, dad.” The father did, pretending to place it on the salad.

“Now it has salt…” he stated jokingly. Everyone laughed except Cuca, who winced, drooped her lips in madness, and tightened her eyes as if was killing her husband.

“Look, you’re not helping, OK? She said. And he would cover the salad with hot sauce saying: “Now it tastes good, children. Here, put some hot sauce on it.” This time she could no longer hold her anger and exploded.

“I’m fed up of you rejecting my food. I won’t cook anymore; you don’t appreciate it one bit. You want salt? Well, here it is…!”

She slammed the saltshaker and salt erupted, scattering all over the table.

Since then, she would cook the same thing: a dry salad, ground beef without condiments, broccoli with green beans, and baked potatoes. Everything without salt. She would take the food to a halfway house where a group of inmates were on their way to rehabilitation. She found out about that place after reading a flier that said: “No one is rejected here: that is our motto.”

Migra was her constant shadow and followed her throughout the house telling her to put salt in the food while she kept on scolding him: Daca, as he was accustomed, would hide but stuck his head out for a moment to ask for croutons; and little Ice, frowning and rigid, asked for pasta.

At the halfway house, before accepting food, Cuca was asked questions such as: Why give food already prepared? She mentioned that she was practicing “to become a gourmet cook preparing food in big quantities, for groups of five, ten people, and etcetera.” They appreciated the gesture; the inmates welcomed her cordially and ate happily.

She was glad they had liked the food and decided that finally there was somebody in the world that enjoyed her cooking.

At the beginning, Cuca would take great pains to cook once a week. Getting out of the house pleased her exceedingly and soon her routine became a weekly Monday through Friday affair.

Migra watched her cooking and did not bite his tongue demanding, “Put salt in it, mom.” In addition, to assure salt is harmful, she responded continued on next page that you can add salt but january 2018 Joaquín 21

“But it doesn’t taste like anything without it, mom.” He would say. And she yelled at him with the same gesture as always: furrowed face, drooped lips and squinted eyes.

“Then don’t eat it. It’s not for you anyway,” slamming the spoon on the ground violently.

Daca, the silent boy, reserved and timid, would hide. However, unable to resist the impulse of asking, he would stick his head out: “Mom, can I eat croutons?”

“Nooo…! She responded, “They’re for the salad; I already told you they’re for the salad. I’m fed up with you asking for salty stuff.” Little Ice added herself to the chaos with firmed eyes saying: “I want pasta.”

“Then you cook for yourselves.” She declared. She packed everything in her basket like Little Red Riding Hood and ran to the halfway house to make her delivery.

One day, she noticed an inmate was missing.

She started to worry when the absences became sporadic. All of a sudden it was two, until the time when only one of the inmates showed up. He was concentrated on eating.

He was chewing as if experimenting on convulsions. He looked up showing a two-canine smile that he immediately tried hiding.

“Do you like the food?”

“Aha.” She contemplated him for a while and thought how nice it would be seeing her family eat with the same pleasure as this individual was.

“What’s your name? The poor man’s lips twisted. His canines popped up alternatively —suddenly one, then the other. And between choking, stuttering, and whining, he said: “J” “That’s your name? J... That’s it, just like that.

“Aha.” Sometime later, Cuca, the gourmet cook, walked with her basket into the dining room; it was empty. After a few minutes, the director came in: “Good evening, ma’am, I wanted to talk to you. Look, we appreciate very much you caring for our inmates and making them gourmet food. But, I have to be honest with you. For some time now they have abandoned the dining 22 Joaquín january 2018

room when they knew you were coming. Look, I’m so sorry to tell you, but it’s because… they did not like your food. They did not want to be rude to you, so they just hid from you.

“What?” But…how come they didn’t like it when I saw they were so happily eating it…

“Well it’s because…they said the food didn’t have salt.

At that moment her family complaints rained down on her. She heard them spinning in her head, intermittently. “It doesn’t have salt… I want croutons… I want pasta… Put hot sauce on, little ones…”

“Pues háganse ustedes de comer”. Declaró. Empacó todo en un canasto como Caperucita Roja y corrió a hacer la entrega a sus reclusos.

Un día, ella notó que faltaba un recluso.

Empezó a preocuparse cuando las ausencias se hicieron esporádicas. De pronto fallaba uno, luego dos. Hasta la vez que sólo se presentó

Él masticaba como si experimentara convulsiones. Alzó la cara y mostró una sonrisa de dos colmillos que de inmediato trató de esconder. “¿Te gusta la comida?

“Ajá”. Ella lo contempló un buen rato y pensó qué tanto le gustaría ver a su familia comer con el placer que lo hacía este individuo. “¿Cómo te llamas?” Al pobre se le descompusieron los labios. Le brincaban los colmillos asomándose, de pronto uno, de pronto el otro. Y entre ahogado, tartamudo y gimoteando, dijo: “J” “¿Así te llamas? ‘J’… Así, a secas” “Ajá” Poco tiempo después, Cuca, la cocinera gourmet, entró con su canasto al comedor, estaba solo. Después de unos minutos, se presentó el director: “Buenas tardes, señora, quería hablar con usted. Mire. Le agradecemos mucho que se haya preocupado por nuestros reclusos y que se haya molestado en cocinar para ellos. Mire, tengo que ser honesto con usted. Hace tiempo que ellos se ausentaron del comedor cuando usted venía. Es que, mire, siento mucho decírselo, pero, es que… a ellos no les gustaba su comida. Ellos no querían ser groseros con usted y, pues, mejor se escondían”. “¿Qué? Pero… ¿por qué no les gustaba si yo los veía comer contentos?…”

“Pues es que... decían que su comida no tenía sal”.

En ese momento se le vinieron de golpe las voces de su familia. Las oía dando vueltas en su cabeza, intermitentes. “No tiene sal…

Quiero croutons… Yo quiero pasta… Pónganle chile hijos…”

Cuca, con la cara estirada, los labios caídos y los ojos apretados, se vio obligada a resistir el rechazo y buscar alternativas para aliviar su frustración. Porque ya había comprobado que aún le quedaba esa última esperanza de que alguien en este mundo apreciaba su comida. rior to 1846, the initial contact between Mexicans and Anglo Americans in the Southwest was not contentious. In fact, foreigners traveling through the Mexican territories were often extended hospitality and were treated with respect by their Mexican hosts2. This was true even for the rough frontiersmen that traversed the region. Some of the Mexican landed elite “la gente de razόn” apparently motivated by self interest may have believed that they could benefit from building economic ties with Anglo Americans3 and their governmental institutions. As well, they may have admired and respected the ideals of life, liberty, and the pursuit of happiness or property supported by the U.S. Constitution4.

After the Mexican American War (1846-1848), Mexicans discovered that the American ideals would not become THEIR reality because of economic displacement and racism. The term “Mexican” became a word of disdain indicative of inferiority, mainly, because of Mexican mixed Indian blood heritage. Soon after the war, all institutions were controlled by Anglo Americans and were geared to their group needs and vested interests. Opportunistic individuals refused to acknowledge the new Mexican-American’s rights of citizenship and property ownership that were guaranteed by the Treaty Guadalupe Hidalgo of 1848. In an ironic twist, the native-born Mexicans were viewed and treated as though they were foreigners5.

Ultimately, opportunity for Anglo Americans was predicated on the exclusion of Mexicans from enjoying life, liberty, and especially the pursuit of property. A pattern of eliminating Mexican’s from land ownership dominated Mexican and Anglo American interactions and relations. Anglo American business practices and land tenure laws were designed for the purpose of exclusion. As a result, after a relatively short period of time

Oportunistas se resistieron a reconocer el nuevo derecho del mexicoamericano a la ciudadanía y propiedad de la tierra garantizados por el Tratado de Guadalupe Hidalgo de 1848. En un irónico revés, a los mexicanos nacidos de este lado se les empezó a tratar como extranjeros.5 Finalmente, la ‘oportunidad’ para el angloamericano significó la exclusión del mexicano en beneficiarse de vida, libertad y, especialmente, la búsqueda de propiedad. Las relaciones e interacciones entre anglo y mexicoamericanos reveló un patrón que eliminaba al último en la posesión de la tierra. Las prácticas comerciales y legales sobre propiedad fueron reformuladas con el propósito de dicha exclusión. El resultado, luego de un breve periodo de acabada la guerra —más o menos 25 años— fue que los mexicanos se hallaron carentes de toda propiedad y extranjeros en su propia tierra.

Appallingly, this set the stage for the treatment of future generations of people of Mexican descent living in the Southwest.

Some historians have argued that American control brought development, progress and prosperity to the Southwest justifying Anglo American domination and the displacement of Mexicans. However, this notion of progress and prosperity did not justify violation of the Treaty Guadalupe Hidalgo that guaranteed the rights of citizenship (and protections of the US Constitution). Nor did it justify the inhumane and brutal treatment that Mexicans suffered.

Postscript: The issues of race and indigenous heritage emerge as prominent factors effecting the socio-economic status and treatment of the new Mexican-Americans within American society after 1848. In order to better understand the historical implications of these factors, the social and cultural history of Mexico - which constitutes a significant part of Chicano history – would be important to explore.

Posdata: La problemática de la descendencia racial e indígena emerge como importante factor en el estatus socioeconómico y el tratamiento de los nuevos mexicoamericanos en la sociedad estadounidense después de 1848. Para entender mejor las implicaciones históricas de dichos factores, es necesario explorar la historia social y cultural de México, dado que constituye una gran parte de la historia chicana.

The Hurricane Trump Did Not See Coming

o one forgets being unfairly treated, nor forgives those who hurt our families. An old adage says, “Friends come and go, but enemies last forever”.

Shortly after coming to power, Fidel Castro warned Puerto Ricans about Americans’ disdain towards Latinos. This has been a covert attitude for sixty years since that premonition… but these days we are living through a revival of supremacist thinking.

On September 19 a devastating earthquake hit Mexico City. The next day Hurricane Maria —the strongest storm to hit Puerto Rico in almost a century— was an opportunity to assuage growing suspicions the U.S. government was openly anti-Latino.

President Trump made a “fact-finding trip” to Puerto Rico, a U.S. territory. In truth, it was limited to a visit to a millionaire friend whose mansion did not experience any damage. He believed his host’s grossly downplayed casualties’ count, declared the disaster contained, and went back to MarO-Lago to play golf. Mexico? Sorry. Not worth his time.

Three months have gone by and most of the island is still in the dark.

Lack of electricity has prevented basic needs and continues to hamper medical facilities. Credible U.S. sources believe the death toll is over a thousand people, a huge difference from the revised and official count: 64.

Thanks to Federal Emergency Management Agency (FEMA) —that survived an attempt by Trump to pull it out of Puerto Rico after some island government officials criticiJorge Martínez zed his lack of interest— Stockton, CA Puerto Rico’s mainland has slowly recovered from storm damage, although many people continue to suffer long-lasting effects.

This attitude is neither unprecedented nor concentrated to Latin Americans. The United States has deceived allies in war1, helped Nazi torturers2, as well as oppressing millions of

Fidedignas fuentes estadounidenses sospechan que la tasa de muertes supera los mil, una inmensa diferencia con la cuenta revisada y oficial de 63 fatalidades.

Gracias a los esfuerzos de la Agencia Federal de Control de Emergencias (FEMA) —que sobrevivió un intento de Trump por sacarla de Puerto Rico luego que algunas autoridades isleñas criticaran su falta de interés— la principal isla portorriqueña se recupera de a poco del daño de la tormenta, aunque mucha gente continúa sufriendo los efectos a largo plazo.

Esta actitud no es sin precedentes ni se concentra contra los latinoamericanos. Los Estados Unidos han engañado a sus aliados de guerra1, ayudado a torturadores nazis2, como también marginado a millones de gente de color dentro de sus propias fronteras3.

A lo largo de los años nuestro democrático gobierno ha aprobado una sarta de leyes racistas —incluyendo algunas que resultaron en, literalmente, miles de muertos4.

Debido a esto, y como exsoldado estadounidense, me entristece admitir que los EEUU en los que creía no existen, como continúa a la vuelta tampoco la legendaria january 2018 Joaquín 25

We can lament Trump’s narcissism, hate him, or feign concern, but we can’t join him through our apathy.

Trump and the Republicans have awakened millions of Latinos throughout the United States and will have long-term repercussions on those who blindly followed him. Having been on the receiving end of government indifference, I salute Carmen Yulín Cruz, the mayor of San Juan, Puerto Rico, who seems to have more balls than a professional basketball team …she is sure to become a nightmare to Trump.

Plus, and thank God, Trump’s insults will very likely translate into good: the Puerto Rican diaspora continues to relocate in Florida, Texas and other U.S. coastal places.

Due to this experience, these people will vote and inevitably be anti-Republican.

went only to the mega rich. The middle class just stood still, and African Americans and Latinos lost almost three quarters of their already meager assets in the Great Recession.

Inequality has grown so great again that it has begun to strangle our sense of fairness and justice and drive us apart as a nation, just as it did before the Civil War. The 2017 tax cut bill offers a new mirage, a wicked enticement, for anyone susceptible to the deceptive reality being offered. The tax cut may actually foster another bubble and boom.

Most of us stand to gain just a little, while they gain a lot, that’s what the Republicans again are offering. Recent polls show that a clear majority of the people dislike what they know now about the tax cut bill.

So now the drama boils down to the question of whether the crumbs that it eventually provides will be enough so that lots of Marys and Joes will continue enabling the Republicans to enrich themselves and make sure that the rest of us are the only victims of the bust that their latest boom will surely foster?

Finalmente, las reformas de la Era Reagan estrujaron el último progresismo que quedaba en el código tributario y las reglas empresariales. Trágicamente los EEUU retornaron al mundo de Ayn Rand, aquel del individualismo crudo y la economía del “ganador-se-llevatodo” donde Trump, Ryan y sus secuaces nos quieren mantener. Por los últimos cuarenta años, lo que fuese hizo el gobierno para promover la economía, fuesen más recortes tributarios, desregularización, presupuestos balanceados, o aumento en el gasto —o simplemente mirar pasar fraudes como las asociaciones de ahorro y préstamo, ‘punto com’, hipotecarias, mercadeo de opioides, explotación de petróleos e hidrocarburos— las ganancias siempre fueron para el ultra rico. La clase media se mantuvo inmóvil, y afroamericanos y latinos perdieron tres cuartos de sus ya marginales bienes durante la Gran Crisis.

La desigualdad ha crecido tanto nuevamente que ha empezado a estrangular nuestro sentido de equidad y justicia, y comenzado a separarnos como nación, como ocurrió previo a la Guerra Civil.

Luego, con la punta de su zapato, Queso dibujó un círculo en el suelo. “Mi familia vivía justo aquí. Demolieron nuestra casa para levantar esta autopista. Acostumbraba mirar hacia arriba y ver el cielo”. Todos miramos arriba. “Y allí,” apunto al otro lado de la calle, “es donde tomaba el autobús para ir a la escuela”. Después nos llevó a lo que parecía una vieja cañería de gas asomándose desde la tierra —el número “2011” pintado en ella. “¡Éste era mi domicilio!” Mi mente trataba de conciliar el que, desde este montón de tierra, había salido este icono chicano, el “arquitecto del sueño” quien en 1969 vio estos feos pilares decorados con murales. “¿Por qué te dicen Queso? Preguntó mi hijo. Se le dibujó una sonrisa de oreja a oreja.

Pausó, “¡vas a tener que leer mi biografía para enterarte!” (¡Ni siquiera su biógrafa lo sabe!)

Terminamos el tour manejando al oeste por unas cuantas cuadras hacia la bahía por Harbor Drive y César Chávez Boulevard y lo que todavía queda del Edificio Goldy y que alguna vez perteneció a Kelco, una antigua compañía recolectora de algas establecido en 1929.

Allí Queso y su ex-esposa, Gloria, pintaron un masivo mural de 350 x 30 pies en 1992-1993.

Nos estacionamos detrás de éste y entramos al negocio de sus actuales propietarios, Restaurant Depot —gigantesca distribuidora de artículos de restorán— donde orgullosamente me indicó un gran display en la entrada con su foto y detalles sobre la restauración de las paredes de la empresa. “En el 2010 convencí al Ayuntamiento que no derrumbara todo el edificio, sino que preservara las murallas para un mural. Fue financiado por los nuevos propietarios y la restauración ocurrió entre 2011-2015. Mi esposa y yo vivimos dentro del edificio, en una carpa, mientras trabajábamos en el mural” añadió. Caminamos todo el largo del mural notando su austera descripción de peces y escenas de trabajadores, familias y comunidad de la fábrica de conservas.

Aquel día nos sentimos honrados de haber caminado al lado de Queso y me alegré que mi hijo, un chofer de camiones, haya estado ahí para conocer a mi viejo amigo, el conservador sin paga del Chicano Park, y enterarse de la historia de los murales. Nos reunimos todos más tarde aquel día para almorzar y despedirnos con abrazos y promesas de no dejar pasar tanto tiempo para juntarnos de nuevo.

Esa noche en la cama del hotel me imaginé encaramado en un andamio, a cuarenta pies del suelo, una brocha en cada mano, mi frente y nariz manchadas de pintura y mis overoles incrustados con la esencia de lo que debe ser la pintura ¿Qué figuras hubiera pintado? ¿Qué historia hubiera contado?
