Planning for College Dear Dave, We have two daughters, and we’ve started thinking about financial planning for college. What are the differences between an Education Savings Account and a 529 plan? John Dear John, I’m glad you’re thinking ahead and planning for the future. Here’s a quick overview of the two. The Education Savings Account (ESA) is limited to $2,000 per year, per child. It has complete flexibility, meaning you can invest it in whatever you like and you can move it—roll it over—to another one if you don’t like that mutual fund, as an example. I use that example because I recommend using good growth stock mutual funds and that you do this for the first $2,000 invested per year. There are several types of 529 plans, and there’s only one that I would recommend. It’s the kind that has complete flexibility, where you control the investments. Some states have 529 plans that are prepaid tuition, and I never recommend those. You don’t want the state managing anything for you, because you won’t get anywhere near the returns you’d get if you managed it yourself. Other types of 529s lock you into a certain kind of investment the whole time, or they move the investment based on the age of your kid. I don’t want anybody doing that crap. I want you controlling your money. Most of the 529s vary somewhat from state to state, but the majority have flexibility that allows you to control the investment while contributing up to $10,000 a year. Both those and the ESAs grow completely tax-free on the growth as long as they’re used for higher education. or sister can use the money. If they get scholarships, make sure you keep up with the value of these. You’ll be allowed to withdraw that amount and refund yourself for the scholarship amount without penalty or taxes on the amount withdrawn. In short, both the ESA and 529 are fine ways to save for college. Just make sure if you’re doing a 529 that you choose the kind you control from top to bottom! —Dave

What Causes Overspending? Dear Dave, In your opinion, what causes overspending? Kristin Dear Kristin, Overspending is, 100 percent of the time, a choice. It’s a decision. Most of the time it’s linked to immaturity, although there can be other issues at play. People who habitually overspend are saying that they’re unwilling to act like a mature adult, and delay pleasure in order to win with money. This kind of thing is made even worse, because we live in a culture fueled by extreme debt marketing. And when things like credit card offers are constantly in the face of immature people, those two things can combine to make a real mess. Good question, Kristin!

MOVING & STORAGE: Careers in Transportation & Warehousing

avid May has been a truck driver for more than 30 years. And in all that time, he’s never worried about finding a job. “If you’re a good driver, everybody wants you,” he says. Truck drivers account for about 1 of every 5 jobs in the transportation and warehousing industry, according to the U.S. Bureau of Labor Statistics (BLS). But this industry employs workers in many other occupations, too, such as ship captains, cargo and freight agents, and avionics technicians. And as these workers know, there are lots of reasons to consider a career in this industry. “I’m not sure people realize the opportunity that is here,” says Gary Statler, managing director of safety, regulatory compliance, and human resources for a marine transportation company in Pittsburgh, Pennsylvania. “These jobs are not something that can be outsourced overseas. This is a good industry to be in.”

About the industry

Every day, people and goods move throughout the United States. Workers in the transportation and warehousing industry help to get them where they need to go. “Think about where your toothpaste came from, or your shoes,” says Elaine Puri of the American Society of Transportation and Logistics in Chicago, Illinois. “The transportation and warehousing industry helped to get them to you from across the country or from around the world.” The North American Industry Classification System identifies 11 subsectors in transportation and warehousing. In May 2015, BLS counted about 4.8 million jobs in 10 of these subsectors, with an additional 595,200 jobs in the U.S. Postal Service (which some BLS programs classify under the federal government

What the industry does

The biggest segment of the transportation and warehousing industry involves moving goods. Each year, about 63 tons of freight per person are shipped in the United States, according to the Bureau of Transportation Statistics. Trucks carry most freight. Trains, pipelines, boats, and ships also transport large amounts of freight. Airplanes carry much smaller amounts. Another large segment of this industry involves moving people, which includes air transportation and related support activities, transit and ground transportation, and scenic and sightseeing transportation. There’s some overlap in the work of transporting goods and transporting people. Trains and airplanes, for example, transport both. Between production and sale, goods are kept in warehousing and storage facilities (also called distribution centers). Occupations in transportation and warehousing

Transportation and warehousing is an industry with many career options. “There are opportunities from the dock to the boardroom,” says Puri. “You can find a fit that makes you happy, whether you’re using your people skills or you’re technologically gifted, whether you prefer to work at a desk or you’re interested in travel.”

Operating vehicles

If you’ve ever heard the call of the open road—or rail, water, or airway—consider a vehicle operator career. Vehicle operators usually travel to one or more destinations, following a set route or making assigned stops as they transport goods or people. They may plan their routes using satellite tracking systems, handheld computers, or other technology. Each type of operator has his or her own expertise. For example, harbor pilots must be familiar with the tides and conditions of the waterway in which they work, and driver sales workers must be knowledgeable about the products and services they provide. Some of these workers, such as tractor-trailer truck drivers, may travel long distances when operating vehicles; others, such as delivery services drivers, may have routes closer to home. Some people in these occupations work for themselves, which usually requires that they buy and operate their own vehicles. For example, occupations such as taxi drivers and chauffeurs, ship and boat captains, and truck drivers had higher percentages of self-employed workers than some other occupations in the industry. Transportation and warehousing is the largest industry employer of vehicle operators. BLS projects more than a million job openings for vehicle operators in all industries between 2012 and 2022. Heavy and tractor-trailer truck drivers are expected to have the most job openings—about 464,700.

Moving or tracking materials

For an entry-level job in the transportation and warehousing industry, you might move or track boxes or other items on a loading dock, in a mail sorting facility, or in a warehouse. Jobs in these occupations might involve lots of lifting or carrying: loading and unloading items or retrieving them from shelves or other places. A worker in these occupations may identify and track item locations using handheld scanners or other technology. Workers may also inspect items for damage, compile reports, or do minor equipment repairs. Some of these workers operate forklifts or other machinery to move pallets, boxes, or other containers. Others unload and move materials by hand. Still others keep records of materials, working in, for example, a stockroom or shipping and receiving department.


Supporting operations

Efficient movement of people and goods requires lots of workers who provide assistance. These workers make sure that transportation systems and equipment are safe and running smoothly. Operations support workers may provide vehicle operators with critical information, such as schedules or routes. And they inspect people, vehicles, and goods for potential hazards. Particulars of the work vary. For example, an air traffic controller might communicate with pilots so that planes can safely take off, fly, and land. A sailor might keep watch for boats or debris in the water that could obstruct a vessel. The equipment differs by occupation, too. Pumping station operators use pumps or compressors to direct the flow of oil, gas, or other fluids; railroad switch operators use track switches to reroute train cars.

Maintaining and repairing vehicles and equipment

Maybe you have a curiosity for understanding how things work—or a knack for fixing them when they break. If so, a career in maintenance and repair might be a good fit. Workers in these occupations keep vehicles and equipment running properly. In addition to doing regular maintenance, these workers diagnose problems, replace defective parts, and keep records of their work. They might also update systems or equipment, such as by installing new technology in trucks or planes. Some of these workers specialize. For example, avionics technicians repair electronic instruments in airplanes. Other workers, such as general maintenance and repair workers, have a broader focus.

Managing or providing business or financial expertise

Every business needs workers who can lead its employees and oversee its funds. Table 6 shows some of these management, business, and financial operations occupations. Workers in these occupations plan and guide both day-to-day and long-term business functions. They make sure that resources are being used efficiently and that finances are in order. Many of the occupations are managers, who direct a business or department and its employees. Managers often develop budgets, set policies, and oversee others’ work, sometimes focusing on a particular task, such as sales. Other occupations specialize in areas related to business operations, such as logistics, human resources, or training and development. Still others have duties related to financial operations, such as accounting.

Other work

Whatever your interest—computers, engineering, or something else—you might find a way to pursue it by working in the transportation and warehousing industry. For example, database administrators help to store and organize large amounts of information related to the movement of people and goods, such as customer shipping records. And industrial engineers assist companies in running more efficiently.

As in most industries, transportation and warehousing also employs workers to sell industry services, clean buildings, and do bookkeeping or other administrative tasks.

Variety and challenges

Transportation jobs keep some workers on the go, and the constant motion has its benefits. “I pass gorgeous lakes, see wild animals, listen to music,” says Jeff Skender, a package delivery driver in Springfield, Illinois, “and I often think, ‘Wow, I can’t believe they’re paying me to do this!’” Many workers like the fact that each day on the job is different. “It’s an ever-changing environment,” says Tim Richards, an operations manager for warehousing and transportation services in Phoenix, Arizona. “You don’t get bored.” Workers who travel get to see the sights, but being away from home for long periods can be difficult. And their jobs may require night, weekend, or holiday work. Workers also must endure all types of weather conditions, from heat waves to blizzards. In addition, the work can be physically difficult—or dangerous. Safety is a top priority, say workers, but injuries do occur. BLS data show that the transportation and warehousing industry had a higher incidence of injury or illness than the average for all industries in 2013.

Stress and support

Even as workers focus on safety, however, timeliness still matters. “There’s definitely pressure to perform,” says Skender. A stressful reality for many of these workers is that material goods—or people’s lives—may depend on the safety of transportation vehicles, equipment, and routes. “The level of responsibility is tremendous,” says Smith. Whether delivering the mail, driving children to school, or coordinating distribution, transportation and warehousing workers develop relationships with regular customers and meet new people all the time. And that’s something a lot of workers enjoy. “People learn to rely on each other and really care about each other,” says Statler.

Prospects, pay—and more

Job opportunities are often good for workers in this industry. And the median annual wage of occupations in transportation and warehousing was higher ($40,530) than that of occupations in all industries ($35,540) in May 2014. Benefits, such as health insurance or retirement plans, are often generous, too. For example, in March 2015, private industry employers spent an average of $14.02 on benefits per hour worked for employees in transportation and warehousing, compared with an average of $9.71 for all employees, according to BLS. But for many workers, compensation is not their motivation. “This is an enthusiasts’ industry, where a natural love of, say, boats or trains leads you to a career,” says Smith. “You can make pretty good money, but I’m here because I love it.”

Answering the Tough Job Interview Questions by Robin Ryan, Author of “60 Seconds & You’re Hired!” Kevin was a well seasoned Project Manager looking for a new job. He entered the interview feeling confident that his resume was strong enough to land him the job. The company set up a panel interview, so Kevin walked into the office and sat in front of five people. The first question asked was: “Tell us about your most impressive contribution that you’ve made at your current company.” Kevin simply froze. He couldn’t think of a good example in those few seconds and sadly realized he’d lost the job by not being better prepared.

Expect Situational Questions More employers today, especially Fortune 500 companies, are using a difficult interview style of questions to weed out job candidates. My career counseling clients say these “behavioral” or “situational” questions are the hardest type to answer. If you are not ready for them, it’s easy to make a fatal error and lose the job like Kevin did. The interviewer uses a probing style to ask questions seeking very specific examples of your actions in a work situation. These questions begin with these phrases: “Tell me about a time ...”, or “Describe ...”, or “Give me an example ...” The interviewer is looking for details of your past abilities and how you acted in a specific work situation. The correct answers offer specific details, a clear specific illustration of what the problem or situation was, where it took place and the RESULTS you personally achieved. The interviewer often then rates each response to determine how well you reacted to these situations in the past, as a way to predict your future performance with their company. These situational questions are thought-provoking.

Here are a few questions that my clients were recently asked in their job interviews: “Tell us about how diversity plays a role in your current job.” “Describe a recent conversation in which your current/ last boss complained about an area of your performance.” “Tell us about a difficult co-worker you had to manage.” “Describe the worst boss you’ve ever worked under.” “Describe what you have been doing since you’ve been unemployed.” Here are my guidelines to successfully answer these kinds of tricky interview questions: Your first thought is often NOT the best example to use to make you look good to the employer. Consider the question, pause and select the example carefully. Offer specific details - who is involved, where did this happen, what was the problem, and HOW did you resolve it. Be concise in your reply -- no longer than 60 seconds -- so not to lose the employer’s attention. Negative answers reflect badly on you. Phrase your answer so it remains positive and never degrades your former manager or company. The book “60 Seconds & You’re Hired!” which covers job interviewing and salary negotiations, includes answers to many of the hardest and trickiest situation questions interviewers may ask.

No one doubts that being unemployed is difficult. However, unemployment doesn’t have to be a losing situation if job seekers take the time to consider how they can make themselves more attractive to employers.

Five Things Unemployed Workers Can Do to Attract Employers

It really is all about each job seeker has to offer. And the more skills and abilities that employers can “buy” with each candidate, the more attractive they become. So all things being equal, the candidate with knowledge of six popular software programs will more likely get the job over someone with only three. But it’s not just about having computer skills. Unemployed job seekers should consider other knowledge, skills and abilities (called KSAs) they might develop in order to attract employers. Depending on someone’s job classification that can mean anything from forklift certification for a warehouse worker to A+ certification for an IT geek. And there are plenty of places to get training. Local community colleges, adult schools, technical colleges or trade schools are all great places to start. Moreover, many cities have non-profit organizations that offer community-based training and employment assistance programs as well as state government-based training programs. In addition, for those unemployed job seekers looking to learn something a bit more theoretical (i.e. science, math, writing), there are plenty of free online courses available through the OpenCourseWare (OCW) project.

Keep Job Experience Fresh Unemployment bias is one of the toughest issues to deal


with as a job seeker. And while many employers claim that this prejudice has declined in recent years, there are still employers who look at unemployed job seekers with a bit of disdain. The desire to hire someone who is employed over someone who is not is still a strong motivator. However, that doesn’t mean unemployed workers should just throw in the towel. Keep job experience fresh by seeking out part-time or temporary employment through a temp service, online temporary websites or directly with an organization such as the government. Job seekers may even consider offering their skills a few hours a week to a friend’s business, their church or their child’s school, paid or unpaid. Speaking of unpaid, don’t forget volunteer work. Sure, it doesn’t pay now; however, it could turn into an unseen opportunity. And working for free not only demonstrates charitable qualities, it keeps skills and work experience fresh.

Get to Know the Players in the Industry Tired of hearing about how networking is important to a successful career? Unemployed workers should never lose sight of the importance of meeting new people. Depending on where job seekers live, there are opportunities to attend local career seminars, job fairs, association meetings, business mixers and other career-focused events. Now networking isn’t just about developing relationships with new people in the hope of landing a job at their company. Networking is also about gaining knowledge (try an informational interview) or even offering to introduce two people you know in order to help them out. A favor now can equal payback in the future.

Find a Solution to the Employer’s Problem Sometimes the difficulty for unemployed job seeker is not in getting an interview; it’s in landing the job. One way to impress the hiring company is to identity an issue and to identify a resolution. Not an easy task; however, it goes a long way in demonstrating creativity and knowledge. The best way to do it this is at the end of the interview. When job seekers are given the opportunity to ask questions, ask about the types of problems the department currently faces and what solutions they have tried. Then without making a commitment to resolve it, take the information home and see what kind of solutions come to mind. Job seekers may not find a good resolution. However, by merely suggesting an idea (in the follow-up “thank you” letter perhaps) they may hit upon a solution not previously considered. The whole idea is that in order to attract employers unemployed job seekers need to demonstrate their value as an employee. That means developing KSAs, networking, keeping work experience fresh and offering their services and solutions, in order to become a valuable member of the team.

Offer to Work on a Temporary or Consultative Basis Yes, the ideal situation would be to walk away from a job interview with an offer in hand. But if there is any chance that it might not be forthcoming, unemployed workers might want to consider offering their services

Manufacturers and distributors, or wholesalers, play very different roles in the traditional supply chain. A manufacturer makes goods and then sells through representatives to the distributor, or to retailers or consumers. A distributor traditionally has reps who sell goods directly to retailers, though some also sell directly to consumers.

Business Differences A manufacturer’s expertise is in the use of raw materials for development and production of one or more goods. However, manufacturers must sell their finished goods to earn a profit. Distributors are the common direct buyer for manufactured goods, even though end consumers must buy products for the entire distribution channel to succeed. Distributors have expertise in holding goods in inventory, and then transporting them to retailers or consumers quickly after an order is placed.

Sales Rep Differences Both manufacturers and distributors rely on sales representatives. A “manufacturer’s representative” is a common label given to a sales representative for a manufacturing firm. This rep traditionally calls on wholesale buyers, meets with them as necessary to get them to buy, and manages renewal orders. A sales rep for a distributor calls on retail buyers, and then performs similar sales relationship activities.

As an employee, an individual will not only have access to the company’s resources, but will also serve as its representative, projecting the company’s image to existing and potential clients. Reports Included on an Employment Background Check

Seven out of ten U.S. employers report conducting background investigations as part of their hiring process. A typical background check may include driving records, criminal records, credit reports, property deeds, military service, employment history, educational background, and sex offender status. And while it is legal for an employer to compile this information, discrimination against the applicant on the basis of race, color, national origin, sex, religion, disability, genetic information (including family medical history), or age (40 or older) violates federal employment law and is subject to regulation. Additionally, there are certain reports, such as bankruptcy filings more than ten years old, prohibited in background checks for jobs with an annual salary of $75k or less.

Background Data Reporting Agencies

Many employers hire outside data reporting agencies to run background checks on potential hires in accordance with state and federal regulation. Companies that perform background checks protect the rights of the job applicant as defined under the law, thereby insulating the employer from liability. In fact, companies who run background checks as part of their services must comply with the Fair Credit Reporting Act (FCRA).

Duties and Responsibilities of Employers Using Data Reporting Agencies

Employers who have used the services of a data reporting agency to vet job candidates must fulfill certain duties and responsibilities as defined under the law. First, the employer must supply the applicant with a notice of intention to perform a background check, and obtain written consent. This notice must be in a separate disclosure not part of the job application or any other document. general character of the applicant, then he or she must be made aware of the scope and nature of the investigation If employment is denied based on the findings of the investigative agency, then the employer must allow the applicant to view the findings and provide information on how to obtain a copy. Additionally, to remain in compliance with the FCRA, the employer must provide the individual with a copy of “A Summary of Your Rights Under the Fair Credit Reporting Act”. The job applicant may then take steps to correct any erroneous information contained in the report.

BACKGROUND CHECKS NOT ONLY ASSIST IN DETERMINING WHICH INDIVIDUALS ARE UNSUITABLE FOR EMPLOYMENT, BUT ALSO CAN HELP AN EMPLOYER DECIDE BETWEEN QUALIFIED APPLICANTS BY PROVIDING AN IN-DEPTH EMPLOYMENT AND EDUCATIONAL HISTORY. Background checks not only assist in determining which individuals are unsuitable for employment, but also can help an employer decide between qualified applicants by providing an in-depth employment and educational history. Background information should be analyzed and implemented in a consistent manner with each candidate held to the same standard of scrutiny across all areas, regardless of demographic characteristics. Additionally, an employer should regard each potential staff member as a whole, considering all factors. An employer would be better served looking at overall patterns of conduct than zeroing in on one non-material mistake in an otherwise superb background. Performing a background check on a job candidate is standard practice in today’s business world. However, employers must adhere to federal and state guidelines whether conducting their own search or using the services of a data collection agency. These guidelines not only exist to help protect an individual’s privacy, but to prevent incorrect reporting or employer discrimination on the basis of a protected characteristic. When done in a responsible manner, employee background checks can help employers make suitable staffing decisions and limit potential risk.

Automation Technician John Mullins

Many people think of automation as laborsaving technology. But it sure keeps Jim Duffell busy. Jim is an automation technician. For the past 9 years, he has spent his workdays monitoring production equipment for a food manufacturing company in San Antonio, Texas. The company’s products—mixes for biscuits, enchiladas, and gravy—are manufactured using fairly typical automation processes. Defined simply, automation is a technique for making a device run or a process occur with minimal direct human intervention. But the functions and technologies involved in automated manufacturing are complex. Nearly all functions, from orders coming in to products going out, are subject to automation. The technologies include mechanical, electrical, and computer, among others. And it is the job of automation technicians like Jim to monitor, troubleshoot, and repair these complex systems. “I go from one piece of equipment to another,” says Jim. “I’m on my feet most of the day.” In the company where Jim works, ingredients for the mixes are blended, stored, and packaged by machines that are controlled by computerized devices. These devices, known as programmable logic controllers, regulate the weight and quantity of ingredients, transmission of mixes to storage areas, and packaging and shipment of final products. Additionally, customer order information is automated to reduce excess inventory. When production runs smoothly, Jim concentrates on preventative maintenance and upkeep. He uses a variety of instruments to ensure that all equipment is operating within a given tolerance, or range. For example, he may use standardized weights to make certain that the appropriate amount of each ingredient in the biscuit mix is being dispensed. If part of the process isn’t working correctly it can be an alarming experience— literally. When a piece of equipment begins functioning outside its assigned tolerance, an alarm sounds. A first alarm makes Jim aware of a problem but allows production to continue while Jim goes through a logical sequence to isolate, and fix, the problem. He must complete this process before a second alarm sounds, which indicates a more severe problem and shuts down production. Many manufacturing companies operate 24 hours a day. Shutdowns are costly, so automation technicians must be able to identify and solve problems quickly. Automation technicians may have a variety of job titles, depending on their specific duties and the industry in which they work. Jim’s title is “lead production support technician.” Other common titles include “control technician” and “instrumentation technician.” But whatever they are called, automation technicians need certain skills to perform their jobs. Critical thinking and problem-solving skills are a must, as is the ability to work well under pressure. Automation technicians are sometimes asked to prepare reports for managers or other nontechnical audiences, so they should be able to write well. And because their job may involve training junior staff, automation technicians need good interpersonal and communication skills. “Nine times out of ten, the work I’m doing is more complicated than the trainees have been prepared for,” says Jim. “It’s my job to explain the information in a way that’s clear enough for those new to this work to understand.”

Above-average proficiency in computers is also critical for these technicians, because much of their job involves minor program¬ming. And nearly all automation technology involves measurement, so aptitude in mathematics is important. Many automation technicians have a background in either mechanics or electronics. Jim, for example, started out as a maintenance electrician for another food manufacturer. There, he learned programmable logic controller electronics—and when that company downsized, Jim’s knowledge gave him an edge in applying for his current position. Like Jim, many automation technicians build their skills through years of on-the-job training. But that training is usually supplemented with additional preparation, such as completing certification programs that are conducted by producers of automation equipment. Jim has completed four such courses related to equipment he oversees at work. Jim advises prospective technicians today to get a postsecondary degree. “It’s possible to get a job if you have a lot of experience,” he says, “but these days, most companies are looking for people with an associate degree.” That advice is echoed by industry sources, who stress the importance of education. Some institutions offer training specifically in automation technology, and many others offer coursework that can be tailored to duplicate such programs. Two-year

programs are avail¬able at some community colleges. Vocational-technical schools, unions, and industry trade associations also offer training. Formal training should cover four basic areas: mechanics, electronics, computer science, and process control. These disciplines—known together as mechatronics— are the core of automation technology. The U.S. Bureau of Labor Statistics (BLS) does not collect employment or wage data on automation technicians. Industry sources suggest, however, that the annual wage is about $50,000, an amount similar to the May 2008 wage for closely related engineering technician occupations for which BLS does collect data. The annual median wage for U.S. workers across all occupations in May 2008 was $32,390. Jim’s job can be demanding; he’s often required to put in overtime and to be on call.
